CHICAGO — Federal prosecutors are recommending nearly six years in prison for ex-Springfield lobbyist Mike McClain, the longtime friend and advisor of former Illinois House Speaker Michael Madigan. McClain was the marquee defendant in the 2023 “ComEd Four” trial, which ended in across-the-board bribery convictions for former lobbyists and executives of electric utility Commonwealth Edison. The four were found guilty orchestrating a yearslong bribery scheme targeted at Madigan, in which the powerful speaker’s allies got jobs and contracts at ComEd while the utility pushed for favorable legislation in Springfield.
For more than two years, McClain and his co-defendants have been awaiting sentencing, delayed by concerns of possible impact from a U.S. Supreme Court ruling, the death of the judge who oversaw the ComEd Four case, and Madigan’s own lengthy trial, in which McClain was also a defendant.
But after a jury in February delivered a split verdict in Madigan’s case, including deadlocking on all six corruption counts McClain was also charged with, sentencing hearings for the ComEd Four were scheduled for July. And on Thursday, prosecutors asked a federal judge to give McClain 70 months — nearly six years — in prison.
“McClain’s plan was illegal to its core,” prosecutors wrote in their 48-page sentencing memo Thursday. “In securing benefits for both Madigan and ComEd, McClain corrupted the legislative process and the internal control processes of a large, regulated utility.”
The feds also pointed to “McClain’s repeated overstepping of legal lines,” which they characterized as “stunning” and “egregious” — especially when it came to the $1.3 million ComEd paid out in contracts to a handful of Madigan allies who did little to no work for the company. Prosecutors referred to the no-work contractors as the former speaker’s “cronies” and accused McClain of know-
ing the contracts were a quid pro quo.
But in a competing filing Thursday, McClain’s attorneys asked for probation for the ex-lobbyist, citing his health and warning that a long sentence could mean he’d “die alone in prison.” His lawyers also reiterated their longtime argument that McClain’s efforts to get jobs and contracts for those in Madigan’s orbit was merely “legal and constitutionally protected lobbying.”
“Simply put, over almost a decade, Mr. McClain passed along and advocated for a handful of job recommendations from Madigan because of Madigan’s position both as an influential member of the General Assembly and, in no small measure, because Madigan was Mr. McClain’s old and close friend,” McClain’s attorneys wrote.
Madigan last month was sentenced to 90 months in prison and a $2.5 million fine for his guilty convictions, the majority of which stemmed from the same ComEd scheme.
Starting in 2011, ComEd notched several big legislative wins in Springfield, turning the tide of Madigan’s longtime opposition to bills pushed by utility companies. The General Assembly’s actions were worth millions of dollars to ComEd and its parent company Exelon.
During trial, McClain and his other co-defendants pointed to ComEd’s sophisticated — and expensive — multi-year lobbying strategy as the reason for the company’s luck changing in Springfield. But jurors sided with prosecutors’ theory that the company effectively bribed Madigan, showering the powerful speaker with a “stream of benefits” in the form of jobs and contracts, which greased the wheels of the legislative process.
In their filing, the feds characterized McClain as “politically savvy,” glossing through his decades in Springfield, which included 10 years as a Democratic member of the Illinois House, where he first met Madigan in the early 1970s.
“McClain’s tight connection with Madigan translated into McClain, without hesitation, making demand after demand of ComEd to fulfill Madigan’s directives, for which, in return, McClain expected ComEd would get the legislation it wanted,” prosecutors wrote. “McClain
dealt with both Madigan and ComEd with eyes wide open and with full knowledge of the mutually beneficial, and wholly illegal, arrangement he helped to bestow on each of them.”
In addition to the no-work contractors, the alleged scheme also included ComEd’s multi-year contract with a law firm co-owned by Democratic fundraiser and Madigan ally Victor Reyes. Madigan also pushed for the appointment of Juan Ochoa to ComEd’s board, and prosecutors outlined several other jobs and internships at the utility that originated from Madigan.
But McClain’s attorneys insisted McClain simply took “into account” the fact that Madigan was an influential public official and treated his requests with more attention than those “from a less influential official.”
