Despite the thrill of flying, he noted that contrary to what many may think, nearly 90% of his pilot training occurred on the ground, involving rigorous study of weather systems, aerodynamics, aviation laws, and general aviation knowledge
Now, as a licensed commercial pilot, Brother Banya plans to continue logging flight hours and pursue paid opportunities in aviation, as well as expand his network within the airline industry and fraternity to explore professional positions as a commercial pilot after graduation.

He’s the co-founder and executive director of Readers All, which targets first through third graders at an underperforming elementary school in Greenbelt, Maryland
By providing extra reading help, he’s hoping to curtail an unpalatable reality: 70% of all incarcerated adults cannot read at a fourthgrade level, according to the National Adult Literacy Survey
“Literacy is liberation,” says Tamno, a federal policy associate at the Children’s Defense Fund, a civil rights organization whose community building efforts attempt to seeks to bring dignity, hope and joy to the lives of children.
“It’s the foundation of life For me, as an African American studies major, I can see why. Since slavery, there was huge opposition to slaves being educated. When you look at history through that lens, it’s not hard to see why literacy is such a huge issue in low-income communities.”
Through its Community Literacy Program, Readers All provides children with “culturally responsive” literature to start their own inhome libraries Impoverished areas are often referred to as book deserts for their lack of reading options.
Tamno’s idea for Reading All started in the last semester of his master’s program It was then that he launched the program’s predecessor, the Saturday Literacy Enrichment Project, also at the Greenbelt campus, Springhill Lake Elementary School The effort ended with the Covid outbreak.
By every measure, reading is critical to academic and professional success

Rick Marving Tamno ’17, ’20 is making sure that no child misses a chance to excel
Then, in November 2023, Tamno got a phone call: “My pastor spoke life into me and reassured me God would guide my steps as I launch my graduate school project into a nonprofit.”
And he has, so far funding the effort out of his own pocket, and with support from friends and families Tamno is now seeking outside funding
At Springhill Lake, the needs are pronounced Academically, the school consistently ranks in the bottom quartile of Maryland elementary schools Just 18% of students are proficient in reading and language arts, according to state data. Most of the students are Black and Latino and qualify for the free lunch program
Ensuring reading proficiency isn’t the nonprofit’s only objective It also sponsors a STEM program, partnering with Cadets Drone to provide hands-on drone education. The effort promotes STEM learning and equipping students with real-world skills for future career opportunities
Meantime, the Lodestar Program, also part of Readers All, helps children dream big by providing field trips to the University of Maryland and other institutions.
Tamno grew up in the central African country of Cameroon, where his mother stressed the importance of education Public schooling isn’t easily accessible to many in his home country Tamno’s mom was able to send him to a private school The family moved to the United States for economic opportunities when Tamno was 12.
Tamno, who hopes to someday become an American diplomat to Africa, is now focused on expanding Readers All His motivation is simple.
“It’s about leaving the world a better place than you found it,” he says. “I've had mentors of my own, so it's my responsibility to also pour back into my community”

