The Broward Center and the Performance Project present the Summer Theater Camp Young Professionals production of Disney’s Finding Nemo JR. is currently running today through Saturday, July 15th, 2023 including a sensory-inclusive performance on Saturday, July 15th, 2023.
Performed in the Amaturo Theater by the talented 13 to 18year-old Young Professionals student group, this musical is a 60-minute stage adaptation of the beloved 2003 Pixar Movie Finding Nemo, perfect for families and young audiences.
Like their professional counterparts, each actor had to audition for this cast performing a monologue and a show tune for the artistic director. Once accepted, the campers have been in intensive classes and rehearsals to prepare for opening night.
Finding Nemo JR. features new songs written by AwardWinning Composers Kristen Anderson-Lopez and Robert Lopez, who have won Emmy®, Grammy®, Oscar® and Tony® Awards.

Who’s The Boss? Association Board Or Management Company
Problems arise when Boards either intentionally or unknowingly give managers and management companies too much authority and independent decision-making ability
It is essential for everyone buying into (or already living in) a Florida Condominium Building or residential community governed by an Owners Association to fully understand the relationship between their Boards and their Management Companies.
Today’s discussion applies to Associations in which membership is mandatory (and attached to) buying and owning in a residential condominium building or an HOA community. These Associations are regulated by Florida Statutes and each one’s Governing Documents are recorded
with the local County.
Many new owners and seasonal residents are realizing they are not familiar with how their Associations function and are regulated. Some admit they have never even looked through their Governing Documents.
After the catastrophic structural failure and deadly collapse of Champlain Towers South Condominium Building in June 2021, the interaction and dynamics between Association Boards and their managers or Management Companies have come under close examination.
Short answer: The Board of Directors has final authority over the manager and Management Company. Now let’s discuss why.

While we are very proud, our city’s fiscal situation is stable due to the hard work of our City Manager, Commission and Staff. We have stopped “Kicking the cans down the road” and are addressing the

But we do have current threats that we have already geared up for and are working with our neighboring cities.

keeping up with cleaning. We all are extremely concerned about the large cost of disposal. Our Staff has even set up a specific landing page to inform our resi dents. The other threat is not a sur prise, Housing Costs. While many people have migrated here our population has not really grown significantly. Recent fig ures show that the majority of growth is North and to the West due to the Cost Of Living. The rent for two-bedroom one bath apartments is going upwards to $2,000 - $3,000 Dollars. The elected Board must func tion as a group. Individual Directors cannot make decisions regarding Association business on their own. All decisions that legally or financially affect the Association must be made dur

