As we reflect on the sixth year of the Cincinnati Preschool Promise, there is cause to celebrate our successes. We will take the learning from the last six years to tackle the challenges and continue to do what we know works.
High-quality preschool makes a difference for children, families, educators, and communities. We have kept our promise to prepare our youngest learners for a lifetime of success. That means measurable improvements during preschool, being developmentally on track, consistent attendance, and family engagement that contributes to a healthy, happy kindergartener ready to learn.
As one of only 52 communities nationwide that have made a significant voterapproved investment in early childhood education, Cincinnati is positioned to make a difference for generations of children. Our early and ongoing support to make preschool equitable, affordable, and accessible is critical. We know neighborhoods throughout Cincinnati need more seats to provide a high-quality education for every child and family that needs to be connected to the best preschool sites for them.
This annual report shows we are working hard to address these needs. Today’s investment of resources, time, and expertise in high-quality preschool has an immeasurable return. We will persist in making progress on our 2022-2025 Strategic Plan. Creating a solid foundation for every child remains our focus. We will continue to deliver on our mission, which has kept the promise to ensure every Cincinnati child has access to a high-quality preschool education.

Our region values preschool as an integral part of a child’s education and as an important support for working families. The community acknowledges that the best outcomes are possible with continuous access to high-quality education, beginning with preschool and ongoing engagement throughout a child’s educational experience. This is especially true for children with the greatest need. Kindergarten readiness and third-grade reading are shortterm benefits of increased participation in preschool. The longer-term benefits, from middle school through high school, will produce a more qualified workforce and community.
Cincinnati Preschool Promise is possible thanks to a significant investment from taxpayers. In 2016, and again in 2020, a five-year Cincinnati Public Schools levy was approved with overwhelming support. The levy allocated $33 million per year to strengthen K-12 education and $15 million per year to expand access to quality preschools.
68% of preschoolers who received tuition assistance through the Cincinnati Preschool Promise showed up for kindergarten ready to learn, as measured by the 2022-2023 Overall Ohio Kindergarten Readiness Assessment Revised (KRA-R).
111 preschoolers have access to high-quality learning experiences.
9 preschools in CPP’s Quality Improvement Program earned 3-stars or more on Ohio’s SUTQ rating system.
90% of parents surveyed would not have been able to afford the total cost of preschool without tuition assistance from Cincinnati Preschool Promise.
120 teachers were supported with Teacher Promise Grants, encouraging them to continue their careers in early childhood education and reducing the turnover rate at community preschools.
CPP’s Year 6 Evaluation showed that on the KRA-R: CPP TA participation increased the odds of Overall Demonstrating Readiness by 41.5% and the odds of being On Track in Language and Literacy by 83.3% when statistically controlling for the other predictors.
More than 9,500 Preschoolers have received CPP Tuition Assistance since 2017.
Over 1,895 Preschoolers received CPP Tuition Assistance in 2022-2023 through the CPP/CPS partnership.
To date, nearly 5,330 applications have been approved.
99 high-quality Tuition Assistance Providers were added to the CPP network.
103 Quality Improvement Providers converted to Tuition Assistance by earning a 3-, 4-, or 5-star Step Up to Quality rating.
Teacher Promise Grants and Staff Support Funds supported 372 Teachers from 162 CPP Preschools.
More than 1,499 Preschoolers participated in Early Learning Sessions.
CPP TA preschoolers enrolled in CPS kindergarten scored within Approaching or Demonstrating performance levels on the KRA-R at a higher frequency (between 5.6 (Columbus) to 21.9 (Akron) percentage points) compared to average scores from the largest school districts in Ohio.
CPP TA preschoolers who live in high-risk neighborhoods show increased language and literacy compared to similar preschoolers not participating in Cincinnati Preschool Promise.
The launch and expansion of 10 Peanut Butter & Jam pilot programs show positive pre-post trends.
A complete view of the impact, progress, and effectiveness of the Cincinnati Preschool Promise can be found in the Year 6 Evaluation conducted by INNOVATIONS in Community Research and Program Evaluation, Children’s Hospital Medical Center.
This year, 936 children were able to attend community preschools with tuition assistance from Cincinnati Preschool Promise. CPP enables families who qualify to receive the essential financial support that makes a high-quality preschool education possible. While families may receive financial assistance from other sources to send their child to preschool, too many families simply can’t afford this educational necessity for their child. Cincinnati Preschool Promise fills this gap as the “last dollar in” after other funding sources are used. The average tuition assistance provided for each preschooler is $7,400. The investments made through the Tuition Assistance program benefit not only eligible families but all children and families that attend the preschool. Families can apply for Tuition Assistance at any time and are encouraged to enroll throughout the year.
The Tuition Assistance program supports families who:
• Have preschoolers aged 3- or 4-years old by September 30;
• Live within Cincinnati Public Schools boundaries;
• Live at or below 300% of the Federal Poverty Level (FPL), which equates to about $83,250 for a family of four.

