Anew policy from the U.S. Department of Homeland Security threatens to undermine Puerto Rico’s reconstruction efforts and jeopardize the financial stability of municipalities, Mayors Association President Jorge González Otero warned on Tuesday.
The policy mandates that Homeland Security Secretary Kristi Noem must personally approve any Federal Emergency Management Agency (FEMA) purchase, contract, or grant exceeding $100,000, a requirement that the Mayors Association contends is both excessive and misguided.
“This policy severely impacts Puerto Rico, given the urgent needs of our communities,” González Otero said in a written statement. “It’s not merely an administrative hurdle; it could halt critical projects, delay contractor payments, and jeopardize the reconstruction we have worked tirelessly to achieve following Hurricanes Irma and María.”

The Mayors Association, which is made up of mayors from the Popular Democratic Party, is unequivocally concerned that delays in federal funds could lead to lost financing from missed deadlines. Furthermore, delays in payments throughout various construction phases could escalate project costs and have a detrimental effect on the local economy. That in turn may lead to job losses, diminished contractor activity, and decreased municipal revenue from construction taxes, the mayors contend.
“Every day of delay in disbursement could mean
a school remains unrepaired or a family continues to live under an unsafe roof,” González Otero asserted. “Puerto Rico cannot afford to let bureaucratic decisions in Washington obstruct its progress.”
The municipal organization fully supports the demand made by Resident Commissioner Pablo José Hernández Rivera and other members of Congress calling on FEMA and the Department of Homeland Security to immediately reconsider the directive. They are insisting on the suspension of the policy and the establishment of a streamlined, transparent process that fosters direct communication with local governments -- those that function as the frontline in emergency response.

Bureau of Emergency Management and Disaster Administration Commissioner Ángel Jiménez Colón said Tuesday that the path of Tropical Storm Erin is being monitored, as its approach could deteriorate weather conditions in Puerto Rico over the weekend.
“We are already at the peak of the season and are working in constant communication with the National Weather Service [NWS], municipal offices, and federal agencies to be ready for any emergency situation,” Jiménez Colón said
in a written statement. “The call is not to leave preparations to the last minute.”
NWS meteorologist Ernesto Morales said Erin could strengthen into a hurricane in the coming days and generate swells with waves between 10 and 12 feet northeast of the island, as well as an increase in downpours between Saturday and Sunday.
Public Safety Secretary Arturo Garffer maintained that his agency’s offices have the personnel and resources ready to respond, urging the public to stay informed only through official channels.

With the new school year commencing today, the island government provided an update Tuesday on the initiatives it has implemented to welcome students back to classes.
At a morning press conference, Public Affairs Secretary Hiram Torres Montalvo, along with Roberto Lefranc Fortuño, executive director of the Office of Socioeconomic and Community Development (ODSEC by its acronym in Spanish), Health Secretary Víctor Ramos, Housing Secretary Ciary Pérez Peña and Transportation & Public Works Secretary Edwin González, provided a summary of the projects and campaigns implemented for the “Back to School” event.
The ODSEC executive director noted that his office made a significant delivery of school supplies to more than 4,000 children in numerous municipalities across the island, with an investment of $251,125.
The initiative, part of ODSEC’s strategic efforts to strengthen child well-being and promote education, reached communities in the following municipalities: Orocovis, Fajardo, Toa Alta, Ponce, Las Piedras, Camuy, Yauco, San Germán, Florida, Las Marías, San Lorenzo, Gurabo, Cataño, Aguas Buenas, Yabucoa, Naguabo, Vega Alta, Lajas, Caguas, Coamo, Culebra, Sabana Grande, Río Grande, Naranjito, Santa Isabel, Patillas, Maunabo, Manati, Ceiba, Arroyo and Villalba, among others.
“Every child deserves to begin the school year with the necessary tools to learn and grow,” Lefranc Fortuño said. “This distribution represents our commitment to the most vulnerable communities and to the future of Puerto Rico.”
The distribution of school supplies included backpacks, notebooks, pencils and other essential items and was enthusiastically received by parents and community leaders.
Housing Dept. & Public Housing Administration promote back-to-school and municipal development initiatives
In preparation for the new school year, Housing Secretary Ciary Pérez Peña, along with the Public Housing Administration (PHA), has launched a series of initiatives aimed at supporting students and school communities across the island. As part of the effort, the two agencies have collaborated with 12 schools located in the municipalities of Carolina, San Juan, Ponce, Mayagüez, Guayama, Caguas, Aguadilla, Arecibo, Humacao, Bayamón, and Vega Alta.
Teams from the Housing Department and the PHA have visited each school to clean, paint, and refurbish green areas. In addition, athletic facilities, playgrounds, and recreational spaces have been renovated, including water fountains, basketball hoops, school cafeterias and gardens. The initiative directly impacts 3,288 students at the elementary, middle, and high school levels.
At the same time, the PHA has developed activities in public housing projects to prepare children and young people for the return to school. Over the past two weeks, more than 15,000 students in the 328 public housing projects have benefited from the distribution of school supplies, backpacks and other materials. The lawmaker pointed to serious situations in schools in Vega Baja, Morovis and Manatí, such as classrooms without electricity, exposed circuit breakers, unplugged generators, and vacant positions for teachers and support staff.

She also noted that school transportation remains unresolved in several schools and that in many cases the Department of Education has not followed up on the reported problems.

Municipal agreements for community development
In another effort to strengthen direct service to citizens, the Housing Department signed agreements with the municipalities of San Juan and Yabucoa to transfer land to house community structures. In San Juan, the transfer of Lot 178 in Parcelas Hill Brothers in Sábana Llana was formalized, ensuring the continuity of the Head Start Center and the Community Center. In Yabucoa, land where another Head Start center operates was transferred, reaffirming the commitment to the development of future generations.
Health Dept. strengthens preventive efforts ahead of school year
In anticipation of the return to school, the island Health Department intensified its preventive and educational efforts as part of the “Salud Eres Tú” (Health Is You) initiative, with the goal of ensuring the well-being of the school and general population. The health secretary reported that, as part of this campaign, a total of 454 medical evaluations have been conducted, including: 75 pediatric vaccinations for the return to school, 45 doses of pVAc 3 (a Green Sheet requirement), 112 adult vaccinations, 31 mammograms and 33 HIV screening tests.
PDP denounces failures in school startup, accuses governor of breaking promise for a ‘perfect’ year
Popular Democratic Party (PDP) legislators, meanwhile, charged on Tuesday that the start of the school year was once again marked by infrastructure problems, staff shortages, security deficiencies, and transportation delays.
“In January, the governor assured us that the start of the school year would be ‘perfect,’ but once again, she lied,” said

Reinaldo “Rey” Figueroa, the PDP spokesperson on the House Education Committee, presented examples in Isabela and San Sebastián, where some schools lack Spanish and English teachers, and suffer from insufficient security, electrical problems, leaks and damaged bathrooms. He noted that at Ceferina Cordero School, the infrastructure is deteriorating, with broken fences, flooded parking lots, and an urgent need for electrical improvements.
The minority lawmakers also documented deficiencies in schools in Vega Baja and Morovis, such as classrooms without electricity, unusable water fountains, a lack of custodians and teachers, unmaintained green areas, and disconnected generators.
“While the governor promised a smooth start, our schools continue to struggle with the most basic needs: safety, access, cleanliness, teachers, and transportation,” alternate minority leader Domingo Torres García said. “It is unacceptable that we continue to improvise with something as fundamental as public education.”
The PDP House delegation demanded an immediate action plan from the Department of Education and La Fortaleza to address the deficiencies.
“Public education cannot continue to be administered based on patches and headlines,” Ferrer Santiago said. “Children cannot continue to be held hostage to the incompetence, improvisation and politicking of the NPP [New Progressive Party].”

