A team of assessors from the Commission for Florida Law Enforcement Accreditation (CFA) will arrive on Tuesday, August 8th, 2023, to examine all aspects of the Sunny Isles Beach Police Department’s policies and procedures, management, operations, and support services. The Sunny Isles Beach Police Department must comply with numerous standards in order to receive accreditation status. Many of the standards are critical to both life and health as well as safety issues and overall best practices.
As part of the assessment, agency members and the general public are invited to offer comments to the assessment team. A copy of the standards manual is available under the standards tab on the CFA’s website at: www.flaccreditation.org

The assessors will review written materials, interview indi viduals within the agency, and visit offices and other areas within the department where compliance can be observed.
Once the Commission’s assessors complete their review of the agency, they will report the findings of their assessment to the full Commission, which then deter mines if the agency is to receive accred ited or reaccredited status. The Sunny Isles Beach Police Department’s accredi tation is valid for three years. Verification by the team that Sunny Isles Beach Police meets the Commission’s standards is part of a voluntary process to gain and then maintain accreditation – “A highly prized recognition of professional excellence.” Sunny Isles Beach Police Chief Edward Santiago said.

A member of the community (and good friend) asked me a simple question, “what is police accreditation?” It was then I knew that it needed to be explained to the community. The community has been served since 1998 by a group of dedicated and well trained officers from various backgrounds. These officers have always strived to be professional and compassionate. How does the police department improve upon such a dedicated workforce? The answer – accreditation.
This is a major project that will take several years to complete, but will be the most worthwhile investment the agency has ever made. To obtain accredited status is a significant accomplishment that we will achieve. Read on to better understand the meaning of police accreditation and why it is needed.
The Florida Legislature enacted Florida State Statute 943.125, which provided the framework for the accreditation of public safety agencies to include Law Enforcement. Essentially it defines the purpose of accreditation, who will manage

The purpose of Law Enforcement Accreditation per state statute is to “maximize the capability of Law Enforcement agencies to enforce the law and control criminal activities.” This is accomplished by voluntarily adopting standards that are designed to enhance the professionalism of the agency. It was important to the Legislature that this process was managed by an independent entity. It could not be a Law Enforcement Agency who is responsible for the oversight and administration of the accreditation of agencies.
The Legislature also decided the accreditation program must address at a minimum the following: Vehicle Pursuits, Seizure and Forfeiture of Contraband
Articles, Recording and Processing
Citizen Complaints, Use Of Force, Traffic Stops, Handling Natural and Man-Made Disasters, Special Operations, Prisoner Transfer, Collection and Preservation of Evidence, Recruitment and Selection, Officer Training, Performance Standards, Law Enforcement Disciplinary Procedures and Rights, Use of Criminal Investigative Funds, and Access to and use of Personal Identification Information.
Once the standards are adopted by the agency’s Chief Executive, they become a
guide for officers. It gives them direction, which enhances their confidence and effectiveness. These standards are always available electronically to the officers. It provides clear and concise guidance on various issues they may encounter while working.
If I were reading this article, the next question I would ask is how close is the Sunny Isles Beach Police Department to achieving accredited status? Fair question. I was made your Chief of Police on April 4, 2022. At the May 2022 Commission Meeting I brought your elected officials an agreement with Doug Robertson, an accreditation manager with 32 years of accreditation experience, to achieve accredited status for our agency. He is also a former Chief of Police and current accreditation manager of a local agency with a stellar reputation. I thought it was important to have an outside manager look at our practices and enhance them to conform with accreditation standards. The agreement provided a blueprint on how to achieve accreditation. His contract is financed through forfeited funds acquired from drug investigations from our detached detectives. This contract is not an added expense for taxpayers.
The first step was to sign a formal
agreement with the accrediting agency, the Commission for Florida Law Enforcement Accreditation. I signed the agreement on June 1, 2022, and Mr. Robertson went to work. Since signing the agreement, we are 97% complete with policy development and 66% complete with our internal review of the polices. Once the policies are completed and conform to the accreditation standards, we will begin to document compliance with the standards. Moving forward, we have a goal of scheduling a “mock assessment” of our agency in August 2023. During this mock assessment, assessors will come to the agency and evaluate our revamped policies and practices to determine if they will pass a formal assessment. The next goal would be to have the formal on-site assessment in September 2023. Once this is complete, we will be presented to the accrediting entity in hopes of becoming formally accredited.
