Bill incentivizes energy storage, lifts nuclear moratorium, gives regulators new powers

SPRINGFIELD — A closely-watched and long-debated piece of energy legislation is set to become law after passing through both legislative chambers with the governor’s endorsement.
The bill that cleared the General Assembly Thursday funds energy storage systems through a new charge to Illinois electric customers that will take effect in 2030. The bill also lifts a longtime ban on new nuclear power developments and gives new authority to state utility regulators.
Proponents say the bill will lower costs for utility customers, but critics worry that a lack of cost-control measures will increase electricity prices for Illinois residents.
“Here’s the bottom line in my view: this package is about making energy more affordable for ratepayers in years ahead. We’re getting more energy on the grid,” bill sponsor Sen. Steve Stadelman, D-Rockford, said Thursday. “If we do nothing… the rates are going to continue to go up.”
The Illinois Senate approved Senate Bill 25 — also known as the Clean and Reliable Grid Affordability Act, or CRGA — Thursday evening, 37-22. That follows the House of Representatives approving it Wednesday night, 70-37.
It next heads to Gov. JB Pritzker, who pledged to sign the bill Thursday, noting that “what we’re trying to do is lower electricity costs.”
Pritzker’s office was heavily involved in negotiations around the bill throughout its tumultuous legislative history.
Versions of the bill date back to negotiations in 2024, with initial talks of an energy package cropping up in the weeks ahead of a January 2025 lame duck session. Drafts of the bill circulated throughout the spring legislative session before ultimately being abandoned.
What’s in the bill?
Senate Bill 25 — which supporters call the Clean and Reliable Grid Affordability Act, or CRGA — is the largest change to Illinois’ energy policy in at least four years. Among its core policies:
Battery storage. The core of the bill is a new incentive structure for energy storage projects. The incentives are broadly similar to how the state funds renewable developments like wind and solar power. They will result in new charges to ratepayers, although proponents say that savings from more storage on the grid will offset costs.
Energy efficiency. The bill adds new requirements for energy efficiency programs at natural gas and electric utilities. These are aimed at reducing energy demand and proponents of the measure say they will lower prices for consumers.
Nuclear power. The bill lifts a longstanding moratorium on large-scale nuclear power plants, but it also hikes fees for nuclear plant operators.
New authority for regulators. The Illinois Commerce Commission, the state’s utility regulator, would gain new authority for “integrated resource planning,” a way of setting long-term plans to control both supply-side issues, like plans for electric generation, as well as managing demand.
Labor protections. New requirements for community solar projects would close a loophole that some developers were using to avoid hiring union labor. This was a major priority for organized labor groups during negotiations.
Data centers air regulations. The bill places new requirements on the backup generators used by data centers, which require always-on power to operate.
Virtual power plants and time-ofuse. The bill requires large utilities to create “virtual power plant” programs and time-of-use rate plans. This allows utilities to use small-scale residential solar and battery projects to deliver energy throughout the day.
Geothermal energy. The bill outlines a program to fund geothermal heating, a technology which uses naturally occurring heat from underground to offset the need for electric or fossil fuel-based heating.
Thermal energy networks. A new state-backed loan program would fund thermal energy network projects. These use water-filled pipes to transfer heat between energy-intensive buildings, wastewater systems and bodies of water. They can also use geothermal energy to manage heat.
A cadre of advocacy groups, renewable industry associations and lawmakers praised the bill’s passage.
The governor said the bill was a positive step toward affordability at a time when renewable energy faces expensive headwinds across the U.S.
“For far too long, private grid operators have been hiking up rates that are making it harder for Illinois families to pay their utility bills,” Pritzker said in a statement. “At the same time, the Trump Administration has been blocking the ability to bring lower-cost energy options online.”
President Donald Trump’s domestic policy package, passed earlier this summer, sent shockwaves through the renewable industry as it ended subsidies and incentives for electric vehicles, wind power projects, solar installation and other policies key to funding renewable development.
David Braun, head of sales and marketing for the Illinois-based renewable tech company Intelligent Generation, said that law caused “a lot of shock and uncertainty” but that the industry was “figuring it out.”
Illinois’ bill, according to Braun, signals that the future is bright for renewables.
“It’s good news for the industry, and I think it’s good news for the state of Illinois and for ratepayers,” Braun said.
The bill incentivizes new storage projects, which state officials at the Illinois Power Agency found will suppress electricity prices in an analysis they provided to lawmakers. It also mandates new programs to decrease strain on the grid, like energy efficiency programs.
Amy Heart, senior vice president for policy at the California-based solar company Sunrun, said the bill’s “virtual power plant” program will allow utilities to aggregate resources like residential solar and storage installations and coordinate them.
“The idea of utilizing electrons that are already stored in the batteries that are in houses and businesses — but adding them all up and dispatching them at times we need them the most in Illinois — reduces the amount of energy that ComEd or Ameren has to go to the wholesale market and buy from other states,” Heart said.

