Welcome... How does your garden grow? A seemingly simple question with a surprisingly vast array of possible answers. From the simplest of responses (“very well, thanks”), to elaborate explanations of photosynthesis and an analysis of soil structure and irrigation methods best suited to publications other than this. For our purposes, I’d like to rephrase this 18th-century query posed to a certain disagreeable Mary and ask instead: what do our gardens show? Gardening itself isn’t to everyone’s pleasure, but it takes a particularly finicky passer-by not to glean any enjoyment from a well-manicured herbaceous border or a row of smiling daffodils. So, whether you planted the seed or enjoyed the fruit, our community gardens present to us a journey and a destination all at once. Silver bells and cockle shells aside, there is as much beauty in the work that has taken place as there is in the results on show. In many ways, gardens are the horticultural barometer of our communities. They are the bats of the urban ecosystem, giving an insight into the health of those they rely upon for their own wellbeing (bats, of course, making up eight of the government’s official indicator species for monitoring biodiversity). And just as the common pipistrelle requires a healthy food chain for its survival, our gardens, especially our communal gardens, require a healthy community to tend to their growing needs. We see it in the flower beds and the garden patches we pass each day. We see the community love in the spring blossom. In short, we see a cared-for community in the community-cared-for gardens. Cambridge Road resident organises a ‘Great British Spring Clean’ in Wanstead Cambridge Road resident Dan Slipper is urging members of the Wanstead community to take part in the Great British Spring Clean, a national campaign encouraging people to collect litter and improve the look of their local area. “I have become increasingly concerned about the amount of litter in my street and along Cambridge Park. January’s meeting of the Wanstead and Snaresbrook wards of Redbridge Neighbourhood Watch was well attended. “We discussed the recent comment from Moneysupermarket that Redbridge topped the list for burglaries, although official crime figures for Wanstead and Snaresbrook show this is lower than suggested,” said ward coordinator Steve Wilks. Recruitment course at Wanstead and Woodford Air Training Corps

High Street eatery Robins is one of 30 businesses to feature in a crowdfunded photo book documenting all the remaining pie and mash shops in London. The book – which received over £2,000 of funding and has a limited print run of 100 copies – has been compiled by photographer Jake Green and creative producer Simon Poon Tip following their collaboration on a documentary about the traditional working-class food, which was part of a series of films about London in the 32LDN project. The 241 (Wanstead and Woodford) Squadron Air Training Corps will be starting a new recruitment course for 12- to 16-year-olds this month. “There will be a presentation on the activities and opportunities we provide for our cadets, a separate briefing for parents on what the squadron is all about and a tour of the premises,” said a spokesperson for the unit, which was founded in 1941. Tributes paid to lollipop man

A borough-wide talent show will take place at the Sir James Hawkey Hall in Woodford Green this month. “We are looking for schools, organisations and clubs to put forward a group or solo entry,” said a spokesperson for the mayor of Redbridge’s charity appeal committee who are hosting the Redbridge’s Got Talent event on 24 March from 7pm. Wanstead resident condemns Trump’s Tomorrow’s poets meet the attempts to ban Muslims Redbridge Rhymesters

Wanstead resident Harun Khan, who is the leader of the Muslim Council of Britain, has condemned President Trump’s attempts to initiate a ban on people from a select few Muslim-majority countries. “This ban on Muslims is not only an inconvenience, it is downright dangerous to our values of equality and non-discrimination… Our government should express in no uncertain terms how daft this policy is to its US counterparts, and press home how counter-productive it is in [the] fight to confront terrorism,” said Harun.

Children from Snaresbrook Primary School joined creative poetry group the Redbridge Rhymesters at the Allan Burgess Centre in Wanstead last month for a ‘lively and inspiring’ workshop, writing and performing poems on the theme of fashion. “The children wrote some very imaginative poems, and the session gave everyone a chance to learn how people from different eras and places can be encouraged to share their knowledge,” said Alexandra Wilde. JLGB Redbridge band wins major award and performs at Palace

Abstract seascape painting demonstration at Wanstead House

The Jewish Lads’ & Girls’ Brigade (JLGB) Redbridge band have won a Youth United Social Action Award and were given the honour of playing at the awards ceremony at Buckingham Palace at the end of January. “The architecture of Buckingham Palace was overwhelming, and the atmosphere and experience is one that I will remember for the rest of my life. Redbridge band has given me opportunities that I wouldn’t have had anywhere else,” said Adam Gunstock, a trumpeter from Wanstead High School.

