Tangmere Celebrates 70 years of Queen Elizabeth’s reign 1952 - 2022

Well here we are at the 250th issue of the Tangmere News celebrating the Queens platinum Jubilee.

With an extra bank holiday extending the jubilee weekend, it is hoped that residents will have the opportunity to join in with the activities that are being held nationally and locally.

If you are planning on decorating your homes and having a Jubilee gathering/street party please take some photographs and email them in as we would like to organise an exhibition at the village day in September to display the village’s involvement in the Jubilee celebrations. If you have any stories about your jubilee experiences over the reign of the queen please send them in to. Our fun and friendly community Physiotherapist led exercise class successfully restarted in September and is proving very popular. Participants have enjoyed the opportunity of being together again. The class is designed to improve balance, fitness and overall well-being, as well as being enjoyable. We meet on Tuesdays @ 3:30pm and Fridays @ 10:30am in the main hall at Tangmere Village Centre.

Community Wardens Summer is almost on us, the nights are brighter, and we can look forward to our regular visits from The Red Arrows, courtesy of the festival of speed, I am please to report that currently the village has seen a reduction in ASB, this is great news, we continue to work behind the scenes to jump on issues quickly to stop further problems. We have been working closely with the Co Op to identify and visit some young shoplifters, visits have been mad to parents and bans from the store have been issued. Thankfully this is not common and hopefully early intervention will keep those youngsters involved on the correct path.

We are approaching the Queens Platinum Jubilee, Tangmere has lots of Gareth Jones things going on over that weekend, check out the Facebook page for further details.

We will be out and about over the weekend as well, if you see us say hi.

We are now running “Warden Surgeries” at the village centre once a month, you can pop down and talk about anything, or report any problems around the village. Everything is confidential, but we have access to a lot of agencies. Sometimes that problem that you don’t know how to Dawn White solve can be sorted with a single conversation. The surgery will operate between 5 and 6PM and the next date in June will be advertise on the Tangmere Facebook Page.

Orchard update We had a productive session in the orchard in March where we hoed around all the trees and then put strimmer guards around most of them.

Of course, they fitted the smaller trees with a thinner trunk but wouldn’t go round the bigger trunks. Until I had the bright idea that if we put two together, we could make a bigger one to fit round the largest of the trunks.

Many thanks to Claire for turning out to help. It’s always good to have help in the orchard and the opportunity to chat to someone new.

The vine is looking much better now after its severe pruning.

Let’s just hope the year does not continue to be quite so dry as it has been lately.

Classic Coronation Chicken Salad

Serves: 4

Prep time: 30-40mins

The original recipe was created by Constance Spry for Queen Elizabeth’s Coronation in 1953.

It was a very quick and easy way of turning a cooked chicken into an interesting salad but sadly was often adulterated and had many odd ingredients added. Here is a light and simple version more like the original.

Ingredients: 1 poached or slow roasted 1.5kg chicken 1tbsp mild curry paste or powder 4tbsp good mayonnaise 1tsp lemon juice 6 very ripe apricots, or apricots canned in fruit juice 1/2 pint whipping cream Salt and black pepper Fresh salad leaves – rocket, watercress and spinach Method: 1 Remove the flesh from the cold chicken in large pieces and place in a large mixing bowl.

2 Blend together the curry paste, mayonnaise and lemon juice. Sieve three of the apricots and blend the fruit puree into the mayonnaise, then fold in the whipped cream and season to taste.

4 Coat the chicken lightly in the sauce and arrange in a serving dish with the rest of the apricots sliced and some of the fresh leaves. Sprinkle with a little curry powder and chill.

The origins of Tangmere Players go back to September 1988 when Rene Lawler advertised for people interested in putting on a village pantomime. The result was the production of the “Princess who wouldn't smile” written by Rene which took place on the 18th & 19th November under the banner of Tangmere Talent Show. Subsequently several members of the cast felt they would like to put on a play and Tangmere Players were born with productions for both Young Players and the Adults in June 1989.

