As 8(a) small businesses, we welcome the opportunity to negotiate a sole source contract with the government. Under 13 Code of Federal Regulations (CFR) 124.506(b), sole source federal contracts may be awarded to tribally owned 8(a)certified small businesses for up to $25M or $100M for Department of Defense (DoD) agencies. This CFR provision exempts contracts to 8(a) companies owned by Indian or Alaska Native tribes from the competitive lower dollar limit thresholds of other 8(a) contracts. This arrangement expedites delivery of the required services, reduces the workload demand on the government of executing another full acquisition process, and allows us to partner to optimize benefits to your organization.

SYSTEMATIC/STREAMLINED INITIAL ASSESSMENTS

Tehama utilizes proactive program-management geospatial dashboards to support federal clients in site identification and prioritization, systematic implementation, and providing site-specific and programmatic risk assessments. This approach allows federal clients to more rapidly and accurately streamline initial site assessments, capture current knowledge of historical and ongoing uses of perand polyfluoroalkyl substances (PFAS), and develop a critical path forward in their program’s approach.

DETAILED INVESTIGATION OF HISTORICAL AND CURRENT USES

Tehama has extensive experience conducting PFAS Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Preliminary Assessments (and equivalent evaluations under alternate regulatory programs), providing high-quality technical analyses and rapid determinations of whether a site has the potential for PFAS contamination. Our reputation for excellence is built on advanced data automation methods, real-time analytics, and Geographic Information System (GIS)-based decision tools that transform complex site history, current operations, and environmental datasets into actionable insights for decision making and regulatory compliance.

DEVELOPMENT/EXECUTION OF ENVIRONMENTAL SAMPLING STRATEGIES

Tehama ECS excels in developing and executing environmental sampling strategies that strictly adhere to state of the practice and federal clients’ sampling protocols, leveraging robust and evolving CSMs to guide targeted investigations and reduce site uncertainties.

Tehama has developed the most robust PFAS CSM program, providing hydrogeologic contaminant migration analysis utilizing Environmental Sequence Stratigraphy (ESS) at over 50 DoD installations. This expertise has supported DoD clients in synthesizing complex datasets, communicating site conditions, and supporting strategic decision-making throughout the project lifecycle.

STORAGE AND DISPOSAL COMPLIANCE

Tehama is a recognized leader in implementing the Environmental Protection Agency’s (EPA’s) storage and disposal guidance for PFAS-impacted materials, ensuring full compliance with Resource Conservation and Recovery Act (RCRA), Department of Transportation (DOT), and National Defense Authorization Act (NDAA) Section 343 requirements through rigorous documentation, certified packaging, and coordination with EPA regional off-site coordinators.

As the principal provider of technical services for both the Air Force Civil Engineering Center (AFCEC) and Air National Guard Readiness Center (ANGRC) PFAS Investigation and Response Programs since 2016, Tehama provides expert federal programmatic PFAS data management and technical solutions. Tehama developed the DoD’s largest and most comprehensive geospatial database of all PFAS investigation and response data across United States Air Force (USAF) Active/Reserve/Space, Air National Guard, and Base Realignment and Closure (BRAC), which is utilized for proactive program management, interpretation, reporting, and predictive analysis. Through centralized geospatial data management dashboards, Tehama provides federal clients with real-time and accurate data to efficiently reference and analyze PFAS data, greatly increasing situational awareness and effectiveness of strategy, planning, and response efforts. Tehama has developed multiple complex programmatic and installation-specific data dashboards to maintain over 20 million records, including PFAS site prioritization, investigation statuses and schedules, analytical chemistry, land use, response actions, treatment technology, compliance records, hydrogeologic parameters, well construction, site/location, and monitoring data. Data streams can evolve in real-time to meet new program requirements and strategic planning. Tehama’s innovative PFAS programmatic environmental data management technology has helped shift federal clients’ PFAS response from a reactive to a successful and efficient proactive management approach.
