Veto session preview: Federal issues top of mind as lawmakers seek transit, energy solutions

Bill to help Bears move to Arlington Heights still not a priority for lawmakers

SPRINGFIELD — Violent protests, legally questionable immigration raids and the deployment of National Guard troops without the governor’s approval will be at the forefront of state lawmakers’ minds when they return to Springfield on Tuesday.

“Lawyers in my office are researching other things that we can do” about the federal government’s aggressive tactics, House Speaker Chris Welch, D-Hillside, said in an interview with Capitol News Illinois. “We are going to be having some conversations here in the next couple of days to see if there are some things in the veto session that we can get done.”

The General Assembly convenes for the annual fall veto session for three days this week followed by another three days on Oct. 28-30. Lawmakers’ to-do list was already hefty with several issues, including public transportation and energy reform, which were left unresolved in the spring.

But Welch said lawmakers can’t ignore what’s happening at the federal level in Chicago.

His near-west suburban district includes Broadview, where an immigration processing center has become a flash point for clashes between federal agents and protesters.

While he said lawyers are exploring options, leaders acknowledged the Supremacy Clause of the U.S. Constitution limits a state’s ability to regulate the federal government’s actions.

“There are limitations on what we can do, which is frustrating, especially when it feels like the federal government is attacking Illinois,” Senate President Don Harmon, D-Oak Park, told Capitol News Illinois.

Big Beautiful Bill Act

President Donald Trump also signed a domestic policy plan over the summer with wide-ranging implications on the state budget and social service programs in Illinois.

While programs like Medicaid face cuts in the coming years, the state could see decreased revenue returns because

parts of the state’s tax code are tied to the federal code. Welch said it’s possible lawmakers will find ways to decouple from federal tax policies.

“We hope it would minimize some of the damage that this bill is doing to states like Illinois,” he said of the so-called One Big Beautiful Bill Act.

However, the leaders tamped down expectations that this month will yield several big policy initiatives.

“I often remind people that the veto session is six days, not six months, and people who go in with an exaggerated sense of what we can do are most often disappointed,” Harmon said.

Here are some of the issues lawmakers will be grappling with this month:

Transit reform

Saving the Chicago-area transit agencies from having to enact massive service cuts is a top priority for lawmakers this month — though Welch and Harmon both left room for the possibility that it gets pushed to the spring.

“I’m hopeful that we’re going to get something done in the veto session that will address this issue,” Welch said. “If not in veto session, then the regular session.”

Harmon indicated the path forward requires the House to accept or counter a plan passed by the Senate in May. That plan passed just before midnight on the final session day, leaving the House almost no time to consider the measure that contained a controversial $1.50 per-package statewide delivery fee.

“If the House is ready to have that conversation in the fall, we’d happily engage,” Harmon said. “If the House would like to wait until the new year, we’ll roll with the punches.”

The issue lost some urgency when the Regional Transportation Authority released new estimates on Oct. 3 that the Chicago Transit Authority won’t face a funding shortfall until the middle of 2026. Per the new estimate, the four Chicagoarea transit agencies — CTA, RTA, Pace and Metra — collectively will be short $202 million next year. That’s down from a $771 million shortfall that lawmakers were projecting during the spring.

Because of that, lawmakers theoretically don’t have to pass a reform plan this fall, though the transit agencies approve their budgets in December. That means they will have to plan for the shortfalls

in short order, such as by approving cuts or fare hikes, if lawmakers don’t approve new funding.

Lawmakers are still working to reach an agreement about how to fund public transportation and what new sources of revenue — likely tax increases — can receive enough votes.

‘Da Bears’ stadium

The Chicago Bears are committed to building a stadium in Arlington Heights, but the organization says a “megaproject” bill in Springfield is necessary to close the deal. The bill would allow large developments, like what the Bears are proposing, to have property tax assessments frozen so that construction costs don’t raise the property’s value for several years.

Asked about the prospects of the bill passing during the two-week-long veto session, Harmon said the Bears should consider it a “bye week.”

“I am most concerned about the health and ability of their offensive tackles,” Harmon said.

