How Pets Enrich The Lives Of The Elderly

The number of adults aged 65 and older is growing, and older adults are at higher risk for social isolation and loneliness due to changes in health and social connections that can come with growing older, according to the National Institute On Aging. The companionship of a wagging tail or a soft purr, however, can enrich the lives of older adults.

Dr. Erin Ray, a Clinical Assistant Professor at the Texas A&M College of Veterinary Medicine & Biomedical Sciences, shares the physical and mental health benefits of older adults having a pet to walk by their side through their golden years.

Four-Legged Therapists

One of the benefits of investing in a companion animal, according to Ray, is that it offers an older population a renewed sense of purpose and responsibility in their daily lives.

“Numerous studies have been conducted to assess the advantages of pet ownership,” Ray said. “Pet owners tend to be more physically active, have a reduced risk of Heart Disease, and engage in more social interactions with others due to their pets. Consequently, they often experience less loneliness and stress compared to people without pets.”

Leading Wound Care With Additional Hyperbaric Chamber

Memorial Hospital Pembroke, one of the region’s most comprehensive wound care facilities, has now increased the number of patients it can treat with the addition of a new monoplace hyperbaric chamber. The equipment will provide access for an estimated five more patients each day, all of whom spend at least two hours each visit receiving pure oxygen to heal wounds that haven’t responded to other treatments.

Despite the complexity of some of its

cases, Memorial has delivered positive results to nearly every patient treated in the first quarter of 2025, with approximately 98% of more than 200 wounds healed. The average time being treated is just over 60 days, corresponding to a typical hyperbaric protocol that delivers 40 treatments during an eight-week period.

“The hyperbaric unit follows strict Medicare guidelines for the use of hyperbaric oxygen therapy using evidencebased medical protocols,” said Dr. Blane

Shatkin, Medical Director at the Memorial Center for Wound Healing and Hyperbaric Oxygen Therapy since 1997.

The new chamber, the fourth of its kind on-site at Memorial Pembroke, will eliminate waiting and enable patients to more easily schedule visits convenient for them. The hospital invested more $130,000 on the equipment and has its own supply of oxygen to ensure no further delays.

“We’ve had great success healing wounds that include diabetic foot ulcers,

bone infections, and radiation injuries using a multi-disciplinary approach that offers patients significant expertise,” said Dr. Adelheid Reinoso, a wound care physician that specializes in hyperbaric oxygen therapy.

“The single most creative and controversial figure in American theater” –Newsweek Joseph Papp (1921-1991), born ‘Yosl Papirofsky’, revolutionized modern theater as we know it. This theatrical icon – winner of 28 Tony Awards - will be the subject of a memorial concert on what would have been his 104th birthday on Sunday, June 22nd at 1:00 pm. This tribute will be presented by Love Jewish (a division of Yiddishkayt Initiative) at the Triad Theatre, 158 West 72nd Street, New York, New York 10023.

The concert event will also feature prerecorded celebrity testimonials from Mandy Patinkin and Kathryn Grody, F. Murray Abraham, Blythe Danner, John Lithgow, Estelle Parsons, and many others. Joe Papp’s vision led him in 1957 to establish the “Shakespeare in the Park” free theatrical productions. Ten years later, he founded The Public Theater in the building that had formerly housed the Hebrew Immigrant Aid Society (HIAS), a haven for newly arrived refugees fleeing persecution. The building was saved from demolition through Mr. Papp’s

efforts after a long negotiation with the City of New York. It became the permanent home of the New York Shakespeare Festival/Joseph Papp Public Theatre (The Public) and is currently designated as a New York City Historical Landmark.

Having a pet also provides structure to older owners’ days and keeps them busier as they establish and maintain their pet’s daily routine, including regular meals, walks, and play time.

“This routine can provide a mutual benefit, improving physical activity, mental stimulation, and positive interactions for both the owner and their pet,” Ray said.

In addition, pets help fulfill the emo tional and caregiving instincts that many humans have, especially for those whose children no longer rely on them for con stant care.

“Getting out of bed, getting yourself dressed, and caring for the house and yard tend to be more important when another living creature is relying on you,” Ray said. “Also, pets are often very affec tionate and can be great listeners, acting as a confidant for their owner.”