“Since that date we have performed 31 Pantos, 31 young players productions and 34 adult plays and over the years we have had hundreds of members treading the boards including many families acting together.” recalls Judy Simnett from the production team who has also been known to tread the boards and make costumes.

“We have seen many young members build up their confidence and go on to make firm friends and study performing arts - one working in the London Globe Theatre and two have performed in the West End.” Some of these young players have grown up, stayed members and are now acting alongside adults friends. “One such current member has been with us since age 7 and is celebrating her 30th birthday this year.”

Covid has had an unfortunate impact on productions over the last two years with postponements and then cancellations. However, the players are now looking optimistically forward to the pantomime in December and are searching for new members of all ages to join after the summer holidays for the beginning of rehearsals.

Chairman’s Annual Report presented at the Annual Meeting of Electors, 28th April 2022 It gives me great pleasure to introduce the 2022 annual report of the Council.

Last year’s annual meeting took place remotely, using technology unimaginable only a few years ago, and this will be the first face to face annual meeting since 2019.

In the last year we received the resignation of Kirsten Lanchester from the Council, where she was Chair of the Environment committee. Kirsten has been involved in the work on the strategic housing site for many years, for which the Council wishes to extend their grateful thanks.

We also welcomed Regan du Closel as a new councillor this year, and look forward to sharing her knowledge and input to our discussions.

There remain 2 vacancies on the Council, which we are able to fill by co-option at the next meeting of the full Council, so any resident who wishes to join us on the council would be welcome.

During the year we have been working to return the village centre to a community facility after the NHS completed their use of the building as a vaccination centre.

We are hoping to be able to announce new bookings for later in the year which will see the centre back up and busy after 2 years of restrictions.

Additionally the airfield is now no longer used as a testing centre, and we look forward to the bus route to be formally returned to the pre-covid19 service.

Progress on the strategic housing site west of Tangmere has been concentrating on agreeing the various financial and planning policies that will determine the way the site is developed, and what community resources will be provided by the developer. Once these agreements are complete the council will be able to review these agreements and have a better understanding on how the village will look. There are still many decisions that need to be taken but house building is unlikely to begin on site until 2023.

I would like to take this opportunity to thank both Johanna as editor, and the distribution team for the return of The Tangmere News after the pandemic. Additionally, I would like to thank Johanna for her work as Editor over the past 10 years as she now steps down from the voluntary post. The council will be examining how to take the Tangmere News forward for the next 10 years.

The Council has set the precept for 2022 at £93,240 representing £1.28 per home in the village per week. As the village continues to grow the council will continue to invest in projects that enhance the community facilities available to a growing population, and are always seeking residents input to our spending plans.

We remain committed to work hard to shape the emerging plans for the growth of the village. Our objective remains to get the best infrastructure and services we can for the local community.

Parish Council Finances Movements within the Parish Council Accounts including reserves during the financial year were as follows:

The balance carried forward for 2021/22 is £64,335 Grants Received £30,829 of New Homes Bonus has been granted by Chichester District Council to fund the accessible play equipment installed in late summer 2021 and improvements to the village centre (yet to be implemented) sound, light and projection facilities in the main hall at the village centre. Further applications for New Homes Bonus for funding to plant new trees including one to mark the Queen’s Platinum Jubilee, picnic tables and a tree bench have been successful.

Grants Awarded St Andrews Church was granted £250 towards ongoing maintenance of the churchyard.

Citizens Advice Arun and Chichester received £250 as a contribution towards core funding costs and similarly Homestart – Chichester was granted £300 as a contribution towards running costs. As part of a five-year commitment made to Tangmere Youth Club £4,000 was agreed as the third annual contribution to the Youth Club.

Consistent with a decision made in 2007, no allowances were paid in 2021-2022 to Councillors. Expenses for Councillors consisted of minor reimbursements covering stationery and expenditure on behalf of the Council.