Many Chicago lawmakers, which make up a sizable portion of legislative Democrats, are opposed to the Bears leaving the city. Gov. JB Pritzker also wants the Bears to pay off the remaining $534 million debt from 2003 renovations at Soldier Field that’s held by the Illinois Sports Facilities Authority.

“We need to make sure that the taxpayers are not burdened by the debt that was put on in the building of the stadium if we’re then going to go on and support more funding for anything to do with the next stadium,” Pritzker said last month.

The Bears plan to privately fund the stadium on the former Arlington Park property but are seeking $855 million in public funding for infrastructure at the site, according to an economic impact report released by the team on Sept. 30. The Bears are seeking state financial help in upgrading area roads and the Metra line that stops at the property. In return, the reports estimated the state could bring in $43 million in annual gross revenue from various state taxes.

The Bears have said they hope to begin construction this year but are just beginning their formal pitch to Arlington Heights officials.

Energy reform

Customers of Ameren and Commonwealth Edison, the state’s largest electric utilities, saw unusually high prices on their monthly bills throughout the summer. Electric markets around the country have been responding to the first major increase in electric demand in a generation, largely thanks to data centers — large computing facilities that require huge amounts of electricity 24/7.

Since late 2024, state lawmakers have been debating how the state should respond to the increased demand and prices. Lawmakers who are part of the negotiations have signaled for weeks that they are nearing a deal for veto session, though things can change quickly in Springfield.

The bill will likely include expanded incentives for battery storage technology – a major priority for the solar industry – as well as tighter rules around energy efficiency programs at electric utilities and new regulations on how utilities incorporate distributed resources like rooftop solar projects onto the grid.

Welch said he is “hopeful” that lawmakers can reach an agreement. Harmon said he is concerned that incentive programs and other parts of the bill may increase customer costs in the shortterm, even if there are long-term savings.

The biggest unknown for the bill is whether it will include direct regulations on data centers’ use of electric-

ity, something Welch said is possible. Environmentalists and several lawmakers have pushed for a longer debate over the issue next year, but business groups have made moves to loosen a data privacy law as part of negotiations over the energy bill.

“Sometimes they can get too big and that’s what kills it, so hopefully we can get it just right and get something done,” Welch said. “If not, it’s probably going to have to be something that carries over into the spring.”

Insurance regulation

Pritzker, Welch and Harmon published a letter in the Tribune in July criticizing State Farm for increasing home insurance rates in Illinois. The leaders called on lawmakers to increase regulations and oversight on insurance rates.

The Bloomington-based company raised premiums in July for Illinois homeowners by 27.2%, citing growing losses the company is taking from severe weather claims. The trio said State Farm was not transparent about the reason for the increase.

The leaders said Illinois should be like other states and give the Illinois Department of Insurance authority to review rate increases to determine whether they are fair or necessary.

Welch again said he’s “hopeful” something can pass this month as part of Democrats’ focus on affordability issues.

“I am really concerned about address-

ing things at their kitchen table and that’s one of them,” he said.

Hemp regulation

Legislation to regulate hemp sales has stalled in Springfield for several consecutive sessions.

The state’s hemp growers and legal marijuana industry have been at odds, while Pritzker has warned that an existing “gray market” allows unregulated and potentially dangerous hemp-derived THC products to flood the market.

It’s unclear whether lawmakers can pass regulations this fall. But Pritzker has become frustrated by the legislature’s inaction.

“It is a shame on legislators and on this state that we are not already doing something about it,” Pritzker said in September. “We need help from the legislature to make it happen and if not, we may need to impose executive authority to try to shut those sales of intoxicating hemp down.”

Veto component

The fall session has historically existed primarily for lawmakers to override any vetoes issued by the governor. But Pritzker has rarely used his veto pen, making it a venue for major new legislation in recent years.

Pritzker vetoed two bills this summer: One was duplicative of another measured he signed so lawmakers are unlikely to override it. The second was of Senate

Bill 246, which was backed by Treasurer Michael Frerichs. It would have allowed his office to create an investment pool for Illinois nonprofits. The treasurer’s office would then invest those funds and provide the returns on those investments back to the nonprofits.

