

Nuclear power, battery storage funding at center of energy policy debate

After twice failing to pass an energy reform package this year, lawmakers and renewable energy advocates are aiming to reach a deal in time for a brief legislative session in October.
The bill, in its current form, would create a surcharge on electric bills to incentivize battery storage developments, loosen state-level nuclear regulations, institute new energy efficiency requirements and more.
Many advocacy groups are hoping to get a major bill passed this year, but one influential lawmaker is beginning to hedge as lawmakers’ veto session approaches.
“This is still a work in progress,” Sen. Steve Stadelman, D-Caledonia, said at a Thursday subject matter hearing on the bill. “Should the bills come back before the Senate, we will have another subject matter on the legislation or we could craft a different proposal in another bill.”
Stadelman, who chairs the Senate Energy and Public Utilities, noted at the end of that hearing a final package could come “this fall or next spring.” He also said the committee will hold another hearing in early October.
House Bill 4116 contains the latest proposals, which are largely similar to legislation considered at the end of May, only with an updated timeline.
Nuclear power politics
In the latest round of negotiations, stakeholders have been largely focusing on the electricity demand created by data centers. These always-on, power-hungry facilities are a key aspect of Illinois’ economic development strategy, and the state has offered several data center companies tax incentives to locate here.
The data center industry has advocated for the use of increased nuclear energy to meet that demand.
Dan Diorio, head of state policy for the Data Center Coalition, pointed to a recent deal between Constellation Energy Corporation, the owner of Illinois’ nuclear power plants, and Meta, the parent company of Facebook. Starting next year, Meta will purchase “renewable energy attributes” from the nuclear facility in Clinton, providing the financial incentive to keep the plant open for two decades after state subsidies run out.
The industry is backing a proposal that would lift a state-level moratorium on new nuclear power stations.
“Data center companies are adding nuclear power to their energy portfolios because it’s carbon-free, scalable, safe and provides reliable base load power,” Diorio said.
But environmental advocates are wary of lifting the moratorium. Sierra Club Executive Director Jack Darin said he wanted the nuclear moratorium to be part of broader talks about data center regulations in the spring session.
“The other reason to maybe take a breath here is because of really significant changes that are happening to the federal regulatory oversight of the nuclear industry,” Darin said.
Earlier this year, President Donald Trump ordered sweeping changes at the Nuclear Regulatory Commission with the aim of quadrupling nuclear power capacity in the U.S. over the next 25 years.
The concept of lifting the moratorium has received bipartisan support, including from Gov. JB Pritzker, although the exact details would have to be ironed out in legislation.
Battery storage funding
The centerpiece of the proposed legislation is a new state funding mechanism to incentivize energy storage projects.
“Batteries can serve as an arbitrage mechanism, storing surplus energy during periods when electricity is ample and inexpensive and discharging it during high-priced peak periods,” Sarah Moskowitz, head of the consumer advocacy group Citizens Utility Board, said.
Moskowitz also said storage can help the grid maintain reliability by replacing or delaying the need for more expensive or slow-to-deploy energy generation.
“The sooner we invest in a solution, the sooner we can pull out of this cycle of record-breaking electricity price increases,” Stephanie Burgos-Veras, an organizer with the industry-backed Solar Powers Illinois campaign, said in a statement. “The most expensive path forward is to not pass anything in veto session.”
A May analysis from the Illinois Power Agency, which manages electricity purchasing in the state, found that adding 6 gigawatts of battery storage to the grid — the equivalent of several power plants
worth of batteries — would reduce costs to consumers by about $2.70 per month in northern Illinois and about $7.50 in downstate Illinois.
The current proposal would incentivize battery storage in a similar way to renewable energy projects — by adding a surcharge to utility customer bills. This gives developers a financial guarantee that they can leverage to obtain private financing for the bulk of project costs.
Consumer advocates like Moskowitz are strongly in favor of this proposal. But some question cost savings claims.
“I think the IPA analysis assumptions were disingenuous to set up a narrative that this will save ratepayers money,” Sen. Sue Rezin, R-Morris, told Capitol News Illinois. “And that’s simply not true.”
Rezin advocated for cost caps to limit the amount of money charged to ratepayers if IPA procurements cost more than expected.
Others, notably industrial businesses and manufacturers, don’t want any surcharge on the bill. Instead, they propose requiring battery developers to get state-backed loans from the Illinois Finance Authority.
“This results in savings to them (battery storage developers) and savings to Illinois ratepayers and, more importantly, does not put another line item on the bill for Illinois consumers to pay for something,” Phillip Golden, chairman of Illinois Industrial Energy Consumers, said.
This proposal has sparked some dissent among Senate Democrats. Sen. Willie Preston, D-Chicago, earlier this month announced he was backing a proposal to use loans from the IFA as the finance vehicle for storage projects.
“Instead of soaking ratepayers for even more money, as some propose, the businesses that are going to reap the rewards should also take the risk,” Preston said in an early September statement.
Proponents of using a ratepayer surcharge say the model’s use in renewables is evidence that it can be successful. They also point to studies prepared for industry groups which found that more battery storage will save consumers money in the long run.

