Arroyo, a native of Hollywood, Florida, serves the U.S. Navy assigned to USS Georgia, homeported at Naval Submarine Base Kings Bay. As a submariner, Arroyo is part of a small percentage of Navy personnel continuing a 125-year tradition of service under the sea to help ensure Americans’ safety.

Arroyo graduated from Hallandale High School in 2020.
The skills and values needed to succeed in the Navy are similar to those found in Hollywood.
“My hometown taught me positivity and patience,” Arroyo said. “Staying positive can be very difficult, but I always try to smile and understand that everything will pass, and I can thank my hometown for that.”
Arroyo joined the Navy three years ago. Today, Arroyo serves as a machinist’s mate (nuclear).
“I joined the Navy for change,” Arroyo said. “At the time, college wasn’t working out, and I wanted to build on who I was. I knew the Navy offered a great education, so I wanted to use that as well.”

Simple Yet Sophisticated New Restaurant Now Open In Coral Gables
Expect the unexpected at Coral Gables’ newest go-to dining spot, Arcano. For foodies on the hunt for their next great meal or local diners interested in checking out the latest culinary sensation, Arcano is the destination. This warm, welcoming, affordable, and alluring restaurant puts a creative twist on Hispanic cuisine, marrying tradition and innovation in every dish.
Arcano, referring to the thrill of the unexpected in Spanish, is on a mission to make dining exciting and unpredictable. “Hispanic cuisine has an abundance of flavors and influences that offer constant discovery,” says Juan Diego Canahuati, who co-owns and operates the restaurant with his wife, Nicole. “We named the restaurant Arcano to imply that surprises are in store, keep our clients intrigued, and to make sure the experience is accessible and unintimidating for our guests. Arcano is the type of place that embraces nostalgia while looking ahead.”
The Arcano menu does just that, offering new guests a true culinary journey, while ensuring repeat customers always find something new. “The sharing of food with friends and family is at the heart of a great meal,” adds Nicole. “The menu was designed to encourage sharing and exploration, with each dish inspired by a different country or region. Guests can order as they want or have a meal curated by us.”
A selection of Hot & Cold Starters kicks off the menu, featuring dishes such as Guacamole Ahumado, a beautifully smoked avocado cream topped with roasted pumpkin seeds, tomato, relish, and radish, drizzled with house-made charcoaled jalapeno oil, and served with crispy taro. Crudo de lomito (beef carpaccio) contains three types of coffee: a tender cut of filet mignon marinated in Costa Rican coffee, topped with a house-made coffee oil extract and emulsion, and then ancestral seeds, watercress leaves, and a crumble of Honduran cheese. Like several of Arcano’s more eclectic creations, the dish sounds a bit madcap, but the culinary team’s obvious technique and dedication to balance delivers. Another standout starter is the trio of Spanish-style Croquetas, including crab, calamari infused with squid ink, and shrimp. Next up, nine largeformat Plates offer an enticing selection of main course options. Indulge in Pato con mole atop corn puree or Jarrete de Cordero – a lamb shank braised in pomegranate juice and red wine reduction, with fresh citrus zest and hibiscus powder; served with pickled onions, shredded Oaxaca cheese, and fresh purple corn tortillas. Also on offer, a quartet of Street Food handhelds that hold their own against the main plates’ big flavors. Perhaps one of Miami’s most curious burgers can be found here, and it’s as delicious as it is unorthodox. The Hamburguesa Arcano is an 8 oz. wagyu beef brisket patty served on a house-made roll infused with blackberries, then topped with hibiscuskissed caramelized onions, shredded Oaxaca cheese, queso fresco, fresh watercress, and a house-made garlic aioli. Wild? Yes. Does it work? Absolutely. Another great item, perfect for lunch, is the Reina Pepiada, a yellow and purple corn marbled Venezuelan-style arepa filled with shred ded chicken breast, which has been poached in herbs and spices, served with an avocado and cilantro lime sauce and a salad of spinach and watercress.

