A MESSAGE TO OUR COMMUNITY

DEAR RESIDENTS OF THE WOODLANDS,

As we welcome 2025, we reflect on the milestones achieved in 2024 and the opportunities ahead for our community. Last year, we celebrated 50 years of The Woodlands, honoring our shared history and looking forward to a future built on the values that make our community exceptional. The 50th Anniversary was highlighted in this magazine through a series of signature covers and feature stories and culminated in a week-long celebration of our community observed at community events.

In 2025 the Township Board remains committed to balancing fiscal responsibility with strategic investments in essential services and community enhancements. Planned improvements include increasing parks personnel and equipment to maintain and enhance parks, pathways and streetscapes, as well as expanding parking at Bear Branch Sportsfields. Infrastructure upgrades such as new shade structures and pathway connectors will enhance accessibility and enjoyment for residents. Law enforcement services will be strengthened, and additional support will be provided for senior transportation through Meals on Wheels’ Senior Rides program. The Park and Ride service will also be expanded to accommodate increased demand during rodeo season. To improve emergency preparedness, plans include additional generators and the implementation of a new emergency notification system to enhance communication during crises.

The Township Board is also reviewing additional enhancement projects for 2025, including updates to the Waterway Square Fountain and improvements to the bridge tower on Waterway Avenue. A major project already underway is the redesign of the Township’s website, which is set to launch later this year. The new website will feature significant upgrades designed to enhance functionality and user experience, further supporting the Township’s commitment to serving its residents effectively.

As part of the Township Board’s ongoing efforts to ensure vitality and economic resilience in our community, the Board will also continue to explore options for a performing arts center in the Town Center area and future development of a new park amenity in the Township’s 208-acre parcel on South Gosling in the Village of Creekside Park.

Here’s to a safe, prosperous, and connected 2025! Together, we will continue to make The Woodlands an extraordinary place to call home.

While Martha’s story illustrates one way The Woodlands Express supports residents, thousands of passengers rely on it daily for work commutes. The service is especially popular among professionals heading to the downtown Houston area, the Texas Medical Center, and the recently added Energy Corridor route.

Initially launched as a pilot program, the Energy Corridor route quickly gained traction and has now been established as a standard offering. This expansion reflects the Transportation Department’s commitment to meeting the community’s evolving needs.

The Transportation Department continually seeks new funding opportunities and grants to expand and enhance The Woodlands Express. By adding routes, improving amenities and exploring sustainable practices, the service aims to meet the demands of a growing population while promoting environmentally friendly transportation.

WINTER ON THE WATERWAY

Even as temperatures dip, winter brings an exciting experience to The Woodlands Waterway. At Riva Row and Lakes Edge Boat House, kayaking remains a perfect activity on a chilly afternoon. The swan boats at Riva Row and The Woodlands Mall provide a new perspective for exploring our beautiful community. From the serene waters, breathe in the brisk winter air and watch the sunset during an early- to mid-evening row.

We have also adjusted our days of operation and hours to provide visitors with the best times possible to enjoy their experience on the water. Our updated hours can be found on our our website at rivarowboathouse.com (reservations are not required.)

All swan boat rentals will be halted in January 2025 while a pedestrian bridge is installed near the Cynthia Woods Mitchell Pavilion. This project is designed to make walking along the waterway more convenient for everyone.

Swan boats will make a sparkling return in February with the Starlight Swans program and its kayaking counterpart, Moonlight Paddle. These activities are perfect for all ages and allow participants to experience The Waterway at night. The Starlight Swans program invites guests to explore The Woodlands Waterway aboard swan pedal boats that seat up to four people. Meanwhile, Moonlight Paddle offers guided kayaking tours starting and ending at the Riva Row Boat House. Don’t miss the stunning view of Northshore Park!

WISHING FOR SUNNY DAYZ: SPRING AND SUMMER CAMPS

Spring is just around the corner, and with it comes the excitement of planning memorable experiences for kids during spring break and summer. Parents, get ready to make this season unforgettable with a host of enriching activities that camp brings tailored to spark joy, curiosity and adventure.

Sunny Dayz Camp is back for both spring break and summer! Weekly camp sessions will be offered with a variety of themes and activities. Whether your child loves being outside, being creative, STEM, or sports, there are activities for everyone!

Spring break camp will be held from March 10 to March 14, 2024 at The Recreation Center at Rob Fleming Park.

