Illinois elections board refuses to give DOJ sensitive voter data

National expert says Trump administration has no authority to demand records

SPRINGFIELD – The Illinois State Board of Elections said this week it will not hand over to the Trump administration a copy of the state’s complete, unredacted voter registration database, citing state laws that require the agency to protect voters’ sensitive personal information.

In a letter Tuesday to the Voting Section of the U.S. Department of Justice’s Civil Rights Division, ISBE general counsel Marni Malowitz said releasing the data would expose Illinois voters to unnecessary risks.

“We take Illinoisans’ privacy very seriously; data breaches and hacking are unfortunately common, and the disclosure of sensitive information contrary to state law would expose our residents to

undue risk,” Malowitz wrote.

Illinois is reportedly one of several states that DOJ has asked to turn over entire voter registration databases, including sensitive personal information such as dates of birth, driver’s license or state ID numbers, and partial Social Security numbers.

DOJ has said it wants the information in order to enforce federal requirements that states maintain accurate and up-todate voter registration lists. But state elections officials have said they are precluded under state law from releasing sensitive information contained in the registration files.

In August, state officials sent DOJ a copy of the same type of data file it shares with political committees and other government agencies. That file includes voters’ names, addresses and their age at the time they registered, but not their date of birth, driver’s license, state ID or Social Security number.

But DOJ wrote back on Aug. 14 saying

that was not good enough. It demanded the state turn over its entire database, with “all fields, including the registrant’s full name, date of birth, residential address, his or her state driver’s license number or the last four digits of the registrant’s social security number as required under the Help America Vote Act (HAVA) to register individuals for federal elections.”

As of Wednesday afternoon, the elections board had not indicated whether it had received a response from the Justice Department to its latest letter.

DOJ has said it wants the information to determine whether Illinois is complying with requirements under the 1993 National Voter Registration Act and the 2003 Help America Vote Act to keep the voter registration lists accurate and up to date. That includes occasionally purging from the voter rolls the names of people who have died or moved.

But DOJ has also asked Illinois to identify the number of registered voters who have been removed from the rolls for other reasons, such as not being U.S. citizens, being adjudicated incompetent, or for felony convictions.

David Becker, a former DOJ attorney in the voting section of the Civil Rights Division who now directs the nonpartisan Center for Election Innovation and Research, said during a media briefing Wednesday that the federal agency has only limited authority to enforce the list maintenance requirements of those laws.

“The DOJ could not possibly, even if they had it, conduct better list maintenance than the states are currently doing,” he said. “The most valuable asset that (states) have is their DMV database, which the federal government does not have access to. So even if they had a legal authority to gain this data, it wouldn’t do them any good, and they don’t have the legal authority to get this data.”

Ethnic Heritage Museum spotlights Black NFL players

ROCKFORD. It’s football season! The African American Gallery of the Ethnic Heritage Museum will unveil its newest exhibit spotlighting local Black athletes that played in the NFL. This exhibit will be unveiled on Sunday, September 14, from 2-4 p.m.

Some of the NFL careers spotlighted in the exhibit are:

Marshall Starks was picked by the St. Louis Cardinals in the 8th round of the 1961 NFL draft. In 1960, there were only 61 black players.  He also played cornerback

for two seasons with the New York Jets.

Carlos Polk was selected by the San Diego Chargers in the 4th round of the 2001 NFL draft. He played for 8 seasons with the San Diego Chargers and Dallas Cowboys. Polk now serves as assistant special teams coach for the Dallas Cowboys.

James Robinson signed with the Jacksonville Jaguars as an undrafted free agent in 2020. That year, Robinson broke the NFL record for most scrimmage yards of any undrafted rookie. He is currently playing for the New York Giants. In the mid 1970s, Rockford East High

School had several graduates that had outstanding NFL careers. They were Ira Mathews (Rockford’s first Super Bowl winner), the late Jerry Latin, Jerry Holloway, and Russell Polk.

The exhibit honoring Rockford’s Black NFL players and other athletes will be on display every Sunday until November 9, 2025.

The Heritage Museum Park (located at 1129 South Main Street) is a historical campus containing the Ethnic Heritage Museum and Graham-Ginestra House.

