Study: Education still pays, but barriers to upward mobility persist in Illinois

Disparities also persist along racial and gender lines

For generations, America has been thought of as the land of opportunity, a place where anyone who worked and studied hard could grow up to achieve any goal they set for themselves.

That idea has had especially strong roots in Illinois, the “Land of Lincoln,” where a young man born in a log cabin on America’s frontier rose from rail-splitter to self-taught lawyer and president of the United States.

But a new study suggests that the American dream is still more elusive for some people in Illinois than for others, and that the pathway up the economic ladder is not easily scaled.

The study, entitled “Precarious Prospects,” tracked a cohort of millennials from Illinois – more than 340,000 students from the senior classes of 20082012 – from graduation, through their post-secondary careers and into young adulthood.

The study was a joint project conducted by the Illinois Workforce and Education Research Collaborative, or IWERC, the Discovery Partners Institute, the University of Illinois, and the University of Chicago Consortium on School Research.

It found that educational attainment is still a strong predicter of a person’s future earnings as an adult. So too is the industry that a person chooses for a career.

Other factors can also influence a person’s ability to complete a higher education degree, including their race, ethnicity and gender.

Class-based barriers

The study also found that a person’s own economic background – whether they grew up rich or poor – also strongly influences their future earnings. Students who grew up in higher-income households tended to earn more than those who grew up in lower-income families, in part because students from higher-income families were more likely to complete

a college degree than lower-income students.

But perhaps most surprisingly, the study found that even among those who earn similar degrees and go to work in similar industries, a student’s own economic background influenced their future earnings. That is, students from lower-income families tend to earn less than those from wealthier families, even after they went on to earn similar credentials.

Further, the study found, among students from lower-income families, Black and Latino students and women tended to earn less than their white and male counterparts.

“The racial and gender disparities obviously are real, and there’s a lot of research showing that, but I don’t think it’s all that’s going on,” Sarah Cashdollar, associate director of IWERC and a lead author of the report, said in a podcast interview with Capitol News Illinois.

“One thing is that the same degree, such as a bachelor’s degree, can have a very different payoff depending on the college that the student went to,” she said. “And there’s research that’s found students from higher income families are more likely to go to colleges that have things like many internship opportunities or other work-based learning. More advising, more networking opportunities. And for some fields, those things are essential to landing a good job.”

“There’s also research showing that higher income students have greater access to social networks in general that can provide those connections,” she said.

Education and career choice

Among all the factors the study examined, educational attainment had by far the largest impact on a person’s future earnings. It found there was a gap of nearly $40,000 a year in earnings for someone with an advanced degree compared to someone with only a high school diploma.

The study also found that regardless of what type of degree or credential a person earns, the industry in which they work has a big impact on their future earnings.

“For certificates and associate’s

degrees, we see higher earnings for construction, for mechanic and repair technologies,” Cashdollar said. “So these are things like auto mechanics, HVAC techs, electricians, and also precision production. … These are all areas that tend to have unions, and they also have been experiencing higher demand due to lower supply in recent years, and so there’s some upward wage pressure in those in those occupations.”

“And then for the bachelor’s, there are many, many industries that offer higher earnings,” she said. “Two of the highest earnings were engineering and computer and information sciences.”

But the gaps between people with similar degrees from different economic backgrounds was still significant – $3,753 annually for those with less than a bachelor’s degree, and $5,028 for those with a bachelor’s degree or higher.

The Precarious Prospects study was the first of a two-part research project made possible through a data sharing partnership between the Illinois Department of Employment Security, the Illinois Student Assistance Commission, the Illinois State Board of Education and Illinois State University.

Cashdollar said the second phase of the project, due to be published later this year, will focus on those students who manage to succeed in climbing the economic ladder, despite the barriers they face.

“To give a preview, we found that there were pathways at all levels of education toward higher earning careers, but they were predominantly concentrated in bachelor’s degree pathways and even higher masters and doctoral and professional (programs).”

US envoy doubles down on support for Syria’s government and criticizes Israel’s intervention

BEIRUT (AP) — A U.S. envoy doubled down on Washington’s support for Syria’s new government, saying Monday there is “no Plan B” to working with it to unite the country still reeling from years of civil war and wracked by new sectarian violence.