“It gives me great pleasure to congratulate and welcome the Washington (DC) Alumni Chapter into the prestigious Century Club! With achieving your 100th anniversary, you have joined the exclusive ranks of the fraternity’s most revered alumni chapters, who preceded you. The attainment of this accomplishment is as remarkable as your chapter’s illustrious members and storied history. I wish you continued success and longevity in the years to come”
Kevin P. Scott, Grand Historian Kappa Alpha Psi Fraternity, Inc
As per the words of our Grand Historian, on Saturday, October 12, 2024, Brothers from the Washington (DC) Alumni Chapter of Kappa Alpha Psi Fraternity, Inc. gathered together in downtown DC to celebrate this Achievement
The gala's purpose was to celebrate the chartering of this esteemed chapter on October 15, 1924, its 100th year of existence
It was most appropriate to bring this celebration to the District of Columbia since the journey of Kappa Alpha Psi Fraternity, Inc. began on the campus of Howard University, where two of our Founders, Elder Watson Diggs, and Byron Kenneth Armstrong, were students during the 1909-10 academic school year Those two students then transferred to Indiana University to help found Kappa Alpha Psi with eight other students on January 5, 1911. In addition, twelve of the 15 charter members of the Washington (DC) Alumni Chapter included Brothers who earned degrees from Howard University
Because it was such a special event, the Waldorf-Astoria of DC was chosen as a unique venue. Although other places were considered (The Willard-Continental Hotel, the Blackowned Salamander, DC, and the Mayflower Hotel), the Waldorf Astoria was chosen because of its offerings and its management's realization of the event's importance The location was also ideal: Located on the edge of downtown, the Waldorf Astoria is within walking distance of international sites, museums, and other interesting places to explore
But the Waldorf Astoria only added to the excitement of the evening Brothers worked steadily throughout the day to decorate the venue's designated areas. What was unique about the decorations was not just the table treatments provided by the chapter’s Silhouettes but also memoirs, relics, and other historical items that shared the story of the Washington (DC) Alumni Chapter of Kappa Alpha Psi Fraternity, Inc. from inception to the current day
“This is one of the most sophisticated, polished events I have ever seen from a men's organization I am very impressed”, said Ms Rosslyn Gant, a guest escorted by Brother Rick Toye. Brothers of Kappa Alpha Psi who attended agreed wholeheartedly with Ms Gant’s sentiments.“The 100-year celebration for DC Alumni was one of the best chapter anniversary events I’ve attended, " said Brother Steven Brooks, a Dallas (TX) Alumni member. “The venue represented Kappa at its finest.”
This excitement was also shared by the current and 49th Polemarch of the chapter, Donald Greenwood: “The Washington (DC) Alumni Chapter of Kappa Alpha Psi Fraternity, Inc. Centennial celebration of 100 Years of Achievement is not just a big deal for the members, but it is a big deal for the City as well The Washington (DC) Alumni chapter has provided ‘Service in the Public Interest’ for 100 years with programs such as the Kappa League Mentoring Program, Feeding the Homeless, providing scholarships, hosting political candidate forums, and legislative day, to name a few We are extremely excited to celebrate and relish our 100 years of Achievement by enjoying a fantastic gala at the Waldorf Astoria This Centennial Gala will not only serve as a celebration of our past Achievements but also as a rejuvenation to continue our journey of Achievement for the next 100 years.”
After an hour or so of handshaking and backpatting, the evening began with a membersonly rededication reception. At this reception, members of the fraternity received and recognized dignitaries, heard reflections from members, and received a keynote address from Robert L Jenkins, Jr, Esq, past polemarch and current senior vice polemarch.
The reception culminated with the solemn oath of rededication ceremony, immediately followed by the Centennial Gala,
where all celebrated with family, friends, community leaders, and each other. The special guest speaker was a member of Congress, The Honorable Troy Carter Sr Entertainment, provided by one of DC’s favorite local bands, the Legendary Future Band DC.
All in all, the Centennial Gala was an event for the ages. May the bicentennial celebration be just as grand!
Eta Xi
By: Joshua Hines

Our 50th Anniversary Banquet this past spring was an unforgettable gathering of alumni and undergraduate brothers. Alumni returned to campus, reflecting on how Eta Xi shaped their lives and reaffirming their commitment to the fraternity’s foundational ideals. The laughter, heartfelt stories, and renewed connections underscored our bond. As an undergraduate Polemarch nearing the completion of my studies, this event was especially poignant for me. It reminded me that I am part of a continuum one brother in a line of many, each dedicated to maintaining our chapter’s illustrious reputation while forging new pathways
As I move forward in my personal journey entering the IT field and using the problemsolving skills I’ve developed both in and out of the classroom I carry with me the lessons learned as Polemarch of Eta Xi I’ve gained a deeper understanding of what it means to lead with integrity, to serve without expectation, and to harness the power of brotherhood for the greater good. I will carry these values into my professional endeavors, future community involvement, and personal relationships
The Eta Xi Chapter of Kappa Alpha Psi has shown me that our brotherhood is more than historical milestones, monuments, and financial contributions. It is a living entity that evolves as each new brother joins, contributes, and then passes the torch to those who follow The impact of our first 50 years will echo into the next half-century, as we continue to invest in one another, in our communities, and in the world around us.
As you read these words, I hope you feel the same sense of pride and purpose that defines our bond. Together, we will continue to learn, achieve, and serve, ensuring that the legacy of Eta Xi at VCU remains a shining example of what can be accomplished when vision is matched by effort and guided by unwavering principles