LOOKING FOR A SUMMER JOB?

Applications for The Woodlands Township's seasonal aquatics positions are open now, offering exciting opportunities for those interested in working as lifeguards, swim instructors or swim coaches. In addition to aquatic roles, The Woodlands Township has a variety of other seasonal positions that will become available in early 2025, including Recreation Aides, Camp Counselors, Boat House Aides, Texas TreeVentures Adventure Course Operators and roles within Environmental Services.

Lifeguards in The Woodlands gain valuable experience in water safety, teamwork and emergency response, making it an ideal role for students or anyone looking to build their resume. Average summer pay is approximately $3,000, based on a part-time schedule of 20-30 hours per week for 10+ weeks with opportunities to earn more. Starting rate for new lifeguards and camp counselors is $12.50 per hour. Check the job postings for the starting rates for all other positions. Did you know The Woodlands Township has three competitive swim teams and some of the sessions begin in February? Our swim teams are members of the Northwest Aquatic League and the Texas Amateur Athletic Federation. Our season kicks off in April and runs through the end of June. Find the team closest to your home and plan to register this February!

Enjoy the thrill of competition from triathlon to casual 5K’s with the NEW inaugural Crush Rush 5K, Run and Done 3.1, The Woodlands Triathlon, Memorial Hermann 10 for Texas or the Glow and Go 5K. All running events are sanctioned by USA Track & Field (USTAF), and The Woodlands Triathlon is a USA Triathlon (USAT) sanctioned race.

The Run and Done 3.1, Glow and Go 5K are back by popular demand, and joining them at the starting line is a new challenge – the Crush Rush 5K! Now you can race to your heart’s content in themed races for Easter, Christmas and Valentine’s Day! All races start and finish along The Woodlands Waterway, and encompass some of the most scenic views in the Waterway corridor. Recommended for ages 10 and up.

THE WOODLANDS TRIATHLON

SATURDAY, MAY 10, 2025 | 7 A.M. | NORTHSHORE PARK

One of the longest-running multisport events in the region, The Woodlands Triathlon will be hitting a milestone 20th race in 2025! The sprint triathlon features a 500-meter open water swim in Lake Woodlands, a 12.8-mile bike course through The Woodlands and 5K run along The Woodlands Waterway. The Woodlands Triathlon provides both high-caliber competition and a beginner-friendly atmosphere, making it an ideal first-time triathlon.

MEMORIAL HERMANN 10 FOR TEXAS SATURDAY, OCTOBER 4, 2025 | 7 A.M. | NORTHSHORE PARK

Best known for its Texas flare, Memorial Hermann 10 for Texas features a 10-mile certified course, the 3.1 Armadillo Run 5K and One 4 Texas Kids’ Fun Run. After the race, participants can refuel and celebrate at the Texas-sized post-race party with live music, food, beverages and more. 2025 will mark the 20th annual event, solidifying its success and significance as a staple running event in the community.

All races will be capped to ensure a safe and enjoyable experience for all participants, so please register early to secure your spot!

ELECTION SIGNAGE GUIDELINES FOR ELECTION SIGNAGE

RESIDENTIAL ELECTIONS

For the February election of Residential Design Review Committees and Village Associations offices, all of which are non-governmental elections, the owner of a lot may display one political sign promoting a candidate for each office or issue on the ballot on his or her Residential or Commercial Lot. The sign(s) may be displayed beginning the 90th day preceding the regular election day and must be removed within 10 days following the day of the election. A two-sided sign is considered one sign.

In addition, the non-governmental election signs must be in good repair and aesthetically pleasing in keeping with the character of the community. The signs must not be lighted, accompanied by music, sound, balloons or streamers, or be distracting to motorists. The yard signs are not to exceed six square feet in area, and not exceed five feet in total installed height (including the mounting post). Signs are not permitted in public road rights-of-way.

During early voting, two election signs promoting each candidate or issue on the ballot may be placed at least 25 feet from the building entrance at the early voting polling site during the 24-hour period preceding the day early voting begins and must be removed within 24 hours following the day early voting ends. In addition, a marker noting 25 feet from the polling site entrance will be made to limit electioneering in the entry area.

On Election Day, signs may be placed at the polling place 24 hours before the day of the election and must be removed within 24 hours following the day of the election. Signs are not permitted in the public road rights-of-way.