Allowances for Employees Expenses reimbursed to the administration team consisted of items purchased on behalf of the Parish Council.

Our May meeting was a very relaxed affair with the usual refreshments and a discussion about the resolution being put forward to the National Federation’s Annual Meeting. Fiona very kindly supplied a short quiz which was very entertaining and there were a good selection of entries to our monthly competition. Well done ladies.

Our next meeting is on Tuesday 7th June at 7:30pm in the small hall at the Village Centre, Malcolm Road, and Graham Minnet who is a local author will be our guest speaker for the evening. Refreshment will be available and the usual raffle. The competition has a jubilee theme and is open to members interpretation.

* * * * Art Installation Recognises Those Lost Over the Past Two Years.

Between the 9th and 13th of May, a very meaningful art installation travelled around West Sussex to recognise those lost to Covid during the past two years and help people to reflect and celebrate their lives.

Local charity Dementia Support has been working in partnership with West Sussex County Council and The Selsey Community Forum to purchase two hundred steel forget-me-nots from Chi-Africa. The aim is to help provide a space for communities to come together to share their grief in a meaningful way after the lockdowns prevented them from doing so at the time, with many not getting the chance to say goodbye.

Chi-Africa is a local business that produces garden sculptures from recycled materials in partnerships with craftsmen in Zimbabwe.

Alongside the forget-me-nots, there was an opportunity for people to share their personal reflections in a jar. These will be turned into five Books of Remembrance after the event and will be held in local libraries.

The launch event took place on Friday 29th April at Dementia Support’s hub, Sage House, in Tangmere. Gillian Keegan (MP for Chichester and Minister of State for Care at the Department of Health and Social Care) attended Sage House to officially unveil the reflections sculpture and the forget-me-knots will then be distributed to the communities for permanent installation.

Over 21,000 people passed away in West Sussex during the pandemic, for Sage House the doors were closed, meaning many family carers were caring 24/7 for their loved ones without face-to-face support. In total 42 of their customers with dementia or their carers passed away. The experiences for Selsey Community Forum mirrored what Dementia Support experienced, but out of the sadness, the reflections project developed.

Martha Pusey, Head of Sage House, said: “The idea for the reflections project came about with two carers in mind that we supported during the pandemic who lost loved ones living with dementia. The project is very much dedicated to their memories. One carer lost his wife early in the pandemic and at the time funerals were no more than six people - he said that when the time was right, we would celebrate her life. The second carer’s mum passed in a care home, and she was not allowed into the home to be with her mum.

It is always a privilege to attend the funerals of people in our care who have passed away.

We hope this permanent memorial eases some of the grief and provides somewhere for loved ones to come and reflect and know that their loved ones are remembered.”

The Tangmere Community Garden recently held its Annual General Meeting therefore as is our habit of always having a pleasant time, we made this into a social event, enjoying a Bring and Share al fresco lunch in the sunshine, so when we were suitably fed and watered we got on with the business of the day!

We welcomed four new members this year from Tangmere and the surrounding areas, all have fitted in well and we feel as if they have been with us from the beginning, it’s always helpful to have another pair of hands.

The garden is flourishing although we, like all gardeners around the country, could do with some much needed rain, we are watering the garden whenever we’re there to keep everything going, especially the asparagus, which is one of our favourites as you can imagine.

We have many plans for the future including social evenings, our Open Day which will be on the 4th of September - it seems a long way away but no doubt it will come round pretty soon . Also we are hoping to reinstate our supper clubs as a pleasant way to raise funds for our community garden.

We are hoping to go to Wisley as a group as we are members of the RHS and so we’re entitled to a free visit together . It will be good to see all the innovative gardening techniques ,and of course see how their garden is growing…and visit the cafes and restaurants!

