Welcome... It's March 2006. Wanstead Police Station is open; the High Street is home to a branch of Woolworths and not a Tesco Express; and Harry Cohen is less than a year into his third term as the local MP and a full three years away from becoming embroiled in the parliamentary expenses scandal of 2009. A lot can change in 10 years. It's March 2006. Wanstead's Evergreen Field sits empty and fenced off from the High Street; residents and visitors alike await the annual display of bluebells in Wanstead Park; and the first issue of the Wanstead Village Directory is published. A lot can remain the same, despite the passing of a decade. It's March 2016. Some 50,000 newspaper readers are mourning the end of The Independent (in print at least); Wanstead's Big Issue vendor reflects on her 10th year of selling the magazine; and this publication is proud to continue into its 11th year. Some things continue to change and others remain a familiar constant. When the presses rolled for issue one of The Independent in 1986, it was a defining moment in media history, connecting a community of readers previously unsatisfied by other newspapers. When the presses rolled for issue one of the Wanstead Village Directory in 2006, it was another defining moment – granted, not on the same scale as 20 years prior, but the link it made with the local community was a comparatively strong connection, and continues to be so to this day. If these sentiments portray a sense of arrogance, then now is a good time to clarify that I intend all retrospective credit for this to be awarded to the founders of this publication, as identified in the footer of this page ever since I had the good fortune of becoming editor in 2010. As with The Independent, it is the founders that establish a publication's vision and it is these values that engrain themselves into all subsequent issues. I may not know what will change or what will still be the same after another 10 years have passed, but I do know that, like Wanstead itself, this publication's spirit will continue, and for many issues to come.

Wanstead Library is set to be improved as Redbridge Council seek to 'bring it up to standard with other libraries in the borough'. South West Essex Choir

Mother's Day concert

The South West Essex Choir will be staging their first concert of 2016 in Aldersbrook this month. The choir, which is based at Loughton Methodist Church, usually perform sacred music and opera choruses at various churches throughout the year. The event at St Gabriel's Church on 5 March (advance tickets: £14), however, will be a chance to hear the group 'as you've never heard them before', with a jazz- and bluesinspired performance. Women of Wanstead are encouraged to spring clean their underwear drawers and donate any unwanted bras to help fund breast cancer research. A number of bra banks will be sited across Redbridge throughout March, including at Wanstead Leisure Centre. "Our

textile recovery project prevents these bras going into landfill and gives them a new lease of life in developing countries where bras remain too expensive to produce," said a spokesperson for Against Breast Cancer, which receives £1,000 for every tonne of bras collected.

of prison inmates at the Tower Street Correctional Centre. Alongside these fixtures the touring party of 35 also hosted coaching clinics for disadvantaged youngsters and disabled cricketers. The club are celebrating their 150th anniversary this year.

Wanstead High Street ? The decline of

With the recent closure of some key shops along Wanstead High Street, chairman of the Wanstead Society Scott Wilding gives his three-point plan on how we can help protect our local shopping centre

O

ver the last 18 months some longstanding businesses have left Wanstead High Street. These include Barclays Bank and AG Dennis the butchers, and HSBC will also be closing next month. So is this the start of the demise of our High Street? Well – no is the short answer, but we all have a part to play in promoting and protecting our local traders. If we don't use 'em, we'll lose 'em! Some good news The good news is that Wanstead High Street is a thriving retail area. It won a purple flag for its night-time economy last year, which is an award for good night-time facilities like restaurants and bars. It's also a Conservation Area, which means the overall character is protected, and with less than 5% of the total retail offering empty, the High Street is doing better than most in the country.

I know most of the retailers along the High Street and they are a hard-working bunch, clubbing together to form the Wanstead Business Partnership and making an active contribution to help the community. Some bad news There is no denying that rents have increased for our traders, and that was partly why AG Dennis closed. That, and the threat of Westfield shopping centre in Stratford, coupled with the way in which we all tend to shop (mostly in supermarkets and multinational companies) has meant that times have been tough for our retailers. But the High Street's demise is far from assured if we all take some action. So here is my three-point plan to help protect and promote Wanstead High Street.

anything to do with it 1. All of us: Let's all make the effort to buy from our shops. If we don't use what we have, how can they survive? We have two bakers, a fishmonger, a vintner and a grocers, plus two supermarkets, and that's just for our average grocery needs. Wanstead has a huge variety of shops, and if we can persuade a butcher back, our food needs would be fully met. The big retailers have their fair share, so let's shop local and support our own businesses. 2. The Council: The paving outside the shops was laid in the early 1990s, so it's coming up for 30 years old. In some places it ponds with water, in others it needs replacing. Good quality public spaces bring people and people spend money in shops, which in turn pay business rates to the council, which can help fund better streets. Yes, we know that money is tight (it always is) but either we invest in our high streets or they begin a decline. Lack of funding cannot be a catch-all excuse. Similarly, the council needs to invest in enforcement, cleansing, hanging baskets and lighting to improve the area. The Wanstead Society already look after the flowerbeds as best we

can as volunteers, so we hope that's one thing the council won't have to pay for. Time for all of us to lobby those in power for investment in our High Street. 3. The landlords: Put simply, keep rents at a sensible level or lose your own customers. The businesses along Wanstead High Street are struggling with higher utility bills and bigger rents than just three years ago. The UK is just recovering from the worst recession in living memory, wages haven't kept up with inflation and if rents keep rising all you get are more empty shops. It's the start of a downward spiral none of us can afford.

