Hollingdean & Stanmer Councillor News One of the current issues that applies to the whole council is the ward boundary review, and the draft proposals were published at the start of February. There are some quite big changes proposed and for the different parts of Hollingdean and Stanmer, the ward will actually be split up into three wards! There are pros and cons to this, but we want residents to submit their comments to the consultation which is open until 21st March so please engage in this process. For Hollingdean, one of the biggest issues that has been filling our inboxes recently is the antisocial parking along Davey Drive, and this ties in with the beginning of the consultation on a parking permit scheme, with the first round of consultation scheduled to start in March. We’re open minded to the outcomes and will see what the responses to the consultation are, which is why it’s very important for residents to engage in this process too.

Hanover Action: towards a sustainable community Hanover Action has been helping to get new street trees planted locally since 2018. We were pleased to come together recently with Plant Your Postcode volunteers to celebrate the planting of three new trees at the bottom of Elm Grove on January 29th. The large Turkish hazel saplings were planted to replace elms lost to disease, with help by Brighton council tree staff and funded by money from the estate of the late Neil Smith. In addition, the

council have offered two free places on their ‘leadership’ training course for tree planting operations. Once trained, the two volunteers should be actively involved in tree planting. Hopefully this is the beginning of a more collaborative partnership between the council and communities on tree planting.

Hanover & Elm Grove Councillor News It looks like 2022 will be a year of big changes in our ward. Liveable Hanover and Tarner latest

Ward boundary changes: have your say

We want to be sure that the liveable neighbourhood scheme works for those who live here. I’ve been engaging with residents on the changes they’d like to see, to optimise our outdoor space and create safer streets, since the council agreed to a pilot scheme in June 2020. This followed a request from Hanover Action being agreed by the council. I’d like to thank the many of you who took part in last year’s consultation and shared ideas about how this could be achieved. Consultants are now putting together four options of what the scheme might look like, based on the consultation results.

Electoral wards are redrawn every ten years or as demographics change. The council and the Local Government Boundary Commission try to ensure there are a similar number of residents in each ward, so that everyone’s vote carries a similar weight and councillors across the city represent a similar number of residents. There was a consultation on the new boundaries last year and draft recommendations have now been drawn up.

Residents will be invited to community engagement workshops this month to discuss these options. The plan is to listen closely and tweak proposals, if needed. Then a second consultation will follow, to give everyone in the Hanover and Tarner area the chance to select the option that they think would benefit the area most. Meanwhile, the first of the new secure bike storage will be installed across the ward in the coming months. And by the time this goes to press, the council should have installed dropped kerbs and tactile pavements at eight points along Islingword Road, to make it more accessible to people with wheelchairs, visual impairment and other disabilities. My fellow ward councillors and I also are supporting residents in the Wellington Road area who would like to see traffic calming measures introduced there.

We’re disappointed that the proposals move the Phoenix Estate out of Hanover and Elm Grove and into Queen’s Park ward. The estate is a core part of our ward and we work well with a number of people there. Sarah McCarthy from the estate’s residents’ association does a brilliant job chairing the Hanover and Elm Grove Communities Forum. Ebenezer Chapel The Ebenezer Baptist Chapel had stood on the north side of Richmond Street for 130 years when this photo was taken in November 1956.

It was demolished in 1966 to make way for access to the tower blocks in Ashton Place and Grove Hill. A new chapel was built on the other side of the street to replace it, but that was also demolished in 2007. The current chapel on Richmond Parade opened in 2010 on the ground floor of a new block of flats.

18 News from the Friends of Queen’s Park…

Show us the money! Last month, led by our hardworking secretary Caroline Burnard, much time was devoted to pulling together in a bid for funds from the Royal Horticultural Society (RHS) to create a community garden, writes Geoffrey Bowden, Chairman of the Friends of Queen’s Park. The RHS will have received thousands of applications and, as there will only be one winner in each of the home countries, we recognised that the odds may be stacked against us. However, our view was that if you ain’t in the race, you can’t win the winner’s medal. Our proposal is to create a sensory garden using “Universal Design Principles” in the park’s Quiet Garden. It’s clear that, as funding from central and local government becomes increasingly problematic, volunteer groups, such as the Friends of Queen’s Park, will need to become more expert at sniffing out pots of money from external sources and more skilled at bidding for a share of what is on offer.