Environmental groups also praised the bill, with representatives of the Natural Resources Defense Council, Illinois Clean Jobs Coalition and others saying the policy was a major step in keeping prices low.
“The legislation bolsters tools and programs the state needs to achieve its clean energy goals and rebukes recent federal efforts to undermine abundant, cost-effective wind and solar power,” James Gignac, Midwest policy director for the climate and energy program at the Union of Concerned Scientists, said in a statement.
After a prolonged negotiation, labor groups also signed on to support the bill. They held out full support until lawmakers moved to close a loophole that allowed community solar developers to avoid using project labor agreements. Joe Duffy, head of the labor-affiliated Climate Jobs Illinois, lauded the bill’s passage. He noted that it “ensures the clean energy transition delivers good-paying, local

Sen. Willie Preston, D-Chicago, broke with his party as one of three Senate Democrats to vote against the bill. Sen. Michael Hastings, D-Frankfort, and Sen. Patrick Joyce, D-Essex, also voted no.
“This is about standing for integrity, for people who do not have armies of lobbyists down here giving talking points to people to justify raising their bills when they’re already struggling,” Preston said. “I have to vote no.”
Preston had advocated for an alterna-
tive funding mechanism — one that used state-backed loans and not an increase to ratepayers — in the months leading up to the bill’s passage.
Groups representing large businesses cited similar concerns. Illinois Industrial Electric Consumers Chair Phillip Golden said the bill’s funding “makes no sense, especially when the same objectives are achievable without forcing more costs on ratepayers.”
Business groups and Republicans also raised concerns over a provision that grants the Illinois Commerce Commission, which regulates utilities, the authority to create long-term “integrated resource plans.” These plans could include goals for the supply of electricity and managing demand.
By giving the ICC that authority, according to critics, the General Assembly is ceding too much authority to the executive branch.
“This is a huge overreach by the gover-
nor’s administration,” Sen. Sue Rezin, R-Morris, said. “In this bill, he just gave all of the power for energy making decisions to the ICC — five unelected officials that he appoints.”
Rezin, a long-time advocate for allowing more nuclear construction in the state, said the bill’s elimination of the state’s nuclear moratorium might not mean more nuclear power because of the authority granted to the governor’s appointees.
“Do you think they’re going to bring nuclear online? In the past, they’ve shown they don’t support it,” Rezin said. “They’re going to go towards wind, solar, battery and transmission.”

SPRINGFIELD – State lawmakers approved new funding for public transportation agencies without large statewide tax increases previously proposed.
Instead, the measure would be fueled by revenue sources that currently feed the state’s Road Fund and an increased sales tax targeted to the Chicago area.
The bill frustrated some lawmakers outside the Chicago area because of provisions that reroute money from the broader funding source of infrastructure projects.
The House voted 72-33 to pass Senate bill 2111 around 2:15 a.m. on Friday with only Democrats supporting the plan.
“That system has been running on borrowed time,” bill sponsor Rep. Eva-Dina Delgado, D-Chicago, said. “Fragmented governance, uneven investment and post-COVID ridership losses have left transit struggling with unreliable service, delayed trains, canceled routs and a looming fiscal cliff that’s threatening to derail it all without action.”