Pritzker said the measure had harmful unintended consequences.

“It would unfortunately allow Illinois’ financial investments to be used to benefit fringe and extremist groups,” Pritzker wrote. “I cannot sign a bill that unintentionally allows extremist groups to advance their hateful missions by exploiting state services and resources.” Harmon said the Senate will look at the veto, and his caucus is discussing the bill with the treasurer.

“When two constitutional officers are at odds, people like to be cautious and know what’s at stake,” he said Pritzker also issued one amendatory veto to House Bill 2568 because a portion of the bill was written into the wrong section of state law. Lawmakers can determine whether or not to accept his changes.

Uncertainty over the economy and tariffs forces many retailers to be cautious on holiday hiring

NEW YORK (AP) — Uncertainty over the economy and tariffs is forcing retailers to pull back or delay plans to hire seasonal workers who pack orders at distribution centers, serve shoppers at stores and build holiday displays during the most important selling season of the year.

American Christmas LLC, which creates elaborate holiday installations for commercial properties such as New York’s Rockefeller Center and Radio City Music Hall, plans to hire 220 temporary workers and is ramping up recruitment nearly two months later than usual, CEO Dan Casterella said. Last year, the company took on 300 people during its busy period.

The main reason? The company wants to offset its tariff bill, which Casterella expects to be as big as $1.5 million this year, more than double last year’s $600,000.

“The issue is if you overstaff and then you underperform, it’s too late,” Casterella said. “I think everyone’s more mindful now than ever. “

Holiday hiring could fall to the lowest level since 2009

Job placement firm Challenger, Gray & Christmas forecasts hiring for the last three months of the year will likely fall under 500,000 positions. That’s fewer than last year’s 543,000 level and also marks the smallest seasonal gain in 16 years when retailers hired 495,800 temporary workers, the firm said. The average seasonal gain since 2005 has been 653,363 workers, the firm said.

Among other companies cutting holiday payrolls: Radial, an e-commerce company that powers deliveries for roughly 120 companies like Lands’ End and Cole Haan and operates 20 fulfillment sites. It plans to hire 6,500 workers, fewer than last year’s 7,000, and is waiting to the last minute to ramp up hiring for some of its clients, chief human resources officer Sabrina Wnorowski, said.

Bath & Body Works, based in Reynoldsburg, Ohio, said it plans to hire 32,000 workers, lower than the 32,700 a

year ago.

Among the bright spots: Online behemoth Amazon Inc. said Monday it intends to hire 250,000 full-, part-time and seasonal workers for the crucial shopping period, the same level as a year ago.

“We saw real strong signals that there’s been a cooling in the labor market, even beyond what our expectations were in the first nine months of the year,” Challenger’s senior vice president Andy Challenger said. “We are having lots of regular conversations with companies about pending layoffs and changes they’re making to their workforce.”

In addition to overall economic uncertainty, Challenger noted companies are using artificial intelligence bots to replace some workers, particularly those working in call centers. And he’s also seeing companies hiring workers closer to when they need them.

Meanwhile, the list of companies staying mum about their specific holiday hiring goals keeps growing. Target Corp., UPS and Macy’s are declining to offer figures, a departure from the past. UPS had hired 125,000 seasonal hires last year, while Target announced last year it planned to hire 100,000 workers. Macy’s last year said it would hire 31,500 seasonal workers.

Holiday hiring: the first clues to what’s in store for spending

Retailers’ hiring plans mark the first clues to what’s in store for the U.S. holiday shopping season and come as the U.S. job market has lost momentum this year, partly because Trump’s trade wars have created uncertainty that’s paralyzing managers trying to make hiring decisions.

The Labor Department reported in early September that U.S. employers — companies, government agencies and nonprofits — added just 22,000 jobs in August, down from 79,000 in July and well below the 80,000 that economists had expected.

The government shutdown, which started Oct. 1 and has delayed the release of economic reports, could worsen the job picture.

In an attempt to exert more pressure on Democratic lawmakers as the government shutdown continues, the White House budget office said Friday that mass firings of federal workers have started.

