Welcome to the Spring issue of the Tangmere News, hopefully it finds you and your family enjoying more daylight and looking forward to warmer weather. Apologies if you missed the last issue (February/March) but due to lockdown restrictions it was produced only as a digital copy and can still be found using the online magazine platform issuu https:// issuu.com/tangmere-news. A big thank you to distributors who have returned to delivering it after the short break, and goodbyes to some who are leaving the village to new vista’s.

Tangmere Youth Club The Tangmere Youth Club committee has been receiving funding from Tangmere Parish Council and Clarion housing so they can pay for the services of Sussex Clubs for Young People (SCYP), an organisation that supplies qualified youth workers to local youth clubs.

Thanks to the partnership between TYC management committee and SCYP, young people in Tangmere have had some contact and support from youth workers during this last and difficult lockdown via virtual meetings and detached work.

The committee is working to secure the use of it’s venue at Tangmere Village centre allowing it to open up for youth sessions as soon as possible. However, the delivery of vaccinations takes priority and while the centre is being used to do just this it may be that alternative times and days during the week may need to suffice. Hopefully, if the weather allows, small group activities could start up again on the recreation field by the children play area.

Using the roads to catch dangerous criminals The new Specialist Enforcement Unit (SEU), set up to track and catch dangerous and wanted criminals using the county roads network, has already made 81 arrests since it was launched two months ago.

The SEU, a mix of highly-trained police officers and detectives is equipped to be a one-stop-shop for road crime – with the ability to identify, intercept and apprehend offenders as they travel, seize drugs and stolen goods and to investigate crimes through to conviction.

In January and February, the unit clocked up more than 3,760 officer hours on visible proactive work across Sussex, seized more than £20,000 worth of cocaine, £7,600 worth of cannabis and more than £4,000 worth of crack cocaine and heroin. They also seized more than £25,000 in cash and removed offensive weapons such as knives, hammers and catapults off the streets.

I am amazed at the huge impact this team has made in such a short space of time. Through extra investments in the force over the last year, Sussex Police have been able to step up targeted operations against serious and violent criminals and seeing them being stopped on our roads by Sussex police officers is a powerful deterrent.

Community Wardens

So the roadmap out of lockdown is progressing well, but it is important to remember that if we let our guard down we could well be heading back to square one.

Tangmere is playing a pivotal role in the vaccination scheme, we should all be very proud in the remarkable way the staff and volunteers have managed to roll out the vaccine so successfully.

With all this hard work and the majority of people following the guidelines, normality should be on its way back.

Electric Scooters are becoming more common on the roads and pavements around Tangmere. They are fun and very convenient, but unfortunately they are also illegal. There has been a lot of confusion surrounding them, this is mainly because in some areas they have been made legal for use in a pilot scheme, but in these cases they are hired to the user. I have added the latest rules regarding their use. Parents please note that if your children are out using them, they may be stopped by Police who can issue a fine up to £300 We have also had reports of vandalism at the allotments on the airfield perimeter, sheds have been damaged and some items stolen. We are aware that this has happened on a number of occasions over the last few weeks. If you see or hear anything suspicious, please report to us or the Police.

Chairman’s Report

As the weather begins to improve, it is lovely to see the daffodils flowering around the village. They only last a few weeks, so it is great to see the new planting by the Museum doing so well. It is also good to see the first verge cutting around the village, and the contractors seem to have done well considering how wet it has been.

There will be further planting of small whips for hedging around the village in April, so look out for this work being done. The whips have been granted to the village following an application to the Woodland Trust.

It is now over a year since the Speed Indicator Devises (SIDS) were introduced to the village. They are moved around a number of locations within the village when the batteries require recharging (about 2 weeks).

It is clear that the simple point of letting a driver know their speed at strategic sites around the village has a real impact to the speed many vehicles travel at.

The subject of the speed at which vehicles arrive at Tangmere along the Tangmere Straight has been causing discussion and possible dispute in relation to the outline planning application recently submitted to CDC for consideration. The developers wish to provide a 40mph environment between the new spine road and the Museum corner, but Highways Andrew Irwin

believe that 60mph is the right limit. The Council does not wish for cars to arrive at the edge of the village in a 60mph environment, and for the safety of residents, the Council will be objecting to any amendment proposed by Highways to the submitted outline plan.

The Council will also be expressing their desire for the cycle route being proposed by the developers to travel along the south side of the A27 towards Chichester rather than following the current route via Maudlin. This could then link up with the cycle route being provided as part of the Shopwyke Lakes development. The council is keen to ensure the final cycle route is safe and has destinations that will encourage more residents to use their bikes.