The Regional Transportation Authority, Chicago Transit Agency, Metra commuter rail and Pace Suburban Bus collectively face a $230 million funding shortfall in 2026 as pandemic relief money runs out. The funding deficit is projected to grow to $834 million in 2027 and $937 million in 2028. Without action in Springfield to plug that gap, the transit agencies have said they could be forced to cut services by 40%.
Republicans pleaded with the Democratic sponsors to pull the bill given the funding shortfall for the Chicago Transit Authority wouldn’t hit until the middle of 2026. But after more than a year of negotiations, Democratic leaders were ready to put the issue to rest.
The Senate followed with a 36-21 vote in favor of the bill around 4 a.m., concluding more than a year of negotiations.
“We are changing our public transit system for the first time in five decades to be safe, to be reliable, to be accessible, to be integrated; making sure that we got the performance and we got the funding that’s needed to make a system of the next level,” Sen. Ram Villivalam, D-Chicago, said.
The plan goes to the governor’s desk without any of the controversial statewide taxes on package deliveries, streaming or event tickets that were part
of previous bills. The House two days earlier had introduced a measure that taxed entertainment and billionaires’ investments — ideas Gov. JB Pritzker quickly shot down.
The bill got back on track on Thursday following a day of negotiations between stakeholders, lawmakers and the governor’s office.
The bulk of the funding, $860 million, would come through redirecting sales tax revenue charged on motor fuel purchases to public transportation operations. Another estimated $200 million would come from interest growing in the Road Fund — a state fund that is typically used for road construction projects but can also be used for transportation-related purposes under the state constitution.
The plan calls for raising the existing Regional Transportation Authority sales tax by 0.25 percentage points, to 1% in Lake, McHenry, Kane, DuPage and Will counties and 1.25% in Cook County. That tax hike will generate $478 million.
Drivers of passenger vehicles on northern Illinois’ toll roads will also have to pay 45 cents more per toll as part of a plan to create a new capital program for tollway projects. It will also increase by inflation each year. That will raise up to $1 billion annually, Marc Poulos, executive director of Local 150, told the House Executive Committee Thursday evening.
A coalition of labor unions that had generally opposed using Road Fund money for public transportation supported the latest bill.
“It is, you know, just vitally important that we keep 15,000 people in transit working,” Illinois AFL-CIO President Tim Drea, who led the labor coalition, told Capitol News Illinois. “Overall, it was a good bill that that we needed.”
The bill also calls for 25% of the systems’ revenue to come from fares. Historically, half of the funding was generated by the riders, but that requirement became unsustainable after the pandemic.
“The 50% fair box recovery ratio is way out of whack if you compare to other agencies, similarly situated agencies across the country,” Delgado said.
The bill and its associated tax and toll increases would not take effect until June 1.
Funding for downstate public transportation agencies, which face their own
funding challenges as a sales tax-based formula becomes less lucrative, are set to receive $129 million annually – below the $200 million they had hoped for.
The move to direct most of the funding to the Chicago area left Republicans frustrated.
“I’m actually not thrilled that we are continuing on this transit bill, although I am happy that my constituents aren’t going to be stuck with ridiculous taxes,” Rep. Regan Deering, R-Decatur, said. “But I just can’t continue to vote for a piece of legislation that’s screws them anyway.”
Downstate lawmakers also worried the bill tapping into Road Fund money removed a critical funding source for road construction projects.
“This transit funding bill creates a perverse incentive ... to not diminish the balance of the Road Fund, not get projects out of the door ... but continue to build up big balances in the Road Fund,” Rep. Ryan Spain, R-Peoria, said.
Sen. Don DeWitte, R-St. Charles, the Senate Republican’s transit leader, spoke in support of using interest from the road fund to pay for public transportation.
The reforms in the proposal are similar to what the Senate passed in May.
The bill would create the Northern Illinois Transit Authority, which would be a stronger version of the RTA and would have the ability to establish a universal fare system and coordinate scheduling between the three service agencies.
The board would be comprised of 20 members: five appointed by the mayor of Chicago, five by the Cook County Board president, five by the governor and five collectively by Lake, McHenry, DuPage, Kane and Will counties. That makeup has drawn criticism from some suburban leaders who fear it will limit their ability to affect public transportation decisions. It would also create a law enforcement task force that will target hot spots for public safety issues on the transit systems. Other roles will be tasked with deescalating conflicts or seeking to address homelessness and mental illness – issues that can sometimes escalate into public safety issues.
The bill also blocks transit agencies from transferring operating dollars to capital expenses — a controversial move Metra recently proposed in its 2026 budget that raised red flags for several state lawmakers and RTA leaders.

