Decreased funding to nonprofits threatens services for women, transgender girls

Decreased funding for nonprofit organizations threatens the continuity of services for women, girls and trans feminized individuals in Puerto Rico, a study shows.

The research indicates that 61% of organizations serving those populations have experienced funding cuts, increased operating expenses, and restrictions on team expansion. Consequently, 38.9% of the 59 organizations surveyed have had to reduce services, while 11.1% temporarily halted operations. The “Study on the Profile and Impact of Community Organizations That Offer Services to Cisgender, Transgender, and Trans Feminized Women and Girls in Puerto Rico” was conducted by Estudios Técnicos Inc. for the Puerto Rico Women’s Foundation.

“These organizations not only provide essential services but also transform lives and communities. At the Puerto Rico Women’s Foundation, we commissioned this study because we recognized a significant gap in systematically gathering information about the profile and reach of community organizations working with women, girls, and trans women in Puerto Rico,” said Verónica Colón, executive director of the Women’s Foundation. “We aimed to generate concrete evidence from a feminist perspective regarding their fundamental role, which would support our philanthropic strategies and strengthen public advocacy on behalf of these organizations.”

Colón emphasized that the study demonstrated the critical importance of community organizations in a context where state support is lacking.

“They offer shelter, healthcare, education, legal and emotional support, and even technical training,” she said. “Additionally, the study highlighted that for every dollar invested in these initiatives, between $3 and $4 are generated in social and economic benefits. This serves as powerful validation of their transformative impact, even though they operate with limited resources, volunteer support, and modest funding.”

According to the study, the organizations surveyed collectively serve more than 15,000 individuals annually. Their focus includes addressing gender-based violence (77.8%); raising awareness about the rights of women, girls and transgender individuals (55.6%); and providing housing (27.8%), economic development (22.2%), disaster relief (22.2%), and food assistance (5.6%), among other services.

Among those addressing gender-based violence, 64.3% offer case management, while 57.1% provide legal advocacy and support for individuals escaping violent situations. On average, the organizations serve about 340 people per year.

The study also included interviews with participants facing issues such as domestic violence, social exclusion, and family rejection, which encompassed victims of domestic violence and transgender individuals. The interviewees accessed a variety of services, including psychological support and technical training in traditionally male-dominated fields such as carpentry and plumbing. The emotional support and mentorship provided helped them break cycles of violence, recognize their rights, and promote their economic independence, reported Anitza Cox Marrero, director of analysis and social policy at Estudios Técnicos.

To enhance the work of the community organizations, the study recommends fostering financial sustainability through recurring and long-term grants, as well as exploring funding mechanisms in partnership with the private sector.

“Our primary recommendation is to strengthen the administrative and financial sustainability of these organizations,” Colón said. “It is crucial to prioritize long-term, recurring funding and invest in internal capabilities, such as strategic planning, results evaluation, the use of technological tools, and peer-to-peer technical assistance networks.”

“We also advise strengthening alliances with other organizations and sectors to collectively influence public policies that acknowledge and fund their essential work,” she added. “Finally, there is a need to systematize practices and results to demonstrate the value of their model and replicate successful experiences. These invaluable organizations urgently require the support, resources, and recognition they deserve.”

Mother, daughter arrested in fatal stabbing of 16-year-old Aibonito girl

Ajudge found probable cause Tuesday against Elvia Cabrera Rivera, 40, and her 17-year-old daughter, Anthonieshka Avilés Cabrera, on charges related to the brutal stabbing death of 16-year-old Gabriela Nicole Pratts Rosario in Aibonito on Aug. 11.

Both will be tried for first-degree murder and violating the Weapons Law under common and mutual agreement. Bail has been set at $1 million each. Notably, the minor will be tried as an adult, with both defendants facing up to 99 years in prison if convicted.

Puerto Rico Justice Secretary Lourdes Gómez Torres addressed the public outrage sparked by the crime, emphasizing the collective efforts of the Police Bureau, Justice Department and Institute of Forensic Sciences in pursuing justice for Pratts Rosario.

“Our duty is to handle the case responsibly and firmly,” Gómez Torres said.

The Justice secretary also highlighted the dedicated work of the prosecutors involved, assuring Pratts Rosario’s family and friends of the department’s continued support during a difficult time.

Aibonito Prosecutor Ernesto Quesada Ojeda confirmed the involvement of a police officer as a witness in the investigation, further solidifying the case against the defendants, who he said were to be booked in court. Police Commissioner Joseph González expressed condolences for the loss of the young victim, vowing that investigations would persist until all responsible parties are held accountable.

“Gabriela Nicole Pratts Rosario was a young woman with her whole life ahead of her. Her loss has caused deep pain to her family and our community,” González said. “To her loved ones, we reiterate our sincere condolences. We hope this step in the process brings some comfort. This investigation continues. We will not rest until all those responsible are held accountable.”

Peña Dávila resigns House seat to assume duties as Gurabo mayor

Vimarie Peña Dávila, the District 31 lawmaker, has submitted her resignation letter to the Puerto Rico House of Representatives.

Peña, who was elected to the Legislature last November, noted during Monday’s session that her decision marks the beginning of a new chapter in her public service career. She will soon take on her responsibilities as the mayor of Gurabo, having prevailed by a sizable margin in the recent special election.

In her letter, Peña expressed gratitude to the constituents who elected her to represent them in the House, emphasizing the support she received from her fellow legislators, administrative staff, and her team.

Tuesday morning saw the arrests of Cabrera Rivera and her daughter, who were apprehended in separate locations due to the minor being under the care of other relatives.

Quesada Ojeda shed light on the nature of the incident, asserting it was not the result of a fight but rather an intentional act, stemming from an orchestrated dispute between the parties involved. Authorities revealed during a press conference that a hairbrush containing a knife found in the possession of Cabrera Rivera’s mother may have been the murder weapon used in the crime that stunned Aibonito and an island that has seen more than its share of senseless acts of violence over the years.

Gov. Jenniffer González Colón said regarding the filing of charges in the case that “No one here will be above the law.”

“Taking someone’s life is no one’s right, and certainly here we are talking about minors who took it upon themselves to kill and murder another young woman,” she said.

“This is serious,” the governor added. “We are not talking about sudden brawls, but rather about a common agreement. These events provoke collective outrage, and my government will not allow these things to go unpunished.”

“This was Gabriela today, but in the past, there may have been other victims of crimes,” González Colón said in a written statement. “As a government, we must identify those responsible for these deaths. Charges have already been filed, the Court declared a case, and our mission is to handle this case in the most responsible manner.”

The governor also noted the services and assistance that have been provided to families and victims of the incident, including psychological services that were offered to the young man who was injured while defending Pratts Rosario, and who she said “is considered a hero.”

“He has already accepted the service and had his first session,” González Colón said. “Support was also offered to Gabriela’s mother, which is at her discretion.”

In her letter of resignation from the island House of Representatives, Vimarie Peña Dávila, the recently elected mayor of Gurabo, expressed gratitude to the constituents who elected her to represent them in the House, emphasizing the support she received from her fellow legislators, administrative staff, and her team.

House passes bills aiding senior citizens, tables birth certificate confidentiality legislation

At the start of the second yearly session earlier this week, the island House of Representatives tabled Senate legislation aimed at establishing the confidentiality of birth certificates.

Senate Bill 331 seeks to amend the Puerto Rico Demographic Registry Act to ensure the confidentiality of all certificates issued by this agency, redefine the term “interested party,” and clarify the circumstances under which courts may order the release of birth certificates. However, the bill has been postponed for future consideration. Media organizations have opposed the legislation, arguing that it could hinder investigations, such as the one revealing that more than 3,000 people died due to Hurricane Maria.

In contrast, the House approved on Monday a series of measures backed by the American Association of Retired Persons and introduced by House Speaker Carlos “Johnny” Méndez Núñez, aimed at investigating compliance with numerous laws designed to benefit senior citizens. Rep. Méndez Núñez emphasized his “unwavering commitment” through the initiatives “to our seniors, the men and women who built modern Puerto Rico.” House Resolution (HR) 372 was the first measure approved, directing the Committee on Aging and Social Welfare to investigate

compliance with laws promoting the comprehensive development of the senior citizen population. That includes examining the “Bill of Rights and Government Public Policy for Seniors” to assess the effectiveness of government agencies in enforcing the aforementioned laws and determining whether new public policies are necessary.