anstead residents reacted with fury when, on 4 February, City Airport began operating new, concentrated flight paths over east London. Wanstead is particularly badly affected. Clem Riches, a Wanstead resident, said: "I'm really angry with these new flight paths. It means there's more noise over my home and that City Airport is having a greater negative impact on my life and wellbeing."

City Airport failed to consult residents adequately about the new flight paths. It was left to HACAN East (a campaign group made up of residents from east London, campaigning primarily against the expansion of London City Airport) to hold a public meeting to inform residents of these changes. On the night, a rainy evening in November 2014, hundreds of residents turned up to the meeting hall in Wanstead Library to listen to the proposals from the airport, who reluctantly turned up at the last minute. John Stewart, chair of HACAN East, said: "The Civil Aviation Authority must review these changes in 12 months' time, but that often means no more than a nod-and-wink style approval and rarely any actual changes take place at this point." We're encouraging Wanstead residents to get in touch with local councillors, Redbridge Council and the local MP, John Cryer. Although both the local council and John Cryer are supportive of our case against more flights over Wanstead, it is worthwhile letting them know your personal views on the matter. In late December last year, the Civil Aviation Authority (CAA) announced it was giving City Airport permission to concentrate the flight paths. The CAA argued that people would notice little difference. It is simply not true. Eventually, all the planes departing from the airport will be routed over Wanstead when the prevailing west wind is blowing, a 30% increase from last year. The planes will pass over Bow, Leyton, Leytonstone, Wanstead and then over Barkingside and Collier Row. In huge swathes

of south London, City Airport aircraft will also become a problem where they rarely are now because they are widely dispersed. HACAN East is speaking with its lawyers about the possibility of a legal challenge to the CAA's decision. We will know whether that will be possible soon. Even if we can't go to court, we intend to mount the biggest campaign in our history to get this decision reversed. We will be working with the many supportive MPs, local authorities and communities. We will be meeting with the newly-elected Mayor of London and the London Assembly and will also be organising public meetings and photo-opportunities. The CAA has effectively allowed London City Airport to create noise ghettos. Their action is deeply unfair. We are not pressing for the flight paths to go to new areas, simply for them to be fairly spread around in much the same way they used to be. But we will need your help. A very big issue After interviewing Monica Bujor, Wanstead's Big Issue seller, for this month's Angels in Wanstead feature, Carole Edrich felt compelled to set the record straight about those who sell the weekly magazine

ake no mistake, selling The Big Issue is a hard job. After buying the magazines from The Big Issue Foundation, the people you see on the street have to work outside through all types of weather or they won't make any money at all. As well as providing the magazines, The Big Issue Foundation (a non-profit enterprise) helps people who are homeless, vulnerably housed or at an extreme disadvantage. So, when you see Monica, Wanstead's Big Issue lady and the subject of this month's Angels in Wanstead feature, know that she is working for others as well as herself. It is contention around the word 'work' that gives Monica a huge amount of grief. When I interviewed her for the Angels in Wanstead feature, she told me that a few people (she emphasised that it is just a few) will walk past her and mutter – or say to her face – that she should get a job. I mentioned this to someone I know quite well and was amazed and ashamed when this person turned out to have the same bigoted and baseless misapprehensions. So before I tell you about Monica (see pages 28-29), let me put the record straight. zz The Big Issue Foundation checks out all those who sell the magazines, so you can be sure they are not illegal immigrants. zz Selling The Big Issue is a job. Each seller is a microbusiness in their own right. They work outdoors from 9am to 5pm, four or five days a week. zz With a cover price of £2.50, they make £1.25 per sale, the other £1.25 is what they pay for the magazine. So if eight people buy a magazine in a day, the seller makes a profit of £10. zz In Wanstead, my understanding is that a good day will involve between eight and 14 sales. Do the maths. Remember, selling The Big Issue is not begging, but it seems to me an illegal beggar

