When you’re out and about in Pearl River make sure to congratulate our newly appointed Fire Chief Jack Dockery. He is possibly one of our youngest Fire Chiefs that our town has ever had, however do not let this fool you, he comes fully qualified and experienced for his new potion. Fire Chief Dockery has served our community through the St. Tammany Fire Protection District No.11 for 17 years, starting out as a volunteer Firefighter in 2002. He and his family are originally from Slidell, La. Moving to Pearl River 10 years ago, he says they are very happy to call Pearl River their home. Chief Dockery had previously served as our district’s Chief of Operations, on Jan. 8th he was appointed to Fire Chief, moving Pamela Little into the position of Chief of Operations. When asked, “What’s next for our fire dept.?”

Chief Dockery said the health of his firefighters is at the top of his list. There are many safety features that District 11 will be adding to insure the future health of his men. As Fire Chief he is responsible for over 11 full time employees, 2 part-time and 10-15 volunteers. Chief Dockery did mention there are full time positions now available and those interested should apply as well as those interested in volunteering. “We are always in need of volunteers that are wanting to give back to their community” he added. Most Fire Departments rely heavily on having volunteer firefighters. He would also like to remind residents that Fire District No.11 has now earned their PIAL Class 2 Rating and this could be very beneficial to you as a resident. Many insurances companies lower their rates based upon the PIAL rating of your local fire district.

Something else you may notice springing up in March may be your water bill. After approximately 25 plus years of our town having a flat rate for water, the meters have been turned on. Your March bill should reflect the difference in cost. The rates are $12 for the first 2,000 gallons used and $3 for each additional 1,000 used.

In other town related news, there will be a public hearing this month to possibly amend the towns livestock ordnance. The original ordinance dates back to 1978 and has changed as our town has grown throughout the years. The last amendment made to this ordinance was in 2002 which had banned chickens, bees, rabbits, ducks and more from being raised inside of town limits. It seems there were issues with chickens and such animals getting loose and destroying neighbors flower beds. The new amendments being made are to allow livestock animals at our local schools through such programs as FFA and 4H. Along with this ordnance residents will once again may be allowed to have chickens, bees, rabbits and possibly more within town our limits. The public hearing is TBA at the next regular scheduled town council meeting.

Tony’s Takes A PENNY FOR YOUR THOUGHTS Back in 1990, I had expanded my television guide, TV Taters, into the Gulf Coast counties of Mississippi. I was on a roll, newly minted in publishing after 22 years of radio, television and agency work and I had a case of publisher’s Manifest Destiny.

While delivering my guides in the Gulfport area, I discovered the office of The Penny Pincher, a classified newspaper with lots of want ads and display ads, no color, a fancy V-shaped classified layout and no fluff. It was founded and operated by Richard Gautreaux, a wiry and fiery Cajun former banker from Carencro, just up the road from Lafayette. Richard and his family were in the third year of operating this publication, which apparently was very popular and successful in Hancock, Harrison, Jackson and Stone Counties.

Richard was behind the desk of what had been a shipping and mailing center but with the success of the paper, had been shut down and was strictly the Penny Pincher. Years later, I would reverse that move, adding Postal Plus to Bargains Plus! and giving my family another business to operate. Richard offered to help me deliver my guides, using his people, as long as I paid them the same thing he was paying them. I was impressed with the offer but declined because the money for such a luxury as paid delivery was not there.

Richard offered other advise, the most important being about my publication. He asked me, “why are you publishing a TV guide?” I told him for the income and he asked me if the listings for the shows was provided free or did I have to pay for them. I told him we paid and then he said, “see my paper? All my content is paid advertising, affordable advertising for the average reader and small businessman and woman. Everyone wants to see their ad and either buy or sell items in this paper. You pay for half of your content and everyone but me pays for all of mine!” I could see it was a win-win situation.

• CHECK TIRES Tires with inadequate tread will pose a hazard to drivers attempting to navigate the road in rain, sleet, or snow. Have tires rotated regularly to guarantee even wear, and replace as needed to ensure safety.

