Says the artist, “My paintings are inspired by a balance of feminine energy, vulnerability, strength, and struggle. I am largely influenced by relationships from past to present and how people and relationships can evolve, dissolve or transcend. I strive to capture how perspectives change over time. As we grow and age, we see things in different contexts.” With this in mind, McQuaid uses the layering of paint, ink and other media to express her personal growth and power. Each time she picks up a brush, McQuaid revisits the paintings as a stronger person and she passes her development on to her works. Kelcie McQuaid is an interdisciplinary artist, curator, consultant, and Founder of ShangriLa Collective, a South Floridabased arts network established in 2010. Born and raised in Broward County, her work and influence can be felt throughout the area, where she has spent over a decade supporting artists through events, exhibitions, public art projects, and educational programming. Her curatorial practice centers on connecting emerging and mid-career artists exploring identity and authenticity through multimedia work.

McQuaid’s own art practice blends figurative painting, fiber, sound, and bioart with themes of emotional inheritance and transformation. Following her 2014 solo debut Universe Expanding, featuring more than 100 original works, she was named Best Emerging Artist by Broward

Palm Beach New Times in 2015. Her early career was marked by creating dozens of public murals in the area and producing large group exhibitions. Zero-Interest Loans with Long-Term Flexibility

At the heart of the program is a zerointerest loan, capped at $50,000, that provides flexibility and security for homeowners who qualify. The loan is available only to owner-occupants—those who use the condo as their primary residence and have it designated as a homestead property. Investment property owners are explicitly excluded from the program, ensuring that the funds go directly to individuals most in need.

The income thresholds are calculated using 140% of the Area Median Income (AMI) as the cap. For instance, a single person earning less than $95,620 or a four-person household earning under $136,500 may be eligible for the program. These guidelines ensure that middleincome families, not just those in deep poverty, can also receive support—recognizing the high cost of living in MiamiDade.

Loan repayment terms are intentionally generous. For low-income households, a flat monthly payment of $50 is required, with the remaining balance due only at the 40-year maturity date. For moderateincome families, the loan remains interestfree over the entire four-decade term, with monthly payments calculated accordingly.

To ensure responsible borrowing and reduce risk, the program stipulates that cash assets exceeding $50,000 must be used as a down payment covering up to 10% of the loan amount.

Strict Requirements and Accountability

The program has been designed with safeguards and accountability measures built in. For starters, the funds are disbursed directly to the Condominium Association — not the homeowner— ensuring that the money is used strictly for the intended building rehabilitation. The association must provide a detailed “Scope of Work” and submit semi-annual reports to the county to ensure continued compliance.

Additionally, owners must be current on their mortgage payments and HOA fees, preventing misuse of the program by those in more unstable financial situations. If the homeowner decides to sell, refinance, or stop using the unit as a primary residence, the loan becomes imme-

diately due in full. This clause prevents opportunistic use of the loan by owners who may be looking to flip or rent their units. However, in the event of the homeowner’s death, the loan may transfer to heirs—provided they continue to live in the property and meet the program’s income requirements.

One-Time Support With Lifesaving Impact

The assistance is limited to one-time per unit, underscoring the intent that this is an emergency support tool—not a recurring subsidy. But for many families facing assessments for critical structural repairs, this one-time intervention could be the difference between stability and displacement.

With Miami-Dade County’s older condo stock aging and many buildings now facing urgent repairs, this program may also serve a dual function: preserving the integrity of residential Infrastructure while preventing economic segregation caused by rising housing costs.

Below is a conversation with Tanja Morariu, Director of Marketing & Head of Sustainability at The Palms Hotel & Spa, who underscores what sets Essensia apart in South Beach Miami’s robust restaurant scene.

MK: Who is your target or ideal clientele?

TM: We appeal to local and visiting guests looking to nourish their body with premium quality and sustainably sourced ingredients that are both healthful and flavorful. Guests looking for a tropical and laid-back dining experience with impeccable service, quality ingredients and memorable flavors in the heart of Miami Beach. We are also a great option for diners who may have intolerances and allergies or food style preferences, all which can be accommodated by Essensia restaurant, no matter if the preference is Vegan, Vegetarian, Gluten or Dairy-free.

MK: What sets the restaurant apart from other premium dining options in Miami Beach?