Gov’t has secured $176 million in reshoring commitments

Puerto Rico has secured investment commitments totaling $176 million and created 1,533 jobs, resulting in an estimated payroll of $117 million since an executive order was enacted to promote reshoring.

Gov. Jenniffer González Colón, along with Economic Development and Commerce Secretary Sebastián Negrón Reichard, recently met with industry leaders and members of the Reshoring Task Force, which includes the Department of Economic Development and Commerce (DDEC by its acronym in Spanish), Puerto Rico Federal Affairs Administration (PRFAA), and InvestPR. The meeting aimed to discuss the progress made so far and outline the next steps to further promote reshoring in Puerto Rico. Reshoring, also known as inshoring or onshoring, is the practice of bringing manufacturing and other business operations

back to a company’s home country after they have been relocated to a foreign country, often to reduce costs.

During the meeting, the governor announced four key initiatives: the Executive Concierge, the Puerto Rico Workforce Reshoring Fund, the Incentives Master Grant, and the Puerto Rico Reshoring Roadshow.

“Our strategy is working. Companies such as Stryker (Humacao), FDI Clinical Research (San Juan), Viant Puerto Rico (Vega Baja), Great Lake SolX (Aguadilla), Dot AI (Barceloneta), and ABB (Arecibo) have chosen our island to relocate and expand their operations,” the governor stated.

“This week, we will announce two more significant expansions that will demonstrate that additional companies trust Puerto Rico as an investment destination and as a solution to the challenges faced by the U.S. supply chain,” González Colón added. “We provide these companies with tariff-free access to the U.S. market, a highly trained workforce, a competitive incentive ecosystem, and comprehensive government support, all of which facilitate the reshoring process.”

Negrón Reichard emphasized the DDEC’s role as a onestop center for investments, and outlined the “four transformative initiatives” noted by the governor.

The DDEC secretary said three specialized committees of the Reshoring Task Force, along with the industry advisory group focusing on Ease of Doing Business, Workforce Development, and the Executive Concierge, have been meeting to propose initiatives that the DDEC is currently implementing.

The Executive Concierge, he said, enhances investor services by coordinating with various government agencies

Safety and Senior Citizens & Social Welfare to investigate issues related to security and crime directed at seniors over 60 years of age, as well as proposals for public policy and interagency action to address those concerns.

Additionally, HR 373 was approved to evaluate the availability, accessibility, scope and effectiveness of the lifelong learning model, its implementation in Puerto Rico, and the feasibility of establishing public policies that guarantee voluntary access to this educational option while facilitating the reintegration of senior citizens into the workforce.

Other approved legislation included HR 371, which instructs the Transportation and Infrastructure Committee to investigate the implementation of the public policy established by the “Act to Declare Public Policy on the Adoption of the Complete Streets Concept;” HR 370, to express support for efforts to enhance economic and cultural connections between Puerto Rico and Taiwan; and House Bill 680, which amends the “Puerto Rico Condohotel Act” to modernize that legislation and ensure its relevance to current market conditions by facilitating the development and sale of new condo-hotel units, simplifying property management, and allowing existing properties to adopt the model, thereby strengthening Puerto Rico’s tourism infrastructure without adversely affecting the General Fund or municipal finances.

It offers comprehensive support for anchor projects and has been actively meeting with industry leaders, digitizing cases, and coordinating services with agencies such as LUMA Energy, the Department of Natural and Environmental Resources, the Permits Management Office and the Puerto Rico Industrial Development Company. To date, Negrón Reichard said, the Executive Concierge has collaborated with various government agencies and municipalities to expedite requests from more than 20 companies.

The Puerto Rico Workforce Reshoring Fund, meanwhile, aims to transform and streamline talent development. A request for proposals will be launched soon to analyze talent gaps in critical sectors, including biopharmaceuticals, medical devices, aerospace, IT, agritech, and advanced manufacturing, the DDEC secretary said. The initiative will design educational programs aligned with industry needs and create self-sustaining financial mechanisms.

The Workforce Development Committee, formed to align the educational system with industry requirements and address talent gaps, began conducting quarterly forums between academia and industry in August. The next forum is scheduled for November, during which the committee will also compile regulations that hinder workforce development and continue reviewing incentives.

The Incentives Master Grant is a pilot project that consolidates benefits for manufacturing, exports and energy, allowing for greater flexibility in relocating mixed operations, Negrón Reichard noted.

Finally, the Puerto Rico Reshoring Roadshow will feature a series of events held both in and outside of Puerto Rico to attract business executives and global leaders to promote investment. InvestPR and the DDEC will spearhead the events next year, bringing together CEOs and global leaders to showcase Puerto Rico’s competitive advantages, promote investment opportunities and encourage networking.

Immigration enforcement takes key role in Trump’s DC crime crackdown

Many working-class immigrants who run the hotels, restaurants and tourist sites of Washington, D.C., say they had long wanted the city to do more about homelessness and crime. Some said they had watched violence intensify on the very streets where they work overnight shifts or walk on early mornings as they open up shops.

But in recent days, workers, small business owners and street vendors say they have found themselves at the center of two crackdowns: one on crime, another on illegal immigration. With Immigration and Customs Enforcement agents appearing alongside National Guard members and federal agents as part of the Trump administration’s crackdown on crime in Washington, these workers say they worry that the federal show of force may only complicate efforts to lower violence in the city.

Immigrants interviewed in and near Washington in recent days described a new sense of anxiety, whether they had legal status in this country or not. And some said they worried that the result could be the opposite of the president’s intended goals, fracturing relationships between immigrants and local authorities, deterring immigrants from reporting crimes and, in the end, making the city less safe.

“My friend told me to be careful because they are squarely picking up everyone, simply for having a Hispanic face,” said Aracely, a legal resident who was wiping windows outside a furniture store near U Street. Like many of those interviewed, she declined to provide her full name for fear of retaliation from authorities or of reprimands from employers.

As the Trump administration stepped in this month, announcing that it was taking control of law enforcement in the city, immigration enforcement has emerged as a key element. Of 308 people arrested since the federal push began Aug. 7, 135 were immigrants without permanent legal status, according to the White House.

Attorney General Pam Bondi has also sought to end D.C. policies that bar local police from most collaboration with federal immigration authorities and from arrests of people solely for being in the country illegally. That issue is still being contested as part of a court battle expected to continue this week, but a federal judge allowed the administration Friday to require the city’s help on immigration enforcement for now.

A White House official said immigration enforcement was only a portion of the administration’s larger campaign to stop crime in Washington. Many of the immigrants in the country illegally arrested by 22 multiagency teams across the city’s wards over the past week have had outstanding criminal charges, including sexual solicitation, possession with intent to distribute illegal drugs and negligent driving endangering life and property, the official said.

In a statement, Abigail Jackson, a White House spokesperson, said, “The focus of the efforts in D.C. is to address violent crime and make the city safe for ALL.”

But in announcing his intention to take over law enforcement in Washington, Trump made repeated references

to the issue of illegal immigration. He pledged to eradicate crime as he had migration at the Southern border, criticized the city’s Democratic leaders over immigration policies and suggested that migrants were among the homeless people and criminals who needed to be removed from the streets.

“This city will no longer be a sanctuary for illegal alien criminals,” Trump said. “We will have full, seamless, integrated cooperation at all levels of law enforcement, and we’ll deploy officers across the district with an overwhelming presence.”

About 95,000 immigrants live in Washington, making up about 14% of the city’s population, according to U.S. census data from 2023. Some 25,000 of them do not have legal permission to be in the country, according to the Pew Research Center. A report from the city’s Office of Revenue Analysis in 2017 found that immigrants made up more than a quarter of the D.C. workforce, including a majority of its carpenters, domestic workers, chefs, cooks and taxi drivers.

Washington is only the latest battleground in a long-running fight between Trump and liberal cities, counties and states that have considered themselves as “sanctuaries” for

immigrants. In May, his administration put some 600 “sanctuary jurisdictions,” including D.C., on notice that they might lose federal funds.

