President’s Report

As we prepare to celebrate Independence Day, it’s a good time to reflect on what that means to our industry. We have free speech and the freedom to own businesses that either make trailers and/or all the parts that they require. That freedom comes with responsibility. We are responsible for ensuring the safety of our products for those who choose to use them, and everyone else on our roadways. One of my proudest achievements in advancing trailer safety was inventing and creating the MGTD the Marco Garcia Trailer Demonstrator – a model car on a treadmill that is towing a model trailer with movable weights. The demonstrator shows the importance of trailer loading and how an improperly loaded trailer increases the risk of sway and can lead to a crash. We work to share this message all over the globe, and thanks to social media, we have been very successful at providing this message.

Being a member of the National Association of Trailer Manufacturers (NATM) is a way for trailer manufacturers to take an important step toward ensuring their trailers are safe for our nation’s roadways. Participating in the NATM Compliance Verification Program (CVP) is not an easy move, but it is the right one to have a third party verify that all manufactured trailers meet all federal rules and regulations. Currently, NATM members manufacture an estimated 77% of new trailers on the nation’s roadways each year. That means that 77% of the new trailers on the nation's roadways each year were manufactured by NATM members who have processes in place to build trailers in accordance with applicable regulations and the NATM CVP.

It doesn't matter how well a trailer is built if it is used incorrectly or not maintained. It’s NATM Members' responsibility to do our best to inform the public about safe trailering practices. Past National Highway Traffic Safety Administration’s (NHTSA) Administrator Mark Rosekind challenged NATM to raise consumer awareness about safe towing after noticing a trend in accidents caused by improper use. Each business doing that on its own would be daunting. That’s why NATM’s Trailer Safety Week (TSW) is a key focus of the Association. It’s completely free to participate and joining the movement comes with precrafted materials to promote TSW and share safe trailering information. We have just celebrated another very successful Trailer Safety Week this June and already looking ahead to continue expanding our reach for 2025’s event.

To further deliver educational content directly to end-users, NATM – which is a 501(c)(6) not-for-profit business association – has founded a new 501(c)(3) nonprofit organization called the National Safe Trailering Council (NSTC). The IRS has recently confirmed that the NSTC is recognized as a 501(c)(3) entity and is categorized as a public charity.

The NSTC will look to build off the successes of NATM’s national Trailer Safety Week and establish educational programming to further grow our educational offerings for the entire light- and medium-duty trailer industry at all levels. The NSTC will be a hub for consumer awareness and education on safe trailering practices and tips for towing on our nation’s roadways. The nonprofit arm will also provide educational offerings for the entire light- and medium-duty trailer industry via the NATM Academy.

As a 501(c)(3), the NSTC will be focused on achieving its mission to further public safety for individuals towing trailers and to educate members of NATM with content related to building safe, federally compliant trailers.

It will be an exciting second half of the year as the Association’s new and continued efforts toward safer roadways come to fruition. I feel honored to be part of this wonderful nation, this thriving industry, and this remarkable Association. I deeply appreciate your ongoing support and participation! ■

Headquarters REPORT

As we have passed the halfway point in the year, I think it is important to look back on the accomplishments of the Association over the last seven months. It is amazing to see how we have continued to grow and adapt to the needs of our members. The year started off incredibly well with another successful Convention & Trade Show in Las Vegas. NATM also announced the Trailer Expo, a new event tailored towards Dealer Affiliates, starting next year. Regulatory Roundup took place in late May and was very successful, as NATM Staff and Members were able to visit with members of Congress to share the importance of trailer safety and overall industry success. NATM just wrapped up a successful Trailer Safety Week, hired two new staff members, and is hard at work on many Strategic Plan initiatives, including working with NHTSA and state DOTs to further promote Trailer Safety Week and the overall importance of safe trailering practices. NATM also had our new 501(c)(3), the National Safe Trailering Council (NSTC), recognized by the IRS. The NSTC will work to further promote and advance Trailer Safety Week and other educational initiatives of NATM. You can find more information about our two new staff members on Pages 68-69.

Planning for our 2025 Convention in Nashville is already off to a great start. Following the incredible successes of our shows in Fort Worth and Las Vegas, staff are excited for another incredible show in 2025. NATM Staff have worked hard to open registration now so members can start registering to attend our annual Convention & Trade Show on Feb. 17-20, 2025. Booth sales also have opened for select sponsors from 2024’s show. Staff and committees are hard at work finalizing our educational sessions and technical forums. For more information on sponsorship opportunities, registrations, and the 2025 Convention, please visit Page 21.

After the highly productive Capitol Hill Visits & Regulatory Roundup in May, NATM’s government affairs program remains active amidst the business of Capitol Hill. NATM has regularly been working with legislators to educate them about the concerns and challenges facing the light- and medium-duty trailer industry. The Government Affairs Committee is continuing to monitor the potential impact of a proposal relating to side underride requirements along with securing federal and state-level funding to assist with Trailer Safety Week. These meetings are an important tool in NATM’s advocacy efforts but are just the first steps in

educating the nation’s decision-makers about the importance of NATM’s programming. These legislators and their staff have a profound impact on the regulatory environment the industry must work in. We encourage members to host plant tours with representatives from their district to demonstrate the impact the trailer industry has on their constituency.

NATM is continuing to find new avenues to add value and lend support for members as we continue to face inflation concerns and overall uncertainty with the stock market. NATM is incredibly excited for the launch of the NATM Academy. In partnership with a number of industry experts, the Academy will offer members the opportunity to train staff on multiple facets of the trailer industry and business in general. Additionally, the board and Finance Committee are constantly reviewing and preparing a robust plan to ensure not only financial stability, but also calculated reinvestment into your Association to ensure benefits, programming, and infrastructure continue to support the evolving needs of members. I am incredibly proud of the hard work and dedication our committee members have shown to support NATM and help ensure our long-term financial security.

The power of NATM lies in the collective voice of our members. Your insights and interactions are the fuel that drives our programming, helping us make the light- and medium-duty trailering industry safer and more successful. We know time is a luxury, but your active involvement is the key that unlocks the true potential of NATM. By participating in surveys, staying informed through Tracks, and fostering open communication with our board, committees, and staff, you help us shape the future of our industry. Remember, NATM is here for you; your success and safety are our mission. Without you, there is no NATM. So, from the bottom of our hearts, thank you for your ongoing commitment to making our roads safer and our industry stronger. ■

NATM Annual Washington, D.C. Event Leaves Lasting Impression

With an understanding that a unified voice carries much farther, the National Association of Trailer Manufacturers (NATM) came together in May this year to bring its message to our country’s lawmakers on Capitol Hill in Washington, D.C.