I hope this explains the importance of police accreditation. As your Chief of Police, I will do everything I can to continue to offer the community a well-trained and professional police force. Accreditation will just support and optimize the service you have been accustomed to.

Sophia Lacroix: Vivid Caribbean Nostalgia
The Art and Culture Center/Hollywood is thrilled to present the first Solo Exhibition for Sophia Lacroix. Born and raised in Haiti, Self-Taught Artist Sophia Lacroix migrated to the U.S. at the age of 15. Lacroix creates hyper-realistic oil paintings and charcoal drawing scenes of everyday life and her nostalgic memories of Haiti.
The opening reception will be held Saturday, August 19th, 2023 from 5:00 p.m. – 8:00 p.m. The Exhibition will be on display from Saturday, August 19th, 2023 – Friday, September 29th, 2023.
Lacroix was selected for a solo exhibition from the 2022 Florida Biennial. The 11th edition, entitled 2022 Florida Biennial: Installations, Portraiture, Materiality, and Magic Realism was juried by Ylva Rouse, Senior Curator at MOCA Jacksonville. Rouse reviewed over 1,000 submitted works from 349 artists from
throughout Florida. From the large number of submissions, 24 artists representing eight Florida counties were selected by Rouse. Lacroix was chosen from the 24 artists to present a new body of work at the Center.
This exhibition reveals highly detailed portraits of people in everyday routines and activities inspired by Lacroix’s memories of Haiti. Figures are often surrounded by abundant fruits, handwoven baskets, and tropical plants. The laborious detail is mirrored in the images themselves, indicating both the beauty and conviction in the figures conveyed.
Sophia Lacroix was included in the Exhibition Introspective: A Reckoning of the Soul curated by Marie Vickles at the Center (2021). Outdoor public projects include a large-scale mural commissioned by the City of Miami at the Little Haiti Cultural Center (2008) and a wrapped utility box organized by the U-Wrap NoMi Art in Public Places Initiative by the City of North Miami Community Redevelopment Agency (2021). Her work has been pub-
lished in several magazines, books, and newspapers, including the book Here, There...and Beyond: The Work of 16 Haitian Artists of Florida (2009).

A Vision For A Vibrant Oceanfront Community
Hollywood Beach Cultural And Community Center Redevelopment
Hollywood Beach, known for its stunning coastline and lively atmosphere, discussions have been underway for years to undergo a Transformative Redevelopment Project that promises to elevate the community experience to new heights. The City of Hollywood has partnered with the renowned Related Group in a PublicPrivate Partnership (P3) to create a BrandNew Oceanfront Community Center, complete with expanded Public Spaces, Enhanced Dunes, and Additional Public Parking. This ambitious endeavor aims to blend Modernity with Environmental Consciousness while preserving the City’s Cultural Heritage. As the project talks progress, the collaboration between the City and the Related Group ensures that Hollywood Beach continues to evolve into a cherished destination for residents and visitors alike. The journey towards the Hollywood Beach Cultural And Community Center Redevelopment began with discussions by the City Commission in February 2020. The objective was to explore Redevelopment opportunities for the current site of the Hollywood Beach Culture And Community Center, Harry Berry Park, and two Surface Parking Lots. In March of the same year, the City received an Unsolicited Proposal that met the Necessary Criteria for a Public-Private Partnership, leading to a call for Competing Proposals. Through a Meticulous Evaluation Process, the Related Group emerged as the Top-Ranked Proposer, setting the stage for Further Negotiations and Community Engagement.
Proposed Public Improvements
A centerpiece of this Redevelopment Project is the 25,500 Square Foot Oceanfront Community center, designed to become a Hub of Activity and Cultural Exchange. The Facility will house a Public Restaurant, Coffee Shop, Snack Bar, a Library, Banquet Hall, Conference Rooms, and a Fitness Center. The proposed center surpasses the current facility’s capabilities, offering approximately 8,800 Square Feet of Additional Public Space.
One of the exciting additions is the 2,630 Square Foot Elevated Outdoor Terrace, which promises Breathtaking Views of the Ocean, creating an ideal setting for various events and gatherings. Additionally, the project includes an expansive 43,065 Square Foot Harry Berry Park, complete with Modern Restroom Facilities, Outdoor Showers, and a StateOf-The-Art Children’s Playground. This represents a significant increase of approximately 24,565 Square Feet compared to the current park’s size.
