Upcoming events will shine spotlight on the city By Mayor Joy Cooper HALLANDALE BEACH - Hallandale Beach has a unique charm as a mid-size city in the heart of South Florida. Putting it in perspective, Florida has over 410 cities and half of them are under 10,000 population. Our city is one of the older cities in Broward County with Dania being the oldest. At 38,000 full time residents, we are not big but yet we are not small. This gives us some great advantages. I have grown to understand that our balance as a city allows residents the ability to get to know neighbors and enjoy some traditional small town events. While the events may be smaller, they have an impact on the community and our residents. Three such events are on their way. I hope everyone comes out and enjoys them while supporting education, the fight to address a cure for cancer and learn how to make a more city more sustainable. The Kiwanis Pasta Dinner is planned for March 28th at our Community Cultural Center starting at 6 p.m. For only 10 dollars, you can have a pasta dinner while helping to support our Kiwanis Club and our local schools. On Friday April 11th, the City will be hosting the Annual “Relay for Life” at Bluesten Park. This community wide event will give everyone

the chance to come together to support and celebrate survivors remember their loved one’s, support research and the unique needs of those that are fighting the battle against cancer. Teams have been signing up for an evening of fun at the park and we hope everyone stops by to support the cause. On Saturday April 12th, the City in partnership with the Hallandale Beach Area Chamber will be hosting the Annual “Green Fest” at City Hall starting at 11 a.m. Once again, we will be giving away free trees to our residents hosting GART: Garbage to Art Competition and welcoming a Farmers Market. While Hallandale remains the urban city with the big heart, our demographics have changed over the past years. We are a much younger community. The average age is now around 45. When I first

moved here, it was near 70. With this change comes a great demand on our schools and our parks. These two issues are something that I have and will remain focused on. Last week I had the chance to attend the USCM’s forum on education. I currently serve on the Educational Task Force. Some mayors have control over their school districts. The vast majority do not. This does not mean mayors and elected officials cannot be strong advocates for education. I along with my colleagues know how important our voices are when it comes to our children. We have continued to advocate for all of our students. Many residents are not aware that our High School for the past two years has received an “A” grade under the leadership of Estella Eckhart and her teachers and support staff. This accomplishment did take a village and will continue to be dependent on continue efforts and partnerships with our city. The school is now a full STEM magnet. STEM stands for: Science Technology Engineering And Math. Currently, many of the students are graduating with certificates in ADOBE, Dreamweaver and other industry certifications that will help them be competitive in today’s world. They are also teaching code, the commuter language to

write programs and applications. Our Middle School has received a “C” which is not great news but middle schools are always tough. That is why we have been working with our Education Advisor Board and school board to create a k-8 campus by switching the location of Gulfstream Middle and Hallandale Adult. This grade does not represent what is taking place within the school's class rooms. Principal Kingsley has created the very first STEM lab. His leadership creativity and ability to leverage many partnerships has lead him to be recognized statewide as one of three finalists for Teacher of the Year. His STEM teacher was also recognized nationally. They too are teaching Code. Our Elementary School went from and A to B and now C. It was an A for many many years. The school has been a year round school FCAT testing A grades that have become somewhat of a guide but each year they continue to move to the finish line. Our schools are not as simple as a one size fits all. Now the schools are moving to Common Core. The meeting in Washington was a discussion on best practices and how mayors can partner with schools. Bill Gates was one of the hosts of the event and dedicated

much of his time to addressing education in our country and Common Core. He shared his believe that after 14 year of research, Common Core is one of the best solutions to addressing student performance and preparing them for world competition. The meeting also reinforced the fact that schools can no longer work in a vacuum. We all need to work collectively to support accountability and equity when it comes to education. Every child should have the same opportunity and access to succeed. The other demand we need to make sure we all address is our parks and open space. To have top notch park amenities for every one of all ages in every park, our city does come with a price tag. Our city commission together with the residents have developed a plan to just this. The price tag is $97 per $100,000 dollars of property value per year for 30 years. The city commission voted last month to have staff come forward to ballot language on the November ballot to decide if voters want to pay for the parks and make this price part of their tax bill. Recently a small group of 2 residents plus “others" have proposed what they believe is a solution to getting this done without a vote of the residents and with-