would do considerably better. 'There but for the grace of God' goes the saying. Big Issue sellers could quite easily take the easy way out. They could live off the state on benefit and be much more comfortable by doing so. Instead, because they want to work and have no other choice, they sell The Big Issue . ike any high street vendor, Big Issue sellers buy their stock (magazines) from a supplier (The Big Issue Foundation) and make a fixed profit on each sale. Unlike other high street vendors, they only have one product and the margins never increase. By selling the magazine, Monica, who you'll have seen on the High Street, is helping others as well as herself, which is why we've chosen her as this month's Angel. Originally from Romania, Monica has been in the UK for 11 years and a Big Issue seller for 10. Her mother and father, who had a small business making shoes and clothes respectively, passed away when she was nine years old. She went to live with her uncle, but he was violent towards her and one day, she took the opportunity to escape and ran away. After several years and a complicated story, she ended up in Manchester: "I didn't go to school and I can't read and write. My oldest son is teaching me now. He is doing well at school. In Manchester, I had to find a way to earn some money and I started in the church, where they let me wash up and clean for some money. But after two years, the pastor who had helped me died, and I had to leave. I was pregnant and saw my belly growing and I had to earn money for my baby. I took the coach from Manchester to London with my boyfriend. We went to the Big Issue office and gave our names and they asked us questions and said we could sell the Big Issue. David [her partner] sells the Big Issue too." Monica first sold the Big Issue in South Woodford, but after eight months her manager told her that she could move to Wanstead. Monica says her life changed from then. "I am so lucky. I cannot read and write but I have a job. I am much happier in Wanstead and I have four healthy children. If I think of

when I ran away from my uncle, I had no shoes when I escaped from the window and only the clothes I wore. I didn't think about what to do next. I only had to get away. Now I am selling the Big Issue in Wanstead and living in Ilford and I have a partner and wonderful sons and friends here. My friends in Wanstead helped me learn to speak English. People ask me how I am and talk to me, they buy me coffee and clothes. They gave me a buggy for my children. Some people buy me shopping. It feels like a big family. I never imagined that this could happen." No sales mean no money, but she is determined to do the best she can by her children. She knows exactly how many magazines must be sold to buy a pair of shoes for her son and told me how pleased she is that her children are in a good school. She wants them to have a good education: "I want my sons to be happy, not tired all the time. I want them to have the money to live and not be like me in the street all my life." Her Wanstead friends have helped considerably. Her friend Laura shares her house with Monica's family for a nominal rent, Margaret and Peter and their children are friendly and attentive and local shopkeepers are kind and give her snacks and coffee. She says that even Wanstead's beggars buy a Big Issue when they can. Even though life is quite a struggle, Monica is determined to keep on working and give her boys the best she can. Sadly, a tiny minority of people give her grief and a few passers-by tell Monica she should 'get a job'. I have a personal message for them: we're a nice community in Wanstead. If you think that your behaviour is acceptable, it would be better if you left. Monica can be found selling The Big Issue outside The Co-op on Wanstead High Street. Nervous, laughter Nerves and a fear of public speaking have not prevented Wanstead resident Bilal Zafar from pursuing his dream of becoming a stand-up comedian. Here he talks of hard work and sweaty hands

A

lmost exactly three years ago, I found myself more terrified than I had ever been as I was about to step onto a stage for the first time at a little open mic night in South London; the gig was awful and so was I. At the end of January, I won the New Act of the Year award (NATYS) at The Leicester Square Theatre. When I look at how far I've come over the last few years it feels ridiculous. The thought of public speaking used to be the worst possible thing I could imagine. As a student at Wanstead High School, I would almost always try my very best to get out of doing presentations, performances or anything that would make me the centre of attention. That was until I took media studies in my GCSEs and pretty much enjoyed school for the first time. Around the same time I began to discover and be inspired by Chris Morris. I was making and acting in short films in media studies with my friends and decided I wanted a career as a comedy writer. I went off to university in 2010 to try and make my dreams come true by taking on a degree called Media, Writing and Production. It didn't take me long to realise that screenwriting was an incredibly difficult field to break into. I also had a bit of an interest in becoming an actor before I had a reality check and realised that even if I was the greatest actor ever, I would be much more likely to get a small part in something like Citizen Khan than become the next James Bond. I don't know how common a genuine epiphany is, but I experienced one in the shower. Holding the shower head like a microphone – and rather than singing like I usually do – I imagined speaking into it for a moment and the realisation suddenly hit me that stand-up comedy would combine everything I've ever wanted to do in one thing that also happens to be the coolest thing someone can do. I could write and not have to worry about it being rejected by anyone and I could perform what I wrote without having to be judged by my appearance or persona the way an actor would. I would have complete control and wouldn't need to pay for any training – I

could just walk into an open mic night and get an instant reaction from the audience. A couple of weeks later, I found myself waiting to go on stage – my legs were like jelly. I had created what I thought was a five-minute comedy routine and written some bullet points on my wrist. As soon as it was time to go up to a warm round of applause, I went completely blank. Speaking into a microphone for the first time felt very weird and as I looked at my wrist to be saved by my bullet points, I realised that my sweat had made them completely unreadable. Getting to the final of NATYS felt amazing; winning it was unbelievable. A competition that can boast the likes of Stewart Lee, Eddie Izzard and Russel Brand among its past finalists! I was also runner-up in the Leicester Square Theatre New Comedian of the Year award in November, another very respectable competition (just in case you thought it was a fluke). I've been able to see how far hard work can go, as stand-up comedy is the first thing I've seriously worked very hard on and put everything into and it feels like it's finally, seriously starting to pay off. Women, wit and wisdom Join Joan Ellis at Wanstead Library this month as she takes a wry view of a woman's lot, talks about the perils of working with animals and children and shares her own banana-skin moments