A self-taught artist will be giving a painting demonstration at Wanstead House this month. Hertfordshire-based Marilyn Comparetto, who recently opened her own art gallery, will be producing a dynamic abstract seascape at the Essex Art Club event on 26 March from 2.30pm (visitors: £5). “My earlier works consisted mainly of wildlife, but over the years my portfolio has widened to include mixed media expressive work, abstract, portrait, still life, seascape and landscape paintings,” said Marilyn. The damaged floor at Wanstead Library is set to be repaired. “The damage was caused by leaking water and the leak needed to be located and the floor dried out before repair works could take place… Works will be starting shortly and complete in the spring. The library will have to close for this to take place but we will use this opportunity to carry out further repairs, maintenance and redecoration,” said a council spokesperson.

more work ourselves as we’re already doing the Corner House Garden, the little garden on top of the wall by Snaresbrook train bridge, High Street flower beds, the Grove Park car park strip, Wanstead Station flower beds, the fountain flower beds on George Green and several others. Good heavens! What are we? Superheroes or something? We’ve got more than enough to look after, but that doesn’t stop us forming another gardening group. A commuter gardening group is the obvious answer to this problem. Station users enjoy this little patch of flowers, so it makes sense to give them some sort of ownership. We have already met London Underground Area Manager Claudia Bourghatti, who came to the station to see what we were talking about. She didn’t know there was a garden there and was

intrigued by the fig tree (which produced a good crop of ripe figs last year). She is supportive of the idea of a Snaresbrook Station Gardening Group. If you would like to be involved and help this garden thrive, we will be holding a meeting to get the ball rolling at the station on 12 March. No gardening experience is necessary and all are welcome. If you can’t make that date but you’re interested in taking part, get in touch and we will keep you posted on future developments. Essex in the spring Rose Meredith from Redbridge Libraries invites you to welcome the start of spring at Wanstead Library this month with an illustrated talk about gardens in Essex and a look at the National Gardens Scheme

T

he National Gardens Scheme allows the public the great enjoyment of visiting all kinds of gardens, most of which are private gardens where you wouldn’t usually have an opportunity to access them. The charitable scheme has a rich and interesting history closely connected with nursing in the UK. In 1926 the organisation decided to raise a special fund in memory of their patron, Queen Alexandra, who had recently died. The fund would pay for training and would also support nurses who were retiring. A council member, Miss Elsie Wagg, came up with the idea of raising money for charity through the nation’s obsession with gardening, by asking people to open their gardens to visitors and charging a modest entry fee that would be donated to the cause. So, in 1927 the National Gardens Scheme was founded. People were asked to open up their gardens for ‘a shilling a head’. In the first year, 609 gardens raised over £8,000. Linda Holdaway specialises in talks about the National Gardens Scheme and will be speaking about the various gardens in Essex that will be open this spring, summer and autumn for all to visit and enjoy. Redbridge Libraries are pleased to host this talk and we expect it to be very popular, so although this is a free event, booking is essential. Linda will also be bringing copies of the latest 2017 visitor brochures for audience members to take home. It is sure to be a most enjoyable Saturday afternoon talk – just in time for spring to get the horticultural year off to a good start and to inspire local residents to improve their health through gardening. Waste not want not

Redbridge Council’s garden waste collection service will resume next month – with a difference. Wanstead resident Steve Wilks explains why he thinks the new scheme will cost us all more than the £50 charge

L

ast December, Redbridge Council decided that its garden green waste collection service would no longer run all year round and will now only operate fortnightly between April and October. Additionally, residents will be charged £50 per year for the service (in return for 50 biodegradable bags to use). The council cited a £1.1m government grant that had been used to fund the service and which has now run out. While all London councils are making cuts to services and feeling financial pressures, Redbridge has increased our Council Tax, so residents are already contributing to the shortfall in revenues. Even in difficult economic times, it is crucial to maintain measures to protect our environment and encourage sustainability, and to look for cuts across a range of waste services, not drastically charge extra for one particular key service. Even more telling is that there are no plans for concessionary charges for people on low incomes, so they will be disproportionately impacted. The council provides a free bulky waste collection service and it is questionable why this has not been scaled back (perhaps to three free collections from the current six) or been made a paid-for service itself. Most residents would prioritise green waste collections over bulky waste as many have gardens in our leafy suburb. Bulky waste collections tend to be for one-off items and most people expect to pay for this anyway. This change has been pushed through without any public consultation or long-term thought. It would have been prudent for the council to have realised that the grant money would run out eventually and not to have offered free bulky waste collections in the first

place if it meant that key waste services would have to be scaled back. The council has also failed to consider the consequences of this change, such as increased fly-tipping (some people will not pay), which will lead to greater costs of enforcement and clearance. There is also the potential that some people may mix green waste with general rubbish to get around the rules, making recycling more problematic when it needs to be sorted at the depot. It is important to recognise that cost should not be the only factor that is considered, and this change will potentially encourage people not to follow the rules. Such schemes should be encouraging people to recycle and dispose of their waste properly, which is what the previous system was achieving. The change needs a rethink about the practicalities of enforcement and to ensure our waste services meet the majority of Redbridge Council taxpayers’ needs, not just a subset of them. P

