Hungerford Round Table chairman Roger Ballard says this year’s carnival theme will be cartoon characters.

Carnival judging will be from 5pm onwards

with the procession at 6pm following on to a party on the Croft Green from 7pm until 11pm.

t John’s School, Marlborough’s Headteacher Dr Patrick Hazlewood has announced that the official League Table published in The Times on Thursday 7 July shows St John’s as the highest scoring non-selective state school in the UK The school ranked 8th position in the National league tables, with an average points score of 34, and with 50% of students achieving the highest grades of 6 & 7. HUNGERFORD GOLFER IN MS CHARITY EVENT

O

n the 16 June Charles McPhail of Hungerford was one of nine senior golfers from Wrag Barn Golf Club who took part in a sponsored Golfathon in aid of the Multiple Sclerosis Resource Centre. The golfers, with an average age of 65, played a round of golf on three different courses in the same day, that is 54 holes and without the aid of a golf buggy. They hit the first ball at 6.00 am and finished their final round just before 8.00 pm. They were met by Alastair Hignell CBE the former England Rugby player and BBC commentator who is the patron of MSRC and was himself diagnosed with MS in 1999. The event has raised just in excess of £4000 for MSRC. MCRS is the nominated charity of Norman Jeffery the senior’s captain at Wrag Barn. -Norman Jeffery

Headteacher Dr Patrick Hazlewood is justifiably proud of this year’s students and of the staff who taught the two-year course.

“This is our third year of IB Diploma results and I am delighted that St John’s is now established as a successful IB school. We are expecting a very high intake of Sixth Form students studying the IB in September and we intend to improve on these excellent results, which are due to the high standards of teaching and learning at St John’s. As the “top” state school we are expecting to increase the number of IB students significantly.”

This year two students achieved the results they needed to get to Oxford, although one has decided to turn down the offer and take up a place at Southampton, and two students had results in the top 5% worldwide, including Rachel Butler who follows on the heels of her brother Stephen who two years ago achieved similar success at St John’s on the IB programme.

The students achieved an average of 34 points, an increase of 4 points from last year, and significantly higher than the average score internationally and all students achieved the minimum requirement of 24 points. Over 70% of the students are now expected to get into their first choice university.

The IB Diploma is an increasingly popular alternative to ALevels. During the two-year course students have to study six subjects from a wide range of options, three at Higher Level (similar to full A Level) and three at Standard Level (similar to AS Level). The students also have to complete an extended essay on a research question in an area of their own interest, helping to prepare them for the self-directed study expected at university and complete 150 hours of “Creativity, Action & Service”.

St John’s was the first state school in Wiltshire to offer the IB diploma, the international alternative to A-levels, and this is the third group of IB students to complete their two-year course. Results are issued six weeks before the A-level results and students gathered to open their results at St John’s on 6th July with Headteacher Dr Patrick Hazlewood, IB Coordinator Gary Paterson and many of the staff who have taught the IB course over the last two years.

Dr Hazlewood congratulated the students on completing their two years of study and wished them every success for the future.

Recent research published by the IBO has shown that IB students are more likely to gain a place at a top university and go on to highly paid careers than their contemporaries taking alternative examinations. And research commissioned by ACS has shown that the IB Diploma is more highly regarded by university admissions officers than other examination systems. -K. Hunter

THE PHONE-HACKING ROW

fter 65 unbroken years of investigative journalism, mainly in highly sensitive fields, my considered views on the current phone-hacking scandal, centred on the now extinct News of the World, may be of interest to Adviser readers.

It has been widely stated in Parliament and, especially in TV programmes, that the successive Editors of the News of the World must have known that some of their reporters were routinely hacking into private phones to secure sensitive information. During the 33 years I operated for the Daily Express I secured scores of scoops revealing secret information which caused uproar in Parliament and in Whitehall, as confirmed by recently released Cabinet Papers describing the efforts made to identify my sources. Yet not one of the nine Editors I served ever asked me how or from whom I had obtained my information. Neither did my proprietor, Lord Beaverbrook, with whom I was on personally friendly terms. Perhaps they assumed that I would not tell them anyway, as was certainly the case.