Generic voting signs displayed during the convenience voting period and on Election Day are signs installed by The Woodlands Township. These signs do not advocate or support a particular candidate or issue.

GOVERNMENTAL ELECTIONS

For governmental elections conducted by the county, state, or federal government (including primary elections) or by any political subdivision of the state (including the November election of Township Directors), the owner of a lot may display one political sign promoting a candidate for each office or issue on the ballot on his or her Residential or Commercial Lot. The sign(s) may be displayed beginning the 90th day preceding the regular election day and must be removed within 10 days following the day of the election or runoff election. A two-sided sign is considered one sign.

In addition, the political signs must be ground-mounted, and not attached in any way to plant material, traffic control devices, light standards, trailers, vehicles or other existing structures or objects. Political signs cannot exceed four feet high by six feet wide, and not exceed five feet in total installed height (including the post, if any). Signs must not contain any offensive language or graphics, or display anything deemed offensive, must not be lighted, accompanied by music, sound, balloons or streamers. Signs must not be portable or distracting to motorists. A two-sided sign is considered one sign. Signs cannot be placed in public road rightsof-way.

Something exciting is rolling into the Recreation Center at Rob Fleming Park! On Saturday, February 22, 2025, from 9 a.m. to noon, head to 6464 Creekside Forest Drive in The Woodlands for the annual Touch-a-Truck event. Explore a collection of the coolest emergency vehicles, cleanest service rigs, and toughest trucks in Texas! Kids of all ages are encouraged to climb aboard, explore, and learn from the hard-working folks who operate these amazing machines every day.

Don’t miss the Kids Zone for a truckload of fun in the sandbox and other activities. For those who prefer a quieter experience, a noise-free sensory hour will take place from 9 to 10 a.m. The Woodlands Township is proud to partner with Soccer Shots to host Touch-aTruck 2025. Best of all, admission is free! Parking can be found at the Rob Fleming Aquatic Center and at the Rob Fleming Lodge.

(Magnolia virginiana) is a stunning tree that graces the landscapes of the southeastern United States with its elegant beauty and delightful fragrance. Known for its striking foliage, this tree is not only a visual treat but also a treasure that plays a vital role within its ecosystem.

Typically reaching heights of 20 to 50 feet, sweetbay magnolia is a perfect choice for both residential gardens and larger landscapes. Its oval leaves are dark green and glossy on top, in contrast to the soft, silvery undersides. In late spring to early summer, the tree bursts into bloom with large, creamy white flowers. Blooms have a delightful, lemony fragrance, calling out to passersby and attracting bees and butterflies. Not only a valuable nectar source for pollinators, the tree provides shade, shelter and food for various wildlife species. The seeds mature in late summer and are enjoyed by birds and small mammals. Sweetbay magnolias thrive in moist, well-drained soils and prefer partial to full sun. They are

commonly found in wetlands and along riverbanks, which makes them particularly suited to areas with high humidity. The tree’s ability to thrive in wet conditions makes it essential for stabilizing soil and preventing erosion along waterways. While they are generally hardy, they can also tolerate drought conditions once established. Due to their elegant appearance and fragrant blooms, this species is a favorite in landscaping as they can be used as a specimen tree, in mixed borders, or as a part of a rain garden to manage stormwater runoff. This adaptability makes them an excellent choice for a variety of landscapes.

KEY TO A LOWER WATER BILL

WINTER AVERAGING

Woodlands Water has some of the lowest rates in the region, but that still doesn't mean we enjoy paying the bill. Fortunately, “winter averaging” is a simple way to lower your water bill now and throughout the coming year.

HOW IT WORKS

The average amount of water you use during December, January, and February determines your maximum monthly sewer charge for the following year. The less water you use in these months, the lower your charge.

For example, the average home in The Woodlands uses around 6,000 gallons of water per month during these winter months, leading to a maximum sewer charge of $40.38 per month for the next year. But if a neighbor averages 10,000 gallons a month— maybe from continuing to irrigate their lawn—they’d end up with a $65.30 monthly sewer charge and spend up to $300 more over the year.

The good news for homeowners is that most of our water use occurs outdoors, and outdoor water use drops dramatically in fall and winter. Or at least it should since rain supplies all the water our lawns need this time of year. Irrigating during cooler months, when the grass is dormant, weakens the roots and invites disease and pests come spring.

Looking for a way to make a difference in your community? Conduct a litter audit with The Woodlands Township Environmental Services! Gather a group of friends, family or neighbors and create a customized volunteer experience that’s both impactful and educational.