To enrich the communal experience, the plan incorporates a 12,150 Square Foot Public Plaza Area and Event Lawn, creating open spaces for Social Interaction and Leisure Activities. Adjacent to the site along A1A, a 13,125 Square Foot Landscaped Sculpture Park will be a visually striking addition to the neighborhood, inspiring appreciation for Art and Nature. Moreover, the project addresses the
need for adequate parking with the addition of 148 to 158 Public Parking Spaces, including 80 Covered Garage Spaces. This enhancement aims to Ease Congestion and Facilitate Access to the Beach and the New Community Center.
Furthermore, the Preservation of Dunes, along with ADA Accessible Beach Crossovers, exhibits a commitment to Environmental Sustainability and Responsible Urban Planning.
In addition to the Public Improvements, the Redevelopment Project features a 26 to 30-Story Condominium Building designed by the esteemed Firm Arquitectonica. This Contemporary High-Rise Structure will house 135 to 190 Units, significantly reduced from an initial proposal of 300 units. With a proposed height of 303 to 353 feet, the building is conscientiously set back 513 feet from the Beach along A1A/Ocean Drive, ensuring that neighboring condominiums maintain their cherished Ocean Views.
The Residential Component, carefully designed for Current Sea Level Rise Projections, emphasizes Environmental Resilience and Sustainable Living. The developer pledges to achieve LEED Gold or comparable certification, aspiring to set an exemplary standard for green building.
City’s Financial Return And Ownership
The Comprehensive Agreement and Ground Lease being developed between the City’s Project Team and the Related Group will secure the City’s Financial Interests while ensuring its continued ownership of the land and Public Facilities. As part of the agreement, the Related Group will provide significant Financial Contributions to the City:
• An Initial Rent Payment of $10 Million at the start of Construction
• An Estimated $10 Million for the Construction of the New Community Center, Park, Plaza, Sculpture Garden, and other Public Improvements
• An additional Estimated Closing Rent Payment ranging from $16 to $35 Million
• A minimum guarantee of $35 Million for the above items, with Projections indicating the possibility of exceeding $40 Million based on Current Market Sales
• On an Annual Basis, the City can expect Substantial Revenue from Property Taxes, Ground Rent, and Payments on Resales, totaling between $2.7 Million to $3.3 Million. Additional
Revenue will come from Parking Fees, Restaurant Rent, and Facilities Rentals, further enriching the City’s coffers.
The Hollywood Beach Cultural and Community Center Redevelopment Project, in collaboration with the Related Group, symbolizes a vision for a vibrant, sustainable, and inclusive Oceanfront Community. We All Have a Shared Role
Many Are Unaware of What Cities Can & Cannot Do To Address Flooding
Over the past few weeks of rain everyone has flooded their minds. I have been following many chats on various Social Media Networks and many residents are frustrated and some are unaware of what cities can and cannot do to address flooding. We all have a shared role when it comes to Flooding and the government must work together with all stakeholders.
Cities obviously can do a better job of managing Emergency Incidents. Shutting down many side roads is one that we can do better. Even when closed, there are still those knuckle heads that simply cannot get through their heads the damage they will do to their cars and worse someone’s home or business. Sitting in your home watching the water rise and praying the driver does not create a wake is horrible. If there is Flooding, stay home or pull off to safe higher ground and stay put.
Hardening our communities against Floods is a shared responsibility.
Governments can build Drainage Projects for Roadways and Government Assets. We do not have the ability to fix everyone’s home or condominium. Private property owners need to understand that they need to harden their homes. There are some Local, State, and National Programs that can assist, but it is still up to the owners. Many are putting in Shutters, Hurricane Windows and New Roofs. Residents need to know they can do more. There are also new technologies and products to help prevent Flood Water from coming into your homes and buildings.
A while back we made that decision not to distribute Sandbags any longer. I was apprehensive about the decisions, so I did some research to reassure myself there were better alternatives. Currently online you can find an array of products. Now you can even buy Reusable Water
Barriers of all types and sizes. These can be as low as 2 for $25 Dollars. This makes sense. Not only can they be reused, it cuts the time and Stress of waiting in line and then trying to carry two bags of sand to your home. There was always a limit of two per car.
While there is a focus on homes many condominiums have had issues. Many residents are unaware that even though you do not always hear about it there are many condo parking lots that Flood into our community and along our beaches. Some of the ground floor units along 12th and other areas have been damaged. It was good to hear that FEMA came through and helped these unit owners.