More than 135 community preschool sites in the CPP network include family childcare programs and centers. All share our commitment to making preschool education equitable and accessible for Cincinnati families, as demonstrated by their willingness to meet CPP’s rigorous guidelines. To be a part of the CPP Tuition Assistance Network, community preschool sites must:
• Achieve and maintain a 3-star or higher rating on Ohio’s Step Up to Quality Rating and Improvement System;
• Meet all Ohio Department of Job and Family Services licensing requirements;
• Accept families who are part of the Ohio Department of Job and Family Services’ Publicly Funded Child Care Program;
• Participate in annual CPP trainings and briefings on policies, procedures, and best practices in early childhood education.

According to U.S. Census data, during the pandemic, preschool enrollment for 3and 4-year-olds crashed to its lowest point in 25 years.
Over the last five years, CPP Tuition Assistanceeligible 3- and 4-year-olds who attend preschool has increased by 10%, despite the pandemic. Our goal is to increase enrollment by an additional 5% by 2025.
“This was an unprecedented year for us. After several years, I was able to move from a homebased preschool into a 12,000 square foot building fulfilling a long-held dream.” Jones comes from a family of childcare Providers. Her grandmother and father are the inspiration for the preschool legacy she has built. Champion Childcare was founded based upon the words of Dr. Rita Pierson, an educator who said, “Every Child Deserves a Champion — an adult who will never give up on them, who understands the power of connection, and who insists that they become the best that they possibly can be.” Those words sustain her even now.
“Cincinnati Preschool Promise helped me build the foundation for a successful business. The coaching I received and the training opportunities for my staff got us through the difficult times,” she adds. “We were able to get the resources we needed to improve to our curriculum and provide deeper educational opportunities for our preschoolers, Jones continues. ”Our programs and activities focus on providing a balanced education, increasing children’s exposure to the world around them, and building social and emotional skills. Cincinnati Preschool Promise made much of that possible.”
Quality Improvement (QI) initiatives support Community Providers working to create and sustain high-quality learning environments. With CPP support, each preschool site creates an individualized coaching plan to help them reach three or more stars on Ohio’s Step Up to Quality (SUTQ) five-star rating system. SUTQ recognizes and promotes research-based learning and development programs that exceed licensing, health, and safety regulations, leading to improved outcomes for children. Plans include goals for professional development and credentialing for teachers, student assessments, family engagement, and instructional practices proven to support a child’s development and learning.

Providers are investing in building quality daily, but it can take significant time to gain, increase, and maintain a quality rating. That’s why our QI program is essential to ensure the accessibility and availability of high-quality preschool seats. It helps more providers reach high quality faster, maintain developmentally appropriate practices, extend Tuition Assistance to more families, and expose more students to the benefits of a quality preschool education.

Sira Soumare embraces her African heritage and takes the traditions learned from her family in Mali to enrich her preschoolers’ learning experience. As a result, she has created a richly diverse educational environment for her preschoolers at Ready Set Learning Center LLC.
Soumare opened her preschool five years ago. She stresses the importance of giving preschoolers a strong foundation for future learning. As a lifelong learner, she takes every opportunity to expand her knowledge. She encourages her preschool families to do the same.

“NAEYC defines “developmentally appropriate practice” as methods that promote each child’s optimal development and learning through a strengthsbased, play-based approach to joyful, engaged learning. Developmentally appropriate practice recognizes and supports each individual as a valued member of the learning community. As a result, to be developmentally appropriate, practices must also be culturally, linguistically, and ability appropriate for each child.”
“Cincinnati Preschool Promise has professional development workshops and coaches that help me work on the business aspects of my preschool,” she says. “What I am learning has helped me communicate better with my parents.” Soumare likes the flexibility of CPP’s professional development courses. “The CPP staff is open to suggestions from Providers on areas of interest to us. They have also been very good at providing classroom supplies and additional educational equipment for our preschoolers.”