A heat advisory did not stop the DullesLeesburg (VA) Alumni chapter from completing its mission of service for Kamp Kappa on June 24, 2025 Enduring the blazing 99° temperature at the William B. Snyder Campgrounds in Haymarket, VA, brothers grilled hot dogs and hamburgers and fellowshipped with the Kappa Leaguers. The highlight of the day was undoubtedly the group activity led by Magnificent Seven, the chapter’s Spring 2024 line. Focusing on manhood and masculinity, the young men were challenged with discussions to define both. A wide array of answers were given, including providing for one’s family, knowing “manly skills” like how to change a tire, and being physically fit.

Loudoun County, VA The Dulles-Leesburg (VA) Alumni Chapter (DLAC) of Kappa Alpha Psi Fraternity, Incorporated has launched a dynamic new STEM initiative aimed at exposing youth to the innovative world of aviation through Unmanned Aerial Systems (UAS), more commonly known as drones
This forward-thinking program was created to address the underrepresentation of African Americans in aviation who currently make up just 2% of the industry and to prepare Kappa Leaguers for high-demand careers in Science, Technology, Engineering, and Mathematics (STEM). DLAC believes that early exposure, education, and hands-on experience can open doors to transformative opportunities and long-term success for Black youth.
Leading this initiative is Brother Steven Burke, Chairman of the DLAC Social Action Committee. Brother Burke serves as a Senior Program Manager with the US Department of Education’s Federal Student Aid Office and is also an independent UAS distributor and consultant He is facilitating a 6–9 week course that blends interactive classroom instruction with practical flight lab experiences to give Kappa Leaguers an in-depth understanding of small UAS (sUAS) operations.
Brother Erlin Bell, DLAC Chapter Reporter and alumnus of Embry-Riddle Aeronautical University, provides additional leadership and technical guidance for the program Brother Bell’s professional background includes roles as a Remotely Piloted Aircraft (RPA) aircrew member with the US Air Force Air National Guard, RPA/UAS Subject Matter Expert for the National Guard Bureau Joint & Air Staff, Systems Engineer in the Aerospace & Defense industry, and independent UAS education consultant His wealth of knowledge offers students a rare and impactful learning experience.
The mission of the DLAC STEM initiative,” stated by Brother Burke, “Is to provide access and representation in Aviation and STEMrelated fields by connecting students with experts and real-world experiences. We aim to equip LCPS students in grades 6–12 with practical exposure to STEM disciplines and
inspire them to explore future careers, including the ever-evolving intersections of AI, technology, and flight”
Core Objectives of the Program:
Engage students through collaborative learning and direct participation to build awareness of current and emerging STEM career paths
Connect junior and senior high school students with college and career resources particularly HBCUs and PWIs broadening their networks and readiness for postsecondary STEM education.
Lay the foundation for future careers by guiding students into the workforce, addressing the gap in African-American representation within STEM, and scaling their impact from the local to the global level. Through this initiative, the Dulles-Leesburg (VA) Alumni Chapter is reaffirming its commitment to youth empowerment, equitable access to STEM education, and the advancement of African Americans in aviation and related industries. DLAC continues to stand as a beacon of opportunity and mentorship for future leaders in Loudoun County and across the greater DMV region.

The Hyattsville/Landover (MD) Alumni Chapter of Kappa Alpha Psi Fraternity Inc's Kappa League held its January follow-up meeting, building on the introduction to Emotional Intelligence (EQ) presented by Lisa Leonard of Competitive Edge EQ last month This session delved deeper into the concept of EQ, focusing on self-awareness, recognizing emotions, and understanding their impact on oneself and others.
During the interactive session, participants engaged in a unique exercise where they created personal "walls" using bricks that resonated with their struggles and emotions.
The group then came together to support one another in tackling these challenges, fostering community and empathy
The meeting culminated in a support circle, where participants, including parents and Kappa Leaguers, shared their unfiltered feelings in a safe and supportive environment. This powerful exercise encouraged openness, vulnerability, and deeper connections among the group.
By exploring emotional intelligence and its practical applications, the Kappa League continues to empower its young members with essential life skills, promoting personal growth, self-awareness, and stronger relationships.

