Here’s what’s in Illinois’ $50.6B six-year infrastructure plan

Largest-ever plan covers roads, bridges, waterways, airports, transit and more

Illinois on Wednesday unveiled its latest six-year, $50.6 billion infrastructure plan for the state’s roads, bridges, railways, airports and more.

The plan spans all 102 counties and includes $32.5 billion over six years for roads and bridges, including $25.7 billion for the state system and $6.8 billion for the local system.

It covers 8.4 million square feet of bridges and 7,107 miles of state roads, according to the Illinois Department of Transportation. The local funding will cover 1,654 lane miles and more than 1.3

million square feet of bridge deck.

The state unveils a new multi-year plan each year. Gov. JB Pritzker said this year’s is the largest ever.

“You can’t drive or bike or ride or walk anywhere in this state without seeing and feeling the impact of the modernization that is underway in Illinois,” Gov. JB Pritzker said at a Wednesday news conference in Chicago announcing the plan. “From Chicago to Rockford, from Decatur to Springfield, to Carbondale, to Metropolis. No region of the state has been left out of this program.”

About half of the road and bridge funding — or $15.8 billion — is expected to come from the federal government, with $1.6 billion coming from bond proceeds, $1.3 billion from local reimbursements and $13.8 billion in state funds.

How Illinois funds transportation

State funding is largely made possible by legislation dubbed “Rebuild Illinois” that passed on bipartisan lines in Gov. JB Pritzker’s first year in office in 2019. Road and bridge funding comes mostly from the state’s Road Fund, which is separate from the General Revenue Fund, which largely sustains the state’s day-to-day operations.

“I’ll remind you that we passed that bill years before the federal government finally got around to passing a major infrastructure bill,” Pritzker said.

The Road Fund’s main feeder is the state’s Motor Fuel Tax, which lawmakers in 2019 scheduled to increase with inflation each year, creating the funding mechanism that allows for the road and bridge investments.

The state’s Motor Fuel Tax is 48.3 cents per gallon of gasoline and 55.8 cents for diesel. The funding bill also raised the price of vehicle registrations starting in 2020, which for most passenger vehicles is $151 a year.

Since 2019, Rebuild Illinois has dedicated $20.8 billion, including 21,309 miles of road improvements, 815 bridge projects and 1,181 safety improvements.

Multimodal plan

The “multimodal” portion of the plan — covering public transit, rail, aviation and marine infrastructure — is slated to receive $18.1 billion over six years, including state, federal, local and private funds, according to IDOT.

Of that, $13.8 billion is for 90 transit projects, $2.9 billion for 29 rail projects, $1.2 billion for 244 aviation projects and $197 million for 28 marine projects, according to IDOT.

Notable projects include $388 million for connecting Chicago and the Quad Cities via passenger rail, with an intermediate stop in Geneseo; between $2 million and $5 million each for airports in the Metro East, Lansing, Rockford, Whiteside County and Peoria; and $175 million to the Chicago Transit Authority for a training and control center facility.

Dealing with drought concerns in fruit production

Across northern Illinois, fruit growers and backyard gardeners are watching their plants struggle under unusually dry and warm conditions this fall. According to the National Weather Service, the Rockford area received only 1.05 inches of precipitation in September — about 2.57 inches below average. The lack of rain has dried out soils, reduced fruit size, and sped up ripening across many orchards. In fact, some apple harvests are running 10 to 12 days earlier than usual this year. While short dry periods are common, extended drought in this region, known as Planting Zone 5B, can cause serious

and lasting problems for fruit trees and perennial crops. All fruit plants depend on steady moisture to move nutrients through their tissues and fill fruit with sugars. When soil becomes too dry, roots can’t absorb enough water, slowing growth and reducing fruit quality. Apples and pears may be smaller or drop before harvest. Plums can wrinkle or crack as they ripen.

Blueberries and raspberries, with their shallow root systems, are often the first to show stress. Drought limits new cane growth and reduces next year’s fruiting potential. Strawberries, with roots even closer to the soil surface, can lose valuable flower buds during dry fall

weather — meaning fewer and smaller berries in 2026.

