The Financial Oversight and Management Board has certified a $12.7 billion general fund budget and a $31 billion consolidated budget for fiscal year (FY) 2024, which began July 1, allocating the bulk of expenditures to critical areas such as education, health, public safety, social welfare and economic development, as well as providing more funding for the University of Puerto Rico (UPR).
While the 2024 budget is balanced, it is not yet certain how many balanced budgets Puerto Rico has had because audits have not been completed on previous budgets. For the oversight board to end its tenure in Puerto Rico there must be four balanced budgets approved in a row.
Late last week, Gov. Pedro Pierluisi Urrutia signed the $12.7 billion general fund budget adopted and submitted by the island Legislature. The oversight board certified the general fund budget as compliant with the Fiscal Plan for Puerto Rico, along with the $5 billion special revenue fund budget and the $13.3 billion federal fund budget, bringing the consolidated budget for the Puerto Rico government to $31 billion.
“A government budget submitted by the governor and approved by the Legislature that is compliant with the Fiscal Plan for Puerto Rico is a significant step toward implementing the fiscal responsibility and stability that Puerto Rico needs and deserves,” the oversight board’s executive director, Robert F. Mujica, said last week.
The consolidated budget provides $6.3 billion
for health, $5.4 billion for education, $3.4 billion for families & children, $2.6 billion for retiree payments, $2.2 billion for housing, $1.4 billion for public safety, $1.2 billion for economic development, $1.1 billion for gaming services, $980 million for the Pension Reserve Trust and $1.1 billion for debt payments.
The oversight board had certified UPR’s $1.3 billion budget, which includes an additional $102 million in commonwealth funding contingent on UPR establishing and committing to goals, objectives and milestones for fostering academic excellence, economic development and financial responsibility.
The budget also includes additional funding for municipalities. The commonwealth’s direct support to municipalities includes $44 million through the Municipal Equalization Fund, and an additional $30 million to support funding to municipalities in need. Further, the budget includes an additional $66 million in unused funds carried over from the previous fiscal year’s cost-sharing programs to support municipal services related to changes to the inventory tax.
Regarding the $12.7 billion general fund budget, about $428 million was allocated to the courts and Legislature, and $852 million to the Puerto Rico Police Bureau.
The Municipal Revenue Collections Center’s FY 2024 proposed balanced budget of $33 million, meanwhile, consists of the 5% administration fee from property tax collections and a continued increase in revenues from charges to banks, sales of maps, and charges on rental income and interest income.
The Manatí Cooperative has completed the acquisition of the assets and assumption of the liabilities of the Ciales Cooperative, Mabel Jiménez Miranda, executive president of the Public Corporation for the Supervision and Insurance of Cooperatives of Puerto Rico (COSSEC by its Spanish acronym), said Sunday.
It was the second merger of the credit union or cooperative system following the transfer of assets and assumption of liabilities from Centro Coop to the Jesús Obrero Savings and Credit Cooperative.
COSSEC said the Ciales Cooperative purchase, which is expected to benefit some 12,000 members, cost $50 million.
Following the purchase, the Manatí cooperative, which has 26,000 members, besides adding the aforementioned 12,000 members to its roster, will expand by two branches in Ciales to a total of seven locations. The two branches will be renamed Ciales Centro and Ciales Expreso. The Manati Cooperative already has five branches in Manatí, Barceloneta and Vega Baja.
“With this transaction, we are strengthening the cooperative [credit union] system in the northern region. Members can be sure that now they will have better services and products,”
Jiménez Miranda said after highlighting COSSEC’s commitment to contributing to
the well-being of members through fair, equitable, and reliable supervision and inspection.”
She emphasized that “the cooperative movement continues to grow.”
“The increase in members continues, and we continue to see a sustained increase in the loan portfolio, by 33 percent in all the cooperatives on the island,” she said.
Ciales Co-op was put up for sale after a year and a half of COSSEC receivership due to liquidity problems and administrative deficiencies. Jiménez Miranda said the intervention process made it possible to establish internal controls to protect members’ shares and deposits, managing to avoid further losses.
She celebrated the transaction between the two institutions and recognized the will and responsibility of the employees of Ciales Cooperative who, during the receivership, were working hand in hand with COSSEC to push the cooperative forward.
Manatí Co-op Executive President Cándido Rivera López welcomed all the employees of the Ciales cooperative who will start working at the financial institution.
“The financial center of the north, Co-op Manatí, arrives in Ciales to continue the legacy that this institution (Ciales Coop) gave this town,” he said. “We welcome all partners to the great family of Co-op Manatí.”
Jiménez Miranda noted that “with
these events, we reaffirm that the cooperative institutions that are part of the cooperative system of the island can unite with the sole purpose of ensuring the best interests of their members and demonstrating the solidity of the system.”
The transactions occurred two months after the National Credit Union Administration and COSSEC signed a memorandum of understanding to collaborate on and provide staff training opportunities, identify enhanced supervision approaches, and develop methods to resolve troubled cooperatives promptly.
The cooperative system in Puerto Rico continues to grow in size and com-
plexity. Between 2018 and 2022, the number of members in the Puerto Rican cooperative system increased by roughly 12 percent to more than 1.1 million individuals, and total assets, capital, deposits and loans have risen by an even greater pace during that same period.
The cooperative system previously went through a troubled period because of Puerto Rico’s bankruptcy. Seven cooperatives unsuccessfully sued the government, the oversight board and COSSEC, contending they had been coerced into purchasing government bonds whose value was questionable following a bankruptcy filing by the island’s government.
Rep. José Aponte Hernández criticized U.S. Sen. Lindsey Graham on Sunday for remarks the South Carolina Republican made about Puerto Rico statehood, stressing that the issue has nothing to do with the Democratic and Republican parties, and “transcends partisan lines; it is about human rights, constitutional and civil liberties.”
On Saturday, Graham said at a political event for the presidential campaign of Donald Trump that it is necessary in 2024 for
the former president to return to the White House because if not, Washington, D.C. and Puerto Rico will become Democratic states.
“Comments made yesterday by Senator Graham … on statehood for Puerto Rico were misguided, misplaced and made for no valid reason,” said the veteran New Progressive Party lawmaker and former speaker of the island House of Representatives. “Statehood for Puerto Rico is a much more important issue, which cannot be seen from the point of view of national party affiliations. As with the eradication of racial segregation, this goes
further. This is a human rights issue, [involving] the rights of 3.2 million American citizens.”
“Puerto Rico will soon be a state of the union. Most U.S. citizens who live on the island support it,” Aponte added. “Even public opinion polls in the states show a majority favor admission, over 60 percent on average, and that figure continues to grow. Those are irrefutable facts. Puerto Rico will not only become a state, but also a prosperous one for those of us who live here and the rest of the nation. Senator Graham is wrong in his comments.”
U.S. Sen. Lindsey Graham (R-S.C.)For 13 years, Yesmín Valdivieso has been the comptroller of Puerto Rico. Even though there is an economic crisis on the island, she is optimistic about the future of the island’s overall economy.
“Even though there is still a lot of work to be done, throughout my 13 years of experience I have seen things get better over time in the public administration,” Valdivieso told the STAR at the recent first ombudsman symposium. “People in the administration are more conscious of what they have to do.”
Valdivieso added that teamwork is most needed to fix the economic situation on the island.
“I believe Puerto Rico has the opportunity to get better not only because of all the federal funds and additional funds that are being provided, but because I think if we all work together and put Puerto Rico first, of course we can provide help for the situation,” she said, adding that willingness to move the island forward is also very important.
That willingness, the comptroller said, has much to do with addressing certain problems that she said are inhibiting the island’s progress. One of them involves the “erroneous perception” people have of public service providers.
“Over the past few years, people view all of us public
service providers as if we are all corrupt,” Valdivieso said. “Sure, there are people who are corrupt in the system, but the fact is that most of us are not corrupt.”
She added that the misperception in a way creates corrupted people and perpetuates a culture of corruption and a lack of satisfaction with respect to public service providers.
“The pride in being a public service provider is gone,” she said. “I think we need to work on developing that pride again. When you are told constantly that you are a bad person, it’s really hard to not become a bad person. If we can start believing again in public service providers, the ones who watch over the citizens of our island, then we can most certainly help Puerto Rico move forward.”
Valdivieso also talked about the need for a “complete restructuring of the way public service funds are distributed,” and how those funds need to be managed with care to attend to the civic issues that are prevalent in Puerto Rico without wasting any time.
“It’s baffling to me that we are still studying what the essential needs are, when you see that 55% of children are under the poverty line, and on top of that, many people are still suffering the consequences of Hurricane Maria, which happened years ago,” she said. “We have to make sure that we are working with the people who need it the most.”
Regarding government responsibility, the comptroller also noted that “governments were not made to make money, nor to make anyone rich -- the government’s purpose is to serve the ones who need it.”
“The government is not the engine of the economy; the engine of the economy is the private sector,” the comptroller added. “The government’s purpose is not to sustain the economy by itself; if anything, trying to sustain the economy only on public funds is what got Puerto Rico in the economic situation that it is currently in.”
Valdivieso insisted that a real commitment to “cleaning the house” of all public corruption “can do a lot of good for the economy of Puerto Rico.”
Resident Commissioner Jenniffer González Colón described as “correct” the appointment made by Gov. Pedro Pierluisi Urrutia of Dr. Ángel Toledo López as secretary of education.
“The governor identified an excellent, disciplined, diligent resource with full mastery and a track record in academic and administrative matters,” González Colón said over the weekend. “I have personally known Dr. Toledo for more than 20 years and attest to his professionalism, work ethic, integrity and diligence. I congratulate Dr. Toledo for this appointment, I trust that we will work as a team in defense of an excellent public education for our students.”
González Colón added that “I hope that the Senate will address his appointment as one of the priorities of the new legislative session, based on merit and not on political agendas.”
“His confirmation should not be delayed since Education has several challenges such as its transformation hand-in-hand with the federal government, for which I have met and maintained communication with [U.S. Education] Secretary [Miguel] Cardona, and the attention to the special education program, among others.”
“I thank the former Secretary of Education, Eliezer Ramos Parés, for his commitment to Education and the handling of multiple federal accusations that he inherited in the Department,” the resident commissioner added.
The governor announced on Friday that he had received Ramos Parés’ resignation, which was effective immediately.
Ramos Parés said “I deeply appreciate the opportunity to have served Puerto Rico [as] secretary of Education in historic times and amid great challenges.”
“We have managed to initiate
transcendent changes that will allow public education to advance and so that our children and young people have advances in their formation” he said. “I am also proud of the work of tens of thousands of colleagues, including classroom teachers, who demonstrate the true spirit of public service through their work.”
The Antonio Paoli Free School of Music (Escuela libre de música Antonio Paoli) in Caguas doesn’t have just one orchestra playing in Europe.
As previously reported by the STAR, the school’s youth orchestra recently played in the Summa Cum Laude Youth Music Festival in Vienna, Austria. But that orchestra is not the only group to play outside the island this summer. The school’s advanced symphonic band, directed by professional trombone player Miguel A. Rivera Trinidad, will also have the privilege of playing in Europe.
“We feel extremely honored that for the first time in the history of our little island, a Puerto Rico school band will participate in this festival,” Rivera told the STAR. “We are especially honored to be that band that will participate alongside so many other groups from around the world.”
The event marks not only the first time in the history of Puerto Rico in which a school band participates in the Lisbon International Music Festival in Portugal, but also the first
time in the history of the Caribbean. The school will present its repertoire at Oporto City Hall, which is in the northern region of Portugal. The school band, better known as
“Banda Sinfόnica, Escuela Libre de Música Antonio Paoli,” is composed of 48 musicians between the ages of 12 and 18. The group began its journey on Sunday and will come back home on July 15.
This is not the first time the band has had a major opportunity like this one. Some of the band’s most impressive successes in-
clude performing at the inauguration of Gov. Alejandro García Padilla in 2012, which was transmitted through public television, as well as participating in Disney Performing Arts on Stage, where it won the “Gold Mickey Award.”
The director talked about the continuous rehearsal process and how the band was invited on the current trip.
“They have been practicing all year long for this event, throughout weekly rehearsals, so that the students’ academic
duties are not interfered with,” Rivera said. “The invitation occurred on our trip to Spain when the band played in The Pamplonesa [Pamplona International Music Festival].”
Rivera also discussed the process of gathering funds for the trip and decided to give a special thanks to many of the people involved.
“It was very difficult to fund this trip, but we have to thank so many people for helping us,” he said. “My apologies if I forget some, but some of the people involved were: the former secretary of education, Eliezer Ramόn Parés and his special assistant, Wendy Colόn, and the students’ trip director, Rita Fontanez. We are also extremely grateful to the mayor of Caguas, William Miranda Torres, and the president of the Cooperative Bank of Aguas Buenas, Buenacoop, Jesús Carrasquillo.
Rivera also thanked the school’s director, Dr. Nelida Hernández Bermúdez, “for her great amount of economic aid.”
“We cannot forget the tremendous amount of work done by the Committee of Parents led by Mrs. Sandra Rocio Lόpez, Sándra Meléndez, Ivonne Carrasquillo, Karime, Elisha, Rebbeca and Ernesto,” he added. “Without all of these wonderful parents, this project would’ve never been possible. We hosted a great number of events to raise funds for this trip, including a golf tournament. It was a long and arduous process, but it was so worth it in the end.”
Nearly 70 employers from the private sector representing various industries, nonprofit organizations and service providers participated in an orientation offered over the weekend by the Department of Labor and Human Resources (DTRH by its Spanish initials) on the Infinite Talent initiative, which aims to open the way for more people with disabilities to enter the labor market.
The event at the University College of San Juan was the meeting point to discuss the prevailing need for the more than 700,000 people in the functional diversity population in Puerto Rico to be objectively
taken into account when being evaluated to fill vacancies and given the opportunity to show their knowledge and capabilities.
Among the industries represented were the food and restaurant sector, banking, construction, medical services and plans, solid waste, and maintenance, among others, as well as recruitment agencies and representatives of various industrial sectors.
“Infinite Talent is making its way into the private sector and the commitment of more employers is evident,” Labor Secretary Gabriel Maldonado González said. “In this first workshop, we saw the enthusiasm of dozens of employers who joined the project and heard from the professional model, entrepreneur and global ambassador of
inclusion, Sofia Jirau, a sign of support for those who, like her, see no limitations in their dreams.”
“As a government, we know the importance of the population with functional diversity who demand equity and inclusion to achieve their professional goals,” he added.
The educational workshop is part of DTRH strategies focused on promoting more job opportunities for an important sector of the population, supporting them so that they enter the world of work prepared and giving companies the tools to put aside misinformation and really understand how beneficial it is to recruit “infinite talent,” the Labor chief added.
Ever since President Bill Clinton advised “mend it, don’t end it,” affirmative action has had an uneasy place in the Democratic coalition, as omnipresent as the party’s allegiance to abortion rights and its promises to expand financial aid for higher education — but unpopular with much of the public.
Now, in striking down race-conscious college admissions, the Supreme Court has handed the Democrats a way to shift from a race-based discussion of preference to one tied more to class. The court’s decision could fuel broader outreach to working-class voters who have drifted away from the party because of what they see as its elitism.
The question is, will the party pivot?
“This is a tremendous opportunity for Democrats to course-correct from identity-based issues,” said Ruy Teixeira, whose upcoming book “Where Have All the Democrats Gone?” looks at the bleeding of working-class voters over the last decade. “As I like to say, class is back in session.”
Conservative voters have long been more animated by the Supreme Court’s composition than liberals have. But the last two sessions of a high court remade by Donald Trump may have flipped that dynamic. Since the court overturned Roe v. Wade in 2022, energized Democratic voters have handed Republicans loss after loss in critical elections.
Republicans’ remarkable successes before the new court may have actually deprived them of combative issues to galvanize voters going into 2024. Several Republican presidential hopefuls had centered their campaigns on opposition to affirmative action. And the court’s granting of religious exemptions to people who oppose same-sex marriage, along with last year’s Dobbs decision, may take the sting out of some social issues for conservatives.
In that sense, the staunchly conservative new Supreme Court is doing the ugly political work for Democrats. Its decision last year to eliminate the constitutional right to abortion elevated an issue that for decades motivated religious conservatives more than it did secular liberals.
Friday’s decision to strike down President Joe Biden’s student debt relief plan enraged progressive Democrats, who had pressed the president to take executive action on loan forgiveness. A coalition of Generation Z advocacy groups, including Gen-Z for Change and the climateoriented Sunrise Movement, said Friday that the court “has openly declared war on young people.”
But while the Supreme Court made retroactive higher education assistance far more difficult,
it may have boosted the Democratic cause of financial aid, through expanded Pell grants and scholarships that do not saddle graduates with crushing debt burdens. Democrats have long pushed expanded grant programs and legislative loan forgiveness programs for graduates who embark on low-paid public service careers. Those efforts will get a lift in the wake of the court’s decision.
The high court’s declaration that race-based admission to colleges and universities is unconstitutional infuriated key elements of the Democratic coalition — Black and Hispanic groups in particular, but also some Asian American and Pacific Islander groups who said conservatives had used a small number of Asian Americans as pawns to challenge affirmative action on behalf of whites.
“They were using the Asian community as a wedge,” said Rep. Judy Chu, D-Calif., after the decision was handed down Thursday. “I stand with the unified community.”
But while they have expressed anger and disappointment over the conservative decisions, Democrats also acknowledge their inability to do much to restore affirmative action, student loan forgiveness and the right to an abortion in the foreseeable future, as long as the 6-3 majority on the Supreme Court holds.
“There’s a constitutional challenge in bringing it back,” said Rep. Bobby Scott, D-Va., a longtime leader on the House education committee.
Simon Rosenberg, a Democratic strategist pressing his party to expand its outreach to the working class, said adding a new emphasis on class consciousness to augment racial and ethnic awareness would fit well with Biden’s pitch that his legislative achievements have largely accrued to the benefit of workers.
Infrastructure spending, electric vehicles investment, broadband expansion and semiconductor manufacturing have promoted jobs — especially union jobs — all over the country but especially in rural and suburban areas, often in Republican states.
“By next year, Democrats will be able to say we’ve invested in red states, blue states, urban areas, rural areas,” he said. “We’re not like the Republicans. We’re for everybody.”
But bigotry, discrimination and the erosion of civil rights will remain central issues for Democrats, given the anger of the party base, Rosenberg said. The Supreme Court’s siding Friday with a web designer in Colorado who said she had a First Amendment right to refuse to provide services for same-sex marriages cannot be separated from the affirmative action, student loan and abortion decisions.
But the Supreme Court has offered Democrats a way forward with many of its decisions — based on class. The affluent will always have access to abortions, by traveling to states where it remains legal, and to elite institutions of higher education, where they may have legacy pull and the means to pay tuition.
Those facing economic struggles are not so privileged. Applicants of color may have lost an edge in admissions, but poor and middle-class students and graduates of all races were dealt a blow when the court declared that the president did not have the authority to unilaterally forgive their student loans.
Rep. Marilyn Strickland, D-Wash., said her party now needs to recalibrate away from elite institutions like Harvard and the University of North Carolina, the defendants in the high court’s case against affirmative action, and “respect all types of education and all types of opportunity,” mentioning union training programs, apprenticeships, trade schools and community colleges. Scott agreed. “This is going to cause some heartburn,” he said, “but what we need to campaign on is that we’re opening opportunities for everybody.”