The Financial Oversight and Management Board has approved the allocation of $15 million to 64 municipalities for the “Ama de Llaves” social well-being program, which provides care for senior citizens.
The certified fiscal year (FY) 2026 Commonwealth Budget designates $15 million to support municipalities in delivering social well-being services under the “Ama de Llaves” initiative, contingent on the oversight board’s review and approval of a proposed distribution plan.
In accordance with the Commonwealth Budget and subject to compliance with relevant requirements, the oversight board authorized the $15 million distribution.
“The Oversight Board recognizes the challenges that municipalities face in providing social well-being services
to eligible populations, including nutrition, hygiene, personal care, home management, and health support,” the board stated. Based on the established criteria for the “Ama de Llaves” program during FY 2025, as well as the latest demographic, income, and fiscal capacity data available, an allocation has been determined for 64 municipalities.
The criteria used to determine qualified municipalities and their funding allocations take into account factors such as population size, income levels, and municipal fiscal capacity.
Among the municipalities receiving funding are San Sebastián, Juana Díaz, Río Grande, Manatí, Isabela and Culebra, with allocations ranging from $500,000 to $399,000 for Río Grande, alongside various other amounts.

Gov. Jenniffer González Colón has signed Executive Order 2025-46, which extends the validity of all gun licenses issued under Act No. 168-2019 (Weapons Law) that have expired since May 25, 2025.
The measure seeks to protect citizens with expired licenses from legal repercussions while addressing the service disruption caused by a cyberattack.
The order will remain in effect until the superintendent of police certifies that the interconnection with the National Crime Information Center has been reestablished, background checks can be conducted, and the affected licenses have been properly evaluated and renewed, in accordance with legal requirements.

The executive order responds to a request from the Corporation for the Defense of Gun License Holders (CODEPOLA), which raised concerns about the impact of several cyberattacks on the island Department of Justice’s digital system last May. The attacks disrupted the issuance of criminal record certificates, which are essential for renewing gun licenses.
CODEPOLA President Ariel Torres Meléndez warned that hundreds of citizens, both members and non-members, have been left with expired or soon-to-expire licenses and are unable to complete the renewal process, despite having complied with the law. Torres emphasized that those affected are in an “uncertain and vulnerable legal position,” and called for an automatic extension similar to the one granted during the COVID-19 pandemic.

Puerto Rico Police agents raided an illicitly occupied apartment in the Nemesio R. Canales residential complex in San Juan in the early hours of Tuesday morning, Housing Secretary Ciary Pérez Peña confirmed.
During the raid, authorities rescued four children, ages three months, 18 months, three years and five years, who were found living in inhumane conditions surrounded by pet feces as well as general uncleanliness. Pérez Peña acknowledged that there is no precise inventory of technically vacant apartments in the complex. However, she gave assurances that efforts are underway to regain control of the inventory for better monitoring of the homes.
“This raid follows an investigation into the previous murders that occurred at the Nemesio R. Canales Residential Complex. It’s not as common because it was an occupied apartment,” the official said. “However, the Department has been informed of the occupation, as we have learned from the various raids conducted by the Puerto Rican police. The new police chief has implemented federal policies, which are quite common in the United States.”
The previous administration had delegated selection and occupancy management to the administrative agents, meaning that the same agents in the residential offices selected and filled the apartments. The lack of centralized control has prevented both the secretary and the
administrator from maintaining an accurate inventory. Pérez Peña said the Public Housing Administration will regain control of the apartments. They are currently in a transition process to take charge of selection and occupancy, which will provide a clearer picture of the number of vacant apartments that can be offered to families on the waiting list, she said.
The housing secretary said the administrator estimates that 100% control could be achieved by Sept.1, which will enable the identification of vacant apartments being occupied. The secretary also confirmed that the people under investigation have been arrested, with the adults in police custody and the minors under the care of the Family Department.

DC, threats of a federal takeover were familiar. Now they are a reality.

Muriel Bowser, the mayor of Washington, D.C., was born just a year before the city’s residents were given the right to elect their mayor. In the five decades since, Washington has wrestled with challenges common to many U.S. cities, like violent crime. It has also faced challenges that, given its peculiar status under federal law, it shares with no other American city.
But even in Washington’s unique history, there was no episode quite like the one that Bowser, in her third term as mayor, had to confront Monday afternoon.
“We know that access to our democracy is tenuous,” the mayor said to reporters just hours after the city’s most prominent resident, President Donald Trump, announced that the federal government was going to take over the local police department and deploy the National Guard to the streets of Washington. “While this action today is unsettling and unprecedented,” the mayor said, “I can’t say that, given some of the rhetoric of the past, that we’re totally surprised.”