In an exclusive interview with The Associated Press, Tom Barrack also criticized Israel’s recent intervention in Syria, calling it poorly timed and saying it complicated efforts to stabilize the region. Barrack is ambassador to Turkey and special envoy to Syria, with a short-term mandate in Lebanon. He spoke in Beirut following more than a week of clashes in Syria’s southern province of Sweida between militias of the Druze religious minority and Sunni Muslim Bedouin tribes. Syrian government forces intervened, ostensibly to restore order, but ended up siding with the Bedouins before withdrawing under a ceasefire agreement with Druze factions. Hundreds have been killed in the fighting, and some government fighters allegedly shot dead Druze civilians and burned and looted homes.

Neighboring Israel intervened last week on behalf of the Druze, who are seen as a loyal minority within Israel and often serve in its military. Israel launched dozens of strikes on convoys of government forces in Sweida and struck the Ministry of Defense headquarters in central Damascus.

Over the weekend, Barrack announced a ceasefire between Syria and Israel. Syrian government forces have redeployed in Sweida to halt renewed clashes between the Druze and Bedouins, and civilians from both sides were set to be evacuated Monday.

US envoy suggests Israel wants to see a divided Syria

Barrack told the AP that “the killing, the revenge, the massacres on both sides” are “intolerable,” but that “the current government of Syria, in my opinion, has conducted themselves as best they can as a nascent government with very few resources to address the multiplicity of issues that arise in trying to bring a diverse society together.”

At a press conference later, he said Syrian authorities “need to be held accountable” for violations.

Regarding Israel’s strikes on Syria, Barrack said: “The United States was not asked, nor did they participate in that decision, nor was it the United States’

responsibility in matters that Israel feels is for its own self-defense.”

However, he said Israel’s intervention “creates another very confusing chapter” and “came at a very bad time.”

Prior to the violence in Sweida, Israel and Syria had been in talks over security matters, while the Trump administration had been pushing them to move toward full normalization of diplomatic relations.

When the latest fighting erupted, “Israel’s view was that south of Damascus was this questionable zone, so that whatever happened militarily in that zone needed to be agreed upon and discussed with them,” Barrack said. “The new government (in Syria) coming in was not exactly of that belief.”

The ceasefire announced Saturday between Syria and Israel is a limited agreement addressing only the conflict in Sweida, he said. It does not address broader issues including Israel’s contention that the area south of Damascus should be a demilitarized zone.

In the discussions leading up to the ceasefire, Barrack said “both sides did the best they can” to reach agreement on specific questions related to the movement of Syrian forces and equipment from Damascus to Sweida.

“Whether you accept that Israel can intervene in a sovereign state is a different question,” he said.

He suggested that Israel would prefer to see Syria fragmented and divided rather than a strong central state in control of the country.

“Strong nation-states are a threat — especially Arab states are viewed as a threat to Israel,” he said. But in Syria, he said, “I think all of the the minority communities are smart enough to say, ‘We’re better off together, centralized.’”

Later Monday, Israeli Defense Minister Israel Katz posted on X that Israel’s strikes “were the only way to stop the massacre of the Druze in Syria, who are brothers of our Druze brothers in Israel.”

Katz added: “Whoever criticizes the attacks are not familiar with the facts.”

It was not clear if he was responding to Barrack’s comments.

Distrust among minorities including the Kurds

The violence in Sweida has deepened the distrust of minority religious and ethnic groups in Syria toward the new government in Damascus, which is led by Sunni Muslim former insurgents who unseated longtime autocratic ruler,

Bashar Assad in an offensive in December.

The attacks on Druze civilians followed the deaths of hundreds of civilians from the Alawite minority, to which Assad belongs, earlier this year in sectarian revenge attacks on the Syrian coast. While interim President Ahmad al-Sharaa has promised to protect minorities and punish those who target civilians, many feel his government has not done enough. At the same time, Damascus has been negotiating with the Kurdish forces that control much of northeast Syria to implement an agreement that would merge the U.S.-backed, Kurdish-led Syrian Democratic Forces with the new national army.

Barrack, who spoke to SDF leader Mazloum Abdi over the weekend, said he does not believe the violence in Sweida will derail those talks and that there could be a breakthrough “in the coming weeks.”

Neighboring Turkey, which wants to curtail the influence of Kurdish groups along its border and has tense relations with Israel, has offered to provide defense assistance to Syria.