The use of the Village Centre by the NHS for the vaccination programme continues as I write this in March, with activity governed by the supply of the vaccines. At present the council has no indication as to any date for closure of the centre for vaccinations, but everyone I have spoken to about the service there confirms that the team were performing an excellent job.

Just as soon as the NHS has completed their task we will resume bookings for local groups and activities.

HHIT! - Helping Hedgehogs in Tangmere In urban and suburban areas, fences and walls prevent hedgehogs from travelling between gardens; they roam up to a mile each night in search of food. Ponds, netting, strimmers and slug pellets also create hazards. Paving over front gardens reduces food and shelter and forces hedgehogs onto roads to get to the next patch of green space.

The good news, however, is that there is plenty that gardeners can do to help. Here are 10 simple steps that will provide hedgehogs with food and shelter.

Create access holes One of the best things you can do for hedgehogs is to allow them access to your garden. Simply cut a hole, 12cm x 12cm, in the bottom of your fence. If you have a large garden, consider making holes at several points. If you get together with your neighbours, you can create ‘hedgehog highways’, allowing hedgehogs to roam greater distances.

Plant a hedge A hedge is the perfect garden habitat, allowing easy access between gardens, and room for piles of leaves to accumulate beneath, where hedgehogs can forage, hibernate and raise their young. Native plants, such as hawthorn and hazel, will attract egg-laying moths, increasing your stock of caterpillars – a favoured food of hedgehogs.

Make ponds safe A deep pond with steep sides is a hedgehog death trap. Hedgehogs can swim but quickly become exhausted and find it impossible to climb out. Ensure your pond has sloping sides so hedgehogs can exit easily. Alternatively, drape thick rope netting over one side, or place a log at one end to act as a ladder.

Check before strimming Hedgehog hospitals and rescue centres are full of hedgehogs with injuries caused by strimmers. To prevent injury or killing a sleeping hedgehog, check your long grass before using your strimmer. If you find any hedgehogs, move them from danger to a safe, secluded spot.

Avoid using slug pellets Conventional slug pellets contain metaldehyde, which is lethal to hedgehogs. Wildlife-friendly, organic pellets contain the less toxic ferric phosphate, but they still take slugs and snails out of the food chain. Hedgehogs are slug predators, so taking steps to boosting hedgehog numbers will help control the slug population in your garden.

Grow native plants Native plants such as honeysuckle, dog rose, hawthorn and blackthorn are caterpillar food plants for a wide range of moths, which lay eggs on the leaves. Most moth caterpillars descend to the ground to pupate before becoming an adult, where they become nourishing food for passing hedgehogs.

Retain twigs and leaves A pile of leaves, logs or twigs left in a quiet corner of the garden makes the perfect hedgehog habitat, providing a warm, dry and secluded place for them to nest in and hibernate. Plus, small invertebrates, such as slugs, centipedes and beetles, will also take shelter here, providing food for hungry hedgehogs.

Check bonfires If you build a bonfire that includes twigs, branches and other garden waste, it could be mistaken for a hibernaculum.

Either dismantle it and rebuild it just before lighting, or light it on the same day you build it. This will ensure that no hedgehogs or other wildlife have had a chance to creep into it.

Tangmere Flower Club

April and May Meetings cancelled

It would seem that May 17th and June 21st are key dates in our Lockdown Calendar, but the date when we can resume Flower Club Meetings is still unknown. We cannot wait to be operational again and are planning a programme of talks, demonstrations, sales of plants and an outing ready for when we can meet again. We hope that all our members are safe and if not already been vaccinated once are on the list to have their vaccination soon. We thank everyone for their support throughout this difficult time and as a little thank you to our members look out for a little something dropping through your letter boxes shortly. Enjoy!

We hope that things will get back to some sort of normality soon and if you would like to join us either as a member or a drop in visitor, we would be pleased to welcome you to our friendly club when we can meet again.

We have had a ‘different’ start to 2021 at Tangmere Primary Academy. Instead of welcoming the children back after the Christmas holidays, as you will be aware, the country went into its third national lock-down, with schools closing to all except vulnerable and key worker children. This meant our TPA community had to switch onto ‘remote learning’ for the first time.

The children were able to access a live session each day with their teacher and classmates, as well as two recorded sessions with their teacher and a range of activities to complete. We are very grateful to our families for working with us to support their children in the learning during these challenging times.

We were pleased to be able to provide some families with devices to enable their children to access the online learning. These were provided through both the Government funding as well as the generous donations from the community to our ‘Community Chrome Book Fund’. Due to these donations to our fund we were able to purchase six chrome books and we are hoping that this set will continue to grow over time.

It is so nice to see the children playing, laughing and learning together. As a school we have been working on the text ‘What We’ll Build’ by Oliver Jeffers. This beautiful book enables the children to develop their team building skills and look at how together, we can make a better world.

