Certainareashavebeendesignated bytheFederalEmergencyManagement Agency(FEMA)asSpecialFloodHazard Areas(SFHAs).Therearecurrently approximately700homeswithinthese floodzones.SFHAsareareaswithinthe 100-yearfloodboundaryasmappedby FEMA.A“100-yearflood”referstoa floodlevelwith1percentorgreater chanceofbeingequaledorexceededin anygivenyear.Thereisa26%chancethat astructurelocatedinaSFHAwillbeinundatedbya100-yearfloodduringthelife ofa30-yearmortgage.Incomparison, theriskoffireisapproximately5%inthe sameperiod.Smallerfloodshavea greaterchanceofoccurringinanygiven

Floodinsurance

Thereareseveralwaystohelpprotectpropertyfromdamageduetoflood hazards.Pleasebeawarethatthefollowingexamplesmayormaynotbe economicallyfeasibleorpracticalfor everysituation:

InJuly2012,Congresspassedthe Biggert-Waters-FloodInsuranceReform Actof2012,whichrequiredFEMAto makeanumberofchangestotheNFIP. Eachyearmanytreesarecutdown,orexcessively trimmedthroughouttheCityofPleasantHill.Whatmanydo notknowisthatsomeofthesetreesareprotectedbythe City’sTreePreservationOrdinance.Inmanycases,the removalofatreerequiresreviewandapprovalofa City-issuedTreeRemovalPermit.TheCityreviewsapproximately80TreeRemovalPermitapplicationsannually.

Ifyouplantoremove,relocateorexcessivelytrimatree, beawarethatapermitisrequired.EachapplicationisevaluatedbystaffapplyingthestandardswithintheTree PreservationOrdinance(PleasantHillMunicipalCodeSection18.140.110).Theordinanceisintendedtoencouragethe preservationoftreesthroughoutthecommunityand ensurethereplacementoftreeswhenprotectedtreesare removed.TreesareanimportantcomponentofPleasant Hill,theyimprovetheCity’snaturalandscenicbeauty,contributetotheCity’suniquecharacterandidentity,andeven tempertheeffectsofextremetemperatures.

Whenanapplicationisreceived,staffreviewsthematerialstoconfirmifthetreeisprotectedundertheTree Preservationordinance.Aprotectedtreeincludes,butisnot limitedto,thefollowing:

IfitisanativeOakoranindigenoustreewithatrunkdiameterofnineinchesorlarger(measuredat54inches abovetheground),

Anon-nativetreewithatrunkdiameterof18inchesor larger(samemeasurementasnotedprior),or

Eagle Scout shows initiative and compassion at PHIG

EagleScoutcandidateParkerSmithcontactedthePleasantHill InstructionalGarden(PHIG)toimprovethecompostingsystem educationalareaforupcomingclasses,eventsandworkpartiesand tocreatemoreopportunitiesforvisitorstolearnfromthegarden.

Littledidanyoneknowhisprojectwouldmorphtoincludea rebuildingofthearborandrehangingofthedisplaycasesthatwere dismantledbyvandals.

Afterthecompostingarboranddisplaycasepanelswerediscovereddeliberatelydismantled,aweeklaterthearborwasrestored byParkerSmithenlistingthehelpofhisfamily,swimclub,and friends.HisteamrebuiltitusingGoogleEarthphotos.Smithalso rehungtheeducationalpanelcase,andthenproceededwithhis Eagleproject.

Thecompostingsystemeducationalareaisviewedbyvolunteersandvisitorsatthegardenregularly,andbycommunity members,schoolstaffandstudentsdaily.Visitorsareencouraged totakealookandseehowtopracticemoresustainablegardening andrecyclecarbonintothesoil.