Barrack said the U.S. has “no position” on the prospect of a defense pact between Syria and Turkey.

“It’s not in the U.S.’s business or interest to tell any of the surrounding nations with each other what to do,” he said.

Hezbollah disarmament remains a thorny issue

Barrack’s visit to Lebanon came amid domestic and international pressure for the Lebanese militant group Hezbollah to give up its remaining arsenal after a bruising war with Israel that ended with a U.S.-brokered ceasefire agreement in November.

Speaking at a press conference, Barrack said the ceasefire agreement “didn’t work.” Israel has continued to launch near-daily airstrikes in Lebanon that it says are aimed at stopping Hezbollah from rebuilding its capabilities. Hezbollah has said it will not discuss disarming until Israel stops its strikes and withdraws its forces from all of southern Lebanon. While the U.S. has been pushing for Hezbollah’s disarmament, Barrack described the matter as “internal” to Lebanon.

“There’s no consequence, there’s no threat, there’s no whip, we’re here on a voluntary basis trying to usher in a solution,” he said. He added that the U.S. “can’t compel Israel to do anything” when it comes to the ceasefire.

Less selection, higher prices: How tariffs are shaping the holiday shopping season

NEW YORK (AP) — With summer in full swing in the United States, retail executives are sweating a different season. It’s less than 22 weeks before Christmas, a time when businesses that make and sell consumer goods usually nail down their holiday orders and prices.

But President Donald Trump’s vacillating trade policies, part of his effort to revive the nation’s diminished manufacturing base and to reduce the U.S. deficit in exported goods, have complicated those end-of-year plans. Balsam Hill, which sells artificial trees and other decorations online, expects to publish fewer and thinner holiday catalogs because the featured products keep changing with the tariff — import tax — rates the president sets, postpones and revises.

“The uncertainty has led us to spend all our time trying to rejigger what we’re ordering, where we’re bringing it in, when it’s going to get here,” Mac Harman, CEO of Balsam Hill parent company Balsam Brands, said. “We don’t know which items we’re going to have to put in the catalog or not.”

Months of confusion over which foreign countries’ products may become more expensive to import has left a question mark over the holiday shopping season. U.S. retailers often begin planning for the winter holidays in January and typically finalize the bulk of their orders by the end of June. The seesawing tariffs already have factored into their calculations.

The consequences for consumers? Stores may not have the specific gift items customers want come November and December. Some retail suppliers and buyers scaled back their holiday lines rather than risking a hefty tax bill or expensive imports going unsold. Businesses still are setting prices but say shoppers can expect many things to cost more, though by how much depends partly on whether Trump’s latest round of “reciprocal” tariffs kicks in next month.

The lack of clarity has been especially disruptive for the U.S. toy industry, which sources nearly 80% of its products from China. American toy makers usually ramp up production in April, a process delayed until late May this year after the president put a 145% tariff on Chinese goods, according to Greg Ahearn, president and CEO of the Toy Association, an industry trade group.

The U.S. tariff rate may have dropped

significantly from its spring high — a truce in the U.S.-China trade war is set to expire on Aug. 12 — but continues to shape the forthcoming holiday period. Manufacturing activity is way down from a year ago for small- and medium-sized U.S. toy companies, Ahearn said.

The late start to factory work in China means holiday toys are only now arriving at U.S. warehouses, industry experts said.

A big unknown is whether tariffs will keep stores from replenishing supplies of any breakout hit toys that emerge in September, said James Zahn, editor-inchief of the trade publication Toy Book. In the retail world, planning for Christmas in July usually involves mapping out seasonal marketing and promotion strategies. Dean Smith, who co-owns independent toy stores JaZams in Princeton, New Jersey, and Lahaska, Pennsylvania, said he recently spent an hour and a half running through pricing scenarios with a Canadian distributor because the wholesale cost of some products increased by 20%.

Increasing his own prices that much might turn off customers, Smith said, so he explored ways to “maintain a reasonable margin without raising prices beyond what consumers would accept.” He ordered a lower cost Crazy Forts building set so he would have the toy on hand and left out the kids’ edition of the Anomia card game because he didn’t think customers would pay what he would have to charge.

“In the end, I had to eliminate half of the products that I normally buy,” Smith said.

