Violence in schools across the Free State continues to rear its ugly head, with sexual misconduct tilting the scale
In addition to the rage seems to be sporadic cases of assault involving learners and teachers
The Free State Department of Education has confirmed the immediate suspension of a male teacher amidst allegations of sexual misconduct
The latest case is that of a 34-yearold teacher of the Mamelleng-Thuto Secondary School in Bothaville, in the Lejweleputswa District
Howard Ndaba, spokesperson for the department, said the matter had been referred to the Education Labour Relations Council (ELRC) while the police are continuing with the investigation This pertains to the alleged rape of a 14-year-old learner in Gr 9
Ndaba said the teacher’s suspension followed his arrest and appearance in the Bothaville Magistrates’ Court on 23 May
“The incident reportedly occurred on 17 May and was reported to the police the next day, followed by the opening of a criminal case The learner ’ s mother reported the incident to the school principal on 19 May”
He said following the police’s investigation, the educator was arrested on 22 May after allegedly attempting to evade arrest
“The department has referred the matter to its Labour Relations Directorate for further investigation and internal disciplinary processes A precautionary suspension has been issued to the educator with immediate effect, pending the outcome of both the criminal case and internal disciplinary procedures”
Ndaba said the department had

arranged psychological support for the affected learner
“Monitoring and support for the learner will continue to ensure a full recovery, ” said Ndaba
He also confirmed the suspension of two teachers at schools in Bloemfontein: a 31-year-old teacher at the Dr Böhmer School of Skills, and a 30-year-old teacher at the Dr Viljoen Combined School
The incident at Dr Böhmer pertains
to the alleged assault of a learner on 26 March, while that of Dr Viljoen is regarding the alleged rape of a 17-year-old learner The latter reportedly happened before the writing of her matric final exam during October last year
Ndaba said all cases have been referred to the ELRC, while the department also continues with its investigations
“The 17-year-old victim did write
her final exams at an alternative venue The school provided transport to and from the venue, including collection at home,” said Ndaba
The teacher fingered in the Dr Viljoen case was reportedly granted bail during his appearance on 23 April, having been remanded in custody since October last year
Ndaba said part of the teacher’s bail conditions included not accessing the school premises; also, not having
contact with the learner
Dr Julia Maboya, Free State MEC for Education, stressed: “The safety and well-being of our learners is our highest priority We have zero tolerance for any form of abuse or misconduct within our schools”
To date, the ELRC reported there had been 12 cases of sexual harassment and abuse of learners by teachers in the province referred to it for the 2024-’25 period

Wheelchair donation eases

The Bloemfontein-based team of a support organisation for Amway Business Owners (ABO) has changed the lives of numerous community members who are reliant on wheelchairs for mobility
The organisation, Network-21, donated brand-new wheelchairs to at least eight learners of the Tswellang Special School, with an additional 16 given to members of the community
These weelchairs were officially handed to the recipients at the school on 24 May
Eliza Mosia, spokesperson for the Network of Caring, said the wheelchairs alleviated the difficulties of the persons that depend on them She added that mostly the new wheelchairs replaced those in a poor condition
The ABO and volunteers, under the leadership of Mampho Mosese, a retired forensic social worker, facilitated