UK, Australia and Canada recognize a Palestinian state, prompting anger from Israel

LONDON (AP) — The U.K., Australia and Canada formally recognized a Palestinian state on Sunday, prompting an angry response from Israel, which ruled out the prospect.
The coordinated initiative from the three Commonwealth nations and longtime allies reflects growing outrage at Israel’s conduct of the war in Gaza and the steps taken by the Israeli government to thwart efforts to create a Palestinian state, including by the continued expansion of settlements in the West Bank.
British Prime Minister Keir Starmer, who has faced pressure to take a harder line on Israel within his own governing Labour Party over the deteriorating situation in Gaza, said the U.K.’s move is intended “to revive the hope of peace for the Palestinians and Israelis.” He insisted it wasn’t a reward for Hamas, which was behind the attack on Oct. 7, 2023, in which the militants killed some 1,200 people and abducted 251 others.
“Today, to revive the hope of peace and a two-state solution, I state clearly as prime minister of this great country that the United Kingdom formally recognizes the state of Palestine,” Starmer said in a video message. “We recognized the state of Israel more than 75 years ago as a homeland for the Jewish people. Today we join over 150 countries who recognize a Palestinian state also.”
The moves by the three countries prompted Israeli Prime Minister Benjamin Netanyahu to say that the establishment of a Palestinian state “will not happen” while Hamas urged the international community to isolate Israel.
Later on Sunday, Portugal said it was recognizing a Palestinian state as well.
Announcement came as no surprise