Each year, a group of NATM Members and Staff makes the journey to our nation’s capital to meet with lawmakers, promote awareness of industry best practices, and provide a voice for trailer manufacturers on issues related to trailer safety being considered by Congress and the relevant federal government agencies in D.C.

This year, more than 30 NATM Members and Staff took the annual trip to D.C., holding more than 50 meetings with Members of Congress and congressional staff, spreading the word about the association’s efforts, educating members of Congress on policy concerns, and collaborating with congressional staff on ways to better engage with the industry on trailer safety-related issues.

A full slate of meetings were held with members of Congress, spanning from Florida, Georgia, Indiana, Iowa, Kansas, Minnesota, Missouri, Nebraska, Ohio, Oklahoma, North Carolina, Pennsylvania, South Carolina, South Dakota, Tennessee, Texas, and Washington. Hitting all the major constituencies of the association’s members in a marathon day of meetings.

One of NATM’s core missions is to educate members of Congress, congressional staff, and federal regulatory agencies as to the unique challenges facing the lightand medium-duty trailer industry to ensure trailer manufacturers are able to comply with regulations and standards. The annual Hill Day gives NATM Members a chance to take their message directly to the policymakers.

The groups took the opportunity to speak to legislators on a wide range of issues, including: espousing the values of

its mandatory Compliance Verification Program; speaking to the unique challenges associated with trailers being defined as “motor vehicles” and thus regulated similarly to automobile manufacturers; highlighting its Trailer Safety Week as an example of how industry and government can come together to find commonsense solutions for the benefit of everyone traveling our roads; and advocating for dedicated grant funding for trailer safety education efforts.

NATM continues to grow its footprint in Washington, gaining greater recognition from members and staff, and positioning the group as both the voice of the industry and a valuable resource in the policymaking process. From the group’s early days when a great deal of education was required to differentiate the group from the larger tractor trailer side of the industry, lawmakers now recognize the group, understand its core values, and show an interest in the policies impacting their constituents.

As has become tradition, the week was rounded out with a robust discussion on the legislative and regulatory issues impacting the industry, featuring guest speakers from around the industry, Congress, and the regulatory agencies.

This year’s speaker series included remarks from Adrienne Gildea, Deputy Executive Director of the Commercial Vehicle Safety Alliance, Finch Fulton, former Department of Transportation Deputy Assistant Secretary for Policy, as well as a lively roundtable discussion featuring Chiefs of Staffs from four House congressional offices, moderated by a former House Chief of Staff.

The group continues to grow, and the power of its message continues to grow with it. As the group gets closer to the center of the political and policymaking world, the uncertainties of the process start to become more clear, providing greater opportunities to advocate for the needs of the industry and its member companies. ■

Update Your Files for 2024 NATM Political Action Committee

The National Association of Trailer Manufacturers (NATM) established a Political Action Committee, the NATM PAC, in 2010. The NATM PAC serves to support members of Congress who support the light- and medium-duty trailer industry and its positions on matters of public policy.

Campaign finance law requires NATM to secure “prior approval” from member companies before soliciting member companies’ executive and administrative personnel, stockholders, and the families of both groups. Member companies may not approve solicitations by more than one trade association in any calendar year. If, on behalf of the company you are authorized to represent, you would like to grant prior approval for the administrative personnel, stockholders, and families of both groups of your company to be solicited

by NATM in calendar year 2024, please complete the prior approval agreement online using the QR code on this page.

Since its inception, 60 individuals have contributed to the PAC raising more than $151,000 and those dollars have contributed to over 80 incumbent campaign committees on both sides of the aisle. The PAC is governed by a Board of Directors composed entirely of NATM Members. The PAC Board is responsible for developing both an annual budget and confirming candidates to whom the PAC will contribute based on specific, established criteria. Having the PAC Board composed of industry members is a key feature of assuring PAC goals align with industry needs.

To learn more about the PAC, contact NATM PAC Treasurer Alex Stowe at Alex.Stowe@natm.com. ■

Shaping the Future of Trailers: Show Off Your New Components at 2025 Display

Innovation knows no bounds, and in the world of trailers, it's the components that drive the industry forward. For the 2025 Convention & Trade Show, the National Association of Trailer Manufacturers (NATM) will highlight the newest and hottest in the light- and mediumduty industry in its New Product Display showcase. This showcase offers NATM Trade Show exhibitors an additional avenue to captivate prospective customers, expanding their reach beyond the limits of their booth space.

Have a new product that will improve trailer safety or manufacturing and production? Have an exciting component to share with prospective customers? Or is it a new service that will save trailer manufacturers thousands?

For just $750 per product, you’ll have the opportunity to introduce your new products to key industry leaders at the 2025 show in Nashville, Tennessee. Click here for the online application and to find additional requirements for participation. The deadline to submit your product application is Dec. 2, 2024. Please note that NATM will not accept on-site submissions.

Recognition

Not only will the new product showcase highlight your cutting-edge components, but also your peers and customers will be able to participate in the selection process by voting for awards in multiple categories on the Convention Mobile App. The recognition and awards gained from participation in this showcase will assist in raising market awareness of your innovative new product.

During the course of the NATM Convention & Trade Show, manufacturers will have the chance to vote on their favorite products on the Convention Mobile App. Once the voting process closes, the winners will be presented with awards on the Trade Show floor during the event. The winning awards will be announced at the New Products Display Awards on Thursday, Feb. 20, at 10:00 a.m. Winners will also be featured in NATM’s Tracks Magazine and will have the opportunity to be considered for a special article featuring their product.

Criteria and Display

The New Product Display is only open to vendor exhibitors at the 2025 Convention & Trade Show, and the submission must be a physical product that can be on display at the event. The product release date must be any time after Jan. 1, 2022.

Participating exhibitors must bring their product to the show floor on Tuesday, Feb. 18, between 1:00 p.m. and 4:00 p.m., or ship the product to the warehouse addressed to NATM Show Management. Please note that NATM will be unable to accept late or on-site submissions.

Raffle

Innovation is best experienced firsthand, which is why NATM is excited to offer the New Product Display showcase raffle–an outstanding opportunity for trailer manufacturer and dealer attendees to engage with the showcased products in a unique way.