The firings are happening as hundreds of thousands are already furloughed and still others are being required to report to duty without pay.

Analysts will be closely monitoring the shutdown’s impact on spending. For now, many retailers say that consumers, while resilient, are choosy about what they buying. Analysts will also be closely watching how shoppers will react as retailers push through price increases as a result of high tariff costs in the next few months, experts said.

Given an economic slowdown, holiday spending growth is expected to be smaller than a year ago, according to several forecasts.

Mastercard SpendingPulse, which tracks spending across all payment methods including cash, predicts that holiday sales will be up 3.6% from Nov. 1 through Dec. 24. That compares with a 4.1% increase during the year-ago period.

Deloitte Services LP forecasts holiday retail sales to be up between 2.9% to 3.4% from Nov. 1 through Jan. 31. That’s compared to the same year-ago period when retail sales increased 4.2% from the year before.

Adobe expects U.S. online sales to hit $253.4 billion this holiday season from Nov. 1 to Dec. 31, representing a 5.3% growth. That’s smaller than last year’s 8.7% growth.

A more flexible approach

Given the uncertainty, companies increasingly want to hire workers closer to when they need them, experts said.

“In today’s environment, brands are really looking for us to be agile,” Radial’s Wnorowski said. “Radial is meeting that need of the customer and the consumer with a more flexible and disciplined approach to hiring.”

So for some of its clients, Radial will now be hiring two weeks before Thanksgiving weekend, the traditional start for the holiday shopping season,

instead of four weeks before the kickoff, she said. Radial is also speeding up training of holiday hires due to new technology that’s simplifying their tasks. It used to take a couple of days to train a worker, but now it only takes a couple of hours, she said.

Meanwhile, Target said it’s again embracing a three-prong approach. It starts first by offering current workers additional hours and then taps into a separate pool of workers— 43,000— who pick up shifts that work for their schedules. The Minneapolis-based company also hires seasonal workers across its nearly 2,000 stores and more than 60 distribution facilities to meet demand, it said.

For the past few years, Walmart, the nation’s largest retailer and the largest private employer, has been offering the extra hours available during the holidays to its workers, a Walmart spokesperson said, noting it’s worked well and the feedback from customers and workers has been “overwhelmingly positive.”

The Bentonville, Arkansas-based retailer said there may be some seasonal hiring on a store-by-store basis, but the majority of stores will dole out those hours to current workers.

Late start plus no economic data could create challenges

Waiting until the last minute to hire workers could mean a mad scramble to find talent, but companies say that due to the slowing economy, they don’t anticipate having a hard time finding the needed pool.

Meanwhile, the temporary halting of the release of economic reports leaves retailers in the dark about forecasting sales and the workers they need to meet the demand.

“Certainly, for our customers not having access to data will put more of a challenge on their ability to forecast,” Wnorowski of Radial said. “But we’ll stay very close to them as we go into peak and we’ll adjust as soon we see things changing.”

Managing Worms in Apples: Understanding Codling Moth and Apple Maggot in N. Illinois

If you’re picking apples this fall in Northern Illinois from your backyard orchard or a nearby commercial orchard and finding small tunnels, brown frass, or “worms” inside your fruit, you’re not alone. Many backyard orchardists discover these signs of insect damage during apple harvest season. The two main culprits are the codling moth and the apple maggot, common apple pests that attack fruit during the growing season. Understanding their life cycles and taking action in fall and spring can help protect next year’s crop.

The codling moth is one of the most widespread apple pests in the Midwest that causes the main “worm damage”. Adult moths are small, grayish-brown,

and active in late spring when apple trees are blooming. They lay eggs on leaves and developing apples. Once the eggs hatch, larvae bore into the fruit and tunnel toward the core, feeding on the seeds. This causes “sawdust-like” frass near entry holes, and affected apples often drop early. In Northern Illinois, codling moths can produce two to three generations each year, depending on the weather. A “generation” means one complete life cycle—from egg to larva to pupa to adult. Each new generation can cause more damage during the same season, which is why infestations can build quickly.