The South African Local Government Association (Salga) has reiterated its concern that a mere 45% of municipalities received a clean audit outcomes
This is on the sideline of the Auditor-General’s (AG) 2023-’24 Municipal Audit Outcomes report which the Auditor-General of South Africa (AGSA) released recently
This translates to 41 municipalities with clean audits, from 34 in 2022-’23 and 2023-’24 The other municipalities which did not achieve or improve are being flagged as being chronic due to irregular, unauthorised, and wasteful expenditure All 24 municipalities in the Free State which include district, local and the only metro being the Mangaung Metro, are draped in the culture of wasteful and unaccounted expenditure of funds Municipalities that have consistently maintained clean audits since 2016-’17 are mostly governed by the opposition party, the DA These include the Midvaal Local Municipality in the Gauteng while the rest are in the Western Cape These are the Cape Winelands District Municipality, Overstrand Local Municipality, Witzenberg Local Municipality, and the Cape Agulhas Local Municipality
Salga stated that well performing municipalities are responsible for managing over R378 billion, or 66% of the total local government budget of R575 billion
“This is an indication that most public funds are being managed with a degree of accountability These municipalities should be studied and benchmarked for the replication of their governance models across the country This is commendable and reflects the commitment of municipal leadership and officials to uphold financial discipline, internal controls, and consequence management This improvement must be sustained and scaled across all municipalities”
The municipality watchdog stated that improvements reflect stability in the audit outcomes, with 140 municipalities (55%) achieving unqualified and clean audit outcomes
“However, Salga remains deeply concerned that 45% of municipalities received audit outcomes that fall below the standard of unqualified audits This ongoing underperformance signifies the need for urgent
The non-submission of financial statements and the recurrence of fruitless and wasteful expenditure must be decisively addressed”
Salga stated that as part of its ongoing support, it will intensify its efforts to build leadership, governance, financial management, and institutional capacity in municipalities through its progammes
The DA in the Free State announced it will request Dr Zwelini Lawrence Mkhize, the current chairperson of the Portfolio Committee on Cooperative Governance and Traditional Affairs (Cogta), to summon all the municipalities that did not submit their financial statements on time to the AG to come “They must report as to why they have failed to do so The DA is not surprised by the AG’s remarks in the Municipal Fincance Management Act (MFMA) 2023-’24 report, made to the National Council of Provinces (Ncop)
Tsakani Maluleke, the AG of South Africa, said that five out of seven municipalities that fail to submit regular financial statements are from the Free State They are Mafube, Kopanong, Mohokare, Masilonyana, and Maluti-A-Phofung The report stated that the Free State is one of three provinces with the most prevalent poor-quality performance reports and municipalities with the most unfunded budgets
“The AG said that action should be taken at the provincial executive and legislative levels to address the negligence of some municipalities in submitting financial statements on time The DA is concerned, however, that the ANC-controlled executive and legislature will fail to take action to cover up their people,” said David Mc Kay, DA spokesperson on Cogta in the Free State Legislature
He said the report also revealed more adverse finding
“More shocking evidence is that the Free State has not seen a single clean audit in nine years, and the last clean audit we saw was in 2016 Free State municipalities spent R66,54 million on consultant fees and lost R1,5 billion on fruitless and wasteful expenditure
“When calculated, this translates to almost R400 per capita for the province This is close to six times more per capita than Gauteng, which has close to five times our population,” said Mc Kay
Roadmap focuses on striking a balance
The Mangaung Metro Municipality’s (MMM) executive mayor, Gregory Nthatisi, plans to focus on striking a balance between a range of elements for the full recovery of the kaput municipality
He has committed himself to strive towards improving governance and the metro’s financial health until he is ready to pass on the baton to the seventh administration
Nthatisi was speaking during the presentation of the budget for the 2025-’26 financial year of the ANC-led metro on 27 May, in the Mangaung Indoor Sport Centre in Bloemfontein
The strategic balance approach seeks to deal with chronic wasteful expenditure spanning some decades due to an apparent lack of consequence for mismanagement and improving financial health to deliver much-needed basic services to residents of the metro
A sharp eye will be kept on Nthatisi to gauge his ability to implement his roadmap to attain the full recovery of the metro, and effectively manage funds allocated for key projects
His confidence to ride out the storm stems from the stability gained in filling some critical positions in the administration department He attributes this stability to “ a mutual respect and political tolerance that exists”
Nthatisi revealed the funds allocated to the metro amounted to R301,57 million in the 2025-’26 period, and R319,46 million and R334, 87 million in the two outer years in relation to capital projects To complement these allocations, he has committed the city to improving the revenue collection rate and strengthening debt collection mechanisms
“This includes the disconnection of defaulters where necessary We are partnering with Centlec in this regard to ensure an effective and results-driven collection This partnership will ensure that not only the water will be disconnected, but the supply of electricity will be denied until a debt settlement agreement is signed or outstanding debt is paid
up, ” said Nthatisi He explained that planned tighter measures arose from the metro’s relief to residents in the writing off of a total of R82 million on R206 million