ing a properly noticed and conducted Board of Directors meeting. (Pretty much everything that comes up has a legal or financial effect on the entire Association.)
The Condominium and Homeowners Association Acts allow (do not require) Boards to contract with property man agers and management companies to help the Board maintain the property and assist in its administration. Here in Florida, managers and Management Companies working for COA’s and HOA’s must have valid Community Association Manager or Community Association Management Firm licenses issued by the Department of Business & Professional Regulation (DBPR).
Managers and Management Companies are expected to provide the professional services outlined in their con tracts with the Association, though do not have the same fiduciary relationship with owners as do elected Board members. Managers and companies work for the entire Association, taking their guidance and instruction from the Board.
When an Association decides to hire an individual licensed manager and main tenance staff as employees, the Association is responsible for withholding taxes, Social Security contributions, and other employment costs. Under this arrangement, the manager and staff answer directly to the Association’s Board of Directors.
When an Association decides to con tract with a licensed Management Company to oversee administration and maintenance, one of the company’s licensed managers is assigned to the Association. In this case, the Property Manager is an employee of the Management Company and the company is a contracted vendor to the Association, providing the professional services agreed to in the management contract. Under this arrangement, your Association’s Property Manager may also be the Property Manager for a few other Associations at the same time (this is called being a portfolio manager).
There are advantages and disadvantages to each of these arrangements. When considering which may be best for your Association, it is critical to receive input from the Association’s attorney and accountant.
As long as their own Governing Documents and State law are properly followed, it is up to each Owners Association and their Board to decide whether they prefer to “self manage” (Board directly runs Association business without a manager) or pay a licensed manager / Management Company to help them with the ongoing operation, administration, and maintenance of the property and community.
Hiring a management company or manager does not relieve the Board of its own responsibility and obligation to maintain Association property and common elements, and to conscientiously direct Association finances and governance.
Examples of services that managers and Management Companies provide to Boards and Associations include:
• Processing owners’ payments
• Arranging and overseeing property maintenance
• Scheduling Association meetings
• Monitoring compliance with regulations and procedures
• Managing Association financial accounts (under Board direction and oversight)
• Communicating Association business to all owners
Without a manager or Management Company, the Board is responsible for carrying out all these operational tasks.
Therefore, all Florida COA’s and HOA’s must have a Board of Directors, though there does not have to be a manager or management company unless the Association decides it wants one.
In practice, Associations are NOT advised to “self manage” (no manager at
all). There are FAR too many critical details involved with the efficient operation and governance of a residential Owners Association for untrained, unlicensed owners and Board members to properly address without professional assistance.
Problems arise when Boards either intentionally or unknowingly give managers and management companies too much authority and independent decisionmaking ability. Boards doing this can be thought of as abandoning their statutory and ethical Directors’ responsibilities by trying to transfer them to third-party management.
Depending on the severity and the outcome under this type of circumstance, property owners may be able to bring charges of breach of fiduciary duty against the Board.
Directly related to this is when Boards do not keep a close enough eye on what managers and Management Companies are doing. A prime example is the 2021 Collier County case in which a licensed Community Association Management Firm was charged with embezzling millions of dollars from the accounts of about 35 different COA’s and HOA’s. In my opinion, this theft could have easily been pre-

Broward County’s Natural Resources Division, in collaboration with the Broward Water Partnership (BWP) Partners, is pleased to announce significant updates to the ConservationPay$ Toilet Rebate Program. These modifications aim to boost program participation, adapt to inflation and provide increased financial support to residents and businesses seeking Water-Saving Solutions.
Effective this month (July 1st), the qualifying criteria and rebate amount have been revised, providing enhanced benefits to the community. The rebate amount has been increased from $100 to $125, enabling individuals and organizations to maximize their water savings efforts.
“Promoting sustainable practices and
protecting our precious water resources are at the heart of the Broward Water Partnership’s resilience efforts,” said Vanessa Balta, Water Conservation Manager of the County’s Natural Resources Division. “We are thrilled to announce the updates to our ConservationPay$ Toilet Rebate Program, which not only increases the Rebate Amount but also expands the eligibility criteria. By offering a $125 Rebate and accommodating a wider range of toilet options, we are empowering residents and businesses to make a meaningful impact on Water Conservation while easing the financial burden. We invite everyone to join us in this endeavor, as each drop saved contributes to a resilient and sus-
tainable future for Broward County.”
Additionally, the eligibility criteria will expand to allow the replacement of 1.6 gallons per flush (GPF) Toilets and upgrades to highly efficient 1.28 GPF Toilets. Over time, the performance and efficiency of Toilets deteriorate, emphasizing the importance of replacing older units with High-Efficiency Toilet (HET) Alternatives.
In celebration of this program enhancement, Broward Water Partnership invites residents and businesses to participate in the “Summer of Savings” starting Saturday, July 1st, 2023. Through Wednesday, September 20th, 2023,

Each year the City of Sunny Isles Beach holds a Photo Contest, asking residents, visitors and locals to send us their best Sunny Isles Beach photographs.
Now is the time to submit those great shots of the City’s stunning architecture, beautiful parks, the Atlantic Ocean and our residents and visitors having fun in the sun! The photo must be of a scene taken in Sunny Isles Beach, Florida between 156th Street through 195th Street and the Atlantic Ocean and the Intracoastal Waterway. Each page of the desktop calendar features a Winning photograph and the name of the photographer. Calendars are FREE and can be picked up at the end of November at the Sunny Isles Beach Government Center, Pelican Community Park and Gateway Center.

