Pritzker calls Texas GOP’s remap effort ‘cheating,’ doesn’t rule out IL

Illinois Republicans mock Pritzker’s approval of 2021 Democrat-leaning maps

Gov. JB Pritzker is leaving the door open to changing Illinois’ congressional maps to “counterbalance” an attempt by Texas politicians to add more Republican seats to the U.S. House.

The Texas legislature is meeting in special session this week with 18 items on their agenda, including redrawing the state’s congressional maps after President Donald Trump urged the state to redraw district boundaries ahead of the 2026 midterm election in hopes of adding five more Republicans to Texas’ congressional delegation and insulating his party against any seats they might lose elsewhere in the country.

Pritzker blasted the move at an unrelated event in Chicago on Tuesday.

“I think we ought to play by the rules – everybody – and I think we ought to have an election in 2026,” Pritzker told reporters. “We’ll see who comes out ahead in the Congress. But I think cheating the way the president wants to is improper.”

Redrawing legislative maps typically happens once a decade after the national census, though sometimes states have been ordered by courts if their legislative maps violated voting rights laws. Texas Republicans also redrew the state’s congressional maps in the mid-2000s to add more Republican-leaning districts.

Pritzker didn’t rule out the thought of Illinois Democrats redrawing congressional districts to add more Democratleaning districts in response to Texas.

“We’re all going to have to band togeth-

er to try to address that; at least to try to stop them by letting them know that if we were doing what they were doing, in fact we would counterbalance and indeed take control of the Congress,” Pritzker said.

The process, however, would have to go through Illinois’ legislature.

“That’s not something we’re pursuing,” a spokesperson for Senate President Don Harmon, D-Oak Park, said.

Illinois Republicans blast comments

Pritzker’s comments accusing Texas Republicans of “cheating” left Illinois Republicans furious. The party pushed through maps in 2021 with only Democratic support in a largely opaque remap process.

Illinois’ map divides the state’s 17-member congressional delegation into 14 Democrat-leaning districts and three Republican-leaning districts. The three districts currently held by Republicans are mostly large, meandering rural areas Democrats didn’t draw into districts they wanted.

“It’s rich that the Governor now claims to support playing by the rules — after he enthusiastically signed into law the most gerrymandered maps in the nation,” House Republican Leader Tony McCombie, R-Savanna, said in a statement. “When it was convenient, he promised to reject partisan maps in favor of fair representation.”

Rep. Ryan Spain, R-Peoria, also condemned gerrymander in other states.

“I disagree with efforts in other states to double down on further partisan gerrymandering, but I can make that statement because I voted against partisan gerrymandering in Illinois and have been dedicated to its elimination for many years,” Spain said in a statement.

Illinois’ current congressional map earned an F grade from the independent Princeton Gerrymandering Project, finding the map fails in every category on political fairness and competition and geographic compactness.

The 16th District represented by Rep. Darin LaHood runs from south of Bloomington to Galena and includes areas outside urban populations in Bloomington-Normal, Peoria and Rockford. The 15th District represented by Rep. Mary Miller includes much of central Illinois but is split in half by a Democrat-leaning district that runs right through the middle of it to include Champaign, Decatur, Springfield and the St. Louis suburbs.

The 12th District represented by Rep. Mike Bost includes a large swath of southern Illinois.

Whether Illinois Democrats could expand the map to create 15 Democratleaning districts remains to be seen, as even maps drawn for partisan gain must meet legal requirements, including for compactness, as outlined in state and federal voting rights laws.

The map was signed in 2021 by Pritzker after the House Democrats’ lead mapmaker, Rep. Lisa Hernandez, D-Cicero, admitted during debate over the maps that “partisan advantage” was considered.

Candidate Pritzker’s position

As a candidate for governor in 2018, Pritzker said he opposed gerrymandered maps and supported an independent mapmaking commission.

