

State education board to vote on new test scoring system
Revised measurements meant to more accurately reflect student performance

SPRINGFIELD – Education officials in Illinois expect to see a marked increase this year in the percentage of students classified as proficient in reading, writing and math, along with a slight decline in proficiency rates in science.
That’s not because of any change in the way schools are teaching or how well students are learning, but rather a change in the way the state reports scores on the annual assessments students are given in those core subjects.
During a media briefing Tuesday, State Superintendent of Education Tony Sanders said the new scoring system has been in development for about 18 months. Pending final approval by the State Board of Education, which is scheduled to vote Wednesday, the new grading system will be used in the 2025 report card that is due to be released this fall and will reflect scores from the tests students took this spring.
For years, those scores have been reported on the annual Illinois Report Card, which tells the public how students are performing overall, and which groups of students are falling behind. The scores are also used to hold schools accountable for improving student performance and bringing all demographic groups, including the most disadvantaged, up to proficiency.
But state officials have also complained for years that the way scores have been
reported – and especially how scores are categorized as above or below the proficiency level – do not accurately reflect how well students are doing.
For example, recent report cards have shown that about two-thirds of Illinois high school graduates go on to enroll in a two- or four-year college within 12 months of graduation. But scores from the state assessments given each spring show fewer than half of them perform at grade level in English language arts, and even fewer are classified as proficient in math.
“Put simply, as currently designed, our proficiency rates do not reflect the reality of student progress,” Sanders said. “They’re misaligned with what it actually means to succeed in college and career.”
The inaccurate picture results from what are known as “cut scores” that divide students into different performance categories, Sanders said.
Federal law requires states to administer assessments and to report publicly how students are performing on those tests. But states are given great latitude in deciding where to draw the dividing lines between proficient and nonproficient, Sanders said. For many years, Illinois has had some of the most rigorous proficiency standards in the nation.
The consequences of that kind of scoring system go beyond merely unflattering report cards that show low percentages of students performing at grade level, he said. It also results in schools being unfairly labeled as needing interventions to improve their performance, and students themselves being inaccurately labeled as not on track for college or a career.
Proposed new system
Under the proposed new system, student scores will be divided into four performance categories: below proficient, approaching proficient, proficient, and above proficient. And a new system of cut scores will be used to separate students into those four categories.
The new scoring system will apply to the Illinois Assessment of Readiness, which covers English language arts and math in grades 3 through 8, as well as the Illinois Science Assessment, which is given to students in grades 5 and 8. It will also be used for the ACT exams, which will be used starting this year as the state assessment for students in 11th grade.
Sanders emphasized that because the state is establishing new performance categories and using new cut scores to define those categories, it will not be possible to compare proficiency rates under the new system with those of prior years.
“Proficiency rates in Illinois have been trending up, but on the 2025 report card, we will not be able to tell the magnitude of year-over-year improvement based on our proficiency data because 2025 sets a new baseline,” he said.
Instead, Sanders said, officials will compare future results with prior years using a metric called the Student Growth Percentile, which uses raw test scores to measure how much students have learned in a given year relative to their peers.

Fatal explosion at U.S. Steel’s plant raises questions about its future, despite heavy investment

HARRISBURG, Pa. (AP) — The fatal explosion last week at U.S. Steel’s Pittsburgh-area coal-processing plant has revived debate about its future just as the iconic American company was emerging from a long period of uncertainty.
The fortunes of steelmaking in the U.S. – along with profits, share prices and steel prices – have been buoyed by years of friendly administrations in Washington that slapped tariffs on foreign imports and bolstered the industry’s anti-competitive trade cases against China.
Most recently, President Donald Trump’s administration postponed new hazardous air pollution requirements for the nation’s roughly dozen coke plants, like Clairton, and he approved U.S. Steel’s nearly $15 billion acquisition by Japanese steelmaker Nippon Steel.
Nippon Steel’s promised infusion of cash has brought vows that steelmaking will continue in the Mon Valley, a river valley south of Pittsburgh long synonymous with steelmaking.
“We’re investing money here. And we wouldn’t have done the deal with Nippon Steel if we weren’t absolutely sure that we were going to have an enduring future here in the Mon Valley,” David Burritt, U.S. Steel’s CEO, told a news conference the day after the explosion. “You can count on this facility to be around for a long, long time.”
Will the explosion change anything?
The explosion killed two workers and hospitalized 10 with a blast so powerful that it took hours to find two missing workers beneath charred wreckage and rubble. The cause is under investigation.
The plant is considered the largest coking operation in North America and, along with a blast furnace and finishing mill up the Monongahela River, is one of a handful of integrated steelmaking operations left in the U.S.