osture corrective therapy has been around since the 1970s in the US and is making a gradual appearance in the UK. When the muscles of your body are balanced, the major joints – the ankles, knees, hips and shoulders – are aligned vertically and horizontally. This natural alignment gives you strength, stability and allows you to function most efficiently – pain-free. When muscles are chronically overworked, misaligned or the wrong muscles are used to carry out daily functions, they are more likely to become injured and you may feel pain. Misaligned joints do not function properly leading to abnormal wear and tear, impingement, joint degeneration and pain. Due to our sedentary lifestyles, we are unfortunately seeing more and more people, including children, with postural issues. An article by the Daily Mail recently pointed out that children as young as seven are suffering back problems due to poor posture and lazy lifestyles. Experts claim that poor classroom seating and lugging heavy school bags are major causes of back pain in later life, with three million working days lost to the problem in the UK last year. Hours spent watching TV and playing video games are also believed to have contributed to the ‘epidemic of poor posture’. The study of 154 10-year-olds discovered nine percent of them already had problems with at least one of the discs in their back. Degenerative changes in the spine are now detected much earlier, suggesting that preventive back care should commence at an early age before puberty. Typical symptoms of postural misalignments are back, shoulder, hip, knee or ankle pain, calluses and corns, heel spurs, degenerative

hip and knee conditions, golfer and tennis elbow symptoms, bursitis, frozen shoulder, herniated discs and headaches. Posture corrective therapy brings your body back to its natural alignment through simple stretching and strengthening exercises based on yoga, targeting specific muscle groups. Posture corrective therapy targets the whole body and the aim is for a permanent solution, one that allows you to do the activities you love painfree for good. Meat morality meet

Should Humanists eat animals? Phil Walder, who has been a vegetarian for 30 years, will lead a discussion on the subject at a meeting of the East London Humanists at Wanstead Library this month

I

used to have a great job as a sports publisher and journalist. For a young man who loved football it was near to perfection, being paid to watch football and write about the game. Being a sports publisher, I was invited to lots of sporting dinners where, dressed in black tie just like all my fellow diners, I would enjoy an evening of sporting chat. We were all dressed the same and everyone ate the same. Except for me. My meal would always stand out, as it was prepared specially. Not for me the chicken or lamb, but freshly prepared pasta or vegetable Wellington. My fellow diners would always raise their eyebrows and give me the stare I knew conveyed the unspoken question: “What’s special about you?” Inevitably, I would end up explaining that I am a vegetarian, with the usual response: “Well, you don’t look like a vegetarian.” That always bemused and slightly annoyed me. I knew what they meant and I was rather offended on behalf of my fellow veggies. “What does a vegetarian look like?” I would respond. But I already knew they meant I looked too fit, too strong. As a 6’2” sportsman, I was not the image they had filed in their internal image bank under ‘vegetarian’. No, they expected some weedy, anaemiclooking individual. Of course, you can’t shout at people and point out their stupidity at a charity dinner – well, I can’t. So I would resort to my standard answer: “You mean like a bison, an elephant or a gorilla?” Things have changed a bit in the 30 years since then; people do seem to be getting the message that vegetarianism and veganism are healthy choices and consequently, they are lifestyles that are growing in popularity. It helps that, unlike 30 years ago, there are fabulous non-meat food alternatives in

the supermarket and the restaurant, not to mention unbelievable high-quality nonleather shoes from the likes of Wills of London. As a Humanist, I believe that there are very important reasons why we should not be eating animals. Firstly, whatever the industry says, the industrial process of slaughter is unbelievably cruel – and you only have to take a look at undercover videos to realise just how cruel. Secondly, it is inhumane for the slaughterhouse workers, many of whom suffer a form of PTSD (there is evidence that populations close to slaughterhouses suffer higher levels of violent crime). Finally, and ultimately most importantly, the single best thing that any human being can do for the planet is to become a vegetarian, as they will massively reduce their carbon footprint. ooking at my photographs from the projects recording my two local professional football clubs brings back memories that seem so real, despite the extensive demolition work at both stadiums and the passing of time. The photographs recall memories of particular players, familiar supporters and characters, many of whom have sadly passed on, but many too who still attend matches. In a game that is now becoming more and more homogenised, the photos captured various idiosyncrasies that fans took for granted but which have become the subjects of cherished memories. The pictures give a tour in the equivalent of virtual reality, searching into the nooks and crannies, capturing fascinating detail and looking behind the scenes to reveal areas not typically seen by supporters. As well as familiar scenes, my camera was focused on anything of interest, however seemingly trivial, all of value in themselves and all part of building up the bigger picture. Surprisingly, given the huge interest in football at the time of the projects, there were only a handful of photographers documenting the game. It was not thought of as an ‘artistic’ subject, but having been brought up following football from a young age, it was compelling to me and I’m so glad that as I travelled around the country photographing matches, I photographed not just the action but the whole experience.