Just now it is a balancing act between all the seeds that are coming on in the polytunnel ,getting them out into the right places, planting all the potatoes ,tomatoes salad vegetables and generally there are plenty of important jobs to keep us all busy as we look forward to the harvest of the next few months.

Hilary Tangmere Allotment Group Throughout April and May plot holders have been extremely busy preparing their allotments for the next growing season. It is an exciting time of new spring growth and experimenting in sowing newly discovered plants, together with re-planting the old favourites.

Runner beans, spinach and courgettes are great staples and very giving plants, you never go home disappointed, but always with lovely fresh produce to enjoy.

We have had several new enthusiastic members join us recently, who have been very industrious in clearing their areas and eager to progress with their planting. This flurry of activity has attracted many expectant robins and other birds waiting patiently to feed on the worms and other insects. Members are also realising the benefits of having a small pond area which is encouraging valuable species such as frogs, who are great bug and fly eaters, helping to protect the young plants. The biodiversity of wildlife on the site is testimony to the dedicated work and effort made by the amazing community we have, who care tirelessly for the environment and protecting the wonderful wildlife we have the privilege to experience.

Our recent working party of loyal allotment members cleared the communal area uncovering the finest compost for everyone to use and really demonstrated the great community spirit we enjoy.

Come and join our group and reap the numerous benefits that an allotment brings.

Dear Sisters and Brothers in Christ, There is a parable in the bible where Jesus talks about lost sheep.

The parable tells us how we should search for the lost sheep and welcome them back into the fold.

There are a huge number of reasons why people become lost sheep. There are many people in Tangmere who may fall into the category of being lost sheep.

Research has shown that about 20% of individuals don’t go to church because they have “drifted away”. I know that in Tangmere there is a large part of the population who have moved into the area relatively recently and may have drifted away from church. If this is you, I offer an open invitation to come and visit St Andrew’s sometime. It doesn’t have to be for a Sunday service, the church is open most days between 9:00 and 5:00. Come and have a look round. If you like the look of the church, come along for one of our Sunday services at 9:15. If that is too early, I do a service at our sister church in Oving that starts at 11:00.

However, if you are one of the 40% of people has not had any experience of church, the offer is the same. You will find the church a place of peace and calm. Come and sit and feel the history of the building.

Comments from your District and County Councillor As inflation imposes itself on our finances, for some it will pose considerable challenges as to how to deal with its effects. There is a wide range of support and advice schemes available via CDC and WSCC, but not everyone who could benefit from these knows about them. CDC has a very useful “Supporting You” leaflet which provides on-line links and contact details. Copies of this leaflet can be found at the Village Centre and online at: www.chichester.gov.uk/helpwithfinances.

You can also sign up to receive alerts on a range of subjects (including new planning applications near to you) at: https:// mydistrict.chichester.gov.uk/mycdc.aspx? tab=alerts A commonly commented on issue is excessive motor vehicle noise, particularly along the A27. A group of Councillors from across the Southern part of Chichester District has set up Residents Against Vehicle Excessive Noise (RAVEN), to raise the profile of this issue. On-line info can be found

by Googling RAVEN Chichester and the webpage provides links to incident reporting forms. Noting the Government is looking at trialling vehicle noise detectors across the country, reports from this area would help make the case for our area to be considered.

WSCC is also in the process of reviewing its Speed Limit Policy as part of its overall re-

view of road safety measures and aims to make our road environment more pedestrian and cycle friendly. This is in addition to its increase in resources towards highway maintenance.

Recently there have been some WSCC Op Watershed funded drainage investigation works in the village. One significant finding was the re-build up of roots into the pipe along the West side of Tangmere Road between Church Lane and Old Cottage Close. How to deal with this recurring problem is under consideration, as will be the issues found under Church Lane’s pavement and at the South West corner of Garland Square.

WSCC is also wanting to hear from residents about their views on bus services (a subject raised at the recent Tangmere Annual Meeting of Electors).