By participating in the raffle, attendees get a chance not only to witness the innovation of your products but also to take them home! The raffle will take place at 11 a.m. on Thursday, Feb. 20. It is optional to participate in the raffle and exhibitors in the New Product Display are able to choose whether they participate or not during the application process.

Participation in the New Product Display is $750 per product. As NATM is the only 501(c)(6) not-for-profit trade organization in the light- and medium-duty trailer industry, this participation fee directly supports the educational programming and funding that have a positive and lasting impact on trailer safety nationwide.

When your company contributes to NATM through exhibiting, sponsorships, and advertising, you directly support initiatives that empower and improve the light- and medium-duty trailer industry at all key stakeholder levels, including end-users, suppliers, trailer manufacturers, dealers, law enforcement, and traffic safety organizations. From educational outreach on trailer maintenance and safe towing practices to end-users, to improving access to reputable resources for trailer manufacturers, your involvement creates a multiplier effect of positive impact by supporting the only not-for-profit trade organization dedicated to improving light- and medium-duty trailer safety.

For more information about the developing schedule, see the previous page.

2025 Convention & Trade Show Sponsors

Support the Industry Through Convention Sponsorships

As a not-for-profit 501(c)6, the National Association of Trailer Manufacturers (NATM) relies on the annual Convention & Trade Show to fund association programming. Revenue generated from the Convention is directly funneled back into benefits for members including government affairs representation and advocacy, the Compliance Verification Program, the creation of reputable safety resources and education, the establishment of the NATM Academy training program, and nationwide Trailer Safety Week efforts. The money generated from the annual Convention is used to improve trailer safety across the nation, and it is thanks to the support of sponsors that NATM is able to offset costs for the association, attendees, and ultimately the industry at large.

Not only does sponsoring provide exceptional brand exposure and visibility within the light- and medium-duty trailer manufacturing realm, it also exemplifies your commitment to the industry. If you are looking to reach the decision makers in the industry, this is the event to create a buzz!

Sponsorships are still available for the annual NATM

Convention & Trade Show. The success of the NATM Convention is directly tied to the support of its generous sponsors. There are marketing and general sponsorship opportunities available from $500 to $50,000 to fit any budget and strategy, including networking receptions, the Welcome Event featuring Dueling Pianos, Trade Show lounges, and more! Being a sponsor allows your company early access to booth selection for the 2026 show and provides a wide range of exposure, both electronically on NATM’s website and mobile app, and in print in several issues of Tracks Magazine. This name recognition will help drive customers to your booth and provide unique opportunities for your team to make meaningful connections with attendees.

NATM will work with you to find the sponsorship opportunity that best fits your company’s goals. You can find the full 2025 Sponsorship Brochure at www.natm.com/sponsor.

Trailer Safety Week: Revolutionizing Trailering Practices for Safer Roadways

In 2018, the National Association of Trailer Manufacturers (NATM) pioneered Trailer Safety Week (TSW), a much-needed initiative aimed at enlightening users about the proper maintenance and towing of light- and medium-duty trailers.

“With nearly one million new trailers registered every year, it is imperative that end-users become more knowledgeable about safe towing practices,” said Alex Stowe, National Association of Trailer Manufacturers (NATM) executive director. “It is crucial to raise awareness of proper towing techniques and maintenance for the sake of everyone on the nation’s roadways. NATM has put a spotlight on these concerns through its nationwide Trailer Safety Week, the first ever traffic safety intervention dedicated to light- and medium-duty trailer usage.”

Since its inception, the safety initiative has sparked nationwide interest from trailer manufacturers, suppliers, dealers, users, and public safety offices. The 2024 Trailer Safety Week was a landmark event, receiving federal recognition, and witnessing increased participation and social media engagement.

Trailer Safety Week has been instrumental in elevating the safety standards in the trailer industry. With the backing of NATM Members, a successful social media campaign, numerous TSW allies, and federal recognition, safe trailering practices have

been made more visible to the public. NATM eagerly anticipates the next Trailer Safety Week, scheduled for June 1-7, 2025. Until then, NATM will continue to spearhead safety resource development and underline the importance of safe trailering.

Those interested in becoming a part of this pioneering safety initiative are invited to visit www.trailersafetyweek.com/interest or connect with the TSW team at TrailerSafetyWeek@natm.com. ■

Avoiding Hitch Mishaps: Educating Customers on Proper Trailer Towing Practices

Being a pioneer in national towing safety efforts, the National Association of Trailer Manufacturers (NATM) maintains open communication channels with key safety institutions like the National Highway Traffic Safety Administration (NHTSA), various state Departments of Transportation, and other safety agencies to ensure that the association leads in safe trailering practices. Lately, a significant issue affecting the industry and our nation's roads has emerged: hitch misuse.

A notable trend among trailer consumers is the preference for heavy-duty hitches for towing, often overlooking the importance of matching the hitch to the tow vehicle's specifications. This oversight can pose serious safety risks on the road, affecting everyone. The NATM Team has compiled some key points to assist members in promoting safety education, communication, and awareness while aiding customers in choosing their trailer or towing components.

Helping Your Customers Understand Hitching:

Attaching a trailer to a tow vehicle is not just about connecting a heavy-duty hitch. It necessitates an understanding of the tow vehicle's abilities and the suitable hitching gear. The Society of Automotive Engineers (SAE) has outlined trailer hitch classes to organize the weight capacities and structural requirements of trailer hitches. These classes offer a standardized system to assist customers in choosing the appropriate hitch for their towing requirements.

Continued on Page 38

Continued from Page 36

There are four main trailer hitch classes designated by the SAE: Class I, Class II, Class III, and Class IV. Each class corresponds to different weight capacities and is suitable for specific types of towing applications. Here's a brief overview of each class:

› Class I: Designed for lightweight towing (up to 2,000 lbs gross trailer weight (GTW) and 200 lbs. Tongue weight (TW)), suitable for small utility trailers.

› Class II: Moderate towing needs (up to 3,500 lbs GTW and 300/350 lbs TW), commonly used for small boats and campers.

› Class III: Versatile and popular class for SUVs and trucks (up to 5,000 lbs GTW and 500 lbs TW), suitable for larger boats and RVs.

› Class IV: Heavy-duty hitches for larger loads (up to 10,000 lbs GTW and 1,000-1,200 lbs TW), used for larger RVs and construction equipment. Many times, any hitch with a capacity greater than 5,000 lbs. Gross weight is referred to as a Class IV.