The Columbia (MD) Alumni Chapter (CMD) started off the 2024-25 Kappa League year deep in thought with an exciting and interactive presentation on brain waves that can manipulate drones! The Guide Right Foundation has been pushing Kappa League’s initiative forward since 1922, and to this day, it’s been focusing on the betterment of the community for the youth CMD ensures that it keeps up to par with today's generation and inspires them to be trained for leadership, instilling core values to take with them into the future.
Brother Dr Chris Crawford (Fall 2006, Eta Chi), the inventor of this fantastic technology and key presenter, said, “I’ve been working in robotics since my undergraduate studies started in 2009. I had a teacher who pulled me out of class and asked if I wanted to do research I became more interested in it as I attended grad school at the University of Florida” Dr Crawford explained that he does mentorship in his home of Alabama with local high schools, but this was his first time working with the Kappa League Telling us that “the purpose of this lesson is to get them engaged with technology, and perhaps going into a STEM career”
Brothers Arinze Ifekauche (Fall 2006, Eta Chi) and Xavier Fikes (Fall 2009, Eta Chi) are the Guide Right/Kappa League Program's respective chair and co-chair. These brothers have the insight to take the mentoring program to new heights this year with a session focused on AI technology and robotics. “The Purpose of this session is career advancement. Show what a Black scientist and a former Kappa League student look like and how they’re changing the world I was
surprised when asked, “Who’s coded before?” and all the kids raised their hands.”, stated Ifekauche He continued, “ Kids are much further ahead and what it might spark Even if it’s not in this field. My favorite thing about technology and AI is how it democratizes power and wealth. Free coding labs, advanced technology, and more. These tools used to be very few and exclusive, but now it can be instilled, and kids can work with the same tools. If we can be a part of that with Kappa League and push the ball forward, that’s where we’ve done our jobs.”
The head of the Morgan State University Human Experience Lab, Dr. Najah Mack, a Claflin University and Morgan State University graduate, joined the presentation and further explained what the team is and what they’re doing with the students “Our focus is on designing, developing, and evaluating user interfaces. Devices we’re using today are using brain waves to play the game Computer Interface” Dr Naja Mack has been working with Baltimore Inner City Schools (BCI) since 2014, as well as Baltimore County schools, and works with a nonprofit organization called Black Success Oriented Networks (Black Sons).
The mentors at this session were elated to show the next-generation technology through brainwaves, and the mentees were excited about it, such as Jayden, a 16-year-old student in CMD Alumni’s Kappa League program. “My favorite thing about today’s lesson is learning about drones and how you can control them with your brain waves while focusing. I like how you can use your head and control like a remote. I would suggest other kids to play this.” When young Jayden is asked about his college plans, he says he’s probably majoring in aviation or mechanical engineering.

scholarships, mentorship programs, and diversity initiatives, we’re lighting the path for generations to come This is the largest donation from any student organization at VCU, underscoring our collective resolve to make a tangible difference But our philanthropy doesn’t stop there.

Leadership, Learning, and Uplift

As a chapter, the Virginia Commonwealth University chapter, the Eta Xi of Kappa Alpha Psi Fraternity, Inc. and as individuals, we are committed to contributing to the communities that shaped us. Earlier this year, we made an unprecedented $50,000 donation to support minority-focused programs on campus, including the Developing Men of Color (DMC), The Porter Foundation, and the Black Alumni Council By investing in
As an undergraduate leader approaching graduation, I’ve been privileged to see firsthand how the fraternity’s values manifest on campus Through Guide Right and other mentorship programs, we invest time in cultivating future leaders. Our study sessions, professional development workshops, and community outreach initiatives help young men and women recognize their potential. It is incredibly rewarding to watch a younger brother excel academically because of chapter study groups or see a mentee become more confident after participating in an achievement workshop.
The C Rodger Wilson Leadership Conference we hosted epitomized our philosophy: that leadership, at its core, involves serving others and providing the tools and support needed for them to thrive. By sharing our experiences, honoring tradition, and encouraging creativity, we equip rising leaders with the confidence and competencies required to forge their own paths of achievement.