Along the beach it is a different issue. Many of our older buildings have issues with their parking lots. For many years these lots have been draining into the Ocean. In 2008, State Legislators passed a Law eliminating these Ocean Outfalls. The date to come in compliance is 2025. There were some changes to the Law, but all the Drains still need to come into compliance.
The biggest offenders were the large Outfalls from Wastewater Plants. They
were pumping Pretreated Wastewater right off our shore. Drainage Pipes from condos also put their runoff into the Ocean. Broward County regulates the removal of these Drains. All Condominiums that have Parking Lots or Property Drains that tie into the Ocean must now remove them and install Drainage Wells. The question becomes where in the property can these Wells be placed?
Our City has four Beach Access Points plus North and South Beach. The Beach access between the condos is not owned by the City but was established by Right of Way ROW Agreements. They provide the ability for the City to Improve, Maintain and Utilize the areas. One condominium has already contracted to place their Well on Beach Access 4. We were unaware until recently that construction began since the County issued the Permit without the City being notified. The Walkway was closed, and the Well was to be completed by July 31st.
As of August 1st, the well was still not completed and our Parks Director is working with our Building Department to further understand the Construction Process
and time frames. It is important to note that Beach Access 1 between Malaga and La Mer will also be shut down for the same type of work. Now that we are aware there will be better coordination and time frames.
We know that this will be an inconvenience to our residents to access the Beach from the Westside of A1A. Currently we do have a FREE MiniBus that may be of help. The issue is just new, and I have already spoken to our City Manager about possible solutions particularly for our Handicapped and Senior beach goers. Until we have a better handle on how many Projects will need to take place and how long they will take we ask those impacted to be patient for further information.

the Broward Metropolitan Planning Organization’s Cycle 8, Complete Streets And Other Localized Initiative Program (CSLIP) for two Traffic Calming And Bicycle/Pedestrian Improvement Projects. The 2024 Cycle 8 CSLIP Project Application Window is currently open and successful applications must demonstrate “community support” for the proposed projects. The projects identified are as follows: Polk Street Traffic Calming Project from North 26th Avenue to Dixie Highway will consist of repurposing one Vehicle Lane to slow down Traffic. The re-purposed lane will be re-configured into either one Bi-Directional Buffered Bicycle Lane (Option A) or two Multi-Purpose Trails (Option B). The project will also include: Improved Sidewalks, Crosswalks, ADA Upgrades and New Landscaping.
West Park Road Traffic Calming Project between North Park Road and North 56th Avenue will consist of repurposing one Eastbound/Westbound Lane to slow down Traffic. The re-purposed lanes will be reconfigured into Buffered Bicycle lLanes, Improved Sidewalks and Crosswalks, ADA Upgrades, Median Improvements and New Landscaping.
The goal of these Projects is to Reduce Vehicular Traffic Speeds and Improve Overall Corridor Safety. Short-Term Rentals In Florida: What You Should Know
Renting out your Florida house or condo to others for their vacations sounds like a pretty profitable idea. Just be fully aware of the multiple compliance issues involved.
Due in large part to the popularity of online vacation rental sites such as Airbnb, VRBO and others, many homeowners with properties in desirable locations want to become amateur hoteliers and landlords by offering short-term rentals to the public. And because Florida benefits from historic and continued popularity as a vacation destination, private Short-Term Rentals across our State have become a headline-producing topic.
When it comes to ShortTerm Rentals in Florida, property owners have a number of compliance issues to take into account because all of the following have some level of jurisdiction and control over short-term residential rentals:
• State, County, and City where property is located
• Mortgage Lender
• Property Insurance Company
• Condominium or Homeowners Association
State, County, & City Chapter 509 of the Florida
These transient Rental Taxes apply to hotels, motels, private homes and condominium units offered for Short-Term Rental.
On top of State and County Transient Rental Taxes, some incorporated Cities require separate registration and levy their own tax on rental accommodations. For example - in the City of Miami Beach, a 4% Resort Tax is charged in addition to the State 6% and the County 6%. That’s a total of 16% Transient Rental Tax within the City of Miami Beach. Private owners offering their properties for Short-Term Rental must comply with all 3 jurisdictions’ requirements and remit all 3 taxes.
Recently, many Florida Counties and Cities have applied more direct oversight and enforcement of proper registration by owners advertising their properties for Short-Term Rental.
An example of this went active last year for Collier County in Southwest Florida. In addition to the existing obligation for property owners to collect and pay the County Transient Rental Tax (6%) and State Sales Tax (another 6%), Collier County now requires owners to submit a Short-Term Vacation Rental Registration
Application for each property offered for vacation rental.