The British announcement was widely anticipated after Starmer said in July that the U.K. would recognize a Palestinian state unless Israel agreed to a ceasefire in Gaza, allowed the United Nations to bring in aid and took other steps toward long-term peace.
More countries are expected to join the list recognizing a Palestinian state at the U.N. General Assembly this week, including France, which, like the U.K., is one of the five permanent members of the Security Council.
Palestinian and Israeli reactions
Israeli Prime Minister Benjamin Netanyahu blasted the three countries for proffering a “prize” to Hamas.
“It will not happen,” he said. “A Palestinian state will not be established west of the Jordan River.”
Netanyahu, who is set to give a speech to the General Assembly on Friday before heading to see U.S. President Donald Trump at the White House, said he would announce Israel’s response after the trip.
Netanyahu has threatened to take unilateral steps, including the possibility of annexing parts of the West Bank, in response to world leaders’ recognition of a Palestinian state. Such a move would clear the way for Israel to deepen its control over the territory -- and escalate tensions with the international community.
Hamas hailed the decision, calling it a “rightful outcome of our people’s struggle, steadfastness, and sacrifices on the path to liberation and return.” The Islamic militant group, which is sworn to Israel’s destruction, called on the world to isolate Israel.
Palestinian President Mahmoud Abbas, whose Palestinian Authority exercises limited autonomy in towns and cities in the West Bank, said the U.K. announcement is an important step toward achieving a “just and lasting peace in the region based on the two-state solution,” the official Palestinian news agency Wafa said.
Historical overlay
The U.K. and France have had a historic role in the politics of the Middle East over the past 100 years, having carved up the region following the defeat of the Ottoman Empire in World War I.
As part of that carve-up, the U.K. became the governing power of what was then Palestine. It was also the author of the 1917 Balfour Declaration, which backed the establishment of a “national home for the Jewish people.”
However, the second part of the declaration has been largely neglected over the decades. It noted “that nothing shall be done, nothing which may prejudice the civil and religious rights” of the Palestinian people.
“It’s significant for France and the U.K. to recognize Palestine because of the legacy of these two countries’ involvement in the Middle East,” said Burcu
Ozcelik, senior research fellow for Middle East Security at London-based Royal United Services Institute. “But without the United States coming on board with the idea of a Palestine, I think very little will change on the ground.”
Husam Zomlot, the Palestinian head of mission in the U.K., told the BBC that recognition would right a colonial-era wrong. “The issue today is ending the denial of our existence that started 108 years ago, in 1917,” he said. “And I think today, the British people should celebrate a day when history is being corrected.”
Diplomatic shift
The U.K. has for decades supported an independent Palestinian state alongside Israel, but insisted recognition must come as part of a peace plan to achieve a two-state solution.
However, the government has become increasingly worried that such a solution is becoming all but impossible. During the past two years, Israel’s assault on Gaza has displaced most of its population, killed more than 65,000 people, and caused a catastrophic humanitarian crisis, including a famine in Gaza City. Last week, independent experts commissioned by the U.N.’s Human Rights Council concluded that Israel is committing genocide in Gaza, a charge that Israel rejected as “distorted and false.”
Also vexing for the U.K. is that Israel’s government has been aggressively expanding settlements in the West Bank, land that Palestinians want for their future state. Much of the world regards Israel’s occupation of the West Bank, which is ostensibly run by the Palestinian Authority, as illegal.
“This move has symbolic and historic weight, makes clear the U.K.’s concerns about the survival of a two-state solution, and is intended to keep that goal relevant and alive,” said Olivia O’Sullivan, Director of the U.K. in the World Programme at the London-based think tank, Chatham House.
The creation of a Palestinian state alongside Israel is seen internationally as the only realistic way to resolve the conflict for the long-term.

Miami jumps to No. 2 behind Ohio State in AP Top 25, Oklahoma into top 10

Miami jumped LSU and Penn State into the No. 2 spot behind Ohio State in The Associated Press college football poll on Sunday while Oklahoma climbed into the top 10 for the first time in two years and Indiana and Texas Tech made big moves after lopsided wins over Top 25 opponents.
The Hurricanes have beaten two ranked opponents, and they turned in another complete performance in a 19-point home win over Florida to earn their highest ranking since 2017.
Penn State, which had been No. 2 since the preseason, was idle and slipped to No. 3. LSU fell one spot to No. 4 after an easy win over Southeastern Louisiana of the second-tier Football Championship Subdivision.
No. 5 Georgia and No. 6 Oregon held their positions and were followed by No. 7 Oklahoma, which beat previously ranked Auburn at home and returned to the top 10 for the first time since it started 7-0 in 2023. Florida State, Texas A&M and Texas round out the top 10.
Ohio State had an open date and received 52 of 66 first-place votes from the media panel. Miami got seven firstplace votes, four more than a week ago. Penn State had five first-place votes and Oregon and Oklahoma each received one.
Indiana had played one of the softest schedules in the country through three games before raising eyebrows with its 63-10 hammering of then-No. 9 Illinois. The Hoosiers made the biggest move up, climbing eight spots to No. 11.
Texas Tech got a five-rung promotion to No. 12 for its 24-point win at Utah. The Red Raiders won easily despite playing backup quarterback Will Hammond most of the second half in place of an injured Behren Morton.
In and out
No. 24 TCU beat SMU to go 3-0 and earn its first regular-season ranking since it was a fixture in the top 10 the second half of the 2022 season. The Horned Frogs, beaten 65-7 by Georgia in the national title game that season, were No. 17 in the 2023 preseason poll and hadn’t been back since.
No. 25 BYU, which finished last season
No. 13, picked up a road win at East Carolina and is ranked for the first time this season.
Utah (16) and Auburn (22) dropped out.