As I sit down to reflect on the past year, my heart is filled with gratitude and a renewed sense of purpose. I am humbled to serve as the Polemarch of the Virginia Commonwealth Univerisity Chapter, the Eta Xi of Kappa Alpha Psi a role that allows me to lead, learn, mentor, and grow. Like many of you, I was drawn to Kappa Alpha Psi because of its timeless values and traditions. These values have helped shape my own aspirations as I prepare to graduate in May 2025 with a Bachelor of Science in Information Systems. I hope to leverage my academic foundation paired with real-world experience as an intern with the Department of Defense and as a technician at VCU FixIT to forge a path in IT, focusing on fields like cybersecurity, artificial intelligence, project/product management, and software development
This year, our Eta Xi Chapter reached a remarkable milestone its 50th anniversary. In 1974, the “Nine Midnight Wanderers” founded a chapter at a predominantly white institution during an era of social transition. They worked tirelessly after class and jobs to build
something greater than themselves In doing so, they established a legacy that has guided generations of brothers through academic pursuits, community service, and the relentless pursuit of achievement. Standing on their shoulders, we continue to honor their sacrifice, courage, and vision.
To commemorate this half-century of impact, we unveiled a permanent monument at Shafer Court designed by our very own Brother Andre Thompson (VCU ‘86). The monument is a tribute to the founders’ perseverance and the bonds of brotherhood that have flourished here. For me, as Polemarch, this isn’t just a structure it’s a symbol of what we stand for: unity, service, leadership, and a steadfast commitment to uplifting others. It memorializes our past and encourages current and future brothers to uphold the standards that make Kappa Alpha Psi a beacon of inspiration

As the day unfolded, brothers from across the Eastern Province arrived, wearing all black, embodying the spirit of brotherhood and unity The atmosphere was charged with passion and purpose as brothers gathered to reflect on the mural's impact and the broader significance of their collective mission.
Polemarch Mattox opened the event with an inspiring address, emphasizing the importance
of standing together in solidarity with historically marginalized people. "This mural is not just paint on a wall; it represents the hopes, struggles, and dreams of countless individuals who have fought for their rights," Province Polemarch Mattox declared "As Kappa men, we have a responsibility to ensure that these voices are not silenced and that our commitment to justice remains steadfast"
The gathering featured moving speeches from brothers who shared personal experiences and reflections on the ongoing challenges of racial inequality and served as a reminder that while symbols may change, the fight for equality must continue. In addition to speeches, the event included moments of reflection and community engagement Brothers participated in discussions about the role of Kappa Alpha Psi in advocating for social change and how they can contribute to ongoing efforts to uplift marginalized communities The sense of camaraderie was felt as members exchanged ideas and strategies for future activism. Aberdeen (MD) Alumni
By: Mansfield Spicer