The intended purpose is to provide County administration with owner contact information in the event there is an emergency, problem, or complaint while the property is tenant-occupied. Whether the property owner is local or lives out of the area, Collier County requires the identification of a Designated Responsible Party who is able to respond quickly to any issues reported to the County. They must be serious about this because unregistered rentals are subject to fines of $500 per day.

When applying for a mortgage loan, a statement of the buyer/borrower’s intended occupancy and use of the property becomes a material part of their signed application. Owners intending to offer their properties for Transient Rental in Florida are strongly advised to first consult their mortgage lender for applicable guidelines and restrictions. Just about all lenders restrict and may even prohibit Transient Rentals under Primary Residence occupancy, and most also have specific restrictions under Second Home occupancy. Investment Property loans (also known as Non-Owner Occupied) are the proper way to go when a buyer/borrower knows that a financed property will be regularly offered for rent to the public.
Current owners should thoroughly research the exact language in their signed mortgage documents before offering homes or condos for Short-Term Rental. Violations of those restrictions can create a loan default, triggering the Acceleration Clause and making the entire loan balance immediately due and payable. If the mortgage on a property is FHAinsured, Vacation/Short Term Rentals are expressly prohibited for the life of the loan. Insurance
tenants in Primary Residences and Second Homes are very different from socially invited non-paying guests in the eyes of insurance companies.
Unless an owner also has coverage for tenant occupancy (usually a “rental to others” endorsement), liability claims brought against owners by tenants may be denied by the homeowner’s insurance company. After that, the company may consider whether or not it will renew coverage at all based on tenant occupancy not being disclosed.
Documents (that I have ever read) require applications to be submitted and approval given before rental occupancy within the building or community.
Minimums in most Florida condo buildings and HOA-governed communities usually range from 30 to 90 consecutive days for rentals to the same tenant. Associations establish these minimums to protect all owners’ interests, security, and comfort. Owners Associations also limit the number of times an individual home or condo may be leased in one calendar year, regardless of the length of each stay.
It is important to note that throughout our discussion today, minimum rental periods and number of allowed rentals count each occupancy by a different tenant individually. Renting to 4 different vacationing tenants each for a week at a time is NOT a 30-day rental. If the Association’s rules say a 30day minimum limited to 3 times a year, the property owner has already violated the rules.
Remember the Chapter 509 definition above (30 days or less), then compare that with the Department of Revenue definition (6 months or less). Many (most?) Associations’ minimums are intentionally based on avoid-
At the very least, insurance companies expect owners to notify them when renting out an insured residence. Depending on the circumstances, your company may:
• Allow limited rental occupancy
• Require a rental endorsement (at additional cost)
• Prohibit rentals altogether.
Insurance companies may also consider Short-Term Rental activity to be a business, which would be excluded by a standard homeowners policy. Speak with a licensed Florida insurance agent for details and application to your specific circumstances.
In Condo buildings and HOA communities, the Association’s liability insurance for its common areas and recreational amenities may not cover transient tenants who have not filled out the Association’s required application. This is especially true if the short-term occupancy violates the Association’s published minimum rental period. Often, COA and HOA liability coverage only extends to owners, non-paying guests of owners, staff, vendors, and longer-term tenants.
Condominium & Homeowners Associations
This is probably the most important consideration for Florida property owners thinking about offering a house or condo for vacation short-term rental to the public. Condominium and Homeowners Associations have restrictive covenants and rules in their Governing Documents that outline allowed and prohibited owner actions. When buying into a condo building or Association-governed community in Florida, all buyers agree to follow those rules. One of the most important covers the minimum lease period that individual owners may offer potential tenants in the building or community.

Owner’s Homestead Status
There is another important consideration when deciding whether or not to offer your house or condo for public rental. Florida extends very strong Homestead benefits for owners who establish a residential property as their Permanent Residence. These benefits include significant property tax savings, limits on property value assessment increases, protection from forced sale due to certain legal processes, and spouse/minor child rights.
Private owners who rent out their Homestead properties for too long or too frequently can be seen as “abandoning” their Homestead status, and lose the very attractive property tax and protection benefits that go along with it. This Multicenter, Placebo Controlled, Phase 3 Clinical Trial is studying Adjunctive Troriluzole to treat the symptoms of OCD by targeting Glutamate. Glutamate is a Chemical found in the Brain that is believed to be a contributing factor to OCD.
