Overall Crime Decreases in Vista Crime in Vista continues heading in a downward trend again this year, according to SANDAG’s recently published 2019-Mid-Year Crime Bulletin. Public safety is a top priority for the City and the Vista Sheriff’s Department works to keep the community safe by addressing crime, responding to life and property emergencies, and preparing for disasters.

The region’s violent crime rate was one percent lower compared to mid-year 2018, with an increase in the number of robberies and aggravated assaults, but fewer homicides and rapes. In the City of Vista, the overall crime rate is three percent lower than mid-year 2018.

“The overall decrease in crime is great news,” said Vista Sheriff Captain Greg Rylaarsdam. “Our Vista Sherriff’s deputies will continue to use our intelligence-led policing strategy efforts to keep the crime rate low and work to continue that downward trend in the crime rate.”

Over the past few years, Vista Sheriff deputies have been focusing on analyzing data, tracking crime patterns, and anticipating areas where crime may occur.

New Businesses Opening Around Town Recently opened Sprouts Farmers Market on E. Vista Way is providing another healthy grocery store option to Vista residents. As part of Sprouts’ commitment to “zero waste,” the new store is donating unsold and edible groceries to Feeding San Diego through the grocer’s Food Rescue program. Other new businesses opening include craft brewery Eppig Brewing and “green operation” Dogleg Brewery in the Keystone Innovation Hub in the northern area of Vista, and Urban Barn in downtown Vista.

The City of Vista is investing $3.5 million to ensure Vista residents have a safe and smooth drive and that the roads are wellmaintained. This is part of the City’s commitment to keeping streets in a safe and functional condition for motorists and cyclists. This type of maintenance is done regularly to keep the roads in good condition.

Maintaining city streets in a timely manner saves significant future and often more expensive costs.

During the next few months, the biennial street rehabilitation project will cover over six miles of street reconstruction and overlay across 36 city streets. The work is scheduled to wrap up in the spring of 2020.

PI A new traffic signal will be installed ON EE R PRO in December at the intersection of GRE SS Bobier Drive and Goodwin Drive.

This intersection ranked number DECISION one on the City’s traffic signal priority list. The volume of traffic on Bobier Drive has increased over the years and the new signal will increase safety along this busy road. The project includes the new signal, and constructing accessible pedestrian ramps and a crosswalk. Barring weather-related delays, construction should be completed in March, 2020.

Improvement to Reduce Congestion on Civic Center Drive A project to widen the northbound lanes on Civic Center Drive at Postal Way is underway to relieve traffic congestion at the intersection. A right turn lane is being added on northbound Civic Center Drive to provide a separate turn lane for motorists queuing up to turn right. This will allow through lane drivers to move through the signal without stopping. Construction is underway and the work is expected to be completed in December, 2019. i

Homeless Strategic Plan to reduce and prevent homelessness Following more than a year of research, meetings, and City Council discussion, a draft of the Homeless Strategic Plan is scheduled to be presented for consideration at the January 28 City Council meeting. A final plan is anticipated to be presented for adoption in early 2020. i

Be Fire Safe As You Deck the Halls As you deck the halls this holiday season, be fire smart. A small fire that spreads to a Christmas tree can grow large very quickly and these types of fires are more likely to be serious.

Carefully decorating your home can help make your holidays safer: • Only use decorations that are flame-retardant or not flammable.

• Check holiday lights each year for frayed wires or excessive wear.

• Don’t link more than three strands of holiday lights.

• Never leave a burning candle unattended. Consider using battery-operated flameless candles.

• Keep your live Christmas tree away from heat sources and room exits.

• Water your live Christmas tree daily to keep it from becoming dry.

Christmas Tree Recycling Curbside Recycling

EDCO customers may place Christmas trees curbside on their regular collection day beginning December 26 through January 11 at no extra charge. All trees must be cut to four feet or less in length when placed curbside. Trimmings, including tinsel and the stand, must be removed. Organic decorations, such as natural garland and wreathes, can also be placed in the residential designated yard waste container, as well as any Christmas trees on and after January 13. Trees placed inside the yard waste containers must be cut to fit into the yard waste cart with no trees sticking up or out of the yard waste cart. i

New Focus on Organic Waste Reduction A shift in California’s approach to organic waste management is taking place with a significant reduction in current levels of organic disposal. Organic waste is the largest material type that is landfilled in California each year.

With that in mind, in 2016, then Governor Brown signed legislation (Senate Bill 1383) that targets reduction of short-lived climate pollutants, including methane. The law directs the state’s Department of Resources Recycling & Recovery (CalRecycle) to adopt regulations and requirements to achieve a 50 percent reduction in organic waste disposal by 2020 and a 75 percent reduction by 2025.

What this means for Vista customers is that EDCO is investing in a state-of-the-art, advanced technology Anaerobic Digestion Facility which will allow the City of Vista to meets its goals in managing organic waste in California. The new facility will break down organic materials such as food waste, green waste, fats, oils and greases.

EDCO’s Anaerobic Digestion Facility will be operational in early 2021. The facility will assist local jurisdictions to be in full compliance with California state mandate and keep Vista on the road to zero waste. i

SPIRITS OF THE ADOBE Vista’s historic Rancho Buena Vista Adobe has been inhabited by numerous residents since it was built in the mid-1800’s. Some say those early residents have never left! The San Diego Paranormal Research Society offers the unique experience of joining them in actual paranormal investigations at the Adobe.

Tour at 7 pm or 9:30 pm on December 20, January 17, February 21, March 20, April 17. $25 per person (under 18 allowed with a parent/guardian waiver).