E

very girl has her day. My heyday was the 1980s. A girl in a man's world, I worked in Soho's Adland with talent like Harry Enfield, Penelope Keith and Miriam Margolyes. The late, great Paula Yates even managed to make my commercial for C&A sound cool. I taught Noel Fielding all he knows about advertising (probably why he became a comedian) and helped William Wordsworth's great-grandson pen the slogan, 'Buy a host of golden daffodils. Get a yellow one free!' But what possessed me to pass on behaving badly with Men Behaving Badly star Neil Morrissey? Hear all about that and meet the women from my books, set between the 1960s and 1990s, at my new show, A Woman's Wit, Wisdom and Pratfalls at Wanstead Library this month. The characters are inspired by the recent past, but have new stories to tell. Springing from the pages of chick lit, thriller or memoir, they are driven by different desires but share a determination to achieve against all odds. There's Ella in 1980s' Adland, battling fat thighs and her boss' fat ego, Susan, guilt-ridden child of the 1960s, and me, divorced single mum juggling baby, career and comedy club in the 1990s. And laugh at our pratfalls – those banana-skin moments when life goes pear-shaped. Like the times I've come a cropper looking for love. My smartphone has more technology than it took to put a man on the moon but I don't trust an app to locate love. My heart guides me. Just like it always did. And where better to find love than Soho? The instant I set foot on Greek Street in the early 1980s, I became passionate about patisseries and still yearn for the vanilla-scented embrace of Maison Bertaux, far more enticing than the artificial brightness of today's coffee chains. Boys dressed as girls, and women competed in a man's world – girls were 'doing it for themselves' to quote that lexicon of 1980s cool, Annie Lennox. Soho was never so-so. Where better to set my first book: I am Ella. Buy me?

The 1980s was a deliciously decadent decade but my heart belongs to the daddy of them all, the 1960s. I was just a kid. The only 'swinging' I did was in the park with a boy who had a compass in his shoe (now, we rely on bossy sat navs to tell us where to go.) Writing The Things You Missed While You Were Away brought back magical memories from my childhood and my daughter's. It proves that even if your own family can't be there, love comes from unexpected places to fill the gap. By contrast, Guilt focuses on the dark side of free love when a son wasn't loved enough and a daughter, Susan, wasn't loved at all. She survives. He dies. How can she live without him? 0378 ...and counting Members of the Wren Wildlife Group are hoping to find 1,000 different kinds of plants and animals in the Wanstead area during 2016. Chair Tim Harris reports on last month's highlights and the count so far

G

ulielma Lister, niece of Lord Lister, famous as the pioneer of vaccination, made a detailed study of the plant life of our area 75 years ago. Her report was published in the Essex Naturalist (Vol 27) in 1941 as The Flora of Wanstead Park District. One of the places she surveyed was the lovely, peaceful graveyard of St Mary's Church on Overton Drive. Some 40 years later the Wren Group's very own Paul Ferris returned to repeat the exercise, finding some plants that hadn't been around in Gulielma's day. And on 7 February this year, a dozen of us returned to see how things have changed. We were pleasantly surprised. Given that it was still officially winter, the array of plants in flower was impressive, a continuing theme this year it seems. On show were snowdrops, spring snowflakes, dove'sfoot cranesbill, a colour pantone of crocuses, cyclamen, both white and red dead-nettles, herb-Robert, creeping buttercup and more. In two hours or so we discovered (well, they were never lost!) more than 80 different types of plants, including mosses and liverworts. There was also a nice variety of lichens growing on dead and living wood and gravestones. A return in the spring – when more plants have produced flowers – will doubtless produce even more variety. The month was not all about plants, though. It was always going to be hard to match up to the expectations of January's record-breaking month for birds, but Anne-Marie found a treecreeper by Hollow Pond – this species is unaccountably scarce in the extreme south of the Forest. And Nick had a moment of serendipity when he realised that the Caspian gull seen before Christmas had returned to Wanstead Flats. Flying insects need a bit of warmth and sunshine to emerge from cocoons or hibernation spots, so we can't hope for much variety before March or April, but that didn't stop Rose finding red admiral and small tortoiseshell butterflies freshly emerged from hibernation in Manor Park