Indeed, Trump has not been shy about his feelings toward the nation’s capital, calling it a “filthy and crime-ridden embarrassment” and “a rat-infested, graffiti-infested shithole.”
For a city that federal law leaves vulnerable to the prerogatives of the White House, the raw rhetoric was a warning. Under the Home Rule Act of 1973, which gave residents the power to elect a mayor and a city council, Washington has a degree of self-governance, but it is limited.
Key roles in the city’s criminal justice system are in federal hands, with the president nominating judges and the U.S. attorney, who serves as the city’s chief prosecutor in most criminal cases. Laws passed by the District of Columbia Council are subject to congressional approval, and budgets are at the mercy of congressional whim. Elsewhere, a state’s governor typically deploys the National Guard. In Washington, however, forces can be deployed on city streets without the local government’s say-so.
And with the declaration of an emergency, a president can come in and, temporarily at least, take over the local police.
Until Monday morning, no president had.
“He’s doing this because he can,” said Charles Allen, a member of the Council who represents the Capitol Hill neighborhood. “He has the ability to place the military on our streets. He has the ability to take over our police.”
In many American cities, the rate of violent crime rose sharply during the coronavirus pandemic and fell in the years afterward, now returning to pre-COVID levels.
Washington’s crime spike lasted longer than that of many cities, but over the past 18 months violent crime there has fallen considerably. The murder rate has declined to 2019 levels, and in January, before Trump took office, the U.S. Justice Department announced that violent crime had fallen to a 30-year low.
This was not the city that the president described Monday, one of “crime, bloodshed, bedlam and squalor” that was in need of “liberation.”
In her comments Monday afternoon, Bowser said that though she believed the president had a mistaken view of the crime situation, she was still committed to bringing down crime in her city.
Given Washington’s vulnerability to federal intervention, Bowser has been calculated in her dealings with Trump, emphasizing in speeches that she shares his goals for the city and making strategic concessions on matters likely to rile him up.
In March, she ordered the removal of the Black Lives Matter mural that was painted on a city street five years earlier as a pointed message to Trump, who was in his first term as president. Afterward, Bowser was candid about how she saw her mission in his second term. Washington residents, she said, “want us to be smart and strategic and get to the other side.”
“And that’s my job: I’m going to navigate us to the other side,” she added.
Some insisted that this approach was the only way that Washington would make it through a perilous era, with a president who has been an unsparing critic of the city and a Congress eager to follow his lead. But some
on the Council have not taken a pragmatic approach, said Chuck Thies, a veteran political consultant, who said the city was now paying dearly for that.
“They should have read the room,” he said, arguing that certain members of the Council had been shortsighted in their refusal to “throw Trump a bone” on criminal justice. Some matters, like the lengths of sentences for juvenile offenders, were mentioned by administration officials in the news conference Monday morning.
Still, universities, law firms and big-city mayors can attest that there really is no guarantee of good graces when it comes to Trump. For many in Washington, all guarantees now seemed shaky.
There have been other encroachments on the city’s autonomy during 52 years of home rule. Before this week, the most significant was a financial control board, established by Congress in 1995 to steer the city out of a fiscal crisis. Marion Barry, the four-term mayor, had earned a loyal following as the defender of the city from outside forces, only to see its authority curtailed in response to his administration’s mismanagement of city finances.
But while the presidentially appointed members of the control board had broad authority over municipal governance for six years, with the power to approve contracts and make personnel decisions, the fiscal emergency that spurred the board’s creation was clear.
The emergency behind the president’s declaration is harder to see, which is what troubles George Derek Musgrove, an author of “Chocolate City: A History of Race and Democracy in the Nation’s Capital.”
“There is crime in the city, but it’s not a crisis,” said Musgrove, a professor of history at the University of Maryland, Baltimore County. The real message that Trump seems to be sending, he said, is that Democratic leaders are simply incapable of running their cities. “Clearly, he wants to make the argument that these people simply can’t do the job,” he said.

An immigrant from El Salvador living in the country illegally was sentenced to life without parole Monday for the brutal 2023 killing of a Maryland woman while she was on a hiking trail. It was a coda to a case that Republicans have seized on to justify harsher immigration policies.
The man, Victor Martinez-Hernandez, 24, was found guilty this year in the rape and murder of Rachel Morin, a 37-year-old mother of five. Morin was exercising on a popular trail in Bel Air, Maryland, in August 2023 when, according to prosecutors, Martinez-Hernandez pulled her off the trail, raped her, bashed her head with rocks and strangled her. Her body was found the next day, hidden in drainage culverts, prosecutors said.
Martinez-Hernandez was arrested in June 2024 in Tulsa, Oklahoma, and convicted in April of firstdegree murder, first-degree rape, third-degree sex offense and kidnapping, according to court records. Authorities said he had also been linked to a 2023 home invasion in Los Angeles, The Associated Press reported.
Martinez-Hernandez is also wanted in El Salvador in connection with the murder of another woman, according to prosecutors.
Judge Yolanda L. Curtin of the 3rd Judicial Circuit in Harford County, Maryland, sentenced MartinezHernandez to life without the possibility of parole, and an additional life sentence to be run consecutively, according to the state’s attorney’s office for Harford County. Martinez-Hernandez was also ordered to serve an additional 40 years, prosecutors said.

County, said in a statement that she hoped the sentence would provide closure for Morin’s family.
“Harford County has never seen a case or a defendant more deserving of every single day of the maximum sentence this court imposed today,” Healey said. “This has been a long and grueling process for Rachel’s family, and it is our hope that this sentence provides some sense of justice as they close this chapter and move forward in their grief and toward healing.”
Randolph Rice, a lawyer for the Morin family, said the family was grateful to authorities for their work on
this case.
“It is a bittersweet type of hearing today because while this guy, the defendant, receives justice, it doesn’t bring Rachel back,” Rice said.
Lawyers listed in court records for MartinezHernandez did not immediately respond to requests for comment.
During the 2024 presidential campaign, Donald Trump invoked Morin’s killing when he called for increased border security and mass deportations of immigrants living in the United States without legal status. And the case has continued to fuel his often misleading claims about what he says are the dangers posed by migrants.
Studies show that migrants commit fewer crimes than people born in the United States, but Trump and his supporters have made claims about a wave of violent crime committed by immigrants. Such claims have not been supported by police or court data.
Still, Republicans have called attention to the case of Morin, including on the campaign trail last year, when members of her family spoke to crowds about the murder.
“Open borders are often portrayed as compassionate and virtuous, but there is nothing compassionate about allowing violent criminals into our country and robbing children of their mother,” Morin’s brother, Michael Morin, told a crowd at the Republican National Convention in Milwaukee last year.
In April, just hours after a federal judge threatened a contempt-of-court investigation over the Trump administration’s deportation flights, Morin’s mother, Patty Morin, spoke at a special White House briefing aimed at freezing the legal debate over the flights. Morin recounted in detail the attack on her daughter.

Last week television host Chris Cuomo took to social media to share a video that purported to show Rep. Alexandria Ocasio-Cortez, D-N.Y., on the House floor denouncing that Sydney Sweeney American Eagle jeans ad as racist.
“Nothing about hamas or people burning jews cars,” Cuomo wrote, in his X post. “But sweeney jeans ad? Deserved time on floor of congress? What happd to this party? Fight for small business … not for small culture wars.”
Except Ocasio-Cortez had never made that speech. The video was a deepfake, generated by artificial intelligence. Cuomo deleted the post, but not before she chided him for “reposting Facebook memes and calling it journalism.”
“Please use your critical thinking skills,” she added. Ocasio-Cortez is right that this should not have happened, but she’s wrong about the remedy. And so are the great many other well-meaning people who think “critical thinking” or “media literacy” are going to help us detect fake videos. They’re already inadequate to the task, and soon will be totally useless, because the technology keeps getting better and better.
In this case, Cuomo could — and should — have checked whether Ocasio-Cortez had actually made that speech. It would have been easy, since congressional speeches are published and easily looked up. Most cases aren’t that easy to solve. Or one might get lucky and notice a telltale glitch, such as the extra fingers that showed up in early AI imagery. But as AI video generation advances, such glitches are getting rarer.
Besides, deliberate fakers presumably can apply “critical thinking skills” too, to weed out low-quality fakes. If not, there are AI programs that can help do it for them. It’s so fast and cheap to generate video or audio mimicking anyone in any context, saying whatever you want them to say or doing whatever you want them to do, so why wouldn’t someone just generate a whole bunch of them and pick the best?
We had long ago lost photos as definite proof, given how easily they could be manipulated. Audio, too, is increasingly easy to fake. Video was among the last bastions of verification, exactly because it was difficult to fake. Now that that’s gone, the real, and increasingly the only, way to be confident of something that one did not witness is to find a reputable source and verify. Ah, what’s a reputable source, you ask? And therein lies what’s left of our society.

