

Raoul’s office to receive $15.7M budget increase for operations
Lawmakers approved more than AG requested for growing workload, Trump

SPRINGFIELD – In a year when many state agencies received little or no funding increase, state lawmakers this year approved an increase of $15.7 million, or 22.4%, for general operating expenses in Attorney General Kwame Raoul’s office.
That General Revenue Fund increase is significantly more than some other constitutional officers received for their operating expenses in the upcoming fiscal year. It’s also more than the $15 million that Raoul himself requested when he appeared before House and Senate appropriations committees this year – although reductions in revenue from other state funds left Raoul’s all-funds budget roughly flat from a year ago.
Raoul’s office did not respond to repeated requests to comment for this story about why lawmakers approved a larger general operating budget than he had requested, and why the budget reflected such significant cuts in two specific non-GRF funds.
During budget hearings in April, Raoul said he needed additional funding to hire attorneys and other staff to handle the increased workload that his office now
manages. Some of that workload, he said, is the result of legislation that has given the attorney general’s office more responsibility.
But he also mentioned the increased workload that stems from more than a dozen lawsuits his office has joined challenging actions of the Trump administration as well as defending the state against legal actions the administration has filed against Illinois.
“This budget will support supplying the requisite attorneys to step up where the federal government is stepping away, as well as attorneys involved in critical cases to protect our state’s interests,” Raoul told a House budget committee.
At the time of those hearings, Raoul’s office declined requests by Capitol News Illinois to provide specific information about how many new attorneys or other staff it intended to hire with the additional money.
“We can’t give a specific number of staff we will be hiring but the requested $15 million increase in GRF funding will allow us to have a stable source of funding to adequately respond to both costs associated with supporting the attorneys defending ongoing federal challenges as well as new and longstanding state laws,” Raoul’s spokesperson Drew Hill said in an April 17 email.
According to the budget bill lawmakers passed on the final day of the legislative session, Raoul’s office will receive $85.7
million in General Revenue Fund money “to meet its operational expenses for the fiscal year ending June 30, 2026.” That’s up from $70 million that was provided in the same line item in the fiscal year 2025 budget bill.
By comparison, lawmakers approved an increase of just under $1 million, or 3%, in the comptroller’s general operating budget. And they approved an increase of about $2.4 million, or 5.7%, in non-GRF funds for the operating budget of the state treasurer’s office.
The attorney general’s budget includes several line items that are also funded with GRF money. Those include specific funding for the office’s Medicaid Fraud Control Unit and the Child Support Enforcement Division. They also include funding for various grants for organized retail crime enforcement and grants under the Violent Crime Victims Assistance Act.
All told, lawmakers approved a total GRF budget for the attorney general’s office next year of $116.05 million, an increase of $10.75 million, or 10.2%, over this year’s budget.
The office also receives appropriations of revenue from sources other than the General Revenue Fund, such as the Illinois Gaming Law Enforcement Fund, the Cannabis Expungement Fund and the Illinois Tobacco Fund that are earmarked for specific purposes.

It also receives appropriations from two funds that receive money from court-ordered and voluntary settlements of consumer protection lawsuits and from civil penalties that are paid to the attorney general’s office. By statute, both funds may be used, subject to appropriations, for the “exercise of the duties of the Attorney General.”
The budget lawmakers just approved for the upcoming fiscal year reflects a combined $16.9 million reduction in appropriations from those two funds.
As a result, the total “all funds budget” for the attorney general’s office next year comes to about $194.465 million, which is just $700,000 more than this year’s budget.

Beloit Art Center is pleased to announce An Evening of Art in Downtown Beloit featuring our 25th Anniversary Finding Creativity Within exhibit which opened with a First Friday Gallery Reception on June 6th and runs through July 24th.

Juried artwork featuring artists who have exhibited at Beloit Art Center over the past quarter century will be on display in both the Sveum Gallery and the Members Gallery. Nearly 90 pieces of art from nearly 50 artists will be on display, representing exhibitions from 2000 to 2025 and several in memoriam pieces loaned by private collectors will be included. The world’s most-visited museum shuts down with staff sounding the alarm on mass tourism