Dolly’s Dream: In the Winter 2016 Paw Prints we introduced Dolly’s Dream Project funded by the Levitetz Family Foundation. The project covers the cost for Spay/Neuter Surgery for American Staffordshire Terriers and Mixes and helps with Surrender Prevention.
Dolly’s Dream has expanded and now they are underwriting the adoption fee of select Bully Breed Dogs. In addition to underwriting the fee, they will cover the costs for the basic items that the dog will need to succeed in their new home. This includes a Training Crate, Sensation Harness or No-Pull Harness, Chew Toys, Collar, ID Tag, Leash, Training Treat Bag and basic dishes. and heartwarming, this musical follows the adventures of Marlin, a timid clownfish, and his son, Nemo. After Nemo is captured on the Great Barrier Reef in Australia and taken to Sydney, he and Marlin face challenges and adventures on their journey to be reunited.
Performances are Thursday and Friday at 10:00 a.m. and 12:00 p.m. Noon; Saturday, July 8th, 2023 at 11:00 a.m. and 2:00 p.m. and on Saturday, July 15th, 2023 at 2:00 p.m.
For the sensory-inclusive performance on Saturday, July 15th, 2023 at 11:00 a.m., slight adjustments have been made to the production including reduced sound levels, no flashing or strobe lights and minimal special effects. Sensory-inclusive performances create a welcoming and supportive environment for children and adults on the Autism Spectrum as well as individuals with other sensitivity issues or developmental challenges. Adjacent to the theater is the ABA Centers of Florida Quiet Room with specially trained volunteers to provide audience support. Audiences will enjoy complimentary pre-show arts and
crafts activities provided by Young At Art Museum.

Circle The Wagons: The Government Is On The Warpath

How many Americans have actually bothered to read the Constitution, let alone the first Ten Amendments to the Constitution, the Bill of Rights (a quick read at 462 words)?
Take a few minutes and read those words for yourself—rather than having some court or politician translate them for you—and you will be under no illusion about where to draw the line when it comes to speaking your mind, criticizing your government, defending what is yours, doing whatever you want on your own property, and keeping the government’s nose out of your private affairs.
In an age of overcriminalization, where the average citizen unknowingly commits three crimes a day, and even the most mundane activities are regulated, government officials are constantly telling Americans what not to do.
Yet it was not always this way.
It used to be “we the people” giving the orders, telling the government what it could and could not do. Indeed, the three words used most frequently throughout the Bill of Rights in regards to the government are “no,” “not” and “nor.”
Just consider the growing list of abuses to which “we the people” are subjected on a daily basis and you will find that we have reached a state of crisis wherein the government is routinely breaking the law and violating its contractual obligations.
For instance, the government is NOT allowed to restrict free speech, press, assembly or the citizenry’s ability to protest and correct government wrongdoing. Nevertheless, the government continues to prosecute whistleblowers, persecute journalists, criminalize expressive activities, crack down on large gatherings of citizens mobilizing to voice their discontent with government policies, and insulate itself and its agents from any charges of wrongdoing (or what the courts refer to as “qualified immunity”).
The government may NOT carry out unreasonable searches and seizures on the citizenry or their possessions. Unfortunately, what is unreasonable to the average American is completely reasonable to a government agent, for whom the ends justify the means. In such a climate, we have no protection against roadside strip searches, blood draws, DNA Collection, SWAT Team Raids, Surveillance or any other privacy-stripping
indignity to which the government chooses to subject us.
The government is NOT permitted to claim any powers that are not expressly granted to them by the Constitution. This prohibition has become downright laughable as the government continues to claim for itself every authority that serves to swell its coffers, cement its dominion, and expand its reach.
Despite what some special interest groups have suggested to the contrary,