In 1971, Herbert Simon — recipient of both the Nobel in economic sciences and its computer science equivalent, the Turing Award — provided one of the greatest insights about what happens when technology switches us from a regime of scarcity to one of glut, as it has so many times throughout history. Discussing the new abundance of information that printing, mass media and computers begat, he noted that “wealth of information means a dearth of something else: a scarcity of whatever it is that information consumes.” He was referring to attention, now the most precious commodity of all.
Growing up in Turkey, pre-internet, I ran out of books to read (really) and read the same books again and again. Today information scarcity is a fictional realm, a thing old people describe to baffled kids. It’s impossible now to imagine running out of things to read — or watch or click on or down vote or repost or buy. The day, however, is still 24 hours, so guard your attention at all costs. Simon had it right.
The other crucial thing that the abundance of such easily generated information makes scarce is credibility. And that is nowhere more stark than in the case of photos, audio and video, because they are among the key mechanisms with which we judge claims about reality. Lose that, lose reality.

Trust the authorities? Well, good luck with that. Authorities aren’t always truthful or correct; making them the final and sole arbiter isn’t going to end well. During the height of vaccine misinformation in 2021, Sen. Amy Klobuchar, D-Minn., proposed a bill giving the Health and Human Services secretary the authority to define what qualifies as health misinformation and limiting Section 230 protections so that social media platforms could be held liable for spreading it. I get the impulse, but science is constantly revising itself (and scientists themselves are not immune to the temptation to spin); what looks like misinformation one year can become mainstream consensus another and vice versa. Anyway, had that legislation passed, it would now be Robert F. Kennedy Jr. exercising that authority. Interestingly, the one arena in which deepfakes have proven to be less damaging than many feared is elections, but that’s not because people were thinking too critically to let themselves get fooled. To the contrary, many people are so willing to believe the worst about politicians they don’t like that crude Photoshops, obviously fake news sites and the stupidest so-called screenshots are all apparently good enough to get the job done. If your primary interest is in having your own tribal hunches confirmed, the verisimilitude of the fakery doesn’t much matter.
In general, however, the higher the stakes and the higher the profile of the subject, the more effort there will be to correct deepfakes and the like.
So where does that leave the rest of us? What happens if the video in question isn’t about a highly public figure whose actions are tracked closely by multiple credible sources — what if it’s a personal matter or a private communication? What if it seems to show someone cheating, stealing, lying? What if it seems to absolve them of those actions? It doesn’t take much imagination to understand the kind of chaos this will unleash: in courts, in personal lives, in social settings.
Caught on camera keying the neighbor’s car? Just claim it was a deepfake. Or produce your own deepfake, showing someone else in the act. Hey it’s your word against theirs. Or maybe it really was a deepfake. How do you disprove it?
Just as bad, however, as a situation in which all sources, no matter how dubious, lay equal claim to truth is one in which only one source claims that privilege. I fear a future in which the government deploys even more and more kinds of surveillance
It would be nice if, like members of Congress or large media organizations, we all had a large staff who could be dispatched to disprove false claims and protect our reputations and in that small way buttress the sanctity of facts. Since we don’t, we need to find other models that we can all access. Scientists and parts of the tech industry have come up with a few very promising frameworks — known as zero-knowledge proofs, secure enclaves, hardware authentication tokens using public key cryptography, distributed ledgers, for example — about which there is much more to say at another moment. Many other tools may yet arise. But unless we start taking the need seriously now before we lose what’s left of proof of authenticity and verification, governments will step right into the void. If the governments are not run by authoritarians already, it probably won’t take long till they are.

In 1984, the corner known as Big Road was a crossroads for the economically struggling Waterhouse community of Kingston, Jamaica. There was sporadic violence from warring political factions and crime from local drug gangs. It was also a spot where neighborhood musicians, including singers Junior Reid and Half Pint, and vocal groups Black Uhuru and Wailing Souls, would congregate.
Noel Davey, then 26, was an aspiring musician who played the melodica, a wind instrument with a keyboard. He could perform, by ear, any popular song of the day. “People saw a certain talent in me,” Davey recalled, “and said, if this youth had a keyboard, he would do a lot better.”
George “Buddy” Haye of the Wailing Souls told Davey he had one at his home in California and promised Davey that when he returned to the United States, he would send it. After a time, Davey received a Casio MT-40, an electronic keyboard programmed with 22 instrument sounds, a mini bass keyboard and six preset rhythms, one of which formed the basis for a revolution in Jamaican music. “I got that instrument for a reason,” he said. “It brought about a big difference in the music.”
Before the year ended, Davey had recorded “Under Mi Sleng Teng,” with lyrics lauding marijuana (sleng teng) over cocaine (“no cocaine, I don’t wanna go insane”) written and performed by Davey’s friend Wayne Smith. The song, reissued on 7-inch vinyl by an independent reggae label, VP Records/ Greensleeves, this week to commemorate its 40th anniversary, is believed to be among Jamaican music’s earliest digital productions. The new sound was initially referred to as digital reggae to differentiate it from traditional reggae music. Davey and Smith’s creation is likely dancehall reggae’s most “versioned” riddim, used in over 500 songs according to Riddim-ID, a website that catalogs the reuse of these instrumental backing tracks.
“I never heard anything like the ‘Sleng Teng’ before — it wasn’t played by a band, it was just a continuous repetition of a keyboard,” said Johnny Osbourne, who had a hit using the riddim with “Buddy Bye.”
In the years since it was first recorded, “Sleng Teng” has been sampled or interpolated by artists across multiple genres, including 2 Live Crew (“Reggae Joint”), Sublime (“Caress Me Down”) and Snoop Lion (“Fruit Juice”), aka Snoop Dogg. In November 2021, Meta featured “Way in My Brain,” a track by the British breakbeat collective SL2 that samples “Under Me Sleng Teng,” in a global ad campaign.
The “Sleng Teng” riddim was a result of Davey and Smith’s experimentation. The throb of a preset bass line caught their attention, but they at first couldn’t figure out what key needed to be pressed to trigger it. Once Davey discovered that it was the “rock” preset, he slowed down its measure, played a few chords on top of it and created the “Sleng Teng” template.
The duo played their riddim for a few producers who quickly dismissed it. “It was very light compared to what a band would play in the studio,” Davey said. “They didn’t take it seriously, because the electronic sound was so different.”
It wasn’t until they visited the studio of Lloyd “Prince Jammy” James, in December, that “Sleng Teng” took its ultimate form. Jammy, a mentee of the dub pioneer Osbourne “King Tubby” Ruddock, made a few adjustments to the riddim. “I slowed the tempo down to a reggae beat, overdubbed piano and percussion,” he said in an interview in April. “I played a syndrum on it and made it into what we know it as today.”
Smith’s lyrics, seemingly inspired by Barrington Levy’s 1983 hit “Under Me Sensi,” round out the song, recorded in early 1985. In an interview with the Jamaica Gleaner newspaper, Smith said Jammy had been hesitant about releasing the song before Smith reminded him: “You’re not paying us, so just put it out, you’ve got nothing to lose.” Smith died in 2014 at 48.
Jammy, who maintains that he embraced the riddim from the outset, premiered “Under Me Sleng Teng” on his Super Power sound system at a dance in Waterhouse. “It was a Friday night,” he said. “‘Sleng Teng’ was recorded that same week, we made a cut of it, played it and it tore up the whole place. Right after, artists converged on my studio because everybody wanted a piece of that riddim.” Shortly thereafter, he came to be called King Jammy.
By February 1985, the riddim was the primary weapon in a friendly international musical competition known as the “Sleng Teng Clash.” David Rodigan, a British DJ and reggae aficionado, opposed Jamaican radio legend Barrington “Barry G” Gordon, each armed with versions of “Sleng Teng,” many cut specifically for the showdown. The battle aired live on Jamaica Broadcasting Co. radio and days later on Capital Radio in London, and played a significant role in broadening the riddim’s influence.
“‘Sleng Teng’ revolutionized the concept of making music, just like AI has today,” Rodigan, a longtime host of reggae shows on British radio, said.
In the immediate aftermath of “Under Me Sleng Teng,” studio musicians who previously built reggae riddims around the lyrics and melody of a song were sidelined as producers favored digital beats. “The idea that computers could play riddims enabled people to make music even if they weren’t technically qualified to do so,” Rodigan said.
Davey, who went on to play keyboards with reggae acts including Damian and Julian Marley and Black Uhuru (winners of the Grammys’ first award for best reggae recording in 1985), became a target. movie “Rockers.” “I had many ‘Sleng Teng’ confrontations,” Davey said.
Several years ago, Augustus “Gussie” Clarke, a Jamaican producer and publisher, brokered a deal between Davey and King Jammy to share composer credit for “Sleng Teng,” with Clarke’s company serving as co-administrator of the song and Jammy retaining publishing. “It has worked well and he has gotten millions of [Jamaican] dollars from that agreement,” Clarke said of Davey.
Still, Davey marveled about the effect of his keyboard tinkering: “Many great moments have come from ‘Sleng Teng’ and I wouldn’t swap it for anything.”
Wall Street’s main indexes advanced on Tuesday, with the S&P 500 and the Nasdaq hitting record highs, as news that July inflation rose broadly in line with expectations bolstered bets on a Federal Reserve interest rate cut next month.
The Labor Department said the Consumer Price Index (CPI) rose 0.2% on a monthly basis in July, while annual inflation came in slightly below forecasts, drawing calls from U.S. President Donald Trump to lower interest rates.