However WSCC has put on hold the works after I raised the question as to whether S106 funds held by CDC for Public Art could be used to sculpt the stumps into something.

The answer from CDC was that they could, and the question has been put to the Parish Council as to whether/how it might want to proceed.

Times past ……… No. 20 It is fascinating to look back at the old copies for the parish magazines. These covered areas other than the present parish of Tangmere which was linked with Boxgrove in the 1980’s. Later this link was changed and the new link was created with Oving Parish.

At those historical times the parish magazine was produced by the church and distributed to subscribers, rather than to the entire parish residents. Now the parish council produces and volunteers distribute the paper based magazine to all the residents in Tangmere.

Much has changed over the last few years.

Paper publications have been supplanted by digital formats, messaging and Facebook being the most popular. I assume the parish council is planning to move with the times and adopt new ways to reach the residents. Some of the current issues can be found by scanning the minutes on the web site. I have selected a few including what does the council do, new housing developments, new roadways, allotments, and good neighbourhood schemes all of which have been under discussion recently by the councillors.

It is good to know these topics and many more appear in the historical records so I have extracted some details for you to ponder over.

News from Tangmere 1985 an extract from the parish newsletter 1985 A comment by the chairman……………Until a short time ago my knowledge of what the parish council did and how it worked was very sketchy despite having lived in the village for most of my life. I strongly suspect that this is not uncommon amongst the residents so it becomes me to provide a 20

few notes on the subject.

Parish councillors are volunteers elected or re-elected every four years; the last election was may 1983. The parish has ten councillors the chairman and vice-chairman are elected every year at the AGM. The present chair is Mr TG Johnson and vice chair is Mr M Kirby-Bott.

Councillors are unpaid but some are reimbursed with out of pocket expenses. The clerk is a paid official who keeps records, minutes and accounts. The present clerk is Mr D Hamilton. Tangmere is expanding as a community so we have four subcommittees; they are Sports, Environment, Allotments, and Village Centre.

Tangmere Horticultural and Allotment Society Our October meeting on Tuesday 22nd October 1985 at 7.30 will include an audiovisual presentation and talk by Mr Chivers.

A special meeting of the parish council on 25th June 1984 was held to discuss the traffic consequences directly attributable to the Westhampnett Bypass proposals. Only 17 residents attended , which was very disappointing; there was much concern expressed by those present about the plans and it was finally agreed with those present that the northern route should be reexamined. A new northwest/southeast route was proposed; this it was felt would protect extra traffic from travelling through Boxgrove and Strettington villages and should be considered as a suitable alternative plan.

Much discussion took place on each of the ideas; it was clear that no decision or

recommendation could be made so it was decided to put in writing an outline of the ideas and send a letter to the Department of Transport.

At the Annual Meeting of the Parish this year I drew attention, to the Rector and the Councillors, of the fact that redevelopment of the roads and the building of new houses for the village has started.

Within the next few years the number of residents will double.

Obviously this will have a significant impact on our village amenities and action will be needed to plan ahead. Some ideas and comments on this matter are sought from the church leaders on what it needs and how these can be provided. I suggest this should done and documented as “Thoughts for our village’s future” This might be a good start point.

1985 For some time a few of us in the village have been talking about starting a good neighbour scheme for the needy in our community. We have a number of social clubs but not everyone is involved or wants to be involved. There are similar schemes in other local parishes the Manhood is a good example where a scheme based around the medical centre is planned.

To make the scheme work it will need at least a core of 10 to fifteen persons with cars of course. An essential part of the scheme is a co-ordinator [or two] who can manage the calls and plan service. If you are able and interested contact one of the people below who can explain how it will operate.

comment My own gift and prayers goes to help the millions of refugees seeking shelter caused by the war in Ukraine. This is an urgent need; perhaps the parish council A Good Neighbour Scheme for Tangmere should discuss the issue and see what can be done to help.
