City Council approves by-district election ordinance

AtitsJuly17,2023meeting,the PleasantHillCityCounciladopted OrdinanceNo.963transitioningthe Cityfromanat-largeelection systemtoaby-districtsystemand adoptingafive-districtelectoral maptobeusedinfutureelections.

TheCitybegantheprocessofmovingtoby-districtelectionsinMarchof thisyear.TheCityreceivedwritten noticetotransitiontoadistrict-based systempursuanttotheCaliforniaVoting RightsAct(CVRA).UndertheCVRA,the Cityhas135daysafterreceivingthewrittennoticetostructureadistrictmap providingcommunitiesofvaryingraces andethnicitiesabetteropportunityfor fairrepresentation,orpotentiallyface litigation.

TheCityCouncilheldseveralhearingstodiscusshowdistrictscouldbe drawn.ACity-hireddemographerprovideddraftmaps,andmembersofthe communitysubmittedseveralmapsas well.Atotalof11maps(featuring five-districtandfour-district-plus-an elected-mayorconfigurations)metthe criteriatobeusedaselectoraldistrict maps.

Afterconsideration,theCityCouncil chosetoadoptMap#5(pictured).With theapprovalofthecouncil,thismapwill takeeffectduringthe2024and2026 electioncycles.In2024,CouncilMembersforDistricts1,2,and5willbe elected,whilein2026CouncilMembers fromDistricts3and4willbe elected.Following2026,allelections willbeby-district.

WhatisaBigbelly?

It’salarge,solarpoweredgarbage canthathasanautomatictrashcompactorinside,allowingittoholdfive timesmorewastethanaregulartrash can.WhenaBigbellyisfull,ittransmitsawirelesssignaltoRepublic Services,tellingthemitistimetobe serviced.

Becauseofthedesign,oncewaste goesin,itdoesnotcomeout.Afully enclosedbinmeansnovisiblewaste andnowindblownlitter,eliminatinga foodsourceforpestsandkeeping yourspacesafer.SofeedaBigbelly whenyouseeone!

Downtown Street Tree Replacement Project

OnJune5,2023,theCityCouncil awardedPhaseIoftheDowntown StreetTreeReplacementProject toSandstoneEnvironmental Engineering,Inc.

Theprojectwillprovidestreetscape improvementsalongCrescentDrive

fromCrescentPlazatoContraCosta Boulevard.

Workhasbegunandwillcontinueforthenextfewmonths.The contractorwillbereplacingapproximately35unhealthyBradfordpear treeswithnewdrought-tolerant, non-floweringChinesepistache ‘KeithDavey’trees.Thecontractor willalsoberepairingirrigation, expandingtheexistingtreewells, andinstallingpaversadjacenttothe replacementtreesalongCrescent Drive.

Businesseswillbeopenand accesswillbeprovidedtoallbusinessesduringconstruction.The projectisanticipatedtobecompletedbyfall2023.Residentsare encouragedtodriveslowlythrough theworkzoneandfollowalltraffic controldevices.

CentralContraCostaSanitary District(CCCSD)hasanupcoming projectinPleasantHilltoconstruct replacementsewerlinesinthe GregoryGardensneighborhood.

Thissewerprojectisbeingdonein separatephases.Theinitialphase includesreplacingapproximately1.2 milesof8”and10”sewersonportionsof ArdithDrive,ElinoraDrive,GladysDrive, NancyLane,BettyLane,andinsome easementsonprivateproperties.The constructionscheduleforthisphaseis August2023toApril2024.

ThisisaCentralContraCostaSanitary District(CCCSD)managedandfunded project.DevaneyEngineering,Inc.is CCCSD’sconstructioncontractor.They willbeinstallingthesereplacement

ContraCostaWaterDistrictisbusymakingimprovementstoensure reliablewatertodayandtomorrow.

Everytimeyoupayyourwaterbill,youarefundingcriticalinfrastructure projectsthatimprovethereliabilityofyourwaterservice.ToensurethatContraCostaWaterDistrict(CCWD)canmeetcustomerdemandsandprovidesafe andreliablewateraroundtheclock,theDistrictinvestsinimprovementsto treatmentfacilities,intakes,pumps, reservoirs,andthe900milesof pipesthatcarrywatertohomesand businessesinthearea.