guided-missile submarines. These submarines are capable of conducting operations in the Atlantic, Arctic, Eastern Pacific, and Indian Oceans and the Mediterranean Sea. It is also the only Navy base with the capability to support the Trident II missile, the most sophisticated nuclear missile designed to be launched from a submarine.
Known as America’s “Apex Predators!,” the Navy’s submarine force operates a large fleet of technologically advanced vessels. These submarines are capable of conducting rapid defensive and offensive operations around the world, in furtherance of U.S. national security.
There are three basic types of submarines: fast-attack submarines (SSN), ballistic-missile submarines (SSBN) and guided-missile submarines (SSGN).
Fast-attack submarines are designed to hunt down and destroy enemy submarines and surface ships; strike targets ashore with cruise missiles; carry and deliver Navy SEALs; conduct intelligence, surveillance, and reconnaissance missions; and engage in mine warfare. The Virginia-class SSN is the most advanced submarine in the world today. It combines stealth and payload capability to meet Combatant Commanders’ demands in this era of strategic competition.
The Navy’s ballistic-missile submarines, often referred to as “boomers,” serve as a strategic deterrent by providing an undetectable platform for submarinelaunched ballistic missiles. SSBNs are designed specifically for stealth, extended patrols and the precise delivery of missiles. The Columbia-class SSBN will be the largest, most capable and most advanced submarine produced by the U.S. - replacing the current Ohio-class ballistic-missile submarines to ensure continuous sea-based strategic deterrence into the 2080s.

Strategic deterrence is the nation’s ultimate insurance program, according to Navy officials. As a member of the submarine force, Arroyo serves aboard a platform capable of bringing the fight to enemies in defense of America and its allies.
The U.S. Navy is celebrating its 250th birthday this year. According to Navy officials, “America is a maritime nation and for 250 years, America’s Warfighting Navy has sailed the globe in defense of freedom.”
With 90% of global commerce traveling by sea and access to the internet relying on the security of undersea fiber optic cables, Navy officials continue to emphasize that the prosperity of the United States is directly linked to recruiting and retaining talented people from across the rich fabric of America.
Arroyo has many opportunities to achieve accomplishments during military service.
“My proudest accomplishment is making it through the nuclear pipeline,” Arroyo said. “It was not easy, but I kept at it even though a lot of people around me were quitting. Once I completed it, the feeling was great.”
Arroyo serves a Navy that operates far forward, around the world and around the clock, promoting the nation’s prosperity and security.
“Serving the Navy, to me, means preparation,” Arroyo said. “It is constantly giving me opportunities to set up my future for my life and, hopefully, for my future family’s life.”
Arroyo is grateful to others for helping make a Navy career possible.
“I would like to thank Machinist Mate 1st Class Rice,” Arroyo added. “He was my Nuclear Power School instructor, and he pushed and motivated me to complete my schooling. And of course, I want to thank my parents for their constant support.”

Today, I continue with Part 4 of the State of the City of Hallandale Beach series. An EMS Revenue study was performed and presented to the commission. There are multi pronged approaches to improve and boost our revenues. Currently, there is still work to be done operationally before we decide what will be the path forward to close the GAP.
There is good news! An Emergency Manager Coordinator was hired last year. The entire staff has been hard at work over the past months. We revamped our disaster planning. Not just for Hurricanes but all disasters; flooding, cybersecurity, facility security and other major events.
There have been multiple table top exercises and investments in various response equipment. Specialized emergency trucks, high water rescue vehicles, barricades, emergency notification technology and other equipment.
We hosted a Preparedness Class again this year for residents and businesses. Sadly, they were not well attended this year. We are concerned that this is a sign of complacency. Our goal is to beef up our website to include training videos for individuals that are unable to attend in person. I encourage all our stakeholders to visit our website that is full of useful information and links to a wide array of outside resources.
We are doing our part. As a City, we cannot do everything. Private property owners need to plan, be prepared and have recovery plans as well. The reality is we cannot engineer our way out of every storm event.
The year of the shovel began. And like I said this year, “Dig Baby Dig!” We planned for a major overhaul of our aged Infrastructure. We dusted off the Basis Of Design Report and prioritized projects. We set up a list of 10 criteria. Public Health and Safety first, Infrastructure Investment Protection and Regulatory Requirements as the top three.
Tax, Gas Taxes, Broward County Transportation’s Penny Tax, CRA and Utility Fees. I need to note this does not include “all” of our projects. We have over $320 Million Dollars in needs, not wants.
Many of our road projects are city, county and state roadways. These are estimated at $57 Million and are not fully funded. Utility projects are critical and we did not wait to start digging.
We utilize our robust reserves to kick start over $63 Million Dollars in vital needs while we set up our Utility Revenue Bond. The bond process is both financially and

