Mapping Vista’s Voting Districts In June 2017, the Vista City Council voted to change the way city council members are elected, creating four districts within Vista and adopting a district boundary map. The district maps are required to be reviewed every 10 years based on the latest federal census data. This is to reflect how local populations have changed and to ensure all districts have approximately the same number of residents of voting age. The City of Vista is beginning its redistricting process using the 2020 federal census data. Several public hearings will be held from mid-December through early 2022. The final map will incorporate the public’s input and will define the four city district boundaries. The new district boundary lines will impact how residents elect their council members for the next 10 years. Why does redistricting matter to me? Redistricting determines which neighborhoods and communities are grouped together into a district for purposes of electing city council members. The map on this page reflects the current City Council districts. How do I get involved? Share your thoughts, draw a map, attend an upcoming workshop or public hearing to get involved, or submit written testimony about the process. Go to CityofVista.com/districts for the calendar of meetings, information on submitting a map, and/or, submitting written testimony about the process. What is the process? The City of Vista has hired a demographic consultant from National Demographics Corporation to draw the district maps based on the community’s input for consideration according to the requirements of the Federal Voting Rights Act and California Voting Rights Act. In spring 2022, the final district boundary map will be presented to the City Council for adoption. i

Funds Deployed to Assist Local Businesses, Employees Despite the challenges with being a small business owner, particularly during the time of COVID-19, Traci Lawson of Public Lemon said she’s honored to be a part of the Vista business community. Lawson, and other Vista business owners, can anticipate more support in the coming months after the City of Vista received $26 million in funds from the American Rescue Plan Act Coronavirus Fiscal Recovery Funding with several million allocated to providing grants and other support to local businesses. The Small Business Grant program launched in November and is being administered through the Vista Chamber of Commerce. These funds will support the local economy in a variety of ways, including promoting local businesses; waiving fees for activities that support the economy; funding cybersecurity efforts of small businesses; training new entrepreneurs; implementing a paid internship program and a training program for established businesses; and funding a clean and safe program in downtown Vista. Lawson said she’s thrilled to learn about the additional funds the City of Vista will have to support local businesses. “This proves that the City of Vista supports businesses and economy by allowing small businesses to get additional support to help get them through the year and have continued success in the future.” Additionally, a community grant program for Vista non-profits disproportionately affected by the pandemic is being launched by the City of Vista in early 2022 (see page 7). i

Business Resource & Reference Guide to Homelessness North County San Diego, like all of California, is experiencing a housing crisis. The City of Vista is aware that this issue prompts many questions and concerns, and is working to move unsheltered persons into safer, healthier places, including permanent housing. The City of Vista recently hired a housing navigator to work alongside its Homeless Outreach Team. The outreach team includes a social worker and is making progress by deploying resources in coordination with local and regional partners. Additionally, the County is expanding homeless outreach services by forming a North Region team to address the unsheltered in North County, including in Vista. The County’s new additional resources will double the City of Vista’s ongoing efforts to assist the unhoused population. To assist the business community with what to do and who to contact to help the unsheltered in Vista, a guide was developed and distributed to local downtown businesses and posted online at CityofVista.com/HomelessBusinessGuide. i

Extra Cannabis Revenues Fund Key Projects To positively impact the community and businesses, the City of Vista will be using the excess revenues generated from local cannabis sales from the Fiscal Year 2020/21 for new special projects. In April, the City Council decided to cap cannabis sales tax revenues at $4 million and use any revenue in excess of that amount to fund special projects. This past fiscal year, the cannabis businesses generated $5.1 million, which meant $1.1 million was available for new special projects. These projects will be used to ensure the health of Vista youth and for other community projects that will directly impact residents and neighborhoods. The Special Projects include: • Cannabis decoy and enforcement operations: $20,000 • Youth cannabis prevention and early intervention: $100,000 • Youth scholarship program: $140,000 • Increased lighting in neighborhoods: $270,000 • Park restroom maintenance: $31,000 • New Sheriff’s Deputy: $275,000 • Park Director Rangers, equipment, vehicles (2): $277,000

Economic Development Director Retires After Two Decades After 21 years of service, the City of Vista’s Economic Development Director, Kevin Ham, announced his retirement and shared his optimistic outlook for the city’s future. When he reflected on his time in Vista, he expressed pride in how the city’s business park has grown from seven million square feet of occupied space to 14 million square feet. He also noted how important community-based planning has been for the city’s long-term success. “Vista’s growth and economic development successes are not about me,” said Ham. “It’s about the team we have here, our leadership, the Vista community, and of course, the amazing businesses we’ve been able to attract and support over the years.” “Economic development is about bridging partnerships and being creative," City Manager Patrick Johnson said. "As the City of Vista Liaison and Business Ombudsman, Kevin has worked and succeeded in creating economic and employment opportunities for Vista and in creating innovative solutions that businesses need." Over the past two decades, Kevin Ham has been instrumental in attracting new tech companies, craft breweries, and other industries to Vista to expand the city’s economic diversity. “His impact has been significant, not just to Vista, but regionally and at the state level,” Johnson said. “We have been fortunate to have Kevin serve Vista for over two decades. He will be missed and we wish him well.” A replacement will be announced after the City of Vista completes the hiring process. 5 | CI TY NEW S