The reality is that the days of Friends groups just being a bunch of committed local volunteers willing to muck in for a session of litter picking, supervised pond maintenance and bulb planting are over. Sure those traditional volunteer tasks will always be there, but now community involvement has become more strategic and will need to focus as much of its efforts on developing and executing an effective fundraising strategy as on coppicing, re-

moving suckers and thinning out brambles. Our biggest and most immediate challenge will be raising ring-fenced support for the second phase development of the children’s playground. The Council earmarked £147,000 for the first core phase. This was made up from accumulated funds from agreements put in place with developers, Section 106 agreements, to mitigate the negative impact those developments might have caused. However, Section 106s are now out the window and their replacement, the Community Infrastructure Levy (CIL), is unlikely to generate significant funding anytime soon. All of which means that the Council will be looking to the Friends of Queen’s Park to find a second slug of money to complete the playground refurbishment. The Friends are all too aware of the many other areas of the park, such as the old bowling green and the cascades, that need attention too. The common limiting factor is the amount of money available from Council coffers – another reason why we will have to become as effective at fundraising as removing pond weed.

23 Queen’s Park news…

A blue plaque was unveiled at 124 Freshfield Road on 24th January to commemorate forgotten British heroine Mercedes Gleitze, coinciding with the completion of feature film Vindication Swim. Mercedes Gleitze was an open-water swimming pioneer, who in 1927 became the first British woman to swim the English Channel. She was born in Freshfield Road in 1900 and first learnt to swim as a child off Brighton beach. A celebrity icon of the 1920s, the name Mercedes Gleitze has faded from public consciousness, but it is hoped that the blue plaque, along with the upcoming feature-length biopic depicting the events surrounding her 1927 swim, will rejuvenate her status as a female sporting trailblazer. Besides conquering the Channel, Gleitze accomplished numerous other feats of endurance, becoming the first person to swim the treacherous Straits of Gibraltar and across the notorious waters dividing Robben Island and Cape Town. Vindication Swim depicts Gleitze’s struggles against both the cold waters of the Channel and the oppressive society of 1920s Britain, in order to retain her legacy as the first British woman to complete the swim. The film is due for release later this year.

Update on Brighton Gasworks plan The formal consultation period for residents to comment on proposals to regenerate the former gasworks site in east Brighton has now ended. Residents were invited to have their say on plans that include building up to 553 new homes and 2,700 sq metres of commercial space. St William Homes have applied for planning permission to build 9 apartment blocks, ranging in height from 3 to 12 storeys tall.

A council spokesperson said: “Hearing residents’ views early on in the process is important. We would like to thank everyone who has got involved in helping us to shape the future of one of the last, largest brownfield development sites in the city.” Officers will now collate the consultation responses to help identify and flag with the developer any areas that need clarification or amendment to address the main concerns raised. Affordable housing: In a city with a housing crisis, providing affordable homes is a key issue. Some people have queried the lack of detail given so far about how the scheme will address this. The information has been sought by officers and is required from the developer before a decision is made. The planning team has allowed the developer additional time to explore funding options for affordable housing provision and this information will be available for the next round of consultation. Well-designed spaces: For the application to be successful, the Planning Committee will expect proposals that provide well-designed, quality spaces, while being

29 Lina Talbot on how St George’s Church is a meeting place for all local residents…

St George’s Community Centre and Café Easy to find if you know it’s there: St George’s Church also functions as a community centre, with activities both inside the church and below it, in the revamped Crypt.