At the time of going to press, February's finds brought the total score to 378 species, made up of 191 plants, 82 birds, 30 fungi and 75 miscellaneous others. Pb h io ot o graphy g r a p h y In the 12th of a series of articles by members of the Woodford and Wanstead Photographic Society, Luciano Ocesca reflects on a lifelong journey with his camera

y journey with photography started in my late teens. This was in the 1970s, when 35mm photography moved from the professional (journalistic) world to the amateur one and the cameras themselves started to become more accessible. The first camera that I bought myself was a second-hand Pentacon Praktika 1B fitted with a standard 50mm f2.8 Zeiss (Jena) lens. This was a GDR-made (East German) camera and lens from the Zeiss Ikon factory. At the time, it represented good value for money and produced some reasonable images. My contemporaries were buying Russian-made Zenit cameras, but I always found these to be too heavy and unsophisticated by comparison to their German cousins. My interest in photography coincided with my first job. After leaving school, I started work in the medical imaging industry, where there were many parallels, such as wet processing of X-Ray films. Eventually, as I became more conversant with the camera and photography in general, I set up a basic darkroom at home and started developing and printing my own images. I bought my first high-end camera – a Canon A1 – in the early 1980s and took lots of landscapes, architecture and portraits. But, due to other priorities (a family), my photography took second place to other commitments. My work in medical imaging continued and, much as the photographic industry was in transit from chemical-based imaging to digital, so was medical imaging. This meant that I was working with techniques and systems early on that would eventually become commonplace. I bought my first digital compact camera in 2000. It was then that my interest in taking pictures other than family photos was rekindled, finally buying my first DSLR when I took early retirement in 2008. I have continued to enjoy my photography since and appreciate the convenience and the endless possibilities that the digital medium offers.

In 2012 I returned to work. My job was based in Germany, but I had the opportunity to travel and this allowed me to re-embrace a hobby that I had neglected for many years. At the end of 2014 I retired for the last time and returned to the UK. Due to a chance meeting in 2015, I found myself joining the Woodford and Wanstead Photographic Society, which has given me a new impetus to continue my photographic journey. A journey that I intend to continue (hopefully) for many years to come. Fostering facts There are currently 65,000 children in local authority care across England and Wales and 75% live with foster carers. Patrick Clarke from select fostercare offers some insight into the facts behind the figures

A

ll children have a right to live and grow up in a safe, loving family environment. But some children and young people must live away from their birth families for various reasons, including health, bereavement and inadequate care. These children will come under the care of local authorities and are very different in terms of their individual experiences, ethnicity, religion and culture. There is no 'typical' child, but they all need love, care, stability and support to thrive and experience good outcomes. Caring for these children is often challenging and demanding, requiring patience, energy, understanding and resilience. The make-up of these groups reflects the diversity in ethnicities and cultures we find in our society, with a fairly even mix of boys and girls across an age range from birth to 16 years and over. Foster care provides a home for a child in need, but being a foster carer involves so much more. Fostering has many forms. Foster carers can provide care in emergencies, caring for a child for just a few days – or perhaps over a weekend to give the main foster carer a break, known as respite foster care – or it can be for longer periods, sometimes throughout a child's formative years, up to the age of 21.

In the 12th of a series of articles, Nordic Walking instructor Tim Hector tells his story

I

can't say I enjoyed my first experience of organised exercise. It was in my secondary school in Newham, where our teacher, Mr Monroe, made us run around Southern Road playing fields 15 times in the middle of winter in our purple shorts, and I have to say, I hated it, so it's funny how life turns out. Back to the beginning: I was born in 1965 in Plaistow Hospital into a typically strict West Indian family, but one incident for which I got severely punished was also very funny, in hindsight. I was playing hide and seek in the bedroom and squeezed into the gap between the headboard and the window. Trying to make more room, I pushed my backside against the

window and ended up with my bum hanging out over the window ledge, whilst clinging on to the headboard by my fingertips for dear life! I'd been told many times not to go near that window, and my backside suffered even more from the punishment I received from my dad. There was no 'time out' or 'naughty corner' in our family!

I'm very motivated to try new ideas as well as continuing my education, so when I get any spare time I enjoy reading self-improvement books, having a go at roller skiing and practicing martial arts. I enjoy spending time with my family, and if I get a quiet moment, I like to learn some new runs on my Fender Mexican five-string bass guitar.

After a fairly uneventful school life (apart from my dislike of Mr Monroe) I studied auto engineering and management for five years at East Ham College of Technology. After a couple of years spent on my back under cars, I'd had enough, and at that time I was informally helping some guys with their fitness programmes at the gym I was attending. I enjoyed that far more, so went for a career change and began the process of gaining qualifications in health, fitness and wellbeing, starting work as a gym instructor in Whitechapel in 1998.

Now I'm turning my attention to creating family activities in partnership with Epping Forest Council. When I was discussing my vision with them, they understood the health benefits of Nordic Walking, which include improved strength, mobility, stability and confidence, as well as the social side of a group activity. I'm grateful that they gave me permission to hold regular sessions in Wanstead Park, to which anyone is welcome, whatever their age or level of fitness. A pair of trainers is all that's needed to get started and it certainly beats endlessly slogging around playing fields in purple shorts being shouted at by Mr Monroe!