The explosion now could test Nippon Steel’s resolve in propping up the nearly 110-year-old Clairton plant, or at least force it to spend more than it had anticipated.
Nippon Steel didn’t respond to a question as to whether the explosion will change its approach to the plant.
Rather, a spokesperson for the company said its “commitment to the Mon Valley remains strong” and that it sent “technical experts to work with the local teams in the Clairton Plant, and to provide our full support.”
Meanwhile, Burritt said he had talked to top Nippon Steel officials after the explosion and that “this facility and the Mon Valley are here to stay.”
U.S. Steel officials maintain that safety is their top priority and that they spend $100 million a year on environmental compliance at Clairton alone.
However, repairing Clairton could be expensive, an investigation into the explosion could turn up more problems, and an official from the United Steelworkers union said it’s a constant struggle to get U.S. Steel to invest in its plants.
Besides that, production at the facility could be affected for some time. The plant has six batteries of ovens and two – where the explosion occurred – were damaged. Two others are on a reduced production schedule because of the explosion.
There is no timeline to get the damaged batteries running again, U.S. Steel said.
Accidents are nothing new at Clairton Accidents are nothing new at Clairton, which heats coal to high temperatures to make coke, a key component in steelmaking, and produces combustible gases as byproducts.

Even as Nippon Steel was closing the deal in June, a breakdown at the plant dealt three days of a rotten egg odor into the air around it from elevated hydrogen sulfide emissions, the environmental group GASP reported.
The Breathe Project, a public health organization, said U.S. Steel has been forced to pay $57 million in fines and settlements since Jan. 1, 2020, for problems at the Clairton plant.
A lawsuit over a Christmas Eve fire at the Clairton plant in 2018 that saturated the area’s air for weeks with sulfur dioxide produced a withering assessment of conditions there.
An engineer for the environmental groups that sued wrote that he “found no indication that U.S. Steel has an effective, comprehensive maintenance program for the Clairton plant.”
The Clairton plant, he wrote, is “inherently dangerous because of the combination of its deficient maintenance and its defective design.”
U.S. Steel settled, agreeing to spend millions on upgrades.
Matthew Mehalik, executive director of the Breathe Project, said U.S. Steel has shown more willingness to spend money on fines, lobbying the government and
buying back shares to reward shareholders than making its plants safe.
Will Clairton be modernized?
It’s not clear whether Nippon Steel will change Clairton.
Central to Trump’s approval of the acquisition was Nippon Steel’s promises to invest $11 billion into U.S. Steel’s aging plants and to give the federal government a say in decisions involving domestic steel production, including plant closings.
But much of the $2.2 billion that Nippon Steel has earmarked for the Mon Valley plants is expected to go toward upgrading the finishing mill, or building a new one. For years before the acquisition, U.S. Steel had signaled that the Mon Valley was on the chopping block.
That left workers there uncertain whether they’d have jobs in a couple years and whispering that U.S. Steel couldn’t fill openings because nobody believed the jobs would exist much longer.
Relics of steelmaking’s past
In many ways, U.S. Steel’s Mon Valley plants are relics of steelmaking’s past.
In the early 1970s, U.S. steel production led the world and was at an all-time high, thanks to 62 coke plants that fed 141 blast furnaces. Nobody in the U.S. has opened a new blast furnace in decades, as foreign competition devastated the American steel industry and coal fell out of favor.
Now, China is dominant in steel and heavily invested in coal-based steelmaking. In the U.S., there are barely a dozen coke plants and blast furnaces left, as the country’s steelmaking has shifted to cheaper electric arc furnaces that use electricity, not coal.
Blast furnaces won’t entirely go away, analysts say, since they produce metals that are preferred by automakers, appliance makers and oil and gas exploration firms.
Still, Christopher Briem, an economist at the University of Pittsburgh’s Center for Social and Urban Research, questioned whether the Clairton plant really will survive much longer, given its age and condition. It could be particularly vulnerable if the economy slides into recession or the fundamentals of the American steel market shift, he said.
“I’m not quite sure it’s all set in stone as people believe,” Briem said. “If the market does not bode well for U.S. Steel, for American steel, is Nippon Steel really going to keep these things?”

