Judge denies ex-Speaker Madigan’s request to remain out of prison during appeal

As an Oct. 13 prison report date gets closer, Madigan hires experienced appellate team

CHICAGO — A federal judge on Friday denied former Illinois Speaker Michael Madigan’s legal arguments that he should remain out of prison while his appeal of both his corruption convictions and 7 ½ year sentence play out.

Madigan is scheduled to report to prison on Oct. 13, though the federal Bureau of Prisons has not yet assigned him a facility. The former speaker, whose 36-year reign in Springfield made him the longest-serving legislative leader in U.S. history, has already begun the appellate process, though his full arguments aren’t due for another few weeks.

U.S. District Judge John Blakey, who presided over Madigan’s lengthy trial this past fall and winter and sentenced Madigan to his lengthy prison term in

June, wrote in a 44-page order Friday that the ex-speaker’s “entire motion rides on routine, and meritless” objections.

“As such, he clings to false hope,” Blakey wrote.

In February, a jury delivered a split verdict for Madigan, convicting him on 10 of 23 corruption-related charges, including bribery and wire fraud. The jury acquitted Madigan on seven counts and deadlocked on another six, but the 10 on which he was convicted involved electric utility Commonwealth Edison and dealings with Chicago aldermanturned-FBI mole Danny Solis, who introduced Madigan to high-powered real estate developers as potential clients for the speaker’s property tax appeals firm.

Blakey wrote that Madigan’s arguments to remain free during his appeal don’t meet the high bar of raising “a substantial question of law or fact.”

The ex-speaker recently hired a team of attorneys who have years of experience arguing at the U.S. Supreme Court. Madigan’s legal strategy centers around the definition of “bribery,” which the high court last summer examined in a case that delayed the former speaker’s case.

Some of those convicted of bribing Madigan, including former ComEd CEO Anne Pramaggiore and longtime Springfield lobbyist and Madigan confidant Mike McClain, are also planning appeals on the same grounds.

Earlier this summer, Pramaggiore, McClain and the two other members of theso-called “ComEd Four” were sentenced to prison terms ranging from a year and a day to two years for their roles in orchestrating the bribery scheme.

Milwaukee area drying out after weekend rain causes record flooding on multiple rivers

MILWAUKEE (AP) — The Milwaukee area began drying out Monday after weekend rain hit unofficial state records of more than 14 inches (36 centimeters) in less than 24 hours, leading multiple rivers to flood at record-high levels, washing out vehicles, flooding basements and cutting power to thousands of homes.

No fatalities had been reported as of Monday morning from the storms that began Saturday night and stretched into Sunday. Road closures were more isolated Monday as flood warnings continued in Milwaukee, Waukesha and Ozaukee counties. About 3,000 homes in the area remained without power as of Monday morning.

Tom Groppi told WISN-TV that the basement of his Milwaukee home never flooded in more than 50 years, but he had 3 feet (about 91 centimeters) of water in it this weekend.

“What are you going to do?” he said with a laugh. “I’ve been lucky.”

The city of Milwaukee was still assessing the extent of the damage Monday as flood waters were receding, said the city’s public works director, Jerrel Kruschke.

Milwaukee Mayor Cavalier Johnson said he’s hearing stories of residents across the city, including his own uncle, who had water all the way up to the top of their basement.

“I certainly hope that a storm like this does not visit on the city for at least another millennium,” Johnson said.

The National Weather Service predicted more rain for the area Monday night, but nothing like the prolonged deluge Saturday into Sunday that caused the flash flooding.

“We are not expecting the level that we saw over the weekend, but there could be some areas that get some heavy downpours,” said Sarah Marquardt, a National Weather Service meteorologist at the Milwaukee/Sullivan office. That could prolong areas with standing water but not result in additional flooding, she said.

The National Weather Service said four rivers in the Milwaukee area hit record-high levels over the weekend. The official two-day rain total at the Milwaukee airport of 6.91 inches (about 17.6 centimeters) was the second-highest on record, Marquardt said. The record was 7.18 inches set in June 2008. The single-

day total at the airport on Saturday of 5.74 inches (about 14.6 centimeters) was second only to the record of 6.81 inches set in 1986, Marquardt said.