There really is something for everyone – from mother and baby to children of all ages, and for adults including those over 65 and possibly trying to stave off dementia. There’s also a tool repository which just might be able to lend you that tile cutter or pressure sprayer you need. It’s a community enterprise that all came about when the Reverend Andrew campaigned within the parish church council over 20 years ago: to change a nigh empty church to one that could become a focus for the parish of 15,000 residents, a meeting place to be used by all, both the religious and not. So first of all, the church noticeboards need to blare out: “We are here!” Yes, there’s info about the community activities and café – with its gorgeous Portuguese food (see The Brightonian 8/21) – but it does not catch the eye passing by. At present (Jan 20th) I would still respect Omicron’s progression and keep my mask on between slurps of coffee, especially in the Crypt. It’s been a harsh winter for socializing. Maybe an “App Class” for acquiring skills with laptop and video calls could attract some of our older/less techie residents, who would meet others for real – and also prepare for the next Covid wave! From Kew to Kemp Town The plants arrived in the city in December to enhance the new wildlife site being created as part of the Black Rock Rejuvenation Project. The first stage of the project saw plants from the original wildlife site re-located to a new area of beach immediately next to the new boardwalk. This 600m long boardwalk runs through the entire new wildlife site allowing close range views of the habitat. It will open in March. Expert horticulturalists Working with experts from Kew, members of the Black Rock Project Team took cuttings from the plants which were taken to Wakehurst. The cuttings of ‘Crambe maritima’ (sea kale) were used to propagate and grow young plants by horticulturalists at Kew’s Millennium Seed Bank. Other plants including ‘Glaucium flavum’ (yellow-horned poppy) and ‘Solanum dulcamara’ (bittersweet) were also grown from seed gathered in Sussex.

Give Street Project Give Street Project works with local communities to facilitate donation drop-off events for people experiencing homelessness. Founder Darren Skilton tells us more… Why did you set up Give Street Project?

How does it work? Give Street Project facilitates drop-off events in local communities where we encourage the public to bring food and clothing which we then make sure go to the outlets most in need. We collect new and good condition clothing, food, pet supplies, baby supplies, hygiene products and other essentials. By collecting all these items in one place at one time we save people taking multiple journeys to places such as the clothing bank, charity shop and food bank. We also work alongside local youth services to give young people the opportunity of volunteering. Where do the donations go? We have collected for charities, mutual aid groups, sheltered housing facilities and other non-profit organisations. We ask outreach services to identify which items they need most. All the organisations we collect for directly support people experiencing homelessness, hygiene poverty and food insecurity as local to our events as possible.

What parts of Brighton have you been operating in? Our recent events have been in Coldean and Hanover, including a very successful Christmas drop-off at the Hanover Community Centre at the end of 2021. We are always looking at other areas in and around Brighton where we can extend our support. We think it’s important to move around different communities to broaden the number of people who can get involved in donating and supporting people in need. Do you have many volunteers? At present we have three directors of Give Street Project, Ruby, Emily and Darren, who all work on a voluntary basis. We also have some other fantastic volunteers who have been helping run the project. As the project expands we are actively looking for more volunteers, both to help with the management of the project, media, community cohesion initiatives and on a more one-off basis at our drop-offs where you can pitch in for a few hours and it will be much appreciated! Brighton has a huge problem with homelessness. Give Street Project was created in response to this and evolved from a one-off community event on Christmas Day in 2017 where people were invited to donate items which were then distributed to local support services for people experiencing homelessness or insecure housing. Since then it has become a registered CIC (Community Interest Company) which has developed into a full-time project running regular drop-off events.

New app for EV charging People who drive electric and plug-in hybrid vehicles are being asked to switch to a new app to access the city’s charging points. The new app, EB Go!, will allow drivers to set each charge to a fixed amount of time or money. Drivers will be able to charge their vehicle as a guest, without inputting personal data, or choose to register. The new EB Go! app is available to download for free from the App Store or the Play Store. More information can be found on the council’s electric vehicles and charging webpage. Accessible charge points A new project is trialling an accessible EV charge point designed for disabled people. Two accessible EV charging bays will be installed at Rottingdean Marine Cliffs Car Park and the council will be asking for feedback from users.

Primary school pupil numbers City councillors have voted not to reduce pupil numbers at local primary schools as of September 2023, following the outcome of the consultation process. The council’s Children, Young People and Skills Committee on 31 January considered a recommendation to this effect from the council’s cross-party School Organisation Working Group.