I produced documentary records the likes of which I wished had been carried out in earlier decades so that I could have seen more of what Leyton Orient and West Ham had been to previous generations. It would have been wonderful to have seen the grounds, the supporters from the clubs’ formative years in the late 19th and early 20th centuries and for such projects to be carried out periodically as they moved homes and as new stands were erected, and to have pictures of the teams in training, the dressing rooms and all who made those clubs what they were and what they were to become. Imagine a record of Orient when at Clapton or West Ham when still Thames Ironworks FC. Of course, those documents were never produced, but I hope that the small slice of more recent history depicted in my projects provides a fascinating and emotive journey for viewers now and in the future. 20/20 Wanstead vision This year, the Wanstead Society celebrates its 20th anniversary. In the third of a series of articles, Chairman Scott Wilding talks about front gardens, lavender, bees and a parking issue (not that one)

I

t’s March, which means it’s spring, and spring means we turn our attention to the garden and the emerging flora and fauna that starts to take shape about now. The Wanstead Society and the groups we support, like the Wanstead Community Gardeners led by Marian Temple, look after a variety of communal gardens in Wanstead. These include the Corner House garden, the flower beds by Wanstead Station, a patch by Snaresbrook Station and soon a section of garden within Snaresbrook Station itself. We believe that everyone should have access to a garden, whether it’s your own or a communal one. Not everyone can afford a house with adjoining green space, and Wanstead offers the chance to get out and take part in community gardening – sometimes we are called “guerrilla gardeners”. Throughout our 20 years, we have always taken a keen interest in the public areas where we live and recently, we have adopted tree pits in local roads – under the Seeds for Snaresbrook banner – and planted native wildflowers, which we hope will help local wildlife thrive. All of this is done for free by volunteers who care passionately about the places where we live and aim to bring colour to what is essentially an urban place. Every small patch of garden and public land is vital for wildlife to thrive as natural habitats are diminishing. We are lucky that much of Wanstead is classed as Crown Land and therefore cannot be built on. However, we are also campaigning for greater awareness on front gardens and how important they are to the ecosystem. In recent years, we have fought against the conversion of front gardens to parking places.

It’s not up to us to enforce what people can and cannot do to their own home, but we aim to raise awareness of the benefits of having a front garden and leaving the car where it belongs: on the road. By turning green spaces into car parks, vast areas across Wanstead that once provided food for wildlife have vanished. This has contributed to a decline in native wildlife, like honey bees, which have fewer plants to feed on. In turn, fewer bugs mean fewer birds and so on. The other major issue is that water has nowhere to go, so runs off into the road creating local flooding. If you have a front garden, the best advice we can give is to plant lavender. Its purple colour attracts pollinating bees and it’s easy to maintain – plus it smells great. Even window boxes look great and can provide tiny patches of food for wildlife as well. In the fourth of a series of articles, David Bird discusses the work of the Redbridge Music Society and introduces us to young concert pianist Erdem Misirlioglu, who will be performing at the library this month

T

Erdem was born in Ipswich in 1989 and started keyboard lessons at the age of six. From the age of 13, he attended a Saturday conservatoire and studied for five years under pianist Mark Fielding at the junior department of the Guildhall School of Music and Drama (GSMD). It was during these years that Erdem’s interest in music intensified and at the age of 16, he realised he wanted to become a professional musician. Later, he won a full scholarship to study with international concert pianist Martin Roscoe at GSMD. In 2006 he was a prizewinner at the International Rachmaninov Competition for Young Pianists and in the same year won the Keyboard Instrument Prize at GSMD. In the 2008 BBC Young Musician of the Year competition, he was piano section winner and concerto finalist, playing Rachmaninov’s Rhapsody on a Theme of Paganini with the BBC National Orchestra of Wales. Erdem has performed at many events in the UK and abroad and has appeared at many prestigious venues, such as the Wigmore Hall, Snape Maltings, the Cardiff Millennium Centre and St Martin-in-the-Fields. His Wigmore Hall recital was broadcast on Radio 3.