Newly planted trees and berry bushes are particularly vulnerable. Their roots haven’t yet reached deeper moisture, and dry conditions can set them back for an entire growing season. In severe cases, the effects of early drought stress may be seen years later, as plants struggle with reduced growth, weak branching, or lower yields.

The stress from this fall’s drought won’t simply disappear when the first frost arrives. When trees and shrubs enter winter without enough stored energy or moisture, they face a much greater risk of winter injury. Drought-weakened

plants are less able to withstand freezing temperatures and sudden thaws, often leading to cracked bark, dieback, or dead buds by spring. Winter damage is a real concern this year and could affect both tree health and fruit production in 2026.

Homeowners can help by watering deeply once a week until the ground freezes, adding mulch to retain soil moisture, and keeping the area around trees free of weeds and grass. A little extra care this fall can help fruit trees and berry bushes recover from drought — and prepare them to bloom again next spring.

Silly mistakes, costly blunders and head-scratching decisions led to sloppy football

Sunday was filled with sloppy football, silly mistakes and head-scratching decisions.

Another NFL player gave away a touchdown by carelessly dropping the ball before he crossed the goal line. A roughing-the-kicker penalty erased a touchdown return in a different game. The Super Bowl champions ignored their record-setting running back.

The most egregious play of Week 5 occurred when Cardinals running back Emari Demercado turned a 72-yard touchdown run into a touchback by slowing down near the goal line and releasing the ball as Titans cornerback L’Jarius Sneed swiped at his arm. Officials initially ruled it a touchdown but a video review showed Demercado didn’t have possession when he entered the end zone. Instead of increasing Arizona’s 21-6 lead, Demercado’s gaffe kept Tennessee in the game. Teammate Dadrion TaylorDemerson then gave the Titans a chance to win after he intercepted Cam Ward’s pass but fumbled while falling to the ground in a wild play that resulted in a touchdown for Tennessee. Receiver Tyler Lockett fell on the loose ball in the end zone, cutting the Cardinals’ lead to 21-19 with 4:51 left. Joey Slye made a 29-yard field goal as time expired and the Titans beat the Cardinals to snap a 10-game losing streak.

Last week, Colts receiver Adonai Mitchell committed the same costly miscue as Demercado, which makes the latest blunder even more inexcusable because it should have been on the forefront of every player’s mind. Mitchell held the ball out as he neared the goal line and lost control of it for a touchback, negating what would have been a spectacular 76-yard touchdown reception against the Los Angeles Rams in a 27-20 loss.

“I just made a mistake. Really no excuse,” Demercado told reporters. “Obviously emotional. Big play. I just got to be smarter.”

Penalty fest

A penalty flag wasn’t thrown on every big play this week, but it seemed that way in several games.

The worst may have been the roughing-the-kicker call on Chargers reserve linebacker Marlowe Wax that wiped out a 57-yard punt return touchdown by Ladd

McConkey late in the second quarter. Los Angeles led Washington 10-7 at the time. The penalty allowed the Commanders to retain possession and they ended up with a tying field goal on the drive on the way to a 27-10 win.

The Chargers were one of 10 teams that had at least nine penalties. Those teams went 4-6.

“It’s on us to fix that,” Chargers quarterback Justin Herbert said of the penalties. “You can’t expect to win games like that when you’re having penalties like that.”

The Patriots gave the Bills 30 yards on consecutive plays after taking a 20-10 lead in the fourth quarter. After a roughing-the-passer penalty, James Cook was stopped for a 4-yard loss on an excellent play by Harold Landry. But Joshua Farmer inexplicably drilled him seconds after the whistle. Josh Allen tossed a touchdown pass a few plays later but the Patriots ended up handing Buffalo its first loss, 23-20.

Questionable decisions

Philadelphia’s play-calling again was curious. This time, it wasn’t because frustrated wide receivers A.J. Brown and DeVonta Smith weren’t involved in the offense in a 21-17 loss to Denver. Instead, the duo combined for 13 catches on 18 targets while Saquon Barkley got just six

carries in a game in which the Eagles led 10-3 at halftime and 17-3 going into the fourth quarter.

The offense had two possessions with a 14-point lead. Barkley got a carry on one of the 10 plays and a false start stopped it. Jalen Hurts completed 2 of 6 passes, got sacked once and scrambled for 4 yards on another.