The apple maggot, another common pest in backyard orchards, is the larval stage of a small fly that emerges from the soil in early summer. Female flies

puncture apple skins to lay eggs beneath the surface. The resulting maggots tunnel through the flesh, leaving brown, winding trails. Infested apples become soft, misshapen, and may rot from the inside out. Unlike codling moth larvae, apple maggots usually stay within the fruit’s flesh rather than boring to the core.

In fall, once you notice damaged fruit, the active feeding has stopped for the season—but now is the time to prevent next year’s outbreak. Remove and destroy fallen apples to eliminate overwintering larvae. This will help with insect and disease management. In the winter, pruning dense branches and cleaning up debris also improves air flow and sunlight, making trees less attractive to pests and diseases.

Next spring and summer, start moni-

toring early. Use sticky red sphere traps for apple maggot and pheromone traps for codling moth to track adult activity. These need to be out by July 1 and you need 1 per 100 apples. Insecticide sprays are most effective when timed to peak moth flight—typically about 7–10 days after traps show increased activity. If you were really concerned with this, fine mesh or nylon fruit bags could be placed over developing apples to block egg-laying insect.

By combining fall cleanup, spring monitoring, and careful pest management, you can reduce wormy apples and enjoy a higher-quality apple harvest next year.

On Thursday, October 16, Susan Kleiman will give a free educational program highlighting some of the 245 species of birds that breed, winter and stop-over at The Nature Conservancy’s Nachusa Grasslands preserve where she has volunteered for three decades. The event, hosted by Wild Ones Rock River Valley, will begin with socializing at 6 p.m. at Cherry Valley Public Library, 755 E. State Street, followed by the educational program at 6:30 p.m.

Nachusa Grasslands is located in Franklin Grove, Illinois, approximately 40 miles southwest of the Rockford area, and represents a significant site of remnant prairie, one of the most threatened major ecosystems in the world. It is

an unusually diverse mosaic of prairie, wetlands, and savanna habitats which encompasses a rich diversity of plants, birds, reptiles, insects, mammals, and interesting geological features. In addition to discussing the birds found on the property, Kleiman’s presentation will cover the way the preserve is managed by staff and volunteers to help birds: through fire, grazing, tree thinning and increasing habitat through restoration of farm fields. Attendees will also hear success stories and worries, and Kleiman will offer the opportunity for the public to ask questions.

Natural Land Institute (NLI) will hold their annual OAKtober Hike on Sat., Oct. 25, 2025. Because October is “Oak Awareness Month” in Illinois, NLI invites the community to celebrate with them by attending this event and to learn about the importance of oak trees. Oaks have played an important part in the history of Illinois. The state tree is the White Oak. Long living oak trees provide food and shelter for birds, mammals, and insects. Oak trees support 500+ species of moths and butterflies, more than any other type of tree. Many other insects depend on the leaf litter for food and shelter. Mammals eat the acorns. Birds eat the insects. Humans depend on the shade of oak trees to cool the air and their homes, helping reduce energy use and costs. Oaks store more carbon dioxide than other tree species, delivering clean air.

This year’s OAKtober Hike takes place at a new location, NLI’s Howard D. Colman Dells Nature Preserve, which is not open to the public. NLI is pleased to provide this opportunity to see Colman Dells Nature Preserve during the fall. Also, it is one of the few places in the area where you can see all but one of the oak tree species (White, Bur, Chinkapin, Northern Red, Northern Pin, and Black).

NLI Staff will lead groups on a guided walking tour of the oak woodlands. Tours start at 1:30 p.m. Cost is $5/individual, $10/family (admission cost includes a 6-month introductory membership to NLI). Admission is free for NLI members. The tour will last about two hours.

In addition to learning about the oak ecosystem, hikers will learn about the unique natural features found at Colman Dells, as well as some of its cultural history. The preserve is named after local industrialist, Howard D. Colman and the 93-acre property was donated to NLI in 1997 by his daughter, Dorothy C. Wallace. In 1998 a 55-acre portion was dedicated as an Illinois Nature Preserve, the highest legal protection in Illinois for natural land with high conservation values.