The Ethnic Heritage Museum features six ethnic galleries: African American,

Hispanic, Irish, Italian, Lithuanian and Polish. The Graham-Ginestra House, built in 1857, was Rockford’s first commissioned historic landmark and is on the National Register of Historic Places. South Koreans feel betrayed by workforce detentions at Georgia Hyundai plant

SEOUL, South Korea (AP) — South Korea’s foreign minister departed for the U.S. on Monday to finalize steps for the return of several hundred South Korean workers detained in a massive immigration raid in Georgia, a spectacle that has caused confusion, shock and a sense of betrayal among many in the U.S.-allied nation.

The Sept. 4 raid on a battery factory under construction at a sprawling Hyundai auto plant resulted in the detainment of 475 workers, more than 300 them South Koreans. Some were shown being shackled with chains around their hands, ankles and waists in video released by U.S. Immigration and Customs Enforcement.

South Korea announced Sunday that the U.S. has agreed to release them and that it would bring them home on a charter flight once final administrative steps are completed.

President Donald Trump said the workers “were here illegally,” and that instead, the U.S. needs to work out arrangements with countries like South Korea to bring their experts in to train U.S. citizens to do work such as battery and computer manufacturing.

U.S. Homeland Security Secretary Kristi Noem told reporters in London that Trump sent a “powerful” message to investors and their employees.

“His message today that he sent to the world was, ‘Listen, our laws will be enforced, and we’re encouraging all companies who want to come to the United States and help our economy and employ people, that we encourage them to employ U.S. citizens and to bring people to our country that want to follow our laws and work here the right way,’” she said.

South Korean politicians roiled

Appearing at a legislative hearing before his departure, Foreign Minister Cho Hyun called the raid “a very serious matter” that he hadn’t anticipated at all, as many lawmakers lamented the American operation.

“If U.S. authorities detain hundreds of Koreans in this manner, almost like a military operation, how can South Korean companies investing in the U.S. continue to invest properly in the future?” said Cho Jeongsik, a lawmaker from the liberal governing Democratic Party.

Another lawmaker, Kim Gi-hyeon from

the conservative opposition People Power Party, said the “unacceptable” raid dealt South Korea a “severe blow that will be difficult to heal.”

Some lawmakers even called for the government to retaliate by investigating Americans who are alleged to work illegally in South Korea.

Seoul has expressed regret over the raid, but experts say it won’t likely take any major tit-for-tat measures given the country’s security dependence on the U.S. in deterring potential North Korean aggressions and other spheres of cooperation between the two countries, including business ties.

Many South Koreans are stunned

The Trump administration has made a series of workplace raids to fulfill its mass deportation agenda, but this was the Homeland Security agency’s largest yet at a single site, and targeted Georgia, a symbol of bilateral cooperation where many large South Korean businesses operate and plan future investments.

Particularly stunning is that this raid came only weeks after South Korea promised to pour hundreds of billions of dollars into U.S. investments as part of a tariff deal, and days after Trump and South Korean President Lee Jae Myung held their first summit meeting in Washington on Aug. 25.

“The way that Trump is pressuring the Korean government and inflicting damages on its people is very rough and unilateral,” said Kim Taewoo, former head of Seoul’s Korea Institute for National Unification. “Can this be forgotten easily in South Korea? In a long-term perspective, it won’t be good for U.S. national interests as well.”

In an editorial Monday, South Korea’s biggest newspaper, Chosun Ilbo, wrote that “Fundamental doubts emerge: What does the U.S. mean by ‘alliance,’ and are investment benefits guaranteed across administrations?”

Paik Wooyeal, a professor at Seoul’s Yonsei University said the U.S. goal of restoring manufacturing through foreign investments is colliding with its lack of visa and immigration systems that could support such an effort.

South Korean companies operating in the U.S. will likely suffer “a great confusion” as they will now be forced to bring workers back home to resolve visa issues, he said. Such developments

would undermine U.S. interests, but Trump won’t likely make any concessions anytime soon, Paik predicted.

South Koreans question US visa system

Steven Schrank, the lead Georgia agent of Homeland Security Investigations, said Friday that some of the detained workers had illegally crossed the U.S. border, while others had entered legally but had expired visas or had entered on a visa waiver that prohibited them from working.

But South Korean officials and experts have expressed frustration over what they call strict U.S. limits on visas for highly skilled foreign workers to protect its domestic workforce, and inaction on Seoul’s calls to expand work visas for skilled South Korean nationals. As a result, South Korean companies have been relying on short-term visitor visas or the Electronic System for Travel Authorization to send the workers they need to launch manufacturing facilities or handle other setup tasks.