Hilary Key, owner of The Toy Chest in Nashville, Indiana, said she tries to get new games and toys in early most years to see which ones she should stock up on for the winter holidays. This year, she abandoned her product testing for fear any delayed orders would incur high import taxes.

Meanwhile, vendors of toys made in China and elsewhere bombarded Key with price increase notices. For example, Schylling, which makes Needoh, Care Bear collectibles and modern versions of nostalgic toys like My Little Pony, increased prices on orders by 20%, according to Key.

All the price hikes are subject to change if the tariff situation changes again. Key worries her store won’t have as compelling a product assortment as she prides herself on carrying.

“My concern is not that I’ll have noth-

ing, because I can bring in more books. I can bring in more gifts, or I can bring in just things that are manufactured in other places,” she said. “But that doesn’t mean I’m going to have the best stock for every developmental age, for every special need.”

The retail industry may have to keep taking a whack-a-mole approach to navigating the White House’s latest tariff ultimatums and temporary reprieves. Last week, the president again reset the rates on imports from Brazil, the European Union, Mexico, and other major trading partners but said they would not take effect until Aug. 1.

The brief pause should extend the window importers have to bring in seasonal merchandise at the current baseline tariff of 10%. The Port of Los Angeles had the busiest June in its 117-year history after companies raced to secure holiday shipments, and July imports look strong so far, according to Gene Seroka, the port’s executive director.

“In my view, we’re seeing a peak season push right now to bring in goods ahead of potentially higher tariffs later this summer,” Seroka said Monday.

The pace of port activity so far this year reflects a “tariff whipsaw effect” — imports slowing when tariffs kick in and rebounding when they’re paused, he said. “For us consumers, lower inventory levels, fewer selections and higher prices are likely as we head into the holidays.”

Smith, who co-owns the two JaZams stores with his partner, Joanne Farrugia, said they started placing holiday orders two months earlier than usual for “certain items that we felt were essential for us to have at particular pricing.” They doubled their warehouse space to store the stockpile. But some shoppers are trying to get ahead of higher prices just like businesses are, he said.

He’s noticed customers snapping up items that will likely be popular during the holidays, like Jellycat plush toys and large stuffed unicorns and dogs. Any sales are welcome, but Smith and Farrugia are wary of having to restock at a higher cost.

“We’re just trying to be as friendly as we can to the consumer and still have a product portfolio or profile that is gonna meet the needs of all of our various customers, which is getting more and more challenging by the day,” Smith said.

Balsam Brands’ Harman said he’s had to resign himself to not having as robust a selection of ornaments and frosted trees to sell as in years’ past. Soon, it will be too late to import meaningful additions to his range of products.

“Our purpose as a company is to create joy together, and we’re going to do our very best to do that this year,” Harman said. “We’re just not going to have a bunch of the items that consumers want this year, and that’s not a position we want to be in.”

If you’re growing garlic this season, harvest time may be here. After removing scapes in mid-June, garlic leaves begin yellowing and browning in early July. This natural process occurs as the bulb focuses energy on developing cloves. Proper harvest and curing techniques will ensure your garlic bulbs are suitable for both cooking and planting next year’s crop.

Harvest garlic when at least 50% of leaves are brown or yellowing. A large percentage of green leaves indicates the garlic needs more time, but don’t wait for complete dieback. Harvesting too early

results in small cloves with weak flavor that won’t store well long-term.

Harvesting is straightforward. Gently tug the leaves to remove the entire bulb. You may need a shovel, but recent weather should make bulbs dislodge easily. You can remove all soil or leave some around the bulb—grower preference varies. If substantial soil clings to bulbs, wash it off but dry immediately to prevent mold growth.

Curing takes 4-6 weeks and concentrates flavor while preparing garlic for storage. Find a dry, dark, well-ventilated area with moderate temperatures. This may be your basement, crawl space, a

guest room, or another space in your house. Sheds and garages may prove too warm for the garlic to properly cure. Lay plants to allow good airflow by hanging them or placing on an old window screen. I have also hung garlic bulbs on clothes drying racks. Once curing is complete, trim back leaves and remove any dried soil. Store bulbs in conditions similar to your curing area. These bulbs can be used for cooking and planting your 2025 garlic crop.

If your garlic bulbs were smaller than expected, you may need more irrigation. With the weather we experience this year, I watered more regularly and found

my harvested bulbs much fuller than in previous years without consistent watering.