Furry Friendships

A perhaps unexpected consequence of pet ownership for older people is that a pet may bring them out into their neigh borhood, attracting neighbors and friendly faces of all kinds, thereby alleviating iso lation. “Older owners with pets are often times more sociable within the neighbor hood with both fellow pet owners and people without pets,” Ray said. “Pets often encourage people to step outside for walks or visit public places like dog parks, horse barns, and so on, where they can interact with other people.”

Forming connections in the community becomes much easier with an adorable companion by your side, as people tend to be more comfortable talking to or about an animal rather than directly to a stranger.

Ray also notes that these relationships can often lead to people performing favors for one another, such as house sitting or feeding a neighbor’s pet. This can effectively foster a support system from non-family members to become invested in the well-being of the older adult – especially when family is not nearby.

Challenges And Considerations

The greatest priority in older adult pet ownership is ensuring that the owner can properly care for the animal they are committing to.

Specific challenges older pet owners may encounter include:

• Difficulty administering medication for a pet’s chronic illness or other ailment.

physical needs, like frequent walks, playing with toys, or horseback riding.

• Getting pets to and from veterinary visits, traveling with owners, or finding care when leaving town.

Ray also identifies behavioral challenges as another potential hurdle for older owners. Extreme co-dependence can lead to high cases of anxiety that can pose occasional dilemmas for an older owner.

Finding The Paw-fect Match

When an older adult is selecting the “purrfect” pet to match the specific needs in their life, there are several important factors to consider.

For example, the size and type of pet is entirely dependent on the person.

“Pets can range from horses, to dogs, to birds, to fish, and everything in between,” Ray said. “A few things owners

should consider when choosing a companion are their lifestyle and personal physical abilities; the cost of ownership; and breed characteristics.”

Much like searching for a best friend whose lifestyle aligns with their own, their next furry best friend should desire the day-to-day routine they are able to offer.

“For example, owners who don’t want to or are unable to go on hikes, runs, or long walks may avoid very athletic and high-energy dogs,” Ray said.

Over the longterm, we are focused on maintaining our reputation as one of the most innovative dining destinations in South Florida. MK: Does the restaurant have any policies around sustainability?

Sustainability is at the heart of what we do at MAASS and I have always been an advocate of environmentallyfriendly practices. In 2018, I enlisted Bresca as the first and only carbon neutral restaurant in the nation’s capital by joining ZeroFoodprint, the nonprofit organization aimed at helping restaurants and diners reduce their climate impact. As part of this initiative, the team and I work to interlace sustainability into the daily practices of restaurant operations such as recycling, composting and sourcing products from purveyors who prioritize sustainable practices.

CRR: While I can’t name names, we’ve been fortunate to have several notable guests dine with us at MAASS. “Most Favored Nation” Pricing Doesn’t Actually Put America First

The White House just announced a sweeping plan that could ultimately cap U.S. drug prices at the lower levels seen in other developed countries.

Administration officials have good intentions. They’re trying to shake up the plainly unacceptable status quo, in which American “citizens pay massively higher prices than other nations pay for the same exact pill, from the same factory, effectively subsidizing socialism abroad,” as President Trump put it.

But this proposal could largely eliminate the incentives for biotech companies to invest in new medicines, ultimately resulting in millions of premature deaths and lost jobs.

Foreign price fixing is a real problem. Most other wealthy countries artificially cap the cost of medicines. Those countries know they’ll get away with it, because as Economist Craig Garthwaite explains in a recent paper in the Journal of Economic Perspectives, many foreign

countries are “too small to be central to the drug development investment decisions of innovative firms.”

It’s entirely unfair that Americans are forced to disproportionately shoulder the majority of the world’s research and development burden.

But adopting other countries’ artificially low prices won’t fix the problem. It’d just make it impossible for biotech companies to recover their immense R&D costs -and thus destroy the incentives to develop new treatments altogether.

This isn’t just a theoretical concern. Europe used to dominate the global biotech industry for most of the 20th Century, accounting for more than half of all new drugs developed -- but America surged ahead by the late 1990’s after European policymakers kneecapped their domestic innovators with price controls.

And while America historically resisted the temptation to impose price controls on medicines -- at least until the Inflation Reduction Act -- we have imposed them

on medical devices before, with disastrous results. A new National Bureau of Economic Research paper examined what happened when Medicare slashed reimbursements for certain medical devices by more than 60%. Innovation fell off a cliff. Patent filings dropped 75%. New product launches fell 25%.