wide-brimmed hats, and some even turn to Florida water — a citrus-scented, alcoholbased cologne — to help cool their necks. Dog walkers, joggers, farmworkers and almost everybody else know it’s best to venture out in the early mornings or the evenings.
But after a significantly warmer June, and with climate change driving temperatures ever higher, this long-standing patchwork of medical and homemade remedies is becoming increasingly crucial for the preservation of both livelihoods and summer traditions.
Before the Fourth of July holiday, the stifling humidity was set to persist along the Gulf of Mexico, maintaining hazardous and sweltering conditions even as temperatures began to drop a few degrees. And while the humidity should be lower in the West, Central California and places in the desert Southwest will also endure a blast of heat this weekend.

But when you get the show on the field, and you start looking back at videos of you performing the show, and you start remembering the things that you did and the traditions you got to share and all that — it really means the world.”
This stretch of summer is crucial for Southwind, one of 40 marching ensembles that competes under Drum Corps International, which has maintained the nation’s post-World War I tradition of civilian drum and bugle corps. Tuition for the entire year, including lodging, uniforms, food and travel during practice and to each competition, is about $4,200.

As the sun blistered the parking lot, rows of trumpet, tuba and mellophone players marched back and forth, wiping sweat from their foreheads at the end of each passage of music.
Temperatures here in Daphne, Alabama, had climbed past 90 degrees, and the humidity made it feel at least 10 degrees hotter. Yet even as a record-breaking heat wave seared most
of the American South last week, members of the Southwind Drum and Bugle Corps chose to push on, not wanting to miss a moment of the intensive camp they had been waiting all year for.
“The heat has gotten me once or twice this season,” said Gracie Binns, an 18-yearold member of the color guard. “It’s kind of worn me down already.” But, she added, “I like the challenge of it.”