Russian forces are striving to shape the battlefield to their advantage before a high-stakes summit between President Donald Trump and Russian President Vladimir Putin, making a swift advance in eastern Ukraine after months of grinding battle.
In recent days, Russia’s troops broke through a segment of Ukraine’s defensive line near the city of Pokrovsk, a longtime stronghold. They have advanced several miles into Ukrainianheld territory, threatening to outflank Ukraine’s positions.
“The situation is quite chaotic, as the enemy, having found gaps in the defense, is infiltrating deep inside, trying to quickly establish a foothold and accumulate forces for further advancement,” said DeepState, a Ukrainian group with ties to the military that maps the battlefield.
President Volodymyr Zelenskyy of Ukraine said in his evening address Monday that the Russians “are redeploying their troops and forces in ways that suggest preparations for new offensive operations” and that they are “not preparing for a ceasefire or an end to the war.” Ukraine, too, is seeking an edge before the Russian-American peace talks Friday in Alaska. Ukraine has ramped up attacks on Russian oil refineries, doubling down on its strategy of pressuring Russia into making concessions during negotiations by targeting the Kremlin’s main revenue source to fund the war.
Pressing their advantage as peace talks gather pace has been a recurring tactic of both sides throughout the current war and the one
that preceded it starting in 2014. Ukraine’s bold June drone attacks deep inside Russia, which destroyed many strategic bombers, came just a day before negotiations in Istanbul. In 2015, Russia intensified fighting during ceasefire talks, surrounding the eastern town of Debaltseve, to force political concessions from Ukraine.
Russia’s recent push near Pokrovsk, in the Donetsk region, sends a stark warning that Moscow’s forces remain capable of making rapid gains on the battlefield. It comes as Putin is expected to present Trump with major demands during Friday’s talks, which could include an insistence that Ukraine cede the part of the Donetsk region that Ukraine still holds.
Pokrovsk, which was once a critical logistical hub for Ukrainian forces in the east, is now semiencircled from the northeast to the southwest. Ukrainian troops must pass through a narrow 10-mile corridor to enter the city, leaving them vulnerable to drone attacks.
Russian forces are likely to try to tighten their noose around the city to force Ukrainian troops to withdraw, a tactic they have successfully used to capture other cities.
Pasi Paroinen, an analyst for the Finlandbased Black Bird Group, which tracks battlefield movements, said Russian forces had quickly infiltrated Ukrainian lines at a depth of roughly 10 miles in the past three days, a contrast to Russia’s usual slow grind.
The “next 24-48 hours will likely be crucial” in whether the Ukrainian army can contain the push, Paroinen wrote on the social platform X.
Even as both sides keep fighting, they have tried to show Trump, who has long condemned the war as a costly waste of lives and resources,
that they remain committed to pursuing peace.
After Russia increased drone attacks on Ukrainian cities during talks last month between Moscow and Washington, Trump’s typically lenient tone toward Putin soured noticeably. “He talks nice and then he bombs everybody in the evening,” Trump said of Putin. “So there’s a little bit of a problem there. I don’t like it.”
Since the beginning of August, however, Russia has significantly scaled back its drone attacks in what analysts have called an apparent attempt to curry favor with Trump. While Russia launched an average of 201 drones per night in July — a record in the war — the figure has dropped to 78 drones per night this month, according to a New York Times analysis of data released by the Ukrainian air force.
“The Russians know very well how to read Trump’s mind,” Oleksandr Kraiev, the director of the North America program at the Kyiv research group Ukrainian Prism, said in a phone interview. “It’s not a coincidence that drone attacks have decreased.”
But with Trump’s history of deference to Putin, Ukraine is concerned that the Russian leader may succeed in winning Trump over to his perspective on the war by securing a oneon-one meeting that could sideline Zelenskyy.
The Kremlin has long said an end to the fighting would need to address what it calls the “root causes” of the war — shorthand for a range of issues, including the existence of Ukraine as a fully independent and sovereign nation aligned with the West.
To prevent that outcome, Ukraine has rallied its European allies to pressure the Trump administration against letting Russia dictate the terms of the peace talks. A statement released Tuesday by all European Union member states except Hungary said that “the path to peace in Ukraine cannot be decided without Ukraine.”
On Tuesday, Zelenskyy said that a trilateral meeting with Trump and Putin would take place in the future, but that no date had been set. The Trump administration has said it is working to set up such a meeting.
Several European leaders, together with Zelenskyy, will join an online meeting with Trump on Wednesday. German Chancellor Friedrich Merz said the discussions would focus on “options to exert pressure on Russia,” on preparations for potential peace negotiations and on issues of territorial claims and security.
Kyiv and European capitals are especially worried that Trump could agree to Russia’s demand that Ukraine cede sizable portions of land it still controls. Trump has insisted in recent days that a peace deal would involve “some land swapping” — to which Zelenskyy responded, “Ukrainians will not gift their land to the occupier.”
Ukraine and its European allies insist that any meaningful peace talks begin only after a ceasefire and that the current front line should be the starting point of negotiations. But with Russia’s swift gains in the east in recent days, this line may have shifted by Friday.

