PINE RIDGE INDIAN RESERVATION, OGLALA, SOUTH DAKOTA

Originally constructed in 1938, the earthen dam was deemed unsafe after a 2019 flooding event, leading to the draining of Oglala Lake and the redirection of water around the spillway. Tepa is the prime contractor for the remediation of the Oglala Dam project, which includes the rehabilitation of the service spillway, emergency spillway, embankment dam, and outlet works at the dam.

Tepa was the prime contractor for this design-bid-build project. Our team worked with the U.S. Army Corps of Engineers Omaha District to upgrade Teller Dam. Modifications reduced the risk of dam failure from overtopping and left-abutment seepage. There were four primary areas of work: raising the embankment, secant cutoff wall, grout curtain, and the low water crossing.

DEMOLITION SITE PREPARATION, FLOOD RECOVERY

Tepa, under contract with the U.S. Army Corps of Engineers Omaha District, provided site demolition, earthwork, environmental remediation, utility installation, security fencing, roadways, and curbs and gutters as part of recovery efforts following major flood damage in 2019. The demolition included the complete removal of 41 buildings, aboveground and belowground fuel storage tanks, all utilities, roadways, parking lots, and security fencing. The scope also included the removal and disposal of contaminated soils considered hazardous waste due to lead levels.

Tepa provided construction and design services for this design-build contract. Our team provided all site preparation, earthwork, labor, materials, plants, and equipment to convert the mandatory frangibility zone from a wetland into a grass management area. The scope of work also included relocating a weir and reestablishing airfield approach lights.

STATIC DETONATION CHAMBER

Tepa worked with the Army Contracting Command and U.S. Army Corps of Engineers Huntsville District for the development of a 4-acre site for a new static detonation chamber. Construction included installation of site utilities; civil site improvements; new construction of two structures; construction of a 42-inch thick, 22,000-square-foot concrete mat foundation to support the facility; and the construction of a concrete/asphalt apron for forklift traffic.

Tepa provided construction services for this firm-fixed-price project to construct a 410-foot-wide by 770-foot-long ramp, designed to accommodate four helicopters side by side or moor up to 19 helicopters. The new ramp required the demolition of existing pavement, an asphalt taxiway, and fencing, followed by a site elevation increase of 15 feet. This project also included 160,000 cubic yards of excavation and dirt placement, 6,700 cubic yards of taxiway and airfield paving, and 1,400 tons of asphalt paving.

WASTEWATER TREATMENT PLANT

Tepa provided construction services to the National Park Service to replace wastewater infrastructure with a modern resilient treatment system designed to endure dynamic seasonal conditions and support long-term operational sustainability. The complex scope included, a headworks building with filter and bar screening, sludge processing building for both temporary and screw press sludge treatment and processing for haul-off, influent and effluent lift stations, chemical laboratory with programmable logic control over the entire plant, and a new dedicated 1200- and 800-Amp services for the plant.

TRIBALLY OWNED SMALL BUSINESS ADVANTAGE

Being tribally owned small businesses managed under Tepa, LLC gives the additional benefit of sole-source contract awards. Tepa's 8(a) small businesses welcome the opportunity to negotiate a sole-source contract with the government. Under 13 CFR 124.506(b), sole-source federal contracts may be awarded to tribally owned 8(a)-certified small businesses for up to $25M (or $100M for Department of Defense agencies) without justification and approval. This CFR provision exempts contracts to 8(a) companies owned by Indian or Alaska Native tribes from the competitive lower dollar limit thresholds of other 8(a) contracts.

The Paskenta Band of Nomlaki Indians is a federally recognized tribe based in Northern California, east of the Coastal Range in what is now known as Tehama and Glenn counties.