Supporting Vista’s Businesses by Shopping Local The Moonry Collective on Main Street and its team of eight women have recharted their professional paths by investing in themselves, each other, and their hometown of Vista. Christine Alvarado, owner and buyer of Moonry Collective, explained that after most were forced to look for new jobs when their previous spa closed in response to COVID-19, they were inspired to come together and find a new way forward. “We love our downtown Vista location,” said Alvarado. “Our clients tell me how much they love this location. I encourage everyone who comes in to ‘make the loop’ and see all of the other great businesses that are around us downtown. All of the businesses here seem to really complement one another.” One way to help Vista businesses is to shop local and visit the places and people that make Vista unique. “We are all so Moonry Collective, Christine Alvarado excited and proud to be part of the Vista business community,” Alvarado said. “As we celebrate our one-year anniversary and look ahead to the holiday season, we are doing all we can to make folks feel completely comfortable to shop with us and to make downtown Vista part of their holiday outings. There is lots to do here.” Shopping local keeps tax dollars in Vista to help fund park and street maintenance, youth and senior activities, and public safety. i

When Rent is More than a Transaction By Keegan Cheleden of Elderhelp of San Diego What if rent was more than a payment and allowed older adults to age in place without isolation? What if rent allowed someone on the brink of homelessness to have stable housing for years? What would happen if rent was more than a transaction and actually became a transformation? Elderhelp is connecting residents in Vista and helping seniors remain independent and live with dignity in their own homes. One way is through the HomeShare program, which is a roommate matching service with each match having at least one person over the age of 60. Elderhelp enrolls those looking for housing and those with a room to share. Both parties are fully vetted and candidates are interviewed to create a potential match based on their preferences. For seniors, far beyond fiscal benefits and financial security is knowing the security of their lives is improved with stable housing and that they will remain independent longer and age with dignity – and this transforms lives. i

City Introduces COVID-19 Programs The City is launching two new grant programs, one targeting non-profit organizations and another for Vista families A community grant program for Vista-serving, non-profit, 501 C-3 organizations is being launched to offer assistance to nonprofits serving Vista residents and who have been impacted by the pandemic. The one-time grants will be awarded to organizations assisting youth, low-income individuals and families, seniors, and active military and veteran families in Vista. Priority will be given to small and grassroots organizations demonstrating they have been disproportionately impacted by COVID-19. Grant applications will be available on the City of Vista website in January, 2022. Another grant program will provide scholarships for income qualifying Vista families registering children for the City of Vista’s recreation programs, including youth classes, recreational sports, early education and summer camp. Putting Finishing Touches to Bub Williamson Park Crews are putting the finishing touches to the construction improvements at Bub Williamson Park. The renovation is nearing completion and is slated to reopen to the public in December. The new park includes a children's playground, picnic areas, remodeled restrooms, and a loop trail with fitness stations. The improvement project is being partially funded with Community Development Block Grant funds from the U.S. Department of Housing & Urban Development. The park sits in northwest Vista at 530 Grapevine Lane.

Wave Waterpark Hiring Mark your calendars for February 7 when the Wave Waterpark begins to accept applications for its 2022 summer season. The Wave offers employment for high school and college students or those looking to pursue a career in health care or hospitality. No previous experience is needed, all job training is provided at The Wave. Requirements: must be at least 16 years of age by hire date. CDBG Youth Scholarships for City of Vista Recreation Programs The City of Vista is offering scholarships for income qualifying Vista families interested in registering their child in a City of Vista recreation program. Parents or guardians must submit documentation with proof of City of Vista address, income, and certify your COVID-19 financial hardship. To apply for a scholarship, the parent or guardian must submit: 1). recreation program registration form (available online below); 2). proof of Vista residency; and 3). proof of income. All documents must be submitted in person Monday - Friday between 10:30 am – 5 pm at the Recreation Office at the Civic Center, 200 Civic Center Drive. Qualifying income limits must fall within the chart below. Families must sign a self-certification form indicating COVID-19 financial impact.

Join us for circle time, arts & crafts, story books, and musical fun Wednesdays 9 – 10 am. For Smart Start & Ready Set Learn Children must be fully potty trained without pull-ups. First session must be paid in full. $10 non-refundable deposits may be placed on subsequent sessions to secure the child’s spot for the school year. WEEKDAY NUTRITION PROGRAM The Center offers nutritional lunches for adults aged 60 and above weekdays from noon until 12:30 pm. Reservations required by 1 pm one day prior by calling 760.643.5288. Suggested contribution for lunch is $4 for ages 60 and above and $8 for those under age 60. Lunch menu available at gmacvista.com. Transportation to The Center for lunch is available to Vista residents aged 60 and above. Call 760.643.5288 by 1 pm the day prior. Suggested contribution for roundtrip service is $1.

WEEKEND MEAL BAG Free to seniors aged 65 and above and includes fresh produce, two light lunches, and milk. Available for pickup on Fridays between 11 am and noon. Reservation required by the previous Friday by calling 760.643.5288.

HOME DELIVERED MEALS Home bound seniors in Vista who are aged 60 and above and meet qualifications are provided a healthy meal delivered to their home weekdays. For more information, call 760.643.5288.

OUT & ABOUT SENIOR TRANSPORTATION The Center offers Vista residents aged 60 and above with these transportation options: • Van service for grocery shopping and medical appointments in Vista. • Driver service provided by volunteer drivers. • Discounted taxi scrip – receive $20 booklet for $8. Four booklets per month. Days of service: Tuesdays and Thursdays for grocery shopping and medical appointments, and Fridays for medical appointments. Advanced reservations are required.