“That, too, is not only legal and rational lobbying but is true of any request for a favor anyone gets from anyone: the more important the relationship, the more effort will be spent to try to accommodate the request,” McClain’s lawyers wrote.
Though U.S. District Judge Manish Shah granted a partial retrial in March after throwing out some bribery counts, prosecutors instead asked to forge ahead with sentencing.
The feds earlier this week also recommended a 70-month sentence for former ComEd CEO Anne Pramaggiore, who testified in her own defense at trial. And last week, prosecutors asked that former ComEd exec John Hooker be sentenced to 56 months in prison. Both instead asked for probation. Sentencing recommendations have not yet been filed for ComEd lobbyist Jay Doherty, whose Aug. 5 hearing will be the last of the ComEd Four.

EAST PROVIDENCE, R.I. (AP) — After driving through a downpour to take her son to day camp, Darleen Reyes told camp administrators the rain would have kept her away but her son insisted on going.
As she marked her son’s name present on a clipboard at the Boys & Girls Club camp one day last week, she laughed about braving a flash flood warning to get there. Before kissing his mother goodbye, Aiden Cazares, 8, explained to a reporter, “I wanted to see my friends and not just sit at home.” Then he ran off to play.
Aiden’s one of 1.4 million children and teenagers around the country who have been attending after-school and summer programming at a Boys & Girls Club, the YMCA or a public school for free thanks to federal taxpayers. Congress set aside money for the programs to provide academic support, enrichment and child care to mostly low-income families, but President Donald Trump’s administration recently froze the funding.
The money for the 21st Century Community Learning Centers is among more than $6 billion in federal education grants Trump’s Republican administration has withheld, saying it wants to ensure recipients’ programs align with the president’s priorities.
In Rhode Island, the state stepped in with funding to keep the summer programs running, according to the Boys & Girls Club of East Providence. Other Boys & Girls Clubs supported by the grants have found ways to keep open their summer programs, said Sara Leutzinger, vice president for communications for the Boys & Girls Club of America. But there isn’t the same hope for the after-school programming for the fall.
Some of the 926 Boys & Girls Clubs nationwide that run 21st Century Community Learning summer and afterschool programs stand to close if the Trump administration doesn’t release the money in the next three to five weeks, Leutzinger said.
The YMCA and Save the Children say many of the centers they run are also at risk of shuttering.
“Time is of the essence,” said Christy Gleason, executive director of Save the Children Action Network, which provides after-school programming for 41 schools
in rural areas in Washington state and across the South, where school will begin as soon as August. “It’s not too late to make a decision so the kids who really need this still have it.”
Schools in Republican-led areas are particularly affected by the freeze in federal education grants. Ninety-one of the 100 school districts that receive the most money from four frozen grant programs are in Republican congressional districts, according to an analysis from New America, a left-leaning think tank. Of those top 100 school districts, half are in four states: California, West Virginia, Florida and Georgia. New America’s analysis used funding levels reported in 2022 in 46 states.
Republican officials have been among the educators criticizing the grant freeze.
“I deeply believe in fiscal responsibility, which means evaluating the use of funds and seeking out efficiencies, but also means being responsible — releasing funds already approved by Congress and signed by President Trump,” said Georgia schools superintendent Richard Woods, an elected Republican. “In Georgia, we’re getting ready to start the school year, so I call on federal funds to be released so we can ensure the success of our students.”
The Office of Management and Budget said some grants supported left-wing causes, pointing to services for immigrants in the country illegally or LGBTQ+ inclusion efforts.
At the East Providence summer camp, Aiden, a rising third grader, played tag, built structures with magnetic tiles, played a fast-paced game with the other kids to review addition and subtraction, learned about pollination, watched a nature video and ate club-provided chicken nuggets.
Veteran teachers from his school corrected him when he spoke without raising his hand and offered commonsense advice when a boy in his group said something inappropriate.
“When someone says something inappropriate, you don’t repeat it,” teacher Kayla Creighton told the boys between answering their questions about horseflies and honeybees.
Indeed, it’s hard to find a more middleof-the road organization in this country than the Boys & Girls Club.