“The incident will inevitably exacerbate shortages of skilled workers with legal work authorization and create pressure for increases in labor costs, potentially disrupting operations and rising costs across major business projects in the United States,” South Korea’s Eugene Investment & Securities said in a report Monday.

Daishin Securities, meanwhile, predicted in a report that the raid could delay operations at the targeted battery plant, which was slated to begin production early next year, potentially affecting Hyundai’s EV business in America.

During Monday’s legislative hearing, Cho, the foreign minister, told lawmakers that the U.S. had “not responded adequately” to South Korea’s requests to expand visas for its workers, and that Seoul plans to use this raid as an opportunity to move related negotiations forward.

Cho said some of the people detained in Georgia may need to return to the site to complete their work at the factory, and that South Korean officials are negotiating to ensure they can reenter the United States.

“I will clearly point out to them that a delay in (the factory’s) completion would also cause significant losses for the United States,” Cho said.

As world gets hotter, Americans are turning to more sugar, study finds

WASHINGTON (AP) — Global warming in the United States is amping up the country’s sweet tooth, a new study found.

When the temperature rises, Americans — especially those with less money and education — drink lots more sugary beverages and a bit more frozen desserts. That amounts to more than 100 million pounds of added sugar (358 million kilograms) consumed in the nation a year, compared to 15 years earlier, according to a team of researchers in the U.S. and United Kingdom.

When temperatures go between 54 and 86 degrees (12 and 30 degrees Celsius), the amount of sugar the average American consumes goes up by about 0.4 grams per degree Fahrenheit (0.7 grams per degree Celsius) per day, based on researchers tracking of weather conditions and consumers’ purchases. At 54 degrees, the amount of added sugar for the average American is a little more than 2 grams. At 86 degrees, it’s more than 15 grams.

Beyond that, appetites lessen and added sugar falls off, according to the study in Monday’s Nature Climate Change.

“Climate change is shaping what you eat and how you eat and that might have a bad effect on your health,” said study co-author Duo Chan, a climate scientist at the University of Southampton.

“People tend to take in more sweetened beverages as the temperature is getting higher and higher,” Chan said. “Obviously under a warming climate that would cause you to drink more or take in more sugar. And that is going to be a severe problem when it comes to health.”

A little added sugar every day adds up

The daily difference from higher temperatures doesn’t amount to even a single candy bar for the average person. But it adds up over time and has a big effect, said University of California San Francisco endocrinology professor Dr. Robert Lustig, a specialist in pediatrics and obesity who wasn’t part of the study.

Lustig wrote in an email that among poorer Americans, just one added can of sugary soft drink per day increases diabetes risk by 29% — and temperature-related thirst plays a big part in America’s obesity epidemic.

The United States’ average annual temperature has gone up about 2.2 degrees (1.2 degrees Celsius) since 1895, according to the National Oceanic and

Atmospheric Administration.

To chart the impact on sugar consumption, researchers compared it to the American Heart Association recommendations: limiting daily intake to 36 grams for men and 25 grams for women.

The team then compared wind, precipitation and humidity records to the detailed purchase records of 40,000 to 60,000 American households from 2004 to 2019, not using any data after the pandemic hit. Then they looked at the nutritional information of the items bought. That allowed them to eliminate other factors to make a causal link and come up with a calculation for how much extra sugar is consumed per person per degree, said lead author Pan He, an environmental scientist at Cardiff University. Researcher He said she started thinking about the study when she noticed that people in the U.S. tend to grab sugary soda when they are thirsty: “From a perspective of nutrition science or environmental science, that could be a problem,” she said.

Sugar consumption can vary with gender, income and education

The researchers found that men consumed more sugary soft drinks, and that the amount of added sugar consumed during hot weather was several times higher for low- and very low-income families than for the wealthiest, the study found.

People who work outside drank more sugary drinks than those who work inside, and the same went for families where the head of the household was less educated. White people have the highest added sugar effect, while Asians showed no significant change in added sugar in the heat.

Lustig said sugary drinks are marketed and priced in a way to attract the poor, and in many disadvantaged communities the water tastes funny because of chemicals in them. Poor people are also less likely to have air conditioning and are more likely to work outside and need more hydration, Lustig and He said.

“It should concern us that the rate of the impact is larger in households where people make less money or are less educated,” said Dr. Courtney Howard, vice chair of the Global Climate and Health Alliance. “These groups tend to have lower baseline health status, so this is an area where climate-related changes appear to magnify existing health inequalities.”