In the South, the early heat wave has heightened familiar fears about heat stress and dehydration and added some new concerns. The combination of heat and dryness in the small town of Erath, Louisiana, at one point raised questions about the safety of the annual fireworks show.
“That thought is unbelievable,” said Leslie Mencacci, president of Erath’s Fourth of July Association. “We’ve never had this issue.”
Accommodations are in place across the region: earlier start times for postal workers; more jugs of blue Gatorade at a summer camp on the shores of a Texas lake; and the opening of cooling centers in Tennessee, Texas and Mississippi.
“All we can do is better prepare for it, because unfortunately, it’s here, and it’s not going anywhere,” said Sonny Schindler, owner of Shore Thing Fishing Charters in Mississippi, who has been waking up at 2:30 a.m., an hour early, for a cooler start.
On the sprawling campus of Daphne High School, near Mobile, there was no question the heat felt worse this year. The musicians kept one another updated with heat index readings and data on how quickly the sun might burn them. Just days into a three-week camp, sunburns had begun to blister, and awkward tan lines marking socks, watches, sleeves and shoe straps were deepening.
But band would continue, with barely two weeks left before they were set to trek across the country and compete in a series of performances.
“The reward is definitely very delayed,”
After months of auditions and more scattered practices during the winter months, these weeks are the opportunity for the musicians to drill down on the intricacies and precision of a roughly 10-minute medley and its accompanying choreography on a football field.
The musicians can practice their melodies and train their lung capacities inside, often to the insistent clacking of metronomes. Yet there is little substitute for the hours spent outside rehearsing how to crisscross the field in unison, incorporate towering set pieces and, importantly, avoid collisions with equipment and one another.
“It’s like believing in an experience,” said Lucas Houston, 16, a mellophone player from Hernando, Mississippi. “Every single second you spend feels sentimental in a way.”
Heat, however, remains perhaps the most insidious threat in a stretch of 12-hour days that are often riddled with injuries and emotional stress, including fingers broken and battered by twirling rifles and flags, strained hamstrings, performance anxiety, homesickness and fire ant bites. Even at night, when members of the ensemble come together to rehearse entire sections of their performance, the humidity keeps them sweating, with little opportunity to cool down.
By the fifth day of camp, some medical volunteers still appeared slightly bemused by the enthusiasm of their patients, particularly as temperatures climbed.
“I’m on the sidelines dripping from every crevice,” said Makayla Chrismon, a 27-yearold medical student among those keeping a watchful eye on the musicians. “And they don’t even look grumpy about it.”
On a sprawling Martha’s Vineyard estate not far from the seashore, Deici Cauro adjusted a baseball cap to keep the burning sun at bay. She was crouching to pull weeds with her bare hands when a familiar voice called out from the other side of the yard.
“Pots!” her employer called, and she motioned for Cauro to follow her to another garden nearby.
“¿Vamos?” Cauro replied in Spanish, wondering if they had decided to move.
“Sí, vamos, I guess, whatever that means,” her boss replied, prompting both women to share a hearty laugh.
When Cauro fled Venezuela last summer, she never imagined that one day she would be working and living on a wealthy island south of Cape Cod, surrounded by boats and mansions of the kind she had seen only in the movies.
It has been nine months since the government of Florida, under the direction of Gov. Ron DeSantis, chartered two flights from Texas that picked up Cauro and 48 other newly arrived migrants and dropped them off on Martha’s Vineyard, a liberal enclave that until then had little firsthand experience with the surge in migration on the U.S.-Mexico border.
The political move — repeated this month when Florida officials arranged two more flights of migrants from Texas, this time bound for California — was an attempt to force
Democratic leaders many miles away to deal with a surge in migration that has affected states along the border. The trips left many of the Venezuelans confused and alarmed. Some were told they were headed for Boston or Seattle, where there would be plentiful jobs, assistance and housing.
But neither was the destination; it was Martha’s Vineyard, and it was the end of the busy summer season when vacationers begin retreating home to offices and schools. There were no jobs and no places for them to stay. Volunteers put the new arrivals up at a local church and arranged for transportation.
Within days, most of the migrants were gone, headed for other parts of Massachusetts and places like New York, Washington and Michigan — places better equipped than a small island to settle people who had arrived with little or nothing of their own.
As it turned out, though, not all of them left.
Cauro is one of at least four migrants who have quietly stayed behind on the island, forming bonds with a community that opened what doors it could. Cauro, 25, is working as a landscaper. Her brother, Daniel, 29, and her cousin, Eliud Aguilar, 28, found jobs in painting and roofing.
They first stayed in the homes of Martha’s Vineyard residents who invited them in, and then began earning enough money for a two-bedroom house, with the four of them chipping in $1,000 a month each. They got
bicycles to ride around town.
“I did not even know where Martha’s Vineyard was. And now I feel welcomed by everybody here. I’m working, making friends and this is home for me now,” Cauro said with a wide smile. “This is home now. I don’t want to leave.”
The flights arranged by Florida came as the Republican governors of Texas and Arizona were busing thousands of migrants away from the border, straining support systems in cities like New York, Washington and Chicago.
Many of the 49 migrants who were flown to Martha’s Vineyard are still struggling. Some have not yet obtained work permits, and many are still living in shelters, unable to afford permanent housing.
The four migrants who managed to stay on the island have also had challenges. Cauro said she still found it hard to trust strangers after the deeply unsettling sense of being cast adrift by people who she now thinks used her and her relatives as political pawns.
She said it was important to her to pay her own way and not become a burden on the community that welcomed her. Her employer, a woman in her 60s who declined to be named because she was employing someone without a work permit, said Cauro felt like part of the family.
Cauro understood enough to nod her head. “We came here to work in any job, no matter how hard. We are just happy to be living here.”
Not everyone welcomed the new arrivals with open arms.
One longtime resident, Angela Cywinski, said the situation put the community in a tough position, trying to accommodate people who could not legally be hired at restaurants
or hotels. Most of the immigrant workers on the island, she said, have put in the necessary time and money to obtain legal status. Cywinski said she knows migrants from Brazil who have spent up to $60,000 and waited years to obtain visas to live legally on the island. “It is not fair when people jump the line,” she said.
Deici Cauro and others had to find work under the table until their work permits are approved, something that usually takes several months as part of the asylum process.
Rachel Self, an immigration lawyer who has worked with the migrants, said the Venezuelans are working hard and paying their own way.
On a recent Sunday afternoon, Self arrived at the house where the Venezuelans were living, on a quiet road. They were playing salsa music and cooking caldo de res, a red-meat soup common in Venezuela. Over dinner, they shared laughs and made plans to visit the home of the “abogada” — the lawyer, as they have come to know her — and also the beach nearby made famous by the movie “Jaws.”
Martha’s Vineyard is not the place they had imagined for themselves, they said, but it has become the place where they hope to put down roots. Daniel Cauro said he would like to bring his wife and two children from Venezuela once his own legal status was secured. When his family calls him on FaceTime, he tells them to be patient. He has not seen them for a year, but he promises it will not be too much longer.
His 2-year-old son, Reynaldo, wearing a straw hat he rarely takes off, always asks when he will be home.
“I’m already home,” Cauro replies. One day, he reminds his son, he will also be home with him.
was $14.8 million, or 186 times the median employee’s pay, according to Equilar, which collects corporate leadership data.
One reason it may not have started a revolution? Employees already understood that executives were paid exorbitantly and how their own paycheck compared with that.
The people who learned the most were not people working at the companies but outside observers.
“It was news to investors because investors didn’t have their own pay to make a ratio of,” said Lisa LaViers, an assistant professor at Tulane University’s Freeman School of Business who has studied how disclosing the pay gap affects workers. But “this is not informative in the same way to employees.”
that gets less attention — median worker pay — may be more important than seeing what the top boss makes, LaViers said.
In a recent working paper, she and co-authors Mary Ellen Carter at Boston College, Jason Sandvik at the University of Arizona and Da Xu at Tsinghua University used data from the employer review site Glassdoor to analyze how employees responded when the requirement for companies to disclose the ratio of CEO to worker pay first went into effect.They found that worker satisfaction with pay improved, most likely because workers tend to overestimate how much their peers make. In other words, they’d expected median pay to be higher, and their own salary to fall lower in the hierarchy.
“The accurate number may have been lower,” LaViers said. “And so as a result, they were happier with their own pay.”
In 1933, the U.S. government asked 2,000 corporations listed on stock exchanges in New York to disclose how much they paid their top bosses — its first effort at making the pay of executives more visible. The idea was to encourage the “more conservative management of industry,” The New York Times reported when it published some of the results on its front page.
But this new publicity did not temper pay. Instead, according to a study by Alexandre Mas, a Princeton economist, the opposite happened: Average chief executive compensation rose, mostly because the lower-paid executives — now realizing that they were, indeed, lower paid — pushed
for raises that brought their compensation in line with their higher-paid peers’.
Nonetheless, the belief that revealing CEO pay would help keep executive compensation in check stuck around, and got more complex. In 2018, the Securities and Exchange Commission required companies to publish not only executive pay but also a ratio that described how the pay of a company’s leader compared with median worker pay.
This new take on pay transparency has been at least as ineffective at moderating chief executive pay as the 1933 version: Last year, the median pay for CEOs who were in their jobs for at least two years
The gap between worker and chief executive pay may also not tell employees much about how fairly they’re being paid, said Ethan Rouen, an assistant professor at Harvard Business School whose paper published by The Accounting Review concluded that the ratio wasn’t a good proxy for fairness throughout a company.
Rouen’s study looked at how companies’ performance related to the ratio of pay between median workers and the company’s leader.
There are two schools of thought when it comes to how workers understand their pay in relation to that of their bosses. One, known as Tournament Theory, suggests that when pay is fair, workers will be motivated to put in more effort if there is more disparity, which means a bigger prize for climbing the corporate ladder. The other, known as Equity Theory, suggests that pay gaps perceived as unfair build resentment and lead to poorer performance. Both theories suggest that if pay is fair, workers should be better at their jobs.
If the ratio of worker pay to CEO pay were a good indicator of fairness throughout the company, Rouen would have expected to see that firms with lower ratios performed better. Instead, he saw no significant difference between them.
He did, however, find a relationship based on whether the pay of both workers and executives was set fairly. Those with fairer pay, as determined by economic factors examined by Rouen, performed better.
For employees, the part of the ratio
What matters most to employees seems to be not what company leaders make but whether they believe that it — and their own pay — is fair.
The SEC has tried to add some context about fairness to executive pay disclosures with a requirement to show financial performance for up to five years alongside pay information that goes into effect this year.
Some researchers and investors argue that fairness may be better gauged with more information about employees, rather than about executives.
Last year, a group of law and accounting professors, including Rouen, sent a letter to the SEC proposing more disclosures about investments in labor, including total compensation, turnover numbers and how many workers are employees or contractors.
“Investors absolutely care” about the quality of the workplace, said Cambria Allen-Ratzlaff, the co-chair of a coalition of investment managers that pushes for these disclosures.
Focusing on more transparency about rank-and-file pay may also better serve the goal of reducing inequality, Rouen said. Chief executive pay is not necessarily the problem, he argues. “It’s the fact that wages have remained stagnant, that worker power has diminished over time, that the federal minimum wage has remained at $7.25” since 2009.
“It boggles my mind,” he said, “that we spend so much time disclosing information about CEO pay and so little about the employee pay.”
AU.S. stocks rally is cruising into a month that has proven strong in recent years, though equities must navigate employment data and an earnings season that could be precarious, with the Federal Reserve bent on raising U.S. interest rates.
The S&P 500 defied recession fears and a U.S. banking crisis to notch a 15.9% gain in the first half. The Nasdaq Composite (.IXIC) powered ahead 31.7% for its biggest firsthalf increase in four decades.
Investors betting the upward trend will continue over the next few weeks have recent history on their side. The S&P 500 (.SPX) has posted a positive return in eight consecutive Julys, and the tech-heavy Nasdaq 100 index (.NDX) has climbed in July for 15 straight years.
“We have had a pretty resilient market in the first half of this year,” said Mona Mahajan, senior investment strategist at Edward Jones. “The market needs one big question answered, and that is what does the economy look like in the back half of the year.”
Several indicators show growing optimism about equities. Positive sentiment in the American Association of Individual Investors survey has come in above its historical average for four straight weeks, while positioning measures tracked by banks have shown investors recently increasing their exposure to stocks.
The Cboe Volatility Index (.VIX), which measures investor demand for protection against stock swings, recently hit its lowest level since early 2020.
At the same time, July brings its share of potentially market-moving events. First up is next Friday’s U.S. employment report, which will give investors a snapshot of how the economy is faring after 500 basis points of rate hikes from the Fed since last year, its most aggressive tightening in decades.
Signs of continued solid job growth could reinforce a view that has helped boost markets this year: that the U.S. economy can avoid a severe recession despite the Fed’s tightening.
“The labor market is probably going to end up proving to be the big catalyst for what may happen market-wise and also monetary policy wise,” said Omar Aguilar, chief executive officer and chief investment officer of Schwab Asset Management.
Second-quarter corporate results will kick off the following week. S&P 500 companies are expected to post an overall drop in earnings of 5.7% from the year-earlier period, according to Refinitiv IBES.
Investors will focus on results from seven tech and other megacap companies, including Apple (AAPL.O), Microsoft (MSFT.O) and Nvidia (NVDA.O), whose outsized gains have driven the S&P 500’s rise this year.
“To the degree the Magnificent Seven has been carrying this..., those are the multiples most likely to get hit with any sort of warning, any sort of negative announcement,” said John Lynch, chief investment officer for Com-
erica Wealth Management.
The consumer price index report arrives on July 12, a crucial read on inflation before the Fed’s July 26 policy decision. The U.S. central bank held rates steady in June and has signaled two more increases are coming this year, including one widely expected in July.
While stocks have so far taken policymakers’ projections of higher rates in stride, that could change if bond yields continue to rise. Benchmark yields recently hit threemonth highs, with the 10-year U.S. Treasury yield last around
3.8%, well over double where it stood at the end of 2021. Rising yields generally dull the allure of stocks compared to bonds, but in recent months equity valuations have still climbed.
The S&P 500 is trading at 19.1 times forward earnings estimates, well above its historic average P/E of 15.6 times, according to Refinitiv Datastream.
“At some point, this move in interest rates has got to have some consequences for the markets,” Matt Maley, chief market strategist at Miller Tabak, said in a note on Friday.
Some doubt the rally’s staying power. A Deutsche Bank survey found more than three-quarters of investors believe the next 10% move in the S&P 500 will be down, compared to 24% who projected that in March.
“It’s moms who take buses,” she said.
In L’Haÿ-les-Roses, Jeanbrun said that he had been spending the night in the town hall, as he had been for the previous three nights, when a car was driven at his house at 1:30 a.m. while his wife and children were sleeping inside. His wife and one of his children were injured as they tried to run away, he said.
Stéphane Hardouin, the public prosecutor in Créteil, a town nearby, said that initial indications were that the car had crashed into the house with the intention of setting the building on fire, and he noted that some accelerant had been found in a bottle.
Hardouin said that a small wall had stopped the car before it reached the house’s veranda, and that only the front gate and the family’s car had been affected. Hearing the noise and seeing flames, the mayor’s wife and his children, ages 5 and 7, tried to flee through the back garden, but his wife injured herself, apparently breaking her shin, Hardouin added.
The French interior minister, Gérald Darmanin, called the attack “cowardly and terrible,” and said in a post on Twitter that an attempted-murder investigation had been opened. “The perpetrators of these facts will answer for their heinous acts,” he wrote.