Famous Wisconsin conservationist, Aldo Leopold (author of A Sand County Almanac), was hired by Mr. Colman in 1936 to study the impact of deer grazing on the forest at this site. During the OAKtober Hike, NLI volunteer and former Trustee,

Rick Barton, will represent Aldo Leopold and share some of Leopold’s history at the preserve with folks who attend. Barton, as Leopold, will be stationed near the last remaining original White Pine in the area, which grows at the top of the dell along Hall Creek.

Lovins’ ideas still relevant 50 years later

Sonia and I were born during the depression and lived through WWII with all the limits on consumption and energy use. We knew we could live well without the excessive consumption of energy and resources which became characteristic of the US economy following the war. While we enjoyed some of the fruits of the more robust economy we were aware of the adverse impacts that economic growth had on the environment and its inhabitants.

As an extension of our environmental interests we became advocates of solar energy and energy efficiency. As faculty members at NIU we turned our small farm into an educational resource. We planted prairies and trees, managed the woodland, insulated the farm house and installed a solar system as early examples of what could be done to improve environmental quality.

Along the way we interacted with Amory Lovins co-founder of the Rocky Mountain Institute who now serves as a part time adjunct professor of Civil and Environmental Engineering at Stanford University. Felicity Barringer interviewed

Lovins regarding his current thinking regarding how society has responded to the energy revolution he has advocated. For the past 50 years he has been a leading practitioner and advocate of energy efficiency and renewable energy encouraging rethinking design to reduce energy use in buildings, businesses and factories.

There are many successful applications of his design principles in operation with many more energy efficiency opportunities worth buying. A number of our students incorporated his design concepts into their homes, businesses and churches.

Lovins continues his advocacy of renewable energy systems as they cost less to build and operate than fossil fuel and nuclear energy plants. They can be designed and built much more quickly than nuclear plants.

Electric cars are advocated cars as they have lower operating costs than vehicles powered by internal combustion engines. The RMI effort at developing an electric car was never fulfilled but it influenced the design of Volkswagen’s XLI plug in hybrid model that achieved the fuel economy of over 300 miles per gallon. He expects that superefficient electrified planes will enter the market place with

comparable or greater capacity and range than existing fossil fueled aircraft.

While acknowledging the power of the fossil fuel and nuclear industries to pull society in the wrong direction Lovins suggest we focus our actions on the best evidence available to take responsibility for the future we want. His Rocky Mountain home built in1982 illustrates the whole integrated design principles he espouses. It has no heating system even though temperatures can get as low as a minus 47 degrees F. By investing in energy efficiency there is no need for a heating system.

The concept of a whole system design if widely applied can eliminate substantial energy consumption but it is not found in standard engineering textbooks. It is not a technology but a design method that quickly produces big changes in energy and resource consumption.

Nuclear power advocates claim that nuclear plants and AI are essential for powering the new AI data centers which are vital for prosperity and security. Lovins challenges that approach and suggests that developing microgrids would be a better, safer and lower cost means of providing future energy supplies.

The nation’s largest microgrid built in

Sparks, Nevada is described as a risk to the AI/nuclear case for our energy future. A twenty MW-DC solar system is laid out on level ground. A water recovery system cleans the panels each evening. Roughly 800 battery packs from retired or crashed cars are wrapped in white plastic and set on cinderblocks. Electronics and software meld the batteries into 63 MWh of storage with a 2-48 duration.

The solar microgrid provides 10MW-AC of continuous power serving the modular Crusoe data center located at the site. It is not grid connected and provides less costly electricity than available from the grid. It was built in 4 months and required few approvals. It is inherently safe, automatic, consumes little if any water and virtually maintenance free.

The Redwood Energy firm which developed the facility is engineering larger instillations to serve other data centers in the country.

In Illinois ComEd began operating its first microgrid last year to provide 10% of the annual electrical consumption of residents of the Dearborn Homes in the Bronzeville community. The system is powered by rooftop and ground mounted solar panels and stores some power for use if a grid failure occurs.