The executive order would replicate that mistake on a far larger scale. If it takes effect, companies will simply stop investing in most new drug research. It’s simple economics -- kill the potential return, and you kill the risk-taking too.

That’d come at a massive human cost. New drugs have been responsible for more than a third of the decline in Cardiovascular deaths since 1990. Now we’re seeing promising treatments for Obesity, ALS, and rare genetic disorders.

Imagine telling families that future breakthroughs won’t be coming -because we chose to import foreign price controls.

There are smarter ways to lower prices

without compromising innovation.

First, we must eliminate the waste in our healthcare system. More than half of every dollar spent on brand-name drugs doesn’t go to the companies that make them -- it’s absorbed by a complicated supply chain with misaligned incentives that rakes in hundreds of billions from hidden rebates and markups, with no requirements to pass savings on to patients.

Second, we should tackle the foreign pricing problem through trade negotiations. Other wealthy nations should have to pay market rates for medicines if they want access to American markets.

The White House is right to be angry about foreign price fixing. But we need to fight it without destroying one of America’s most successful industries in the process.

Regular eye exams are the single best thing you can do for your eye health. Eat healthy. Add plenty of dark, leafy greens like Spinach, Kale and Collard Greens to your menu. Eating fish that are high in Omega-3 Fatty Acids - like: Salmon, Tuna and Halibut - are good for your eyes, too.

Get active. Regular physical activity helps you stay healthy and lowers your risk of health conditions like Diabetes and High Blood Pressure that can cause eye or vision problems. Diabetes can damage the blood vessels in the Retina, leading to

vision loss, blindness or other eye diseases. High Blood Pressure is a known risk factor in the onset or progression of several eye diseases.

Know your family’s eye health history. Some eye diseases can run in families. Ask your loved ones if they’ve faced eye problems or health challenges that could impact vision. If they have, share what you’ve learned with your eye doctor.

Manage digital eye strain. According to the American Optometric Association, looking at screens for just two continuous hours is enough to cause digital eye strain, which includes symptoms like dry eyes, itching, a feeling like something is stuck in the eye, watering, blurry vision

and headaches. To help reduce digital eye strain, follow the 20-20-20 rule: Every 20 minutes, take a 20-second break to look at something 20 feet away.

Quit smoking. Kicking the smoking habit is good for every part of your bodyincluding your eyes. Quitting can help lower your risk for eye diseases like macular degeneration and cataracts. these signs could indicate temporary soreness or a minor sprain, they may also point to a much more serious issue, a torn cranial cruciate ligament (CCL).

This common injury can significantly affect a dog’s or cat’s ability to walk, run or even stand comfortably. Luckily, there’s a surgical solution that can help restore their mobility — Tibial Plateau Leveling Osteotomy (TPLO) surgery.

Dr. Katherine Barnes, a Clinical Associate Professor at Texas A&M’s College of Veterinary Medicine and Biomedical Sciences, shares the signs of CCL tears, how TPLO surgery works and why choosing the right surgeon is so important.

Knee’ding a Fix

Joints are where bones meet, forming a complex network of connections that allow the body to move smoothly and in many different ways. In the knee joint, called the stifle joint in pets, one small structure plays a big role in keeping everything stable — the cranial cruciate ligament.

“The CCL is similar to the ACL in people,” Barnes said. “It connects the thigh bone (femur) to the shin bone (tibia),

Because the stifle joint is essential for leg movement and weight bearing, it’s under constant pressure, making it especially vulnerable to wear and tear. That’s why CCL injuries often happen gradually, as the ligament weakens over time.

When the ligament tears, the bones in the leg are no longer secure and can slide beyond their normal range, especially since the top of the shin bone — which supports most of the body’s weight — has a natural slope in dogs.

“Without the CCL holding the bones in place, that slope causes instability that leads to pain, inflammation and the development of arthritis over time,” Barnes said. “If you notice your pet limping, swelling around its knee, or even a clicking sound when they walk, it’s best to visit the veterinarian for an exam to see if a CCL tear is to blame.”

Any pet can experience a CCL tear, though it’s most often seen in dogs, especially large, active ones.