wo main aims of Redbridge Music Society, now in its 68th season, are to bring high-quality live chamber recitals to the people of Redbridge and to support and promote young talented musicians via its current ‘Wigmore to Wanstead’ initiative. On 21 March, up-andcoming young pianist Erdem Misirlioglu opens the society’s 2017 series of events with a chamber recital in the Churchill Room at Wanstead Library. Erdem will be performing works by, among others, Chopin and Schumann. Erdem has gained much by performing in masterclasses given by famous pianists, such as Ronan O’Hara, Bernard Roberts, Peter Donohoe and Lang Lang, Lang Lang remarking that Erdem’s playing was “quite stunning”. Erdem is not only active as concert pianist and recitalist but is also a keen chamber musician, regularly playing in a piano trio and with the Arnold Camerata, an ensemble of string and wind players from GSMD and the Royal Academy of Music, with whom he has performed works including the Schubert Trout Quintet and Poulenc’s Wind Sextet. Many critics have commented on his confident playing and mature musicianship and Erdem will certainly be a name to watch out for in the future. Erdem will perform at Wanstead Library on 21 March from 8pm (tickets available on the door; visitors: £10; Redbridge Music Society members: £7). Ladies lighting the way From Florence Nightingale to Wanstead’s Doreen Golding, historian Jef Page invites you to join him in honouring a number of great women this March as part of Women’s History Month celebrations

I

n the 19th century, women were considered less important for education and kept out of politics. Those (mainly working class) women who worked were relegated to roles of prostitutes, servants, housekeepers and teachers, though some exceptional women became notable authors and stars of the stage. Reform came slowly: London University accepted women in 1878 and women could join local councils in 1888. The age of consent was raised in 1885 to what we have today (16), and most importantly the Married Woman’s Property Act of 1882 allowed women to keep what they owned whether property or money. In the 20th century, after the First World War, things began to change with the enfranchisement of women over 30 in 1919. Corsets began to loosen and new career opportunities opened up in film (Elizabeth Taylor), radio, sport (Virginia Wade) and most important of all, politics (Margaret Thatcher). For my talk, I will be discussing a wide range of famous women, from Sylvia Pankhurst – a leading suffragette and peace campaigner who lived in Woodford – to Rosalind Franklin – one of the discoverers of DNA who sadly never lived to see the success of her research. From a different world, and a class apart, Labour MP Ellen Wilkinson led the Jarrow March to London in 1936. Whilst I will be mainly speaking about British women I will also highlight Rosa Parks, who sparked the revolt against black segregation and for civil rights in the USA when in 1955 in Montgomery, Alabama she refused to give up her seat and move to the back of the bus. Marie Lloyd sang provocatively about A Little of What You Fancy Does You Good whilst Dame Vera Lyn sang about bluebirds over The White

Cliffs of Dover. She sang to packed audiences at the Hippodrome music hall in Ilford. Then there is Agatha Christie, the most published crime novelist of all. Nursing was a job that grew in professionalism in the 19th century. Florence Nightingale is the most famous but I will also be talking about Eva Luckes, an excellent matron of the London Hospital from 1880–1919, and Jenny Worth, who wrote a best-selling trilogy of memoirs about her work as a 1950s midwife upon which the BBC series Call the Midwife was based. Local women also deserve a mention. Maria Dickin CBE founded the PDSA in South Woodford in 1917; Greer Garson OBE was a Hollywood film star (Goodbye Mr Chips and Mrs Minniver) born in Manor Park and Wanstead’s Doreen Golding is the Pearly Queen of the Old Kent Road and Bow Bells. They’ve been framed PCSO Alan Winston of the Wanstead Safer Neighbourhoods Team believes CCTV is a great armament in the fight against crime. But how can CCTV be used most effectively by you?

F

irstly, CCTV should be considered as one part of your crime prevention arrangement, along with an alarm system and secure doors and windows. It is important to make sure there is adequate lighting at night for your cameras to record, and ensure that foliage does not obscure the image. The cameras need to be positioned up high so that they cannot be easily tampered with, but you also want criminals to see that you have CCTV in place. CCTV can deter antisocial behaviour outside your home and putting signs up displaying that you have CCTV may also help. Criminals will quite often knock on a door to see if anybody is home before committing a crime and there are systems on the market that will call your mobile phone with a live feed when somebody rings your doorbell. Should a crime take place, the police will ask you to kindly provide them with a copy of your CCTV footage if it has captured anything that could help them with their investigation. Please learn how to use your system. Please also know how long footage is kept for on your system, how to produce a copy on DVD or USB and make sure the date and time are correct. This will assist the police in their investigation. If possible, write down important times during the event, for example, when the suspect entered the property, when the items were placed in a bag and the time they left. Your home should be the primary focus of CCTV, with inward-facing cameras covering your front door, driveway and garden where applicable. However, it is important to know that if your cameras cover any areas beyond the boundaries of your own property, such as along the road where you park your car or

a communal car park, they will no longer be exempt from the Data Protection Act (DPA) under Domestic Exemption. Registering your household CCTV system with the Information Commissioner’s Office under the DPA costs £35 a year. Last but not least, please be considerate to your neighbours when installing cameras. Be forthcoming if a crime has occurred in your street and check your CCTV for footage that could help catch the suspect. Never underestimate the value of good neighbours, who are likely to be the ones to call the police should something look out of place. In the Met trial world Steve Wilks of Redbridge Neighbourhood Watch evaluates the reorganisation the Met Police is transitioning through to ensure there is a coordinated policing solution throughout the capital