Of course, my Fleet Street days were before the advent of the mobile phone which has made hacking by journalists possible. Would I have used it had it been available? Certainly not on private individuals, with whom I had little journalistic concern anyway. Nor do I think I would have risked hacking the telephone of a politician or civil servant who were my prime sources of information. To survive the hazards of dealing with such people, most of whom were protected by the Official Secrets Acts, I was always conscious of the danger of putting my head on a block. It was much easier and more civilised to take my targets out to a good lunch in a fine restaurant and induce them to talk man-to-man. (They were all men. The few women who knew any secrets in those days were clams.)

Readers may wonder why such people risked being in my company. I often wondered so myself but come they did. Perhaps they were aware, as I was, that they were so senior and distinguished that no ensuing inquiry which would reveal their names was likely because it would be too damaging to the government of the day,

In fairness, I would have been justified in hacking into the telephones of Whitehall officials because they hacked into mine for years, as some of them warned me after they had retired. In fact, my home phones were ‘bugged and tapped’ meaning that the MI5 could record conversations in any of my rooms where there was a telephone, including bedrooms.

As permits for such intrusions have to be signed by politicians, I am not impressed by their holierthan-thou stance when others hack.

The News of the World furore has now involved alleged bribery of the police and on that I can shed some light, recalling a fascinating lunch I gave to the late Sir Robert Mark, who was Commissioner of the Metropolitan Police from 1972-77. He told me of his shock at discovering that financial corruption, in the form of regular bribes being taken from established criminals, was rife in Scotland Yard. His greatest dismay, however, arose from the advice given to him by some of his senior colleagues who were not corrupt themselves.

They argued that, in the event of public prosecutions of corrupt officials, the damage to the reputation and morale of the police in general would be so great that allowing bribery to continue would be preferable!

True to form, Sir Robert ignored their advice and some corrupt senior officers were prosecuted and jailed. Sadly, it would seem from reports, the payment of police officers by News of The World journalists may have continued.

The practice which I find more reprehensible than hacking is the sending out of investigators who assume a false identity to induce some well-known target to say things in confidence which are being, surreptitiously, recorded in sound and on camera and then screened world-wide. There used to be a punishable offence called ‘false pretences’.

hroughout July as part of Hadcaf (Hungerford and District Community Arts Festival) Styles Silver in Bridge Street are having an exhibition of over 40 Contemporary Designer Silversmiths. These include some local talent; Wallis Lavery from Hungerford, Zoe Watts from Wootton Bassett, Sian Matthews from Manton and Jenny Edge from Abingdon. There is also work from some of the most highly respected silversmiths currently working in the UK – Malcolm Appleby, Brett Payne, Ndidi Ekubia amongst them and several up and coming youngsters just starting out. Many of them have their work in several different royal collections, at 10 Downing Street, the Victoria and Albert and other museums and major private collections around the world.

At the launch evening on Monday 4th July George Styles spoke to a sell out audience about those exhibiting and silversmith Wallis Lavery held a discussion group about the more technical side of the craft. The exhibition runs until Saturday 30th July, closed on Sundays.

he question as to how Hungerford would like to celebrate our Queen’s jubilee next year is being asked by Hungerford’s mayor, Cr Martin Crane.

Cr Crane this week asked The Adviser to put the question to the people.

The council’s finance and general purposes committee was told on Monday by deputy mayor Cr Rupert Thompson that the town should begin to prepare for the jubilee and get organisations such as Hungerford Chamber of Commerce involved.

A street party, mugs for schools, and a public work of art were among early suggestions.

THREE SWANS COMMENT HUNGERFORD WELCOME Dear Ben SIGNS Hungerford Town Council’s highways and transport committee Thank you for letting me know about the planning application by the Three Swans for an outside seating area. I have to say that I was sorry to hear that the Town Council voted against it.

Outside seating is becoming very popular on market town high streets. Marlborough has a number and it is obvious from these and others I have seen that they encourage people to slow down and actually look in the shop windows rather than simply dashing from one place to another. They also add some character to the High Street and I cannot see how one outside the Three Swans would cause too many problems. It would only be operating in good weather and this is when the majority of tourists are in Hungerford. As previously mentioned, Marlborough and most other market towns have them and they are usually very busy. The Three Swans is a decent hotel that should be supported.

I hope the Three Swans appeal the Council’s decision.

They have my vote.

CLAIRE PERRY MP ASKS MINISTERS TO HELP PROTECT THE RIVER KENNET

Claire Perry, MP for the Devizes Constituency met, Richard Benyon, Minister for the Natural Environment and Fisheries and pressed him to provide more protection for vulnerable chalk streams such as the River Kennet as he prepares the Water White Paper, due for publication later this year.