Overthesummer,CCWDwrapped upaprojectintheGregoryGardens neighborhoodthatreplacedthree milesofpipeandinstallednewfire hydrants,improvingfiresafetytothe area.Additionally,CCWDisreplacing 1,500feetofpipeintheKikiDr.vicinity thathasahistoryofcostlyanddisruptivebreaks.Todeterminewhich pipes,theDistrictlooksatavarietyof factorsincludingage,material,and historyofleaksandbreaks. Proactivelyreplacingagingpipespreventscostlyemergencyrepairsinthe future.

AtitsMay15,2023meeting,thePleasantHillCityCouncil approvedfundingforthe2023Intersection&Crosswalk ImprovementsProject.Theworkbeingdonewillprovide improvementsatthenineintersectionscurrentlymonitoredin themorningandearlyafternoonduringtheschoolyearbythe City-providedschoolcrossingguards.

Additionally,theintersectionofVikingDriveandMorello Avenuewillreceiveimprovementsintendedtosafeguard pedestriansandcyclistsusingtheintersection.Designofthe projectiscomplete,withconstructiongettingstartedthisfall withanexpectedcompletionbytheendoftheyear.

Pleasant Hill Garden Study Club turns 75 years old

Seventy-fiveyearsago,backin1948,afew friendsgatheredinaPleasantHilllivingroomto “talkgardening.”Theycontinuedtomeetregularly,andthuswasbornthePleasantHillGarden StudyClub.

Oneoftheirfirstprojectswastohelpplant treesinthenewly-developed“Poet’sCorners” subdivision.

In1986,theclubactivelyparticipatedinthe celebrationoftheCity’s25thAnniversaryandthe35thAnniversaryof thePleasantHillRecreation&ParkDistrict.

Theannualplantsalebeganmodestlyin1970withafewcardtables andplantspottedintincans.Thesale,alwaysonthedaybefore Mother’sDay,isnowtheclub’ssignaturepublicevent.Aportionofthe plantsaleproceedsaredonatedtoareagarden-relatednonprofit groupsorprojects.

Currentlywithabout130members,theclubmeetsmonthly(except inJuly)at7:00p.m.onthefirstTuesdayatthePleasantHillCommunity Center,320CivicDrive.Thepubliciswelcometoattend.

Eachmeetinghasafeaturedspeakertalking,andoftenshowing slides,aboutsubjectsthatinterestgardeners.Topicsincludedrought tolerantplants,herbsandvegetables,propagation,landscapingideas, sustainablepractices,pestmanagement,pollinators,andmore.Membersalsogoonperiodictripsandtourstospecialtygardens,nurseries, farmsandotherdestinationsofinterest.

WhentheCityofPleasantHill upgradedcitymonumentsignsin2016, thePleasantHillInstructionalGarden (PHIG)askedtorepurposeoneforsignageinthegardentomarkthe reconfiguredentrancetothegarden afterthePleasantOaksParkrenovation in2014-2015.Itwouldmaketheentry clearerforvisitors.

Thesignhaddeterioratedovertime. PartneringwithMt.DiabloHighSchool’s ACMEAcademy,teacherMarcoCastro taskedhisComputerIntegratedManufacturing(CIM)studentstorefurbishthe signandusingalaserengraver,theycre-

atedthewords“InstructionalGarden”to hangunderneaththeoriginalsign.

Thesignwasdisplayedatthewest entrytothegardenduringthe2017Earth DayeventatPHIG,butwasremovedby PleasantHillRecreation&ParkDistrict. AfteritwasrecoveredbyPHIGvolunteers,itwaitedsixyearstoagainbe restored,repainted,installedanddisplayedbyEagleScoutWillBareshtohelp PHIGreconnectthePleasantHillcommunityanditssupportforPHIG.

Tax-Aide program looking for new volunteers

AARPTax-Aideislookingforvolunteerstobecomemembersofa teamprovidingfreetaxpreparation serviceinContraCostaCounty.They needindividualswithdiversebackgroundsandexperiences.Whileprior taxpreparationexperienceisbeneficial,itisnotarequirement.The programprovidescomprehensive trainingandongoingsupportto ensureallvolunteersfeelconfident andcapableintheirroles.

VolunteerpositionsincludeTax Counselors,whoaretrainedby Tax-AideandcertifiedbytheIRSand ClientFacilitators,whoschedule appointmentsandassistclientsat taxsites.
