A couple of weeks ago, approximately 70 New Orleans police personnel were sent to the old Naval facility on Poland and St.Claude in lower New Orleans. The facility had been decommissioned for years and had been purchased by a private investor who had done little or nothing to develop the strategic site. It had become populated with the peaceful homeless, the less than peaceful disenfranchised and confused, the hard core criminal and an assortment of other characters that had become stereotyped from years of The Bowery in New York and countless Skid Rows across America over the past century.

Those officers constituted at least 7% of one of the most undermanned police forces in America…a force so desperate for new recruits that response time over the past 50 years has gone from a few minutes to 15 minutes to up to an hour and finally to “unless someone is still actively shooting, we’ll get there when we get there.”

But this unit could enter a private facility and roust a population that, yes, was an eyesore and yes, was causing a Fort Apache, The Bronx type of situation on the doorstep of the lower 9th Ward. But where was the treasure of the investors in helping clean out the place? While carjackings, muggings, assaults and worse might have been underway elsewhere in the Big Easy, the police were busy serving eviction notices, old school, for private sources.

New Orleans earned the moniker, “The Big Easy” some eons ago, when most visible life in the Crescent City was lubricated with great food, great music and great fun. People could go most anywhere at any time and street smart natives avoided the areas that some foolish tourists wandered into over the years and were given reminders that not everything in Nawlins was beer and beignets.

But crime was relatively under control, events were observed from street patrols and the country’s best mounted police unit and you really had to be stupid or country naive to get your backside into more than an embarrassing or easily recoverable situation.

No longer. People can’t walk anywhere without hoodlum city on the same side of the block. Citizens can’t drive the streets nor the interstate without an increasingly higher incidence of having some ordinance whiz by or through your vehicle. Want to park two blocks from the Sanger for a show? Got your posse and semis with you? How about a walk along the river. You might wind up with your last swim in The Big Muddy, dead… or alive, if you’re lucky.

The romance and mystique have all but taken the last train for the Coast out of New Orleans. My son took his lady and his niece on a haunted house tour last fall and even as I warned him about being careful, his one encounter with a relatively bad actor could have gone south quickly if he hadn’t been the product of those streets in his younger days. He realized what I had warned him about and there will be no more ventures across the lake into the sewer culture created by a series of incompetent mayors and greasy, under qualified civil servants who have left this beautiful city full of fear and filth. It’s not as bad as San Francisco’s selected urinal sites or the greater downtown Los Angeles, whose nickname has gone from “the City of Angels” to “The City of Socialist Angles”. The former is my hometown; the latter is where I graduated high school and college and worked my formative years before setting out into the real world of the rest of America.

Now the criminals are referred to as “bad actors”. Like they are performers in a show, a play, a movie. Let’s call them what they really are: fr….king criminals. These “bad actors” don’t need union cards or an agent and don’t need to overcome a bad performance to make money moving forward. They get everything free the old-fashioned way: they intimidate or steal it and don’t give a damn about the fallout, because there isn’t much. In New Orleans. But there is a much bigger world outside New Orleans where accountability still rules the day which dovetails nicely with the legal and social adjustments this country took too long to implement. And those former groups who were fully or partially disenfranchised by Jim Crow and the days of the Old South are the leaders in telling these “bad actors” “go back to acting school and fly right or you won’t be flying much at all.” They walked the walk and they’re talking the talk. More “actors” just need to listen while the life inside of them has the ability to hear.

Louisiana Department of Wildlife & Fisheries LDWF Agents Investigating Fatal Boating Incident in Tangipahoa Parish Louisiana Department of Wildlife and Fisheries Enforcement Division agents are investigating a boating fatality that occurred on July 23 in Tangipahoa Parish.

Agents were notified about a boating fatality around 4:30 p.m. in Lake Pontchartrain. The body of Hunter Prevost, 21, of Loranger, was recovered around 7 p.m.

According to the other passengers on the vessel, Prevost fell off the front of a 25 foot vessel and got hit by the propeller.

During the investigation, agents detected that the operator of the vessel, Lane Keenan, 22, of Folsom, was impaired and arrested him for operating or driving a vessel while impaired (DWI), vehicular homicide and reckless operation of a vessel.

Vehicular homicide brings a $2,000 to $15,000 fine and five to 30 years in prison. DWI brings a $300 to $1,000 fine and up to six month in jail. Reckless operation of a vessel carries up to a $200 fine and 90 days in jail.

LDWF will be the lead investigative agency for this fatal boating incident. Prevost’s body was turned over to the Tangipahoa Parish Coroner’s Office.

Hope you all are doing well and avoiding the heat and rain as much as possible. It seems as though the rain follows me wherever I go. My backyard is so soggy I am having to cut the grass with a weedeater in between rain showers. I pray we don’t get a hurricane this year. The ground is already so saturated there is really no place for the water to go.

Well, it is summer and I decided to do something that was fun. To me nothing says fun more than having a picnic. This is a new exclusive design by Laurie Speltz. for her private Teamworks group. I do have permission to paint and sell this design, as I am a member of the group, so if you would like one simply email me and I will respond as quickly as possible. I will have some of her completed designs for sale at Academy of Our Lady’s craft show Nov 5. I am working on Fall and Winter pieces now. But, let me tell you about this cute piece. The background has many deminsions to it, first the base coat, then 2 layers of stenciling, some dry brushing, and a thinned wash of color, and finally some spattering. Then the design is added and painted on. I just love the happy ants enjoying their summer fun on the watermelon. They are so carefree.