The Aberdeen (MD) Alumni Association was organized in September 1970 by seven (7) Kappa men who desired to establish a local chapter in Harford County, Maryland. Formal ceremonies were held at the Holiday Inn in Aberdeen, MD, on Sunday, April 4, 1971, to form an association. The association was the first to be established in the Eastern Province. It was comprised of civilian and military brothers who resided in the communities near Aberdeen Proving Grounds, MD. The Charter members were: *Robert W Brashears, LTC (Lieutenant Colonel) *Eugene Chandler; *Donald R. Clark, William P Johnson; *Carlyle Lily; *George W Scott, and *William I Taylor *Denotes Chapter Invisible.
Within four (4) years, Aberdeen (MD) Alumni witnessed substantial growth in its membership, doubling its size This surge in
support and participation led to the association’s transformation into a full-fledged chapter Thus, on November 23, 1974, Province Polemarch James Overton presented the Charter for the Chapter. Past Grand Polemarch Ernest Davenport, Senior Province VicePolemarch William Ross, and Province General Counsel Winfred Mundle graced the charter presentation with their presence The Chapter, at this pivotal moment, was comprised of the original Association charter members and LTC Howard Boone, LTC Roscoe D Crawford, Captain (CPT) David Parham (USN), LTC Harvard Spencer, Lieutenant (LT) Herbert Tillery, and CPT Charles Wiggins
The Chapter maintained a strong presence throughout the Harford County Community and remained productive even though membership was viewed as “transient” due to the frequent reassignments of brothers stationed at the Aberdeen Proving Grounds. The chapter meetings have evolved from being hosted by Brothers on the 3rd Saturday of each month to meeting at the Aberdeen Proving Grounds’ Officers Club on the 3rd Friday of each month We currently meet at the American Legion Post in Bel Air on the 3rd Friday of each month
From 1974 to 2000, the Chapter was a beacon of support to youth and community projects, which included monetary donations and manual labor, while it sustained sixteen to twenty members Projects included but were not limited to Black Youth in Action (BYA); Sickle Cell Anemia Annual Walk-A-Thon sponsorship; Black History Month Essay Contest and Book Readings at Bakersfield Elementary School; Lifetime NAACP Membership; Halloween Dance and Annual Kappa Boat Ride aboard the Port Welcome Riverboat. The Robert M. Brashears Memorial Scholarship was also created in memory of charter member Robert Brashears, a resolute,
relentless, and committed educator in the Harford County Public Schools. Over $150,000 has been awarded in scholarships to young promising students from the surrounding community, in his name.
From 2001 to the present, Aberdeen Alumni Chapter continued to broaden our presence in the greater Harford and Cecil County communities through partnerships with businesses, schools, and other community organizations such as Harford County Public Schools; Historically Black Colleges and Universities (HBCU) College Fair; Havre de Grace Youth Council; and YMCA; Maryland Adopt-A- Highway (Aberdeen); Harford County Parks and Recreation; Word of Faith International Outreach Church (Aberdeen); and Harford County Pan-Hellenic Council (Divine 9) “Top of the East” is the phrase coined by the Brothers due to Aberdeen (MD) Alumni Chapter sitting at the most northern point of the Eastern Province of Kappa Alpha Psi Fraternity, Incorporated. The moniker ensures our brothers focus on the commitment and service to this remote part of the Eastern Province. Also, it becomes a focal point as we continue to build on the legacy of our illustrious founders and charter members through leadership, social action, and public service to the Harford County community and beyond.
Our past fundraising initiatives include the Annual Black and White Ball, Kode-Red, and Golf Tournaments, which have provided the Chapter with funds for social action and scholarships. The Chapter participated in an Adopt-A-School program and adopted the Edgewood Elementary School The Chapter provided school supplies to students to support back-to-school efforts, participated in PTA meetings, roundtable discussions, and other events such as career days and trick-or-
treat activities, and served as chaperones for the school’s Valentine’s Day dances. In addition, the Chapter donated electronic tablets for students’ home usage during the COVID-19 Pandemic. The Aberdeen Kappa Foundation was established in 2018 Since its inception, the Foundation has assisted highachieving seniors in accomplishing their academic pursuits through its Scholarship Program. Each year, the Aberdeen Kappa Foundation awards at least four (4) scholarships, ranging from $1500 to $2500 The brothers continue to work closely with our cohorts/sponsors, hoping our relentless engagement will result in lasting growth
As we anticipate the next fifty years, we recognize that more work is needed to achieve our goals. As a result, we are preparing for improvements to current programs and delivery of quality services that meet the needs of our community members. We will also look to expand our focus on programs such as Men’s Wellness, Financial Literacy, and Reclamation. This will align us with the Kappa Alpha Psi Fraternity, Inc national platform through the motto, “Achievement in every field of human endeavor.”