The nation’s capital once proudly called itself a “sanctuary city,” and city agencies and schools still provide robust health and social services for undocumented families. But in recent years, Mayor Muriel Bowser was among Democratic mayors sounding the alarm, as migration levels at the Southern border mounted under the Biden administration and the city found itself grappling to shelter migrants.

As Trump came back into office, Bowser further shifted on the issue. This year, Washington removed from its website mentions of the “sanctuary city” term, and Bowser stopped using the phrase herself, saying it could mislead people into thinking Washington was a place where “you can violate immigration laws.” She later moved to repeal the city’s sanctuary law with several lines in the 2026 budget proposal, but the City Council rejected the effort.

Around the city last week, some immigrants interviewed said they had supported Trump as he ran for president in 2024 promising to tackle crime and drug trafficking.

But scenes of military officers on the streets have alarmed even some who have supported Trump more broadly in the past. Some said the images brought up memories of the authoritarian countries that they had fled to come here — places where officers could harass people on the streets for documentation and where people sometimes vanished without explanation.

On recent evenings around the city, delivery drivers on mopeds no longer lingered in the streets, chatting with one another and waiting for orders. Street vendors, too, said they were wary of coming out.

Near Columbia Heights, a neighborhood in the northwest section of the city, an 18-year-old stood high on a ladder, repainting an awning of a grocery store. The man, who shared only his first name, Andy, said he had come from El Salvador by entering south Texas during the Biden administration and had received temporary legal residency and a work permit.

In recent months, he said, some of his friends and co-workers have had their legal statuses revoked. His 25-yearold brother, who has a type of temporary protected status that Trump has threatened to rescind, has begun carrying himself differently, he said, adding that his brother doesn’t joke or laugh as much these days. “He just isn’t the same,” Andy said.

Beaches close in Mid-Atlantic as Hurricane Erin brings deadly rip

New Jersey and Delaware beaches were closed to swimmers Tuesday, in the middle of the summer tourist season, as Hurricane Erin brought dangerous rip currents to the East Coast.

The Category 3 storm was churning through the Atlantic, several hundred miles east of the Carolinas, on Tuesday. Portions of the Outer Banks of North Carolina were under a state of emergency and a mandatory evacuation order.

Even though Erin is expected to turn away from the coast, a number of beaches from New York to Florida face a high risk of rip currents through Wednesday evening, according to the National Weather Service.

High waves are also in the forecast this week for parts of New York City; Long Island in New York; New Jersey and New England. Beaches in Suffolk and Nassau counties on Long Island could be hit with breaking waves as high as 11 to 15 feet Thursday, the weather service said in an advisory.

The beach closures in New Jersey, announced Monday and Tuesday, affect Asbury Park, Avon-by-the-Sea, Bay Head, Belmar,

Bradley Beach, Margate and Wildwood on the Jersey Shore. Island Beach State Park will be closed through at least Thursday.

New York City beaches remained open Tuesday, but swimmers were advised to stay out of the water, the weather service said in its alert.

“Life-threatening swimming and surfing conditions” are expected to roughen beaches in the Brooklyn and Queens boroughs on Wednesday and Thursday, the weather service said.

The U.S. Coast Guard also issued a warning Tuesday to people on offshore ships, cautioning that waves farther out in the ocean could rise up to 15 feet.

“We are going to be a broken record this week,” the weather service said in a social media post Tuesday morning. “The ocean and specifically the surf zone will be dangerous this week.”

Gov. Phil Murphy of New Jersey urged people not to swim in the ocean over the next few days, citing the risk of rip currents and high waves.

In a news conference Tuesday morning, Murphy said he would encourage the state’s beach towns to officially close their shores to swimmers.

“It’s a weird dynamic, admittedly,” he

said, explaining that beachgoers would not see thunder, lightning or other telltale signs of dangerous surf. But they should exercise caution and not enter the water, he added, despite it being “one of the biggest beach weeks of the summer.”

Even as the hurricane moves farther away, “the winds will still find us,” Shawn LaTourette, New Jersey’s commissioner of environmental protection, said at the news conference.

LaTourette said to expect extreme winds and riptides “at least until the early part of the weekend.”

In Delaware, the towns of Dewey Beach and Fenwick Island issued swimming prohibitions. The city of Rehoboth Beach, which issued an extreme hazard warning to beachgoers Tuesday, said on social media that heavy surf and rip currents would most likely increase through Thursday.

Murphy said at the news conference that New Jersey also faces a high risk of flooding Thursday evening, which is when, he said, the dangerous conditions are expected to come to a head.

Floods have rocked New Jersey this summer, leveling homes and killing at least two people after severe rain in July. On Tues-

day morning, the weather service issued a coastal flood advisory for Cape May County in New Jersey, and Kent and Sussex counties in Delaware.

Assateague State Park in Maryland was also closed for swimming Monday because of dangerous surf conditions, according to the state parks system.

Storms that are close to shore create lightning, wind, rain and other indications of danger. With far-off storms that can bring dangerous rip currents, there may be fewer visible signs of risk. That means a person entering the ocean on a sunny day may not realize it’s unsafe to swim.

At least three dozen people in the United States have drowned in coastal waters this summer. Most were caught in rip currents, according to the weather service.

One swimmer died and four others were rescued from the waters off Seaside Heights, New Jersey, after they were caught in a rip current last week, when lifeguards were offduty, authorities said. And a 13-year-old girl drowned in the waters off Belmar, New Jersey, after lifeguards had left for the day.

In July, a man died after rushing into the surf in Pawleys Island, South Carolina, to save swimmers in a rip current, police said.

The Trump administration said earlier this week that it had tapped Missouri Attorney General Andrew Bailey to be a deputy director of the FBI, in what many rank-and-file

agents described as a surprising arrangement.

Bailey would join the current deputy director, Dan Bongino, who as a popular rightwing podcast host repeatedly railed against the bureau, in overseeing the day-to-day operations of the agency. Since taking the post — a sprawling task that includes overseeing

dozens of field offices around the country, as well as personnel assigned around the world — Bongino has vocally complained about the toll the job has taken on him.

“Thrilled to welcome Andrew Bailey as our new FBI co-deputy director,” Todd Blanche, the deputy attorney general, wrote on social media. “As Missouri’s attorney general, he took on the swamp, fought weaponized government and defended the Constitution. Now he is bringing that fight to DOJ.”

The move was reported earlier by Fox News Digital, prompting a one-word response from Bongino on social media. “Welcome,” he wrote, followed by a trio of American flag emojis.

Trump once briefly considered nominating Bailey to be attorney general, and during the transition discussed selecting him to be FBI director. But the president, who likes aggressive personalities, found him too laid back and somewhat lackluster, according to people briefed on the meetings at the time.

It remains to be seen what Bailey’s hiring means for Bongino, whose future has

appeared tenuous after a furious fight with Attorney General Pam Bondi spilled into public view in July. He and Bondi had an angry confrontation in the White House in front of top aides over unreleased files in the case of disgraced financier Jeffrey Epstein, and over whether Bongino was leaking information to the news media.

For a few days after the dispute, it was unclear whether Bongino would return to work. He ultimately did, though he has kept a considerably lower profile since. People close to Trump were unhappy with Bongino’s display of anger, but believed that having him leave his job could undermine the president. A brief note on the difference between negotiation and extortion NEW YORK

As anyone who caught even a bit of the day’s news knows, President Donald Trump, President Volodymyr Zelenskyy of Ukraine and the leaders of NATO, the European Union, Britain and several European countries spent Monday at the White House negotiating a possible land swap and security guarantees that could end the Russian-Ukrainian war. But did they really?

Let’s think about the word “negotiating.” All wars end with it, according to the popular saying, but rarely does the aggressor come to the table demanding territory that it doesn’t actually control. Usually, the belligerents discuss which military gains should be formalized and which should be reversed. Vladimir Putin, however, has consistently demanded more land than his military has been able to bring under its control in the 3 1/2 years since Russia’s full-scale invasion began. During his summit with Trump in Alaska on Friday, Putin appears to have made a small concession: He is still demanding more land than he has occupied, but not as much as he used to demand. But less is still more.