“I 100% oppose gerrymandering,” Pritzker said in a 2018 social media post two months before he would go on to win the Democratic nomination for governor. “Legislative districts should adhere to both the Federal and Illinois Voting Rights Acts, and I support redistricting reform that advances fairness and removes politics from the process.”

Republicans have filed legislation to create an independent redistricting commission and take the power away from lawmakers, but it has never been considered by the General Assembly under Democrat control.

Republicans have filed multiple lawsuits to try to force an independent commission to redraw the maps, but they have failed early in the court process.

US-EU deal sets a 15% tariff on most goods and averts the threat of a trade war with a global shock

EDINBURGH, Scotland (AP) — The United States and the European Union agreed on Sunday to a trade framework setting a 15% tariff on most goods, staving off — at least for now — far higher import duties on both sides that might have sent shock waves through economies around the globe.

The sweeping announcement came after President Donald Trump and European Commission chief Ursula von der Leyen met briefly at Trump’s Turnberry golf course in Scotland. Their private sit-down culminated months of bargaining, with the White House deadline Friday nearing for imposing punishing tariffs on the EU’s 27 member countries.

“It was a very interesting negotiation. I think it’s going to be great for both parties,” Trump said. The agreement, he said, was “a good deal for everybody” and “a giant deal with lots of countries.”

Von der Leyen said the deal “will bring stability, it will bring predictability, that’s very important for our businesses on both sides of the Atlantic.”

Many facets will require more work

As with other, recent tariff agreements that Trump announced with countries including Japan and the United Kingdom, some major details remain pending in this one.

Trump said the EU had agreed to buy some $750 billion worth of U.S. energy and invest $600 billion more than it already is in America — as well as make a major military equipment purchase. He said tariffs “for automobiles and everything else will be a straight across tariff of 15%” and meant that U.S. exporters “have the opening up of all of the European countries.”

Von der Leyen said the 15% tariffs were “across the board, all inclusive” and that “indeed, basically the European market is open.”

At a later news conference away from Turnberry, she said the $750 billion in additional U.S. energy purchases was actually over the next three years — and would help ease the dependence on natural gas from Russia among the bloc’s countries.

“When the European Union and the United States work together as part-

ners, the benefits are tangible,” Von der Leyen said, noting that the agreement “stabilized on a single, 15% tariff rate for the vast majority of EU exports” including cars, semiconductors and pharmaceuticals.

“15% is a clear ceiling,” she said.

But von der Leyen also clarified that such a rate wouldn’t apply to everything, saying that both sides agreed on “zero for zero tariffs on a number of strategic products,” like all aircraft and component parts, certain chemicals, certain generic drugs, semiconductor equipment, some agricultural products, natural resources and critical raw materials.

It is unclear if alcohol will be included in that list.

“And we will keep working to add more products to this list,” she said, while also stressing that the “framework means the figures we have just explained to the public, but, of course, details have to be sorted out. And that will happen over the next weeks.”

Further EU approval needed

In the meantime, there will be work to do on other fronts. Von der Leyen had a mandate to negotiate because the European Commission handles trade for member countries. But the Commission must now present the deal to member states and EU lawmakers, who will ultimately decide whether or not to approve it.

Before their meeting began, Trump pledged to change what he characterized as “a very one-sided transaction, very unfair to the United States.”

“I think both sides want to see fairness,” the Republican president told reporters.

Von der Leyen said the U.S. and EU combined have the world’s largest trade volume, encompassing hundreds of millions of people and trillions of dollars and added that Trump was “known as a tough negotiator and dealmaker.”

“But fair,” Trump said.

Trump has spent months threatening most of the world with large tariffs in hopes of shrinking major U.S. trade deficits with many key trading partners. More recently, he had hinted that any deal with the EU would have to “buy down” a tariff rate of 30% that had been set to take effect.

But during his comments before the agreement was announced, the president was asked if he’d be willing to accept tariff

rates lower than 15%, and he said “no.”