Article XXVI - Membership Current Language: Section 7. Alumni chapters may propose for membership, orientation and intake, any male person of good moral character in possession of at least an AB degree (or the equivalent degree) from a college or university on par with institutions where undergraduate chapters of this Fraternity are established in accordance with the Statutes No person shall be initiated without the affirmative vote of 75 percent of the members of the chapter, in good standing, present and voting at a regular meeting of such chapter
Proposed Language: Section 7 Alumni chapters may propose for membership, orientation, and intake, any male person of good moral character in possession of at least an AB degree (or the equivalent degree) or a Graduate Degree (i e Master’s degree, Professional Doctoral degree) from a college or university on par with institutions where undergraduate chapters of this Fraternity are established in accordance with the Statutes. No person shall be initiated without the affirmative vote of 75 percent of the members of the chapter, in good standing, present and voting at a regular meeting of such chapter.
Rationale: Extends membership in Alumni Chapters to men who may not have received a Bachelor’s degree from an accredited institution, but nevertheless, in the name of achievement, obtained a Graduate degree from an accredited institution.
Amendments not recommended by the committee and not passed for adoption: Proposed Amendment 13 – Chapter Accounting
Submitted by: Grand Board of Directors
Current Language:
Section 4. Undergraduate chapters shall maintain uniform books of accounts and membership records in accord with a system devised by the Executive Committee. Failure of an undergraduate chapter to comply with this Statute shall subject it to a fine levied by the Grand Board.
Section 5. Undergraduate chapters shall make financial reports to the Executive Director/International Headquarters and the Province Polemarch of jurisdiction within ten days following the close of each applicable semester, trimester, or quarter of the school year The reports shall include a summary of chapter indebtedness, cash balance, receipts and disbursements covering the reporting period, a cost inventory of its assets and such other items as the Executive Committee determines
Section 8 All undergraduate chapters shall adopt annual operating budgets They shall promptly forward copies of such budgets to –
B Province Polemarch of jurisdiction
C Undergraduate chapter alumni advisor
Proposed Language:
Section 4. Provinces, alumni and undergraduate chapters, and alumni associations shall maintain uniform books of accounts and membership records in accord with a system devised by the Executive Committee. Failure of a province, chapter, or association to comply with this Statute shall subject it to a fine levied by the Grand Board
Section 5. Undergraduate chapters shall submit financial reports to the Executive Director/International Headquarters and the Province Polemarch of jurisdiction within ten days following the close of each applicable semester, trimester, or quarter of the school year; alumni chapters and alumni associations shall submit financial reports within ten days following the close of the fiscal year The reports shall include a summary of chapter or association indebtedness, cash balance, receipts and disbursements covering the reporting period, a cost inventory of its assets and such other items as the Executive Committee determines.
Section 8. All provinces, alumni and undergraduate chapters and alumni associations shall adopt annual operating budgets. They shall promptly forward copies of such budgets to –
A. The Grand Keeper of Exchequer
B. Executive Director/International Headquarters
C Province Polemarch of jurisdiction
D Undergraduate chapter alumni advisor
Rationale: The additional language makes the requirement inclusive of all reporting entities of the Fraternity (e g , provinces, chapters, and alumni associations) Because all entities of the Fraternity below the International Headquarters create budgets, generate revenue, and incur expenses, the current language in the Constitution and Statutes is mute on financial reporting requirements for provinces, and ambiguous on similar reporting for alumni associations The amended language make is clear that financial reporting and accounting is applicable to all entities, and that relevant financial data should be periodically reported to the newly established Grand Keeper of Exchequer, and possibly the Grand Keeper of Records.
Amendment 20 – Council of Junior Province Vice Polemarchs
Submitted by: Grand Board of Directors
Article XI – Junior Province Vice Polemarchs Council Current Language:
Section 3. The JPVPC shall meet annually for at least a full-day session.
Section 5. The funding of this meeting will be borne 50 percent by each respective province and 50 percent by the Fraternity for each Junior Province Vice Polemarch. The Fraternity will bear the entire cost of the undergraduate members of the Grand Board
Proposed Language:
Section 3 The JPVPC shall meet annually for at least a full-day session. The funding of this meeting will be borne 50 percent by each respective province and 50 percent by the Fraternity for each Junior Province Vice Polemarch The Fraternity will bear the entire cost of the undergraduate members of the Grand Board.
Delete Section 5
Rationale:
Section 5 of the current language references and clarifies the purpose of a meeting that is contained in Section 3. The proper placement of Section 5 is within Section 3. This is a simple clarification of the intended language regarding the Junior Province Polemarchs Council
Submitted by: Grand Board of Directors