Arab mediators try to revive Gaza ceasefire talks as Palestinian death toll passes 62,000

RAFAH, Egypt (AP) — Egyptian and Qatari mediators were holding talks with Hamas in their latest effort to broker a ceasefire with Israel in the Gaza Strip, where health authorities said Monday that the Palestinian death toll from 22 months of war has passed 62,000.
U.S. President Donald Trump appeared to cast doubt on such talks. “We will only see the return of the remaining hostages when Hamas is confronted and destroyed!!! The sooner this takes place, the better the chances of success will be,” he posted on his Truth Social site on Monday.
Israel announced plans to reoccupy Gaza City and other heavy populated areas after the ceasefire talks appeared to have broken down last month, raising the possibility of a worsening of the humanitarian catastrophe in Gaza, which experts say is sliding into famine.
Those plans, which may in part be aimed at pressuring Hamas, have sparked international outrage and infuriated many Israelis who fear for the remaining hostages taken in the Oct. 7 attack that started the war. Hundreds of thousands took part in mass protests on Sunday calling for their return.
‘Extensive
efforts’ to revive talks
Egyptian Foreign Minister Badr Abdelatty said mediators are “exerting extensive efforts” to revive a U.S. proposal for a 60-day ceasefire, during which hostages would be released and the sides would negotiate a lasting ceasefire. He spoke during a visit to Egypt’s Rafah crossing with Gaza, which has not functioned since Israel seized the Palestinian side in May 2024. He was accompanied by Mohammad Mustafa, the prime minister of the Palestinian Authority, which has been largely sidelined since the war began.
Abdelatty reiterated Egypt’s strong oppositon to any plans for the mass relocation of Palestinians from Gaza, as called for by Israeli leaders who portray it as voluntary emigration. The Palestinians and much of the international community say such plans would amount to forcible expulsion because Israel’s air and ground war has left much of Gaza uninhabitable.
Abdelatty said Egypt “won’t take
part, and won’t allow” any such plans, and called on other countries that have been in talks with Israel about resettling Palestinians “not to be involved in this heinous crime.” Egypt and others fear the mass relocation of Palestinians could spell the end of their decades-long quest for an independent state.
Abdelatty said Hamas leader Khalil al-Hayya joined the talks in Cairo along with Qatari Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani. He said they are open to other ideas, including for a comprehensive deal that would release all the hostages at once.
An official, who spoke on the condition of anonymity to discuss the closed-door talks, said that Israel currently does not have plans to send representatives to the negotiations in Cairo, but is waiting to see how they develop.
Hamas-led militants abducted 251 people and killed around 1,200, mostly civilians, in the attack that ignited the war. Fifty hostages are still inside Gaza, around 20 of them believed by Israel to be alive, after most of the rest were released in ceasefires or other deals.
Palestinian death toll surpasses 62,000
The Gaza Health Ministry said the Palestinian death toll from the war had climbed to 62,004, with another 156,230 people wounded. It does not say how many were civilians or combatants, but says women and children make up around half the dead.
The ministry is part of the Hamasrun government and staffed by medical professionals. The U.N. and many independent experts consider its figures to be the most reliable estimate of wartime casualties. Israel disputes its toll but has not provided its own.
The ministry said 1,965 people have been killed while seeking humanitarian aid since May, either in the chaos around U.N. convoys or while heading to sites operated by the Gaza Humanitarian Foundation, an Israeli-backed American contractor.
Witnesses, health officials and the U.N. human rights office say Israeli forces have repeatedly fired toward crowds of people seeking aid. Israel says it has only fired warning shots at people who approached its forces. GHF says its armed contractors have only used pepper spray or fired into
the air on rare occasions to prevent deadly crowding.
More deaths linked to malnutrition
Experts have warned that Israel’s ongoing offensive is pushing Gaza toward famine, even after it eased a complete 2 1/2-month blockade on the territory in May.
The Gaza Health Ministry said Monday that five more people, including two children, died of malnutrition-related causes.
It says at least 112 children have died of malnutrition-related causes since the war began, and 151 adults have died since the ministry started tracking adult malnutrition deaths in June.
Amnesty International on Monday accused Israel of “carrying out a deliberate campaign of starvation.”
Israel has rejected such allegations, saying it allows in enough food and accusing the U.N. of failing to promptly deliver it. U.N. agencies say they are hindered by Israeli restrictions and the breakdown of law and order in the territory, around three-quarters of which is now controlled by Israel.
Israeli lawmaker denied visa to Australia
In a separate development, far-right Israeli lawmaker Simcha Rothman accused Australia of antisemitism after it denied

him a visa for a speaking tour. Rothman is a member of the Religious Zionism party, which supports the continuation of the war, the mass relocation of Palestinians through what it describes as voluntary migration and the reestablishment of Jewish settlements in Gaza.
“The Australian government’s decision to deny me the opportunity to come and speak to my people, due to expressing simple and clear positions, is clear and blatant antisemitism that gives a boost to terrorism,” Australian Broadcasting Corp. reported Rothman saying on Monday.
Australian Home Affairs Minister Tony Burke defended the move, saying: “If you are coming to Australia to spread a message of hate and division, we don’t want you here.”
In response, Israel revoked the visas of Australian representatives to the Palestinian Authority and told the Israeli Embassy in Australia to “carefully examine” any official visa applications from Australia to Israel, Foreign Minister Gideon Saar wrote on X.
Australia joined 27 other Westernallied nations in a joint statement last month calling for an end to the war and joined a smaller circle of countries in sanctioning two far-right Israeli government ministers accused of inciting violence against Palestinians in the Israeli-occupied West Bank.