“Last night, a milestone was reached in terms of horror and ignominy,” the mayor, Vincent Jeanbrun, of L’Haÿ-les-Roses, a town to the south of the capital, said in a statement on Twitter.
In a separate attack, police said on Twitter that
rioters had tried to set fire to a car belonging to another mayor, in the town of La Riche, near the city of Tours, southwest of Paris.
Across the rest of France, Saturday evening had generally been calmer than recent nights, during which hundreds of protests have taken place nationwide. But still, local news media reported rioting, looting and clashes in Marseille, France’s second-largest city, and hundreds more people were arrested.
Tensions remained high Sunday after the funeral the day before for the 17-year-old, named publicly only as Nahel Merzouk, of Algerian and Moroccan descent, who was fatally shot Tuesday during a traffic stop in Nanterre, a Paris suburb. Many protesters said they saw themselves in the victim, connecting his fate with their own experiences of neglect and racial discrimination in France’s poorer urban suburbs.
Merzouk’s grandmother, who was also identified by only her first name, Nadia, spoke to the French news channel BFMTV on Sunday and asked the rioters to stand down.
“People who are breaking things, I tell them, ‘Stop,’” she said, adding that they should refrain from smashing shop windows or targeting schools and buses.
French Prime Minister Élisabeth Borne traveled to L’Haÿ-les-Roses to express her support for the mayor, calling the attack unacceptable. She said that the government would move to impose harsher punishments on those who attack local representatives.
Borne said that attacks such as those against the town’s mayor were “particularly shocking.”
The office of President Emmanuel Macron of France said in a statement Sunday that he would hold a meeting at the Élysée Palace on Sunday evening with the prime minister, the interior minister and the justice minister to assess the situation across the country. On Saturday, Macron postponed a state visit to Germany as his government focused on the riots at home.
While the number of police officers deployed across the country was not increased, more were sent overnight to quell protests in Grenoble, Lyon and Marseille, according to Darmanin.
In a statement on Twitter early Sunday, the Interior Ministry said that 719 people were arrested overnight and that 45 police officers had been injured. On Friday night, more than 1,300 were arrested.
In a Twitter post, Darmanin added that 45,000 police officers had been deployed across the country on Saturday evening, a number similar to the night before.
“A calmer night,” he wrote on Twitter, “thanks to the resolute action of the police.”
Riot police secured an area near the Arc de Triomphe on Saturday night in Paris.As Belarus has ratcheted up its messaging about plans to offer refuge — and possibly work — to Wagner group mercenaries after a failed rebellion in Russia, Ukrainian forces say they are ready for any potential threat from their neighbor to the north.
In recent days, Ukrainian officials have tried to tamp down concerns about the Wagner forces, who until recently were fighting for Russia in Ukraine, while heralding preparations for their possible arrival. President Volodymyr Zelenskyy — who on Saturday was hosting Spain’s prime minister as part of his continuing diplomatic push — nodded to plans for reinforcing the border in his nightly address Friday, and top commanders have emphasized that no current threat had been found.
Zelenskyy indicated that Ukrainian intelligence was monitoring the situation closely, adding, “We very carefully analyze every fact and any prospects in all directions.” Ukraine’s top generals were “instructed to strengthen the northern direction — to guarantee peace,” he said.
This past week, Alexander Lukashenko, the Kremlin-aligned autocratic leader of Belarus, invited members of the Wagner group who had participated in a rebellion against Russian forces to relocate to an “abandoned” military base in his country. New satellite imagery from Thursday and Friday, analyzed by The New York Times, shows that more than 250 tents, enough to house thousands of troops, have been erected in the past five days at an unused base.
Lukashenko also said that Yevgeny Prigozhin, founder of the Wagner group, had arrived in Belarus after the failed rebellion against Russian forces. But Prigozhin has not been heard from publicly in a week, and his whereabouts have not been independently confirmed.
The invitation has made many in Ukraine once again wary of Belarus and has drawn condemnation and warnings from NATO leaders about the potential threat on their doorstep from a group that has earned a reputation for ruthless violence.
Belarus was a key staging point for Russia’s invasion of Ukraine, and Russian troops poured across the border before
withdrawing across it months later.
Russia continues to use Belarus as a training ground for its forces and to launch airstrikes on Ukraine. But there are no Russian offensive units in Belarus, and there has been little indication that Lukashenko would deploy Belarusian troops to Ukraine.
Lt. Gen. Serhiy Nayev, commander of Ukraine’s joint forces, said in a Friday post on the messaging app Telegram that there was currently no direct threat of an offensive operation of ground forces from Belarus.
“However, if the level of threat rises, the buildup of forces and means, as well as other practical measures to boost the group’s defensive capabilities, are foreseen,” he said.
Lukashenko, in an address Friday commemorating Belarus’ Independence Day and published by the state news agency Belta, said that he was open to the idea of Wagner mercenaries training Belarusian troops, but said that they had not yet arrived in the country.
“And if their instructors, as I already told them, come and pass on combat experience to us, we will accept this experience,” he said. Lukashenko, who has increasingly allowed Belarus to become a vassal state of Russia, including by allowing Moscow to station tactical nuclear weapons in his
country, may be hoping to reclaim some of his eroding power by making the deal to host Wagner troops, analysts say.
In his Friday speech, Lukashenko said that he was “certain that we will never have to use them while they are here,” referring to the weapons. “And no enemy will ever set foot on our land.”
As Zelenskyy expressed confidence about his country’s preparations for a potential threat from the north, he was also laying the groundwork on longer-term security for his country, including economically.
After a meeting with Prime Minister Pedro Sánchez of Spain in Kyiv, Zelenskyy emphasized his desire for continued support from the European Union and for membership in the bloc, noting the host of European leaders and officials who have visited Ukraine’s capital.
“All these visits are very important to strengthen support, to strengthen our people on the battlefield, strengthen our economy, everything where we need your support,” Zelenskyy told the Spanish leader.
Sánchez, who is beginning a sixmonth term as the European Union’s rotating president, delivered a speech to the Ukrainian parliament to mark the start of his presidency. “Europe is with you, and you are one with Europe,” he said.
Zelensky told Spanish journalists ahead of the visit that the next six months would be a crucial time for talks about Ukrainian ascension to the bloc. Ukraine applied for EU membership in February 2022 and was granted candidate status that June.
The two leaders signed a joint declaration Saturday that confirmed Spain’s support for Ukraine’s candidacy, “which will be one of the priorities of its presidency in the EU,” the document read.

