Sarah Campbell 16 years old, Steven Gaudet 39 years old and Winifred McDonald 88 years old, all left us in just the past few weeks, passing from this life to eternity. Each was extremely active in our community in their own way and had touched many lives.

Benjamin Franklin once wrote in a letter, “in this world nothing can be said to be certain, except death and taxes.” I would like to say he was wrong but I’m not sure that I can. What about life itself? Shouldn’t it be the only things that are certain in life are Life, Death and Taxes? I mean what is life without life anyhow. Okay, now I really am just rambling, but hear me out. Can one live without life? Well, yes, he or she can, many do it every single day. Some are only going through life, only to go through the motions.

Then there are those that stand out and shine so brightly in their living that they put others to shame. Yet death is certain and comes to them both. Death is no respecter of age or person, with that being said, it is with a heavy heart that I write this month’s “PR Ramble”.

Steven, known as Captain Gaudet, served his town with a smile and with pride. He was also all about his family. Many would see him playing ball in the front yard with his two sons daily. He was a wonderful husband, father, neighbor, Captain, and friend.

You may wonder why I am taking time to write about these that are no longer with us? But really, are they not here? I beg to disagree. These three and many more that have long left us are what makes us who we are in PR. These three have left a lasting legacy in PR that will not soon be forgotten. I believe we should look to those that have passed, those that have inspired us, those that inspired our town, and we should not allow their legacy to die. Please don’t get me wrong. I do not believe in worshiping people or idolizing them in any way. However, when we see others bring such life, it is our responsibility to share what they shared with us. If they could, I believe they would say, “Carry on PR! Carry on!”. No, there will never be another like Sarah, Steven, or Aunt Winnie but we honor them by serving and loving our God, our family, our friends, and our community just like they did.

I would like at this time to offer my deepest condolences to their families. May you be blessed by the memories of those that shared so much life with everyone they met. We are PR. Stay safe PR and always serve with a humble heart.

REPARATIONS? FOLLOW THE MONEY AND INCLUDE ALL RESPONSIBLE PARTIES

Arguments for reparations for Black citizens has been an issue for the past 30 years or so. A grievance about being forcibly taken from your homeland and transported thousands of miles to a new land and way of life has merit. It’s even partially responsible for the 1619 Project, a New York Times essay compilation intended to remake much of American history with a much distorted viewpoint.

How do we address this issue? Certainly not like schoolyard bullies, who demand your lunch money…. or else. The following scenario is one way to determine where possible reparations funding needs to come from: Let’s begin with a panel of Black historians, religious leaders, recognized and responsible civil rights figures and business entrepreneurs. Size of the panel to be determined. It would be the charge of these people to research several things: 1. Which African countries and tribes were responsible for the capture and resulting sale of their brothers and sisters to outside elements? This would be the biggest and most exhaustive portion of the research issue but vital to its success. It’s where this saga all began at its most evil and should be the biggest source of potential reparation.

2. Which New England distillers and textile companies took part in their share of the trifecta that made the practice of slavery hugely profitable? That should be much easier because our Yankee brethren keep such meticulous records of their history, heritage, etc.

3. What about the English shipping companies who provided transportation for the enslaved souls? Records should have been kept and those can be researched to create a paper trail to the 21st century.

4. There must be records of the West Indies companies who manufactured the molasses to make rum distilled in New England. This is the third leg of the slave to molasses to rum trifecta. And don’t forget the inclusive role of cotton farming.

5. Finally, the families and companies of Southerners and Northerners alike who created a captive work environment for African slaves, whether on a plantation or in a factory or similar work atmosphere should be recognized and included as the farming of cotton and sugar cane comes to mind.

6, Politicians are also to blame. This panel needs to expose the corruption of our politicians and so-called civil rights leaders who used Black citizens to gain personal and political advantages over the decades. This insidious practice is no less reprehensible than other forms of discrimination and forced compliance. Let these ensconced elites ante up in this reparation game as well.

There are no easy or simple steps to this issue. Guilt and intimidation will not work and as in any legal battle, the plaintiffs need to be prepared to offer sound arguments and evidence. But it is doable and if there is any legitimacy to the claim, it will come out.

However, it wouldn’t be a quick fix by any stretch of the imagination.

Most of the rest of us, including many citizens of color, are descendants of immigrants. The majority of our ancestors had it rough and faced discrimination or worse yet we are not seeking compensation for their trials and tribulations. It is different for descendants of Black slaves but the process has to be tempered with reality and practicality and cannot come from taxpayer’s pockets. Most of these descendants had opportunities denied their ancestors, even though the system retained many flaws and inequities. Progress has to be part of the equation as well, imperfect as it has been.

Actually there is another step in this vetting process. The panel needs to determine the lineage of anyone claiming reparations.

This may sound like a devious copout to actually begin reparations, but it is a fact that not every Black family comes from a slave background. Relatively simple research should be able to determine those who have entered the United States through other venues and circumstances.

These responsible parties then can create a financial pool which would be administered by a Black nonprofit organization where funds would not be eaten away by a bureaucracy of administrators and cronies and could not be rerouted to an outlier source.

The biggest question is this: how would this money be distributed? Reparation is not a long-term cash payout but usually a onetime settlement to those who have been wronged. How can it be fairly determined which individuals should receive this money?