A Surgical Solution

When a CCL tear leaves the knee

damaged ligament, TPLO changes the anatomy of the knee to eliminate the need for the ligament entirely,” Barnes said. “This is done by making a curved cut in the top of the tibia to flatten its weightbearing surface. The bone is then secured with a specialized bone plate and screws.”

This adjustment prevents the abnormal forward movement of the tibia that typically happens when the CCL is torn, thereby stabilizing the joint without the need for the CCL to hold the bones in place.

From start to finish, the entire process — including preparation, anesthesia, surgery, X-rays and waking the pet — typically takes a few hours.

“Clipping the fur and scrubbing the leg beforehand is a critical step, as it helps decrease the risk of postoperative infection,” Barnes said. “Before surgery, X-rays are performed to confirm the diagnosis and rule out any other sources of pain, such as from a fracture, and blood work is done to ensure the patient is healthy for anesthesia. X-rays are also taken after

surgery to ensure that the implants are well-positioned before waking the patient

Setting The Stage For Success

TPLO surgery offers excellent outcomes — but success starts with choosing the right surgeon. As a highly technical procedure, TPLO demands precision and expertise at every step.

“Board-certified surgeons go through years of additional specialized training,” Barnes said. “They complete an internship, do a three- to four-year surgery residency and pass board exams — all specifically focused on surgery.”

Without that expertise, small technical errors that can increase the risk of complications are far more likely.

TPLO is a major procedure, but when handled with the right care, it gives pets the best possible chance at regaining comfort and mobility.

within a very short period, her brother and son were diagnosed with chronic illness, and her mother passed away after a toobrief illness, leaving her feeling unmoored. State of the City of Hallandale Beach Part 3

The State of the City of Hallandale Beach continued, in the President’s memo he believes private industry is best suited, when it comes to stations. We certainly hope so. Community Development Block Grants have been totally eliminated. These grants are formula based depending on the size of the city. Big city means a big fund. As a non-entitlement city with a population under 50,000 last year we received $330,000. These funds were used partly for the Hepburn Senior Center and for a smaller drainage improvement.

Cuts to FEMA from what I could gather are not tied to Preparedness and Disaster Response. They had many other programs that were not purely Emergency Disaster related. They are now focused on their core mission with much of the responsibility passed on to the states. What will be interesting is how States in turn will be able to deal with the added Tax burden. Interestingly, a debate has begun in Florida about cutting Property Taxes. As a note the State of Florida Government does not collect Property Taxes. They receive limited real estate transactional costs. Their biggest revenue? You guessed it, Sales Tax. So you can see why it is so easy for the Governor legislators to make these promises.

Here is a brief explanation. The top three ways to generate tax dollars are: Property Tax, Sales Tax and Income tax. Florida does not even have Income tax. Florida is not even in the top ten of Tax Burden states that is why people have flocked here. According to the Tax Foundation it is actually number 4 overall as the lowest Tax Burden state. Wyoming is number 1. Early predictions suggest the state’s Sales Tax of 6% would need to be increased well over 12% to fund their needs. Do not be fooled, tourists will not be paying a majority, Tourism accounts for 15% of State Tax Revenues. The increase

will be felt by all. I have also heard 22% and up will be needed to fill the cities’ GAP based on the essential services provided. On average 45-60% of cities’ budgets go towards Public Safety. We are now rightfully calling this whole push as a “Defund the Police Bill.” How ironic in a Republican controlled state. This issue is one we are already following extremely close along with all of our partners.

I will leave you with this: Every city is bound by a cap of 10 Mills. So whether you are homesteaded or not, that’s the highest we can set the Tax Rate. One could argue that this cap is actually artificially low taking into consideration the costs of the services we provide. The variation comes with the taxable values. The greater value = greater the tax. Homestead values are capped by 3%.

Not a perfect system for new owners or part time owners but loved by full-time residents. There is a reason it is called Save Our Homes. SO again how does this all affect our budget? Surprisingly not much in the current year. But with possible Property Tax cuts, inflation, market changes and Tariffs we will need to take a very long term strategic approach on how we address paying for our services and Infrastructure when it comes to our Millage Rate.

For our city we create our budget not expecting anything from the Federal Government or the State. Grants do matter. If there are any available we go after them. Since 2018, we have received over $49 Million in various Grants through the federal and state. These funds allowed us to move more projects forward on our list of needs.