Speaking after the meeting Claire said: “Today I met Richard Benyon to discuss the content of the Water White Paper due out later this year. I am very keen that any new policies address problems like over-abstraction that are really harming the Kennet – a valuable but vulnerable chalk stream. The current drought is only one of the problems this special habitat is facing and it is imperative that we sort out our long term usage of these wonderful assets. I am pleased that Richard, who also has part of the River Kennet in his Constituency of Newbury, promised to look at all options to help protect our chalk streams and rivers”.

And as the dry spell continues there is increasing concern at the levels of all the area’s streams.

NATIONAL RECOGNITION FOR JOG

Hungerford’s John O’Gaunt Community Technology College has received national recognition, headtechaer, Neil Spurdell reports in the school’s magazine.

Mr Spurdell said: “It is extremely important that the school is recognised within the community and has the support from Hungerford locals in particular, but recently, we received national recognition for the improvements that we have made at John O’Gaunt. On the strength of last year’s GCSE results, we can now proudly boast to be the most improved secondary school in the South East from 2009 - 2010 and, perhaps even more impressively, the most improved school covering an even greater region over the period 2007-2010.

This is testament to the hard work of the students and staff we have within the school and having made such enormous strides, we are determined to maintain and build upon the levels we have reached”.

ANZAC MEMORIAL SERVICE AT SUTTON VENY

More than 100 people attended the annual ANZAC remembrance service and wreath laying at St John The Evangelist, Sutton Veny on Sunday.

Buried in the churchyard are 142 Australian and New Zealand servicemen and two nurses who died of wounds or influenza in the First World War. The Australian High Commision was represented by Col. John Hutcheson AM and the War Graves Commission by West country representative Mr Richard Brown. London Legacy was represented by its honorary secretary Simon Gleinig. At a special luncheon before the service, Mr Gleinig was presented with a cheque for £150 by the chairman of the West country Branch of the BritainAustralia Society Richard Pavitt who had just been re-elected at the branch’s annual meeting.

Rock Cafe to help cover ongoing costs. The cafe is a youth drop-in club providing a musical environment. Sue De costa told the last chamber of commerce meeting th cafe was due to lose government funding through spending cuts.

A WINNING WEIGH WITH ‘GRANDAD’!

The recent win for Aldbourne Band at the West of England Cham-

pionships led their new Musical Director ‘Grandad’ Johnson to make an unusual pledge. To help raise funds for the Band to reach the National Finals at Cheltenham on Sunday 24th September he has embarked upon a sponsored weight loss programme. At the Band’s AGM in March there was a ceremonial ‘Weigh In’ at which a second Band Member Robert Dodds - known as Doddy also jumped on the scales to join in the fund raising.

Grandad was the light weight at 18st 11 lbs with Doddy weighing in at 20st 12 lbs. They aim to lose at least 4 st between them The final weigh in will be held at the September Pond Concert on Sunday 4th and sponsorship monies collected in time for the National Finals. Sponsorship forms available at the Vive La France Concert on 7th May and at the first Pond Concert in Aldbourne on Sunday 5th June.

18.5.11 MARLBOROUGH FLYPOSTING OUTBREAK The last Marlborough Town Council meeting was told of a flyposting outbreak in the town.

Cr Castle said private and council properties were involved and the paste used made the literature difficult to remove.

Cr Fogg said flyposting was illegal and the council agreed to write a stern letter to the holders of the events.

World Web News STUDENTS REACH ENGLAND FINAL OF DEBATE COMPETITION After a successful day in Taunton at the West of England Finals of the Schools Mace competition, the oldest national debating competition in the UK, two St John’s students are now looking forward to competing in the England Finals on Friday evening.

The two St John’s Sixth Formers, James Pitts, 16, and Emmie Price-Goodfellow, 17, reached the final having beaten 17 other schools in the West of England competition on 19th March. The pair will now compete in debates against five other English schools at the National Finals this Friday 1st April in London.

The competition is run by the ESU, the English Speaking Union, and is open to students from secondary schools across the country. The debating competition enables participants to gain valuable skills and knowledge, and former winners have gone on to become MPs, senior lawyers, prominent scientists and captains of industry.

Debating and Court Competition clubs at St John’s are run by Law & English teacher Dr Leslie Spencer and offer a chance for students to develop their confidence and public speaking skills.