The U.S. government shutdown has now dragged on for over a month, and shortages of air traffic controllers are straining operations — with flight disruptions piling up nationwide.
Staffing shortages have caused flight delays at a growing number of airports in recent weeks. Among the latest disruptions, Newark Airport in New Jersey experienced delays of two to three hours on Sunday. And busy hubs like George Bush Intercontinental Airport in Houston, Dallas Fort Worth International Airport and Chicago O’Hare were also seeing dozens of disruptions over the weekend.
Experts, as well as union leaders representing air traffic controllers and security screeners, warn that the impact could grow significantly worse the longer the shutdown continues and workers go without a paycheck. The Federal Aviation Administration said Friday that nearly 13,000 air traffic controllers had been working without pay for weeks.
Here is what to know about your rights as a passenger and what to do if your trip is delayed or canceled:
Check before going to the airport
It is better to be stuck at home or in a hotel than to be stranded in an airport terminal, so use the airline’s app or flight websites to make sure that your flight is still on before heading to the airport. This FAA site can be checked to see if there are widespread delays at your airport.
Kyle Potter, executive editor of Thrifty Traveler, suggests also closely monitoring the news if you have upcoming travel plans. Democrats and Republicans have largely remained at a standstill — but if and when that changes, it “could put all of this doubt lingering over air travel to an end pretty quickly,” Potter said.
My flight was canceled. Now what?
If you are already at the airport, it is time to find another flight. Get in line to speak to a customer service representative, and call or go online to connect to the airline’s reservations staff. It also helps to reach out on X, the site formerly known as Twitter, because airlines might respond quickly there.
Airlines will rebook you on a later flight for no additional charge. The good news
right now is that this is not a peak travel time, so travelers stand a better chance of finding seats. But the busy holiday season is right around the corner, and at those peak times, passengers might have to wait days for a seat on a new flight.
If these problems do become more widespread, you might consider whether it makes sense to travel by train, car or bus instead. But there is really no way to predict when and where a staff shortage might happen, and the ongoing shortage of controllers is so critical that even a small number of absences can cause problems.
Potter said the shutdown is different from when a single airline is having problems and travelers can just pick another carrier. This is creating problems for entire airports at once.
“As these problems expand and spread the longer the shutdown drags on, it’s unlikely that there will be one airline running on time if the rest of the them are failing,” he said. “It’s going to affect the entire system over time.”
Can I ask to be booked on another airline?
You can, but airlines aren’t required to put you on another carrier’s flight. Some airlines, including the biggest ones except Southwest and the discount airlines, say they can put you on a partner airline. But even then it is often hit or miss.
Jeff Klee, the CEO of AmTrav, which helps businesses book travel, has recommended researching alternate flights while you wait to talk to an agent.
Am I owed a refund?
If you no longer want to take the trip, or have found another way of getting to your destination, the airline is legally required to refund your money, even if you bought a non-refundable ticket. It doesn’t matter why the flight was canceled.
“If the airline cancels your flight, you can say, ‘Alright. I will take a refund and get my money back,’” Potter said. “The important piece is that you get your payment returned to you. You’re not just settling for an airline voucher that may expire in a year or less.”
You are also entitled to a refund of any bag fees, seat upgrades or other extras that you didn’t get to use.
U.S. airlines are not required to pay additional cash compensation and cover lodging and meals for passengers who are stranded, even if a flight cancellation or a severe delay is the airline’s fault.
The Biden administration had proposed a rule that would have changed that and required airlines to pay passengers for delays and cancellations in more circumstances, with compensation proposed between about $200 and as high as $775. But the Trump administration scrapped that last month, and the airlines praised him for doing so.
Each airline is different. The U.S. Department of Transportation has a site that lets consumers see the commitments that each carrier makes for refunds and covering other expenses when flights are canceled or significantly delayed.
Travel insurance might help if you bought a policy when you booked or













used a travel credit card that offers that product, but Potter said you shouldn’t assume you will be covered even if you have insurance. Check the fine print to see if you are covered in situations like this when a shortage of workers causes flight disruptions.
If many flights are canceled, airline agents will soon be overwhelmed by requests. If you’re traveling in a group with someone who has a higher status in the airline’s loyalty program, call using their frequent flyer number. You may get quicker service.
You also can try calling your airline’s international support number, which is usually listed online and may have shorter wait times.
Be nice. The agent is likely helping other frustrated travelers, too, and yelling won’t make them more willing to help. Remember, the cancellation isn’t their fault.