Barkley was the AP Offensive Player of the Year in 2024 and set an NFL record by rushing for 2,504 yards in the regular season and playoffs. He’s struggled this season but had 30 yards on his six carries and also caught a 47-yard TD pass.

Coach Nick Sirianni and offensive coordinator Kevin Patullo needed to open up the offense, stretch the field and utilize Brown and Smith more. But giving the ball to the running backs on just nine of 55 plays was surprising and uncharacteristic for a team that had won 20 of its previous 21 games.

“I just think we’re searching for improvement and so given what type of team we’re built to be, we have to be able to establish the run in some regard and that could look different,” Hurts said. “It may not be what it’s been, but ultimately being able to lean on the run game is important. So we just have to look into how we can improve in that area and go out there and take ownership of the things that we can control and grow from this opportunity.”

Will the government shutdown affect next year’s election? Recent history provides clues

WASHINGTON (AP) — Political leaders in Washington are spending considerable energy blaming the other party for what could be an extended government shutdown, and that effort includes shaping the narrative for next year’s elections.

The Democratic campaign arm for House members has taken out digital ads in 35 districts it considers competitive. The ads accuse the Republicans of “standing in the way of affordable health care — on purpose.” The ads align with Democratic insistence that their health coverage concerns be addressed as part of a bill to fund the government, a demand Republicans have rejected. A Democraticaligned group, House Majority Forward, also launched a $3 million ad campaign in 10 Republican-held districts.

The House Republican campaign organization has launched two digital ads in swing districts. “It’s sabotage. Democrats are threatening a government shutdown to stop President Trump’s policies. Like Trump’s crackdown on MS-13 and violent criminals,” one of the ads says. Meanwhile, two conservative advocacy groups, One Nation and American Action Network, announced ad buys in New York and Washington markets. “The woke mob demanded a government shutdown,” the ad says. “So that’s exactly what liberals in Congress are doing.”

With narrow margins determining who controls each chamber of Congress, the two parties cannot afford to leave anything to chance when it comes to winning the shutdown’s messaging campaign. But recent history suggests there is reason to doubt the shutdown will be a factor in the 2026 election.

Republicans won big after forc- ing a shutdown in 2013

The October 2013 shutdown that lasted for 16 full days is Exhibit A. Republicans demanded significant changes to Democratic-President Barack Obama’s signature health care law in exchange for funding the government and giving the Treasury Department the ability to borrow to pay the nation’s bills.

Doug Heye, who served as deputy chief of staff to then-House Majority Leader Eric Cantor, R-Va., recalls GOP leadership worrying about the political

ramifications. But many in the rank and file were convinced by a few GOP senators that they had a winning hand and could use a shutdown as leverage to roll back portions of the Affordable Care Act, he said.

“We basically said, if this is what these guys want, they’ll touch the stove, they’ll get burned and figure out, well, you don’t do that. This is not the smart course,” Heye said.

That is pretty much what happened. Republicans gave in as polls showed the GOP faring poorly. But it did not take long for the public to move on.

A little more than a year later, Republicans scored big wins at the ballot box. They gained 13 seats in the House, expanding upon their already significant majority. They also gained nine seats in the Senate, seizing the majority.

Heye said the election was a lesson that unless a shutdown becomes protracted and begins to affect voters on a personal level, the electoral fallout will probably be minimal.

“Voters tend to have short memories on this. Whoever they’ve blamed, they’ve moved on to one, or two, or 10 things over the course of a year,” Heye said.

The longest shutdown is harder to judge

The election results were mixed following the 2018-2019 partial shutdown that lasted 35 days.

Republican President Donald Trump insisted that a funding bill include billions of dollars for his U.S.-Mexico border wall. Senate Democrats refused to go along. The shutdown ended as Democratic leaders had insisted it must: Reopen the government first, then talk border security.

Trump would go on to lose to Democrat Joe Biden in the 2020 presidential election. But that race happened during a COVID-19 pandemic that clearly was front and center for voters. Democrats would gain three seats in the Senate to forge a 50-50 tie and the majority, with Vice President Kamala Harris the tiebreaker. But Republicans picked up seats in the House, even though many had expected Democrats to expand their majority.