I must assure our stakeholders, we remain very sensitive to the current financial reality but still we must make these upgrades. We adopted a phase in annual rate increase rather than front loading a large rate hike of 63%. That percentage sounds really big. Without getting too much in the weeds, I need to explain it.
We have set up a structure that includes a 10% increase in Water, 7% increase in wastewater and a flat increase in stormwater rates based on the

Last September, we updated our 5 year Capital Improvement Plan for 25-29. It included over 70 projects with projected costs of $207 Million Dollars. These range from public safety, sidewalks, road paving, street lighting, facility upgrades and the biggest utility improvements citywide.

Health Partners & Bridges of Hope Behavioral Health LLC, the FLITE Center Clinic will now operate five days a week, Monday through Friday, offering its clients a wide range of Physical and Mental Health Services including telehealth visits from birth to age 35. This move reflects FLITE’s commitment to holistic care, supporting the Physical and Emotional well-being of the individuals they serve, with investment support from Bank of America and Cleveland Clinic Florida.
“Both Mental and Physical Health are vital to the healing journey. FLITE Center clients can access not only health services but also housing, education, employment, and wellness support,” said Wanda Perez, Interim CEO of FLITE Center. “By expanding our clinic, we’re strengthening the holistic, wraparound care at the core of our mission since day one. No youth should have to navigate the transition to adulthood alone.”
With a dedicated team including a medical director, nurse practitioner and three medical assistants trained in trauma-informed care, the clinic offers preventive healthcare services, STD and HIV Testing, as well as in-office Lab Work and Wellness Checks. Additionally, the clinic features Physical Fitness Programs, including Yoga & Physical Fitness, courtesy of Broward Behavioral Health Coalition and the United Way of Broward. A Wellness Channel offers virtual psychoeducational content on Health and Mental Health topics. In addition, our Psychiatry team is built up of four APRN medical doctors providing Psychiatry and Medication Management Services for our system of care youth.
In addition to Physical and Mental Healthcare, the FLITE Center Clinic plays a critical role in serving victims of human trafficking, providing them with specialized trauma-informed care. The Anti-Human Trafficking Department offers clinical therapy, crisis intervention, wellness checks and personalized guidance from survivor mentors. The team also offers training for community agencies, ensuring the community can help vulnerable populations.
As a means to support health and wellness, FLITE Center has also added cooking classes for its client base. Through a Cleveland Clinic Florida Grant, youth can learn how to prepare healthy meals in a newly crafted teaching kitchen. This is an extension of the training to prepare youth to be independent and selfsufficient through partnership with EatWell Exchange, Inc.