TM: Essensia sets itself apart from other dining options through the quality and mindful sourcing of the ingredients, its signature Mediterr-Asian flavors and it’s beautiful tropical ambience with impeccable service. Focused on mindfully sourced and healthfully crafted cuisine, menus change on a seasonal basis incorporating flavors and ingredients that are in season in South Florida. Essensia follows a farm-to-table philosophy and, thus, aims at sourcing locally wherever possible … While the seafood comes from sustainable sources as per the Monterey Bay Aquarium Seafood Watch’s Program, poultry and meats are antibiotic and hormone free while most of the wines offered have been selected for adopting environmentally and socially responsible production practices. Essensia is also a registered Ocean Friendly Restaurant through Surfrider Foundation as well as a Snail of Approval honoree though Slow Food Miami, highlighting its contribution to the quality, authenticity and sustainability of the food we eat.

MK: How do the Asian and Mediterranean influences complement the use of local and seasonal ingredients?

TM: Through Chef Diana Tandia’s Northern African heritage, the dishes are prepared in a healthful way with fine Olive Oils and fresh ingredients, while the flavor profiles range from Mediterranean to Asian, also expressing Chef Diana’s experiences in Indonesia and other parts of the Asian continent and in the kitchens of world-renowned Chefs such as Daniel Boulud and Jean-Georges Vongerichten. Some dishes feature a more predominant Asia and other’s a Mediterranean flavor. What they both have in common is the way that they’re prepared with fresh, premium ingredients and clean oils.

MK: Essensia offers a range of dining options, from romantic dinners to brunches and happy hours. How do you tailor the ambiance to suit these different experiences?

TM: The ambience at Essensia is laidback and tropical. Our brunch is an a la carte brunch with special bottomless Mimosas, Bellinis or Frosé. For romantic dinners, our guests can either choose the outdoor terrace at Essensia, or for special occasions we also offer our romantic poolside Tiki cabanas and the garden Gazebo. Orange Citrus Reduction Ingredients:

• 1/2 Cup of Orange Juice

• 1/4 Cup of Lemon Juice

• 2 Tablespoons of Chopped Shallots

• 1 Teaspoon of Chopped Garlic

• 2 Tablespoons of White Wine

• 1 Teaspoon of Salt

Instructions:

Step 1: In a saucepan, heat olive oil, add shallots and garlic sautéed for 1 minute then deglaze with white wine. Add the rest of ingredients, simmer slowly and reduce the sauce in half about 10 minutes. Stain the sauce in a fine chinois and reserve it for service.

Step 2: In a saucepan, heat heavy cream, add olive oil, garlic, salt and pepper. Transfer all ingredients in vita -mix plus the cauliflower. Blend well until you obtain a silky purée. Keep a side in a warm place for service.

Step 3: Season Cobia with salt & pepper. In a sautéed pan add 2 Tablespoons of sunflower oil. Pan seared Cobia on each side for 2 minutes and transferred in the oven. Cook for • 8 minutes. In a sautéed pan heat the rest of oil, add the roasted vegetables, season with salt and pepper. Sautéed for 2 minutes add parsley and butter.

Step 4: To assemble the dish, use a white plate. Scoop 3 Tablespoons of cauliflower purée spread in the center of the plate, add the sautéed vegetables. Place the Cobia on top of the vegetables and drizzle the orange reduction on the side of the plate and garnish with pea tendrils.

100 Days Of Embracing Gold-Standard Science, Transparency And Common Sense

As I mark my hundredth day on the job at the FDA, I’m proud to celebrate the agency’s accomplishments in the bipartisan effort to Make America Healthy Again. I came here with big questions: Why does it take ten years for a drug to reach patients? How can we fix America’s food supply so it is not filled with harmful chemicals and additives? Why are childhood chronic diseases so prevalent? We are taking bold action to address these big, obvious problems, and more, which have been staring at us for years.

The FDA regulates products that account for 20% of all U.S. consumer spending, and our work impacts the lives of every American. Over the past 100 days, we’ve launched dozens of key initiatives across the full range of the FDA’s purview to help make food healthier for children and families, accelerate meaningful cures and treatments, and modernize the agency with transparency, goldstandard science and common sense.

Highlights include:

Food – Healthier Food for Children

Fixing America’s Food Supply

Petroleum-based food dye removal –Took action to phase out petroleum-based synthetic food dyes from the U.S. food supply, which are linked to numerous health risks.

Improving infant formula –

Continued the work of Operation Stork Speed by hosting an expert roundtable on infant formula and exploring new ways to bring additional and healthier options without ingredients like seed oils, added sugars and heavy metals to market.