Boxing warrior’s life of purpose saluted

Free State boxing has been dealt another low blow following the passing of Edward Moferefere Dhlamini.
The boxing fraternity laid to rest one of its warriors on Saturday, 31 May, in Senekal He was 54 years old
The reach of Dhlamini’s ability was notable It extended to serving as a preacher at the Methodist Church in Bloemfontein Also, he taught at the Lekhulong Secondary School in Bloemfontein
Boxing was his chosen sport, and
he possessed the quality required for this sporting code
Dhlamini’s stint in boxing spans more than a decade He hung up his gloves in 2004, ending his illustrious career after starting to box professionally in 1993
He retired with a professional record of 26 fights in total: 13 wins, 12 loses and one draw He competed in at least three divisions – featherweight, lightweight and middleweight
Being among the top ten seeded in the South African boxing rankings during his era, Dhlamini was a warrior who waged fierce battles against opponents such as Nkos-
inathi Moholo, Petrus Ramaebeebe, Cassius Baloyi, Jack Mathys, Joseph White and Samuel Kebede Many of these he faced in pursuit of annexing prestigious provincial, national and international titles
On Saturday, his sister Sibongile Dhlamini delivered the eulogy

Double-dipping beneficiaries warned to set things straight

Several beneficiaries of child support grants paid out by the South African Social Security Agency (Sassa) in the Free State are at risk of forfeiting the grant, starting the cycle of June Approximately 11 692 beneficiaries are affected, according to Sassa
The state agency in a statement made it clear that these individuals
have been identified as potential double-dippers – earning an income whilst benefiting from the grant Sassa, in collaboration with registered credit bureaus, has identified approximately 210 000 social grant beneficiaries nationally, including 25 612 in the Free State, who appear to be receiving an income that was not truthfully disclosed to the agency “These individuals are required to

A suspected sexual predator who targets children, from Brackenfell in the Western Cape, reappeared in the Dewetsdorp Magistrates’ Court on Monday, 2 June
The 50-year-old man’s identity cannot be revealed – both due to safety reasons and the ongoing police investigations regarding the alleged crime, which is said to have been committed against children
The suspect is facing multiple charges of child sexual exploitation He was arrested concerning alleged cyber sexual offences involving minors in Dewetsdorp, 73km south-east of Bloemfontein
The man was traced and arrested in the Western Cape on 26 May He first
appeared in the Blue Downs Magistrates’ Court on 28 May The state then transferred the case to Dewetsdorp
Sgt Mahlomola Kareli, provincial spokesperson for the police, said the Free State Provincial Serial and Electronic Crime Investigations unit (SECI) is the response team that arrested the man
This unit falls under the Family Violence, Child Protection and Sexual Investigations (FCS) unit

I am seated with a friend and my son in our favourite restaurant in Bloemfontein My son listens to our conversation as I note that “the 49” (or 59 as some reports suggest) Afrikaner migrants, incorrectly and problematically afforded refugee status through executive order by the Trump administration, have landed in America. Their departure from South Africa is called the “Great Tsek” on social media We laugh conspiratorially
South Africans respond to most situations with a trademark humour that inspires much hilarity We repeat the in-joke, or reference, in multi-cultural and multi-classed spaces: taxis, buses, lecture halls, around a Sunday braai, in a coffee shop, between co-workers, etc We evoke the reality of co-created belonging through shared humour Our humour, a shared South African-ness irrespective of historicised divisions of race, class, creed or gender, masks our discomfort, or psychological and emotional pain
Whether we are fighting for Tyla’s “right” to self-define as coloured – whilst ridiculing and stereotyping colouredness – and interrogating black Americans’ failure to interrogate the context of coloured in South Africa; or “beefing ” with Nigerians through e-hailing apps about which is the wealthiest African country; or disowning Elon Musk in a vituperative fashion; South Africans have a unique, enmeshed and complex affinity and loyalty to each other This loyalty is an organic response to a perceived threat, or a show of appreciation or forgiveness South African humour and loyalty are revealed on TikTok, Instagram, and X (formerly Twitter) On these platforms we deconstruct the perceptions and slights of “ordinary” South Africans as we digest and metabolise the news together, as South Africans, and as global citizens in conversation with other global citizens We find solace in our derision, and the truth etched onto the edges of that laughter The phrase Great Tsek is an incisive commentary on the double-edged nature of the 49ers’ departure As South African stayers imagine saying that to the 49ers, they remind us of a sociocultural memory in which white Afrikaners would chase black people from their farms with the word “voertsek” And in return, based on commentary from a few of the emigrants, we can duly imagine the 49ers exclaiming “voertsek” as they took off from the OR Tambo International airport Thus, the phrase points to a rejection that is mirrored by those who stay and those who leave The reasons for emigration are multiple, but this particular departure underscores a severance of ties with the land of their birth, our humour, and much more that embodies a particular national expression of humanity The 49ers are not Europeans; much less American They are South Africans, and we are a complicated mengelmoes of peoples who embody various amalgamated traditions, languages, orientations, humour, oppressions and battle scars
Violence, risk and resilience are endemic to the South African narrative, no matter which ethnic tributary you lay claim to as you arrive here on the shores of a contemporary South Africa Those who speak, who stay, who wrestle with the inadequacies of the state, birth South Africa’s next chapter in which every lineage and narrative has value
We navigate turbulent racialised, ethnicised and citizenship currents, potholed roads and jagged promises of well-being for all in rickety boats, maladapted vehicles and kaalvoet, together Our sailors, wayfarers and leaders – the ordinary South Africans – are not necessarily seasoned or adequately equipped; and the shoreline of our dreams is unfamiliar, with the horizon blurred and distant But for those who stay, the vision of a South Africa that supports the well-being of all her citizens inspires us to put our shoulders to the wheel, and to live not only for ourselves but for others