At the regional final the judges said that it was the team’s clear structure, strong definition, superb oratory skills and good knowledge that enabled them to triumph over the other schools. The winning debate which the St John’s team argued in favour of was “This house would abandon Britain’s nuclear weapons programme”. As Emmie explained “This is a subject on which James knows rather a lot, and one of the judges later referred to him as a ‘nuclear geek’, so we were confident that we knew what we talking about. The opposition, unfortunately for them but fortunately for us, didn’t seem to have such deep subject knowledge, and so our arguments about nuclear war being unethical and unnecessary in a modern age stood up well, whilst their arguments about the nuclear programme being a deterrent and aiding the economy did not”.

The winner of the National Final will go on to compete in the ESU’s International Final, this year to be held in Dublin.

PROGRESSIVE TOWN HALL PLANS FOR PUBLIC CONSULTATION Marlborough Town Council’s progressive plans to refurbish the Town Hall will go to public consultation in May. About 50 people at the annual parish meeting on Monday heard heated debate on the plans which are expected to cost about £1m.

The meeting earlier heard an outline of the plans from Property committee chairman Cr Guy Loosmore.

He outlined the plan to make the town hall a proper community centre with conference facilities and the ability to attract substantial income.

He stressed that the work would be a long-term investment.

Work is already well under way on various aspects, the main being the disabled persons’ access and facilities.

A large theatre screen has been established in the hall and the first public showing will be the royal wedding on April 29.

CANAL PROJECT COMPLETED ON TIME AND ON BUDGET

The Borough of Hungerford and British Waterways held a reception on April 7 to celebrate completion of environmental restoration work to Kennet and Avon Canal banks from Wire Lock to Highclose.

The reception was given by Constable Mr Greg Furr and trustees of the Town and Manor and Mr Mark Stephens, manager of British waterways.

24.3.11 CLAIRE PERRY WELCOMES A BUDGET FOR GROWTH, JOBS AND FAMILIES Today Claire Perry, MP for the Devizes Constituency, welcomed the Government’s Budget which will reform the economy to support jobs and growth and help families with the cost of living – including an immediate cut in fuel duty.

Key measures in the Budget to boost growth include: Tax cuts for businesses and entrepreneurs Scrapping burdensome regulations and red tape Radical reform of the planning system New investment in science and innovation Lots more real support for young people with additional apprenticeships and work experience To help families facing the rising cost of living, the Budget also will: Immediately cut fuel duty by 1 pence per litre and delay April’s inflation rise in duty to next January. This means fuel duty will be 6 pence less by the end of next week than it would have been under Labour.

Introduce a Fair Fuel Stabiliser that taxes oil companies more to stop rises in fuel duty Increase the Personal Allowance from by a further £630 from April 2012. That’s another real increase of £48 extra per year, or £126 in cash terms. Together with this year’s rise, that means a total of £326 extra each year for those working hard to support their families. And it means, just ten months into office, this Coalition Government has taken 1.1 million low paid people out of tax altogether.

Welcoming the Budget, Claire Perry MP said: “Last year’s Emergency Budget brought Britain back from the brink of bankruptcy. The Government is right to stick to the plan to get Britain living within her means and this year’s Budget sets out plans to back enterprise and get Britain making things again. By cutting fuel duty immediately and cutting income tax for millions, the Chancellor has done what he can to help families now. This Budget has put fuel into the tank of our economy.”

The walk will be starting at The Red Lion Public House, Avebury (SN8 1RF) taking in Hackpen Hill, Barbury Castle, Ogbourne Downs, Liddington Castle and finishing at the Bishopstone Village Hall (SN6 8PH).

The Rotary Club of Swindon Thamesdown organise the event completely free of charge to the participants. The walkers can raise money for the charity of their choice.

Those taking part are asked to gather at the, Bishopstone Village Hall, from 8.00 p.m. onwards, where parking has been arranged.

At 9.30pm transport will be provided to the Red Lion at Avebury from which the walk will commence at 11.00pm. The club provides marshals points, refreshment stops, First Aiders and support vehicles for those who are unable to complete the event.

At the finishing point at the Bishopstone Village Hall will be open to welcome the walkers with a hearty breakfast and hot drinks at a reasonable cost.

A presentation night will take place at 7.30pm on Tuesday 19th July 2011 at the Holiday Inn, Swindon (SN3 6AQ) where all cheque’s will be presented to the various charities.