In 2010 I discovered Nordic Walking. At the time I was working for Lewisham Council as a fitness instructor and wanted to deliver a different style of exercise to the community classes. Nordic Walking offered an easily accessible, cheap and very healthy form of outdoor aerobic exercise. It originated in Finland in the 1930s as their summer training for cross country skiing and it's now so popular there's over 10 million regular walkers worldwide. I was then asked by Lewisham NHS to set up suitable programmes and train walk leaders. I enjoyed a great four-year relationship with them, establishing a good number of regular, wellattended classes.

I now feel very much part of Wanstead, especially as Redbridge Council invite me to the Wanstead Festival each year to give demonstrations and raise awareness of Nordic Walking. Death and taxes Devorah Ormonde, head of the private client department at local solicitors Wiseman Lee, explains why you should review your will ahead of planned changes to the inheritance tax regime

R

apidly increasing house prices and a larger-than-expected number of deaths last winter have contributed to the publication by the Office for Budget Responsibility (OBR) in November 2015 of an upward revision to its July 2015 estimate of receipts from inheritance tax by £200 million for the current financial year. With the inheritance tax allowance having remained static at £325,000 since April 2009, tens of thousands of estates have been pushed over the threshold in the last six years, particularly in London and the South East. In 2009/2010 just under 15,000 estates were subject to inheritance tax. The projected number of estates on which inheritance tax will be payable in 2015/2016 exceeds 40,000 and this is expected to increase to over 45,000 estates in the year 2016/2017. Whilst the allowance has been frozen until at least April 2021, the OBR does anticipate a reduction in the numbers of estates having to pay inheritance tax from April 2017. This is when new legislation designed to take family homes out of inheritance tax is due to come into effect. From then, people who own their own homes which pass on their death to direct descendants, including stepchildren, adopted children and foster children, will acquire an additional inheritance tax allowance to set against the value of the property. Initially, the additional inheritance tax allowance will be £100,000 and this is due to increase by £25,000 each financial year until April 2020. As with the main inheritance tax allowance, this will be transferable between spouses and civil partners, including existing widows and widowers. Consequently, a married couple with a home worth more than £350,000 and total assets of less than £2 million, above which a taper will apply, will be able to leave £1 million to their children from April 2020 before inheritance tax is payable. The full additional inheritance tax allowance will be available to those who sell their home

on or after 8 July 2015 in order to downsize or fund a move into rented accommodation or residential care. There has been much criticism of the changes to the inheritance tax regime, not least because those who do not have direct descendants will be unable to benefit from the additional inheritance tax allowance. Nevertheless, its introduction should result in a significantly smaller number of estates having to pay inheritance tax, even if house prices continue to rise at current rates. It may be sensible for people to review their existing wills prior to April 2017. Where a will shares an estate between direct descendants and other beneficiaries, it may need to be amended to specify that the house is to pass to direct descendants with provision being made from other assets for anyone else. Weathering the Blitz In the fourth of a series of articles marking the 75th anniversary of the Blitz, weather enthusiast Scott Whitehead offers a meteorologicalbased review of local events in March 1941

March 1941 continued the theme of the wet, miserable and dull winter. The early part of the month was unsettled with heavy rain at times. On 6 March, over 13mm fell. During the second week, it became dry with sunny periods. The morning of 19 March dawned cold and frosty. Patchy fog soon lifted under the warm spring sun. The fog soon returned after dusk, but plummeting temperatures were no excuse for the wardens at Post 41 'F' District not to undertake their nightly duties from their Aldersbrook Tennis Club headquarters. This area of south Wanstead received a real battering from the early days of the Blitz, earning the nicknames 'The Battle Field' or 'Hell Fire Corner'. The following impression of that night is written by one who was at the scene: "The wail of the siren opposite the Post announced at 8.15pm the arrival of the raiders. The Post personnel saw a startling sight. The Flats were a sea of flame. Thousands of incendiaries were burning on the open space… It was obvious that the enemy was making a concerted and determined attack… At 8.50pm, three high explosive bombs fell in Lake House Road, damaging a number of houses and partly demolishing numbers 14 and 31… At 9.20pm this first incident appeared closed… Then a parachute mine landed. It exploded a few yards from Aldersbrook corner on the Leytonstone side. A house in Lake House Road, already badly damaged, tottered to destruction. Number 11 caught fire and was destroyed… The attack died down. Wardens returned to their posts – but the number for 41 was sadly

ith the arrival of spring, the people of Wanstead and the surrounding region must have thought that the terror of bombs raining down was at an end. Just one raid in February 1941 that damaged a few houses was in sharp contrast to the devastation wrought by the Luftwaffe since September. But further horror lay in wait in March, when four members of the Civil Defence Services would lose their lives while heroically carrying out their civic duties.