With garlic out of the ground, you now have open space for new plantings. Since it’s mid-July, you can still plant warm-season crops like cucumbers, squash, and beans that thrive in warm soil but need to mature before the first frost. You can also start fall vegetables such as carrots, spinach, beets, radishes, and turnips—easy, quick-growing crops that can be direct seeded and will flourish in cooler autumn weather.

The risks of intensive heat waves

Sonia and I spent 70 years of our life together working on outdoor environmental and energy projects trying to improve environmental conditions. During her battle with cancer we were pulled away from our efforts and focusing on her health became our top priority. After her death there was lots of outdoor work that had been neglected and need to be tended to.

It was helpful to me to get back into our outdoor projects. During the recent heat waves I limited the time working outdoors and covered my skin with sunscreen and caught up with mowing some weedy patches at Sand Ridge. It was late afternoon as I headed into the western

sun I noticed some intense heat between the soft tissue between my thumbs and first fingers of each hand clutching the steering wheel. It felt as if small magnifying glasses were focusing the heat on the soft tissue. I quickly finished mowing and headed home to get out of the sun.

The sudden intense heat I experienced is becoming a dangerous new normal as climate change is producing more extreme heat and is being noted in the U.S. and Europe this summer. A transcript of a series The Tipping Point recently pointed out the long term health risks as extreme heat becomes the new normal. In it Phoenix is referred to as the epicenter of extreme heat in the United States. They cited an example of a 72 year old Phoenix resident tripping and falling down outside and his struggling to get

back up. Using his hands to push himself backup was difficult due to extreme pain in his hands. He noticed that the skin on his hands had peeled of revealing the flesh of his hands. Taken to the hospital for care it was determined that he had third degree burns on 20% of his body.

Dr. Kevin Foster out that we urbanize using more concrete for roads and sidewalks, paved roads with asphalt and paved surfaces with rocks temperatures can climb to 170 to 180 degrees nearing the boiling point of water. People living or working outdoors need to seek air conditioned shelter during times of extreme heat. Children, elderly, medicated people and pets need to avoid intense heat a well.

The current administrative focus on curbing energy and environmental regulations and intensifying the use of fossil fuels

and minerals and encouraging increased energy consumption are expected to intensify adverse impacts of climate change. With increased intense heat waves one is left to wonder what will happen when people leave areas of intense heat and move to areas of less intense heat.

In a recent article by Gail Tverberg she wonders if the new energy trends reported by The Energy Institute may help explain the strange behaviors we are now seeing by governments. She concludes that shortages of diesel supplies and some minerals may behind the ongoing push for tariffs.

If they lead to higher shipping costs then long-distant shipping would decrease. This would lead to a more localized economy helping to reduce the increasing temperatures.

The Japanese Summer Festival at Anderson Japanese Gardens returns July 27–28 for a weekend celebrating Japanese culture and tradition. From 10 a.m. to 5 p.m. each day, guests can enjoy taiko drumming, martial arts demonstrations, tea ceremonies, ikebana, origami, calligraphy, and kimono try-ons. Family-friendly activities include storytelling, games, and live cultural performances, all set within one of North America’s most beautiful Japanese gardens. Tickets are $15 for adults, $14 for seniors, $13 for students and military, and free for children ages 5 and under.

The Rhythm of the Heart Music Festival returns for its third year on Saturday, July 26. This free, all-day event features live music, a car show, food trucks, vendor tents, a kids’ activity area, and a fireworks display. Entertainment begins at 1 p.m. with a VFW Color Guard presentation and continues throughout the day with performances by tribute bands and familyfriendly activities. Highlights include a magic show, K-9 demonstration, hula hoop competition, and a Red Hot Chili Peppers tribute to close out the evening before fireworks around 10 p.m.

Midway Village transforms into a bustling 1920s-era village filled with secret speakeasies, vintage cars, and the sounds of early jazz Saturday, July 26, from 1 - 7 p.m.. Costumed interpreters bring Rockford’s Prohibition past to life with bootleggers, G-men, temperance marches, and bank heists. Guests are welcome to wear 1920s attire. Admission includes entry to the Museum Center, where visitors can explore exhibits on early 20th-century life in Rockford. Tickets are $15 adults, $12 children and seniors, and free for members and ages under 4.