Howard, an emergency room physician, was not part of the study.

The amount of sugar consumed is likely to soar in the future with more warming, Chan said.

But University of Washington health and climate scientist Kristie Ebi, who wasn’t part of the research, said as temperatures increase with humancaused climate change “there will be

other issues of more importance than a small increase in sugary beverages.”

Richard William Dean, Sr. passed away August 19, 2025, at Arco, ID at Lost River Medical Center. He was born on February 19, 1927, in Freeport, Illinois to Alvin and Dorthy (Griffin) Dean.

Richard graduated from Rockford West High School. After graduation, he joined the armed service, serving in WWII in both the Coast Guard and Navy.

Richard enjoyed sharing interesting stories with friends and family about his service during the war.

On October 15, 1949, Richard married Ruth A. Shallcross, and lived in Rockford, Illinois where they had their two sons, Richard Jr. and Craig.

In 1955 Richard and Ruth lived in Westminster, Colorado for 20 years where they had daughter Valarie Kay. Richard was employed at Rocky Flats

In 1974 they moved to Idaho Falls, Idaho where Richard was employed 25 years at the INEL (Idaho National Engineering Laboratory).

Richard married Mary Martha Stringer-Olson in February 1984. Richard and Mary moved to Idaho Falls before moving to Arco in 1989.

Richard served numerous years on the Arco City Council. He was also a member of the American Legion Post 16 and Masonic Lodge, initially as a youth in the Order of DeMolay.

Richard was instrumental in having the USS Hawkbill submarine sail relocated to Arco, creating a museum that Richard gave tours to for years.

He was preceded in death by his parents Alvin and Dorthy, wife Ruth, brothers Robert, Ray, and Donald, sisters, Dorthy and Joanne, sons Richard Jr and Craig and grandson James.

He is survived by his wife Mary, daughter Valarie (Joe), stepsons Robert (Cay), Thomas (Teresa), John Olson and stepdaughter Susan Olson. Grandchildren Karen, Stephanie (Chris), Bobbi (Brandon), Deanna (Sean), Tracey. Step grandchildren Ali, Audrey, Nathan, Payton. Richard also had 14 great grandchildren, 5 great, great grandchildren.

The family would like to thank the nurses from Nuclear Care Partners and the staff at Lost River Medical Center for all their care and love for Richard.

A celebration of life service with military honors will be held and announced at a later date. Arrangements are under the direction of the Anderson Family Funeral Home.

Pumpkin season has arrived in Northern Illinois. Over the next couple of weeks, you’ll find pumpkins and gourds at local pumpkin patches and many orchards across the region. Despite some excessive heat in August, most growers are reporting a strong season. When faced with a wide variety of pumpkins, gourds, and squash, you may wonder what sets them apart. The truth is, they’re all part of the cucurbit family and share similar growing habits. The differences come down mostly to color, shape, texture, and use. Generally, “pumpkins” refers to squash with orange rinds. Within that category, pie pumpkins are smaller,

denser, and better suited for cooking.

Many decorative gourds are also excellent for eating. Varieties such as ‘Rouge Vif d’Estampes’, ‘Long Island Cheese’, and ‘Jarrahdale’ often appear as ornamental displays but are delicious in the kitchen. ‘Rouge Vif d’Estampes’ is a striking orange-red, ‘Jarrahdale’ a cool blue-green, and ‘Long Island Cheese’ resembles a tan cheese wheel with its flat, rounded shape. White pumpkins, often called “ghost” or “Casper” pumpkins, are popular for fall decorating but are also edible, with a mildly sweet flavor similar to traditional orange pumpkins. Other seasonal staples include acorn and butternut squash. Unlike summer squash, these develop a hard outer shell,

allowing them to be stored for months in a cool, dry place—often lasting into spring. You may also encounter heirloom winter squashes like ‘Pink Banana’ and ‘Candy Roaster’. Both are long and salmon-colored, with a sweet flavor reminiscent of butternut.

Some pumpkins naturally develop bumps or “warts” on their skin, the result of selective breeding for ornamental appeal. These warts form from excess growth of corky tissue on the rind, giving the pumpkin a textured appearance. While they may look unusual, they don’t affect the pumpkin’s edibility or storage quality. In most cases, the bumps are purely cosmetic and not a sign of disease, though certain environmental stresses

during growth can sometimes make them more pronounced.