Food chemical review –

Initiated a robust, transparent review of chemicals currently in the food supply, such as BHT, BHA and ADA; and expedited the review of chemicals currently under review, such as phthalates, propylparaben and titanium dioxide.

GRAS reform – Exploring rulemaking to require “generally recognized as safe” (GRAS) submissions to FDA to stop industry’s long-standing practice of introducing ingredients into the food supply without FDA knowledge or oversight.

Natural food dyes –

Approved uses of three food colors derived from natural sources: Galdieria extract blue, butterfly pea flower extract and calcium phosphate, and initiated an accelerated review of other natural alternatives.

Began revising broken dietary guidelines – Launched the Nutrition Regulatory Science Program in partnership with NIH to better address highly relevant questions for Americans’ health, such as the impact of ultra-processed foods and the effect of certain food additives.

Defining ultra-processed foods – Will launch FDA/USDA request for data and information to help develop a uniform definition of ultraprocessed foods, and industry roundtable, paving the way for additional study and action.

Accelerating Cures

Reducing animal testing –Published a roadmap to transition away from animal testing for investigational new drug applications wherever possible and use more effective, humanrelevant methods, such as organ-on-a-chip systems, advanced computer simulations, and pre-existing international data. Announced the intent to launch a pilot program in which select monoclonal antibody developers may pursue a primarily non-animal-based testing strategy, under close FDA consultation.

Addressed industry influence – Limited the circumstances where individuals employed at FDA-regulated companies, such as pharmaceutical companies, may serve as members of FDA advisory committees, where statutorily possible, to mitigate perceived conflicts of interest and strengthen integrity to the review process.

CEO Listening Tour – Launched a sixcity listening tour to meet directly with pharmaceutical and biotech executives, gathering honest feedback and big ideas to help the agency better accelerate cures and innovation.

Cell and Gene therapy innovation –Engaged dozens of industry experts in a roundtable to shape actions that will ensure America leads at the forefront of innovation in this space.

Removed restrictions on certain gene therapies – Removed REMS requirement for currently approved BCMA- and CD19directed autologous chimeric antigen receptor CAR T cell immunotherapies, the first of many steps towards a more common-sense regulatory approach in this space.

Diagnostics to empower healthy decisions – Cleared the first in vitro diagnostic device that tests blood to aid in diagnos-

AI-assisted review – Completed a successful first AI-assisted scientific review pilot, demonstrating that internal AI tools can greatly reduce the time reviewers spend on mundane tasks or nonproductive busywork.

Equipping reviewers with internal AI tools – Launched Elsa, a generative AI tool designed to help all FDA employees –from scientific reviewers to investigators – work more efficiently. Elsa is just an initial step in the FDA’s larger plans to integrate AI into agency processes.

Commissioner’s National Priority Voucher program – Announced a pilot program to expedite drug review processes from 10-12 months to 1-2 months following submission of a final application addressing U.S. national priorities, such as tackling a major health crisis or unmet public health need, increasing domestic drug manufacturing, and delivering more innovative cures for the American people. Revised COVID-19 Vaccine regulatory framework – Adopted a new evidencebased approach to COVID-19 booster approvals, replacing a one-size-fits-all regulatory framework and broad marketing authorizations with a risk-stratified approach that is already embraced by most doctors and parents. Updated labeling of mRNA shots to include new safety information about myocarditis and peri-

Combatting illegal vapes – In collaboration with U.S. Customs and Border Protection, seized nearly $34 Million worth of illegal, youth-appealing e-cigarette products originating in China.

Protecting the microbiome from fluoride tablets – Initiated action to remove concentrated ingestible fluoride prescription drug products for children from the market, which were not FDA-approved

out imposing additional risk to public health and safety.

Cracking down on falsified data –Discovered that third-party testing companies in China were producing falsified or otherwise invalid data; acted swiftly to protect the integrity of the premarket application process and the medical device supply chain.

Fighting “gas station heroin” –Issued warning letters against companies distributing and selling unlawful tianeptine products, warned health care professionals and the general public about the extensive adverse events associated with tianeptine use.

Multi-talented Singer/Actor/Choreographer Rome Saladino will once again celebrate the stylings of international super-star (and The Voice coach) Michael Bublé when he returns to the Boca Black Box Center on Sunday, July 20th with Feelin’ Good: A Tribute to Michael Bublé. The ‘one night only’ performance will take place at 7:00 p.m. Saladino’s Bublé tribute sold out at the venue when he performed it in January.