Just a decade ago, the era of U.S. wars, coup plots and military interventions in Latin America seemed to be ebbing when the Obama administration declared that the Monroe Doctrine, which long asserted U.S. military supremacy in the Americas, was dead.
Now this cornerstone of foreign policy is roaring back to life, resurrecting fears over U.S. military interference in the region after President Donald Trump ordered the Pentagon to use military force against certain Latin American drug cartels.
Leaders in the region are still trying to decipher what Trump’s order could mean. Mexico and Venezuela, two nations where the administration has designated cartels within their borders as terrorist groups, seem especially vulnerable.
But up and down much of Latin America, any whisper of reviving such actions could also unleash a chain reaction resulting in a surge in anti-American sentiment. The news of Trump’s order has already intensified a wariness against intervention from abroad, even in Ecuador and other countries plagued by violent drug wars in recent years.
“I’m a right-wing conservative, so I want armed citizens and the military actually shooting,” said Patricio Endara, 46, a businessperson in Quito, the Ecuadorian capital. “But I wouldn’t agree with having foreign soldiers in Ecuador.”
That skepticism draws from the bitter memories left by the long record of U.S. military interventions in the region, whether through direct or indirect action, as during Colombia’s long internal war.
“Those are formulas that have shown, to the point of exhaustion, their failure,” Iván Cepeda, a Colombian senator, said in an interview.

A U.S.-backed coup in 1954 in Guatemala ousted a democratically elected leader over concerns that a land reform project threatened United Fruit Co., a powerful American corporation with large tracts of land there.
In the decades that followed, that Guatemalan coup became a rallying cry across the region by exposing U.S. Cold War policy as a tool for protecting U.S. interests over democratic principles and national sovereignty.
Long before the U.S. military’s involvement in the region became so contentious, President James Monroe’s assertion in 1823 that the United States could use its military in Latin America had more bark than bite, historians say.
But in the 1840s, President James K. Polk invoked the doctrine to justify the MexicanAmerican War, which produced the U.S. conquest of Mexican lands now comprising states such as California, Arizona, Colorado and New Mexico.
That humiliating outcome, and other U.S. military interventions in Mexico in the 1910s, profoundly shaped Mexico’s political identity, fostering a strong sense of nationalism that is often in opposition to the United States.
President Claudia Sheinbaum of Mexico tapped into such sentiment Friday when she rejected the use of U.S. military forces in her country. She made it explicitly clear that Mexico has ruled out any kind of “invasion.”
U.S. military action inside Mexico would be disastrous for bilateral cooperation on issues like migration and security, said Arturo Santa-Cruz, an expert on U.S.-Mexico relations at the University of Guadalajara.
Territorial expansion came into play again during the Spanish-American War in 1898, solidifying the United States’ emergence as a global power when it took Puerto Rico, Guam and the Philippines from Spain.
President Theodore Roosevelt followed in 1903 by sending warships to support a revolt by separatists in Colombia. They formed Panama and gave the United States control over the Canal Zone, which Panama fully regained only in 1999.
Roosevelt created his own corollary to the Monroe Doctrine the next year, claiming that the United States should exert “police power” in the Americas when it found cases of flagrant “wrongdoing.”

So many interventions had the effect of unifying much of Latin America around the issue of sovereignty. Such positioning was on display when Latin American countries recently closed ranks to oppose Trump’s threats to regain the Panama Canal.
“There’s been an iron will among Latin Americans to define one of their core values as national sovereignty and nonintervention,” said Alan McPherson, a historian at Temple University in Philadelphia.
Even as the Cold War was easing in 1989, the United States once again intervened in Panama to depose its de facto leader, Manuel Noriega, who was wanted by U.S. authorities on drug trafficking charges.
For the Americans, it was “Operation Just Cause,” said Efraín Guerrero, a community leader who gives walking tours in Panama City to keep alive the memory of the U.S. invasion. “But for us, it became ‘Forgetting Forbidden,’ because we have to remember all those who died.”
That intervention could provide a template for a similar action in a country like Venezuela, where the United States has doubled a reward, to $50 million, for information leading to the arrest of its leader, Nicolás Maduro, whom U.S. officials accuse of links to gangs such as Tren de Aragua and the Sinaloa Cartel in Mexico.
Since the news of Trump’s move appeared Friday, some critics of the Venezuelan regime have called for the U.S. military to do just that, asking the U.S. president to order U.S. troops to go after Maduro, just as they targeted Panama’s president in 1989.
In Cuba alone, U.S. forces intervened on three occasions from 1906 to 1922.
During the Cold War, the United States found new ways to intervene. This included supporting coups that ousted democratically elected leaders in Guatemala, Brazil and Chile.

However, he said, throughout history there was also, often, “a particular sort of partisan faction that was lobbying the United States to get involved.”

Barry Barr has taken a number of cost-saving measures in recent months to keep his outdoor apparel company afloat during President Donald Trump’s destabilizing trade war.
He froze his spending on marketing and even prohibited his employees from traveling to see customers.
But while he waited for Trump’s tariffs to come into better focus, he resisted making more consequential decisions at his company, KAVU True Outdoor Wear. He didn’t raise prices on its fall lineup. He continued manufacturing bags, woven shirts, polar fleeces and other items at factories in China, India and Vietnam, even though Trump had signaled that those countries would face stiff duties.
“It’s a sit and wait, honestly,” he said last month. “We just don’t know.”
More recently, Barr was trying to wrap his head around the punishing new tariffs that were set to click on shortly after midnight last Thursday. It was hard for him to know whether the slate of duties on about 90 countries would ultimately hold, given the ever-evolving nature of Trump’s trade policy.
Last Wednesday, Trump signed an executive order that would double tariffs on India, to 50%, beginning this month in an effort to stop the country from buying Russian oil. He also threatened to impose a 100% tariff on foreign semiconductors.
The latest tariff orders confirmed for Barr that he would have to raise prices and lay off employees in the months ahead.
“There will be some tough decisions to be made for sure,” he said. “You have to put your big-kid pants on and do it.”
Barr’s thinking is emblematic of the shift in strategy occurring at companies across the country.
For manufacturers, retailers and other businesses that rely on imported goods, Trump’s tariff policy has become an exercise in forbearance. Since the spring, companies have had to contend with a series of delays, fresh threats and haphazard deals that have scrambled their ability to make long-term decisions.
“We kind of saw this summer as a holding period for a lot of firms,” said Courtney Shupert, an economist at MacroPolicy Perspectives. “Firms were saying, ‘Let’s wait and see if demand is going to be stronger or weaker.’”
But now that many of Trump’s tariffs have officially set in and his trade policy seems to be solidifying, many companies are concluding that they can no longer afford to hold back.
On recent earnings calls with investors, public companies including shopping conglomerate QVC Group, footwear brand Allbirds and eyewear vendor Warby Parker openly talked about their tactics to handle the escalating tariff costs, including increasing prices.