While this may seem early—especially given the hot temperatures we’re experiencing this month—it’s actually common for orchards in our region to open at the end of August. week of September. Most orchards will introduce 2-3 new varieties each week throughout the fall.
If you have apple trees in your backyard and this is your first harvest season, you may be wondering when your apples are ready to be picked. Like commercial orchards in our region, you’ll harvest apples based on their seasonality. We recommend consulting variety guides, as different apples must be picked at different times throughout the fall. For example, ‘Granny Smith’ may not be ready until the end of October, while ‘Fuji’ typically ripens in mid-September. One helpful approach is to observe
what orchards around you are picking or check their harvest calendars. This can give you a better estimate of when your apples might be ready. If you’re growing a variety not commonly listed, look for similar varieties to make your estimate. Skin color can be a good indicator of apple readiness, though this method has limitations. If your apple is a mixture of red and yellow rather than a single color, it may be difficult to determine ripeness by appearance alone. Pay attention to the “ground color”—the skin color around the stem area. As the apple matures, this color typically changes from green to yellow, though this varies by variety.
Orchards commonly use a starch test to determine ripeness. This involves cutting the apple and dipping it into an iodine solution. An apple showing strong purple coloration is considered immature, while mature apples ready for harvest will display a subtle blue-purple color only around the edges. You can perform this test in your home orchard, but be aware that it takes practice to interpret the results accurately.

Preserving genetic diversity

With the arrival of the Europeans to the middle of the North American continent, they were greeted by what was referred to as a sea of grass. The native population lived off the land and the grass fed the bison, antelope, deer and elk, which provided their food. The hides from these animals were used for clothing and shelters. Native plants supplemented their diets and were used as medical supplies. The grasslands were called prairies and stretched from Illinois and southern Wisconsin to western Montana and from Canada to Texas. They have existed for over a million years. When the Europeans arrived, the native populations were using fire as a major tool in managing the prairies to favor the presence of grasses. The grasses were abundant, but a great diversity of plant and animals was also present.
Using fire to manage the prairie grasses eventually led to reduction of plant and animal diversity in the prairies. Some
prairie supporters have reported that periodic mowing has produced a greater ecological diversity than does that of fire. According to a former student of Paul Sorenson, a retired professor from NIU, there had been a prairie of great diversity, which was only cut annually to feed the animals exhibited at an Iowa County. When fire replaced the mowing of the prairie, it became dominant by grasses, and its ecological diversity was reduced. Fire remains an important low-cost ecological tool that limits woody growth. To maintain genetic diversity, the presence of grasses can be reduced somewhat and replaced with other desirable prairie plants.
Unfortunately, insect diversity is also being diminished by other human activities, as written by Christian Saravia in Earth Org. According to the United Nations, extinction rates among insects is eight times that of mammals, birds, and reptiles. Decades of monitoring insects in Europe indicates that flying insect losses exceeds 75% of what formerly existed. Similar numbers apply to the U.S.
Habitat destruction, pesticide use, climate change, invasive species and pollution are considered the main causes of the decline. Pollinators like bees and butterflies are also in decline from the use of neonicotinoids Insecticides. The loss of habitats from expanding agriculture, deforestation and urban development also contribute to insect decline.
Insects play an important role in decomposition of wastes and recycling nutrients. By breaking down wastes, nutrients are recycled and made available to future life forms.
Effort needs to be made to slow the decline in insect populations. Restoring habitats, reducing the use of pesticides and public education are effective actions to implement.
The Illinois Department of Natural Resources has a listing of information and actions to support Illinois Pollinator and Native Plant populations on its website. Both the Byron Forest Preserve and the Ogle County Prairie Preservation Society have had insect studies establishing a baseline data for their prairie properties
in Ogle County. If follow-up studies are implemented, it will be possible to determine population trends from their restoration efforts.
Monarch butterfly populations have been in decline for years in the U.S., a wide variety of projects are available for citizens to encourage their protection. One increasingly popular project involves the raising of monarch butterflies and releasing them as part of ceremonies for weddings, celebrations honoring the life of deceased people and school projects. As the release of butterflies in ceremonies are gaining acceptance, their overall impact on efforts to arrest the monarch decline needs further research. Failure to support high quality ecological research undercuts efforts to preserve genetic diversity and create a sustainable society. We know from similar conservation efforts we have saved species threatened with extinction. Of course by saving and restoring prairies, the essential vegetation for the survival of insect populations and monarch butterflies are available.
