Our beautiful community is a community that never stops giving, even during a pandemic. A big thank you to PRHS Principal Priola for the purchase of the personalized graduate keepsake banners which were placed by our railroad tracks for the PRHS Class of 2020 Graduates to pass by during their parade last week. Residents stood along the route clapping, waving, and cheering the 164 Graduates as they headed to the High School for a “Drive Thru” goodbye celebration to PRHS, Faculty & Staff. There has been no word yet on when these graduates will have a traditional Graduation but that did not keep our town from celebrating our Graduates. We are so proud

Several residents from and around PR donated to a “2020 Grad/Community contest”, where the Seniors were asked to send videos to the “What’s Happening Pearl River” community Facebook page. Participates had to wear their caps and gowns and each name a local business that they would like to receive a gift card to . In total $500 was donated to bless the winning seniors and to be put back into our community by purchasing gift cards to local businesses. Speaking of business, many of our businesses have begun to fully reopen now that our state has entered Phase one of the “Stay at home” being lifted. Anytime fitness is now fully reopened, also most of our restaurants have begun to reopen their inside dinning.

Yum Yum’s, Two Blessed Girls, El Rios, and Waffle House have all confirmed that their inside dinning will reopen again by the end of May. Lester’s Seafood when asked said they will plan to reopen inside when 50% capacity is allowed by our government, however they will continue curbside service for now. After speaking to Pastors in our community many confirmed their plans on reopening, as they feel it is safe for their congregation. All churches should be reopened by at least mid-June with social distancing guidelines in place. Churches will continue to have online services capable to those not yet ready or unable to return to churches at this time. All business and church reopening’s can be confirmed through their updated Facebook pages. So many changes have taken place in our small town, but many things remain the same, the kindness, generosity, and genuine love for one another in our community. If you are looking for a way to give back and have some fun, you never have to look too long or too hard to find a way in our town. The VFW Post 5174 in Pearl River, LA is hosting a Corn Hole Tournament.

Registration/Check In begins at 2:00pm this Saturday, May 23rd and the Tournament will start at 3:00pm. Location for this fundraiser will be at the Lions Club on Calhoun Street in Pearl River. Registration cost is $40/team. 1st and 2nd Place teams will be paid (60/30) the remaining 10% and all food sold will go to the VFW to help with scholarships, Toys for Tots, Thanksgiving dinners and other events throughout the year that the VFW participates in. Jambalaya & Fried Fish plates will be available for $10/plate and until gone.

Tony’s Take GOVERNMENT GETS IT RIGHT; PPP MONEY COMES THROUGH WITH NECESSARY CHANGES Despite recent lawsuits filed by major newspapers and other entities against the SBA to release information pertaining to which fat cat businesses received government funds they don’t need, the Payroll Protection arm of the relief and stimulus packages (CARES) has been fine-tuned to level the field for small businesses, like this publication.

The PPP, as its known, promises a low-interest loan to primarily meet payroll expenses for employers of less than 500 people, which includes virtually everyone in my industry. Most of the papers applying for funds received them quickly, to the point that many have reached the end of their eight-week ceiling for using the money to defray payroll and other costs.

In the beginning, the Administration indicated the money would be forgiven if at least 75% of the funds were used for payroll-related items and the remaining funds for business mortgage interests, rents or utilities expenses. Whether that forgiveness includes a partial or full forgiveness of income tax levied on the funds is still being determined. One possibility is that whatever percentage of the funds were used for payroll-related items, that portion would not be taxed and only the remaining percentage of the total up to 25% would be taxed. So, if a $20,000 loan awarded to a company would have $16,000 applied to payroll, then only $4,000 would be taxed as ordinary income, not the full dollar amount of $20,000. In this example, 80% of the funds issued would be treated more as a grant than a loan.

However, even as a loan, the SBA decided to change the terms from a ceiling of 4% interest and 10 years to pay off the unforgiven portions to a flat 1% interest rate and two years to pay off the loan. Both guidelines offered an initial 6-month hiatus for businesses to begin paying, but interest costs, if any, would begin at the dispersal of loan funds to the company.

In any case, using the funds for eligible expenses would free up other income to pay other expenses and investments in the business. In this case, the 1% interest rate would be more like a nearly interest-free loan as long as the expenses paid with the funds can be certified and documented by the company.

One of the big sticklers in the original offer in late March was that the funds would be earmarked for employees and a company’s related payroll expenses, not for payments made to independent contractors, who make up a huge percentage of the workforce of smaller businesses. Apparently, someone in the SBA realized that if sole proprietors, self-employed and independent contractors could apply and receive PPP money, why shouldn’t businesses relying on this workforce have their workers’s status receive equal treatment? This was done for the second round of PPP payments and now businesses like mine can claim payroll expenses for non-employees as well as those “on the payroll.” After all, the employment checks our business issues are cashed, banked and spent just like a payroll check. Perhaps this will change the way the IRS regards those not on a payroll system. Independent contractors pay their own taxes and other expenses, usually as a tradeoff for more independence, overlapping employment opportunities, flexible hours, more liberal negotiation rights and a certain freedom from corporate control and general corporate b.s., back stabbing and politics. Most of them like it and wouldn’t change places with a 40-hour “wage slave”.

If you have a good working relationship with your banker and still want to apply for a PPP loan, I would encourage you to do it NOW! Unlike the EIDL (Emergency) funds, PPP regulations have been relaxed and made more business friendly. EIDL money is more liberal with how it can be spent. But the original $10,000 maximum upfront advancement which was to be forgiven, even if a subsequent application for a loan was denied, has been changed. More intelligent heads realized that everyone and their mother would apply for the up to $10,000 advance and many would just forget the back end loan to which the advance should have been tied. Now the advance is granted at the rate of $1,000 for every employee up to 10, which subsequently ties employment conditions into this money and makes it nearly impossible to scam the system. Perhaps the EIDL folks will also change “employees” to “employees and independent contractors”. One can only dream that bureaucracy competence could strike twice during one pandemic.

There’re back! Those adorable, playful, lovable little balls of fur and energy. However, the truth is they never went away. With winters being as mild as they are now, litters of kittens are born year- round.

As the weather warms up, the litters become more plentiful, so plentiful in fact that the supply far exceeds the demand. What happens to the unwanted kittens? They end up in shelters where they are euthanized because there are not enough homes for them, or they are left on the street where they soon contribute to the sadly overpopulated pet situation we are experiencing. By adopting a spayed or neutered cat or kitten, spaying/neutering your own pet, and working to help those that have been abandoned, you can help alleviate the problem of pet overpopulation.