When assisting a customer in choosing the appropriate trailer hitch, it is crucial to verify the vehicle's tow rating and Gross Combination Weight Rating (GCWR). Understanding the capabilities of the towing vehicle allows manufacturers to establish guidelines that guarantee compatibility with the customer's towing requirements, ensuring a secure and satisfactory towing experience.

Identifying The Pitfalls of Overlooking Tow Ratings and GCWR:

While customers might be enticed by the various hitch options available on the market, it is vital manufacturers and dealers help ensure a comprehensive assessment. It is crucial for customers to choose a hitch that aligns with the vehicle's tow rating. Even though a heavy-duty hitch might manage the tow weight, it is essential to recognize that the vehicle's chassis and drivetrain may not endure the pressure. This discrepancy could lead to stability problems, braking challenges, and potential structural harm to the vehicle. Failing to verify your customer's tow ratings can jeopardize their safety and that of others on the road.

Understanding Tongue Weight and Its Impact on Towing Safety:

Tongue weight refers to the downward force exerted on the hitch of your tow vehicle by the trailer. When the tongue weight exceeds 15% of the gross trailer weight (GTW), several issues may arise:

Improper Load Distribution: Excessive tongue weight can result in too much load being placed ahead of the trailer's axle, leading to an unbalanced setup resembling a "V" shape between the tow vehicle and trailer.

Tire Overloading: Even if the total load weight falls within the tires' load rating, improper weight distribution, particularly excessive tongue weight on the rear of the tow vehicle, can cause tire overloading. Signs to watch out for include tire deformation, reduced grip on the road, and an increased risk of tire blowouts.

Braking Performance: Excessive tongue weight affects braking performance in multiple ways:

› Loss of Traction: The force exerted by excessive tongue weight can disrupt traction, particularly during cornering or driving on bends, compromising the braking system's ability to control the vehicle.

› Reduced Stopping Power: Excessive tongue weight can shift weight away from the tow vehicle's front tires, reducing their grip on the road and diminishing stopping power. This can lead to compromised braking effectiveness and less control over the vehicle and trailer.

Ensuring Safe Towing Conditions through Proper Tongue Weight Management

Maintaining the correct tongue weight is essential for safe towing. One solution to address this concern is to explore weight distribution systems. These systems enhance load distribution, easing the pressure on towing parts and the vehicle's frame. By grasping the significance of tongue weight and following safe towing guidelines, you can assist your customers in reducing risks and promoting a safer towing environment for all road users.

Understanding the right hitch for the trailer and load is crucial for a safe and seamless towing experience for your customers. For further details on the best practices for hitching, please visit: www.trailersafetyweek.com/hitching. ■

Understanding Federal Excise Taxes

National Association of Trailer Manufacturers (NATM) Staff, over the last several months and with increasing frequency lately, has received questions regarding the Federal Excise Tax (F.E.T.). The F.E.T. applies only to a trailer with a gross vehicle weight rating (GVWR) over 26,000 lbs. Importantly, however, the calculation of a trailer’s GVWR for purposes of the F.E.T. is defined by the Internal Revenue Service (IRS) and rarely matches the GVWR determined by the manufacturer under 49 C.F.R. § 571.3 and 567.4 for purposes of compliance with NHTSA regulations.

Calculating the GVWR of a Trailer for Purposes of F.E.T.

Under 49 C.F.R. § 571.3, many manufacturers use the “weakest link” principle to set the GVWR of a trailer. For example, if the coupler is rated at 21,000 lbs., and all other components (i.e. chains, tires, axles, etc.) are at or above 21,000 pounds, then the GVWR could be set at 21,000 lbs.

The IRS, on the other hand, uses the following formula to calculate the GVWR of a trailer for purposes of the F.E.T.:

GVWR = (Axle Rating) x (Axle Quantity) (X/Z)

Where: X = distance from trailer hitch to center of the load bed

Z = distance from the trailer hitch to the center of the axle group

For example, a trailer containing the following measurements:

› X = 342 inches

› Z = 438 inches

› Axles = 3

› Axle rating = 7,000 pounds

Has a GVWR for purposes of the F.E.T. as follows:

GVWR = (7,000 x 3) / (342/438)

= 21,000 / .78082

= 26,895 lbs.

In this example, the total axle capacity is 21,000 lbs., which might lead a manufacturer to set a GVWR of 21,000 lbs. for that trailer. But as seen in the above calculations, for purposes of the F.E.T., the IRS will calculate the trailer’s GVWR as 26,895 lbs., and as a result the F.E.T. would apply to the sale of that trailer. This demonstrates why calculating the GVWR for each trailer using the IRS’s method is extremely important; even if the manufacturer has rated the trailer well below 26,000 lbs., the F.E.T. may nevertheless apply to that trailer under the IRS’s GVWR methodology.

Given its importance in determining the GVWR for purposes of the F.E.T., manufacturers should ensure they clearly and consistently define the load bed of a trailer in their literature, drawings, specifications, and the like. For example, when describing the trailer length of a gooseneck trailer, most manufacturers measure it as the length from the gooseneck drop wall to the rear of the trailer. For example, an 8’ x 30’ trailer would be 8 feet wide and 30 feet long (as measured from the gooseneck drop wall to the rear of the trailer), and as a result those measurements are used for defining the load bed for that trailer.

However, if a manufacturer includes in its literature or other material describing the product, a trailer length that is measured from the nose (coupler) of the trailer to the rear of the trailer, the IRS may use such length as the length of the load bed in its calculation of the GVWR for purposes of the F.E.T. All else being equal, the GVWR will be greater when the length between the nose (coupler) and the drop wall is included in the length of the load bed, and that additional weight in the rating could be the difference and trigger the F.E.T. with respect to that unit. As such, manufacturers should clearly and consistently identify and document through accurate and thorough records the portion of the trailer that will carry the load.

Paying the F.E.T.

Before a trailer qualifying for the F.E.T. is sold, the retail seller, which could be the manufacturer or dealer, must obtain a

registration number from the IRS by completing Form 637. Then, if a trailer is determined to have a GVWR over 26,000 lbs. as calculated using the IRS’s GVWR formula, then the first retail seller is responsible for collecting the 12% F.E.T. This tax should be remitted to the IRS with a completed Form 720. These forms and other information can be found on the IRS website at www. irs.gov/businesses/small-businesses-self-employed/excise-tax.