Whether you’re carving, decorating, or baking, choosing the right pumpkin makes a difference. For carving, look for larger pumpkins with a sturdy stem and a flat bottom so they don’t wobble. A uniform surface makes carving easier. For cooking, opt for pie pumpkins or smaller squash varieties, which have sweeter flesh and less water content. Always check for firm skin, no soft spots, and a healthy stem still attached—signs that your pumpkin was harvested at the right time and will last longer.

Slowing the energy transition

As the Trump Administration cut the Biden era subsidies for clean energy sources, increase the subsidies for fossil fuels and limit actions to curb climate change, we are left to wonder what future actions remain on their energy agenda. Of concern is the undermining the essential science documenting the threats posed by our warming planet. In an article by Peter Hart he points out some of the actions already taken include dismissing the academics and experts who compile the Federal governments National Climate Assessment.

The Federal website that shows access to the recent climate assessment had stopped working. A short time later the Department of Energy published a new report authored by climate sceptics declaring the scientific consensus should not be considered settled and there is too much alarmism regarding climate change. Understandably climate scientists were critical of the report.

When the climate report was released the administration announced its intent

to revoke the 2009 endangerment finding. It provides the EPA with the legal basis for the rules limiting pollution from cars and power plants.

Federal support for wind and solar systems is also being cut after that experiencing rapid growth during the Biden Administration. In 2024 solar accounted for two-thirds of the world’s new electrical capacity and two-fifths of the new generation. In the U.S, there was more new solar energy systems built in 2025 than any other energy system so far this year. But policy changes at the Federal level will undermine the trend in subsequent years.

Environmental and clean energy advocates have been challenging the current administration’s policy positions in court actions and will continue their efforts as a means to protect human and planetary health.

The ongoing efforts by the current administration include supporting fossil fuel consumption, encouraging nuclear power production and supporting the rapid increase in electrical consumption by AI facilities. The efforts also receive some media support critical of solar,

wind, electric vehicles, heat pumps and energy efficiency standards.

The word myth has been used by Trump Administration to denigrate belief in the concept of climate change and other ideas disliked. Carbon Brief has recently used the word myth in a fact check article by Josh Gabbatiss and Molly Lempriere highlighting the 16 most common misleading myths about solar power generated by critics of the clean energy transition. The myths have had real-world consequences as some governments have developed policies against solar energy, electric vehicles and heat pumps.

Some critics claim solar power is an “unreliable” source of energy and increasing our reliance on solar power could result in blackouts, soaring electric bills and reduced energy security.

We have a small solar energy system and battery backup unit that uses 31-year-old solar panels to provide lighting for a small building on our property as a demonstration project. We also use a 9 kw solar electricity system with a backup battery system that provides power to our house, barn and chicken

coop which has provided electricity for over a decade. When we lost grid power due to a disruption in grid service we drew power from the battery system until grid service was restored. It has served us well and protects us from soaring electric bills and increases our energy security.

Beyond our use of solar is the growth in global solar capacity that is 40 times larger than it was in 2010. The International Energy Agency expect it will be the world’s largest power source by 2033 assuming growth trends continue. Solar serves as a fossil fuel saver. During heat waves it provides electricity for air conditioning. In hot climates when solar is combined with battery storage it is a proven economical technology. With the development of storage technologies the variable nature of renewable energy source can be managed.

Chicago to Rockford Intercity Passenger Rail Program

Governor JB Pritzker and the Illinois Department of Transportation (IDOT) have partnered with Union Pacific Railroad and Metra to reintroduce intercity passenger rail service from Chicago to Rockford, with intermediate stops planned in Elgin, Huntley and Belvidere. This service will provide efficient, safe and reliable transportation operations, with passenger trains traveling at maximum speeds of up to 79 mph, connecting Illinois communities in Cook, Kane, McHenry, Boone and Winnebago. Design, survey, environmental review and stakeholder coordination are underway to support rail improvements.

IDOT will be hosting a series of public information meetings in Elgin, Rockford, Huntley and Belvidere to discuss the Chicago to Rockford Intercity Passenger Rail Program. The purpose of the meetings is to provide attendees with program updates, and an op-

portunity to speak with members of the project team.

All four public information meetings will be an open-house format with a continuous presentation and exhibition boards available to view. Attendees will have an opportunity to engage and discuss any questions with the IDOT project team. Please note, the same information will be presented at all four meetings.