I will be having some scarecrows and of course Gnomes coming up for Fall from various artists. And while supplies last, you will receive a free gift with purchase.I hope you will be able to come and see us on Nov. 5 at Academy of Our Lady’s Craft Show. I promise you will not be disappointed. Words to GREAUX by MIMOSA VINE, MIMOSA STRIGILLOSA HOW A NATIVE PLANT CAN BECOME WEED

Most weed scientists will tell you that a weed is nothing but a plant that is growing out of place. When growing a turfgrass species in a home lawn environment, anything that is different from the turfgrass species Will Afton would be considered a “weed” using that definition. Even if that plant has an appealing look, texture, or a standout feature. That’s exactly how I classify the plant mimosa vine, Mimosa strigillosa.

Mimosa vine itself is native to the Southeastern United States. It is a member of the legume family, Leguminosae. That should sound familiar to an informed gardener because it includes all peas and beans. Plants in this family have a strong association with soil microbes that convert atmospheric nitrogen (N2) to ammonia nitrogen (NH4). Some of the other members of this plant family that you might be familiar with include plants like sweet peas, bush beans, edamame, and clover.

M. strigillosa goes by a few names including mimosa vine, sunshine mimosa, sensitive vine, and powder puff. It is classified as a perennial groundcover plant because it lives for several years and grows very low to the ground. This prostrate-like growth habit is facilitated by creeping stems and bipinnately compounded leaves. The leaves of plants can either be simple or compound. The latter can be hard to identify for a layperson because a compound leaf is made up of smaller “leaflets”. A bipinnately compound leaf is even more complex but its basically a fancy way of saying a twice divided compound leaf. The common name, sensitive vine, comes from the nature of the leaflets. When handled the leaflets on each leaf naturally fold along the main rachis or leaf stem, hence the common name sensitive vine. The stems of mimosa vine grow laterally across the top of the ground as the plant creeps along, right underneath the mower blade. The stem can produce roots at each node, allowing for it to spread out form the initial starting point.

In a home lawn situation, mimosa vine is considered a weed, and if this weed is starting to make a home in the middle of your front lawn, then something must be stressing the turfgrass species in that lawn. A good horticulturist will tell you that the best weed control method is keeping and maintaining a healthy lawn. Look for environmental stress like poor surface water drainage, compacted soil, and poor soil fertility. Use the LSU AgCenter Soil Testing Lab to identify the current soil pH and any nutrient deficiencies. Correct those issues with soil amendments and fertilizers. Follow proper cultural practices for the specific turfgrass species like mowing height and frequency to reduce added stress. Top dress low areas of the yard to create a more even grade so that surface water can follow gravity towards a drainage swale or drainage ditch.

All these different methods can be combined to form specialized integrated pest management program (IPM) for a home lawn.

Lastly, there are herbicides that do a good job at eliminating this plant if the turfgrass species of the lawn is known. Control in the spring months can be accomplished in using common 4-way herbicides like Fertilome Weed Free Zone and Ortho Weed B Gon for Southern Lawns.

Those products can be used in all warm-season turfgrasses (centipedegrass, bermudagrass, st augustinegrass, and zoysiagrass) grown in Louisiana. When daily temperatures start to average above 90 degrees metsulfuron-methylcan (MSM Turf) be used on those same warm season turfgrasses for control. Notice how herbicide information is listed at the end of this article. The reason for that is because they should be seen as a last resort to managing weeds in the home lawn. If a herbicide is needed make sure to read and follow the label instruction before applying.

Low Cost Pet Prevention Month

July is Lost Pet Prevention Month and serves as an important reminder to make sure our pet’s information is up to date! We recommend that every pet family prepares for a lost pet since statistically, it is so common. Even the most well-behaved cats and dogs can get lost, run away unexpectedly, or get separated from their owners.

It is estimated that one in three pets will go missing at some point in their lifetime. Last year alone, the Louisiana SPCA took in 2,007 stray animals and of those animals 542 were reunited with their families mostly in part to ID tags and microchips.

If you do lose your pet, the most important thing to know is that each parish has a stray hold period. Each parish’s hold period is different, for example, Orleans Parish is three days and Jefferson and Plaquemines Parish are both five days. If you have your address listed on the ID tag and it is present on the animal when they come to us, Louisiana Law requires that the animal be held for seven days.

If you do lose your pet, here are some steps you can take: o File a lost report! o Call your microchip company. Make sure your info is up to date. They can even sometimes send out alerts to nearby shelters and vet offices. o Search your neighborhood. Dawn and dusk are the most active times for lost pets to roam. o Post lost pet flyers and post on social media sites like Facebook “lost and found” groups, Craigslist and Nextdoor. o Call area vet offices and shelters/rescues.

As we near the end of July, please make sure your pet’s tags are correct and have the most upto-date information on them. Also, check to make sure the information is readable and has not been scratched or worn away. If your pet is microchipped this week is a good time to check that is registered and has the most recent contact information for you. If your pet isn’t microchipped now is also the perfect time to make appointment to set it up. The Louisiana SPCA Community Clinic offers this service and appointments can be made online at www.louisianaspca.org/clinic.