The F.E.T. does not need to be paid on repairs when the cost of the repairs does not exceed 75% of a new comparable trailer sold at retail. However, modifications

to a previously non-taxable chassis or body which results in the chassis or body being taxable will remain taxable.

A few years ago, the Association heard the same questions and adjusted its Compliance Verification Program (CVP) to include a brief overview of the F.E.T. as part of the consultation process for members who might be affected by this or otherwise had general questions about it. For further information, see pages C1-1 to C1-6 of the 2023 NATM Guidelines, or contact NATM Technical Director Scott Crimmins at Scott.Crimmins@natm.com. ■

Non-Compete Clause Update

In April of this year, the Federal Trade Commission (FTC) proposed a final rule relating to non-compete clauses. This proposed rule is scheduled to go into effect on Sept. 4, 2024, pending any legal challenges brought against it by groups who disagree with the FTC’s decision.

As mentioned above, there is still a possibility this proposed rule will be challenged in court and not go into effect. However, the FTC has estimated that 30 million employees, or 1 in 5 American workers, are currently bound by a non-compete clause. Because of this, and based on the impact this proposed rule could have for employers and employees across the nation, the National Association of Trailer Manufacturers (NATM) is providing the following summary of this proposed rule. If any member believes they are impacted by this proposed final rule – they are encouraged to work with independent legal counsel to determine how to address this new proposed rule.

The FTC’s proposed rule places employees into two categories to determine whether currently signed non-compete agreements will be valid. The first category is “senior executives.” Senior executives are individuals who are making more than $151,164 annually and are in a “policy-making position” with a company. Employees are considered to be in a policy-making position if they are the company’s president, CEO or any other

officer of the business who has final authority to make policy decisions that control significant aspects of a business. For individuals who are senior executives, non-competes that were signed before the Sept. 4 date may remain in place.

The second category of employees under this proposed final rule are workers that are not senior executives. This category is a catch-all for all other employees of a business. For individuals who are not senior executives, any non-compete agreement signed before Sept. 4 will be unenforceable under the FTC’s proposed rule. Companies will be required to provide notice of a signed non-compete being unenforceable to employees with signed non-competes who are not senior executives.

If the FTC’s proposed rule on non-competes does go into effect on Sept. 4, employers will no longer be able to require and enter non-compete agreements with any new hire, whether or not they are classified as a senior executive.

This rule does not impact any confidentiality agreements entered into with employees, and non-solicit agreements also will not be impacted as long as the terms of the non-solicit agreement do not function as a non-compete agreement.

Information presented in this article is accurate as of May 10, 2024, when this article was drafted. ■

Important Notice:

This proposed final rule is complex, and NATM is not offering legal advice, but due to the impact this proposed rule could have on the labor market, NATM wanted to provide a synopsis for informational purposes to members. Should NATM Members have questions or concerns relating to this proposed rule on noncompete agreements, they should review any workplace policies and contracts with their own legal counsel.

DANGER! When and Where to Use Manufacturing Warning Labels

In April, the National Association of Trailer Manufacturers (NATM) hosted a webinar titled "Enhancing Safety: Understanding and Utilizing Safety Labels in Trailer Manufacturing," NATM Education Director Ginger Baker-Sanhueza welcomed attendees to an insightful discussion aimed at promoting trailer safety and success. Joined by industry experts from Dec-O-Art, Whitney Kovalenko and Elizabeth "Liz" Ruff, as well as NATM’s Technical Director Scott Crimmins the webinar taught participants about the importance of safety labels, ANSI standards, and best practices for their integration into manufacturing processes.

"Safety labels are critical as they represent the final opportunity for the trailer manufacturer to 'communicate' with the end user about potential hazards associated with operating the trailer," highlighted Kovalenko during the webinar. She emphasized that safety labels represent the

culmination of a four-step process in manufacturing safe products, which includes hazard analysis, hazard elimination or mitigation, guarding against hazards, and providing adequate warnings.

Moreover, Ruff shed light on the significance of ANSI (American National Standards Institute) standards in safety label design. "Compliance with these standards ensures that safety labels are clear, concise, and effective in communicating safety information to endusers," she remarked. "By adhering to ANSI standards, manufacturers are able to enhance the effectiveness of safety labels and mitigate potential liability risks."

During the webinar, examples of compliant and non-compliant safety labels were showcased,

Continued on Page 50

Continued from Page 49

highlighting the importance of adhering to ANSI standards for uniformity and clarity. "We use a three-panel sign, in a horizontal format," explained Kovalenko. "The three-panel sign has our signal word/banner, the word message below, and a symbol panel to the right."

Attendees also learned about selecting the appropriate safety label based on ANSI signal words, such as NOTICE, CAUTION, WARNING, DANGER, and OTHER.

"Integrating safety labels into manufacturing processes requires standardized procedures and comprehensive training to ensure consistency and compliance throughout the manufacturing process," emphasized Ruff. She further discussed the importance of proper label placement for maximum effectiveness.

The webinar also addressed emerging trends and innovations in safety label design and technology, highlighting the importance of uniformity and ease of implementation. "Uniformity is big," noted Kovalenko. "We’ve also noticed a lot of emphasis on training and education geared toward manufacturers. This webinar is a perfect example of that." Manufacturers should work to train their employees properly on the placement of any labels as well as their meanings.

In conclusion, the webinar discussed the critical role of safety labels in trailer manufacturing, highlighting their contribution to enhancing safety protocols, mitigating

risks, and demonstrating manufacturers' commitment to prioritizing safety. NATM Members can access the webinar’s recording via the NATM Member Portal. For safety label needs, there are three associate members who are label suppliers. Attendees heard from the label experts at Dec-O-Art during the webinar, however, there are other label suppliers: Kenny and Gyl Company, Tech Products, and Craftmark. All of these label suppliers can offer comprehensive solutions for your labeling needs.

Manufacturers Use Second-Chance Hiring to Fill Skills Gap

The National Association of Trailer Manufacturers (NATM) understands that a universal challenge for manufacturers, including manufacturers of light- and medium-duty trailers, is finding enough skilled workers. Manufacturers continue to face a skills gap and will be trying to fill 3.8 million jobs by 2034, according to a talent study released in April that was conducted by the Manufacturing Institute (MI).