So let’s talk about “land swap.” This phrase seems to refer to Putin’s offer to take a piece of Ukraine in exchange for not threatening an even bigger piece of Ukraine. This is not what we normally think of as a swap. It’s what we think of as extortion.

Let’s also talk about the word “land,” or “territory,” which the leaders gathered at the White House on Monday used a lot. Zelenskyy referred to a map Trump apparently provided to

facilitate discussion of “territory.” Trump promised to get him a copy.

But “territory” is not an outline on a map. It’s cities and towns and villages where people still live — even near the front line, even now. Before the full-scale invasion, the populations of Kramatorsk and Sloviansk, the two Ukrainian cities on land Putin is demanding, were 200,000 and 100,000, respectively. We don’t know how many people live there now — some people surely fled, some came from occupied territories, some died — but the number is almost certainly tens and possibly hundreds of thousands of people.

To propose to cede the land to Russia is to propose either subjecting those residents to Russian occupation — which in other cities has involved summary executions, detentions and torture — or displacing them forcibly. Either would be a crime — a crime in which Trump is asking Zelenskyy to become an accomplice.

This kind of negotiation-through-extortion is not unprecedented. In February 1945, the leaders of the Soviet Union, the United States and Britain met in Yalta — then a city in Soviet Ukraine, now a city in Russian-occupied Crimea — to negotiate the end of World War II. Among other things, Josef Stalin wanted the Kuril Islands, which stretched from Soviet Kamchatka to the coast of Japan.

Franklin D. Roosevelt and Winston Churchill agreed to let the Soviets have the Kurils. The islands weren’t theirs to give — the Kurils belonged to Japan — but they were theirs to take. Six months later, Soviet troops, with significant support from the U.S. military, took control of the islands and deported the Japanese residents. The Soviet troops had gone to Alaska to train for the operation.

That military operation began on Aug. 18, 1945, exactly 80 years before Trump met with Zelenskyy at the White House. Putin, who is a history buff and, more important, has for years been floating the idea of a second Yalta Conference, is certainly mindful of the date and the historical rhyme.

On Monday morning, Rossiyskaya Gazeta, the official newspaper of the Russian government, published a video of what appeared to be a U.S.-made armored personnel carrier flying both an American and a Russian flag. According to the paper, the vehicle had been used by Ukrainian troops, captured by Russians, and was now used to attack Ukraine. I can’t confirm the authenticity of the video, but the trolling is genuine. Russian propagandists are telling Ukraine that the United States is now Russia’s partner in battle.

More than 80 years after Yalta, no peace treaty exists between Japan and Russia. World War II never officially ended for these two countries, because Japan never ceded the Kuril Islands. All wars may end in negotiations, but not all negotiations end wars.

The 20th century offers another example of extorting land. In 1938, Adolf Hitler demanded Sudetenland, a part of Czechoslovakia where ethnic Germans made up a significant percentage of the population. British Prime Minister Neville Chamberlain negotiated the surrender of the land, without involving Czechoslovakia. The higher purpose of those negotiations was security and peace for the rest of Europe.

Less than a year after Czechoslovakia was forced to cede Sudetenland, however, Hitler invaded Poland and World War II began. That was the last war of aggression on the European continent until Putin invaded Ukraine.

Hitler claimed that he, too, was fighting for peace, and this was why he had no choice but to annex Sudetenland: “I have made these tremendous efforts to further the peace, but I am not willing to stand any more attacks by Czechoslovakia.” In 2014, when Russia annexed Crimea, Putin effectively reprised a speech Hitler made before annexing Sudetenland, saying that his hand, too, was forced, and “Most importantly, we want peace and harmony to reign in Ukraine.”

Which brings me to the subject of security guarantees. The last time Zelenskyy mentioned those in the White House, he got thrown out. This time, Trump acknowledged that any peace agreement must include security guarantees for Ukraine; during the Monday meeting, he even claimed that Putin agreed that such guarantees were necessary. But what could those be? Putin has said that Ukraine is a historical mistake, that there is no such thing as a Ukrainian nation or a Ukrainian language. How could anyone guarantee Ukraine’s safety against a nuclear-armed neighbor who thinks Ukraine shouldn’t exist?

The only plausible answer would be membership in NATO or its equivalent — an agreement that would obligate the Western alliance, or whatever is left of it, to defend Ukraine to the full extent of its abilities. Putin has consistently cited the very possibility of such an agreement as the “root cause” of his war against Ukraine. It is a safe bet that Putin will reject any agreement that involves a real promise of security for Ukraine.

And that brings me to the number “six” — something Trump kept invoking Monday, when he claimed that he had resolved that many wars in his first seven months in office. The conflicts he is taking credit for resolving seem to be the ones between Congo and Rwanda (little evidence that it’s over); Egypt and Ethiopia (ditto); India and Pakistan (there is evidence of very little U.S. involvement); Kosovo and Serbia (same); Armenia and Azerbaijan (ditto, but the sides did go to the White House to sign an agreement); Cambodia and Thailand (U.S.-backed talks resulted in a ceasefire, not necessarily an end to the conflict); Israel and Iran (Trump claims to have prevented a nuclear war by dropping bunker-busting bombs). That’s actually seven. But also, none.

B ARRANQUITAS – La Policía de Puerto Rico investigó el lunes un robo en la Cooperativa Credicentro Coop, ubicada en la carretera 152 del barrio Quebradillas en Barranquitas, donde cuatro individuos lograron sustraer 38,230 dólares de las máquinas ATM.

Según informó el gerente del establecimiento, Carlos Rivera, a eso de las 5:40 de la mañana el personal de mantenimiento observó que el portón principal estaba abierto, al igual que una puerta lateral que no mostraba

signos de haber sido forzada. Dentro del local, la caja fuerte apareció abierta, aunque sin daños visibles.

Los asaltantes forzaron la entrada del área donde se encuentran las máquinas ATM, provocaron daños a la estructura y a la bóveda, y lograron apropiarse del dinero. Además, se detectó que las cámaras de seguridad fueron rociadas con pintura azul para evitar grabaciones.

El agente Ortiz, de la División de Servicios Técnicos del Cuerpo de Investigaciones Criminales (CIC) de Aibonito, y la agente Katiria Rossini, de la Unidad de Robo a Bancos de San Juan, se hicieron cargo de la investigación.

For a ‘Twisted Tale,’ Amanda Knox and Grace Van Patten became one

As the title character of the miniseries “The Twisted Tale of Amanda Knox,” actress Grace Van Patten had to convincingly embody a highly examined figure at the center of a real-life legal drama followed by millions. Even more daunting, she had to do it in front of Amanda Knox herself, an executive producer.

Those close to Knox were stunned by the results.

“Grace, I haven’t told you this yet — when they see you play me, they get chills,” Knox told Van Patten during a conversation with The New York Times last week. “You just did it, and they were like, ‘Oh, my God, oh, my God, oh, my God.’ ”

Van Patten gasped in response. “It was some fusion that happened,” she said. “Because a lot of it felt very subconscious to me.”

The eight-part series debuts on Hulu on Wednesday. The chills were inspired, Knox said, partly by Van Patten nailing her personality quirks: her occasionally singsong voice, the snort in her laugh, the cha-cha in her step. These behaviors and others became ammunition for Italian prosecutors and the global tabloid machine during Knox’s highly publicized trial for the 2007 sexual assault and murder of Meredith Kercher.

Kercher, a 21-year-old British exchange student and one of Knox’s three roommates, was found dead from a knife attack in the flat they shared in Perugia, Italy.

Knox, a 20-year-old Seattle native who was studying there, and Raffaele Sollecito, her Italian boyfriend of about a week, were arrested and imprisoned just days after Kercher was found. In 2009, both were convicted of the killing, with Amanda sentenced to 26 years and Sollecito to 25 years.

In 2011, the ruling was overturned, and Knox returned to the United States. Then in 2014, Knox and Sollecito (played by Giuseppe Domenico in the series) were reconvicted of murder, a conviction that was overturned in 2015, ending the nearly decade-long saga. Another man, Rudy Guede, was convicted separately of the murder in 2008 and was released from prison in 2021, after serving 13 years of a 16-year sentence. (Guede’s original 30-year sentence was reduced on appeal.)