Those who did the ousting—the courts, the politicians, and the corporations—have since replaced us with yesmen, shills who dance to the tune of an elite ruling class. In doing so, they have set themselves as the central source of power and the arbiters of what
the problems we’re experiencing today did not arise because the Constitution has outlived its usefulness or become irrelevant, nor will they be solved by a convention of states or a ratification of the Constitution.
No, the problem goes far deeper.
It can be traced back to the point at which “we the people” were overthrown as the center of the government.
No longer are we the rulers of this land. We have long since been deposed and dethroned, replaced by corporate figureheads with no regard for our sovereignty, no thought for our happiness, and no respect for our rights.
Without our say-so and lacking any mandate, the point of view of the Constitution has been shifted from “we the people” to “we the government.” Our taxpayer-funded employees—our appointed servants—have stopped look-
obey us. Every branch of government, from the Executive to the Judicial and Legislative, seems to be suffering this same form of amnesia.
This vital truth, that the government exists for our benefit and operates at our behest, seems to have been lost in translation over two centuries dominated by government expansion, endless wars and centralized federal power.
Have you ever wondered why the Constitution begins with those three words “we the people”? It was intended to be a powerful reminder that everything flows from the citizenry. We the people are the center of the government and the source of its power. That “we” is crucial because it reminds us that there is power and safety in numbers, provided we stand united. We can accomplish nothing alone.
This is the underlying lesson of the Constitution, which outlines the duties
Once again, we’re forced to navigate hostile terrain, unsure of how to protect ourselves and our loved ones from Militarized Police, weaponized drones, fusion centers, Stingray devices, SWAT Team raids, the ongoing military drills on American soil, the government stockpiling of ammunition, the erection of mass detention centers across the country, and all other manner of abuses.
Read the smoke signals, and the warning is clear: the government is on the warpath.
As I make clear in my book Battlefield America: The War on the American People and in its fictional counterpart The Erik Blair Diaries, if we are to have any hope of surviving whatever is coming at us, it’s time to circle the wagons, folks.