Barr weighed manufacturing some items in a factory his company works with in Seattle but decided against it, in part because it would be too expensive and impractical to import the sewing machines he would need. He was also concerned that the tariffs would make buying fabric and other raw materials from abroad too costly. He is looking into whether he could move some production to factories in Central America but is not yet sure it will be possible.
As the tariff landscape began to take firmer shape, however, Barr started to enact deeper changes.
He chose not to raise prices on items in KAVU’s fall lineup, even though the items were subject to some tariffs when they arrived in the United States this summer. But the persistently high tariff rates compelled him to increase prices for next year. KAVU products are sold in about 2,000 U.S. retail locations. The company also exports its goods to 26 countries.

the impact of tariffs,” Andrew Rees, CEO of the footwear brand Crocs, said Thursday. He outlined plans to raise prices, reduce business expenses and wring savings out of the company’s supply chain, including by negotiating with factories.
How quickly businesses act could have wide-ranging implications for the economy. Should more companies decide to pass on price increases to consumers, that could push up inflation and chill consumer spending.
Many companies in recent months also hesitated to fire, or hire, workers amid the tariff unpredictability, reminiscent of the labor hoarding after the worst of the pandemic. If companies begin to have more confidence in the tariff rates, that moratorium could break. Indeed, the latest jobs report from the Labor Department, which was released Aug. 1, suggested that businesses might be closer to that tipping point than previously thought.
In several interviews by phone and text message in recent days, Barr, who started KAVU in 1993, recounted how his business had contended with mounting pressure because of Trump’s tariff policy.
Barr has long paid some levies on products. But the extra tariffs that Trump revealed in April, which included since-modified duties of 46% on Vietnam and 26% on India, were much more onerous.
At first, Barr chose to swallow Trump’s baseline 10% tariff, as well as tariffs against China that had already kicked in.
But as the trade war dragged on, he started to consider other solutions.
“There’s absolutely no way I can make a profit this year absorbing all these tariffs,” Barr said. “It’s bigger than any tax bill I’ve had to pay.”
Working off the assumption that tariffs for Vietnam and India would settle around 10%, and China around 37.5%, Barr increased retail prices for his company’s summer 2026 line by about 15% to 30% — the most he believed customers would pay. Under the new pricing, the retail cost of a pullover made in China would rise to $120 from $90. A button-down shirt produced in India that used to retail for $80 would be $105.
But with the tariff rates settling higher, Barr is now worried he will have to raise prices even more. The U.S.’ trade deal with Vietnam, for instance, stipulates a 20% tariff on goods from the country, and India is facing 50% tariffs.
At the same time, KAVU’s preseason sales for next summer came in 15% lower compared with sales for this summer season.
With his profit margin shrinking and business expenses already shaved to the bone, Barr said he would probably have to lay off some of his 28 employees in the next three to four months.
“You’ve got to save money somewhere so the company can move ahead,” he said.

Nuclear reactors have been generating power on Earth for more than 70 years. How hard would it be to place one on the moon to provide copious, continuous energy through the cold, dark, 2-week-long lunar nights? And could that be accomplished in less than five years?
Transportation Secretary Sean Duffy, who is now also NASA’s acting administrator, called for just that last week: a reactor producing 100 kilowatts of electricity — enough to power about 80 households in the United States — that would launch to the moon before 2030.
Why put a nuclear reactor in space?
Nuclear reactor technology would transform the ability of humanity to travel and live in the solar system. Many of NASA’s robotic spacecraft today operate at power levels equivalent to what a few incandescent light bulbs consume. That limits what scientific instruments can be put on board.
The International Space Station gets its energy from swaths of solar panels, but that is not practical for human habitats on the moon, where the cold, dark night lasts two weeks, or on Mars, where the sun is farther away and dimmer.
Nuclear reactors would also enable faster and more efficient propulsion systems.
Putting radioactive energy sources in space is not unusual. The Voyager 1 and Voyager 2 space probes, which are still operating after launching in 1977, are powered by plutonium, with the heat of natural radioactive decay turned into electricity. The plutonium heat initially generated 470 watts. In the decades since, the power output has dwindled to about 225 watts.
But the plutonium power sources on the Voyagers are more like batteries than nuclear power plants on Earth. Fission — the chainreaction splitting of atoms like uranium — releases much more energy than solar panels and the power sources on the Voyagers.
This is what Duffy’s order aims to harness.
“The Secretary has made it very clear in his new role as acting administrator that we need to go bigger and bolder than what we did with Apollo,” said a senior NASA official, who spoke on the condition of anonymity to discuss the background of Duffy’s directive.
“Everything needs power,” the official said.
A reactor and a kilogram of uranium would be able to produce “as much energy as a freight train full of coal,” said Bhavya Lal, a former associate administrator for technology, policy, and strategy at NASA. Lal recently wrote a white paper that argued for a demonstration of a nuclear reactor in space by 2030 with Roger Myers, a former executive at Aerojet Rocketdyne. “That changes the paradigm.”
How would a nuclear reactor on the moon work?
A reactor on the moon would not operate in quite the same way as one on Earth.
For one, it has to be small enough and light enough to fit inside a rocket. Safety precautions would include not turning the reactor on until it reached the moon
On the moon, there is also no water or air. The surface swings between 250 degrees Fahrenheit during the day and minus 400 degrees at night. Those make it more difficult to manage the reactor’s temperature to keep it operating efficiently. Proposed designs of lunar reactors typically include large radiators to dissipate heat.
Kevin Au, the vice president of lunar exploration at Lockheed Martin, said the biggest challenge of a higher-power reactor would be developing materials that could survive hotter temperatures for use in the conversion of heat to electricity.
Still, experts say building such a power source falls within what is realistically possible.
“It’s not science fiction,” said Sebastian Corbisiero, a senior program manager at Idaho National Laboratory who leads the Energy Department’s space reactor program. “This is very doable.”
How feasible is the lunar reactor plan?
However, building a reactor and launching it by 2030 seems unrealistic to some outside experts. They also call it somewhat perplexing because NASA is not currently planning anything on the lunar surface that would require a reactor there that soon.
“It’s just a very aggressive, frankly unrealistic timeline for something that is good and should happen,” said Kathryn Huff, a former nuclear energy official at the Department of Energy who is now a professor of nuclear, plasma and radiological engineering at the University of Illinois at Urbana-Champaign. “My understanding is that its intent was to power an outpost. So it feels a little silly to do so without an outpost.”
Beyond the necessary work to design and build a lunar reactor, navigating the regulatory approvals for launching one would take a couple of years, Huff said.
The NASA official said the 2030 date aims to provide focus and motivation.
“Urgency is the name of the game,” the official said. “If we put it too far in the future, we’re not going to achieve it, right?”
Duffy’s directive also cites plans by China and Russia to build a nuclear reactor for a lunar base near the moon’s south pole. The fear is that a keep-out zone around the reactor could limit what the United States could do on the moon.
The official declined to say how much money would be devoted to the program, but said it could be in the hundreds of millions of dollars, or more than $1 billion.
Who might build a nuclear reactor for NASA?
In 2022, NASA, along with the Idaho laboratory, awarded contracts for initial design studies for a lunar reactor that would produce 40 kilowatts. Those small-scale efforts were led by Lockheed Martin, which has built many of NASA’s spacecraft; Westinghouse, a heavyweight in the nuclear power industry; and a collaboration between two startups, Intuitive Machines and X-energy.
All three studies failed to fit their reactor designs within the goal of weighing less than 6 metric tons.
“The technology does not exist to do that,” said Vincent Bilardo, executive director of the nuclear space program at Intuitive Machines, which twice has landed small spacecraft on the moon. “It’s more like a 9- to 10-metric-ton system at that 40-kilowatt power level.”
A fission system producing 100 kilowatts would probably be more massive. For the reactor itself, “it’s not that huge of a change,” said John Kennedy, who leads the space nuclear program at X-energy.
But other pieces like the radiation shielding and the apparatus for converting heat to electricity would have to be larger, Kennedy said.
Duffy’s directive, however, says the lander taking the reactor to the surface would have a payload capacity of 15 metric tons.
No such spacecraft currently exists, but cargo versions of the two landers that are being developed to take astronauts to the moon’s surface — SpaceX’s Starship and Blue Origin’s Blue Moon — would meet that requirement.
Both Bilardo of Intuitive Machines and Au of Lockheed Martin said their companies would bid for the NASA contracts. Other companies could also submit proposals.
“We’re glad to see this coming out,” Au said. “This is right in line with our strategies.”