A separate slander conviction for Knox was upheld this year. She had implicated Patrick Lumumba, the owner of a bar where she had worked, and herself in a confession made under duress, which she had tried to withdraw almost immediately. (Lumumba was in jail about two weeks as a result.)

In all, Knox spent nearly four years in an Italian prison. The miniseries re-creates this legal roller coaster in an unconventional style. It is a prison drama, a courtroom drama, a love story and an anxious horror tale. And it is largely in Italian.

Van Patten (“Nine Perfect Strangers,” “Tell Me Lies”) plays Knox from her 20s, when she was full of “whimsy and optimism and innocence,” as Knox put it, into her mid-30s, when Knox was defined more by “trauma and hauntedness and determination.”

“We asked her to play the best experiences of my life and the worst experiences of life,” said Knox, now 38. “We asked

Knox said the themes of perception and miscommunication are fundamental to the story.

“That clash of perspectives and cultures and language, and the tension there, that’s the beauty of drama and it’s the beauty of reality,” she said. “It is what makes this so psychologically and emotionally complex.”

Kercher (Rhianne Barreto) is mostly seen in flashbacks of quiet, playful moments of friendship between her and Knox. The limited screen time reflects real life, in which the media circus around Knox and Sollecito overshadowed Kercher’s brutal death. Last year, Stephanie Kercher, Meredith’s sister, told The Guardian that she found it “difficult to understand” what purpose the miniseries would serve.

“Meredith will always be remembered for her own fight for life, and yet in her absence, her love and personality continues to shine,” she said.

“The Twisted Tale” was created by K.J. Steinberg (“This Is Us”), and executive producers included Monica Lewinsky; Knox’s husband, Christopher Robinson; and Warren Littlefield (“The Handmaid’s Tale”).

It was Lewinsky who first approached Knox about dramatizing her experiences. In 2021, Lewinsky worked to reframe her own story as a producer on the FX series “Impeachment,” about her relationship with former President Bill Clinton when she was a 22-year-old intern and the fallout from it.

The series also depicts Knox’s decision, in 2022, to return to Italy to confront Giuliano Mignini, her nemesis during and after the trial. Mignini, the lead Italian prosecutor, had fixated on and promoted the image of Knox as a conniving, sex-crazed murderer. (He compared Knox to Joseph Goebbels, the Nazi propaganda minister, during the proceedings.) Tabloid headlines smeared her as “Foxy Knoxy,” a childhood nickname lifted from her Myspace page.

On-screen, Mignini (Francesco Acquaroli) is a relentless figure, a smug monster to be dreaded. Knox’s trip to Italy to face (and ultimately befriend) the prosecutor is used as a framing device in the series.

“This is not a show about the worst experience of someone’s life,” Knox said. “This is the show of a person’s choice to find closure on their own terms and to reclaim a sense of agency in their own life after that agency has been stolen from them.”

To prepare to play Knox, Van Patten had numerous video chats with her and spent time in Los Angeles with Knox and her two children. Knox was also frequently on set during production. It all helped the actress understand the complex emotions involved in such a nightmarish experience.

“I was able to go to those places because of how deeply open Amanda was and how deeply vulnerable she was with

Lewinsky knows “deep in her bones what it feels like to have a bad experience, the worst experience of her life, used to diminish her and the turning of her into a punchline,” Knox said. “She has been such a trailblazer in the mission of refusing to be squashed, refusing to be limited.”

“I was really moved by how open people were to me,” Knox said of her collaborators. “I felt supported not just as a source but as a storyteller in my own right.”

Knox said coverage of her was informed and shaped by persistent cultural messaging that “women are either sluts or virgins, and that they all secretly hate each other and would murder each other if they had the chance,” she said. She believes younger generations are more likely to scrutinize reporting and demand more nuance than the public did during her trial.

Still, Knox said she was initially reluctant to saddle Van Patten, 28, with “this baggage that I have been carrying around my entire adult life.”

“In the same way that I didn’t want the dark shadow of being the girl accused of murder passed on to my daughter,” Knox said, “I didn’t want that to pass on to Grace.”

US stocks tend to gain around Fed’s Jackson Hole summer conference, analysis

U.S. stocks have tended to fare well around the Federal Reserve’s Jackson Hole gathering in August, according to a historical analysis from DataTrek Research, although the market has seen sizable moves in both directions in recent years.

The Fed’s annual Wyoming research conference is set for Thursday through Saturday, and Chair Jerome Powell’s speech on Friday is expected to be the main event for markets.

DataTrek looked at the benchmark S&P 500 in the five trading days before and after the Fed chair’s speech since 2010. The index gained an average of 0.9% over the period, with the bulk after the speech.

“This suggests that markets get incremental clarity from the chair’s speech, which in turn boosts equity valuations,” Nicholas Colas, DataTrek’s co-founder, said in a research note.

This year, the S&P 500 has slipped in the lead-up to the speech so far, Colas said in the note published early Tuesday. “This goes against the usual pattern, so we would not be surprised to see the index rally modestly through Thursday,” he said.

One notable exception to the trend was in 2022, when the index slumped 7.4% in the 10-day period. That year at Jackson Hole, Powell warned of slower growth as the Fed fought high inflation.

The S&P 500 fell over 19% for the full year 2022 as the Fed raised interest rates.

In 2023, the index gained 3.3% in the studied period.

DataTrek noted the S&P 500 fell in 2013 and 2015 when Fed chairs Ben Bernanke and Janet Yellen did not attend the symposium.

This year, investors are eager to see if Powell reinforces expectations of a central bank interest rate cut at its September 16-17 meeting. Recent weak labor market data bolstered those expectations.

Fed Fund futures on Tuesday were pricing in an 84% chance of such a move, according to LSEG data.

The S&P 500 benchmark U.S. stock index will end 2025 just below current near-record levels, reflecting tempered optimism amid ongoing concerns over the economic impact of President Donald Trump’s global tariffs and uncertainty surrounding Federal Reserve rate cuts, according to a new Reuters poll.

Market strategists polled by Reuters showed that concerns about potential stagnation related to tariffs have dampened optimism about Wall Street’s rally in AI heavyweights.

“I do not anticipate the United States entering a recession; however, I do expect the economy to experience a slowdown,” said Robert Pavlik, senior portfolio manager at Dakota Wealth. “Many employers lack visibility into future conditions and are therefore delaying expansion.”

The S&P 500 will end 2025 at 6,300 points, equivalent to a 2.3% dip from current levels, according to the median estimate of 35 strategists, analysts and portfolio managers polled August 7-19.

The S&P 500 ended Monday at 6,449.15 points, down 0.3% from its record high close on August 14.

Top of mind for U.S. investors, the Fed is widely expected to cut interest rates at its September policy meeting to support economic growth, possibly followed by another reduction by December.

Some 70% of global investors surveyed by BofA Global Research in early August said they expect stagflation - the combina-

tion of below trend growth and above trend inflation - in the next 12 months.

The S&P 500 has climbed 9% so far in 2025.

Strategists’ estimates have increased since a Reuters stock poll in May, when they expected the S&P 500 to end 2025 at 5,900. But this week’s poll forecast is still down from a Reuters poll in February, when they targeted the S&P 500 to end the year at 6,500.

While strategists struggle to predict the stock market, the latest Reuters poll offers a valuable glimpse of Wall Street’s cautious sentiment following recent record gains.

A series of deals with major U.S. trading partners, along with extensions of the White House’s self-imposed deadlines, has left

investors less jittery about Trump’s on-again off-again global trade war than they were when his April tariff announcements sent global markets into a slump.

The S&P 500 and Nasdaq have climbed to record highs in 2025 in large part due to gains in Microsoft, Nvidia, Meta Platforms and other AI heavyweights. At the same time, S&P 500 sector indexes including healthcare, consumer discretionary, energy and real estate are nearly unchanged for the year.

“AI is a game changer for these companies, and they are being allowed to grow without any government interference,” said Tim Ghriskey, senior portfolio strategist at Ingalls & Snyder in New York. “It’s a revolution that’s going to continue for some time.”

White House presses idea of potential Putin-Zelenskyy meeting

The contours of security guarantees that would shape a postwar Ukraine dominated talks among world leaders Tuesday, the day after meetings in Washington demonstrated solidarity with Kyiv but yielded few details on how to stop the conflict or prevent future attacks.