Unofficial two-day rain totals in the 10- to 12-inch range, with one reading exceeding more than 14 inches (about 35.6 centimeters) in northwestern Milwaukee County, would set record highs for the state once verified over the coming weeks, Marquardt said. The current state record is 11.72 inches (about 29.8 centimeters) set in 1946.

The Kinnickinnic, Milwaukee, Menominee and Root rivers all hit record highs over the weekend, with the Milwaukee River going more than 4-feet over flood level, Marquardt said.

A teenager clinging to a tree branch and standing on a submerged log was rescued by firefighters on Sunday afternoon after

getting swept away in quickly moving water on a road flooded by the Root River in Franklin, about 15 miles (24 kilometers) southwest of Milwaukee. He was rescued by firefighters on an inflatable boat about 100 yards (91 meters) downstream from where he entered, the Franklin Fire Department said. He was unharmed.

The flash flooding led to the cancellation of the final day of the Wisconsin State Fair in West Allis outside of Milwaukee on Sunday, as well as USA Triathlon’s Sprint and Paratriathlon National Championships in Milwaukee. Thousands of athletes from around the country were expected to participate in that event.

Firefighters responded to over 600 calls including for gas leaks, flooded basements, electrical outages and water rescues, according to the Milwaukee Fire Department.

Israeli strikes kill journalists and aid-seekers as Australia backs Palestinian statehood

DEIR AL-BALAH, Gaza Strip (AP) — Israeli forces killed at least 40 people across the Gaza Strip overnight and into Monday, including a well-known journalist Israel said was a militant as well as people seeking humanitarian aid, according to local health officials.

Hospital officials reported that at least 34 people were killed on Monday, not including journalists who were slain in a tent shortly before midnight.

Among the dead were at least 12 aid seekers killed by Israeli gunfire while trying to reach distribution points, or awaiting aid convoys, according to officials at two hospitals and witnesses.

Relatives told The Associated Press that casualties included children and an infant. Witnesses to gunfire near the Morag corridor said they saw barrages of bullets and later dead bodies, describing the grim scene as a near-daily occurrence.

The Associated Press spoke to five witnesses who were among the crowds in central Gaza, the Teina area and the Morag corridor. All said that Israeli forces had fired toward the crowds.

“The occupation (forces) targeted us, as they do every day,” Hussain Matter, a displaced father of two who was in the Morag corridor. “Out of nowhere, you find bullets from everywhere.”

Ahmed Atta said he helped carry a wounded man from the Teina area who had been shot in his shoulder and was bleeding.

“It’s a pattern,” Atta said of the Israeli gunfire toward aid seekers.

The military did not immediately respond to questions about the deaths.

Earlier Monday, it said air and artillery units were operating in northern Gaza and in Khan Younis, where resident Noha Abu Shamala told AP that two drone strikes killed a family of seven in their apartment.

Aid seekers were killed from three kilometers (nearly two miles) to just hundreds of meters (yards) from sites operated by the Gaza Humanitarian Foundation, according to Nasser and Awda hospitals. GHF is the private contractor backed by the United States and Israel that in May replaced the United Nations as the territory’s primary aid distributor. It

said it was unaware of incidents in the Israeli-controlled security zones leading to its sites in central and southern Gaza.

The latest deaths raise the toll to more than 1,700 people killed while seeking food since the new aid distribution system began in May, according to Gaza’s Health Ministry. Most were shot along routes to distribution sites, but in recent weeks more have been killed near food convoys delivered by the United Nations.

U.N. agencies generally do not accept Israeli military escorts for their aid trucks, citing concerns over neutrality, and its convoys have come under fire amid severe food shortages in the blockaded territory.