First golf, then trade talk

Their meeting came after Trump played golf for the second straight day at Turnberry, this time with a group that included sons Eric and Donald Jr. In addition to negotiating deals, Trump’s five-day visit to Scotland is built around golf and promoting properties bearing his name.

A small group of demonstrators at the course waved American flags and raised a sign criticizing British Prime Minister Keir Starmer, who plans his own Turnberry meeting with Trump on Monday.

Other voices could be heard cheering and chanting “Trump! Trump!” as he played nearby.

On Tuesday, Trump will be in Aberdeen, in northeastern Scotland, where his family has another golf course and is opening a third next month. The president and his sons plan to help cut the ribbon on the new course.

The U.S. and EU seemed close to a deal earlier this month, but Trump instead threatened the 30% tariff rate. The deadline for the Trump administration to begin imposing tariffs has shifted in recent weeks but is now firm and coming Friday, the administration insists.

“No extensions, no more grace periods. Aug. 1, the tariffs are set, they’ll go into place, Customs will start collecting the money and off we go,” U.S. Commerce Secretary Howard Lutnick told “Fox News Sunday” before the EU deal was announced. He added, however, that even after that “people can still talk to President Trump. I mean, he’s always willing to listen.”

Without an agreement, the EU said it was prepared to retaliate with tariffs on hundreds of American products, ranging from beef and auto parts to beer and Boeing airplanes.

If Trump eventually followed through on his threat of tariffs against Europe, meanwhile, it could have made everything from French cheese and Italian leather goods to German electronics and Spanish pharmaceuticals more expensive in the United States.

“I think it’s great that we made a deal today, instead of playing games and maybe not making a deal at all,” Trump said. “I think it’s the biggest deal ever made.”

Chazen Museum of Art

Most large universities have wonderful art museums on their campuses. The Chazen Museum of Art at the University of Wisconsin—Madison is no exception. What struck me most about The Chazen Museum of Art was that it has both an outstanding art collection and is a good place to learn about art.

For example, not only does the museum contain works by many famous artists including Pablo Picasso and Alexander Calder, but the two artists’ drawings and study pieces are displayed adjacently, allowing the observer to see how the artist’s work came about.

Located at 750 University Avenue in the heart of the campus, the museum consists of two pavilions, the original Elvehjem Pavilion and the Chazen Pavilion, which straddle the East Campus Mall. The two pavilions are connected by a bridge on their upper levels. The Elvehjem Pavilion will be closed until early 2026 for renovation, but this should not deter visitors, as there is plenty to see in the Chazen Pavilion.

Initially, the museum opened in 1970 as the Elvehjem Art Center, named for a former president of UW-Madison. In

honor of a substantial gift, the museum was renamed the Chazen Museum of Art in 2005. The Chazen Pavilion was opened in 2011 and doubled the size of the museum.

This is a museum that is easy to visit, and because it is free, one doesn’t need to feel the need to get one’s “money’s worth” in a single visit. One could easily spend hours wandering through the galleries.

The Chazen has many special exhibits throughout the year. A semi-permanent exhibit on the first floor features several Dale Chiully glass pieces.

This autumn, from August 11 through December 14, an exhibit by Pablo Delano features contemporary Caribbean art with a range of themes including migration, labor, gender, race, and debt.

From September 8 to December 23 the museum will host “Toshiko Takaezu: Worlds Within.” Takaezu was a twentieth-century abstract artist of Okinawan heritage from Hawaii and most celebrated for her prolific output of ceramic sculptures, ranging from palm-sized works to immersive sculptural environments. One of the more interesting sculptures in the museum’s permanent collection is Thomas Ball’s 1873, Emancipation Group. The sculpture shows a standing

Abraham Lincoln holding a copy of the Emancipation Proclamation next to a nearly nude, crouching black man. Larger versions of the work were erected in bronze in Boston and Washington Those bronze pieces were removed in 2020 as no longer politically acceptable.

