Anderson’s body was turned over to the St. Tammany Parish Coroner’s Office to determine an official cause of death. His body was recovered without wearing a personal flotation device.

Four Men Cited For Red Snapper Violations in Plaquemines Parish

Tony’s Take My oldest grandchild was barely 15 months old when she was diagnosed with Juvenile diabetes. She dutifully was tested regularly and insulin administered and as she matured, she began testing her fingers by sticking them with a needle and then finally learned her readings and began giving herself shots. At age 15, it was evident that her sight was going away and despite efforts to slow the process, she became legally blind as a teenager. She began her fully independent mobility last year, moving in with my wife and I while she faced the truth in 2021 that some possible return of her vision would have to wait until more sophisticated retinal procedures were developed. Within two months, she showed an interest to attend the state-funded Louisiana Center for the Blind in Ruston, home of Louisiana Tech and a Mayberry-style community if ever one existed along a major interstate.

Her enrollment began this January and she was housed in a school-provided apartment, a two-bedroom unit with a roommate. She showed her fierce sense of wanting to become an adult when she shooed me and her grandmother out of Ruston the evening of the day we arrived and began setting up her room and her belongings in the common areas of the apartment. She was in a nine-month program which is rated as the best overall program of its type in the United States. She learned Braille, the use of a cane, cooking from scratch for several diners at a time and was enrolled in a computer class where the equipment could have used some updating and perhaps the course curriculum - the only class where she did well but not excellent. Her most impressive instruction came in Shop, where she learned to operate a chop saw, radial arm saw, table saw, router, planer, joiner and drill press without any other safety guides already installed for the sighted. And she had to build things to pass.

LDWF will be the lead investigative agency for this boating fataility. It is unknown at this time what caused Anderson to flip his kayak. LDWF agents and St. Tammany Parish Sheriff’s Office deputies participated in the search.

You probably know the rest of the story. They are now a couple and have moved to Phoenix where he is employed as a Senior Transportation Instructor. She has met his immediate family back in the Midwest and they are compatible. Oh….”T” is also blind, as you might have guessed, losing his sight in an auto accident.

Agents cited Junior F. Rivas, 34, Neptaly D. Rodriguez, 52, of West Memphis, Ark., Marvin Cruz, 41, of New Orleans, and Jose Cruz, 50, of Kenner, for intentional concealment of illegal fish, failing to comply with recreational offshore landing permit (ROLP) requirements, possessing over the limit of red snapper, and possessing undersized red snapper. Rivas, Rodriguez and Cruz were also cited for fishing without basic fishing and saltwater fishing licenses.

The body of David Anderson, 28, of Slidell, was recovered from Doubloon Bayou near Slidell around 11:45 p.m. on Aug. 9.

As she entered the last few months of her stay, our granddaughter surprised us with a visit around the 4th of July. It was evident something was up but we weren’t sure what the secret entailed. A few weeks later, she informed us that she and her boyfriend were coming down to Slidell to visit and for us to meet him. “T”, as we will call him, is older and has children from a former marriage. They met as he was completing his certification to become an AO Instructor, a person who is highly skilled in teaching the visually handicapped what is referred to as Transportation. To watch “T” and my granddaughter navigate our home and shopping areas that weekend was a wonder to behold. Louisiana Tech is only one of three Certification centers in the United States where a person can receive the degree. The others, both in Midwestern states, offered classes as well and “T” attended both schools for training before deciding to head South for his credentials.

Agents learned that Anderson went kayaking alone in Doubloon Bayou around 5:30 p.m. At approximately 10 p.m. Anderson’s father found his kayak flipped over and notified authorities.

“T” has given our family reason to feel that this is a positive step for both. Nothing is guaranteed in this world and for two individuals to strike out on their own in a strange part of the country, working for a similar institute as the Ruston school, asking nothing from us materialistically and by not acting all puppy-loving and bulletproof shows an indication that our rapidly maturing granddaughter has entered adulthood with her eyes wide open, so to speak. It also speaks well of her partner, who has been tempered by the fire of reality and appears ready to live a life of purpose with an equal counterpart. Our tears of happiness and bittersweet parting are dry now, giving way to the understanding that no matter the circumstances, love will find a way. We expect they will return during the holidays for a visit but life has given both these individuals the mettle to deal with situations that would cripple others. Our job as grandparents has been graded well and we have the satisfaction of knowing our Sugar Poodle can handle just about anything life presents to her. -0-

Agents were on a Joint Enforcement Agreement patrol with the National Oceanic and Atmospehric Administration (NOAA)

Louisiana Department of Wildlife and Fisheries enforcement agents are investigating a single vessel fatality in St. Tammany Parish that occurred on Aug. 9.

With the permit they could get red snapper every day for 44 straight days while we were only allowed weekends. Their season has ended but ours recreational (weekends only) is still open. On good days our inshore boats can put you on some good red snapper. Life is Good!

LOUISIANA DEPARTMENT OF WILDLIFE continued when they made contact with the subjects in the Empire Channel returning from an offshore fishing trip.