lacking… 'Busy somewhere,' said the chief. But the absent ones did not return, and a search was made. They were found – in the mortuary, three of them. It was known that two others had been taken to hospital. Warden Barnett was one of these. He died next morning of his injuries." The four members of the Civil Defence Services who gave their lives were: Thomas Hutton, 44, of Blake Hall Crescent, Wanstead; William Barnett, 36, of Belgrave Road, Wanstead; Roy Broome, 17, of Lake House Road, Wanstead; and Herbert Stower, 18, of Clavering Road, Wanstead. As spring wore on, the weather remained mostly miserable, though raid incidents lessened. The area had its last bombs of the period on 10 May. In total, 129 people lost their lives and 194 were injured during the campaign. It is hard to imagine how people coped with the constant barrage of bombs during the Blitz. What seems to get lost in the articles and historical texts I've read is just how grim the weather was at the time – remember this was a time before central heating. Begging for help PCSO Kelly Sanger of the Snaresbrook Safer Neighbourhoods Team discusses the issues surrounding begging, something which is illegal and which she advises against encouraging

H

omelessness is a frightening and isolating experience – the average age of death for a homeless person is just 47. The Department for Communities and Local Government (DCLG) statistics show a 14% rise in rough sleeping between 2013 and 2014, with 2,744 people reported by local councils across the country as sleeping rough on any one night in 2014, up 55% since 2010. The figures from DCLG suggest that the problem is particularly acute in London, where rough sleeping is rising more than twice as fast as in the rest of the country. 742 people slept rough on any one night in the capital in 2014, an increase of 79% since 2010. Views on rough sleepers can divide our community. For many, finding a rough sleeper in their neighbourhood is a nuisance or an inconvenience. It's something that when we are all tucked up in our own homes we don't want to think about. Others may offer money to a homeless person, believing they are assisting that person. Whatever your view is on homelessness, tackling the issue head on is the only way to resolve it. Contacting a charity dedicated to intervening and providing shelter is a resolution. Ignoring it doesn't make it go away. If you are the type of person who will give some money for a drink or a meal, I commend you for it. However, evidence from a number of sources has shown that up to 80% of rough sleepers who beg are doing so to fund an addiction. The link is between begging and drug and alcohol misuse, not homelessness and begging, nor even homelessness and drugs. By handing over money you might think that you are preventing crime; however, there is no evidence to support this. Not giving money can motivate people to accept help that has been offered, but previously dismissed – a long-term solution. Shelters are paid for through housing benefits, which each shelter will assist the person in applying for. There are around 3,000 bed spaces in hostel accommodation across London, which

can be accessed via the street outreach teams that work in the central London boroughs. No rough sleeper has to pay up front and some shelters do accommodate dogs. Giving to people who beg is not a benign act without consequences. Police officers have seen many lives damaged by hard drugs and alcohol dependency. We have seen people die through overdoses in situations where a significant portion of the money they spent on drugs came from members of the public giving loose change. Begging is illegal under the Vagrancy Act of 1824. However, it does not carry a jail sentence. Sitting on the street is not illegal, asking for money is. By all means, engage with people on the street. Buy them food or a cup of tea, but do not give them cash. Best of all, if you are concerned for them because you think they are sleeping rough, contact the Streetlink helpline. tand on the dam at the eastern end of this large lake in Wanstead Park in summer, with colourful wild flowers such as yellow flag at your feet, and you have a wonderful view across to the islands at the western end. The Perch Pond is home to many wildfowl, such as mallards and swans and the usual variety of ducks and winter visitors such as gadwall and shoveller, which are so common to Wanstead Park. At dusk in the warmer months, the dam is a good place to watch bats wheeling over the water as they search for their insect prey – about five species are regularly found in the park. The lake is quite deep at its eastern end – up to 12 feet – and well-stocked with fish such as the eponymous perch, as well as tench, bream, dace, pike, carp, gudgeon and roach. Licensed free fishing is permitted in season. At one time boating was allowed on this lake and older residents will remember the boathouse, which used to be sited behind the tea hut. In earlier times, the Perch Pond was known as the bathing lake, as it was much used for swimming – there was a changing hut at the eastern end that appears in Edwardian postcards. The Perch Pond was constructed alongside the other ornamental lakes around the southern and eastern sides of Wanstead Park. It utilised part of a natural valley, the northern side of which seems to have been a focus of Roman and prehistoric settlement. The profile of the valley can still be seen in a damp, tree-filled hollow to the east known as The Dell. This was once another lake, known as the Square Pond, which was abandoned in the early 19th century. The Dell is now a lovely piece of wetland with many interesting plants such as ferns and is one of the lesser-visited spots in Wanstead Park. Stand on the Dell Bridge to the east of the Perch Pond and you can enjoy the tranquillity of the scene and listen to the birdsong. In winter you can clearly see the massive earth dam which retains the Perch Pond.