Ángel Macías, a dazzling, ambidextrous 12-year-old pitcher from Mexico who threw a perfect game in the 1957 Little League World Series to win the championship, a feat no other player has repeated, died July 27 in Monterrey, Mexico. He was 80.
Little League International announced the death.
Playing for a factory-sponsored team from Monterrey, the 12-year-old Macías was the tournament’s unicorn. He could pitch with either arm and was a switch-hitter. He played first base as a left-hander and the rest of the infield (and outfield) as a right-hander.
He also threw one-hitters in two of the regulation six-inning games that the Monterrey Industrial Little League team won in district, state and regional tournaments to qualify for the World Series. In another game, he struck out 15 batters.
“There is a 12-year-old Mexican baseball player whose name is Angel but who is a diamond devil to his opponents,” The CourierJournal of Louisville, Kentucky, wrote before Macías’ team played a regional game in that city. “Some jest that Angel Macías of Monterrey must, indeed, be bewitched.”
His manager, César Faz, told the newspaper: “He’s quite a good pitcher — our best. As a matter of fact, he is the best boy we have at every position.”

The Bayamón Vaqueros (Cowboys) claimed their 17th Superior National Basketball (BSN by its initials in Spanish) championship on Monday night by defeating the Ponce Leones (Lions) 82-68 at Rubén Rodríguez Coliseum in Bayamón.
The Vaqueros took the best-of-seven series in five games.
Star import Danilo Gallinari, who turned 37 last Friday, led Bayamón with 24 points, followed by Gary Browne and Javier Mojica with 16 each. Rayjon Tucker contributed eight points off the bench.
Browne also handed out eight assists and veteran Renaldo Balkman grabbed a dozen rebounds off the bench for the Vaqueros.
For Ponce, Matthew Mooney led the way with 17 points,
handed in the final game of the World Series, the 5-foot-3, 88-pound Macías faced a team of much bigger boys from La Mesa, California, as a right-hander.
He dominated them, allowing no base runners in a 4-0 victory. He struck out 11 players, including the last three. The seven other hitters grounded out.
“We could have been seated there for all the game because no one got a fly ball,” Jose Maiz, an outfielder and pitcher for Monterrey, said in a video on the Little League website. In 2023, he told the MLB website that Macías “had a very good fastball and a very good 12-6 curve. We called it ‘The Drop.’”
Bob Considine, a syndicated sports columnist, wrote that Macías had shown “the grace of a matador and the pitching savvy of a Don Larsen” — who had pitched a perfect game for the New York Yankees in the previous October’s World Series.
There have been six other perfect games in the Little League World Series, but Macías’ was the only one thrown in a championship game.
A few days after winning the title, the Monterrey team traveled to Washington, where the players met President Dwight D. Eisenhower. In a photograph and a newsreel taken on the grounds of the White House, Macías showed the championship trophy to the president. On a tour of the Capitol, he placed his uniform cap on the head of Lyndon B. Johnson, the Senate majority leader.

Ángel Macías Barba was born Sept. 2, 1944, in Aguascalientes, Mexico, to Juanita Barba and Anacieto Macías. He was among the 11- and 12-year-olds who joined the Monterrey Industrial Little League team on what would be a nearly monthlong journey, which ended in Williamsport, Pennsylvania, the home of the league, where the World Series games take place.
Monterrey’s title was the first for an international team in the Little League World Series. Monterrey won the title again the next year.
In the aftermath of the perfect game, Les Biederman, a sports columnist at The Pittsburgh Press, wrote, “You know, a funny thing, one man in baseball said, if the Pirates did sign the 12-year-old, he could play right away and help the gate.”
Macías’ pitching feat was the subject of a feature film, “The Perfect Game” (2009), with Jake T. Austin as Macías.
Macías continued to play baseball into adulthood. In 1962, he signed a major league contract with the Los Angeles Angels. He played two seasons in the lower minor leagues of the Angels’ system as an outfielder, not as a pitcher. He told The New York Times in 1957 that his favorite player was Mickey Mantle, the Yankees’ slugging center fielder and fellow switch-hitter — or, as he phrased it though an interpreter, a “turnover hitter like me.”
He then spent the next decade playing for teams in Mexico.
His survivors include his wife, Josefina Martínez, and three daughters, Josefina MacíasMartínez, Marta Patricia Macías-Martínez and Diana Laura Macías-Martínez, as well as five grandsons, two granddaughters and two greatgrandsons.
After his playing days, Macías worked as the director of human resources at a textile company. But he remained involved in baseball in various capacities, including as an international adviser to the Little Leagues of Mexico.
In 2017, he was inducted into the Little League Hall of Excellence.
