This project includes new construction, repairs, and upgrades to various fueling facilities at the North POL, South POL, and Fueling Ramp areas. Work at North POL includes the new construction of an automated inbound receipt filtration system with covered canopy structure, alarm and control panels, and emergency eyewash/shower station. Work at South POL includes replacement of the existing issue pumps, issue filter separators, receipt filter separators, issue venturi, thermal relief valves, and piping as needed to provide a 2,400 gallons-per-minute (GPM) issue and 1,200 GPM receipt system in Pumphouse Alpha. Alpha Parking Apron Work Elements includes replacement of 21 hydrant pits and associated apron pavement.

REPLACE SUBSEA PIPELINE

This design-bid-build construction project included replacing the subsea line with a new 6-inch-diameter, Schedule 80 carbon steel system. This project required an engineering design and subsea survey of the seafloor to map existing abandoned pipelines in the area. The new system required a coating system, a new cathodic protection system, replacement of the Pipeline End Manifold (PLEM) assembly, and provided suction piles as subsea PLEM support. The pipeline was installed via horizontal directional drilling (HDD) and drilled approximately 1,500 lineal feet to proposed PLEM location. It was a highly complex project performed in a logistically challenging location. The project included avoidance and mitigation measures to ensure that onshore construction activities would not adversely affect environmentally sensitive habitat or archaeological resources. Due to the limited access to the island, man camps were utilized.

As one of the tribally owned 8(a) small businesses managed under the Tepa Companies, Goshawk welcomes the opportunity to negotiate a sole source contract with the government. Under 13 Code of Federal Regulations (CFR) 124.506(b), sole source federal contracts may be awarded to tribally owned 8(a)certified small businesses for up to $25M (or $100M for DoD agencies) without justification and approval. This CFR provision exempts contracts to 8(a) companies owned by Indian or Alaska Native tribes from the competitive lower dollar limit thresholds of other 8(a) contracts.

The Paskenta Band of Nomlaki Indians is a federally recognized tribe based in Northern California, east of the Coastal Range in what is now known as Tehama and Glenn counties. The Tribe actively supports its members and surrounding residents through diversified business holdings and contributions to community organizations from the Paskenta Nomlaki Foundation.