Just last month, a Republican and a
Democrat sponsored a resolution in the U.S. House celebrating the 165-year-old organization as a “beacon of hope and opportunity.” The Defense Department awarded the club $3 million in 1991 to support children left behind when their parents deployed for the Persian Gulf. And ever since, the Boys & Girls Club has created clubs on military installations to support the children of service members. Military families can sign up their kids for free.
“I suspect they will realize that most of those grants are fine and will release them,” said Mike Petrilli, president of the Thomas B. Fordham Institute, a conservative education policy think tank, speaking of the Trump administration’s review of the 21st Century Community Learning Center grants.
But not everyone is so sure.
Aiden’s mother has started looking into afternoon child care for September when kids return to school in Rhode Island.
“It costs $220 a week,” Reyes said, her eyes expanding. “I can’t afford that.”
The single mother and state worker said she’ll probably ask her 14-year-old son to stay home and watch Aiden. That will mean he would have to forgo getting a job when he turns 15 in the fall and couldn’t play basketball and football.
“I don’t have any other option,” she said.
At home, Aiden would likely stay inside on a screen. That would be heartbreaking since he’s thrived getting tutoring and “learning about healthy boundaries” from the Boys & Girls Club program, Reyes said.
Fernande Berard learned about the funding freeze and possible closure from a reporter after dropping off her three young boys for summer camp. “I would be really devastated if this goes away,” said the nurse. “I honestly don’t know what I would do.”
Her husband drives an Uber much of the day, and picking up the kids early would eat into his earnings. It’s money they need to pay the mortgage and everything else. If her boss approves, she’d likely have to pick up her children from school and take them to the rehabilitation center where she oversees a team of nurses. The children would have to stay until her work day ends.
“It’s hard to imagine,” she said.
Texas Floods

BEND, Texas (AP) — Across a wide swath of Texas, the inundated rivers that ravaged communities also tore through farms and ranches.
In the town of Bend, about two hours north of Austin, Boyd Clark waded into rising waters to help one of his stranded ostrich hens. Matthew Ketterman spent several agonizing hours trapped on top of his truck amid coursing rapids after driving out to check the fences on his exotic game ranch outside Burnet, about an hour south of Bend. And the overflowing San Gabriel River knocked Christmas trees sideways and staff had to get petting zoo animals into a temporary pen at Sweet Eats Adventure Farm in Georgetown, about 65 miles east of Ketterman’s ranch.
As authorities work to understand the extent of the loss of human life—as of Friday at least 120 people were killed more than 160 missing —farmers and ranchers are working to assess damage to their properties, crops and animals. Many are facing the task of caring for livestock while salvaging what crops they can and cleaning up the wreckage.
While many farmers lean on a relentless optimism to get through the uncertainty of relying on the weather for a living, extreme weather disasters like catastrophic floods, droughts and wildfires can take a toll. The weather events also pose unique challenges to those who rely on seasonal tourist rushes or who might not have crop insurance.
It’s a double-edged sword: as some farmers turn to agritourism or niche crops to weather unpredictable markets, climate change is also intensifying many of the natural disasters that can make it more difficult for those experiments to succeed. Even the larger operations are not immune; farmers who produce all kinds of crops must plan for emergencies.
“We expect it to happen again. It’s never a question of if, but when,” said Jon Meredith, co-owner of Sweet Eats, an agritourism outfit that mainly grows Christmas trees. “And so we just continue to try to mitigate our losses and reduce our risk around events like this.”
Still surveying the damage, starting repairs
Texas Agriculture Commissioner Sid Miller said there has been so much rain so quickly that some farmers are seeing complete loss or severe damage to their crops and infrastructure, in several counties and beyond the banks of overflowing rivers.
“We’ve had farm equipment washed down the river. We’ve had tractors underwater, so they’re totaled, won’t be able to use those. Irrigation equipment wadded up like a bowl of spaghetti,” Miller told The Associated Press. “We’re finding cattle dead on top of trees downriver. So it’s pretty devastating.”