out using debt service. The solution was to have the parks be paid for with CRA dollars. While they thought this was a viable solution, it does not work for two main reasons; not all parks could be funded by the CRA as it could not bear the cost of $56 million debt. To do all the parks, the CRA would in essence, be solely used for parks and all other programs to help upgrade our blighted areas, promote economic development and creating jobs would be over. In addition, the balance of funds would still need to be borrowed to make sure every area would have completed parks within the 6 year time frame. The issue is not that complex it comes down to the willingness of the voters to decide; do you want to pay to make sure our parks a done at a price of $97 dollars per $100,000 per value per year for 30 years. If you have a taxable value of less than $100,000, it is less and if your value is more than that, then it would be more. The CRA board made it clear by a 3-2 vote that they are not willing to gut the CRA programs. Perhaps no other area in south Florida is about to take off like Hollywood Blvd. and the 441 corridor that was home to many of these establishments that closed due to the lack of anything bringing in potential customers. Now, with Walmart's Superstore being developed and built on the once vibrant Hollywood Fashion Center, many area businesses and the new ones that will be constructed around the new shopping facility, will at least having something driving the traffic flow. "To me, as someone who has lived in this community for 44 years, having some kind of historic area like 441 would be the perfect way of developing it into something that would reflect the real Hollywood," David Martinez pointed out. "I

must have written a dozen letters to tell the powers here in Hollywood why this should be a historic area that we could all take pride in." HALLANDALE BEACH FILLS IN THE SPACES If you work, live or travel through Hallandale Beach, you probably have noticed that many of the vacant and struggling businesses and homes are no longer there. Instead, Hallandale Beach has been aggressive in helping to turn many off these properties over and help the enhance these once abandoned eye-sores. The CRA has a hand in trying to find buyers for many of these properties that have been cleared and are ready for purchase. "What has been going on here in Hallandale Beach is that we want to make this community as appealing as possible to live and work in," said

Commissioner Bill Julian. "With so many things that we have planned, there has never been a better time to be associated with this city." With the old city hall building remaining the only obstacle to what could be a historic part of the city - with the Curci House in place and plans for the Moffett Home to be renovated - things are certainly moving in a positive direction. Abandoned structures are hopefully a thing of the past, and as the CRA helps in the process, things look positive. "I noticed a few months ago how many of the older structures that have gone out of business, and have sat for any length of time, are actually being leveled," said Hallandale Beach resident Andy Simoneau. Nick's Restaurant has returned better than ever • Record-breaking weekend gets Hallandale Beach landmark back in the spotlight

The Monday night Corned Beef and Cabbage St. Patrick's Day specials drew the biggest raves from customers, who felt that it was the best they've had.

Stephen Riemer held a pitcher of water in one hand - while welcoming yet another group of customers into one of Hallandale Beach's landmark restaurants that reopened this past Saturday at the entrance to Fashion Row. "We're back and better than ever," said Riemer as he raced to pour a cold beer from one of the many upgrades that welcomed diners - new and old this past weekend. "Nick's Restaurant is back and still serving up great food." While Riemer owns five businesses in Hallandale Beach, this is the first time he has been involved in the competitive world of restaurants - and in the first four days - he and his tremendous team of cooks and servers have exceeded expectations - for good reason. While Nick's has always been about great food, the many additions that have been made to this Hallandale Beach hotspot, making it a must see kind of place - and nobody has left disappointed. Additions to the already quality menu has been a huge plus as well. "The food is much better than it was before," said Arnie Cooper of Hallandale Beach, who has been eating at Nick's for decades. "The food is better, the service is tremendous and the atmosphere is really something special. I like this." From his famous Riemer Antique Toy Collection - to the addition of the frosty mugs and draft beer, Jersey Shore Super Hotdogs, Old Monmouth Peanut Brittle and Goshen Farms Vermont Maple Syrup, the changes are noticed by everyone who have been coming since 1962 when Nick Gianos started in Hollywood. outstanding specials that are served up daily. "I cannot tell you how great it is to have Nick's back," said Commissioner and longtime resident Bill Julian. "When I came here on the official opening day on Saturday, you couldn't even get in the door - and to me - that signals that this landmark has indeed returned." As Riemer continued to work the dining room, pouring beers, opening bottles of wine, getting water and other beverages and helping out a wait staff that has been in place for over 25 years, he had plenty of assistance. His wife, Laurie, and former owner Lois Lovett-Gianos, were also extremely busy, helping make the initial visit back to Nick's one that will keep them coming back. While he has had so much success in his many other business ventures, especially in Hallandale Beach Riemer was ready for this challenge of getting this restaurant up and running and giving a spark to Schmatta Row, which really is in need of a makeover and new infusion of business. "The best things about reopening this landmark is that we have added to it with so many tremendous and positive changes - like

the products we offer that you can only get here at Nick's," Riemer pointed out. "So far the big winners here have been the peanut brittle, frosted, oversized mugs of draft beer and our hot dogs and relish trays that offer a Chicago or New Jerseystyle toppings." ST. PATRICK'S DAY WAS GREAT The true test of any restaurant are the people who come and dine there - as well as give you a visit on a big holiday. Mullarkey were totally impressed by the food. The portions, quality and overall presentation of the meal was well worth the trip. "So glad to have Nick's back among the businesses here in Hallandale Beach," Mullarkey explained. "The way to bring people back is to serve them great food and in an energetic atmosphere. "I will tell you right now, Nick's really serves up great food," she smiled. "You can tell your readers that they need to come here because it's good, friendly and we got the chance to see Lois and the girls for the first time in a long while." West Side Story Actor Gets Lifesaving Second Opinion at Mount Sinai