April was second chance month for MI, which included a webinar where second-chance hiring at the state and company level was discussed. Second chance hiring is the process of looking at a company’s hiring process to be able to consider people with a criminal record, called justice-impacted workers, who have been excluded from jobs in early screenings. One in four Americans has a criminal record, says Pooja Tripathi, Senior Director of Workforce Innovation at the MI.

“Many in this sizable talent pool are often excluded from the workforce when they could be given a second chance and help manufacturers fill these incredible unfilled roles,” Tripathi said.

She says when MI started to focus on second-chance hiring, they had two goals. First, they wanted to improve manufacturers' view of second-chance hiring and highlight the benefits. Second-chance hiring gives companies more talent by making previously excluded candidates available. It also increases company savings and morale, and companies see stronger retention and performance.

“It’s been well documented that second-chance hiring increases retention and access to a diverse talent pool,” Tripathi said.

Secondly, they also wanted to increase partnerships between community second-chance organizations and manufacturers looking to hire. Individual manufacturers do not have to develop second-chance resources alone. There are communitybased organizations that can help. MI developed a toolkit for local communities on its website that outlines strategies to begin and develop a second-chance hiring program.

Second-Chance Hiring at the State Level

The webinar consisted of two panels. The first panel discussed second-chance hiring at the state level. Director of Workforce Development for the Georgia Association of Manufacturers Stephanie Scearce explained that the Georgia Association of Manufacturers became interested in second-chance hiring due to the skills gap its members are struggling with.

“We do not have available workers right now in Georgia. The

lack thereof is very troubling,” Scearce said. “Our members in the industry in general are having to think of untapped populations to facilitate that increase in our labor force.”

The work to find more talent in untapped populations in Georgia is not limited to justice-involved individuals. They also looked at those without a high school diploma. In Georgia there are over 900,000 Georgians 18 years and older that do not have a high school diploma, Scearce says. Companies being willing to revamp their requirement for entry-level positions as well as their background check requirements has helped to not eliminate great candidates right off the bat.

Georgia needed to develop a workforce strategy that focused on immediate solutions as well as fostering long-term solutions to ensure stability and a future pipeline. The association started with a workforce needs assessment survey so it could discern what populations they were willing to consider. The survey found that out of 901 companies surveyed, 40% were interested in working with justice-involved employees.

“We realized that, yes, our members have a desire to work with this population; they just don't simply know where to start and how to implement it sustainably while also being mindful of their existing workforce,” Scearce said.

Manager of Fair Chance Employment for Envoy Solutions Cara Bowmore says they also saw companies not know where to start. Implementation of a second-chance program can look different for different companies. Companies may change some of their application language, shift when in the hiring process a background check is done, or partner with a second-chance community organization. Envoy Solutions’ overarching goal is progress in one of three areas: modernizing HR practices, building talent partnerships, or learning from peer employers.

Second-Chance Hiring as a Company

Toyotetsu, a producer of stamped and welded body parts and assemblies for the automotive industry, has run a successful second-chance hiring program since 2018. One of the first justice-impacted employees they hired is now a team leader in the skilled maintenance department. This one success story has given management confidence in the program and allowed for expansion.

“Are there more diamonds out there that we’re missing out

on because of our parameters that we have set up with our hiring initiative?” said Vice President of Administration with Toyotetsu Leslie Cantu. “We decided not to stumble into the occasional justice-involved job seeker. At that point, we decided that it was important for us to make this a very specific, strategic part of our recruitment strategy.”

She says buy-in boiled down to communication. For Toyotetsu, that included working with internal legal and executive teams. After that, it was easy to do, she says.

“We had proven the theory. We had an excellent employee that we would have missed out on had we not reconsidered this,” Cantu said. “With struggling to hire, our executive team was committed to thinking outside of that box and finding out how we can find that talent that we needed.”

The next step was to communicate with floor managers, and continue the communication cascade down to crew members. The company was open and honest with them, says Cantu. It was important they conveyed that they were always looking for the best talent, regardless of what their background is. They also had to make sure to reassure employees that they would continue to provide a safe environment for them to work in.

“We were extremely pleased with the response that we got from our team members. We did not get concerns or complaints,” Cantu said. “We actually had team members coming up and sharing with us how proud they were to work for a company that was willing to expand our talent pool. Many shared very personal examples of how many a child or a spouse or parent had been justiceimpacted and were struggling to find employment, so we started to receive a lot of referrals internally.”

In 2016, the CEO of JBM Packaging approached the executive team to consider second-chance hiring to fill positions, shared Leader of Learning and Development with JBM Packaging Jacqueline Cooley. Cooley says initially there was considerable skepticism concerning safety and liability. The CEO had three objectives: curating a positive and safe practice; the safety of current team members; and emphasizing that having a past does not mean lacking skill.

JBM’s CEO decided the only way a second-chance program would really work would be with an inclusive approach. Cooley says the program had the company’s whole-hearted support with the CEO telling employees that if they couldn't get behind the program, maybe JBM wasn’t the company for them.

Before getting a program in place, some changes had to take place. The first and most impactful change for Toyotetsu was illuminating the rigid hiring parameters that indicated the company would never hire someone with a particular background or number of offenses.

“Our decision as an organization, in partnership with our attorney, was to look at everything on a case-by-case basis,” Cantu said. “We don't even ask any individuals any questions regarding any potential background issues until

we’ve already made a conditional offer of employment.”

She says they instead focus on making decisions based on skills, work history, and the interview process. They still run background checks, and if there's a concern based on a specific offense or the frequency or number of offenses, they ask about the circumstances around the conviction and things that they’ve done to get life back on track, like community service.

Both companies focused on relationships with communitybased organizations that are the experts in supporting the justice-impacted. JBM collaborates with the Ohio Department of Corrections, halfway houses, sober living facilities, parenting agencies, financial agencies, job readiness programs, and the Office of Reentry to help recruit team members. Cooley says JBM’s partnerships begin with a meeting to discuss the company’s needs.

“Overtime, our understanding of the needs of justice-involved individual team members has deepened allowing us to seek out organizations that can provide us with the most prepared individuals ready for employment,” Cooley said.

JBM works closely with the Ohio Department of Corrections. Cooley says it took several meetings and presentations for JBM to convince them that they had a great postrelease employment program, even after they were allowed into the prisons to attend their job fairs and make presentations. It took getting to know case managers, wardens, etc., for the company to start getting referrals.