While the two most recent extended shutdowns suggests a limited impact on subsequent elections, it is a small sample

size. A lengthy and painful shutdown could change the dynamic.

The relatively small amount of money dedicated to the ad buys also signals the two parties are eyeing bigger fights ahead. Still, the ads reinforce themes both parties expect to emphasize going into the midterms.

In the ad war, it’s health care vs. immigration

For Democrats, health care is central as millions of people in the United States brace for more expensive health insurance coverage next year if Congress does not extend tax credits that make insurance premiums more affordable for those who purchase through the marketplaces established through “Obamacare.” Millions would also lose coverage through the new work requirements and other changes that Republicans made to Medicaid in Trump’s package of tax breaks and spending cuts, though the work requirements do not begin until 2027.

Washington Rep. Suzan DelBene, who chairs the Democratic campaign arm, said the No. 1 issue across the country is affordability and rising prices.

“Look, going forward, people are seeing prices going up when Donald Trump promised to lower prices on Day 1. It’s a big, big broken promise from Republicans,” she said. “And we have candidates who are running to stand up

for their communities. It’s a big reason why we are going to win next year.”

Republicans are using the shutdown to pivot to immigration, an issue they believe was instrumental in sweeping them to power across Washington last year.

“Tell Democrats, don’t hold the government hostage to put illegals before us,” the National Republican Congressional Committee’s digital ad says.

Immigrants who are in the U.S. illegally are not eligible for any federal health care programs, including insurance provided through the Obama health overhaul and Medicaid. And Democrats say they’re not looking to change that.

In the two most recent extended shutdowns, Republicans were seeking changes in government policy to keep the government open. This time, it’s Democratic lawmakers.

In a statement, North Carolina Rep. Richard Hudson, chair of the House Republican campaign arm, said Republicans voted to keep the government open to ensure critical funding and paychecks to workers and service members were delivered on time. He called the shutdown “wasteful and unnecessary.”

“The blame for this reckless decision and the harm it will cause working families rests squarely with the Democrats, and it will cost them their seats next November,” Hudson said.

Over Pritzker’s objections, Trump sending 300 National Guardsmen to Chicago, governor says

Deployment comes as ICE ramps up arrests, spurring protests and occasional clashes

CHICAGO — After weeks of threatening to do so, President Donald Trump is taking command of 300 Illinois National Guard troops and sending them to Chicago over Gov. JB Pritzker’s objections, the governor announced Saturday.

“This morning, the Trump Administration’s Department of War gave me an ultimatum: call up your troops, or we will,” Pritzker said in a statement. “It is absolutely outrageous and un-American to demand a Governor send military troops within our own borders and against our will.”

The promised deployment comes as federal Immigration and Customs Enforcement, or ICE, activity has ramped up in Chicago and its suburbs as part of “Operation Midway Blitz,” which has so far resulted in more than 800 arrests according to the Department of Homeland Security.

There have also been two shootings, including one Saturday on the city’s Southwest Side.

Though the Trump administration insists ICE is targeting undocumented immigrants with criminal backgrounds, reports have mounted of agents arresting those with no history of illegal activity, detaining children along with their parents and even handcuffing U.S. citizens. Immigrant and civil rights groups have alleged ICE is arresting people without warrants in violation of a federal consent decree.

The wave of raids and arrests has spurred large protests in recent weeks, especially outside of an ICE processing center in Broadview, a suburb eight miles west of Chicago. The demonstrations have spurred clashes between immigration agents and activists, leading to the arrests of several protestors last weekend on charges of resisting and assaulting officers. Agents have sprayed chemical agents and fired nonlethal rounds into

the crowds outside the facility.

On Monday, Pritzker announced DHS was seeking 100 Illinois National Guard troops to protect ICE facilities and immigration agents in Illinois, warning the Trump administration would use any confrontation resulting from its Chicago-area immigration crackdown as a “pretext” for a military deployment.

On Saturday, the governor called the administration’s National Guard activation a ”manufactured performance” and not about protecting public safety.

“I want to be clear: there is no need for military troops on the ground in the State of Illinois,“ Pritzker said, pointing to the Illinois State Police’s announcement this week that it had joined forces with Broadview Police and the Cook County Sheriff’s Office to form a “Unified Command” to coordinate law enforcement activity outside the ICE facility.