39 Local history from Lindsey Tydeman of The Keep archive centre…

On the Chain Pier, c1890

It’s represented in many photographs and paintings, but this might be the only image in existence of a view taken from the end of the pier itself (ref HA903359). It’s a fabulously ambitious and technically outstanding photograph. Behind the gentleman with buttonhole and cane is ranged the length of the pier and the whole of Brighton’s seafront, from beyond West Street on the left to Chichester Terrace on the right. You can see the Steine where it opens on to the highway and you may be able to pick out the building site and supports which mark out the early stages of the Palace Pier. The first few Madeira Arches can be seen to the right, as can the lift on Madeira Drive which descends into the public reading room (now the Concorde 2). Magnifying the image reveals a host of detail; the stairways from the road to the beach, the bathing machines ranged along the shore, the advertisements for newspapers pasted on walls, even individuals on the beach. Walking to the end of the Chair Pier would have been a worthwhile exercise for our Victorian ancestors, and looking back would have given them a wonderful vision of an architectural whole. Unfortunately, we know very little about the context of this image, which came

to The Keep from a collection of large, mounted photographs previously held at the Brighton History Centre. But it is stamped with the name of the photographers, W and A Fry. The Frys were brothers and ran a studio in East Street, although by this time the elder brother Walter had left the business. Brighton was awash with these studios; there was Thomas Donovan in St James’ Street and a branch of the high class court photographer Alexandra Bassano on the King’s Road. Much of their business would have been the small ‘cartes de visite’, the Parisian fashion whereby individuals would be photographed against a background of their choice and in one of various suggested poses. It was the 19th century’s equivalent of the selfie! Looking at our photograph, it’s impossible not to speculate on the man in the middle of the pier. Knowing that Brighton photographers were very much on the cutting edge of the developing photographic technology, it may be Allen Hastings Fry himself (online images do show a likeness). The presence of the figure certainly provides a human interest which contrasts with and emphasises the impact of the huge skyline. It’s a touch of genius which one would expect from a professional at the top of his game.

GENERAL

New boundaries are being proposed for council wards in Brighton & Hove City Council. The Local Government Boundary Commission wants to hear what residents and local organisations think about the proposals. A 10-week consultation on the proposals is running until 11 April 2022.

The commission is the independent body that draws these boundaries. It is reviewing Brighton & Hove to make sure councillors will represent about the same number of electors, and that ward arrangements will help the council work effectively. The commission has published proposals for changes to Brighton & Hove. It is proposing that there should be 54 councillors (the same number as at present) representing 10 three-councillor wards and 12 two-councillor wards across the city. There would be 22 wards in total, one more than there are now. There will be changes to most ward boundaries. The Fiveways community would be united in one ward and there would be a new ward for Kemptown & Marina.

Award for disability Being a dance group founder Councillor The British Citizen Award, in partnership with One Stop, recognises exceptional individuals who positively impact their communities. Natasha will be honoured on 24th March with The British Citizen Award for Services to the Arts and will receive the coveted BCA Medal of Honour. Natasha has been dancing since she was three years old. She has taught inclusive dance to thousands of people with disabilities, helping them unlock their potential through the power of dance, opening up possibilities they may never have known existed. The projects she delivers improve motivation, communication, health, independence and more importantly happiness. She has developed new methods to train the next generation of inclusive dance teachers and in 2019 co-created a community interest company ‘Parable Dance’ with the purpose of providing a space for creativity, individuality, and opportunity for people with disabilities through dance.

The events are primarily for people who are considering standing for local council elections or want to find out what being a councillor involves. News from Theatre Royal Brighton Oral history project Sharing the Limelight is a Heritage Lottery Funded oral history project about the Theatre Royal in the 1950s and 60s, focusing on the people who worked there and attended as an audience.

