E-bike safety in Pleasant Hill

Since2020,PleasantHillPDhasseena noticeableincreaseinpeopleriding e-bikesande-scooters,includingchildren. Unfortunately,e-bikeinjuriesandfatalitieshavebeenontheriseinrecentyears aswell.ThePleasantHillPoliceDepartmentwouldliketotakeamomenttooffer sixe-bikesafetytipstoeveryone,inthe hopesofkeepingourcommunitysafeand injury-free.

Knowyoure-bikeclassification. Did youknowthattherearedifferent typesofe-bikeclassifications?Before purchasingorrentingane-bike,ensure youarefamiliarwiththee-bikeclassificationyou’rechoosing.

Wearahelmet. Intheeventofafallor anaccident,ahelmethasthepotential tosaveyourlifeandprotectyoufrom moresignificantinjury.Everyoneaged 17oryoungerisrequiredbylawto wearahelmet(andifyouhaveaClass 3e-bike,ahelmetmustalwaysbe worn,regardlessofyourage).

Bemindfulofyourspeed. E-bikeshave thepotentialtoreachspeedsof20 milesperhourormore,butthefaster yougo,thelongerittakestosafely stop,turn,orotherwisereacttothe environmentaroundyou.Maintaina speedthatallowsyoutorespond quicklyandsafelywhileriding.

Payattentiontotraffic. Whenriding yourbicycle,followtherulesofthe road—thesameasyouwouldifdriving avehicle.

Makeyourselfseen—andheard. We recommendoutfittingyourbikewith reflectivelight,aswellasabell. Know(andobey)citylaws. Lawsregardingelectricbikescanchangeand varyfromcitytocity.Familiarizeyourselfwiththerulesoftheareayouplan tobikein.

What is the Traffic Safety Commission (TSC)?

TheTSCconsistsofcitizenmembers, whoareallvolunteers,partneringwith theCity’sEngineering,Planningand PoliceDepartments.Ingeneral,thecitizenmembershaveallhadtransportation orsafety-relatedexperienceintheir careers.

ThepurposeoftheTSCistoaidthe CityCouncilby:

Conductingstudiesoftrafficproblems,asrequestedbytheCityCouncil oruponinstigationoftheTSC,andasa resultofsuchstudiesmakereportsand recommendationsonchangesinpolicy and/oradministrationwhensuch changesaredeemedappropriate.

Holdingmeetingswithrepresentatives fromneighborhoods,shoppingareas, orotherareasofthecitytohearcomplaints,suggestions,andconcerns. WorkwithvariousCitydepartments andotherlocalgovernmentstoimplementrecommendedchanges wheresuchchangescanbe

implementedbyadministrative action.

Initiatetrafficstudiesonitsown initiativeinanareaofgeneral concernintheCity,inaneffort toanticipateandsolvetraffic problemsforpedestrians,bicyclists,andmotorists.

TheTSCmeetsoncepermonth throughouttheyear.Theseare publicmeetingsthecommunityis invitedtoattend.Duringthe meeting,participantsmaypresenttheirviewsonspecific agendaitems.Thereisalsoa publiccommentperiodwhen theycanbringtraffic-related concernstothecommission. Thoughthecommissionmay notrespondtoconcernsraised atthattime,theTSCcanadd themtotheagendaofafuture meetingfordiscussion.

How C.O.R.E. serves the unsheltered in Pleasant Hill

InPleasantHill,theCoordinated Outreach,Referral&Engagement (CORE)programcontinuestoserveas avitalfrontlineresponsetotheunshelteredcommunity.Astheneedfor supportivehousingandservices grows,CORE’seffortsremainfocused oncompassion,connection,and long-termhousingsolutions.

Since2018,theCityofPleasantHill hascontractedwithContraCosta HealthService’sCOREprogramtoprovidestreetoutreach.In2024,CORE served6,048individualsinContra Costa,including116peoplewholost housinginPleasantHill—a20% increasefrom2023.WithdeeppartnershipsinplacewithPleasantHillcity staff,ContraCostaHealth(CCH)programs,andlocalhousingnonprofits, COREprovided2,812essentialservices

toPleasantHill’sunhousedcommunity members—rangingfromhealthcoordinationtohousingnavigation.

Adeeperlookshowshowrising housingcostsaredrivinghomelessness.Accordingtothe2024California HousingPartnershipNeedsReport, rentersinContraCostamustearn over$43/hourtoaffordtheaverage monthlyaskingrentof$2,269.Meanwhile,Stateandfederalfundingfor housingproductionandpreservationinContraCostadroppedby75%, andnearly7in10ofunhousedresidentsliveoutdoors.

Tomeetthegrowingneeds,CORE addednewteamstoworkwithhospitals,jails,anddetentioncenters.These teamsbeginhousingplanningbefore discharge,helpingtopreventpeople frombeingreleasedtothestreets.It’s ashifttowardearlierandmoreeffectiveinterventions.

Olderpeopleareoftenperceivedas beingsadandlonely.Someare,butothersarebusywithfriends,hobbies,and activities.Connectingwithothersinall stagesoflifeisvitaltohappiness.

Retirementpromisesleisuretimeasa rewardforyearsofhardwork.However, someretireesmissthesenseofpurpose thatcomeswithworking,andneedto findpurposeandfeeltheycancontribute.Forsome,thatneedcanbefilled throughvolunteerism.

Firefighting helicopter returns to Contra Costa County AsofJune1,2025,theContra CostaCounty’scontractedaerial firefightinghelicopter,“Copter1,” isofficiallyoperationalforthe 2025summerfireseason.StationedattheByronWildfire Center,thehelicopterwillbe availableforwildfireresponses throughoutthecountythrough theendofOctober,withtheoptiontoextendservice dependingonweatherandrainfall.

Copter1,thesameaircraftusedinthefallof2024,is equippedwithabellytankandsnorkelsystemthatcancarry 300gallonsofwaterandallowsforaquickrefillfromnearby watersources.Thehelicopterwillbestaffeddailyfor10hours withahighlytrainedcontractpilotandaFireDistrictofficer whowillbeabletoprovidereal-timecoordinationwith firefightersontheground.

Havingalocallybasedhelicopterimprovesresponsetimes andensuresaerialsupportisavailabletoourwildlandincidents.Thetwo-million-dollarcostoftheprogramisbeing fundedbyaone-million-dollarsubsidyfromPG&E,withthe remaininghalfbeingfundedbytheContraCostaCountyFire ProtectionDistrict’sgeneraloperatingfund.