Four other people were injured. Photographs shared on Telegram showed a partly destroyed building.
— Two children were injured Saturday morning in Russian shelling in Ukraine’s southern city of Kherson, according to the head of the regional military administration. “A nine-year-old girl and a fifteen-year-old boy were wounded in the shelling,” Oleksandr Prokudin said in a post on Telegram. “They are being provided with medical assistance.”
— Zelenskyy, in an interview with Spanish journalists posted online Saturday, warned again of fears of a potential disaster at Zaporizhzhia nuclear power plant, saying there were hundreds of soldiers at the site and heavy weapons on the plant’s territory.
“I believe that when there are mines and weapons, there is a danger,” he told reporters, emphasizing that intelligence reports indicate Russia’s had plans to cause a nuclear incident there.
— Ukrainian forces have “almost certainly” been moving personnel to the east bank of the Dnieper River near the Antonovskiy Bridge in the Kherson region and fighting has intensified there since last week, the British Defense Ministry said Saturday. Boats carrying Ukrainian soldiers have been spotted around the bridge, and Ukrainian forces appear to be seizing more of the river islands and swampy banks around Kherson in a possible expansion of Ukraine’s counteroffensive, according to residents and Russian military bloggers this week.

“The mayor, governor or president tend to abuse their power to be reelected. So we created the law of ineligibility,” said Ricardo Lewandowski, a retired Brazilian Supreme Court justice and former head of the electoral court.
Brazilian law states that politicians who abuse their positions are temporarily ineligible for office. As a result, the electoral court has routinely blocked politicians from running, including, with Bolsonaro, three former presidents.
“What our system has tried to do is protect the voter,” Lewandowski said. “Those who committed crimes against the public have to stay out of the game for a certain amount of time until they rehabilitate.”
The approach has also put what some analysts say is too much power in the hands of the electoral court’s seven judges, instead of voters.

In the run-up to the election, Brazil’s system also allowed it to fight far more aggressively against any anti-democratic misinformation or plotting. The nation’s Supreme Court ordered raids and arrests, blocked members of Congress from social networks and moved to ban tech companies in Brazil that did not comply with court orders.
The result was a sweeping and unrelenting campaign aimed at fighting election misinformation. But the moves also drew widespread claims of overreach. Some raids targeted people just because they were in a WhatsApp group that had mentioned a coup. Some people were temporarily jailed without a trial for criticizing the court. A congressman was sentenced to prison for threatening judges on a livestream.
By JACK NICASDown in the polls, the far-right president warned of voter fraud, despite no evidence. After losing, he claimed the vote was rigged. Thousands of his supporters — draped in the national flag and misled by conspiracy theories — then stormed Congress in a bid to overturn the results.
That scenario describes the latest elections in the Western Hemisphere’s largest democracies: the United States and Brazil.
But although the behavior of the two former presidents — Donald Trump and Jair Bolsonaro — was remarkably similar, the political aftermath has been drastically different.
Although Trump faces federal and state charges that accuse him of paying off a porn actress and mishandling classified documents, he remains the most influential figure on the American right. More than two years after leaving the White House, he again appears poised to become the Republican nominee for president, with a wide lead in the polls.
In Brazil, Bolsonaro has faced much swifter and fiercer blowback. He, too, faces numerous criminal investigations. Authorities have raided his house and confiscated
his cellphone. And Friday, less than six months after he left power, Brazil’s electoral court voted to block Bolsonaro from political office for the rest of the decade.
The court ruled he had abused his power when he made baseless claims about the integrity of Brazil’s voting systems on state television. His next shot at the presidency would be in the 2030 election, when he is 75.
Trump, even if he is convicted in a case before next year’s election, could still potentially run.
The contrasting fallout for the two men reflect key differences in the two countries’ political and governing structures. The U.S. system has left Trump’s fate up to voters and the slow, methodical process of the justice system. In Brazil, the courts have been proactive, fast and aggressive in snuffing out anything they see as a threat to the nation’s young democracy.
U.S. elections are run by the states, with a patchwork of rules across the country on who is eligible to run and how. In many cases, one of the few hurdles to appearing on a ballot is collecting enough signatures from eligible voters.
In Brazil, elections are governed by a federal electoral court, which, as part of its duties, regularly weighs in on whether can-

In the United States, a slow vote count delayed the declaration of a winner for a week, and the Electoral College process then took several more months. Each state also ran its own election and audits. That gave Trump and politicians and groups supporting him time and various fronts to mount attacks against the process.
In Brazil, a nation of 220 million people, the electronic voting system counted the ballots in two hours. The central electoral authority, not the news media, then declared the winner that night, in a ceremony involving leaders of Congress, the courts and the government.
Bolsonaro remained silent for two days but, with few options, eventually stepped aside.
But that approach also carries risks.

In a critique of the political thinker James Burnham, penned in the wake of World War II, George Orwell wrote, “Power worship blurs political judgment because it leads, almost unavoidably, to the belief that present trends will continue. Whoever is winning at the moment will always seem to be invincible. If the Japanese have conquered South Asia, then they will keep South Asia forever, if the Germans have captured Tobruk, they will infallibly capture Cairo; if the Russians are in Berlin, it will not be long before they are in London: and so on.”
Orwell was characterizing the intellectual response to a conflict that had fairly clear directional trends — steady advances for the Axis powers until about 1942, followed by a grinding, brutal but consistent Allied counteroffensive. But a war that seems stalemated, that grinds without dramatic shifts, poses a somewhat different challenge to political judgment; the observer is always tempted to discern a certain trend, a sweeping historical judgment, amid a state of ebb and flow and wartime fog.
The war in Ukraine is a case study, yielding very different big-picture arguments based on developments from month to month and even week to week. Thus you see, one moment, the delays and the disappointingly slow progress of a Ukrainian counteroffensive securing realist skeptics in their certainty that the war will inevitably turn Russia’s way. The next moment, the
bizarre Yevgeny Prigozhin mutiny secures hawkish certainties about the direction of the conflict — Putinism is faltering, the Russian regime is starting to crack, and full Ukrainian victory is within reach.
dom and Italy and Japan, not America, that seem in danger of becoming “undeveloping” countries, with stagnation shading into decline. Pick your example — the clear military weakness of Russia relative to NATO, the GDP of even our poorest state relative to that of other developed countries — and U.S. advantages seem resilient.
At the same time, you also can’t seriously argue that the U.S. imperium has anything like the freedom of action it enjoyed two decades ago. Instead, you have to analyze the world in terms of both the resilience of core U.S. power and the developments that have cut against U.S. influence outside its circle of close allies. A short list might include:
— A failure of American-style liberal norms to take root outside what I’ve termed our “outer empire” in Western Europe and the Pacific Rim, and the emergence instead of hybrid regimes, neither fully liberal nor fully postliberal, in rising powers like Turkey and India and to some arguable extent in Eastern Europe, too.
— A failure of armed Fukuyamaism, meaning the inability of U.S. military power to function as a tool to spread democracy and expand our outer empire by turning Iraq and Afghanistan into the equivalent of Germany or South Korea.

The same pattern applies to analysis of how the war fits in the global power picture. I will use my own columns as examples: At various times in the past year and a half, I have interpreted the war through the lens of revived great power conflict and the waning of the post-Cold War Pax Americana, but then also through the lens of the persistent weaknesses of America’s major adversaries, the deficits of legitimacy and competence in illiberal regimes. You could accuse my interpretations of being in tension with one another, or you could defend them by saying that each captures something about a shifting and unstable reality — a world where Samuel Huntington’s theory of civilizational conflict and Francis Fukuyama’s end of history both have claims to relevance.
— A shift in economic and military power from countries that share our values and/or regard themselves as part of a common Western civilization to countries that do not — meaning, mostly, the decline of European power relative to the rest of the world and, relatedly, a simmering resentment of both America and the West as arbiters of global priorities and international norms.
— A widening ideological gap between the specific version of liberalism ascendant in the American elite and the core values of non-American populations around the world, and a related internal division within the United States over what, in a clash of civilizations, our own civilization represents.
— The emergence of China as a real military rival — in the Pacific, if not worldwide — and an economic and diplomatic alternative to U.S. influence across the Global South.

But it isn’t just the fog of Ukrainian war that makes it difficult to capture this particular moment. The exact U.S. relationship to the rest of the world would be a bit hazy even without battlefield confusions. Clearly, our position has weakened relative to the heady 1990s or even the Barack Obama years. But the language of a “multipolar” world, a clash of rival great powers, implies to the casual reader a kind of parity between the various poles, the United States as just one power center among many — with the secondary implication that maybe we’ve entered the kind of superpower decline that unmade British power in the 20th century, or Spanish power in the 17th, or Soviet power much more rapidly than that.
And that’s pretty clearly not true. America is emerging from the COVID era with stronger gross domestic product growth than the rest of the Group of 7. It’s China, not America, that faces the more acute birthrate crisis. It’s the United King-
The Ukraine war has been shaped by and interacted with all these trends. Vladimir Putin’s revanchist rule in Russia is itself an example of the global retreat of liberalism. His decision to invade was probably encouraged by the failure of U.S. arms in Afghanistan. Russia’s relative resilience against the U.S.-led embargo depends on both China’s strength and the rest of the world’s unwillingness to join fully with a U.S. and European design. Ukraine’s dependence on U.S. aid, specifically, reflects the continuing weakness of our European partners relative to our own strength.
But that strength still casts its shadow as well: We’re fighting Russia via proxy, using a fraction of our strength, and it’s Russian troops stuck advancing by inches or facing counterattacks, the Russian regime that’s under massive strain.
So which is the larger story of the Russia-Ukraine war: our strength cracking or our strength prevailing? We’ll know more when the fog lifts.