PARIS (AP) — The Louvre, the world’s most-visited museum and a global symbol of art, beauty and endurance, has withstood war, terror, and pandemic — but on Monday, it was brought to a halt by its own striking staff, who say the institution is crumbling under the weight of mass tourism.
It was an almost unthinkable sight: the home to works by Leonardo da Vinci and millennia of civilization’s greatest treasures — paralyzed by the very people tasked with welcoming the world to its galleries.
Thousands of stranded and confused visitors, tickets in hand, were corralled into unmoving lines by I.M. Pei’s glass pyramid.
“It’s the Mona Lisa moan out here,” said Kevin Ward, 62, from Milwaukee. “Thousands of people waiting, no communication, no explanation. I guess even she needs a day off.”
The Louvre has become a symbol of tourism pushed to its limits. As hotspots from Venice to the Acropolis race to curb crowds, the world’s most iconic museum, visited by millions, is hitting a breaking point of its own.
Just a day earlier, coordinated anti-tourism protests swept across southern Europe. Thousands rallied in Mallorca, Venice, Lisbon and beyond, denouncing an economic model they say displaces locals and erodes city life. In Barcelona, activists sprayed tourists with water pistols — a theatrical bid to “cool down” runaway tourism.
The Louvre’s spontaneous strike erupted during a routine internal meeting, as gallery attendants, ticket agents and security personnel refused to take up their posts in protest over unmanageable crowds, chronic understaffing and what one union called “untenable” working conditions.
It’s rare for the Louvre to close its doors. It has happened during war, during the pandemic, and in a handful of strikes — including spontaneous walkouts over overcrowding in 2019 and safety fears in 2013. But seldom has it happened so suddenly, without warning, and in full view of the crowds.
What’s more, the disruption comes just months after President Emmanuel Macron unveiled a sweeping decade-long
plan to rescue the Louvre from precisely the problems now boiling over — water leaks, dangerous temperature swings, outdated infrastructure, and foot traffic far beyond what the museum can handle.
But for workers on the ground, that promised future feels distant.
“We can’t wait six years for help,” said Sarah Sefian, a front-of-house gallery attendant and visitor services agent. “Our teams are under pressure now. It’s not just about the art — it’s about the people protecting it.”
The Mona Lisa’s daily mob
At the center of it all is the Mona Lisa — a 16th-century portrait that draws modern-day crowds more akin to a celebrity meet-and-greet than an art experience.
Roughly 20,000 people a day squeeze into the Salle des États, the museum’s largest room, just to snap a selfie with Leonardo da Vinci’s enigmatic woman behind protective glass. The scene is often noisy, jostling, and so dense that many barely glance at the masterpieces flanking her — works by Titian and Veronese that go largely ignored.
“You don’t see a painting,” said Ji-Hyun Park, 28, who flew from Seoul to Paris. “You see phones. You see elbows. You feel heat. And then, you’re pushed out.”
Macron’s renovation blueprint, dubbed the “Louvre New Renaissance,” promises a remedy. The Mona Lisa will finally get her own dedicated room, accessible through a timed-entry ticket. A new entrance near the Seine River is also planned by 2031 to relieve pressure from the overwhelmed pyramid hub.
“Conditions of display, explanation and presentation will be up to what the Mona Lisa deserves,” Macron said in January.
But Louvre workers call Macron hypocritical and say the €700–800 million renovation plan masks a deeper crisis. While Macron is investing in new entrances and exhibition space, the Louvre’s annual operating subsidies from the French state have shrunk by more than 20% over the past decade — even as visitor numbers soared.
“We take it very badly that Monsieur Le President makes his speeches here in our museum,” Sefian said, “but when you scratch the surface, the financial investment of the state is getting worse with each passing year.”
While many striking staff plan to remain off duty all day, Sefian said some workers may return temporarily to open a limited “masterpiece route” for a couple of hours, allowing access to select highlights including the Mona Lisa and the Venus de Milo. The full museum might reopen as normal on Wednesday, and some tourists with time-sensitive tickets for Monday may be allowed to reuse them then. On Tuesday the Louvre is closed.
A museum in limbo
The Louvre welcomed 8.7 million visitors last year — more than double what its infrastructure was designed to accommodate. Even with a daily cap of 30,000, staff say the experience has become a daily test of endurance, with too few rest areas, limited bathrooms, and summer heat magnified by the pyramid’s greenhouse effect.
In a leaked memo, Louvre President Laurence des Cars warned that parts of the building are “no longer watertight,” that temperature fluctuations endanger priceless art, and that even basic visitor needs — food, restrooms, signage — fall far below international standards. She described the experience simply as “a physical ordeal.”
“What began as a scheduled monthly information session turned into a mass
expression of exasperation,” Sefian said. Talks between workers and management began at 10:30 a.m. and continued into the afternoon.
The full renovation plan is expected to be financed through ticket revenue, private donations, state funds, and licensing fees from the Louvre’s Abu Dhabi branch. Ticket prices for non-EU tourists are expected to rise later this year.
But workers say their needs are more urgent than any 10-year plan.
Unlike other major sites in Paris, such as Notre Dame cathedral or the Centre Pompidou museum, both of which are undergoing government-backed restorations, the Louvre remains stuck in limbo — neither fully funded nor fully functional.
President Macron, who delivered his 2017 election victory speech at the Louvre and showcased it during the 2024 Paris Olympics, has promised a safer, more modern museum by the end of the decade. Until then, France’s greatest cultural treasure — and the millions who flock to see it — remain caught between the cracks.