The biggest challenge to preschool sites maintaining a quality learning environment is recruiting and retaining a qualified workforce. Personnel costs are the most significant single expense for any preschool. CPP’s grants help to recruit, retain, and compensate those in early childhood education careers.
Teacher Promise Grants provide up to $4,000 to lead teachers employed at a CPP preschool that is part of the Tuition Assistance program. As a condition of the award, recipients must continue their professional development. Teachers who earn a degree or additional educational credentials are also eligible for bonuses.
The Staff Support Fund provides $3,000 per lead teacher for preschools in the Quality Improvement program. Funds must be used to offer retention, recruitment, or advancement bonuses; offset costs for health insurance or other benefits; supplement teachers’ wages; or pay for formal education in a degree-granting program in early childhood education.

With more than 220 positions vacant in childcare and preschool sites throughout the City, the accessibility and availability of quality preschool education are at risk. Without teachers, classrooms cannot operate at full capacity, and some cannot open. Collaboration, innovation, and consistent investments are needed to keep the promise of equitable wages for the preschool workforce. CPP has prioritized the following initiatives to support educators, leaders, and emerging professionals in the CPP network.
• 4C for Children Child Care Careers Program offers Career Navigators for those on early childhood career paths. Financial stipends, paid training, guidance on state requirements, and job preparation assistance are available.
• Teacher Completion Grants support Cincinnati State students in finalizing their Early Childhood Education coursework. Eligible students are placed at a CPP preschool for hands-on experience with the goal of permanent employment.
• Conference and Professional Development Scholarships are given in partnership with the Ohio Association for the Education of Young Children, the Southwest Ohio Association for the Education of Young Children, and the National Association for Family Childcare to provide educational opportunities that Providers could not otherwise afford.
Those with a Child Development Associate (CDA) Credential are now guaranteed college-level credits for their professional accomplishments. The CDA Industry-Recognized Credential Transfer Assurance Guide (ITAG) was approved in Ohio in May, solidifying decades of discussion around clearer educational pathways for those working in childcare and preschool settings. We appreciate our Cincinnati State Ealy Childhood Education Program partners championing this opportunity.
CPP Plus are strategic initiatives that intentionally focus on equity, access, and family engagement and that support Kindergarten readiness. A preschool experience that provides a solid foundation for a lifetime of educational achievement and success requires support for the whole child and the whole family. Innovative ideas are selected based on parent requests, educator insight, successful pilot projects, responses to our quarterly community survey, public input, CPP’s competitive Pitch Night, and our annual evaluation.
Community leaders, parents, and authors volunteered to share their favorite books to inspire and encourage our youngest learners and build a strong foundation for family literacy. Studies show reading is the key to lifelong learning if you can instill the love of reading early on. CPP’s Promise Reader library is available on our YouTube channel and Facebook Community Page. Families can connect to the Readers at any time for a fun and engaging way to spend time together, promoting a child’s development and well-being.
These virtual sessions are an open forum to engage and share information with parents and others in the Cincinnati community. Reaching families through Facebook Live and providing an opportunity to ask questions keeps families engaged and focused on what makes a preschool experience successful. Current national and local issues concerning early childhood education are discussed. Popular topics have included vaccinations, helping picky eaters, bedtime habits, and transitioning to kindergarten.
The Back-to-Preschool Jam brings the community together to celebrate the start of the new school year. The Cincinnati Recreation Commission has generously shared park space and facilities for a funfilled day of learning activities, including creating musical instruments, arts, face painting, and a concert featuring local musicians from Peanut Butter & Jam. This annual event showcases early childhood education activities with children, providers, volunteers, and prospective CPP families.
Smart Start Backpacks are filled with play-based learning supplies that preschoolers can use outside the classroom. Recognizing that every moment is a learning opportunity, parents requested materials that reinforce classroom experiences. More than 1,200 backpacks were delivered to CPP preschoolers. Thanks to support from Union Bank, Guardian Savings, the African American Chamber, and the Village Preschool every backpack includes a copy of The Night Before Preschool to reinforce the routine of regular attendance in a fun and interactive way.
ALT In Classrooms is student-led experiential learning that integrates teachers, families, peers, and the community into a preschoolers’ wholechild development. Students are given unique play-based experiences that provide new perspectives and build relationships and skills about the world around them.