When news broke that venerable character actor Alan Arkin had died Thursday at 89, he was remembered for roles onstage (“Enter Laughing,” his Broadway debut, for which he received a Tony Award), on the big screen (his Oscarwinning performance in “Little Miss Sunshine”) and on television (his Emmy-nominated turn on “The Kominsky Method”). But Arkin’s finest performance, and one that holds the key to his considerable gifts as both an actor and screen presence, may well be his appearance as a busted-out real estate salesman in the 1992 film adaptation of “Glengarry Glen Ross,” the Pulitzer Prize-winning drama by David Mamet. The picture came at a fallow point in Arkin’s career; much of his work in the previous decade had been in underseen comedies. He was billed fifth, behind Al Pacino, Jack Lemmon, Alec Baldwin and Ed Harris, and it was easy to regard him, at that moment, as a comparative lightweight — until you took in his wounded, affecting performance.
“Glengarry Glen Ross” concerns the hustlers and grinders of Premiere Properties, who specialize in “investment opportunities” of Florida swampland, sold primarily to unsuspecting suburbanites under the guise of manystrings-attached prizes and ticking-clock options. Only the hotshot Ricky Roma (Pacino) is selling — or, in their preferred parlance, “closing” — any of this stuff; his fellow salesmen Dave Moss (Harris), Shelley Levene (Lemmon) and George Aaronow (Arkin) are on the verge of getting the ax.
Harris, Lemmon and Pacino all get flashy movie-star entrances; Arkin, on the other hand, is just there, first seen seated in the Premiere Properties office for a sales meeting, in which Blake (Baldwin), a smooth talker “from downtown,” informs them that they’re cutting the sales force in half, in a speech that is simultaneously crude, cruel and entirely emasculating.
Moss and Levene push back against his generalizations, accusations and abuse; Aaronow does not. He just sits there and takes it. “You think this is abuse?” Blake thunders at him. “You can’t take this, how can you take the abuse you get on a sit?” In that delicate moment, Arkin’s face is a mask, trying to keep it together and failing; if you look close enough, into his eyes, he seems on the verge
of tears. When he’s finally out of the hotshot’s sights, he lets out a long-held breath.
This sensitivity is what separates Arkin’s character, and his performance, from the varying displays of roaring machismo in “Glengarry Glen Ross.” Pacino’s Roma is all bravado, much of it earned; Lemmon’s Levene and Harris’ Moss attempt the same, snapping and shouting at all who do them wrong, silkily selling to those on the other end of the phone, but their swagger seems more like bluster. Aaronow, on the other hand, is entirely vulnerable, an open wound of desperation and fear.
“I’m sure he didn’t mean it, about trimming down the sales force,” he insists, the second Blake leaves, but denial soon gives way to depression. “They’re gonna bounce me out of a job,” he moans to Moss, placing the blame not on the cutthroat standards of the office or the cratering economy outside it, but himself. “Something’s wrong with me,” he insists. “I can’t close ’em.”
In this weakened state, he goes to Moss for emotional support and encouragement; Moss seizes on that need and exploits it, drawing Aaronow into an ill-advised scheme to burglarize the Premiere Properties office and steal the new leads, the good leads, the Glengarry leads. The bullish Moss baits the hook and reels the weaker man in, planting the idea and prompting further inquiry. Watch Arkin’s eyes in this sequence, the way he’s listening, how he takes in the information he’s receiving and processes it; listen closely to the way he says a line like, “Are we talking about this, or are we just talking about this,” understanding the difference between two versions of the word, and deftly conveying it to the listener. And then watch the way he registers that, merely by listening, he has become an accessory to the crime. The simplicity with which that realization comes over his face, and how he puts it across in one simple word (“Me”) is both an astonishing display of acting technique and a heart-wrenching moment of character identification.
Arkin and Harris play this duet sequence like two jazz musicians trading bebop riffs, the relationship established not only by what they say but how they say it — the breakneck tempo, offhand jargon, sentences or even words interrupted midstream, sometimes because one knows where the other is going, sometimes because they can’t bother to wait to say
what’s on their mind. Mamet’s hyper-stylized dialogue isn’t easy to act; if the rhythm is off, it can feel unbearably phony, “written” rather than spoken. But Arkin more than holds his own against Harris here, and in later duets with Pacino, a similarly heavyweight dramatic actor.
Yet the genius of his casting is that he can also draw on his innate sense of comic timing, garnering laughs from these jagged exchanges, or when he later overplays his sense of outrage at the crime (“Criminals come, they take and they steal the phones!”) and his interrogation by police (“I meet Gestapo tactics!”). But his best moments as Aaronow are his quiet ones, like when he softly implores Moss (once he’s caught in the mousetrap), “Why are
you doing this to me?” He’s not playing for sympathy; this is a muted cry of abandon and despair.
When “Glengarry Glen Ross” was released in November 1992, it seemed like a commentary on what we now dub “toxic masculinity” at the end of the George H.W. Bush era, and the howling, raging, swindling likes of Roma, Moss and Levene felt like pointed snapshots of the 20th-century man. Alan Arkin’s portrayal of George Aaronow feels like their 21st-century counterpart: hopeless, baffled, resigned, anguished. His raw performance is the beating heart of what could have been a cold, bloodless movie, and a reminder of the life and force he brought to so many roles in his long, varied career.
for an Academy Award (for the sixth of eventually nine times) for his wrenching and powerful lead performance in this 2012 drama from director Robert Zemeckis. Washington stars as “Whip” Whittaker, a commercial airline pilot whose quick thinking during a mechanical failure initially makes him a Sully-style hero. But when the crash is more thoroughly investigated, that perception is complicated considerably. What begins as a thrill ride becomes a nuanced addiction drama, with Washington playing Whip’s descent into darkness with genuine pathos. The topshelf supporting cast includes Don Cheadle, John Goodman, Melissa Leo and Kelly Reilly.

‘Ip Man’ (July 21)
If you were taken by Donnie Yen’s electrifying supporting turn in “John Wick: Chapter 4,” well, add this one to your queue posthaste. Yen stars as Grandmaster Ip Man, the legendary martial artist and
Wing Chun instructor. But this is no staid biopic. It’s an action epic — packed with lightning-paced set pieces, death-defying stunts and bone-crunching fights — that just so happens to concern a real hero. Director Wilson Yip and martial arts choreographer Sammo Hung supplement the fist-flying action with flashes of wit and ingenuity. They end up with one of the best martial-arts movies of the 21st century. (The sequels “Ip Man 2,” “Ip Man 3,” and “Ip Man 4: The Finale” will also leave Netflix on the 21st.)
‘August: Osage County’ (July 26)
Tracy Letts’ 2007 Pulitzer Prize winner for drama gets the big-screen, prestige treatment, with Letts adapting the screenplay for a cast of heavy hitters. Meryl Streep gets the juicy leading role of Violet, the hard-living, straight talking, terminally ill matriarch of the family at the story’s center; Julia Roberts is Barbara, Violet’s oldest daughter and most frequent adversary. Letts’ brilliant script magnificently captures how long-simmering resentments and decades-old slights are perpetually on simmer in a family like this, and director John Wells smoothly orchestrates a cast that includes Chris Cooper, Benedict Cumberbatch, Juliette Lewis, Margo Martindale, Ewan McGregor, Dermot Mulroney and Sam Shepard.
‘Flight’ (July 31)