Rather than withdraw the work from its collection, the Chazen partnered with the MASK consortium and artist Sanford Biggers to interpret Ball’s work for a Twenty-First Century audience. A website, remancipation.org, is devoted to memorializing the museum’s special exhibit.

Commissioned by the museum in 2023, Lifting the Veil, a sculpture by Biggers, shows Frederick Douglass standing with scales of justice lifting a quilt, intended to be a veil of ignorance, above a seated Abraham Lincoln. This piece is an answer to the Ball sculpture and offers a decidedly different perspective. Both sculptures are within view of each other on the Third Floor.

Adjacent to Lifting the Veil is a painting, Our Good Earth, by John Steuart Curry. Painted in 1941, it presents a striking combination of Nineteenth Century impressionism and Twentieth Century realism. This fascinating painting was commissioned by the US Treasury

Department for use as a war propaganda poster.

Another interesting collection is the E.B. Van Vleck collection of Japanese prints, which were donated to the museum by the John and Abigail Van Vleck in honor of John’s father, a former professor of mathematics. These include 4000 prints collected by architect Frank Lloyd Wright. (Wright studied civil engineering at UW, but did not graduate.) When Wright had financial hardships, he lost possession of the collection, which were ultimately acquired by the Van Vlecks. The collection is fragile and a rotating representation of the collection is on display.

The Chazen Café provides food service on the first floor.

The Chazen Museum of Art is free, is open seven days, and has long hours. $2 per-hour-parking is available a block away. There is a direct bus service from both the Capitol Square as well as UW Hospital. The museum is well worth a visit to Madison in its own right, but if one is waiting for the results of a procedure at the hospital, this might be a good place to spend the time. The museum does observe UW holidays and will take its Summer closing from August 4 to August 8. Website: chazen.wisc.edu.

The Americans with Disabilities Act (ADA) was signed into law in July 1990, and ever since, advocates have celebrated diversity and inclusion this month.

Tomato harvest season is approaching, and I recently harvested my first cherry tomatoes from my ‘Sungold’ plant this past weekend, though most of my tomatoes aren’t ripe yet. Tomatoes ripen in two stages: first is internal with seeds, flavor, and texture, then they develop their mature color. The color development is significantly affected by hot weather, and the recent heat wave has likely delayed ripening in many gardens. While waiting for your tomatoes to ripen, it’s a good time to watch for abiotic disorders. Despite the technical name, these are simply plant problems caused by environmental factors rather than diseases. Let’s examine some of the most common

Tomato disorders

abiotic disorders affecting tomatoes. One of the main ones is Blossom End Rot. In this disorder, tomatoes will have dark brown/black sunken areas at the bottom of the fruit. While this is a sign of a calcium deficiency, it’s more likely caused by water issues with too little water and watering infrequently. It usually will work itself out. We recommend choosing sites with good drainage, mulching for maintaining soil moisture, and avoid aggressive cultivation that may damage the roots.

Leaf roll is a reaction of the plant to conserve water by reducing the surface area. It can also show up with excessive soil moisture during hot temperatures. You’ll see this more common on lower leaves of your plant. While this symp-

tom looks severe, it doesn’t affect plant growth or yield too much. To address this, maintain consistent watering, do not prune leaves during hot periods, and try to not over-fertilize with nitrogen.

Fruit cracking can occur near the shoulders of the fruit near the stem in patterns that can be concentric or radial. These are caused by excessive water uptake during fruit development when interior tissues are expanding faster than the skin. Hot temperatures can make your tomatoes more prone to cracking. To attempt to fix this, provide consistent and even watering for your tomatoes.