Miller said there are resources available for farmers. Those include the State of Texas Agriculture Relief Fund, which helps farmers access disaster funding, the Hay and Feed Hotline, which donates animal feed and the AgriStress Helpline that provides 24/7 mental health support.
Now comes the task of cleanup: repair miles of destroyed fence line, tally lost livestock and move debris from foliage and mud to piled-up picnic tables.
After a harrowing night waiting for hours to be rescued, Ketterman, who had gotten stuck on his vehicle, felt lucky to be alive. But he and his team were also grieving the loss of a member who died in the flooding on his way to work. They lost some animals to the churning water, as well.
“We’re in the hundreds of thousands of dollars of damage, but you know, at the end of the day that’s just monetary and we’ll recover from that,” he said.
Disasters like floods can be tough for specialty farmers
Small farms that offer experiences to visitors, don’t sell to wholesalers or don’t have crop insurance are especially vulnerable, said Hannah Burrack, professor and chair of the entomology department at Michigan State University, who has worked with fruit farmers in the aftermath of floods.
Clark said ostrich growers can access some U.S. Department of Agriculture programs that cover the loss of grass that birds graze on, but otherwise there isn’t much assistance. Ostriches also get too cold in heavy rain. And it cuts down egg production; the hens almost stop laying eggs and mud and water can ruin what few they do.
“It does definitely affect our production this year and our profitability,” Clark said. Burrack said that other crops for consumption like fruits and vegetables get submerged, they can no longer be sold. Unharvested plants in fields can build up, causing pest issues or creating an unpleasant experience for visitors. And once submerged, “long-term echoes of these short-term stressors” can make trees more vulnerable to disease.
Meredith said Sweet Eats was lucky the Christmas season is still months away; they still had a chance to put the trees back up. They would’ve had a harder time if they were still doing peach trees like they used to. “Because so much of our stuff is pick-your-own, so if we can’t be open for customers, then it magnifies the challenges that we face because of cash flow issues,” he said.
All farms need to plan for emergencies, climate change
It’s not just floods: farms across the country have taken hits due to extreme weather in recent years. Wildfires have damped farm-based businesses in California including pick-your-own apple orchards in the southern part of the state and wineries in the north. An unusually warm winter had Midwestern maple syrup producers scrambling in 2024, while pinching drought has hit pumpkins, along with many other crops, across the West.
It’s good business sense to observe how climate change might affect your opera-
tion and make adjustments accordingly, said Rob Leeds, an extension educator at Ohio State University who works with farmers, especially those interested in agritourism. He described how after watching a barrage of tornadoes and high winds in recent years, some cattle producers in Ohio have been building tougher barns that more typically would be seen in windswept areas of the West. Some fall-themed agritourism operators have started installing fans and misters, anticipating more hot days later into the fall.
It will take a while for Texas farmers to fully recover, but some are already building back stronger. Ketterman said he thinks they’re going to put up sturdier fence posts in the coming weeks as they secure the fence line.
They’ll lean on each other, too. Many farmers described the tight-knit sense of community as they weathered the storm.
“We all started calling each other, to make sure we could get our animals out and anything else that we needed to save,” said Jon Meredith, co-owner of Sweet Eats. “Just because this is a fact of life. When you live on a river, it’s beautiful and enjoyable, but there are occasionally times where things can go south very quickly.”

The periods of heat we have experienced in the last couple of weeks, along with excessive rain conditions, has led to some unusual issues in vegetable gardens in the Rockford area. While there are some issues we see every year, you might be encountering some challenges that you have not seen before. Especially if this is your second year of growing a vegetable garden for your family, it may be hard to compare.
If your plants look health and you are not seeing any vegetables, it may be a couple of reasons. Over-fertilization is
common for vining vegetables which leads to lush plants but a lack of flowers-vegetables. If you fertilize and then experience quite a lot of rain, this could also leach important fertilizer away from your plants. Another culprit can be hot day and night temperatures that will lead to flowers dropping. This happens when air temperatures are between 75-95 F.
