City of Pleasant Hill Climate Action Plan

TheCityofPleasantHillrecentlybegandraftingits firstever2025ClimateActionPlan(CAP).TheCAP willbearoadmapoutliningtargets,timelines,and strategiesforreducinggreenhousegas(GHG) emissions,whilepromotingsustainable development,resilience,andequitythroughout thecommunity.

TheCityintendstoadopttheCAPby2026andwillincludetargetsthatreflect thosesetbySenateBill32(SB32)toreduceGHGemissionsby40percentbelowthe 1990levelsby2030andAssemblyBill1279(AB1279)thatrequiresachievingcarbon neutralityby2045.

TheCityhasselectedaconsultant,BlueStrikeEnvironmental(BSE),toassistin creatingtheCAP.BSEhitthegroundrunningandhasstarteddatacollection, researchingbestpracticesandapplicableregionalplans,andstartedapreliminary frameworkfortheCAP.InlateJanuaryandearlyFebruary,theCityheldtwocommunityworkshopstocollectfeedbackonbestpracticesfrommembersofthe public,localnon-profitgroups,localandregionalagencies,andallotherinterested partiesthatwillshapetheCity’sCAP.

Whilegovernmentscansignificantlymitigateimpactsinthewaytheyoperate, individualscanmakeadifferenceinthewayweliveourdailylives.JoinPleasantHill asitsetsacourseforcommunity-wideclimatechange. Permit-Ready Accessory Dwelling Unit (PRADU) Program

TheCityispleasedto announceitsnew“Permit ReadyAccessoryDwellingUnitProgram” (“PRADU”)tostreamline thepermittingforhomeowner’sseekingto constructadetached AccessoryDwellingUnit (ADU).ADUsareseparateresidentialdwelling unitsthatprovidecompleteindependent livingfacilities(kitchen, bathroom,livingspace)locatedona lotwithaproposedorexistingprimaryresidence.

Homeownersmayalsochoose betweenthreeuniqueexteriorelevation styles,Bungalow,CaliforniaRanchand Modern.

Throughtheprogram,PleasantHill homeownerscandownloadpre-approved, building-permit-levelplansforthree uniquedetachedADUsasfollows:

Plan1: 350-square-foot,studioADU

Plan2: 636-square-foot,one-bedroom/one-bathroomADU

Plan3: 798-square-foot,two-bedroom/one-bathroomADU

Eachunithasbeendesignedto accommodateafullkitchen,livingarea, andlaundryfacility.Additionally,each floorplanmeasureslessthan800square feetinfloorareaandthereforequalifies forastreamlined,“buildingpermitonly” reviewperStateLawandtheCity’sADU Ordinance.

TherecentL.A.wildfiresunderstandably havebroughtintosharpfocusthe importanceofsafetyandemergency preparednessforcommunitiesand localgovernments.

Fortunately,Citystaff,working withadisasterpreparednessconsultant,spendstimeeach yearonemergency operationstraining. Engaginginscenario-basedtraining coveringawiderange ofpotentialsituations, staffpreparesfordisastersandemergencies

Toutilizetheprogram,homeowners willneedtodownloadtheplans,provide asiteplanshowingtheADUontheirspecificlot,andsubmitabuildingpermit applicationandpayrequiredpermit fees.Pleasenotethathomeownersare notrequiredtoselectaplanfromthe PRADUprogram,individualADUbuildingpermitplansmaycontinuetobe submittedifpreferred.

throughtabletopexercisesheldinthe City’sEmergencyOperationsCenter (EOC).TheEOC,whichmaybeactivated foravarietyofreasons,isthecentralized locationofemergencyresponseand recoverysupportoperationsusedbythe Cityduringlarge-scaleincidents.Inthe EOC,Citystaffandagencyleaderscoordinateinformationandresourcesto provideaid,assistance,andrecovery.

TheCityconducteditsmostrecent trainingonFebruary20,2025,when staffsimulatedan emergency responsetoascenarioinvolving multiplepipeline explosionsinthe City.Partnering withrepresentativesfromother PleasantHillagenciessuchasthe PleasantHillRecreation&ParkDistrict,DiabloValleyCollegePolice, andCommunityEmergency ResponseTeam(CERT)members, Citystaffworkedcollaborativelyto adapttoever-changingconditions throughouttheexercise.Providing staffandtheiragencyand communitypartnerswiththiskind of“hands-on”approachensures theCityispreparedforlarge-scale emergenciesrequiringEOCactivation.

Someofthemostprevalentcasespolicedetectiveshandleinvolveincidentsrelatedtoscamsandfraud.Fromthreateningemailsdemanding paymentfortaxdebttotextmessagesclaimingthereareunpaidfinesand fees,itappearsthatphishingandscammingareontherise.Infact,the GlobalAnti-ScamAlliance(GASA)reportsthatover$1.03trillionwaslostto scammersin2024.

Whatisphishing?

“Phishing”referstothefraudulentpracticeofsendingemailsortext messagesclaimingtobefromreputablecompaniestopersuadeindividuals todivulgepersonalinformation,suchaspasswordsandcreditcardnumbers.Inmanyofthesecases,thesetextmessagesandemailswillinclude linksthatwillpromptyoutoawebsitewhereyou’reaskedtoenterpersonal information.

Protectyourselffromphishingattemptsbyknowingsomeofthesignsto lookfor.Herearefourofthemostcommontrendsinthesetypesofscams: Watchforurgentandthreateninglanguage. Anyurgentorthreatening emailregardingfinesorfees(suchasmessagesrequiring“immediateaction”oran“urgentresponseneeded”)islikelyaphishingscam.

Lookoutforstrangeemaildomainsandmisspellings. Ifanemailclaims tobefromareputablecompany,likeMicrosoftoryourbank,butthe emailisbeingsentfromanotheremaildomainlikeGmail.com,or microsoftsupport.ruit’sprobablyascam.

Demandingunusualformsofpayment. Noreputableagency,likethe IRS,willrequirepaymentusinggiftcardsorothernon-standardmethods.

Linksthataren’tforlegitimatewebsites.Receiveanemailthatyoudon’t recognizeanditincludesalink?Hoveryourmouseoverthelink,but don’t clickit. Lookattheaddressthatpopsupwhenyouhoveroverthelink. Askyourselfifthataddress matchesthelink thatwastypedinthemessage.Ifnot,itisbogus.