One of ISP’s first acts in Broadview was designating demonstration areas, also known as “free speech zones.” Pritzker on Saturday said the combined efforts of state and local law enforcement protected “people’s ability to peacefully exercise their constitutional rights.”

The Unified Command reported the arrests of at least five protesters on Friday, and five more on Saturday night, as of 8 p.m. The area was quiet Saturday afternoon with only about a dozen protesters gathered, at times outnumbered by members of the media.

“I will not call up our National Guard to further Trump’s acts of aggression against our people,” the governor said in his statement.

But shortly before Pritzker’s announcement about the National Guard deployment Saturday, a U.S. Border Patrol agent shot a woman in an altercation between immigration agents and protesters on Chicago’s Southwest Side.

According to reporting from the Chicago Sun-Times, the woman was alleged to have been driving one of 10 cars that “rammed” and “boxed in” nearly three dozen immigration agents in the city’s Brighton Park neighborhood. Agents fired “defensive shots” when they saw the woman was allegedly

“armed with a semi-automatic weapon,” according to the paper. She was taken to a nearby hospital for treatment.The woman was one of two people charged by federal prosecutors in the Northern District of Illinois with using their vehicles to “assault, impede, and interfere with the work of federal agents in Chicago.”

Trump and Pritzker have spent weeks trading barbs over the president’s threats to deploy National Guard troops to Chicago, with the governor alleging Trump’s apparent backing off from the idea last month was a sign of dementia.

The governor has already vowed legal action against the Trump administration if and when the president activated the National Guard. After the president sent 1,400 National Guard troops to Los Angeles this summer — the first time since the 1960s that the feds deployed the National Guard without a governor’s consent — a federal judge last month ruled the move violated the Posse Comitatus Act, which limits the power of the federal government to use military force for domestic matters. But the ruling only applies to California.

The National Guard’s presence in Los Angeles has dwindled to roughly 250, but there are still a couple thousand troops on assignment in Washington, D.C., where the federal government has more power over law enforcement. Since their August deployment to the nation’s capital, guardsmen have been reportedly picking up garbage, as they are only authorized to assist with arrests if asked by local law enforcement.

Trump has also threatened to federalize the National Guard in Portland, Oregon, though troops had not yet been sent as of Saturday evening. Tennessee’s Republican governor has welcomed the president’s recent suggestion that he’d deploy guardsmen to Memphis, but that has also yet to happen.

Chicago, Los Angeles, Portland, Washington, D.C. and Shelby County, Tennessee, where Memphis is situated, have all adopted so-called “sanctuary city” policies wherein local law enforcement are barred from assisting in federal immigration enforcement. Trump has

targeted cities and states that have adopted such laws, and last week a federal judge in Rhode Island ruled the administration cannot withhold emergency funding from Illinois and other states based on those states’ refusal to participate in immigration enforcement.

But this week, Attorney General Kwame Raoul said he learned of another attempt by the White House to divert disaster relief funding from Illinois with four days remaining in the fiscal year “without any notice or explanation.”

Meanwhile, DHS Secretary Kristi Noem visited Illinois again on Friday. Noem has traveled to the Chicago area and Springfield several times this year, including last month when she oversaw an early morning raid in Elgin, where at least one U.S. citizen was arrested.

“Secretary Noem should no longer be able to step foot inside the State of Illinois without any form of public accountability,” Pritzker said in a statement.

On Friday, Noem appeared with Gregory Bovino, commander-at-large of the U.S. Border Patrol, at the Broadview ICE facility with a camera crew, according to Chicago’s ABC 7.

Late Friday, Pritzker also said he’s making state resources available to people affected by a Sept. 30 raid on a South Shore apartment building.

In Chicago’s Logan Square neighborhood, masked federal agents deployed a chemical irritant outside of a grocery store as people and cars lined up to block their advancement, according to the Chicago Sun-Times.

State Rep. Eva-Dina Delgado, D-Chicago, condemned the action, which happened around the corner from an elementary school in her district. Chicago Ald. Jessie Fuentes also alleges she was handcuffed by immigration agents while questioning them at a Humboldt Park medical center.
