Tepa - Weston Joint Venture (JV); a Small Business Administration (SBA)-certified 8(a), tribally owned Small Disadvantaged Business (SDB), and Indian Small Business Economic Enterprise (ISBEE), is a strategic collaboration between Tehama Technical Services, LLC (Tehama TS) and Weston Solutions, Inc. (Weston) under the SBA’s Mentor Protégé Program. Tepa - Weston JV leverages joint expertise and capabilities, providing a comprehensive range of environmental services supporting U.S. federal clients in addressing both historical and emerging requirements.
ABOUT US
Tepa, LLC’s (Tepa’s) Environment Business Unit is primarily supported by three companies and includes Tehama TS. Tehama TS is an 8(a)-certified, tribally owned SDB specializing in environmental services. All of Tepa’s environmental companies are wholly owned subsidiaries of Tepa and are owned by the Paskenta Band of Nomlaki Indians. Tepa oversees 21 companies with over 500 employees, providing comprehensive environmental, engineering, construction, industrial, and technology services globally. Since 2005, the Tepa Companies have completed more than 2,250 projects valued at $3B. Weston is a large, 100% employee-owned national environmental and infrastructure services firm with a 65+ year history serving government, industrial, and commercial clients. Weston has completed more than 9,000 projects valued at $9.5B over the past 20 years.
This newly formed JV partnership builds upon multiple projects performed together under prime and subcontractor relationships, as well as decades-long working relationships between several Tehama TS and Weston personnel. Camp Swift FUDS MEC Remedial Action MRSs 10, 12-15

Tehama TS received this directed award with Teaming Partner, Weston, for subcontract support to execute this Formerly Used Defense Site (FUDS) munitions and explosives of concern (MEC) remedial action (RA) project, which involves the completion of various tasks and deliverables for the Camp Swift FUDS munitions response sites (MRSs) 10, 12, 13, 14, and 15. Camp Swift is a 30,538-acre FUDS and is located approximately 20 miles east of Austin, Texas. The MRSs were used as the main artillery range and impact area/ buffer zone during World War II. The final remedy for the MRSs is Surface and Subsurface Removal of MEC to 1.5-feet (ft) below ground surface (bgs) using advanced geophysical classification (AGC) with Land Use Controls (LUCs). Primary project tasks include dynamic one-pass obtaining rights-of-entry, AGC surveys using SLAM for positioning, intrusive investigation (MOFB used near dwellings), site restoration, and implementing LUCs.

Tepa - Weston JV was awarded this directed award for the renewal of the Arizona Hazardous Waste Management Act (AHWMA) Permit for Munitions Treatment Facility at U.S. Army Garrison, Yuma Proving Ground (YPG) located in Arizona, Facility EPA ID No. AZ5213820991. The objective is for the issuance by the regulatory agency of a signed permit renewal, as the current permit expires 11 July 2027. This is a non-personal services contract to provide environmental support services for YPG. The tasks include air modeling with optional tasks to collect site-specific air samples for use in the model.

The objective is related to removal actions and recommendations for action related to off-base perfluorooctanesulfonic acid/perfluorooctanoic acid (PFOS/PFOA) contamination and migration at Portland Air National Guard Base (ANGB). The Tepa - Weston JV provided an independent assessment of site conditions, developed recommended approaches to mitigate off-base impacts to the Columbia Slough originating from on-base sources of PFAS contamination, and provided technical specifications for program planning and cost estimation purposes.

As an 8(a) SDB, Tepa - Weston JV welcomes the opportunity to negotiate a sole-source contract with the government. Under 13 Code of Federal Regulations (CFR) 124.506(b), sole-source federal contracts may be awarded to tribally owned 8(a)-certified small businesses for up to $25M or $100M for Department of Defense (DoD) agencies. This CFR provision exempts contracts to 8(a) companies owned by Indian or Alaska Native tribes from the competitive lower dollar limit thresholds of other 8(a) contracts.