Center. This is the area between Federal Highway and the FEC. If these units are applied for, there must be a percentage of inclusionary units.
While many developers prefer to pay as you go, that model simply has not worked. I mentioned the City Center but there are also many infill developments including Solaris which will be affordable units. This would not be possible without the County and the CRA.
In addition, our CRA has been helping residents with Rental Assistance. We created a program where if someone’s rent has increased over 20% we will help pay the difference to the property owner for 12 months up to $6,000 dollars in assistance until renters can catch up financially or find other housing.
We all know about the astronomical insurance costs but that is a job for our Legislators. This year, though, we approved restarting our Hurricane Window and Retrofit Program East of the CRA. This was possible due to cost savings measures and will help reduce Windstorm Costs for those and make our City safer.
The other issue, while certainly not new, seems to have resulted from a combination of COVID-19, the Cost Of Living and the Opioid Crisis. Increases in the Homeless population. It is truly tragic, but it is something every city is dealing with. We are trying to do what we can with these needy individuals, but we cannot force them to get help.
Some things to know. It is illegal to Loiter on Private Property that is posted
“No Trespassing.” On Private Property we can make the homeless leave and share with them where to get help. It is illegal to sleep in public right away. We can ask individuals if they want help or ask them to move along. Now there is an added issue, it is now legal for people to Panhandle on public property. The Supreme Court ruled that is a form of Free Speech. Our City Attorney is reviewing our current Law that regulates Safety and the Blocking Of Traffic to see if it can still be Enforced. But for now, anyone on our Sidewalks or at our Parks is FREE to Panhandle.
To address this issue in an empathic manner we have hired a Community Service Officer, Iman Sandman in the Police Department. Please call the Police Non-Emergency Number to report the homeless person and he will collaborate with you at: (954) 764-4357. You can always call me as well at: (954) 632-5700.
I have been studying this issue and while some people are simply down on their luck, but many homeless are Mentally Ill or have Addictions. Not everyone has a family, a support group, or resources to get help. And some are so entrenched in their reality they simply refuse help. This does not mean we cannot avoid tough decisions to address this quality-of-life issue for all our residents.
Mental Health actually for everyone has become an issue. We do not always talk about it, but it has gotten to unbearable proportions. Even the U.S. Conference Of Mayors began a Mental Health Task Force. It is not just about the homeless but all of us. Since COVID-19 many of us, whether it’s family, school or business Stress, adapting back into the new routine
Loss Can Be A Tricky Thing:
During my lifespan, there have been many times that I have longed for a quick fix to my problems. As I have matured, I have come to realize that quick fixes do not exist. There are band-aids that I can apply to hold things together until I can correct my course, but ultimately, I need solutions, not fixes.
Upon losing significant loved ones, survivors often look for quick fixes. Sadly, as in other experiences in life, there remain no quick fixes.
My husband lost his brother last week. It was a rather sudden death, unexpected in every aspect of its cause. Fortunately, as soon as his brother entered the hospital, my husband jumped into his car and drove to the East Coast to see him.
They had a wonderful visit for a few hours, and afterward, my husband felt the assessment was that his brother would be fine. My husband returned to his hotel, checked out and began his journey home.
Before my husband crossed the Georgia/Alabama State Line, his brother suffered a severe Stroke. Fortunately, he had discussed his brother’s final wishes with him, so we knew what he wanted for his end-of-life services. Within two days, my husband’s brother passed away; peacefully in a hospice facility. His wishes were carried out as he had specified.
My husband is suffering immensely at
his brother’s passing. He lost his only other brother just last year. My husband is the sole survivor of his original family unit. He is sad, not feeling well and confused about what to expect for his future.
Life can be many things. We experience joy, happiness, disappointments, sadness, loneliness, loss and many other emotions while living. Many of our emotions bring us comfort, but the loss does not usually carry a sense of joy or comfort. Most often, loss brings sadness and confusion.
There are no quick fixes for grief. Each individual grieves in their unique way with various intensities. Surviving the loss of a loved one can be compared to surgery. One can be assured that with proper care, healing will eventually occur; however, there will always be a scar, weakness and tenderness in its stead.
Just as Physical Therapy serves to help regain a degree of physical comfort and functionality, so can Grief Therapy assist in regaining a degree of emotional comfort and functionality.

Research Finds Sex Can Be Confirmed By Hand Odor

Researchers determined a person’s Biological Sex can be confirmed by their hand odor with extreme accuracy.
The novel approach can assist in Forensic Investigations when other biometric indicators, such as DNA and fingerprints, are limited or non-existent. The study was published in PLOS ONE, an open access science journal.
“Our research at FIU is always focused on moving the Forensic Sciences forward,” said Kenneth G. Furton, Executive Director of the Global Forensic and Justice Center (GFJC) and the Project’s Administrator. GFJC has one of America’s oldest Forensic Science Education Programs and has grown into one of the world’s largest Forensic Science Centers, as well as among the most diverse in terms of areas of study, degree areas and geographical reach. “A focus of GFJC is to work on research that can be used right now in laboratories to help science serve justice effectively and efficiently.”
According to FBI figures, about 72% of crimes are committed by men and about 28% by women. The research also could
lead to non-forensic applications in the future.
The current study relies on a foundational principle in Forensic Science –every contact leaves a trace. When a suspect touches something, they leave something behind, including their odor.
The research team collected samples from 60 volunteers, evenly divided among men and women, using sterile gauze pads to capture their hand odor. Using instruments commonly found in Forensic Toxicology and Chemistry Laboratories, such as Gas Chromatography/Mass Spectrometry, combined with an innovative sampling method and a Data Analysis Program developed by FIU Chemistry Ph.D. Graduate Vidia Gokool, the team analyzed the Volatile Organic Compounds (VOCs) responsible for an individual’s odor. The person’s sex could be determined accurately more than 96% of the time using a human-supervised machine learning model.
While canines can identify human scent, living or deceased, this is one of the first times a person’s odor has been analyzed in the laboratory to accurately determine sex.