When the diagnosis is surgery, obtaining a second opinion is not only a good idea -- it could also be a lifesaving decision. David Winters, 74, discovered this after seeking a second opinion for cardiac surgery at Mount Sinai Medical Center. The result: Doctors at Mount Sinai successfully treated him with a procedure that was far less complicated than the surgery that others said he would need. An acclaimed actor, producer, director and choreographer, Winters is one of the original cast members of both the Broadway and movie versions of West Side Story. He was working in Panama City, Florida, on a new movie when he began experiencing shortness of breath and fatigue. A previous diagnosis with atrial fibrillation - a condition characterized by an irregular beat -prompted him to seek a cardiologist immediately. After an evaluation, cardiac surgeons in Panama City recommended triple bypass cardiac surgery with up to two valve replacements. The surgeons planned to use a median sternotomy approach by making an incision down the breastbone and opening the chest cavity. “They told me that because of my age no one else would operate on me,” Winters said. “When I said I wanted to seek a second opinion, they discouraged me. It was questionable to me why any doctor would discourage you from getting a second opinion, which gave me all the more reason to seek one.” Winters sought a second opinion from Dr. Joseph Lamelas, chief of Cardiac Surgery at Mount Sinai. To Winters’ relief, Dr. Lamelas said he would not require the invasive procedure recommended in Panama City. Instead, he was a candidate for a far less complicated minimally invasive procedure that requires a five-inch incision on the side of the rib cage. With this approach, patients heal faster, have a shorter hospital stay and experience fewer post-surgery complications. In addition, Mount Sinai has the best cardiac surgery survival rate in Florida,* making Winters’ decision to seek a second opinion even more beneficial. “I see many patients who were told they needed the traditional sternotomy approach because the surgeon they initially saw may not have been experienced in using a minimally invasive technique in these complex cases,” said Dr. Lamelas, who performs the most valve surgeries in Florida. “Also at issue is that fact that many surgeons are reluctant to perform surgery on high-risk patients, such as the elderly, obese or those with chronic obtrusive pulmonary disorder (COPD). But a minimally invasive approach gives these patients a surgical option with fewer complications overall.” On January 21,Winters underwent a singular mitral valve replacement and received a pacemaker and left the hospital a mere six days later. As one of the Jets in West Side Story, Winters played A-Rab and had solo dance performances in the numbers “Cool” and “Officer Krumpky.” He has directed and produced more than 400 television series, specials and motion pictures. He also served as Elvis Presley’s lead choreographer in four films. “I’ve been a dancer all of my life, which means I was always active and moving around,” he said. “But, inevitably, time and family history catch up with you. My father died of a heart attack at 71.” Winters has returned to choreographing and dancing and looks forward to returning to work while continuing to shoot his movie in Miami.