Among the possibilities discussed was deploying European troops in Ukraine as peacekeepers, which the United States could potentially back with air support but not, President Donald Trump insisted, American ground troops. Russia has flatly rejected the idea of an international force on its borders on multiple occasions.

Karoline Leavitt, the White House press secretary, said Tuesday that President Vladimir Putin of Russia had agreed to a soughtafter meeting with his Ukrainian counterpart, Volodymyr Zelenskyy — but Moscow has not confirmed, and the Kremlin downplayed the prospect of face-to-face peace talks.

Trump had highlighted the potential bilateral meeting between Putin and Zelenskyy as an achievement of Monday’s day of diplomacy and a critical step in ending the war, writing that he had already begun making arrangements for their summit as well as a subsequent trilateral meeting involving Putin, Zelenskyy and himself.

But Russian state news media barely mentioned the possible meeting between Putin and Zelenskyy in coverage of Monday’s talks. And Russia’s foreign minister, Sergey Lavrov, scoffed at the prospect Tuesday, saying in a television interview that while Russia was not against such a meeting in principle, “any contacts involving top officials should be prepared very carefully.”

On several crucial issues, a wide gulf remains between Zelenskyy and Putin after 3 1/2 years of war.

Trump and his envoy, Steve Witkoff, have suggested that Putin would agree to European troop deployments in Ukraine as part of a postwar security arrangement to dissuade future Russian attacks, so long as Ukraine does not join NATO and the ground forces aren’t organized by the Western military alliance. Through its foreign ministry, Russia on Monday again denounced the idea of international troops patrolling Ukraine.

Russia has insisted on territorial concessions that Ukraine has refused. Ukraine has insisted on a ceasefire that Russia has refused, as recently as Friday when Putin met with Trump in Alaska.

And while Zelenskyy said Ukraine would purchase $90 billion in American weapons through Europe as part of the security guarantees, he left the White House without a formal agreement toward peace.

Why Zelenskyy and European leaders are still pushing for a ceasefire in Ukraine

In the public portions of their meeting with President Donald Trump on Monday, President Volodymyr Zelenskyy of Ukraine and other European leaders made a concerted effort to project solidarity with Trump’s negotiating position in talks with Russia over ending the war in Ukraine. One issue was an exception: whether any route to a peace deal must be preceded by a ceasefire. Last week, Trump agreed with European leaders that no negotiations could begin in earnest without first halting the fighting in Ukraine. But after meeting President Vladimir Putin of Russia on Friday in Alaska, Trump dropped his support for that idea, essentially adopting Putin’s position. European leaders say that is a mistake. At the start of one meeting with Trump on Monday, Friedrich Merz, the German chancellor, put it bluntly. “I can’t imagine the next meeting will take place without a ceasefire,” Merz said, referring to hopes that Putin and Zelenskyy may meet. “So let’s work on that and let’s try to put pressure on Russia.”

Merz repeated the position to reporters at the start of a news conference after the meeting: “A genuine negotiation

can only take place at a summit in which Ukraine itself participates,” he said. “Such a summit is only conceivable if the guns fall silent. I reiterated this demand today.”

Why are Merz and his counterparts so insistent on a ceasefire? There are several reasons, some obvious. They want the killing to stop, including the mounting civilian death toll. Such pauses have historically provided crucial trust and stability that allow genuine peace negotiations to begin.

But in the case of Ukraine, a ceasefire would also change the balance of power. Russia is currently making slow, but appreciable, gains on the battlefield, taking steadily more Ukrainian territory. That gives Putin an advantage when it comes to the terms of a peace deal, including, likely, decisions about ceding some portions of Ukraine to Russia.

A ceasefire would stop that Russian momentum, allow Ukraine’s army time to regroup and rearm, and change the dynamics of the peace talks.

Israel is in talks to send Gazans to South Sudan, officials say

For months, Israeli officials have spoken in increasingly strident tones about wanting Palestinians to leave the Gaza Strip en masse. Now, a potential destination being discussed is the impoverished, wartorn African nation of South Sudan, part of the broader Israeli push for wholesale emigration from the devastated enclave.

Unable to find countries willing to accept large numbers of Gaza refugees from the nearly two-year Israeli campaign against Hamas, Israel has held talks with South Sudan on taking them, according to officials and people briefed on the discussions.

Critics argue that forcibly and permanently removing Palestinians in Gaza from the enclave would amount to ethnic cleansing and a war crime. Noting some Israeli leaders’ hope to conquer Gaza and build Jewish settlements there, they have questioned whether Israel’s long-term vision is merely resettlement or expulsion.

Israeli officials have labeled their policy “voluntary migration,” framing it as a humanitarian move to allow Palestinians who wish to depart to freely do so. Last week, Prime Minister Benjamin Netanyahu said Israel was not “pushing out” people in Gaza, but did not say whether they would be allowed to return after the war with Hamas.

South Sudan has publicly denied any involvement. But senior South Sudanese officials have privately discussed the contentious possibility with Israeli officials, according to three Middle Eastern officials and one South Sudanese official briefed on the talks, as well as a lobbyist for the South Sudanese government.

The talks between Israel and South Sudan have yet to see a breakthrough, said the five people, four of whom spoke on condition of anonymity to divulge sensi -

tive details. Nonetheless, they play to the interests of both sides: Israeli officials hope as many Palestinians as possible will leave Gaza, while South Sudan wants to curry favor with President Donald Trump.

In February, Trump endorsed in principle the removal of Gaza’s roughly 2 million people. He later appeared to move on from the idea, after Arab allies like Egypt and Jordan objected fiercely to it, but he never fully renounced it.

While Netanyahu has been more restrained in his public comments, his far-right allies — who support perpetual Israeli rule in Gaza — have enthusiastically embraced the call for Palestinians to leave.

In May, Bezalel Smotrich, the Israeli finance minister, said people in Gaza would

hopefully soon be displaced “to third countries.” He also said last month that Gaza is “an inseparable part of the land of Israel.”

Gila Gamliel, a minister in Israel’s security cabinet, said in a televised interview that “1,700,000 Palestinians should leave the Gaza Strip.” A less prominent government minister, Amichay Eliyahu, said approvingly last month that Israel was “driving out the population” of Gaza, a position that the prime minister’s office distanced itself from.

Many modern wars have seen millions of refugees flee to neighboring countries. But the vast majority of people in Gaza have no way out of the enclave. Egypt, which allowed tens of thousands to enter during the first nine months of the war, is no longer an option for most people. Other countries are focused on evacuating small numbers of the sick and wounded.

Since the Hamas-led attack on Oct. 7, 2023, that ignited the Gaza war, Israel has urged countries — particularly Egypt — to take in masses of Gaza refugees, but to no avail. Some nations have voiced the fear that Israel would block Palestinians from going back, making them permanent refugees — a fear shared by Palestinians themselves.

Human rights groups say what Israel labels “voluntary” migration would be anything but. The Israeli campaign against Hamas has razed much of the Gaza Strip, leaving most of its people displaced, hungry and impoverished, with little access to shelter, sanitation, water, health care or schools, and in constant fear for their lives.

More than 60,000 people have been killed in Israel’s campaign against Hamas, according to local health officials, who don’t say how many were combatants. The war began with the deadly Hamas-led attack, which killed 1,200 people, mostly civilians, and took about 250 as hostages.

At least some Palestinians say they would be willing to leave Gaza after nearly two years of hunger, fear and bombardment, though many of them also have searing family histories of fleeing or being expelled during the wars surrounding the creation of Israel in 1948, and never being allowed to return.

has also struggled with ethnic violence, famine and corruption since its inception in 2011. Palestinians might also find a wary reception in South Sudan, a largely Christian and animist nation that fought hard to gain independence from its largely Muslim and Arab neighbor, Sudan.

“I would leave Gaza to save my kids from this horrible situation,” said Jalal alHoms, who is sheltering in a tent in southern Gaza with his wife and four children. “But to go to South Sudan? That we couldn’t accept.”