shown on this plan, but is well above the actual level of the water in the later pond. The lake in its completed form is first depicted on Rocque's 1745 map, which had been surveyed the previous year. Though sketched in rather carelessly, Rocque shows the Perch Pond much as it is today: an elongated, broadly rectangular water body, with a group of islands at its western end. The islands themselves give rise to interesting questions, and there has been some debate concerning their origin and function. Rocque depicts four of them, all rectangular. Thereafter, slightly different configurations are shown on different maps. However, by the early 19th century, they are consistently shown in a form recognisably similar to what now exists – four small ovals enclosed by four thin, curving or L-shaped islands. John Phibbs of the Debois Partnership suggested that their layout is reminiscent of a water garden in the Tudor style, and suggests that they are perhaps survivors of some pre-existing water body. However, an alternative suggestion is that the islands were probably contemporary with the present Perch Pond, but were an afterthought to the original design and intended to mitigate an unforeseen aesthetic problem. According to

this view, the low water level in the Perch Pond as actually constructed left the dam separating it from the Heronry Pond much more exposed than would have been the case had the plan depicted by Rocque in 1735 been fully implemented, and the islands were designed to act as a screen when the pond was viewed from the east. A painting attributed to Charles Catton the Elder, showing Wanstead from the east in about 1750, shows the islands as being wooded from an early date. Today the shapes of the islands have become somewhat distorted due to erosion and silting, but a happy by-product of this is that it has encouraged an attractive carr habitat, semi-wetland overgrown with sedge and trees such as birch, willow and alder. This area is well known for its most famous but very elusive winter resident, the water rail. The water rail is a small wading bird with a red bill, reputed to have a strange call rather like a squealing pig. There are not many water rails about in east London as there is not a lot of carr habitat. Residents of Aldersbrook will have admired the beautiful winter twigs of the alder trees that fringe the Perch Pond. The alder likes its feet in damp waterside and in winter alders attract small birds such as siskins, which search for the

tiny seeds inside the little cones hanging on the bare twigs. Other fine mature trees fringe the Perch Pond and their beauty has been revealed by recent City of London clearance work, which has removed much of the scrub encroaching on the banks of the pond. Search carefully and you may find trees that date from the gardens of the old historic estate, such as an old lime tree, once part of a majestic avenue, and an American thorn of mysterious provenance. Unfortunately, the lake is currently infested with invasive floating pennywort, which is a serious threat as it spreads rapidly and causes de-oxygenation of the water. This may have led to the deaths of large numbers of fish last summer. The City of London plans to clear the pennywort in the spring. This will have to be followed up with further work to keep it under control. At present it has not spread to the other lakes but this is a concern and that is why the lake cascade is currently not operating. H

ave you ever wondered who were freemasons in your community and the role they played in shaping its history? Is there a family story about Great Uncle Fred going off to his lodge meetings or do you have souvenirs of a lodge's Ladies' Night? In my illustrated talk at Wanstead Library this month, I will draw on 300 years of masonic history to show how its records can be used to study local and family history. I will describe the major record types, the information they can provide and how they can be accessed. Membership records up to 1921 have been digitised and The Library and Museum of Freemasonry, where I am based, has over 3,000 images of individual freemasons. I will explain how freemasonry is organised and provide a guide to some of the masonic jargon that researchers frequently encounter. The first Grand Lodge was formed in 1717 in London. Freemasonry spread throughout Britain and then across Europe and was taken by British soldiers, sailors and merchants to the expanding British Empire. This means that our records include details of freemasons in Canada (until about 1850), Australia (until about 1880) and India. Royal freemasons included George IV, Edward VII and George VI. Among many other famous freemasons are the statesman Winston Churchill, military figures including Lord Kitchener, the speed ace Donald Campbell, England's World Cup winning football manager Sir Alf Ramsey and scientists such as Sir Alexander Fleming, the discoverer of penicillin. Membership was drawn from across the social spectrum, so many people will find that their grandfather was also a member alongside others who were perhaps prominent in their local communities. I will also touch on women's freemasonry, where the records are held elsewhere, but I can give some research tips. One of the most fascinating aspects of masonic history is how it reflects social and cultural change. In 1911 local builder John Bassett

helped establish a new masonic lodge, Wanstead Lodge No. 3524. He pointed out that Wanstead had grown enormously and had "a very excellent class of inhabitants". This was not the first masonic lodge to meet locally and there are links with other Wanstead inhabitants and other lodges. Drawing on case studies from local areas, including Wanstead, I will demonstrate what clues a researcher might look for when researching local and family history and even the history of local buildings. There are often masonic links with other local institutions – including the Infant Orphan Asylum – through freemasons' charitable donations, and with local pubs and hotels, which were used by masonic lodges as meeting places. There are clues too in some of the objects associated with freemasonry, particularly membership badges. If you have items or documents that you believe are masonic, I am happy to try and help identify them and suggest how you might explore the subject further.