Scratching Beneath The Surface: Keeping Pets Flea-Free
The summer heat has crept in — and with it the critters that have owners and pets alike itching. Fleas, in particular, have a tendency to make themselves at home in your carpet, bedding, and, worst of all, your pet’s fur, inflicting constant irritation and posing potential health risks to their hosts.
Dr. Lori Teller, a Clinical Professor at Texas A&M’s College of Veterinary Medicine & Biomedical Sciences, offers insight into the symptoms and dangers of fleas as well as effective prevention methods.
How Fleas Spread
Although fleas thrive the most in warm, wet climates, there are very few places in the United States where fleas are not a problem for at least part of the year.
“The Gulf Coast region is a major place for fleas to thrive,” Teller said. “Areas where it’s very cold and dry, especially at higher altitudes, and desert areas that are extremely hot and dry will generally have a lower incidence of fleas.”
Whether from the environment, other animals, or people, pets are susceptible to contracting fleas from a variety of sources. Migrating wildlife can even bring fleas to areas where they may not normally flourish.
“Pets can pick up fleas from direct contact with other animals, such as at a dog park, pet store, kennel, or the beach,” Teller said. “They can also pick them up in the environment, such as the backyard or when on walks. In some cases, fleas can hitch a ride on people’s clothing or gear, such as a backpack.”
Recognizing The Signs When fleas make themselves at home in a pet’s fur, symptoms can range from itchiness to major skin irritation.
“Fleas can cause pets to become itchy, especially on their lower back, inner thighs, and head,” Teller said. “With enough scratching and chewing, a pet can pull out its hair, create raw and inflamed lesions on its body, and develop a secondary bacterial infection.”
A visual inspection can often help owners know if fleas are the cause of their pet’s itching and scratching.
“Sometimes you can see fleas on your pet, especially in areas where the hair coat is thinner,” Teller said. “You may also see what looks like pepper in your pet’s fur; these black granules, called flea dirt, will turn reddish when wet.”
Beyond A Nuisance
• Fleas are more than just an irritation; they can
also pose several health risks to pets, including:
• Spread of the tapeworm Dipylidium caninum from ingesting fleas
• Flea-allergic dermatitis, an allergic reaction to flea saliva
• Secondary infections from raw wounds
“A severe infestation, especially in very young or old pets, can even lead to lifethreatening anemia, sometimes requiring a blood transfusion,” Teller said.
Fleas also can spread disease-causing bacteria to people, including Bartonella henselae, the cause of cat scratch fever; Yersinia pestis, the cause of bubonic plague; and Rickettsia typhi, the cause of murine typhus.
Flea-ing From The Itch
The best way to shield your pet from fleas — and the secondary problems they can cause — is by using a veterinaryapproved flea and tick preventative.
“The preventives prescribed by veterinarians tend to be more effective, but the best prevention is the one that you use consistently,” Teller said.
Pet
These preventatives are available as
topical treatments, oral medications, and medicated collars.
Teller recommends that every dog and cat in the household be on flea prevention, even those that are inside-only.
“It is extremely important that the product you use is labeled for the species you are treating,” Teller said. “Dog products should never be used on cats. If you accidentally use the wrong product on your pet, immediately call animal poison control and contact your veterinarian.”
Controlling fleas in a pet’s environment, including inside the home, is another important part of prevention.
“If you are battling a flea infestation in your home, there are some flea treatments that can be used in your carpet and furniture,” Teller said. “You may also want to enlist the help of a professional exterminator.”
Combating fleas requires a proactive and thorough approach, but by preparing for the presence of fleas, treating the issue promptly, and maintaining a clean household, your pets will be healthier and itch-free — ready to play another day away.

Stool DNA test
If you’re at average risk for CRC and 45 or over, you’ll need a prescription for an at-home stool DNA test kit. You then send the sample to a lab for results in a couple of weeks. This kind of test uses a combination of stool-based DNA and
Hemoglobin testing to detect abnormal cells that can indicate the presence of Cancer. Most insurers cover the cost only if you’re 45 or older, but you should check your health insurance plan for specifics.
Blood tests
Recently approved blood-based screening tests can detect Colorectal Cancer by analyzing specific biomarkers in your blood. On the plus side, they can be combined with other routine blood work, but they do require going to the lab, getting stuck with a needle, and waiting for results. Since these tests are still relatively new and insurance coverage may vary, it’s a good idea to check with your provider.
FIT test
Fecal Immunochemical tests (FIT) look for the presence of hidden blood in stool, offering a simple, non-invasive alternative for those hesitant about Colonoscopies or interested in more frequent testing. The Real National Emergency Endless Wars, Failing Infrastructure, And A Dying Republic