By working with Israel, South Sudan hopes Israeli officials will help lobby the Trump administration to lift a visa ban on its citizens, as well as remove an arms embargo and sanctions against Benjamin Bol Mel, the powerful vice president widely seen as the country’s possible next leader.

In April, the Trump administration revoked all visas for South Sudanese people to travel in the United States, after accusing South Sudan of refusing to move quickly to repatriate its citizens who were being deported. In July, South Sudan agreed to accept eight deportees from the United States, only one of them South Sudanese.

But taking in large numbers of people in Gaza would be a far more fraught course for the country. South Sudan is grappling with mounting political instability and deepening humanitarian crises.

The talks between Israel and South Sudan began this year, said Joseph Szlavik, the founder of a lobbying firm working with the government of South Sudan, who said he had discussed the subject with South Sudanese officials. The news of the talks between the two sides was first reported by The Associated Press.

But many would likely hesitate to head for wartorn South Sudan, which

South Sudan is considering the proposal, but its officials fear being left to shoulder the financial burden of taking care of a large number of Palestinian refugees, said Szlavik. “The South Sudanese are wondering who will pay,” he added.

On the South Sudanese side, Monday Semaya K. Kumba, the country’s foreign minister, has spoken with Israeli officials on the subject, the Middle Eastern and South Sudanese officials said.

South Sudan’s government spokesperson did not respond to a request for comment. South Sudan’s foreign ministry denied the talks with Israel, calling reports of them “baseless.”

The ‘troublemaker’ behind Netflix’s biggest gamble

When Netflix’s leaders gathered in Reykjavik, Iceland, for a company retreat in 2019, Brandon Riegg, the executive in charge of nonfiction programming, didn’t hold back.

The company, he told the 150 people gathered there, should stream live events. He pointed to Amazon’s sports deals with Major League Baseball and the NFL, and some hugely popular one-time spectacles.

“I think we need this,” he recently recalled saying at the meeting.

Riegg’s bosses didn’t hold back, either. The company’s top three executives at the time — Reed Hastings and Ted Sarandos, its co-chief executives, and Greg Peters, the chief operating officer — interrogated him: Why spend so much money and time on programming that would account for a small percentage of total viewing? Why invest in something anathema to on-demand viewing, Netflix’s core business? What would it really add?

“Usually you get one of them, or maybe two, weighing in on these debates,” Riegg said. “I was sword-fighting with the three of these guys.”

He’s not getting that treatment anymore.

Live programming is now a major priority at the streaming giant — and Riegg, 48, sits atop the effort, making him one of the mostwatched executives in the entertainment world. His growing corner of Netflix includes unscripted series, sports, documentary series, and efforts to integrate gaming technologies, which allow viewers to vote for winners of a show, into unscripted events. Together, he is helping to transform Netflix’s binge-on-your-own-time service into something more like the traditional broadcast networks, but on a global scale.

The audience for Netflix’s live boxing match last year between Jake Paul and Mike Tyson peaked at 38 million concurrent streams in the United States, making it the country’s mostwatched sporting event of 2024 after the Super Bowl. The company aired two NFL games on Christmas Day, both watched by millions of people, and will again this year. It has also paid $5 billion for a decade of rights to weekly WWE shows.

And there is much more to come. In September, Netflix will broadcast a fight between Canelo Álvarez and Terence Crawford; it will premiere a live version of “Star Search” in January, where viewers will be able to vote in real time; and has secured the U.S. rights to FIFA’s

Women’s World Cup for 2027.

“Brandon has been a troublemaker his whole time at Netflix,” Hastings, now the company’s chair, said in an email. “He was years ago trying to get us into live and into fights. As he nailed unscripted, I could no longer hold back his ambition for us. And darn him, he has been wildly successful. He was right; I was wrong. I love him for it.”

But Riegg’s strategy still comes with big risks, firmly inserting the streaming giant into the cutthroat, competitive world of sports rights.

Those spectacles can produce outsize results: It is the one type of programming where subscribers will tolerate commercials, producing millions in advertising revenue. But sports rights are hugely expensive — and the company hasn’t fully overcome the technical issues required to seamlessly stream live shows to its 300 million subscribers around the world.

Some of these issues swirled in Riegg’s brain on a recent Friday, in the hours before the latest Netflix boxing match, a second rematch between Katie Taylor and Amanda Serrano.

The fight didn’t have the prefight buzz that came with the Tyson-Paul match, though many fans were hoping Serrano could pull off an upset after losing twice to Taylor. But it was the first time an all-female fight card had been presented to Netflix audiences live around the world.

Riegg approached the on-air analysts, Laila Ali and Kate Scott, inside Madison Square Garden as they ran through a final rehearsal.

“Like I said at the weigh-in, this is just the beginning,” said Ali, referring to the magnitude of this event for the female boxing community. “I almost want Amanda to win once, you know what I mean.”

Riegg knew exactly what she meant. Like other top entertainment executives, he understands that good television is all about good storytelling. A win for Serrano would mean the underdog had triumphed, and the crowd would be ecstatic.

Hollywood beckons

After graduating from University of Pennsylvania, Riegg moved to Los Angeles with hopes of working in feature films. Yet his resume reads more as a timeline tracking the proliferation of reality programming.

He worked with Mark Burnett, the producer of “Survivor,” on a show called “Boarding House: North Shore.” He then moved to VH1, finding success with the celebrity reality shows “Breaking Bonaduce” and “The Surreal Life.”

“These were not the shows my parents were bragging to their friends about,” he said.

Yet he credits those shows, “Bonaduce” specifically, with elevating his name around the industry. “It was pretty groundbreaking at the time,” he said. “No one had ever done an unvarnished, unfiltered follow doc about a celebrity before.”

Riegg then moved over to ABC, where he was responsible for “Dancing With the Stars” and “Extreme Makeover: Home Edition.” In 2010, he jumped to NBC, overseeing “Biggest Loser,” “American Ninja Warrior” and “America’s Got Talent.” He spent his summers in New York during Howard Stern’s time on the talent competition show, serving as the shock jock’s main point of contact with the network.

“He showed great success at dealing with talent, and I think that’s when he got the confidence,” said Alan Braun, the head of unscripted television at Creative Artists Agency. “That was a big job for him because that is such an important franchise at NBC.”

Bela Bajaria, then the vice president of content for Netflix and now its chief content officer, hired him in 2016, when the streaming giant was just dipping its toe into unscripted content. Riegg was given pretty much free rein.

“It was like I showed up at the Netflix mansion and Ted walked me down the hallway, opened a door into a totally empty room and said, ‘Here you go,’” Riegg said, referring to Sarandos. “That is exhilarating to hear, but also terrifying.”

Lightning in a bottle?

At Netflix, the first show Riegg released was a reboot of “Queer Eye,” now completing its 10th and final season. He also debuted two successful cooking shows: “Nailed It” and “Sugar Rush,” proving that a variety of unscripted content can succeed on the service.

“They all blew way past any projection of

what any unscripted show could do,” he said.

But the biggest gamble he ever took, he said, was starting a reality show spinoff of the South Korean drama “Squid Game,” a global phenomenon and the company’s most popular series ever. No entertainment company had successfully created a reality show based on one of its scripted shows. If his show failed, it could mar one of Netflix’s crown jewels. But if he got it right, the show could possibly open up a new world of reality programming.

“This is either going to destroy both our careers or it’s going to be a huge success,” Stephen Lambert, the producer of the reality show, “Squid Game: The Challenge,” recalled Riegg telling him.

The show wound up costing $40 million, one of the most expensive reality television shows ever. But viewers showed up in droves to watch 456 contestants play for $4.56 million. And it generated renewed interest in the scripted “Squid Game” before its next season.

Season 2 of the competition series will debut in November, and a third season has already been ordered. Netflix will try to replicate that success with two upcoming shows: “Monopoly,” and “Willy Wonka: The Golden Ticket.”

“I don’t know if we got lightning in a bottle, or if we actually cracked a little bit of the code,” Riegg said. “Time will tell.”

Avoiding a ‘Westside’

A common refrain inside Netflix is, “If you’re not failing, you’re not trying.” Riegg’s biggest failure in his nine-year tenure, the show “Westside,” has become something of an urban legend within the company.