How is our Budget? We have a core mission to provide vital essential services. Police, Fire, Emergency Services,

Sanitation Services, Water, Wastewater, Stormwater and maintain Public Assets like city roads and Parks. We can provide services directly with our own employees or contract out. In our City we have a combination.

Our Budget Team Lead by Budget Director Natasha Mazzie has put together a great brochure on our Budget. We have a $205 Million Dollar projected Budget. $113 of which designated the General Fund whose revenue source is Property Taxes. $55 Million Enterprise fund which includes Sanitation and all Utilities and paid mainly through user Fees. Over $60 Million in projects.

We like to take a zero based Budget approach but we have operational obligations when it comes to debt, employee contracts and retirement benefits. And unlike your business we do not get to choose what services to cut, we must deliver them one way or another.

Public Safety is and always will be the biggest expenditure. Hallandale Beach Police Department is one of the finest with the best response times nationally. We have been State Accredited for five years and have just gone through our new Five Year Accreditation. We have been recommended once again for Full Accreditation without any recommended findings.

We continue to invest in technology. As promised last year. We are on schedule with building out our Crime Prevention Systems. Dig Baby Dig! By this year’s end, we will have every single entrance point covered with License Plate Readers. CCTVs cameras will run the entirety of Hallandale Beach Boulevard which are real time manned at the BSO Center. This year we will continue to add additional manning. Spotshooter sensors will cover

the entire city. Promises Made, Kept and Delivered! Fire and EMS are contracted out to BSO. We still pay for all the costs including staffing, facilities and equipment. I had not been a fan of this contract as it did not include an emergency coordinator which used to be the Fire Chief that worked citywide. There were built in cost increases ranging upward to 10% and management of the department runs over $1 Million a year. With Chief Fucci coming on board it has made a vast difference. He brought with him a wealth of field and Budget experience. His leadership has also brought stability and renewed community involvement. We recently found out that BSO is actually having their own difficulty with staff retention and recruitment due to competitive salaries at other agencies. Due to these issues they performed a Salary Compensation Study. In order to compete with Palm Beach and Dade County’s salaries. They have proposed a 20% increase over the next five year contract. At this time, Dr. Earle is proposing a strategic financial plan to smooth out the increase over the next 5 years. The contract still needs to be completed and brought to the commission. The Fire Fee is a means to cover Fire Services, EMS, however, is not covered.

Current Revenue from the Fire Fee is $12 Million. This is combined with other revenues including $1.1 Million in collected Ambulance Fees and $2 Million from the State Insurance Pension contributions to help pay for this vital service but our BSO contract is for $24 Million. You heard me, a $9 Million Dollar Gap that falls on the General Fund. At current levels it is an unsustainable burden on our General Fund.

Great news for West Hollywood residents! The Sun Shuttle will begin expanded operating hours for its West Route (Zone 2) starting on July 1st. This enhancement directly addresses community feedback, providing more extensive and convenient transportation options throughout the day and into the evening. Pediatric Patients Get A Special Delivery

Marty Kiar’s Outreach Program in partnership with Rita Case, President CEO of the Rick Case Automotive Group, Golfer Paul Azinger’s Family Compassion Center and One More Child, in partnership with Bealls Department Stores, made a special delivery to pediatric patients at Joe DiMaggio Children’s Hospital in Hollywood, Florida.

“When I got the call about where I thought these donations would have the most impact, I immediately thought of Joe DiMaggio Children’s Hospital,” said Rita Case. “For children, coming to the hospital can be very frightening for them. We want them to feel at home and be comforted while they are here. That’s what makes this donation so important.”

Patients received toys, puzzles, shoes and blankets, along with beautiful, colorful

handmade quilts. Students throughout the country submitted artwork for the quilts that were then made by the loving hands of women throughout the U.S. who weaved the artwork into the quilts, which were donated by One More Child.

“Rita has been an invaluable partner, dedicating her time and resources to making people’s lives better,” said Ron Cacciatore, Director of Professional Standards and Compliance, Broward County Property Appraiser’s office. “It is through Rita that we were connected with Joe DiMaggio Children’s Hospital.”

Caitlin Stella, CEO of Joe DiMaggio Children’s Hospital, and members of her team graciously accepted the donations.