With potentially sunny and tolerable days in November, you might still be working outside, managing your leaves and putting away outdoor furniture. There are some garden tasks that you can still do that are good practices to close out your 2025 garden season and prepare for 2026. Of course, some of these tasks are ones that you do not need to do every year. Compost or manure could be added to your vegetable garden. In fact, If the manure is raw, we would recommend you apply it in the fall for it to overwinter and age. Compost and manure are fairly
equal in what they do to your soil and are considered good additions to address problems that you may be encountering in the growing season. If you were to add a lot of manure and compost in the fall, then you would want to reduce how much you add in the spring. Still, you could wait until the spring to add finished compost and aged manure if you so choose.
The fall is also a good time to get a soil test. Soil tests are conducted in the fall as they can sometimes be more accurate in what your soil is telling you. It can also take 3-6 months to raise or lower your soil pH, a measurement that can limit your plants productivity. A standard soil test
will tell your soil pH, soil nutrients, and organic matter. We usually recommend a soil test every 3-5 years. The University of Illinois Extension maintains a website with a list of soil testing labs that you can contact for further information: extension.illinois.edu/soil
One of the other recommendations is to clean your tomato cages, pruners, stakes, and any other hand tools you plan to store back between seasons. These tools, with dried soil and plant material, can sometimes harbor the pathogens that cause disease and bring them into next season when you use them. Try to scrub these materials with soap and then
clean with rubbing alcohol/wipes. Let the tools dry and then store back. There are some wonderful guides online for how to clean and sharpen your pruners, a tool that could benefit greatly from a good sharpening. Of course, I find when I do this that I come up with tools that I want to buy/replace.

According to an analysis by Climate Central the first 6 months of this year was the most costly in the United States from weather and climate disasters. Fourteen weather events exceeding one billion dollars occurred during the time period reaching an inflation adjusted record of $101.4 billion in damages. The Los Angeles wildfires involved an additional $61 billion in damages.
Climate Central took over the reporting on the cost of weather and climate disaster when the Trump administration cut the budget of National Oceanic and Atmospheric Administration program that tracked the cost of weather events exceeding one billion in cost since 1980.
A report from Climate Matters addressed the impacts of a warming planet. It describes the ongoing rise in heat trapping gases warming the planet as impacting droughts and raising concerns water security, food supplies, wildfires and ecosystems.
In the current century the Western U.S.
has become drier while the Eastern U.S. has become wetter. As the atmosphere warms more moisture evaporates from streams, lakes, rivers, soils and plants within the Western U.S. and around the world. Evaporation has become the leading cause of Western droughts while the lack of rain and snow contribute to drought conditions.
In addition to droughts, there are times when excessive levels of rain are adversely affecting human use of the planet. Heavy rainfalls in Western and Eastern U.S. have produced a record number of flood warnings. Secure supplies of water are essential for people, growing food, controlling wildfires and ecosystem health. California, and Nevada have experienced the most extreme droughts thus far as droughts have increased since 2000. If the trend of increased carbon releases continues global warming will also increase. The California Central Valley uses water from the Colorado River Basin to supply half of the vegetables, fruits and nuts raised in this country. According to Climate models it takes on average a year or more to recover from a drought. As the
climate warms and temperatures rise the risks of wildfires also increase.
Some news items appearing in the Sun Day Campaign report provides a quick overview of what is happening with Sustainable Energy and Climate Change.
The effort to transition to cleaner energy sources was expected to slow the rate of climate change and rising global temperatures. With reduced funding for the clean energy transition climate change is predicted to increase. An article in PV magazine points out that over $24 billion in U.S. Clean Energy Investment and 21,000 jobs were lost in 2025 so far as the administration withdrew funds for projects, Republican districts suffered the greatest losses of over $12 billion in funds and 3,000 jobs.
Yet around the globe the International Energy Agency projects that between 2025 and 2030 nearly 4600 GW of new renewables will be installed which would double the amount built in the previous five years. According to Wood Mackenzie solar PV remains the most cost competitive power generation source in 2025. The Middle East and Africa achieved the
lowest levelized costs among regions for the year.
In addition to solar remaining cost effective, solar PV storage systems in 2025 increased by 24.7 percent over 2024 globally according to Bloomberg NEF. The firm expects that global energy storage could be 33% higher in 2026 than it was in 2025.
If the anticipated increase in electric demand is as dramatic as some projections call for, renewable energy and energy efficiency sources can be scaled up relatively more quickly than other sources of energy. To address rising global temperatures we can expect proposal to implement efforts to block the sun to slow down rising temperatures. Hopefully we could redesign society to live well using less energy and cleaner sources.
Given all the uncertainties surrounding energy supplies and adverse environmental consequences from such use, implementing personal and community energy solutions remain one way to reduce the damages.