Children’s poetry competition celebrating Sussex Local charity the Sussex Cancer Fund have been joined by guest judges Dame Jacqueline Wilson, popular children’s writer, local author Jill Hucklesby and Dr Ollie Minton, Director of Cancer Services, University Hospitals Sussex NHS Foundation Trust, to create a children’s book of poetry celebrating ‘Why We Love Sussex’. Children between the ages of 6 and 16 are being invited to write and illustrate poems about why they love Sussex. 55 An arts trail and Third Thursday event are brightening up Brighton city centre…

Enliven Brighton Art Trail Brighton cultural organisations, artists and creatives from the ABCD Cultural Recovery Plan have teamed up with city centre businesses within the Brilliant Brighton Business Improvement District to showcase Brighton’s vibrant art scene with a colourful art trail.

The Enliven Brighton Art Trail is curated by award-winning identity and wayfaring designer Richard Wolfströme, from Brighton. It features colourful artwork from a varied range of talented professional artists, including murals from Dave Pop and Eelus, and bright graphics from Josef Cabey and Gil Mualem-Doron to add colour to bus stops. Kate Forrester’s delicate detailed sea-inspired illustrations are brightening up planters, Liberty Cheverall’s work aims to spread positivity on litter bins, and artists from Rocket Artists Studio continue to further add vibrance, with artwork wrapped around lampposts in Preston Street and North Laine. The trail is in place for six months and runs until June 2022. David Sheppeard, Co-Chair of the ABCD Cultural Recovery Plan’s Enliven strand, says: “Brighton’s cultural sector is at its best when it’s bold and collaborative; these values have driven the ABCD plan for cultural recovery. Wasting food feeds climate change Did you know that throwing away food is one of the biggest contributors to climate change? 25-30% of global greenhouse gases are caused by food production, yet a third of all food produced is never eaten. 4.

As well as being a significant contributor to global warming, wasting food costs an average family of four around £720 a year. 5. It’s the equivalent of losing a whole bag of lovely food on a weekly shop.

Store your food in the right place. Most fruit and veg keep fresher for longer in the fridge, but onions and potatoes prefer a cool dark place in your cupboard. Bananas will ripen other fruit so store them in a separate fruit bowl. Perfect your portions. A mug is handy for measuring uncooked rice – a full mug will feed four adults. Use a spaghetti measure or grab a pound coin, a bundle the width of the coin will feed one adult.

59 A community event on 19th March…

The climate emergency - what can I do? Many of us are worried about climate change - the way we seem to have lots more storms blowing in across Brighton and Hove now, and the news about the loss of our birds and other wildlife in the UK, ash die-back and elm disease killing our city’s beautiful trees. It can feel a bit overwhelming. And it’s not always obvious what we can do about it as individuals.

That’s the question that has inspired a group of people in the city to organise a community event on 19th March at Brighton Unitarian Church on New Road. The event is called, simply, The Climate Emergency - What Can I Do? To help answer this question, community groups and projects from across the city will be hosting stalls, talks and creative activities to help us all get some practical ideas and inspiration to take home and start doing more. There will be fun things to do on the day like printing and art-making, musicians to entertain and raise spirits, delicious food and drink, and lots of helpful tips and information. For example - would you like to do something useful with your food waste? Or maybe you would like to get a compost bin going in your backyard? Or maybe a community compost bin for your block of flats or street to use? The Compost Club will be there to help you find out how to make it happen.

Maybe you’d like to start growing some veg of your own to help your intention to eat less meat? There will be people there who can help you get started. Or perhaps you’re finding the whole climate thing too depressing to think about? Come along and spend time with people like you who are happy to talk and help with practical exercises to cope with climate anxiety. The show taps into the current obsession with Regency fashion inspired by hit Netflix series Bridgerton. The centrepiece of the exhibition is a new dress on display in the Music Room. Symphony of Stars is a stunning life-sized court dress inspired by the architecture of the Music Room and the Chinese wallpaper in the palace. Stars made of rolled paper decorate the border of the train, platinum in colour in honour of the Platinum Jubilee of Queen Elizabeth II.

Oska Bright Film Festival Oska Bright Film Festival 2022, presented by learning disability art organisation Carousel, will be running from 16-22 March for its 10th anniversary edition. At the Royal Pavilion a display of costumes inspired by Regency history tell stories of seafront promenading, grand balls and musical evenings. Each piece is created by artist Stephanie Smart, using only paper and thread, bringing life to the beautiful rooms.