A

radical change of policing policy in the capital means dozens of new beat officers are being deployed in different roles across London. The officers are the first to take up neighbourhood patrol roles as part of a pledge by the London mayor for at least two beat cops on local wards. This means that both Wanstead and Snaresbrook will have two PCs each. The number of Police Community Support Officers (PCSOs) is falling from three to one in each ward. The two wards used to have seven PCSOs overall. About 60 officers are being deployed in two new police command areas in a trial run, where a senior officer will manage a cluster of boroughs. This is replacing the current borough-based policing system with about 12 new groupings of several boroughs combined, commanded by a chief superintendent. The trial sees Redbridge, Barking and Dagenham and Havering combined to form one command unit, known as EA (East Area). The shake-up means police investigation units will be merged and buildings, technology and vehicles will be shared across the boroughs. This should allow officers to be redeployed for neighbourhood patrols. This will mean around 33 neighbourhood officers in the EA. However, there has been some criticism from local campaigners that policing will become less responsive to local concerns, particularly as some of the boroughs combined are not a good fit. Barking and Dagenham has different policing needs to Redbridge, for example, as they are affected more by different types of crime. This may consume resources and Redbridge and Havering could be neglected. Although an additional dedicated ward officer is being introduced, it has emerged that each

neighbourhood will be losing the equivalent of one constable, who does vital investigatory work such as gathering CCTV evidence and witness statements. In addition, a flat two officer allowance per ward does not take into account a ward’s unique characteristics, and it could mean high crime wards could be underresourced and vice versa. Susan West, who chairs the Hampstead Safer Neighbourhood Panel, said: “We should not forget the not-so-loudly trumpeted axing of the support PCs who have, up to now, provided vital behind-the-scenes backup to the bobbies on the beat – freeing up Safer Neighbourhood PCs to keep their boots on our pavements and not tied up with paperwork back at base.” It remains to be seen whether this reorganisation will improve policing on our streets. One thing is certain: the role of the neighbourhood watch in assisting the police is as important as ever and it is vital we adapt as London’s policing strategy evolves. Parking alone Halting of parking controls in Wanstead gives time to consider what still might happen. Donna Mizzi looks at how restrictions can have devastating effects on one section of the local community

F

or those who resent paying for parking, the phrases ‘pay and dismay’ and ‘phone and moan’ may spring to mind. But for a large number of elderly and infirm people pay-for-parking is no joke. It can be a huge problem. Paying every time they visit the High Street, struggling to book by phone and having a permit system imposed on their roads can cause insurmountable difficulties. Many elderly residents don’t own mobile phones, have no access to the internet and struggle with hearing problems. Together, these things can make it impossible for them to apply for resident parking permits or arrange phone bookings for parking. Having just a few payment machines in Wanstead High Street, as suggested by councillors as a solution, is no such thing at all. The elderly are often reliant on cars because of walking difficulties and so can’t be sure of even being able to reach a machine before they get booked. Feeling isolated can lead to chronic loneliness and other conditions such as depression, which have been a major focus of recent campaigns by Age UK. Despite all that, more parking schemes are being rolled out across Redbridge (and elsewhere in the UK), which take little consideration for the older population and will only leave the elderly feeling more isolated than ever.

The elderly and the infirm tend to feel the effects the most. Yet they are also the most reluctant to talk about the problems of feeling forgotten and isolated. Not surprisingly, loneliness is often referred to as the last taboo. With permit resident parking, visitors are likely to be more reluctant to visit an elderly person, knowing that even a short visit inflicts a charge on the resident. Tradesmen are needed by the elderly more than others and their work becomes more expensive. And people who need extra support, sometimes from carers and nurses, suddenly have to pay out even more. Whether the elderly drive or depend on others, parking charges to visit local shops or cafes are going to deter them, and affect local businesses. If they also make it difficult for older people to venture further afield, more people are likely to go out less. Controlled zones just beyond Wanstead’s borders help illustrate the problems. Volunteer Margaret Allison of Heronsgate Road, Aldersbrook regularly takes lunch to a disabled elderly woman in Bushwood, Leytonstone. But this