I had never seen a shopper, want ad paper, classified flyer…you name it. Then he said, “you should start one in Slidell. If you don’t, my family is bugging me about expanding and that’s where I’d go, and then it would be too late for you.” He was right and I took his lessons to heart when I began Bargains Plus! less than a year later (after two other shoppers began in late 1990 but both were out of business by February of 1991).

• CHECK LIGHTS Visibility on the road becomes a very serious consideration during the winter when days are shorter and the darkness seems to creep in earlier and earlier. Check that headlights and taillights are all operational, as well as flashing hazard lights, should you need them.

Richard and I agreed to stay out of each other’s territories unless one of us decided to throw in the towel, as Richard did in 1993 in Pearl River County, where we expanded after Richard called me to tell me about his decision to pull out. Even after Richard’s death in 1995, the agreement was honored.

• TAKE CARE OF PAINT Harsh winter conditions can have a damaging effect on your vehicle’s exterior. While most may wash their car or truck more frequently in warmer weather, washing and waxing in winter months can help prolong the life of your paint.

In recent years, the Gautreaux family has suffered numerous deaths and tragic circumstances and with the erosion of papers like ours, advertisers and readership have declined. On December 20th of last year, they printed their final paper….31 years of a weekly that thousands depended on, just like they do with this publication.

These few tips will not only keep your vehicle running and looking great all winter, but they will also keep you safe in less than ideal road conditions. In addition to these considerations, there are a few additional steps you can take to boost your own safety:

• ALWAYS KEEP AN EMERGENCY KIT Among the items you should keep on hand in an emergency car kit are a first aid kit, fire extinguisher, flashlight, extra batteries, flares, and jumper cables.

• KEEP YOUR PHONE WITH YOU When traveling, always bring along your cellphone for safety purposes. Make sure it’s charged before you leave, and take along a car charger to boost your battery if needed.

• BE FAMILIAR WITH YOUR ROUTE Be aware of road and weather conditions before you travel, as well as of any areas such as bridges or overpasses that may be particularly hazardous in inclement weather.

We made a decision a few weeks ago to try and fill that void. We’ve begun Penny Plus, a new edition of this paper in the areas where the Penny Pincher existed. And the demand and satisfaction is overwhelming. People still want papers like ours, even with social media penetration. And now the old Penny Pincher readers will also be able to read their new paper online on mobile devices or at home or work, with our flip-page technology which we’re provided for all our publications over the past ten years. We chose Penny to honor the Penny Pincher and Plus, which is the common name in both of our other publications. There is a strong link between the Southern Mississippi area on or abutting the Gulf Coast and the lake, river and Gulf parishes of southeast Louisiana where our two papers have been available beginning so many years ago. Both editions will share advertisers in many cases which will stretch budgets for those using our papers and reading us online.

We welcome our new readers and advertisers and encourage them to send us “want ads” or classified ads, your choice of terminology. And we thank the Gautreaux family for their dedication and hard work that made the old Penny Pincher the talk of the Coast for two generations. We look forward to honoring that commitment and welcome you all aboard.

Lastly, you can attack the weeds themselves. Weeds are just plants that are growing out of place. They can be described as annual (living one year) or perennial (living year after year). This is important to know when selecting herbicides to control them. Herbicides can be described as selective (kills certain types of plants and not others) or non-selective (kills all plants). The most popular non-selective herbicide is glysophate and it can be found in products like Round Up and Hi-Yield Killzall. Selective herbicides are commonly used in lawn situations, especially types that can be applied over the top of lawn with no effect to the turfgrass. Ortho Weed B Gon and Fertilome Weed Free Zone are popular selective herbicides that can be used in lawns. They provide good control of most broadleaf weeds growing in the lawn. Products like Image Nutsedge Killer, Sedgehammer, and Hi-yield Nutsedge Killer provide good control of sedge-like weeds growing in the lawn. All of the products listed above are known a post-emergent herbicides because they are applied to a plant that is already growing. Preemergent herbicides are used to kill plants as soon as they germinate. Annual weeds that come back from a seed are best controlled using pre-emergent herbicides. Dimension (dithiopyr) is the most popular herbicide of this type used by homeowners. Apply it in February and again in September for best results. Remember to always read and follow label instructions before applying any type of pesticide.