Our staff will provide all the supplies and guidance you need to get started. Spend about 30 minutes collecting litter, then sort and analyze your findings to identify the types and quantities of litter in your sample.

Litter audits provide a snapshot of the litter in our community, helping to gather important data and guide future messaging efforts. It’s a great service opportunity!

STEP UP TO SERVE 2025 RESIDENTIAL ELECTIONS

Each year, elections are held for dozens of volunteer leadership positions within The Woodlands. Filing is open in January to run in February for the Residential Design Review Committees (RDRCs) and the Village Associations. Please note, The Woodlands Township Board of Directors election is held in November and follows a different process.

RESIDENTIAL DESIGN REVIEW COMMITTEE

Residents interested in ensuring that design standards are maintained in The Woodlands may be interested in filing for Residential Design Review Committee candidacy in their village. Up to five Residential Design Review Committee members will be elected for each village, all serving one-year terms. This includes two committees for the Village of Indian Springs, which is divided into two geographic areas based on covenant imposition.

VILLAGE ASSOCIATIONS

Each of the villages has a civic association that facilitates activities specific to their village. Each village may have officer positions and/or area (neighborhood) representative positions open for the election. While officer duties may vary by position and/or specific village (refer to each village’s bylaws at thewoodlandstownship-tx.gov), all villages seek enthusiastic residents looking to volunteer their service and leadership for their closest Woodlands neighbors.

Crimes of opportunity are the most common in our community. By being proactive and addressing vulnerabilities, you can protect your home and family. Here’s how to create a safer environment:

SECURE YOUR HOME

Start with your home’s entry points. Always lock exterior doors, even if you’re leaving for a short time. Doors should be made of solid hardwood or metal and equipped with sturdy deadbolts with at least a one-inch throw. For added security, use strike plates secured with 3-inch screws and ensure locks are in good condition.

Glass panels near doors can be a weak point—make sure keys to deadbolts aren’t easily accessible if glass is broken. Peepholes and video doorbells provide visibility, and ensuring doors fit tightly in their frames adds another layer of protection. Avoid hiding spare keys under mats or planters, as these are the first places burglars check.

Windows should be locked or pinned, even when slightly open for ventilation. Keep valuables out of sight from the street and ensure both doors and windows are visible to neighbors or from the road.

PROTECT YOUR GARAGE AND OUTDOOR SPACES

The door leading from the garage to your home should be as secure as any other exterior door. Lock the overhead garage door when not in use, and reinforce sliding doors with key locks and dowels. Bicycles, grills, and lawn equipment should be stored in a locked garage or shed to deter theft.

LIGHTING AND LANDSCAPING

Well-lit entryways and pathways are crucial for deterring intruders. Use floodlights or motion-sensor lighting for

added visibility and report streetlight outages to the appropriate utility provider. Keep shrubs and landscaping trimmed to avoid creating hiding spots around your property.

COMMUNITY CONNECTIONS AND SAFETY TOOLS

Getting to know your neighbors is one of the simplest and most effective ways to enhance security. Consider joining The Woodlands Township Neighborhood Watch program, which provides resources and education for creating safer neighborhoods.

Make sure your house number is visible from the street to assist emergency responders. An alarm system, paired with visible signs or decals, adds another layer of deterrence.

WHEN TRAVELING

Before leaving town, ensure your home appears occupied. Hold mail at the post office or ask a neighbor to collect it. Use light timers and sign up for Vacation Watch services through local law enforcement, allowing officers to check on your home while you’re away.

PROTECTING VALUABLES

Maintain an inventory of your valuables, including serial numbers and photos, using tools like ReportIt. Engrave an identifying number, such as your Texas Driver’s License, on electronics and other valuables. Store items like jewelry and firearms in safes or safety deposit boxes for added security.

AWARE & PREPARED A PROJECT 365 INITIATIVE 365

The Woodlands Township Neighborhood Services is excited to announce Project 365, a special initiative tied to National Night Out. In collaboration with the Montgomery County Sheriff's Office Crime Prevention Unit and the Harris County Constable’s Office Precinct 4, Project 365 focuses on addressing a specific crime or safety issue in our community. By targeting and eliminating this challenge, we aim to further enhance The Woodlands' reputation as one of the safest places to live.