Hot temperatures may also impact the type of flowers on your vining vegetables like squash, pumpkins, and melons. These produce male and female flowers. When temperatures are above 90 F during the day and over 70 F at night, the plants develop more males than females. It’s
also important to know that the first flowers that appear are male. So there may not be any need to panic yet as a vining plant covered in male flowers in mid-July may be expected depending on when you planted.
Heat will further impact your pollinators. Bees like temperatures between 60 to 90 F. Once temperatures are above 90 F, many bees slow down and pollinate less. This leads to a lot of problems with cucumbers as the bees are less likely to pollinate cucumbers due to their less appealing flower. Pollination may still occur but leads to deformities of these vining crops.
If this heat period continues, you may
be encountering green tomatoes hanging on the vine that aren’t ripening. I have encountered this problem most seasons. Tomatoes ripen in two phases. First, they become green, develop seeds, and become soft. Second, the fruit will turn red. The optimum temperature for this is between 68 F to 77 F with no red pigment produced above 85 F.
Ultimately, you need patience for your vegetables. A good week of weather should allow for better pollination, development of female flowers, and ripening of your vegetables.

When Sonia and I went to a Sustain Rockford meeting this year, we had a brief discussion after the meeting with another person who was there. He suggested that given our decades of work for environmental and social justice issues he wondered if we had any wisdom to share with him.
We were unsure that our decades of effort could be summed up to help others. Since Sonia’s passing others have let us know they considered us a very effective team. She had good organizing skills and I kept up on social and environmental issues and looked for potential ways to address them, We recognized, respected and utilized our skills to implement actions we thought would improve society. Team work is essential and is a form of wisdom passed on through the generations.
We and others are disappointed with the current administration’s efforts to undermine many of the environmental gains initiated with the cooperative and effective environmental reforms initiated since the first Earth Day in the 1970s. The anti-environmental movement illustrates a team effort which could move society away from the goal of a sustainable society and undermine the existence of our democracy by consolidating economic and political power.
I listened to an interview by Nate Hagens of Helena Norberg-Hodge who shared her perspective based on her long career pursuing environmental reforms. She declares we must localize our efforts to nurture the trees, bushes, clean water and grasslands abused by our use of chemicals and machines, She calls for more people on the land and maintaining wild places.
She also warns us to resist the corporate push which seeks to create a world which is 100% urbanized. She advocates localizing our economies to counter the impacts of economic globalization. She believes that localization will create stronger economies, communities and ecologies.
By living in a rural setting people are reconnected with the living world in contrast to living in an urban setting filled with the artifacts of human activities. She supports the various efforts akin to farmers markets where local grown foods are available to people seeking them as opposed to buying their foods from industrialized sources utilizing fossil fuels.
Her beliefs are informed in part by her spending part of each year living with the indigenous people of Ladakh and maintains interactions with leading environmental thinkers from various parts of the modern world.
She believes the world is being shaped
by the elites of the world intent on undermining the existing nation states in order to fulfill their vision of a corporate controlled world which allows them to pursue their economic goals without interference from governments.
While encouraging support of localization efforts she reminds us to pay attention to global events, particularly the increase in right leaning political leaders gaining power as a consequence of what is happening globally.
The investor mentality is impacting government policy as illustrated by signed agreements where investors can do what they want to do as they seek profits and sue the governments and their citizens who try to limit them. A recent example is a lawsuit by Australian investors involved in uranium mining in Iceland suing Greenland for 13 billion because Icelandic citizens voted against allowing more uranium mining in their country. The uranium is not being brought back for use in Australia but is being sold in the global marketplace. Her views on globalization and localization might represent her version of wisdom after a long career pursuing environmental and social reforms.
Her views on localization, decentralization and calls for return to the land have often gained appeal during times of economic stress such as the depression of the 1930 and the economic stagnation of
the 1970s as people responded to declining standards of living.
She recognizes that elements of localization such as farmer’s markets exist in urban settings and support local farm operations. For years small businesses like body shops and car repair providers were locally owned supporting a more decentralized economy. As they disappear due to new government regulations, rising insurance costs and shortages of skilled workers to service the increasingly complex technologies, large monopolies emerged concentrating economic and political power while undermining local resilience and community independence.