The deaths came hours after Israeli Prime Minister Benjamin Netanyahu called reports about conditions in Gaza a “global campaign of lies,” and announced plans to move deeper into the territory and push to dismantle Hamas. An official who spoke on condition of anonymity to discuss sensitive matters said the operation wasn’t expected to begin immediately and will take a significant amount of time to scale up.

Five more Palestinians, including a child, died of malnutrition-related causes in Gaza in the past 24 hours, the health ministry said.

Israel increased the flow of supplies two weeks ago amid such concerns. Still, international experts warn the territory is facing a “worst case scenario of famine” and aid groups say deliveries remain a fraction of what’s needed after months of total and partial blockade.

Australia moves to recognize Palestinian statehood

On Monday, Australian Prime Minister Anthony Albanese added his country to a list moving toward recognition, along with France, Britain and Canada. He said his government’s decision aimed to build momentum toward a two-state solution, which he called the best path to ending violence and bringing leadership other than Hamas to Gaza.

“The situation in Gaza has gone beyond the world’s worst fears,” he said. “The Israeli government continues to defy international law and deny sufficient aid, food and water to desperate people, including children.”

Israeli strike targets and kills Al Jazeera journalists

Israel’s military targeted an Al Jazeera correspondent with an airstrike Sunday, killing him, and four other network journalists, according to the network in what press advocates described as a brazen assault on those documenting the war. A sixth journalist was also killed in the strike, the network said.

Officials at Shifa Hospital said those killed included Al Jazeera correspondents Anas al-Sharif and Mohamed Qreiqeh.

The Israeli military claimed responsibility for the strike. It came less than a year after Israeli army officials first accused al-Sharif and other Al Jazeera journalists of being members of the militant groups Hamas and Islamic Jihad.

Al Jazeera called the strike a “targeted assassination” while press freedom groups denounced the rising death toll facing Palestinian journalists working in Gaza. Mourners laid the journalists to rest in Gaza City.

Israel on Sunday repeated claims that al-Sharif led a Hamas cell — an allegation that Al Jazeera and al-Sharif have previously dismissed as baseless.

Hamas-led militants abducted 251 people and killed around 1,200 people,

mostly civilians, in the Oct. 7, 2023, attack that triggered the war. Most of the hostages have been released in ceasefires or other deals but 50 remain inside Gaza, around 20 of them believed by Israel to be alive.

Israel’s air and ground offensive has since displaced most of the population, destroyed vast areas and pushed the territory toward famine. It has killed more than 61,400 Palestinians, according to Gaza’s Health Ministry, which does not say how many were fighters or civilians but says around half were women and children.

In addition to those killed, 121 adults and 101 children have died of malnutrition-related causes, including five in the past 24 hours, the ministry said. One was a child.

The ministry is part of the Hamasrun government and staffed by medical professionals. The U.N. and independent experts consider it the most reliable source on war casualties. Israel disputes its figures but has not provided its own.

When apple and pear trees look “scorched”: Understanding fire blight in your backyard

This summer, fire blight poses a serious threat to pear and some apple trees across Northern Illinois. In recent weeks, I have seen this bacterial disease in both commercial and backyard orchards. Caused by Erwinia amylovora, fire blight can devastate fruit trees, and when you see it, you need to take immediate action. Fire blight can kill blossoms, fruit, shoots, twigs, branches and entire trees. Young trees may die in a single season, while older trees can survive several years despite continuous dieback. For homeowners who have invested years nurturing fruit trees, I understand this disease represents both economic loss and the heartbreak of watching established trees decline.