Intentional concealment of illegal fish brings up to a $950 fine and 120 days in jail. Fishing without a basic non-resident license, fishing without a non-resident saltwater license, possessing over the limit of red snapper, and possessing undersized red snapper carries up to a $350 fine for each offense. Failing to comply with ROLP permit requirements and fishing without a resident basic fishing and saltwater fishing licence brings up to a $50 fine for each offense. These charges will be filed and forwarded to District Attorney Charles Ballay for prosecution.

Louisiana Department of Wildlife and Fisheries enforcement agents arrested a Hammond man for filing false public records on Aug. 16 in East Baton Rouge Parish. Agents arrested Chad M. Milton, 43, and booked him into the East Baton Rouge Parish Jail. Agents began investigating Milton following his homemade boat inspection on his 17-foot aluminum that was conducted on July 8. Milton filed paperwork with the department for a homemade boat inspection on June 6. During the investigation, agents found that Milton falsified documents for his homemade boat inspection. On Aug. 16, Milton admitted to agents about the fraudulent documents for his vessel. Filing false public records brings up to a $5,000 fine and five years in jail.

The men may also face $575 in civil restitution for the replacement value of the illegally taken fish.

There were many children going home with something to be proud of and making permanent memories. One of the boats that was able to make it offshore in the weather we had was able to pick up first place mahi-mahi, and second and third place blackfin tuna. Congratulations Captain and Speakingcrew.

During the inspection, agents found two ice bags hidden in the vessel. The ice bags contained 18 red snapper under the minimum 16-inch size limit. Agents also found that Rivas and Rodriguez did not possess non-resident fishing licenses and that Jose Cruz did not possess resident fishing licenses. None of the men obtained the free LDWF ROLP.

Agents seized 18 red snapper, three mangrove snapper, two spanish mackerel, two pompano, one blue fish, four gafftopsail catfish, and 14 spadefish.

August is almost over. Keeping my fingers crossed goes smoothly the rest of this month and all of September. I am anxiously awaiting the feel of the first chill in the air. But until then, I will be painting things that remind me of the cool Fall temperatures. And with that being said, let me tell you about my project for this time. I found this cute little round bread board at Hobby Lobby in the Fall section. I naturally thought of leaves falling from trees, all the beautiful colors, and how cute these would be painted with different Fall designs. I could picture them hanging from the knobs of the kitchen cabinets or sitting on the dining room table. I decided on doing a series of these. This is the first one. I thought it only natural to start with a scarecrow. I first sanded the board to get off the coating that was already there. After making sure I got all the dust off, I base coated it Toffee, after that was completely dry, I went over that with a wash of Spiced Pumpkin, not too heavy. I Added a little texture with Foliage Green, Burnt Orange, and Burnt Umber. When that dried, I added the scarecrow outline. His hat is Sable Brown, face is Toffee, the hatband is Purple Cow. This was so much fun. I can hardly wait to paint others. I do intend to paint the other side of the board with texture and some sort of wording. I am thinking of maybe doing some metallic paint on the other side. I will play around with that idea and let you know how it turns out. Well, that is my project for this time. What will your next project be? Mine.....I’ll be working on more of these little bread boards.

Roses have a deep history with gardening culture. Wikipedia and other internet resources will tell you that rose gardening has been going on for hundreds of years! You can really appreciate the long association with gardening after looking into all of the different hybrids that have come out of breeding programs over the past decades. Some of the flower forms and color combinations available are truly remarkable.

From the long stemmed hybrid tea roses to the multi-branched floribunda roses, several rose types appeal to a multitude of landscape situations. Groundcover roses offer low growing and spreading type growth habits to help cover large areas of bed. Climbing roses offer artistic appeal as they grow upon wooden fences and cast iron trellises, and garden arbors.

As temperatures start to cool down later in September, the plant will produce a second round of blooms. It won’t be as plentiful as in spring, but just as delightful.

Roses take a beating in the Gulf south. The hot humid climate during the summer months puts a lot of stress on the plants. Blackspot disease can almost completely defoliate a rose bush.

It is possible to transplant roses this time of year, but it is advised to wait later in the year after plants go dormant. Transplant survival increases and high temperatures decrease. If you find yourself looking to add a new rose bush to your garden then take the time now to review mail order catalogues and online plant nurseries for information on new and different roses for the coming year. Garden centers and plant nurseries have their best rose bush inventories right after the New Year when the bare root shipments start to arrive.

5. Apply a light application of general all-purpose fertilizer. There are several products that include roses in the label. Some of which also include an insecticide if insect problems are of concern.

START is an all volunteer 501 C3 organization made up of members who rescue, foster and care for homeless cats and dogs. Our rescues are fostered in the homes of our volunteers until they are ready to be adopted. We are always in need of foster homes, especially for dogs. We greatly appreciate donations of dog and cat food, as well as funds to spay/neuter and provide veterinary care for the rescued pets. We can be contacted by email.