Both companies believe manufacturers are uniquely positioned to be able to be leaders in second-chance hiring efforts. The industry has the need for new talent pools and many companies and states are seeing the benefits of these programs. The impact is not only felt internally for the companies and employers but in their communities as well. Cantu says creating jobs that allow upward mobility helps create the crucial middle-class.

“We can take that risk. We can step out of our comfort zone because we have to be creative to fill our talent pipeline needs,” Cantu said. “When you take the chance to do that and you see those positive results and have those success stories, it encourages others.”

Manufacturers offer diverse job opportunities and onthe-job training providing stable employment and the opportunity for advancement for individuals seeking a fresh start. The continued expansion of second-chance hiring efforts also help to promote inclusivity. Cooley says it destigmatizes hiring justice-impacted individuals and sets a positive example for local communities.

“Given their need for a significant workforce, manufacturers are uniquely positioned to offer justice-impacted individuals opportunities on a larger scale, benefiting from the diverse perspectives and resilience these individuals bring, which in turn enhances workforce diversity, boosts employee loyalty, and positively impacts our local communities,” Cooley said. ■

Not-for-Profit Philosophy Shapes NATM Trailer Expo Launching 2025

As the not-for-profit 501(c)(6) trade organization that brought you Trailer Safety Week, the National Association of Trailer Manufacturers (NATM) is expanding its educational efforts and support to trailer dealers through the launch of the NATM Trailer Expo: The ultimate light- and medium-duty trailering event of the year. The first NATM Trailer Expo will take place in Oklahoma City, Sept. 16-18, 2025.

This event will bring together all key stakeholders of the light- and medium-duty trailer industry, including trailer dealers, trailer manufacturers, suppliers, service providers, and automotive tow vehicle OEMs. The target audience to attend and walk through the Trailer Expo includes trailer dealers, as well as fleet and government purchasing agents.

The NATM Trailer Expo will, of course, feature an exposition of trailers under 26,000 lbs GVWR on the trade show floor. Additionally, suppliers and service providers that assist dealerships will also be welcome to exhibit. Booth sales for the 2025 Trailer Expo will open this summer. Information about the booth sales process and dates can be found on Page 63, but make sure to sign up for communications regarding the show at www.natm.com.

Trailers with a Purpose: NATM Reinvesting Trailer Expo Profits for a Better Industry

As the leader in national towing safety efforts, dealers have looked to NATM for resources for their customers and their businesses. Over the last decade, NATM has fielded frequent requests to close the gap that exists in the trailer dealer realm regarding reputable education, business resources, and self-governance. As requested, NATM is exponentially expanding its dealer support efforts. To foot the bill for these new efforts, the NATM Trailer Expo was created.

Similar to NATM’s annual Convention & Trade Show held in February, which funds Association programming dedicated to trailer manufacturers, the NATM Trailer Expo will utilize the revenue generated from the event to fund dealer-specific programming and benefits. As a not-for-profit association, the profits generated from the Trailer Expo will be reinvested into Dealer Affiliate benefits and industry-wide programming such as Trailer Safety Week, the launch of the 501(c)(3) nonprofit National Trailer Safety Council, the NATM Academy, Dealer Connect

network, and more. No other organization in the light- and medium-duty trailer industry utilizes booth sales, sponsorship dollars, and registration revenue to further nationwide trailer safety efforts and launch costly programming to assist trailer dealers. The primary focus of NATM is directed toward generating benefits for its members and affiliates to further its mission to improve trailer safety. As a not-forprofit, NATM prioritizes the member and affiliate interests over its financial gains as it serves the entire light- and medium-duty trailer industry. The Association operates with a commitment to fostering a mutually beneficial environment for its members and affiliates rather than seeking profits for itself. This approach underscores NATM's dedication to supporting and advancing the interests of the trailering community, reinforcing a collaborative and safetydriven mindset for all key stakeholders at every level.

Back to Our Roots: Returning to the Beginning

NATM was founded in Chickasha, Oklahoma, in 1987 when five livestock trailer manufacturers unified for better benefits. Nearly 40 years since its inception, NATM is returning to its roots with its first Oklahoma-based event geared specifically for trailer dealers. This event will celebrate the success, growth, and expansion the Association has had over the last four decades leading the industry. Returning “Back to Our

Roots” in Oklahoma marks a fresh restart, a full circle, in programming in which NATM launches a new chapter for the trailer industry – this time incorporating trailer dealerships. The launch of The NATM Trailer Expo demonstrates NATM’s understanding of the importance of unifying for the greater good of the trailer industry – just like the five original founding member companies understood back in 1987.

Embracing a collective vision for advancing end-user towing knowledge, NATM is starting a new chapter of collaboration. The trailer industry is stronger together, and this unification is a major step forward in improving towing traffic safety at all levels, as well as supporting the profitability of its members and affiliates.

OKC: Where the Heartland Meets Cutting-Edge Technology

Oklahoma City's tagline is, “Where the heartland meets cutting-edge technology,” which is also a fitting description of the trailer industry's rural roots and its future incorporating technology to improve the industry at the manufacturing level, sales level, and end-user level. Not only is OKC conveniently located in the heart of the nation, it sits amid the trailer manufacturing industry and lies within a three hours drive of Fort Worth, Texas, which has proven an ideal location for

Elevating Dealer Success Takes Center Stage in Programming

The NATM Trailer Expo will focus on elevating dealer success. With a nearly four-decade track record, NATM has consistently demonstrated its unwavering

commitment to its members by providing exemplary support, valuable resources, and dynamic programming and will continue to offer such at the NATM Trailer Expo.

Understanding the evolving needs of its Dealer Affiliates, NATM conducted a comprehensive survey across the country to gain insights into the specific requirements of dealers. The findings underscore a shared goal among dealers to enhance profitability and elevate the end-user experience and knowledge. These crucial insights gleaned from discussions with dealers will serve as the foundation for the NATM Trailer Expo programming with a focus on elevating dealer success.

In her vast discussions and meetings with dealers, NATM Dealer Programming Specialist Andrea Boetticher has found that these dealerships are small businesses, often family-owned and their main focus is profitability. As a result, the in-person educational lineup will be geared towards increasing the profitability of dealerships. Profitability is not just determined by the sales process, but by overall business practices which NATM plans to assist with. Boetticher also has found that dealers want to meet with their peers, and NATM intends to create business engagement groups and connect dealers with non-competitors to discuss challenges, solutions, and more.