Current Language: Article IX, Section 3, Senior Province Vice Polemarchs Council The SPVPC shall meet annually for at least a full-day session. The dates, places, duration, and frequency of such meetings shall be determined by the SPVPC at the closing of the most recent SPVPC meeting and organized by the Senior Grand Vice Polemarch. Section 5. The funding of this meeting will be borne 50 percent by each respective province and 50 percent by the Fraternity for each Senior Province Vice Polemarch.
Proposed Language: Section 3. The SPVPC shall meet annually for at least a full-day session. The dates, places, duration, and frequency of such meetings shall be determined by the SPVPC at the closing of the most recent SPVPC meeting and organized by the Senior Grand Vice Polemarch. The funding of this meeting will be borne 50 percent by each respective province and 50 percent by the Fraternity for each Senior Province Vice Polemarch Delete Section 5.
Rationale: Section 5 of the current language references and clarifies the purpose of a meeting that is contained in Section 3. The proper placement of Section 5 is within Section 3.
Submitted by: Southern Province Council
Current Language: No existing section
Proposed Language: Section 16. No man shall be initiated into an Alumni Chapter that is not the closest to his permanent residence This section shall not apply to men deployed on active military, foreign service, or federal duty
Rationale: Encourages men to get to know and join their local chapter; discourages “chapter shopping ” Makes an exception for men who are deployed or assigned away from home in government service
Submitted by: Southern Province Council
Current Language: No existing section
Proposed Language: Section 6 Alumni Chapters shall have an area of jurisdiction (service area) not to exceed 33 miles from the outermost boundary of the city of designation. Chapters shall not encroach upon the service areas of other chapters. Chapters within cities of designation that are less than 33 miles apart shall form multi-city councils consisting of no less than the chapter Polemarch (or his designee), the chapter Keeper of Records, and at least three other members in good standing from each chapter. The multi-city councils shall meet to deconflict programs and events and ensure that programs and events are not duplicated within their service areas. All multi-city councils shall be monitored by the Province Polemarch of jurisdiction (or his designee)
Rationale: Provides areas of responsibility for alumni chapters and seeks to minimize conflicts between neighboring chapters regarding events and programs within neighboring service areas.
Submitted by: Western Province Council
Current Language: No existing section
Proposed Language: Section 3. Based on our chapters’ desire to honor and model, Kappa Alpha Psi’s stated general membership requirements, desired member qualities, limit potential liability, and to ensure compliance with local, state, and federal laws; any member disciplined by the Fraternity, wishing to return to the specified chapter of discipline shall be required to petition the chapter for membership The member will be required to receive at least 75% of an affirmative vote by the members present and voting at a regular chapter meeting.
Rationale: The Constitution and Statutes of Kappa Alpha Psi Fraternity does not specifically address this issue Past precedent in our fraternity and our Province has allowed Chapters membership discretion We agree with Kappa’s stated membership requirements and desired member qualities that, membership is a solemn commitment. To this Fraternity, the maker of the commitment becomes synonymous with the commitment itself. Membership in Kappa Alpha Psi® is a lifelong dedication to the ideas and lofty purposes of Kappa Alpha Psi®, which considers for membership only those aspirants whose personal, social, and academic qualifications are acceptable to both the College and Fraternity We agree with the Kappa website that, expectations concerning maturity and dedication are made upon new members and established members alike Maturity is more than simply reaching a certain age Maturity to us means
acceptance of reality, the ability to sacrifice and set goals, consideration of others, incisive judgment, emotional balance, development of social skills, intellectual competence, and moral rectitude. We expect our members to be mature. We agree with the Kappa website that, “acceptable qualities of Kappa Alpha Psi
Submitted by: Western Province Council
Membership Intake Current Language: Section 9. The equivalent of an AB degree as used in the Constitution shall mean any earned degree, in contrast to an honorary degree, that normally requires four or more years of academic training at a recognized college or university
Proposed Language: Section 9. The equivalent of an AB or graduate-level degree (received independently from a bachelor’s degree), as used in the Constitution, shall mean any earned degree, in contrast to an honorary degree, which generally requires four or more years of academic training at a recognized college or university
Rationale: The academic world is ever-changing, and there is a recent phenomenon of students being able to attend a college/university to pursue a graduate-level degree utilizing life experience as a basis for acceptance into a program The rationale for this proposed change would be to recognize aspirants who have earned a (non-honorary) graduate-level degree independently of a bachelor’s degree at an accredited institution for candidacy for membership into the fraternity. A graduate degree by nature is more than equivalent to a bachelor’s degree, but the semantics of the language in the statute can be interpreted as; that an aspirant can and should only be accepted for membership if they have earned a bachelor’s degree. This new language would now allow those who have earned their graduate degree to be considered for admission in the fraternity