– Oklahoma is the lowest-ranked team to receive a first-place vote in a regular season since then-No. 7 Washington got one on Sept. 24, 2023.
– Illinois’ 53-point loss at Indiana was the most lopsided in Bret Bielema’s five seasons and caused the Illini to tumble from No. 9 to No. 23.
– The last time Miami was ranked as high was in back-to-back polls in November 2017, when Mark Richt’s Hurricanes were 9-0 and 10-0. That team lost three straight to end the season.

Walking through a Rockford u-pick orchard with your bag, you’ll notice the usual suspects – ‘Fuji’, ‘Gala’, and other varieties that fill grocery store bins year-round. But the real story lies in the rows of apples you’ve probably never heard of, varieties bred specifically for the Midwest’s harsh winters and hot summers. These aren’t marketing gimmicks or slight variations on old themes. Developing a new apple variety takes serious commitment – researchers spend 15-20 years crossing different apples, growing thousands of seedlings, and testing the most promising candidates across multiple seasons and locations. Only the exceptional ones make it to Rockford orchards.

Unique apples at Rockford-area orchards
Minnesota has produced some genuine game-changers. ‘Honeycrisp’, which you’re probably familiar with, was released in 1991 and proved that consumers actually wanted crisp apples, not the soft, mealy ones that dominated markets for decades. Its larger cell structure creates that distinctive crunch, and people were willing to pay premium prices for it. ‘Zestar’ ripens the middle-end of August with bright tartness that effectively opens the orchard. ‘SweeTango’ takes ‘Honeycrisp’s’ best qualities and adds tangy complexity.
The Purdue/Rutgers/Illinois (PRI) breeding program has contributed equally impressive varieties over the last 50 years. ‘Crimson Crisp’ delivers both visual appeal and satisfying texture, with builtin disease resistance. ‘Pixie Crunch’ may
be small, but it packs concentrated flavor and stores well through winter. It’s one of my favorite apples. ‘GoldRush’, Illinois’s state apple, brings exceptional tartness that works beautifully for fresh eating or cider making though can be a bit finicky to grow. ‘WineCrisp’ offers complex flavors that justify its name, along with excellent keeping qualities.
Most Rockford orchards are growing the standard varieties you might expect along with a mixture of these PRI and Minnesota varieties. You’ll also find MAIA (Midwest Apple Improvement Association) apples. These apples are really bringing some unique flavor contributions to the orchard. In October, you may find ‘Ludacrisp’, ‘Rosalee’, and ‘Evercrisp’ available. ‘Ludacrisp’ has a tropical flavor type profile to it while
‘Rosalee’ combines ‘Honeycrisp’ and ‘Fuji’. What has become the final apple of the season is ‘Evercrisp’, with a typical harvest near Halloween but fantastic storage.
These Midwestern breeding programs represent decades of work to create apples that excel in our climate while delivering superior flavor. Each year, I make an effort to try out new varieties and with some orchards growing 30+ varieties, it may take me a couple of years to get through them all. A visit to a Rockford orchard gives you access to varieties that showcase what apples can be when bred for quality rather than convenience. AI impact on electricity and natural gas prices