The show, released in 2018, tracked the lives of nine struggling musicians in Los Angeles. Riegg describes it as “The Hills” meets “Cop Rock,” with contestants breaking into song when their emotions overtake them.

The show attracted so few viewers that Riegg initially thought it wasn’t appearing on the service. He spent hours on the phone with the product team questioning the company’s technology. That wasn’t the problem.

Hastings sent Riegg and his team the meager viewership figures with a note that simply read, “Ouch!”

Today the show’s name is shorthand for a flop. Riegg said Sarandos, the company’s cochief executive, often quips: “At least it’s not a ‘Westside.’ ”

No one thinks that Riegg’s deals for live programming will result in another “Westside.” But the stakes, and dollars involved, are much higher — particularly as the company weighs how deeply to invest in sports rights. Riegg insists it is a necessary risk for Netflix to add a robust new aspect to its programming with spectacles that bring viewers together en masse.

No pets left behind: How a dog’s hurricane rescue changed Florida law

Hurricane Milton was barreling toward Florida last October when the emergency call came in about a dog that was stuck in rising waters.

Florida Highway Patrol troopers like Orlando Morales were looking out for crashes as residents scrambled to evacuate from the hurricane, a rapidly intensifying Category 5 storm.

When Morales responded, he was skeptical that it could be true. But then, in the distance off Interstate 75 near Tampa, he spotted the dog’s head sticking out from the flooding terrain. Along a grassy field, he pulled his cruiser over and approached the trembling bull terrier as rain poured down.

“It’s OK buddy, it’s OK,” Morales said in a gentle tone to the growling dog, according to police video.

“I don’t blame you. It’s OK,” he continued, before he brought the dog to the safety of his cruiser.

Nearly a year later, the dog, a bull terrier who was named Trooper after his savior, has been thriving in his new home in suburban Parkland, Florida, with Frank and Carla Spina and his adoptive sister, Dallas, who is of the same breed. On weekends, Trooper and Dallas enjoy chowing down on scrambled eggs.

Trooper’s story has inspired a new Florida law that makes restraining and abandoning pets during a natural disaster a felony.

The terrier with dark brown ears, whose breed may be best known for Bullseye, the mascot in Target ads, has also been recognized by city officials in Parkland as the “top dog” there, and residents instantly recognize him when he’s out and about.

“He is great, absolutely fantastic,” Frank Spina said in a recent interview from his home, as Trooper lazily lounged next to him on a beige sofa — his favorite spot — while nudging him

with his nose to be petted.

‘I was in disbelief.’

At first, Morales thought the call about a tethered dog on the side of the road was bogus, but he decided to investigate anyway.

“I had seen the head pop up from a distance from the interstate,” he recalled in an interview.

“I was in disbelief,” he added. “There is legitimately a dog right here,” he recalled thinking.

Morales said Trooper “seemed scared, nervous and angry at the same time.” He was in standing water, and his collar appeared to have gotten caught in a fence, Morales said.

“It was heartwarming” to get to save him, Morales said, “but it was also upsetting to see a dog in that type of condition in that environment, especially as a Category 5 was approaching.”

Morales has his own rescue dog at home, so he knew what to do.

“I tried to get on his level, calm him down and just take as much time as needed,” Morales said.

The trooper used a makeshift leash and eventually led the dog back to his cruiser, where there was a blanket waiting for him.

“He willingly went ahead and walked in,” he said.

Morales took the dog to the Hillsborough County animal shelter to be checked out. He later drove him to the Leon County Humane Society in Tallahassee, where Trooper was placed in foster care and put up for adoption.

His previous owner was charged with animal cruelty.

The Florida Highway Patrol shared the dog’s story on its social media accounts, urging residents, “Do NOT do this to your pets please.” Within days, on Oct. 15, his owner was charged aggravated animal cruelty.

Giovanny Aldama Garcia, 24, of Ruskin, Florida, admitted to abandoning the dog, according to Suzy Lopez, the state attorney for Florida’s 13th Judicial Circuit.

Garcia told investigators that he was driving to Georgia to escape the hurricane, but left his dog, whom he called Jumbo, on the side of the road “because he couldn’t find anyone to pick the dog up,” Lopez said.

A lawyer for Garcia, J. Tony Lopez Mora, said his client “denies that there was any case of animal cruelty and the case is set for trial later this year.”

If convicted, Garcia faces up to five years in prison. He was released from jail on a $2,500 bond, and his next court hearing is Sept. 17.

Now, Trooper is thriving in Parkland.

Frank and Carla Spina, a trial lawyer and hospital executive, knew they were smitten when they came across Trooper’s rescue story.

The couple had been raising bull terriers since 1992, and they thought Trooper bore a striking resemblance to Diesel, their 16-year-old bull terrier, who died in 2024.

“We need to get him,” Frank Spina recalled telling his wife. “Diesel is sending us to get him.”

They inquired about the dog, and in November the Spinas welcomed Trooper to their family, where he would live alongside Dallas, who is 8. She was rescued in Texas in 2019.

When Trooper arrived, he was in rough shape, the couple said, with his legs stained brown from living in dirt. He also appeared thinner than he should have been, Frank Spina, 62, recalled in an interview.

‘Trooper’s Law’ penalizes the abandonment of dogs in natural disasters.

In May of this year, Gov. Ron DeSantis signed Florida Senate Bill 150, which makes it a third-degree felony to restrain and abandon a dog outdoors “during a declared natural disaster or at any time” when a mandatory or voluntary evacuation order is in effect.

Animal rights supporters hailed the bill, which was paired with another animal protection measure that increases penalties for animal cruelty.

‘Parkland’s top dog’ eats scrambled eggs and vacations at Universal.

These days, Trooper enjoys a life of leisure, often lounging on a beige sofa in a cool home office where he watches TV.

“This is his couch,” Frank Spina said as the dog splayed out at his side while looking up at him. “This is where he loves to be.”

Trooper has two beds in crates at the residence.

“He needs safe spaces,” Frank Spina said.

Daily meals include kibble and sweet potato. Weekends call for scrambled eggs.

“He only drinks filtered water,” Frank Spina said of Trooper, who went on his first vacation to Universal Orlando Resort in April. “He is doing great, and he’s got his sister.”

In Parkland, Trooper is a celebrity.

City officials there formally recognized him in February, presenting him and his owners with a bandanna and wristbands that read “We love Trooper” and “Parkland’s Top Dog.”

The

Juncos wins Game 2 to even Double A baseball finals

The Juncos Mulos defeated the Patillas Leones 2-0 on Monday at Mariano “Niní” Meaux Stadium in Juncos to even the Double A Superior Baseball League 2025 Brava Lubricants Final Series at a game apiece.

Mulos ace Rubén Ramírez went the distance and looked in complete control, striking out five, allowing four hits and issuing only one walk to earn the win. Jeffrey Domínguez was the only Patillas batter to hit safely more than once, collecting two of his team’s four hits.

After 20 consecutive scoreless innings against the Leones this year, the Mulos broke the long streak in the bottom of the third inning, when a single by Luis Román drove in the only two runs of the game.

The runs were charged to right-hander Luis Ayala, who allowed four hits in seven innings and took the loss.

Juncos finished with five hits, led by Román, Joel Fuentes, Aldo Méndez, Jan Rivera and Dereck Matta.

The series continues Friday at 8 p.m. with the third game at Francisco “Paquito” Montaner Stadium in Ponce, to kick off a three-game weekend.

Another gold medal for PR at Junior Pan Am Games

Edmarie León of Puerto Rico claimed the gold medal on Monday in the women’s singles table tennis tournament at the II Asunción 2025 Junior Pan American Games in Paraguay.

León defeated Canada’s Natalie Chan in four straight sets in the final (11-6, 11-2, 11-5, 11-8).

With the gold medal, León earned her third medal at Asunción 2025, following

the silver she won in women’s doubles with Kristal Meléndez and the bronze in mixed doubles with Steven Moreno.

In the men’s singles tournament, Puerto Rico’s Steven Moreno secured the bronze medal after losing in the semifinals to Nandan Naresh (USA), closing out his individual campaign with two medals: singles bronze and mixed doubles bronze with León.

At the end of Monday’s competition, Puerto Rico had 12 medals at Asunción 2025. Gold