For World Book Day this year, some staff members took part in the TPA Masked Reader competition. Each contestant dressed up to read their favourite story, which was then shared on the children’s learning platforms. The children successfully guessed most of the adults and we hope that they enjoyed the stories that were shared.

Tangmere Strategic Development Location (SDL ) Update from Countryside Properties As part of Countryside’s ongoing engagement with local stakeholders, land owners and members of the community, they recently presented the Tangmere SDL proposals to Chichester District Council Members at a public briefing session.

As a result of the engagement between Countryside, Chichester District Council and West Sussex County Council, a number of small changes have been made to the parameter plans, which form part of the outline planning application, including: 

Changes to the level of detail shown at the ‘Local Square’ where the north-south spine road meets the east-west corridor (the detail of which will be developed through subsequent Reserved Matters application (s)).



Altering the principal cycleways at the southern end of the spine road to improve the convenience of the route for cyclists on both the eastern and western side of the new roundabout proposed on Tangmere Road.



Slight reduction in the size of the community orchard (from circa 0.8 to 0.5 hectares) and the application site boundary, to allow for an area of private communal amenity space to be retained for the residents of Saxon Meadow.



A reduction in the maximum proposed height for the residential parcels, from up to 11 metres to up to 10.5 metres for areas proposed for 2 and 2 ½ storey development, and from up to 13.5 metres to up to 13 metres for those parts of the site proposed for up to 3 storey development.

The outline planning application for the Tangmere SDL is expected to be discussed

FRIENDS OF TANGMERE MEDICAL CENTRE SPRING NEWSLETTER 2021

Welcome to new readers!

Message from Practice Manager Joanna Reiss Since the middle of January we have vaccinated 2121 of our patients. The doctors and nurses have all been working extra hours to accomplish this. The majority of patients over the age of 60, together with those who are high risk, have been vaccinated. Staff have been working tirelessly to call patients, many of them having been telephoned five or six times before managing to speak to them. If you think that you have been missed, please let us know.

The younger cohorts of patients are being sent letters inviting them to the mass vaccination centre at Westgate in Chichester. We are still awaiting guidance regarding second doses although those booking their first jab at the mass vaccination site are able to book their second dose at the same time.

Although the waiting room remains closed, we encourage patients to contact us if they have any concerns. Where possible, the doctors are giving advice by telephone or by video but obviously if patients need to be seen, a face to face appointment will be made.

We encourage patients to complete an econsult form where possible. This means that the doctor has all the information needed before calling the patient. The form can be found on the front page of our website.

In preparation for Easter, can we please remind patients to submit their repeat prescription requests early, as we will be closed for four days.

Vaccinations - On behalf of the Friends, Pat Norman would like to thank the practice and the NHS for the efficient way in which most of the older residents have been vaccinated.

Comments from your District and County Councillor Work on the Tangmere Strategic Development application (Simple Search (chichester.gov.uk) 20/02893/OUT) continues in the run up to what is planned to be its consideration by CDC’s Planning Cttee on 31st March. This will be the culmination point of all the many years of Local and Neighbourhood Plan and Masterplanning work, which to date has maintained the principle that this large expansion of the village would be planned and delivered as one whole development. The maintenance of this principle has enabled the proposed provision and location of such infrastructure as a sports/parkland field, allotments and orchard around the Grade 1 Listed Church, a site capable of providing a one village Primary school and a scale of Community Building floorspace that provides a real choice of options. In addition, it includes the capability to enable the Museum to expand. CDC’s use of its compulsory purchase powers (which at present will be the subject of an Inquiry) has also played its part in getting to this point. However there are a number of matters, including: highway, on and off-site cycle paths; building heights and drainage as well as the exact terms of developer contributions, which are still under discussion. As always, the devil will be in the detail.

Sunday 21st March is Census Day. Every dwelling should have received a letter and leaflet detailing what to do and why. The information supplied is very important as it

provides evidence on which a wide variety of public services are planned.

If most returns are made online, then data could become available for use much earlier than after previous censuses.

On May 6th there will be WSCC and Police and Crime Commissioner elections. It is important that residents exercise their right to vote, something many in the world do not have and is something which we should not take for granted. Despite Covid, the Village Centre will remain the village’s Polling Station, however some may prefer to vote by post. There has recently been a significant rise in Quad bike activity. This has included their being driven along Bridleways (which is illegal) and across fields and other ground causing damage. This activity needs to be reported to the Community Wardens and the Police.