Power bills have been rising for homes and businesses with much of the increases coming from the rising costs of building and maintaining the electric grid and replacing existing poles and wires.
Some of the cost increases are from the natural disasters of storms, floods, wildfires forcing utilities to repair and harden the grid to withstand the storms and upgrade the grid to handle the higher electrical demand during heat waves.
The cost increases are expected to continue as additional demand grows in response to the rapid increase in the construction and operation of data centers to serve the growth in AI processing. How the centers are powered, operated and managed are expected to increase costs for other electrical and natural gas consumers.
Increased use of AI has already raised concerns regarding their potential to reduce entry level jobs, intensify social
controls and increase environmental deterioration. Canary media has run a series of articles on the question of who should pay the costs of their increased use and some of the alternative ways to address the issue of who pays the increased costs.
One approach to lower the rising cost of electricity appears in the article: California lawmakers have a radical idea for lowering electricity bills. Two legislative proposals are seeking billions in state funding as public funding of utility upgrades is less costly and could to slow the rising cost of electricity in California. Money raised from state bonds would be used to help pay for expanding the grid and making it less vulnerable to wildfires. If the bills were to pass the state’s three public utilities would be forced to use the public funds for a portion of the billions targeted for the grid. The cost saving would come from the ability of California to borrow money at a lower interest rate than the utilities can. California can also spread out the cost over a longer period
of time and reduce the portion of costs born in the earlier years. By avoiding some of the higher initial costs would slow the rate increases to current customers. Supporters of some public funding claim that such a public-private partnership could reduce cost by 57%.
In another article by Jeff St. John in Canary Media he addresses the potential of virtual power plants to relieve hot spots on neighborhood power grids. California has hundreds of homes and businesses that have signed up their solar panels, batteries, EVs and appliances to be part of a virtual power plant to exchange electricity with one another, If such virtual power plants could be strategically concentrated in certain areas and controlled by utilities they could serve to prevent blackouts and save money. By concentrated the virtual power plants in certain areas the utilities could defer expensive grid infrastructure upgrades. A pilot program is being tested this summer and fall to determine if solar charged customer battery systems and their home
controls can meet grid needs.
California is aggressively looking at means to curb some of the rising costs of meeting their states growing energy needs as the price of electricity in the state is roughly twice as high as the nation’s average cost of electricity. A substantial number of customers are already behind on their electric bills.
Another concern about the rapid growth in data centers is whether the centers will reduce their electrical demand during times of peak demand. Utilities in states like Illinois already have such agreements with big power consumers and it is anticipated they will be expanded to include data centers. Some companies are developing or securing their own energy supplies to power their data centers.
The increase ln energy consumption is focused on economic growth, maximizing profits and jobs for some while ignoring the adverse consequences for society at large. Denying them does not make them disappear, they accumulate.

Visitors to World War II Days engage in elaborate 1940s displays in historical buildings on the museum’s 148-acre campus. This military re-enactment is known to be the largest in the Midwest and includes encampments of Allied and Axis troops, elaborate and realistic battles complete with tanks, artillery, armored vehicles, and exciting pyrotechnic displays. Local food vendors are also on site throughout the day. The German Society of Rockford is hosting the 61st annual Oktoberfest celebration Saturday, Sept. 27 from 11 a.m. - 11 p.m. Guests can enjoy authentic German cuisine provided by Café 20 of Marengo, cultural and souvenir booths, children’s activities, and contests like stein holding and stein racing. Highlights include the tapping of the keg, authentic German dancing, and the crowning of Miss Oktoberfest 2025. Music will feature Nate Troxell, Barefoot Becky, and The Tom Brusky Polka Band. Tickets are $5 pre-sale or $10 at the gate.

The North End’s favorite fall tradition is back for its 14th year with the Tour de North End and an all-day Neighborhood Block Party. Cyclists can register for the ride between 11 a.m. - 1 p.m. at The Olympic Tavern or online, then enjoy pre-ride games and activities before setting off at 1 p.m. for a casual, self-paced tour through Rockford’s historic North End. Riders will collect passport stamps at local stops for prize entries, while everyone can enjoy the free block party with live music, food, drinks, and family fun.