Would there be a trust account of some type to be used to administer payment on a case-by-case basis? Would each individual applying be vetted to see the degree of “wrongness” endured and which individuals overcame the stigma and mainstreamed into America? How much would an individual receive? The squeaky wheel here should not receive an automatic payment if that individual has no case.

Will this ever happen? Will true leadership finally begin reemerging after decades of slumber and inattention? Stay tuned, America.

We may never know in our lifetimes but we can always hope because right now we’re running awfully low on dreams and peace as we approach our unique autumn in this Year of Perfect Vision (20/20).

Words to GREAUX by MANAGING NUISANCE WILDLIFE AROUND FRUIT AND VEGETABLE GARDENS

Most gardeners enjoy seeing wildlife in the landscape and some even design their gardens with that idea in mind. However, when growing fruits and vegetables, wildlife become enemy number one. Animals are just like humans in that they need to consume food to produce energy.

They also raise and care for young. Because of these common traits, wildlife can be persistent.

You will never get rid of all wildlife. If that is your goal, then you will be doomed for failure. Instead of complete eradication, look at Will Afton management to reduce the damage caused by wildlife. Be okay If you lose a few figs, a tomato, or a couple of snap beans. Strong healthy plants will produce an abundance of fruit that can be enjoyed by everyone. Think of it like a threshold or a level of acceptable lose. The most effective management plans are based on integrated pest management (IPM) concepts. IPM programs incorporate several strategies all layered together with the idea to reduce pest pressure. Do not let the fancy words fool you, these are the same practices that professional growers use to keep wildlife out of their crops.

Positive identification is crucial in an IPM program because every pest has a different management approach.. Once a pest is identified, the next step leads into evaluation. During this phase, I find it easy to ask yourself questions. How much damage has been done? Is it more than my predetermined level of acceptable loss? Should I intervene and implement a control measure? As pest pressure increases towards the predetermined level of acceptable loss you will need to take steps to reduce and those steps can be grouped into categories.

Cultural Control Measures 1. Maintain healthy plants by providing adequate fertility and irrigation. Healthy plants can withstand heavier pressure than unhealthy plants.

2. Practice crop rotation. For those with several raised beds in different areas of the yard, rotate various vegetable crops around when possible. This will not only help to manage disease but will also help to prevent the annual feeding from some wildlife.

3. Trap crops. Plant or allow trap crops (wildlife attractants) to grow to provide food and shelter away from desirable plants. Many native plants such as American holly (Ilex opaca), American beauty berry (Calicarpa americana), elderberry (Sambucus canadensis) hawthorn trees (Crataegus spp.), and wax myrtle (Myricas cerifera) produce an abundance of fruits (and seeds) which many bird species are attracted to. Allowing many of the above plants to grow and thrive in an opposite area of the yard can help to relieve pressure in backyard fruit and vegetable gardens.

4. Stop feeding wildlife. The use of birdfeeders and other wildlife feeding stations attract and congregate nuisance wildlife in the landscape. This includes deer feeders. Limit the use of these products to small areas away from desired plantings.

Mechanical and Physical Control Measures 1. Trapping. Many nuisance wildlife can be trapped and relocated. This method can highly effective. However, relocation presents another step. Nuisance wildlife operators with the Louisiana Department of Wildlife and Fisheries (LDWF) can help with this type of control method.

2. Exclusion and Fencing. Creating a physical barrier is the most effective means to prevent wildlife from coming in contact with home fruit and vegetable gardens. Both above and below ground fencing will physically keep wildlife out of the garden. Various height recommendations correspond to the specific pest. Underground fences, e.g. buried chicken wired, work well on digging pests such as moles. A 4 ft tall fence of chicken wire (1 inch) buried 6 inches will keep out rabbits, both adults and juveniles. Deer and larger vertebrates can be excluded using a 6 ft tall fence.

3. Electric Fencing. Electric fencing can be highly effective but entails another step of monitoring and inspection. If a wire slips off a connector the entire system can be compromised.

4. Individual Plan Protection. Physical barriers around individual fruit trees can be effective in managing nuisance wildlife. DIY projects consisting of t-posts and livestock panels makes for an easy weekend project which can be customized to the specific size of the tree or bush.

5. Netting. Using netting materials to physically cover fruit trees is effective in preventing birds from accessing ripening fruits. Look for woven polyethylene netting with ¾ inch mesh for easy handling and long-lasting use in the garden.

Chemical Control Measures 1. Repellents. Repellents can provide some protection from vertebrate pests. Although the effect is usually temporary at best. Many clients report that coyote urine is the most effective animal repellent.

2. Toxicants. Moles and rats are the only nuisance wildlife where poisons can be used.

Bromethaline and zinc phosphate are common ingredients in these products. Read and follow all label instructions before applying.

The final step of a good IPM program is to evaluate control measures and rate them on effectiveness. What are the results from the control measures implemented? Was damage reduced? Biological systems behave in unexpected ways. As the area around you changes, wildlife pressure can change too. Take notes and record both positive and negative results for later use when encountering different wildlife problems. Have discussions with fellow growers to learn local tips and tricks. Managing nuisance wildlife can be tough obstacle, but with a strong IPM program it can be accomplished.