As I write, Highways England (HE) are planning to shortly start on drainage works on the A27 at Temple Bar. This has come about due to reporting to HE about safety issues arising from surface water on the main carriageway and slip roads. The drainage issues at the Tangmere roundabout are known to HE, but more reports (preferably with pictures) are needed to show the frequency and scale of flooding incidents. This is necessary to reinforce the case to bring forward intended works to address this problem. Reports can be made via Highways England Report a problem or to info@highwaysengland.co.uk

* * * * Sadly, like many other groups Swift’s (Tangmere WI ) have been unable to meet monthly in the Village Centre for most of the last 12 months. However with the lifting of some of the restrictions and increase in the number of people having their Tangmere WI vaccine it is really hoped that we will be able to resume meeting by June. In the meantime we are trying to keep in regular touch with our members via phone calls, WhatsApp and our own newsletter. The membership for this forthcoming year has been drastically reduced and is now £22.40 ( half price). We are very much looking forward to welcoming back current members as well as seeing new members this year. We meet on the first Tuesday of the month at the Village Centre at 7.30. Each session we have a workshop ( usually a craft based activity) or a speaker. Refreshments are also served along with a raffle, “ for sale “ table and usual a little light hearted competition. We are a very friendly group and welcoming of new people.

Hopefully, by the time that this is published, we will be looking forward to lockdown restrictions being lifted and the chance to get back to “normal” life. But I wonder what that ‘normal” life will look like. I hope that we are able to keep doing the good that we have been able to over the last year.

Jesus told his disciples that there are two rules, two commandments. The first is that you should love God. The second is that you should love your neighbour.

Within our community, we have seen wonderful acts of kindness on a daily basis. Neighbours helping neighbours with shopping, neighbours offering food to neighbour, items being put out so that neighbours may get some use from them. All helping our neigh-

bours to get through the long days and months of lockdown. It is this type of help that Jesus was talking about. Making sure that we keep an eye out for our neighbour, for someone who may be worse off than us, someone who could do with a helping hand.

I hope that we are also able to keep up with some of the good habits that we have started during lockdown. I hope that we don’t end up rushing around trying to cram everything in and somehow not making time for what is really important. I hope that we will spend more time with friends and family. I hope that we will spend more time looking after ourselves.

And I hope that we will spend more time looking after our neighbours, the people of Tangmere, the people that make Tangmere a community not just a place to live. Our neighbours.

Orchard update

I’m afraid I have to warn folk this time not to sit on the bench in the orchard as it has been damaged. It has been in place for the last 10 years, so the wood has probably deteriorated in that time. However, it has been helped along the way by people hell bent on damage.

Penny has reported to me empty alcohol bottles, damage to one of the trees and the compost bin. This probably coincides with wanton damage to an allotment shed which was not even locked. If you see anyone up to no good around this area, please do report it to the community wardens.

I have yet to finish the pruning of the trees or the mulching. It always happens; you think you have lots of time and then have prolonged periods of cold, wet Jayne or wind and before you know it, it’s spring.

Choosing your new growth It feels appropriate that the announcement to potentially finding a way to getting out of this Covid crisis comes just before spring arrives in full force. I write this looking out of the window, seeing the trees in the garden and around me budding and the blossom starting to bloom. I love this time of year as it speaks of hope and times to look forward to; holidays, sunny days, time with family and visiting friends. This year the hope feels a little more fragile, it’s not a given yet.

Over the past month there has been a lot of talk about how education might change as a result of the lessons missed and I find myself wanting to shout “Don’t change education just so that it matches your previous idea of what a school should look like, now is the time to change it to what you really feel education should be. Now is the time to take the brave step forward and change what didn’t work.”

This is the same for our own lives too, we don’t have to catch up to make sure we end up where we were before this crisis. We can use this time to decide what new growth we want to see in ourselves, in our lives, in our relationships and we can cut back the things that are no longer useful to us, that don’t help us to be who we really want to be, who we really are.

We have an opportunity now to really recognise what we value and keep that in sight as we tentatively step out into the world again. For us too, now is the time to take the brave step forward and change what didn’t work.

Neighbourhood Watch

The big change I have noticed lately is the huge increase in Scams, particularly by email but also phones as well. These criminals just seem to get cleverer and cleverer all the time and know exactly what cover to use to trick you into divulging your personal details.

My latest purports to be from DVLA telling me that my car is untaxed because there was not enough money on my Debut Card. It tells me that if I don’t follow the instructions I will be fined and I will not be able to tax my vehicle. I know that all they really want is my personal details from which they will be able to help themselves to my money.

Another recent one was from the ‘Royal Mail’ saying they had been unable to deliver a package and that I must pay £3 before I could rearrange delivery, thus meaning that I would have to give my personal details giving the scammers access to my bank account.

The advice I would give you is that if you are in any doubt at all then please do not respond. Also have a good look at the email address at the top of the page and if it does look quite right then it definitely isn’t.

In these difficult times stay as safe as you can. If you think you may have been scammed please don’t hesitate to report to the police.