Kindergarten SPARK
CoStars Early Childhood Services K-SPARK is designed to recapture what children lost during the Pandemic. K-SPARK combines an evidence-based year-round home visitation program (Supporting Partnerships to Assure Ready Kids) with Family Readiness Groups. The overarching goal is for children to enter Kindergarten ready to learn by:
• Engaging children in accelerated individualized early learning experiences that include connection to support services to address developmental needs;
• Providing parents with networking opportunities and tools to build their confidence and families’ Kindergarten Readiness and;
• Collaborating with CPP’s community providers to enroll and uplift children’s learning.
CPP Providers who participated in K-SPARK reported that children increased their routine of coming to school, participated more in class, and improved their ability to focus on tasks.
With the generous support of the Greater Cincinnati Foundation, first funded by the Black Giving Circle, CPP offers a series of business-focused workshops for our network of Community Providers. A 10-week workshop series, specialized boot camp sessions, and individual coaching helped providers navigate the complexities of being a small business owner. Providers refined business plans and created marketing strategies while identifying resources to generate revenue growth. A team of local Certified Business Advisors provides ongoing support to make the business of early childhood education sustainable.

Musical Journeys provides weekly, in-class, preschool music education instruction and enrichment opportunities through PB&J Family Concerts. Music-rich environments help preschoolers’ overall brain development. CPP preschoolers who participated in Musical Journeys improved in socialemotional, physical, language, cognitive, literacy, and mathematics assessments from fall to spring.

These sessions stimulate brain activities and primes them for learning all the skills they need to grow and develop. CPP’s Provider Council includes single-family childcare and multi-site programs that influence CPP decisions and priorities. Each member lends expertise and shares insight on implementing CPP’s mission. Recommendations from the Council are incorporated into CPP’s annual work plan, communications strategy, and strategic goals.
Our network of community providers takes a break during the day with a virtual coffee and connects with their peers. The time is devoted to discussing emerging issues in early childhood education, tackling regional challenges, and sharing effective practices in a Provider-only space.
The Cincinnati Preschool Promise defines equity as a shared community responsibility for addressing the opportunity gaps that exist within our society and impact our students’ ability to reach their full potential. In pursuing our mission to expand access to highquality preschool, we take strides to counteract the contemporary and historical impact of bias, prejudice, and discrimination that have led—and continue to lead—to these gaps in opportunity and outcome.
We focus on equity in three areas:
1. Representational equity as the proportional participation in Cincinnati Preschool Promise’s programs;
2. Resource equity as the distribution of Cincinnati Preschool Promise resources to close equity gaps and
3. Equity-mindedness as the demonstration of an awareness of and willingness to address equity issues among Cincinnati Preschool Promise leaders and staff.
The Cincinnati Preschool Promise adopted this Equity Policy in 2019 and continues to represent the core principles of our governance, operations, and mission delivery.

The cost of providing a high-quality early childhood education in our region is calculated to be from $13,195 to $15,300 per student, per academic year. This year, CPP’s Tuition Assistance Program provided a maximum reimbursement of up to $9,948, with reductions for other funding sources. This leaves a gap of up to $5,352 that must be covered by fees charged to parents or providers operating at a deficit. One of CPP’s strategic priorities is identifying and cultivating funding to address the shortfall.

Both individuals and organizations are welcomed as CPP ambassadors and can be a part of the Promise Team in the following roles:
Social Media Influencer — Like, share, and post CPP information on your social media account and share with your networks.
Community Voice — Sign up to receive our quarterly newsletter, participate in our community surveys, and access fun family-centered resources that support early learning.
Connectors – Introduce CPP to organizations and groups that share our commitment to all of our stakeholders, including preschoolers, families, caregivers, teachers, and small business owners.
Outreach Team — Attend community events, parades, festivals, & fairs to distribute info and share your excitement about CPP. A CPP Outreach kit is waiting for you.
Promise Readers — Read your favorite children’s book and create a video for our YouTube library to support family literacy.
Support CPP Plus with a contribution that makes special initiatives to support kindergarten readiness possible. Did You Know:
$3.50 buys a The Night Before Preschool book for a child, encouraging their excitement about the year ahead.
$10 provides monthly postcards to keep a family engaged in the developmental milestones of our youngest learners and The Night Before Kindergarten storybook.
$100 provides a classroom with a Calm Corner Kit and Calmee the Caterpillar, helping children learn how to regulate their emotions.
$500 funds one month of Musical Journeys sessions in a preschool classroom. CPP’s partnership with Linton Chamber Music’s Peanut Butter & Jam has consistently helped students advance in literacy, math, and social-emotional development.
$5,000 supports our Back-to-Preschool Jam, bringing together all children, families, teachers, and providers in the CPP network for a day of educational play and fun to kick off the new school year.