NATIONAL NIGHT OUT

National Night Out in The Woodlands is an award-winning safety campaign and community event that fosters neighborhood camaraderie and strengthens relationships between residents and local law enforcement. Recognized nationally for its excellence, National Night Out is held each year in October and promotes safety, unity and crime prevention through block parties, public safety demonstrations and family-friendly activities.

PROJECT 365

Project 365 for Neighborhood Services in 2025 is centered around the theme Aware and Prepared with a focus on strengthening community partnerships, summarized by the slogan "Working together to keep our neighborhoods safe and secure." The initiative is designed to engage Neighborhood Watch coordinators and residents, fostering a sense of security and unity across The Woodlands Township.

Our first focus of the Aware and Prepared campaign is on home security. Home security is achieved with good habits, thoughtful design, and practical tools that work together to keep your family and belongings safe. But where do you begin? That’s where a home security checklist comes in. A checklist is your roadmap to covering all the important aspects of home protection – no detail is too small. ALDEN BRIDGE

It’s 2025 and residents of Alden Bridge are looking forward to a great year! We appreciate all the hard work of the residents who made our village beautiful with their decorated homes and yards during the holiday season. We also want to welcome our new neighbors to Alden Bridge.

The first two Alden Bridge Village Association meetings will be at 6:30 p.m. on Tuesday, January 14, and Tuesday, February 11, 2025. Meetings are scheduled at the Township office complex, 2801 Technology Forest Blvd. All Alden Bridge residents are always welcome to attend our monthly meetings.

As usual, we’ll be busy with activities for our residents throughout the year. A new year of nominating your friends and neighbors (or yourself!) for our Yard of the Month competition will get underway from May through August. As the year progresses, decorate your home and yard to be judged in the Halloween Spookiest House contest and the Holiday Lighting & Decorating contest.

Our village association elections will be held later in February of this year. The Residential Design Review Committee (RDRC) and Village

Association Election Day will be held on Saturday, February 15, 2025, with convenience voting from Monday, February 10 - Friday, February 14, 2025. Voting is at The Woodlands Township at 2801 Technology Forest Blvd.

It’s time to think about our 2025 scholarship program, so don’t let this opportunity pass you by. We will be giving money to our three elementary schools and eight scholarships for high school seniors to use at the university or trade school of their choice. We love supporting our Sterling Ridge families and students.

We always welcome our residents to join us at our monthly meetings on the first Thursday of the month at 7 p.m. at the REMAX office in front of Kroger at 6700 Woodlands Parkway.

INSTALLING A POOL? APPLICATION FEES NOW APPLY

Are you planning a major home upgrade in 2025? If so, this update is for you. The Woodlands Township Covenant Administration Department (CAD) is making an important change to its permitting process. Starting in 2025, refundable compliance deposits will be replaced with permit fees for specific home improvement applications that are classified as enhanced.

WHAT DOES THIS MEAN FOR YOU?

The updated program divides permit applications into two categories: base services and enhanced services. Base services, which include many common home improvement projects, will continue to be free of charge. Enhanced services, however, will now incur fees to cover the additional resources required to process these permits. Examples of enhanced services include applications that need committee approval, third-party code compliance inspections, variances from community standards and applications for commercial properties. The new fee structure has been carefully developed by researching practices in comparable communities.

Common improvements that fall under base services and remain free include painting and paint color selections, driveway enhancements, roof replacements, siding updates, garage doors, landscaping projects, tree removal, and exterior lighting installations. These projects are essential to maintaining the design integrity and architectural quality of homes throughout the community and are considered a benefit to all residents.

Enhanced services requiring fees may include projects like swimming pool installations, outdoor kitchens, covered patios, or major structural modifications, as these typically involve more extensive review and oversight. Application and approval processes still apply.

Welcome to Let's Ask Covenants - a new educational program aimed to answer commonly asked questions here in The Woodlands.

Wait... before we ask Covenants a question, you may be wondering what is Covenants? Covenants, commonly referred to as CAD, stands for the Covenant Administration Department. Covenants is a department here at the Township that monitors property compliance with The Woodlands Covenants and Residential Standards. They also provide staff support for the Residential Design Review Committees and the Development Standards Committee, among many other duties that help maintain and uphold property values.

If you decide that you would like to make an improvement to your home, such as painting the exterior, adding a swimming pool, cutting down a tree, or any of a number of improvements, you will come into contact with staff members from this department who are here to help you.