Catfacing is a common symptom on heirloom-open pollinated tomatoes. It causes misshapen, ‘brain shaped’ like tomatoes. In essence, really ugly but

tasteful tomatoes. Not much is known about this condition. There is some thought that cold temperatures or even insect damage during flowering may lead to this. Catfacing is a condition that you may need to come to accept when growing heirloom tomatoes and suggestions for addressing it mostly are focused on lessening excessive nitrogen fertilization.

As you can see from this list of abiotic disorders, many of them are connected to water. By addressing how and when water reaches the roots of your tomatoes, this will hopefully lead to many of these disorders being addressed during your growing season.

Is our water at risk

As a child I was aware of the importance of water as we spent the summer at a small cottage my mother had built as a possible home if our father lost his job during the 1930’s depression. Her vision was that we could live there and live off a garden, a small planting of fruit trees and eat fish from the lake and keep food in an ice box. Canning would preserve food for winter. Kerosene stoves and lanterns provided cooking and heating fuel and light. A small church school was within a mile for our education. She felt our dad would find seasonal work at farms in the area. We filled milk cans with water and pulled them home in a child’s wagon. We pumped the water from an existing well serving a dance hall and bar along the lake. We did that for a number of years until an adjacent cottage owner installed a sand point well. A few years later we had a similar well installed at a depth of 29 feet. After we started pumping water by hand the neighbors well went dry so they sold their cottage. The new owner

had a deep well drilled on his property.

Our existing well still holds water but the adjacent farmland was sold to a mega dairy farm that trucks manure to the field from 40 miles away. We were told to chlorinate the well to ensure was not contaminated. That was done but we still bought jugs of water for drinking, cooking and washing.

As adults teaching at NIU’s Taft Campus faculty we had twin brothers from Nebraska who decided not to farm as their neighbor started irrigating his farmland and their home well went dry requiring a major expenditure on their part for a new well. They sold the farm and became teachers instead of competing for water from the dwindling Ogallala aquifer. Later when Sonia and I had state water quality consultantships in Illinois we came across a state planning document indicating our farm in Ogle county, the adjacent bottom land would make an excellent site for a coal gasification plant due the abundance of water.

Later the nuclear power plant in Byron was built using the ground water table with a backup supply which could be

drawn from the Rock River. Along the way questions were raised regarding the possibility that the dam in Oregon would need to replaced fairly soon to maintain the pool of water available for cooling the plant and support the recreational river.

We considered buying a farm near Chana, it came with an irrigation system.

The farmer indicated raised the yield on the land but reduced his income from his crop insurance so he was losing money by irrigating.

Now a substantial portion of land around the Byron has been rezoned from agriculture to development with indications that the nuclear plant capacity will be expanded and the site might host a data center.

A recent article by Eli Tan points out that the race to develop AI involves substantial water for cooling the computers used the in AI centers. This has created water problems for people living nearby such as nearby wells have been damaged, and the cost of municipal water rose dramatically in Newton County in Georgia could end up being a water deficit area by 2030. Water is as critical as electricity

to the performance of data centers. Cold water is pumped into pipes to cool the computers. New, larger data centers are expected to require millions of gallon of water a day to cool the computers.

The new large data centers require the land to be dewatered by pumping out the ground water from the surrounding area before construction is started. Locals claim this process allows silt to accumulate in the water table in their nearby wells. The silty water necessitated replacing appliances repeatedly. The issue remains unresolved regarding why the nearby well water now contains damaging levels of silt.

If all the requests for water to supply the new data centers is fulfilled it would exceed the available water supplies. While the Newton County water situation is unusual it also serves to alert other communities to take into consideration the water and energy demands of data centers. As more communities seek the economic benefits of accepting data centers they and future generations will also face the environmental and economic costs of rapid economic growth.

Festa Italiana is one of the largest festivals in Rockford and the surrounding areas. Guest can experience three days of live music, a Bocce tournament, traditional Italian folk dancing from the Amici Troupe, and authentic Italian food provided by local restaurants such as Lino's and Schiro's Restaurant & Lounge.