Julia Child was an easy figure to impersonate but perhaps not so simple to inhabit. Meryl Streep masters the look and distinctive sound of the character but also finds the character’s emotional spine, a sense of displacement that can be cured only by cooking; she shares that quality with Julie Powell (Amy Adams), the central character of the film’s parallel story, in which a modern blogger attempts to re-create every recipe in Child’s beloved book “Mastering the Art of French Cooking.” The Childs story is decidedly more compelling, but writer and director Nora Ephron (making her final film) makes ingenious connections between these two women and coaxes delightful performances from both actresses, as well as from Stanley Tucci and Chris Messina as their (mostly) supportive spouses.
‘The Pursuit of Happyness’ (July 31)
This 2006 drama from Gabriele Muccino adapts the memoir of motivational speaker Chris Gardner, who went from being a homeless single father to becoming a successful stockbroker and entrepreneur. The film focuses on Gardner’s period of homelessness and the sacrifices he made while completing an unpaid internship at a prestigious firm. An Oscarnominated Will Smith finds just the right notes as Gardner, whose pride and stubbornness prevented him from sharing his dire circumstances during his internship; Smith’s real-life son Jaden plays Gardner’s son, and their genuine emotional connection pulls the picture through its rougher patches. It’s a formulaic piece of work but
The Daniel Craig era of the James Bond franchise reached its zenith with this 2012 installment, which combined the lean, mean, “Bourne”-influenced approach of recent Bond pictures with an Academy Award winning director (Sam Mendes), his regular team (including ace cinematographer Roger Deakins and composer Thomas Newman) and Javier Bardem, fresh off his own Oscar win for “No Country for Old Men,” as a seductive villain. Mendes’ elegant direction gives viewers the best of both worlds; the picture has the globe-trotting locations, bold action set pieces and unapologetic sensuality of classic Bond but the snappy pace and grounded action of contemporary blockbusters.
‘Stepmom’ (July 31)
“Home Alone” director Chris Columbus continued the softening of his touch that began with “Mrs. Doubtfire” (1993), moving from familial comedy to full on four-hanky drama with this 1998 tear-jerker. Julia Roberts plays the title character, a fashion photographer who is dating, and then marries, a much older, divorced father (Ed Harris). Susan Sarandon plays his ex-wife, whose difficulties maintaining a relationship with their two children — and her combination of genuine dislike for and quiet jealousy of the new woman in their lives — are complicated further by a terminal illness. It’s not exactly a subtle piece of work, but it’s an earnest one, and the leads find and play the complexities of what could have been cardboard characters.
‘Underworld’ (July 31)
When this action-horror-sci-fi hybrid opened quietly in the fall of 2003, few could have predicted it would initiate a lucrative and long-running series — five feature films (plus a video game), concluding with “Underworld: Blood Wars” (2017). But it shouldn’t have been a surprise: This story of battles (and forbidden romance) between vampires, werewolves and humans was hitting the same early-21st century sweet spot of fantasy, gore and romance as the “Twilight” saga. And the films (particularly this first one) provided a rare opportunity for its star, Kate Beckinsale, to show what she could do with a full-on action-hero leading role.
In July 2017, Eliza Reid and her husband celebrated their wedding anniversary with a romantic dinner in Reykjavik, Iceland. It was a summer evening, lots of people were out, and Reid suggested they go for a stroll after their meal. But her husband — Gudni Johannesson, the country’s president — didn’t feel up to facing a crowd asking for selfies.
“I said, ‘I don’t think that’s something you need to worry about,’” Reid remembers. And she was right: “We went out and, of course, no one recognized him — because it was almost all tourists.”
In the two decades since she moved to her adopted country, Reid, a Canadian by birth, has seen Icelandic tourism grow from a trickle of a few hundred thousand visitors to a steady stream of more than 2 million per year before the pandemic. That’s a big deal in a country with a population of just under 388,000.
The boom in tourism — which Reid says has brought opportunities as well as challenges — is a change that she has both witnessed and participated in. In 2016, when her husband was elected president, she was the editor of the in-flight magazine for Icelandair. Three years later, as first lady, she took on a paid position to promote the country’s exports and champion Iceland as a tourist destination. She published a book last year — part travelogue, part memoir, part feminist history of Iceland — and continues to run the writers’ retreat that she founded with a colleague.
I sat down with Reid in the presidential residence, and in our hourlong conversation, she talked about the best way for visitors to meet Icelanders and what she thinks of the term “overtourism.”
Our conversation has been edited and condensed for clarity.
Q: Tourism has exploded in the 20 years that you’ve been living in Iceland. What has that transformation looked like?
A: Tourism has given us more access to so many things here. You can see it in the number of destinations that I can fly to directly from Iceland, the number of restaurants and cafes in Reykjavik. Stores and other places also have longer opening hours than they used to.
I would also say that the Icelandic population is a traveling population. They have a real curiosity and interest in the out-
side world, and they are very pleased when the outside world is interested in us. You’ll see that in the statistics about how Icelanders feel toward tourism here, because it has been a huge contributor to our economy and we’re very proud of the country.
Q: You mention in your book, “Secrets of the Sprakkar: Iceland’s Extraordinary Women and How They Are Changing the World,” that tourism helped pull Iceland out of the 2008 economic crisis. Can you elaborate?
A: Yes, there was the economic crisis and also the volcanic eruption. There were two things that on the face of it would be seen as very negative but actually helped in some ways. I shouldn’t imply that anyone was happy that we went through the economic crisis. But the upside was that all of a sudden Iceland became more affordable.
And then a few years later, the volcano erupted and they shut down air traffic over Europe, and everyone realized that Iceland was a lot closer than they had thought. It’s not some distant, hard-to-reach island, and yet it somehow seems exotic and interesting. After that, we saw this explosion in tourism.
You know, I started visiting 25 years ago, and in those days I would meet people who would say, “What, do you mean Ireland?” And now everybody says, “Oh, I’m going there,” or “My neighbor’s going,” or “I want to go.” It’s far more in people’s con-
sciousness.
Q: Right after the volcanic eruption in 2010, there was the launch of the “Inspired by Iceland” campaign to promote tourism. I read that over a quarter of the Icelandic adult population participated in that.
A: Well, everybody was supposed to tell all their friends to come to Iceland. I did that for sure, and a lot of other people did, too. There have been some genius campaigns, and a lot of them have important underlying messages about sustainability, like the Icelandic pledge, a commitment to responsible travel that anyone can take online. I think that travelers want to learn about the countries we’re visiting and what we can do to give back, but sometimes we don’t know how to access that information. And the Icelandic pledge is a good way of reminding people to be kind to nature and make sure you have a travel plan in case something happens.
Q: I was struck by one item in the pledge that said, “I will take photos to die for, without dying for them.” I guess people forget themselves sometimes?
A: Here we have hot springs with really hot water; we have active volcanoes; we have sneaker waves on beaches; we have strong winds. We somehow think that we’re invincible when we’re on vacation, but we still have to use our common sense.
Q: You write in your book that one of
the best ways for visitors to get to know Icelanders is to hang out in a hot tub at a geothermal pool. Why is that?
A: They say if you want to meet a Brit, go to a pub; if you want to meet a French person, go to a cafe. And definitely here in Iceland, you go to a swimming pool, because that’s where you can meet people — morning, afternoon or evening. And I recommend that visitors try different pools, because they all have their own character and personality and you can meet different types of people. They’re clean and affordable, and it’s something that all the locals do.
Q: In reading your book, I got the sense that the Icelandic community is increasingly diverse, but still very close-knit.
A: On the weekend, I had to buy a bra — which, you know, it’s such a fun experience. I was talking to the woman who worked at the store, and the woman in the changing room next to me says, “I know that voice.” And it was our chief medical officer — like the Anthony Fauci of Iceland. And we were just laughing that only in Iceland do we run into each other in an undergarment store. And then I ran into her again in the grocery store the next day. And you just think: This is a small country.
Q: A few years before the pandemic, Iceland started getting some media attention for “overtourism.” What did you think of that?
A: I think that overtourism is a bit of an unfair terminology. Yes, the number of tourists increased and the percentage increase has been huge, but a lot of that has to do with seasonality. It used to be that everybody came in the summertime because you couldn’t stay anywhere in the countryside in winter. But now two-thirds of the people who visit come outside of the summer months. They’re coming year-round and they’re traveling much more around the country. It’s still easy to come here and not see any other tourists.
In the bigger cities in Europe, you see challenges with accommodation and affordable housing and making larger communities livable for residents. We’ve seen that here, too. But overall I think tourism is a good thing if it’s managed properly, and we have long-term sustainable plans. It’s ultimately bringing money into the economy. That’s why it’s good to have lots of family-ownedand-operated businesses. We need the big conglomerates; they’re paying lots of taxes. But you have to have a mix.

“Parting the Wild Horse’s Mane.” “Wave Hands Like Clouds.” “Embrace Tiger, Return to Mountain.” These are not song titles or poems. Rather, they’re the deceptively complex movements of tai chi.
With around 250 million practitioners, tai chi is often cited as one of the world’s most popular physical activities. It originated in China in the 17th century as a martial art. Unlike karate or taekwondo, tai chi focuses on quiet strength rather than combat, which makes it more accessible to older adults or those who have been injured.
Shirley Chock, 48, began practicing in her 20s, after she tore her anterior cruciate ligament. She had trained in wushu kung fu, a more acrobatic martial art that caused the tear, but tai chi offered a low-impact way to rehab. Chock, a former financial professional who was born in New York and spent her childhood in Taiwan, also found tai chi beneficial in managing stress. After about two years, she began teaching it, and eventually took over Aiping Tai Chi, the Connecticut school where she had trained.
Since then, “the most common thing I have heard is older students saying, ‘If only I’d discovered this practice when I was younger,’” Chock said. Here’s what makes tai chi so useful, and how to get started with it when you’re ready.
The benefits
Tai chi blends mental focus and physical effort to build strength, flexibility and mindfulness, said Peter Wayne, the director of the Osher Center for Integrative Medicine and the author of “The Harvard Medical School Guide to Tai Chi.”
The poses are upright and less demanding than many in, for example, yoga. “Because tai chi evolved in terms of physical function and interaction, I think it translates better to everyday living activities, like lifting groceries, pushing doors open or catching things that fall,” Wayne said. Tai chi is also different from passive techniques like meditation because it pairs deep breathing with movement, which experts say helps you calm your nervous system.
Research suggests tai chi can also improve balance and mobility, including in
people with neurological conditions like Parkinson’s disease. It also helps prevent falls in older adults. By strengthening surrounding muscles, tai chi also reduces strain on joints, said Dr. Amanda Sammut, the chief of rheumatology at Harlem Hospital and an assistant clinical professor of medicine at Columbia University.
The name tai chi refers to both the practice and the underlying philosophy of yin and yang — that there’s no good without bad, no dark without light, Chock said.
There are several styles — including Yang, Chen and Sun — named after prominent teachers or founders. “Although there are differences, there are many more commonalities,” Wayne said, and no scientific evidence that any one is superior. For beginners, Chock recommends the Yang style; it’s the most popular, so you’ll have many classes from which to choose.
No standardized certification exists for instructors, so Wayne suggests searching online for schools and classes.
Visit at least two classes to make sure you’re comfortable with the space, teaching
style and your classmates. “Tai chi is experiential; you have to go and try it and feel it,” Chock said.
Some schools are pricey — perhaps $25 and up per class — but others offer lower or sliding-scale fees, and you might find free classes through park districts or community organizations. You can also learn online, and some instructors who are also health care providers have virtual courses for people with arthritis and other health conditions, Sammut said.
Beginner classes include foundational exercises, slowly introducing concepts and principles before moving into simple choreography. It also helps to see the names of tai chi movements as tools that aid visualization, Chock said. For example, if you are doing “The White Crane Spreads Its Wings,” you can “actually imagine a crane spreading its wings.”
Despite the martial arts foundation, you most likely won’t fight. Advanced students may spar against partners, but most classes teach movements for individuals. Here are four appropriate for beginners.
Qi pouring
Stand with your feet shoulder-width apart. Bend your knees gently, pick up your left foot and take a large step to the left. Center your body weight. Begin rocking back and forth by lifting your heels, then your toes, then your heels again.
Each time you come forward onto your toes, bring your arms up to chest height with
your palms down and your wrists soft. As you rock back on your heels, bring your arms back down to your sides, palms facing back.
Raising the power
Stand with your feet shoulder-width apart, then pick up your left foot and take a large step to the left. Bend your knees into a slight mini-squat as you raise your arms up in front of you, keeping your wrists and hands relaxed. Then press your hands back down as you gradually straighten your legs.
Wave hands like clouds
Stand with your feet shoulder-width apart, then gently bend your knees as you pick up your left foot and take a large step to the left. Straighten your knees, and as you do, lift your arms to chest height, palms facing down and hands and wrists loose and relaxed. Calmly bend your knees down into a minisquat, arms in front of you. Turn at your waist so your stomach and chest face right; as you do, shift your weight onto your right leg and brush your right hand up and across, in front of your face, palm facing inward. Once your hand crosses your midline, lower your arm.
Repeat in the other direction, turning your torso to the left, shifting your weight onto your left leg, and brushing your left hand up and in front of your face and then back down.

Stand with your feet shoulder width apart, then lift your left foot to take a large step to that side. Slowly lift your arms up to your sides and then overhead. Circle your hands, palms down, in front of your face and toward the floor. Visualize rejuvenating energy flowing through your body, anchoring you to the ground.