Energy & Environment

The bacteria enters orchards through multiple pathways: wind-driven rain, insects (particularly bees and flies), contaminated pruning tools, and birds. Natural openings like flowers and wounds provide entry points for infection. In my experience, the disease typically strikes during cool, wet springs when trees are flowering, becoming most visible from late spring through summer. When you examine infected plants, you’ll find several distinct symptoms. Flowers affected by blossom and fruit blight become water-soaked, wilt and turn brown or black, appearing scorched by fire—hence the disease’s name. In cases of shoot blight, look for the characteristic “shepherd’s crook” appearance where infected shoots bend downward at their tips. You should also check for dark,

sunken cankers on infected branches and sticky, amber-colored ooze called bacterial exudate during humid conditions. If you’ve diagnosed fire blight, you need to implement sanitation practices immediately. Remove infected branches, cutting at least 8-10 inches below visible symptoms into healthy wood. Always disinfect your pruning tools between cuts using 10% bleach solution or 70% alcohol. Destroy all infected material—never compost it, as this spreads the bacteria. Pear trees are most susceptible to fire blight, which explains why we don’t see much commercial pear production. Highly susceptible European varieties you might encounter include ‘Bartlett’, ‘Anjou’, ‘Bosc’, and ‘Comice’. Varieties with some resistance that you might consider planting include ‘Magness’, ‘Maxine’,

‘Moonglow’, and ‘Summercrisp’. While not completely immune, resistant varieties suffer less damage.

For long-term management, you should consider replacing highly susceptible varieties with resistant cultivars. While some chemical sprays are available, they need to be applied before disease is present. Aside from planting less susceptible varieties, implementing proper sanitation and cultural practices (good pruning and air flow). In my experience, prevention remains the best strategy against this devastating disease that continues to challenge fruit growers throughout Northern Illinois and beyond. Smoke, climate change and peace negotiations

As the smoke from 747 wildfires in Canada sweep down across Canada and parts of the U.S. one can both see the haze and feel the impact it is having on their health. People report that their eyes, throats and breathing are being adversely impacted by the smoke. Major cities like Detroit, New York and Chicago reported some of the worst air quality around the globe. Some 81 million American have been under air quality alerts in parts of the Midwest and the east coast. A brief article by Stacy Campell in the Guardian US provides an overview of the issue. According to Natural Resources Canada the fires are related to higher average temperatures, drought, decreased levels of snowpack and low soil moisture. The factors contributing to extensive fires are driven by global warming.

A huge wildfire exists in Central

California and the warm, drying conditions are expected to continue over the weekend. Other western states are experiencing dry conditions, low humidity and gusty winds which could lead to additional wildfires.

Many scientists have determined that climate change is a major factor behind the wildfires occurring around the globe. However, some members of the current administration consider climate change a myth and the administration has taken a wide range of actions to reduce the federal government’s role in fighting climate change and supporting renewable energy and energy efficiency. Instead it is stepping-up incentives to increase the use of fossil fuels in our economy.

The quest for fossil fuels has shifted British Petroleum away from adopting renewable energy according to an article in Reuters. The firm recently reported its tenth discovery this year. It is its largest discovery in 25 years. It is in the Santos

Basin of Brazil 250 miles off the Brazilian coast, beneath 2.400 meters of water and contains high levels of carbon dioxide.

It has yet to be determined if the oil and gas discovery is economically viable given the carbon dioxide in it. If it is determined to be economically viable the discovery would help provide sufficient energy for the firm through 2030 and 2040.

Somewhat surprising is the comment from the fossil fuel firm, regarding the need to consider the amount of carbon dioxide in the fuel, since the industry promoted climate change is a myth. While the discovery appears to be good news for the fossil fuels industry it is not good news for efforts to limit climate change.

An article in The Conversation points out another big contributor to pollution is the US military. It is a bigger polluter than 140 countries and its authors claim shrinking the war machine is a must. The authors point out that military emissions tend to be overlooked in climate change

studies. In addition emissions data is hard to get from the Pentagon and other government departments. There have been efforts within the military to invest in alternative energy sources on its bases but the military remains the largest consumer of hydrocarbons in the world The military buildups continue adding to climate change and resource consumption. The increased global tensions between the United States, Russian, and China, unless reduced through negotiations, might result in a war between them.

If war does breakout the environmental damage will intensify increasing fossil fuel consumption, carbon emissions, the spread of toxins and the loss of life. It is highly unlikely that the major powers will unilaterally reduce their energy consumption. Therefore negotiated agreements between the major powers remain an alternative to a major conflagration.