Saladino will sing the songs that made the American Music, Juno, and multiple Grammy Award-winning singer-songwriter a world-renowned phenomenon. He will be accompanied by a seven-piece band, talented back-up dancers, and special guest star Jean Caze, Bublé’s own solo trumpet player.

This engagement celebrates the tenyear anniversary of Saladino’s Bublé tribute act, which he has performed throughout the United States, internationally, and on cruise ships around the world.

Inspired by Bublé’s Jazzy Big Band style, Saladino will perform the hits that put the Canadian superstar on the charts. NH: From the moment guests arrive, they are greeted with warmth and a sense of care that makes them feel right at home. The gaucho chefs, who bring the churrasco meats directly to the table, create an interactive and engaging experience, ensuring each guest receives the perfect meal tailored to their preferences. MK: Fogo de Chão has a rich history rooted in Brazilian churrasco. How does the restaurant balance tradition with innovation in its dining experience?

NH: For the past 45 years, Fogo has provided wholesome, nutritional menu options for every dietary tribe. By staying consistent with our Brazilian roots, we are continuously evolving to provide offerings that align with guests’ expectations, from quality to flavor.

A perfect example of this is the introduction of blistered fresh fish to our menu with the Whole Branzino. The Whole Branzino can be added to any experience and is deboned and then grilled on the churrasco grill over an open flame which blisters the skin, giving the fish a crisp and decadent flavor. Many guests don’t realize that traditional churrasco is not exclusive to steak, but also includes fresh fish.

A more viral example is our Caviar Brioche. Caviar is all over Social Media, with many guests sharing they are excited to try this indulgent offering for the first time. Our Caviar Brioche allows guests to try decadent items in the form of small bites, allowing us to provide guests an attainable and approachable value for indulgent offerings.

MK: What are some of the most popular cuts of meat served at this location, and do you offer any exclusive menu items specific to Fort Lauderdale?

NH: The most popular cut of meat is Fogo’s signature specialty Picanha (top sirloin) and Fraldinha (bottom sirloin). Both of which are lightly seasoned in-house with salt and cooked over an open flame, then carved tableside by our Gaucho chefs. Each cut is a favorite in Brazil and loved by our guests in Fort Lauderdale and nationwide.

MK: Beyond the churrasco-style meats, what other menu highlights or dishes should guests not miss?

NH: I recommend guests try the new Whole Branzino. The 2lbs. Fresh, mild white fish is blistered churrasco-style and served tableside with extra virgin olive oil, lemon, and parsley, offering a delicious enhancement to the Full Churrasco Experience.

I also recommend guests try our dryaged premium cuts that are dry-aged for a minimum of 42 days and are renowned for their intensified meat flavors and enhanced tenderness. The dry-aged Tomahawk Ribeye is the perfect enhancement to any meal to discover the tender, juicy, and robust flavors.

MK: Can you expand a bit on your Market Table and its role in complementing the churrasco experience?

NH: The Market Table plays a key role in complementing the churrasco experience by offering a variety of seasonal salads and soups, exotic vegetables, imported cheeses, smoked salmon, cured meats, and more. It features a wide selection of nutrient-dense, whole foods, including plant-based options, allowing guests to customize their meals based on their preferences. Unveils State-Of-The-Art Jon & Helaine Ayers Rehabilitation Center

Holy Cross Health celebrated the blessing and unveiling of the Jon & Helaine Ayers Rehabilitation Center with a special dedication ceremony and ribbon cutting.

Previously known as the Outpatient Rehabilitation Center, Holy Cross Health completely renovated the facility and significantly invested in State-Of-The-Art physical rehabilitation equipment, thanks to a generous $2 Million gift from Jon and Helaine Ayers.

As part of this capital project, Holy Cross Health introduced eight new pieces of equipment. Holy Cross is the only facility in Broward County with many of these unique therapies that help patients regain and improve their mobility and balance.

“Jon and Helaine’s support has helped shape the future of Holy Cross Health in lasting and meaningful ways,” said Pierre Monice, MBA, FACHE, President and CEO of Holy Cross Health. “Jon and Helaine believe in our mission and in the people we serve. This new space represents the very best of what healthcare can be –compassionate, innovative and focused on the whole person.”

The Center provides expert care in physical, occupational and speech therapy for patients recovering from strokes, brain and spinal cord injuries or are living with Parkinson’s Disease, Multiple Sclerosis and more. The care model is rooted in a one-on-one, team-based approach that addresses not only the physical side of recovery, but also the emotional and cognitive journey each patient experiences.