March 2017 lady has no way of applying for permits. So, because of the parking restrictions between 10am and 2pm, Margaret can’t take her lunch at lunchtime. And all other helpers and carers who call on this lady have to avoid those hours. Jane Lewis of Brading Crescent, off Wanstead Flats, says: “I used to visit my mother in Forest Gate for about half an hour almost every day on my way home from my jobs, but parking permits were recently introduced there. She doesn’t understand how to apply for them but anyway, I can’t afford to pay every time I make a short stop. Now I only see her at weekends.” Residents’ parking permits were introduced in and around Spratt Hall Road about four years ago because a small majority of residents were in favour of the scheme. Among those affected by the decision was a woman now over 100, who doesn’t have a car, and now has to pay for carers who need to visit twice a day or more. Blue disabled badges are seen as the answer for people with problem conditions, but Redbridge residents now have to apply online and the process is so poorly designed that it can defy even the most computer-literate. In addition, it is increasingly difficult to qualify, as Ron Walsh of the Warren Estate discovered. He can no longer use a Blue Badge despite still having mobility problems. Now, when his wife Alice drives him to Wanstead High

Street about twice a week to shop and enjoy some time outside their home, she relies on easy free parking. If that goes, she says, she will have to do all her food shopping at Tesco in Leytonstone. WeWantSay campaigners (including myself ) believe that the needs of the elderly have to be carefully considered in any plans being drawn up. Redbridge Council’s halted parking plan for the High Street had a two-hour limit that took no consideration of people attending the Age UK lunch club and classes at the council’s own Allan Burgess Centre. Local fairs and community centres, from libraries to Wanstead House Community Association, also need flexible parking to survive. The elderly need to use local centres, and those centres need the elderly. Some elderly people do live in roads used by commuters for day-long parking, but other solutions need to be found that don’t create more problems than they solve. Some names have been changed to protect privacy.

growing knowledge Dr Christine Hodgson, a volunteer guide at the Chelsea Physic Garden, will be giving a talk about this unusual open space and research centre for the Wanstead Historical Society this month

C

helsea Physic Garden was founded in 1673 by the Society of Apothecaries. In those days, apothecaries were half doctor, half pharmacist, and if you were ill, you went down to the apothecary’s shop, described your symptoms and waited while he (and it was always a he) selected a plant from the shelf and told you how and when to take it. Some people may remember, as a child with a cough, being taken to visit a chemist (as they were called in the 20th century) and being told to cough so that he could give you the red, green or purple medicine according to the type of cough! The Apothecaries’ Hall in Blackfriars had a garden on the site until it was burnt down in the Great Fire of London in 1666. The hall was rebuilt quite quickly and you can visit it today, a splendid piece of late 17th-century architecture on the north side of Blackfriars Bridge. But the apothecaries decided they needed a much larger garden for training their apprentices and chose the site in Chelsea where the garden stands today: 3.8 acres close to the River Thames, in an area where many people had built large houses and whose proximity to the river meant the climate was very favourable to gardening. Two of these were Hampton Court and Syon House, whose gardens today are still exceptional. All went well for the apothecaries until near the end of the century when they started to run out of money. They were saved by Sir Hans Sloane, one of their number who was a great plantsman, a doctor and, above all, very rich. He was able to buy the garden from its then owners and rent it back to his fellow apothecaries. The rent was fixed at £5 a year and surprisingly, that is still the rent the garden pays today. Hans Sloane’s daughter married into the Cadogan family and Lord

Cadogan is the current landlord. Under the Sloane regime, the garden prospered and became one of the leading botanic gardens in Europe. It still attracts researchers from far and wide who come to study the more than 5,000 plant species grown there. Not all are medicinal, but visitors are often surprised to find the plant from which their current drug originates growing in one of the garden’s beds. Education was the original purpose of the garden, as it still is. As well as the students, more than 3,000 schoolchildren visit each year to find out about plants and garden life, pond dipping and butterflies. And, of course, the general public come in large numbers to see the plants, attend lectures and courses, eat in the splendid restaurant and wander along the paths, watching the seasons change and enjoying the peaceful atmosphere of one of Britain’s most unusual gardens. Cityread London is celebrated in April every year and asks London’s residents, workers and visitors to pick up a book – the same book – and read it together. Jonathan Woolf invites you to several local events

his year’s Cityread London book is Prophecy by The Sunday Times bestselling author SJ Parris, a gripping Elizabethan spy thriller set in 1583 and focusing on the plot against Elizabeth I to put Mary, Queen of Scots on the throne. L

ondon is constantly evolving. People and buildings, all moving and changing. There are parts in the centre of the capital that I no longer recognise. In my school days, I biked around the city on quiet Sundays, fascinated by the old buildings and alleyways of the city. There was a real feeling of stepping back in time. There seems now to be a rush to change the architecture and the visual appearance of London. It seems to me that change is slowly chipping away. I’m not necessarily talking about buildings of great note but rather everyday shops and offices that have stood for many years. I’ve nothing against modern buildings – I enjoy and marvel at Canary Wharf every time I’m there. I think it works extremely well where it is; I just don’t like to see similar buildings intrude in the City and the West End. The one thing that seems to be constant and unchanging, architecturally speaking, are London’s theatres. Some dating back to the 18th century, some much more recent. They always seem very solid, a foundation almost for London’s architecture. And they seem unlikely to change anytime soon. For me, they really come to life after dark, the spotlights and floodlights lighting up the buildings and posters, transforming them into something magical and, at the same time, mysterious. The vibrant colours leak into the darkness and mix with London’s neon adverts and red buses. They make London a different and exciting world after dark. Emma Clements of local solicitors Wiseman Lee gives some insight into UK licensing laws, how they came about, how they are enforced and why a 266-year-old etching is of significance