Property fraudsters made an example of

Two men found guilty of defrauding at least two people via an illegal estate agency in Bloemfontein have been sentenced, with one of them having no other option than to spend time in prison
The Bloemfontein Regional Court sentenced Teboho David Kolokomane (52) and Teboho Diamond (43) on 9 May
This followed their conviction early in February after they had been found guilty of fraud – arising from failure to refund two victims who had purchased properties
The victims had proofs of purchase concluded in 2012, and these were presented in court as part of compelling evidence against the accused
The sentencing was the result of an investigation conducted by the Bloemfontein Hawks’ Serious Commercial Crime detectives
WO Fikiswa Matoti, provincial spokesperson for the Hawks, said that Diamond had been sentenced to ten years ’ direct imprisonment, while Kolokomane was sentenced to a fine of R60 000, or three years ’ direct imprisonment and an additional three years She said three years were wholly
suspended for five years, on the condition Kolokomane is not convicted of a similar crime
The Hawks discovered the fraudsters illegally operated an estate agency under the now defunct company Kolokomane and Partners in Bloemfontein
They were not registered with the Estate Agency Affairs Board (EAAB) This is the regulating body for estate agents in South Africa
In September 2012, the one victim made a deposit into the accused’s bank account, in a transaction pertaining to a house According to the Hawks’ findings, Diamond and Kolokomane had used the house as bait and defrauded unsuspecting victims
In the wake of several unsuccessful attempts by the victims to have the properties transferred into their names, and subsequent attempts to be refunded, the convicted fraudsters failed to refund the two victims – R120 000 for the house and also R50 000 for site, respectively
Property fraud in this city nothing new
A big case of this type of fraud involved business partners Teboho Samuel Taso and Mo-
mofumahadi Annah Molelekoa, who were sentenced for defrauding 64 clients in Bloemfontein
They swindled them via their estate agency Senotetsha Property Developer and Quick Step Trading 545 They were sentenced in November 2019 after the court had found them guilty of defrauding 64 clients of an estimated R5,6 million combined The fraud was committed during the period of 2011 and 2013
The court sentenced Taso and Molelekoa each to ten years ’ imprisonment, wholly suspended for five years The suspension was granted on the condition that they were not found guilty of fraud or theft during the period of the suspension and that they reimburse the complainants according to the repayment schedule as ordered by the court The first payment was due on the last day of January 2019, and the final payment would be the last day of January 2023 The police investigation revealed the specific properties were never for sale According to evidence presented in court, victims deposited different amounts of money into the business accounts of the convicted property fraudsters

Talks to strike an enterprising deal between Moroccan-born coach
Abdeslam Ouaddou and the Marumo Gallants have proven to be no go. The parties were negotiating contract extensions after Ouaddou remarkably guided the club towards retaining its prestigious Premier Soccer League (PSL) status this just-ended 2024-’25 season
The Gallants ended in tenth position on the premiership log, falling short by two points to secure a berth in next season ’ s top-eight competition Ouaddou managed this within his initial three-month period, having taken over the reins in early March
In general football terms, a good deal between coaches and teams in South Africa is two years, with an extension thereof
In the Gallants’ case, talks did appparently not materialise Ouaddou announced his departure on Saturday, 31 May, via a media statement shared on his Facebook page