When Donald started riding Kauai King for trainer Henry Forrest in 1965, he knew right away there was something unique about his mount. "I thought he was a special horse with a lot of ability," he recalls. Bred in Maryland, Kauai King had a history in South Florida well before his run in the Kentucky Derby. As a three-year-old, he was stabled at Hialeah, where he won easily. "I told a jockey friend, 'that's going to be my Derby horse,'" Donald remembers. Next came Gulfstream Park, where Kauai King finished a tantalizing second in the Hutchinson Stakes. "But he came back to win Gulfstream's Fountain of Youth race," Donald says. A disappointment followed, however. "He ran in the Florida Derby, and he didn't do well," Donald says. "But these things happen. Horses have problems, just like humans. They have aches and pains, and they don't win every time." Things were different when the two went to race the Governor's Gold Cup in Maryland. "He won, and he won very easily," Donald says. "His confidence got better. When a horse wins a race, it builds his confidence." Donald thinks that new-found confidence helped Kauai King perform his best at Churchill Downs. It was an unforgettable day. "I think he knew he won," Donald says. "I'm sure he was thrilled." A horse and jockey develop a relationship, Donald says. "There's a rapport between you. I was very fortunate during my career to have an opportunity to ride some good horses. What makes a good jockey is a good horse." Now 74, Donald hasn't left the world of Thoroughbred horses. Instead of riding, however, he works as a racing official at Gulfstream Park. His vision is very important to him, so when he noticed that his ability to see clearly was deteriorating, he went to see Dr. Stanley Braverman at the Braverman Eye Center. At the time, Donald wore glasses, and he thought he needed a new prescription. "But that wasn't the case," says the Kentucky native who now lives full time in South Florida. "When Dr. Braverman tested my eyes, my prescription hadn't changed. He told me I had cataracts." To eliminate the cataracts that were causing the trouble, Donald underwent a simple surgical procedure, and today, his vision is excellent. "It took about 10 minutes, and there was no pain whatsoever," he says. "Dr. Braverman has done surgery on a couple of my jockey friends, too. He is very thorough”. The other jockeys were also both very famous. One won the Preakness Stakes and the Kentucky Derby riding CarryBack in 1961 and the other won over 6000 races making him the winningest jockey in the history of horse racing. Because of their jockey excellence, they have all been inducted into the Horse Racing Hall of Fame. Another thing that they all have in common, is they all have had cataract surgery by Dr. Stanley Braverman. Since he had the procedure, Donald has been able to put away his glasses unless he is reading fine print. "My vision is very good now," he says. "I drive without glasses, I watch TV without glasses, I do most everything without glasses. I like not having to wear them." He's very pleased with the results. "I had a good experience," he says. "'I'm glad I went to see Dr. Braverman." WHAT ARE CATARACTS A cataract is formed when the natural lens of the eye, responsible for focusing light and producing sharp images, becomes cloudy and hardens, resulting in a loss of visual function. The lens of the eye is clear at birth but is one of the first parts of the body to show the effects of aging. A cataract is painless and usually develops gradually over several months or years. The onset of a cataract in one or both eyes may cause decreased night vision, impaired depth perception, and increased color distortion. Cataracts are the leading cause of vision loss among adults age 55 and older. In fact, poor vision from cataracts affects 60 percent of all adults over age 60. However, cataracts also can result from injury, heredity, or medications, so they can affect people of all ages. Understanding that no two conditions or patients are the same, Dr. Braverman analyzes the patient’s symptoms, performs a comprehensive eye exam, and may test for glare disability and contrast sensitivity before making a diagnosis. The final decision to proceed with the surgery belongs to the patient. Your optometrist or Dr. Braverman may prescribe glasses, medication or surgery depending on your symptoms, complaints and age. Usually surgery will not be recommended until glasses no longer work to make you visually

happy. In the case of lensectomy surgery, the patient cosmetically wants to get rid of their glasses. CATARACT SURGERY: What to expect Cataract surgery is the removal of your cloudy natural lens, which is usually dissolved using high frequency ultrasound through a small (less than 3 millimeter) opening. An artificial lens is then placed inside the eye where the cloudy lens used to be. After the surgery, eye drops are given to the patient to aid in the healing of the eye, which takes a few months, but the patient is able to return to normal activity almost immediately after surgery and usually sees well within just days. If the eye is otherwise healthy, cataract surgery is successful in more than 98% of patients and they enjoy improved vision after the procedure. Cataract surgery continues to improve. Recent developments include no-stitch surgery, topical anesthesia, surgical correction of astigmatism, new upgraded premium lens designs, and Dr. Braverman's newly trademarked LACE™ procedure. Paul Park claims second table tennis title in Senior Championships Paul Park claimed his second table tennis title out of three in the 3rd Annual City of Hallandale Beach Senior Championships. Mr. Park won the inaugural Championships two years ago, and captured his second title this year. The event drew a dozen male and female players to compete for the championship title at the Hallandale Beach Cultural Community Center.

'Viva Florida 500' Curci House Tours will be taking place on Saturday, April 5 from 11 a.m.-4 p.m. The famed Curi House has been placed on the National Register of Historic Places By The United States Department of The Interior. Villa Providence is a Mediterranean-style constructed of concrete filled terra-cotta block walls, with Dade pine floors and imported Cuban tile details. The villa was previously the home of Frank and Rosina Curci and their eleven children. Memorial bricks can be purchased to be installed on the grounds of the home. The National Register of Historic Places has officially recognized the two-story Curci House in Hallandale Beach as one of its own. Hallandale Beach has never had a structure made it into the register until now. Free tours at the house, located at 324 Southwest Second Avenue at Southwest 4th Street, are offered on the first Saturday of each month. Also referred to as Villa Providence, the Curci House was constructed in 1924 and was nearly demolished in 2003. For more information, call the Department of

Joseph Scavo Park, ribbon cutting slated for Apr. 5th

Plans are being completed for the 10 a.m. Saturday, April 5, ribbon cutting and grand opening of Joseph Scavo Park, 900 Three Islands Boulevard. Crews are busy working to get the park ready for the opening. The new playground equipment has been installed. However, the special surface underneath the equipment is still to be installed. Exercise stations are in place. Crews are still applying paint and completing interior work in the new restroom building, in background. The City plans a full-day of activities at the Grand opening with ceremonies beginning at 10 a.m. followed by games, and events that highlight every