Seventy years after President Dwight D. Eisenhower warned about the cost of a military-industrial complex, America is still stealing from its own people to fund a global empire.
In 2025 alone, the U.S. has launched airstrikes in Yemen, bombed Houthicontrolled ports and radar installations (killing scores of civilians), deployed greater numbers of troops and multiple aircraft carriers to the Middle East, and edged closer to direct war with Iran in support of Israel’s escalating conflict.
Each of these “new” fronts has been sold to the public as national defense. In truth, they are the latest outposts in a decades-long campaign of empire maintenance—one that lines the pockets of defense contractors while schools crumble, bridges collapse, and veterans sleep on the streets at home.
This isn’t about national defense. This is empire maintenance.
It’s about preserving a militaryindustrial complex that profits from endless war, global policing, and foreign occupations—while the nation’s Infrastructure crumbles and its people are neglected.
The United States has spent much of the past half-century policing the globe, occupying other countries, and waging endless wars.
What most Americans fail to recognize is that these ongoing wars have little to do with keeping the country safe and everything to do with propping up a militaryindustrial complex that has its sights set on world domination.
War has become a huge moneymaking venture, and the U.S. government, with its vast military empire, is one of its best buyers and sellers.
And now, the price of the empire is rising again. Clearly, it’s time for the U.S. government to stop policing the globe.
The U.S. military reportedly has more than 1.3 million men and women on active duty, with more than 200,000 of them stationed overseas in nearly every country in the world.
As investigative Journalist David Vine explains, “Although few Americans realize it, the United States likely has more bases in foreign lands than any other people, nation, or empire in history.”
Incredibly, America’s military forces aren’t being deployed abroad to protect our freedoms here at home. Rather, they’re being used to guard oil fields, build foreign Infrastructure and protect the financial interests of the corporate elite. In fact, the United States military spends about $81 Billion a year just to protect oil supplies around the world.
America’s military empire spans nearly 800 bases in 160 countries, operated at a cost of more than $156 Billion annually. As Vine reports, “Even US military resorts and recreation areas in places like the Bavarian Alps and Seoul, South Korea, are bases of a kind. Worldwide, the military runs more than 170 golf courses.”
This is how a military empire occupies the globe.
This is how the military-industrial complex, aided and abetted by the likes of Donald Trump, Joe Biden, Barack Obama, George W. Bush, Bill Clinton and others, continues to get rich at taxpayer expense.
War spending is bankrupting America.
Since 2001, the U.S. government has spent more than $10 trillion waging its endless wars, much of it borrowed, much of it wasted, all of it paid for in blood and taxpayer dollars.
Add Yemen and the Middle East escalations of 2025, and the final bill for future wars and military exercises waged around the globe will total in the tens of trillions.
Talk about fiscally irresponsible: the U.S. government is spending money it doesn’t have on a military empire it can’t afford.
Even if we ended the government’s military meddling today and brought all of the troops home, it would take decades to pay down the price of these wars and get the government’s creditors off our backs.
As investigative journalist Uri Friedman puts it, for more than 15 years now, the United States has been fighting terrorism with a credit card.
Americans have thus far allowed themselves to be spoon-fed a steady diet of pro-war propaganda that keeps them content to wave flags with patriotic fervor and less inclined to look too closely at the mounting body counts, the ruined lives, the ravaged countries, the blowback arising from ill-advised targeted-drone killings and bombing campaigns in foreign lands, or the transformation of our own homeland into a warzone.
That needs to change.
The U.S. government is not making the world any safer. It’s making the world more dangerous.
The U.S. government is also not making America any safer. It’s exposing American citizens to alarming levels of blowback, a CIA term referring to the unintended consequences of the U.S. government’s international activities.
The war hawks’ militarization of America—bringing home the spoils of war (the military tanks, grenade launchers, Kevlar helmets, assault rifles, gas masks, ammunition, battering rams, night vision binoculars, etc.) and handing them over to local police, thereby turning America into a battlefield—is also blowback.
James Madison was right: “No nation could preserve its freedom in the midst of continual warfare.” As Madison explained, “Of all the enemies to public liberty war is, perhaps, the most to be dreaded because it comprises and develops the germ of every other. War is the parent of armies; from these proceeds debts and taxes… known instruments for bringing the many under the domination of the few.”
We are seeing this play out before our eyes. The government is destabilizing the economy, destroying the national Infrastructure through neglect and a lack of resources, and turning taxpayer dollars into blood money with its endless wars, drone strikes and mounting death tolls.
This isn’t just bad budgeting. It’s moral bankruptcy. A country that can’t care for its own people has no business policing the rest of the world.
Clearly, our national priorities are in desperate need of overhauling.
We are funding our own collapse.
At the height of its power, even the mighty Roman Empire could not stare down a collapsing economy and a burgeoning military. This is the “unwarranted influence, whether sought or unsought, by the military-industrial complex” that President Dwight Eisenhower warned us not to let endanger our liberties or democratic processes.
We failed to heed his warning.
As I make clear in my book Battlefield America: The War on the American People and in its fictional counterpart The Erik Blair Diaries, war is the enemy of freedom.
As long as America’s politicians continue to involve us in wars that bankrupt the nation, jeopardize our servicemen and women, increase the chances of terrorism and blowback domestically, and push the nation that much closer to eventual collapse, “we the people” will find ourselves in a perpetual state of tyranny.