“G

in, cursed fiend, with fury fraught, makes human race a prey. It enters by a deadly draught and steals our life away.” (Rev James Townley, 1714–1778). Imagine a world where six times more gin than beer is produced and of the 15,000 drinking establishments in the city more than half are gin houses. Gin is much more accessible than clean water, and there is an epidemic of drunkenness and associated antisocial behaviour. For those of us who enjoy the occasional G&T, it seems inconceivable, but this happened in London 300 years ago. It led William Hogarth to produce Gin Lane, an etching made in 1751 and one of the most powerful pieces of visual polemic ever seen. The government of the day was forced to act. The Gin Act of 1751 required gin producers to sell only to licensed premises. Jump to the present day and one of London’s biggest and best-known nightclubs, Fabric, reopened its doors recently after it was stripped of its licence following the drug-related deaths of two young clubbers. The doors were closed until an appeal was granted and a long list of strict licensing conditions was agreed with Islington Council. Another nightclub in California suffered a fire, which led to the death of at least 36 partygoers. There was a question mark over whether the building complied with safety conditions. What links these terrible events is the importance of compliance with current licensing laws, which although often onerous for licensees, offer a measure of protection to the public that is a mark of a civilised society. There is a statutory framework in place which sets out the licensing objectives. These are the key factors that a licensing authority must keep in mind when deciding whether to grant

a licence. The objectives of preventing crime and disorder and public nuisance are of equal importance as those of public safety and protecting children from harm. Interestingly, and despite the 1751 Act, the promotion of public health is not now a licensing objective, though the Scottish Parliament has been considering legislation to curb the effects of cheap alcohol on health. Licensable activities can cover a number of areas, such as the retail sale of alcohol and the provision of regulated entertainment. A public house would always need a premises licence. However, if the pub wanted to host a wedding and this was not included in the terms of their original licence, a temporary event notice would also be needed. In addition, premises which are licensed to sell alcohol must also have a designated premises supervisor who is authorised to sell alcohol with a personal licence. This does not mean that each and every bar person must have a licence, though, as the personal licence holder gives them the authorisation for them to sell to the public. Lessons from Australia In March 2016 Wanstead resident Nicola Sharp-Jeffs was made a Fellow of the Winston Churchill Memorial Trust, enabling her to travel widely to investigate ways of supporting financial abuse victims

I

n November 2016 I went to Australia for the second part of my Winston Churchill Memorial Trust travels, which are exploring innovative responses to financial abuse. The trip followed an earlier journey across the USA last summer. The first 10 days in Australia were spent in Melbourne where I was hosted by the Women’s Information and Referral Exchange (WIRE), an organisation that supports women in relation to many issues, including financial. WIRE had provided oral evidence on financial abuse to the Victorian Royal Commission’s inquiry into family violence and was continuing to work with a range of stakeholders on the implementation of the commission’s recommendations in this area. I met with these stakeholders, including a number of women’s legal organisations. I was also lucky enough to meet with the government department leading this area of work which, amongst other things, will involve the roll-out of financial counsellors across the state of Victoria. Another area I have been interested in on my travels is economic justice. I was excited to travel to Hobart, Tasmania where the first prosecution for economic abuse was being prepared. Over three days I met with the police and prosecutors to hear about how the case was being prepared, gaining some valuable learning to apply to the UK. I also met the advocate who was supporting the victim through the criminal justice process and had the opportunity to speak to her directly. She was so pleased to hear that her experience was raising awareness of economic abuse and that other women might benefit from this. The last leg of my travels led me to Sydney where I took part in an international panel

discussion on the banking industry’s response to financial abuse. Another outcome of the Royal Commission was the development of industry guidelines in response to financial abuse and on that very day, the Australian Bankers Association published the guidelines that its members will now follow. I was particularly impressed with the work of the National Australian Bank, which provides money to victims of domestic violence at the point of crisis and is exploring how to meet their future needs as they rebuild their lives. Whilst I was in Australia, the British Bankers Association (BBA) also announced it will be developing guidelines on the banking industry’s response to domestic violence following a campaign led by the domestic violence charity Refuge and The Cooperative Bank. I am delighted to report that I have already met with the BBA to discuss this. I have been so inspired by the potential for transferring learning in this way that I am now setting about establishing a charity that will take this learning and translate it into action in the UK.