“I am deeply grateful to Jon and Helaine Ayers for their generosity. This Center is possible because of their incredible support and commitment to improving patient care,” said Laura Denoux, Vice President and Chief Development officer at Holy Cross Health. “This is more than a building. Located at the main hospital in Fort Lauderdale, the welcoming and comfortable environment ensures an unparalleled rehabilitation experience for patients and their families.

Rehabilitation hits close to home for Jon, the former Chairman and CEO of IDEXX Laboratories, a global leader in pet healthcare innovation. In June 2019, his life was forever changed when he was seriously injured in a catastrophic bike crash, caused by another cyclist, leaving him a quadriplegic.“My spinal cord injury six years ago has given me a great appreciation for physical and occupational therapy. Even in this phase of my injury, I continue to advance function, strength and wellbeing by spending roughly 20 hours a week dedicated to therapy,” said Jon, a Fort Lauderdale resident and member of the Holy Cross Health Board of Directors. “I am so appreciative of the professional support, received from over 25 different therapists in multiple locations in the past six years.”

“Helaine and I, through this amazing Center and staff, wish to inspire and enable other patients by providing access to great therapists, supported by the latest technology and treatments,” Jon continued. “Many patients, with the proper support, patience and perseverance, will return from a setback to full physical function and health. Others will benefit in enduring their condition through a continued commitment to professional physical therapy.”

State Of The City Of Hallandale Beach, Part 7

While we are growing, the housing market is becoming less affordable for families to live here. We want them to stay. People are coming here because we are a low tax state. We want businesses to succeed here, stay here and others to invest here. It cannot happen without a balanced housing stock with all levels.

We have taken on a newer aggressive approach to Affordable Housing in our City. Considering the typical Single-Family Home in our City on average was well below a countywide average of $240,000 a few years ago. Homes are being scooped up by developers and flipped. One was recently listed for $700,000 in the southwest.

If you are purchasing property with Liens we do have mitigation, if the pro forma still does not pencil out due to Liens. I championed a mitigation process where buyers can mitigate further so long as they build affordable. Each case will be different but so long as there is a comparable affordable unit created, the mitigation is negotiable.

Watching this trend, we started to work within our CRA to purchase homes and duplexes, rehab them and place them on the market as affordable rentals. We are creating an affordable housing pool to preserve units. Within the year, we will have thirty-one units.

We are also extremely excited about the many developments that have opened

and are under construction. These two can be easily found on our website. Our City has a CRA and two Safe Neighborhood Districts.

The CRA continues with its many successful programs. From residential grants to business grants. We are serious about improving our City. The CRA will sunset in two years.

We held a workshop about what direction to take, and most of the city commission would rather establish a citywide economic development division. We also want to continue many of the assistance programs that help residents and spur economic growth development. Commissioners Anabelle Lima-Taub summed it up best when she said, “We are not getting rid of the CRA, we are expanding access to programs citywide.” Dr. Earle is working on a transition plan which will include our extremely talented staff that understand economic development.

Get Your Scuba Gear Ready This Summer

Hollywood’s new nearshore artificial reef installation, “Guardians of the Reef,” is now deployed off the coast of Hollywood Beach and is accessible to divers and those snorkeling from shore. This new reef is part of the 1000 Mermaids Artificial Reef Project.

Of the 20 artificial reef structures deployed, five feature artistic sculptures such as mermaids, a swim-up selfie mermaid tail, and an industrial diver suit. The current artificial reef is located about one mile offshore in about 35-40 feet of water and is accessible to certified, skilled divers via vessel.

Hollywood is proud to have over 3 miles of Atlantic coast, home to over 20 artificial and natural reef sites for everyone to dive! It is estimated that the Florida Reef system supports more than 70,000 jobs and $6 Billion in annual income. A survey study from June 2000 to May 2001 concluded that in Broward County a total of 9.4 million residents and visitors visited natural and artificial reefs along the County’s shoreline.

The same study showed that reef related expenditures generated $2.1 Billion in annual revenue for the County. It is every users’ responsibility and obligation to help protect and educate those who do not know the importance and value of this ecosystem.

On Friday, July 18th, 2025, the main event unfolds at Shell Bay Club’s 7,254yard private championship golf course designed by World Golf Hall of Famer Greg Norman.

The 80-player celebrity “shamble tournament” will include top athletes, entertainers, and VIP guests. The day concludes with a gourmet awards luncheon prepared by Shell Bay’s celebrated culinary team, complemented by activations from top partners to deliver an elevated, immersive guest experience on and off the course.