When we were still teaching at NIU’s Taft Campus, Sonia and I decided to retire early as the basis of the outdoor program was being weakened by changes in the mission of NIU which was placing more emphasis on funding law, engineering and business programs.
We were being asked to modify our teaching our courses on field science and environmental topics outdoors. We were to make use of videos and computer presentations which were described as just as effective as using teams of students doing field studies to understand ecological principals. energy concepts, various impacts from pollution, protecting genetic diversity and engage in ecological restorations.
A recent interview by Nate Hagens of Zak Stein, an education philosopher, regarding: Unseen Risks: How Artificial Intelligence Could Harm Future Generations caught my attention. Zak points out the rush to implement artificial intelligence in society is based on the corporate goals of profit and efficiency. The push includes the use of AI in education based on the claim that the benefits
exceed the risks in using it.
The risks to users of AI include a decline in critical thinking, the inability to connect to other people, increasing feelings of isolation and the potential of becoming addicted to AI. As AI use becomes more widespread adults have a responsibility to protect the young from its adverse effects on them. We already have regulations to protect the young from a variety of dangers, setting age limits on driving and alcohol consumption and other risks. Unfortunately we were late in setting limits on screen time as we thought of it as entertainment and ignored the risks of using it until they became widely recognized.
We recognized some problems stemming from AI’s application to education and need to be setting some standards for its use. The foundations of learning such as reading, writing and expressing one’s thoughts are undermined when students can asked the computer to create a paper for a class assignment instead of writing it themselves. Students need to learn how to search for sources to use, form sentences and paragraphs together to form an acceptable paper illustrating their thinking. They also need experiences in verbally expressing their thinking
Since schools have abandoned the teaching of cursive writing some young adults are unable to write their names or read cursive writing. We abandoned shop classes in schools contributing to a shortage of such skills in young people.
Beyond the individual risks is an effort by officials of the popular Chat Box sight to secure a court ruling that would give legal personhood to it just like corporations are now considered persons with all the legal rights given to a person.
As artificial intelligence gains acceptance in schools it could isolate teachers from their students as the material could be secured through the computer avoiding working together on projects limiting the social skills developed by working on projects together.
It could also reduce the learning that takes place from the interactions between adults and youth or parents and their children. Children could ask questions of chat box and accept its advice and act on it. A court case exists which claims that one child committed suicide based on the advice of Chat Box. The corporate claims it is a form of free speech and they should not be held responsible for the child’s action.

With the current effort to weaken environmental regulations, defund environmental research and exclude governmental environmental reports, and control university curriculums, will environmental concerns be ignored in our educational efforts?

Trust being formally initiated 11/14/2010 by Melba Jewell (J.) Marchetti of 404 McLain Avenue in Rockford, Illinois, said wishes thereof originally transmitted to Timothy Shawn (S.) ODonnell, legally adoptive son, and Melba Sue (S.) ODonnell, natural daughter (now deceased) during specific conversation with the two, approximately summer of 2007.
Let it be known that Kevin Everett (E.) ODonnell, previously known as Beneficiary and legally adoptive son of Melba J. Marchetti, in accordance with wishes of the latter and under terms, would be able to reside at the family address in perpetuity simply by maintaining bills and property as necessary, but that he should “not hold the house in his name, nor have power to sell it” otherwise; primary Trustee in this matter was designated as Timothy S. Following the passing of his mother (Melba S. ODonnell) in 2022, Kevin ODonnell moved domicile to 404 McLain Avenue, Rockford, Illinois in February 2023; Trustee (Timothy S. ODonnell) was finalizing interior repairs and renovations at that time in order to formally “turn over” the property in “Ready” status, when in November 2023 it became clear the roof needed re-shingling. Trustee offered to perform services if Beneficiary purchased necessary materials and presented several options over coming months, without reply from Beneficiary. Roof condition worsened until September 2024 when it could no longer be postponed, so Trustee began work.
During re-shingling of the structure on Tuesday, 8 October 2024, Beneficiary Kevin E. ODonnell stated his intention to unconditionally relinquish the home and property to Trustee, Timothy S. ODonnell, further stating that he “never wanted the place”. This was confirmed Tuesday, 15 October 2024 when Beneficiary vacated premises with belongings, leaving several months of bills unpaid and
without forwarding address.

Now in its 35th year, the Rockford Juneteenth Celebration is the longestrunning Juneteenth event in Illinois Hosted at Sinnissippi Park Music Shell, the event begins at 1 p.m. and features live music, local vendors, educational exhibits, and a special ceremony honoring black excellence. The celebration continues at Hard Rock Casino Rockford with a performance from Synergy Band at 8:30 p m and a headlining set by Lakeside at 9:15 p m This milestone celebration honors freedom, culture, and the legacy of African American history in the Rockford community

The Swedish Historical Society of Rockford is hosting its annual Midsommar Fest, a free, family-friendly celebration held from 10 a.m. - 3 p.m. on the scenic grounds of the Erlander Home Museum and Nordic Cultural Center. Guests will enjoy live music, Scandinavian folk dancing, a Swedish pancake eating contest, and the traditional maypole raising Activities include flower crown making, kids crafts, MorMor’s Attic antique sale, and artisan shopping Food and drink will be available for purchase from Stockholm Inn, Vintage Goose Cafe, and more


The triathlon kicks off at 7 a.m. with a 1.2mile swim in the Rock River, starting near the Rockmen Guardians statue in downtown Rockford Athletes then take on a 56-mile bike ride up through the charming streets of Rockton, followed by a 13 1-mile run along the riverfront This sold-out race is a historic first for Illinois Spectators are encouraged to come out and be part of the excitement along every leg of the course
Local businesses and attractions are offering weekend specials, and a lively vendor village at Davis Park adds to the celebration