Elly De La Cruz was relaxing with a group of teammates in the visitors’ clubhouse at Camden Yards in Baltimore early last week when news broke that he had been named the National League Player of the Week after only his 17th game in the big leagues.
“What took you so long?” one of his teammates asked.
“Yeah,” another added, “Matt did it in his first week.”
The mock impatience, and comparisons to Matt McLain, his teammate and fellow rookie, underscored just how promising the Cincinnati Reds’ future — and their present — appear to be.
McLain, a 23-year-old infielder, had won the same honor as De La Cruz at the end of May after only his first full week of play. De La Cruz, 21, arrived 22 days later, and it took him less than three weeks to be named the best player in his league — at least for a week.
De La Cruz and McLain are part of an almost freakish Reds rookie class that also includes Spencer Steer, 25, who was the NL Rookie of the Month in May, and Andrew Abbott, 24, who was so successful in his first three big league starts this year that the Elias Sports Bureau had to go back to the introduction of the raised mound in 1893 to contextualize his achievement: He is the only pitcher to open a career with three scoreless starts of at least five innings each.
Abbott won again last Tuesday, in a start against the high-flying Baltimore Orioles, improving to 4-0 with a 1.21 earned run average, and the rollicking Reds were 44-39 through Saturday, only 18 wins short of last year’s total, and perhaps a full year ahead of schedule.
In all, 11 Reds have made their major league debuts this year, and 14 rookies have appeared in games. But the one who has drawn the most attention is De La Cruz, a lithe, 6-foot-5 infielder with jetpack speed and ball-denting power. He has barged his way into the league this month, forcing his way into conversations filled with superlatives and helping complete the transformation of the Reds from a team of promise into one of the most intriguing stories of the year.
“He’s just made a huge difference for our team,” said David Bell, the Reds’ manager.
With De La Cruz’s sudden impact, the Reds won 13 of his first 17 games, including a 12-game win streak that matched the fran-
chise’s longest in the modern era, which had come in 1957.
Last year, the Reds lost 100 games, yet many expected to see some improvement. Few predicted this.
During his wild award-winning week, De La Cruz batted .440 with two homers and six extra-base hits. He slowed down some at the beginning of this week, but for those who had seen De La Cruz in spring training or at Class AAA Louisville, where he bashed 12 home runs and 11 doubles in only 38 games this year, not even a brief slump could quell expectations.
After De La Cruz became the first Red since Eric Davis in 1989 to hit for the cycle, Joey Votto, Cincinnati’s veteran first baseman, actually uttered the words “Mickey Mantle” to describe De La Cruz’s rare combination of speed and power for a switch hitter. Not discouraged by a few days in which De La Cruz did not get a hit, Votto promised plenty more eruptions of thump and sizzle.
“I’ve read books about Mickey Mantle, and I do know something about him,” Votto said on Tuesday in Baltimore. “I can’t really think of anyone else. Is he going to have Mickey’s career? Who knows? But he’s going to start hitting balls that they’ll say: ‘Does he have more power than Ohtani? Does he have more power than Aaron Judge, than Giancarlo Stanton?’ He will do that.”
Votto, who recently returned from
shoulder surgery that short-circuited his 2022 season, played two games in Class AA Dayton last year during a rehabilitation stint. In one of them, according to Votto, De La Cruz hit a ball down the right field line, over the fences and onto the street, leaving witnesses aghast. Votto saw more of the same at Class AAA Louisville this year, and this month in the big leagues, too, noting that De La Cruz could adjust quickly when necessary.
But what immediately captures everyone’s attention, besides De La Cruz’s unusual height for an infielder, is his majesty on the basepaths.
“Just watching him move is different,” Votto said. “There’s almost nobody I’ve ever seen that moves like him at the height. The speed, the grace. Most of the runners of his caliber are not 6-5, and they’re not in baseball.”
McLain, who on Tuesday hit his sixth home run of the season, helping the Reds end a three-game losing streak after their 12game heater, played alongside De La Cruz in Class AA and marveled at how he created extra-base hits with his swift footwork. Most notably, McLain said, in one game De La Cruz hesitated at second base on what appeared to be a double until the lead man on a two-man cutoff lobbed the relay. De La Cruz turned on the boosters and flew to third.
“When he is going for extra bases, it’s incredible,” said McLain, who was batting
.316 through Wednesday and playing surehanded defense.
Now De La Cruz is doing it all at the major league level with an element of flair and joy.
“One hundred percent,” De La Cruz, who is from the Dominican Republic, said through an interpreter. “I’m having fun as much as possible and enjoying every moment.”
De La Cruz grew up in Sabana Grande de Boya, the youngest of nine siblings, including his twin brother, Pedro, who is nearly a foot shorter than Elly at 5 feet 8 inches. The Reds signed De La Cruz at a tryout when they had gone to see another player. De La Cruz, skinny and eager, grabbed their attention and now seems almost apologetic about being the one who was picked.
“None of those guys were there to see me,” he said. “Eventually they asked me my name. Obviously, that’s not my choice that they picked me.”
The signing fit the strategic plans of Nick Krall, Cincinnati’s general manager, to build a more athletic roster. Some have noted that the Reds, along with the Orioles, whom they took two of three against in a fun series this week, are better suited to succeed under baseball’s new rules, which emphasize athleticism over tactics. But Krall said the Reds had been seeking more speed and mobility under the old rules, too.
Their aggressive style has been infectious. Last week, they hosted 126,724 fans for their three-game series against Atlanta (the Braves won twice, with each of the three decided by one run). It was the highest attendance for a three-game regular season series in the 21 years of the Great American Ball Park.
“It’s incredible,” Krall said. “Cincinnati has great fans, but we’ve never had that before. You see them engaging with this team. They’ve really taken to it.”
Most of these exciting young players went through the minor leagues together, and Krall believes the relationships and trust they built on the farm will help foster a winning formula in Cincinnati, adding to the optimism. The Reds qualified for the wild-card round of the playoffs in 2020, but they have not won a postseason series since 1995, before all these young players were born. Now they want more than just the weekly honors.
“It’s really just the start of everything that we’re trying to accomplish up here,” De La Cruz said.
Ward left his own accomplishments out of his book — which, according to Stevens, included being able to play as a fielder using either arm to throw — but even the short version of his career paints a picture of a player so outstanding that it is shocking his name isn’t better known.
A standout pitcher for Providence in his early years, Ward played the outfield and then shortstop for the New York Giants after sustaining an arm injury, helping lead that team to two championships. As Thorn once wrote, “Long before Reggie Jackson, he was New York’s Mr. October.”

That type of snub would only continue.
With a career that nearly anyone would envy, he wasn’t inducted into the Baseball Hall of Fame until 1964, nearly 40 years after he died. And even upon receiving that honor from the old-timer’s committee, he went mostly overlooked: The headline the next day in The New York Times named the other four players the committee had chosen, mentioning Ward only in the final two paragraphs of the story.
Any time a pitcher throws a perfect game, as Domingo Germán of the New York Yankees did last Wednesday, the list of previous pitchers who performed the feat is trotted out. The names are famous (Sandy Koufax! Cy Young!) and decidedly less famous (Dallas Braden?).
At the top of that list, and fairly easy to scroll past, are a pair of names separated from the others by nearly 25 years — and huge differences in game play.

Beyond the list of perfect games, their names aren’t familiar to modern audiences. Even their clubs are defunct. In some ways it can seem as if they exist solely to be credited for having pioneered a feat that remains decidedly rare to this day. And occasionally they do not even get that, as many news outlets limit their lists to baseball’s so-called modern era, which began in 1901.
Richmond at least gets the distinction of being first, and his perfect game against the Cleveland Blues was easily the highlight of his sporting career. But if you take the time to learn about Ward, who matched Richmond’s perfection in a game against the Buffalo Bisons five days later, you will find that retiring all 27 batters he faced on a Thursday afternoon at Messer Street Grounds in
Providence, Rhode Island, was just one line on a resume that could make even Shohei Ohtani, the two-way superstar of the Los Angeles Angels, blush.
Ohtani’s ability to pitch and hit is aweinspiring, but Ward, who was born in 1860 and was known by many as Monte for his middle name, Montgomery, did even more. He pitched a perfect game, won a National League ERA title, collected 164 wins as a pitcher and 2,107 hits as a position player, had a 111-stolen-base season, became a lawyer, organized a union, formed his own professional league and, just for fun, developed such a strong golf game that he finished second in a prestigious tournament.
“With Ward, it’s hard to stop writing superlatives!” said David Stevens, author of “Baseball’s Radical for All Seasons: A Biography of John Montgomery Ward.”
Pitching and playing the field was more common in the 19th century, but John Thorn, the official historian for Major League Baseball, said in an email that Ward had stood out even among his peers — and not just for his playing.
“Versatility was indeed more common in professional baseball’s early years,” Thorn said. “But Ward was uncommonly proficient as a pitcher, as an infielder-outfielder and as an author. Unlike the ghosted biographies of figures like King Kelly or Cap Anson, Ward was a college graduate and attorney who actually wrote, in 1889, ‘Base-Ball: How to
Ward was a huge star of his era, and he set himself apart further by understanding the value of that stardom. He helped form a players’ union in the National League and later broke from the NL entirely to form the Players’ League, an NL rival that was so far ahead of its time it had a revenue-sharing system for its owners and did not have a reserve clause binding players to teams.
That league ultimately failed, but Ward kept moving, serving as a manager of several NL clubs and as a team president for the Boston Braves and then traveling the world to compete in top amateur golf competitions. In 1903, he finished second at the prestigious North and South Amateur at Pinehurst in North Carolina. The New York Times provided daily coverage of the tournament, including praise of Ward’s efforts in the final round, but did not even mention his
“Nineteenth-century worthies were largely overlooked after Anson, Kelly and Ewing got in,” Thorn said of Ward’s long wait. “One-time ‘immortals’ were consigned to the dustbin.”
Stevens said Ward’s personality had played a role in his being written out of history.
“His progressive efforts always limited his success in staying in the game he loved,” Stevens said, citing Ward’s having challenged the Spalding Committee’s assertion that Abner Doubleday invented the game as a thorny issue that rankled the establishment.
Ward’s liberal politics, which included pushing for the inclusion of Black, Hispanic and Native American players, may have influenced opinions as well.
With a legacy so heavy on innovation and so filled with progressive ideas, it should come as no surprise that Ward had thoughts on how to build the sport — still hyphenated as base-ball at the time — into something even bigger and better.
One of the ideas he presented in his book, which is still in print thanks to the Society for American Baseball Research, continues to resonate when you consider that baseball’s biggest issues are its aging fan base and the fact that many of the best athletes in the United States choose to play other sports.
As Ward eloquently wrote:
“The only thing now lacking to forever establish base-ball as our national sport is a more liberal encouragement of the amateur element. Professional base-ball may have its ups and downs according as its directors may be wise or the contrary, but the foundation upon which it all is built, its hold upon the future, is in the amateur enthusiasm for the game. The professional game must always be confined to the larger towns, but every hamlet may have its amateur team, and let us see to it that their games are encouraged.”