NATM is soliciting feedback from Dealer Affiliates on what topics they want addressed with the in-person workshop lineup. To help curate the future of NATM Trailer Expo

The Association is looking ahead and already planning future NATM Trailer Expos in the coming years. Building on the success of previous events, the 2026 NATM Trailer Expo will be in Fort Worth, Texas, from Oct. 6-8, 2026. Mark your calendars now!

Texas, known for its booming trailer manufacturing industry, has proven to be an ideal location for NATM's programming, contributing to record-breaking success. Its central location makes it convenient for NATM Trailer Manufacturer Members to drive in and exhibit their latest models. Additionally, the strategic location is perfect for dealers to visit and engage throughout the week. Act Now, Shape Tomorrow: 2025 NATM Trailer Expo Booth Sales Fund Industry Advancement as

Not-For-Profit

In a remarkable stride towards driving change and uniting the industry for progress, the National Association of Trailer Manufacturers (NATM) is set to open booth sales August 21, 2024 for the inaugural NATM Trailer Expo. The NATM Trailer Expo will take place in Oklahoma City, Sept. 1618, 2025 at the brand new Oklahoma City Convention Center and Omni Hotel. This pivotal event marks a new chapter for the light- and medium-duty trailer industry, underscoring NATM's unwavering commitment to enhancing roadway safety and fostering industry growth for nearly forty years.

As the only not-for-profit trade organization dedicated to the light- and medium-duty trailer industry, NATM will be reinvesting revenue generated from the NATM Trailer Expo booth sales back into programs that benefit dealers, trailer manufacturers, end-users and ultimately the industry and roadways at-large. This reinvestment is a cornerstone of NATM's dedication to its members and the broader community. The revenue from the booth sales

will fund critical initiatives aimed at improving trailer safety nationwide through its dealer network, expanding educational resources, and advocating for the industry.

The significance of this effort cannot be overstated. By channeling the proceeds from the Trailer Expo into these vital programs, NATM ensures that its mission and efforts to promote trailer safety and the success of the trailer industry can expand exponentially. This approach mirrors the successful model of NATM's Convention & Trade Show that takes place in February, where the generated revenue supports year-round programming. This allows NATM to keep membership dues and costs steady for yet another year, despite the pressures of inflation and rising costs.

Continued from Page 63

The opening of booth sales for the NATM Trailer Expo is more than an opportunity for trailer manufacturers, suppliers and service providers to showcase their products and services. It represents a collective effort to drive progress and unite for the betterment of the industry.

As NATM embarks on this new chapter, it invites all members of the light- and medium-duty trailer community to join in this transformative journey, ensuring a safer and more prosperous future for all as we open booth sales on August 21st. For the inaugural event, the booth sales selection timeline will be based on membership longevity beginning with its founding members from 1987.

2025 NATM Trailer Expo Exhibiting Costs and Timeline

Booths at the Trailer Expo will be sold in 10’x10’ increments, with a pricing structure that reflects the varying needs of exhibitors. NATM Trailer manufacturer exhibitors will benefit from a discounted rate of $1,100 per booth whereas the non-member rate is $2,200. It is $1,400 for NATM Member supplier and service provider exhibitors and $2,800 for non-member suppliers. This discount acknowledges the inherently larger space requirements of trailer manufacturers, who need ample room to effectively showcase their products. By providing this reduced rate, NATM supports trailer manufacturers in their efforts to present comprehensive displays without facing prohibitive costs.

NATM is using Map Your Show’s online booth sales software for the NATM Trailer Expo which will be held at the Oklahoma City Convention Center in Oklahoma City, Sept. 16-18, 2025. The opportunity to select space at the 2025 Trailer Expo will be made available in the following phases:

PHASE 1: NATM Trailer Manufacturing Members that have been members beginning 1987-12/31/2012 will be able to select their booth spaces August 21 - October 4.

PHASE 2: NATM Trailer Manufacturing Members that have been a member starting 1/1/2013-Present will be able to select their booth spaces beginning October 7.

PHASE 3: All NATM Associate Members serving trailer dealers will be allowed to choose booth space beginning October 28.

PHASE 4: Non-members will be allowed to choose booth space beginning November 18.

On the day your booth selection window opens, you will receive an email from NATM notifying you that the booth sales application is now available online for your company. The email contains a unique code that when entered, pre-populates the online booth sales application. Once logged in, exhibitors can view the 2025 trade show floor plan and select the desired booth(s).

During the completion of the online application, exhibitors pay for part of their booth(s) with a credit card. Once NATM approves the application, an email containing login credentials to the exhibitor dashboard is sent. The dashboard allows exhibitors to update their company profile and contact information and view other important information relevant to the upcoming show.

As always, the sign-up for booth space is first come, first served. You can sign up at any time after your group’s window begins. If you miss the window for your group, the privilege of choosing during your group’s time is lost. Be sure to mark your calendar to remember to sign up as soon as you receive your email from NATM!

If you have any questions regarding how to book your exhibit space at the 2025 NATM Trailer Expo, contact NATM Membership Specialist at Kevin. Sander@natm.com or (785) 272-4433. ■

Service Members Bolster Manufacturing Workforce

There is no holiday more American than the 4th of July! It's the day we became America. I am fortunate to be a part of two of the most American institutions possible, the U.S. Army and trailer manufacturing. The army is obvious, but trailer manufacturing is at the heart of what makes this country great. Just about all trailers in the U.S. are built by hardworking Americans. Trailers are then used by other hardworking Americans on job sites and moving critical freight, which keeps the industrial base going. Most importantly, trailers allow the country to enjoy the fruits of its labor, whether it is hauling a prized car to a show, getting boats to the lake for quality family time, or packing your tailgate gear on game day.

As we look to continue America's dominance in trailer manufacturing, I suggest we look at those who serve in the other great American institution I am a part of, the U.S. Military.

Korn/Ferry International published a report titled "Military Experience and CEOs: Is There Link?" and made a few interesting observations. They discovered that companies led by military veterans delivered higher average returns than the S&P 500 index over one, three, five, and 10-year horizons. Chief executives who served as military officers constitute over 8% of all CEOs in the S&P 500. A substantial finding considering 1.5% of the American population are veterans who served as military officers. The report also found the average tenure of a CEO with military experience was over seven years. In contrast, a CEO without military experience averaged under five.

Manufacturing companies seeking to enhance their management depth should consider those in the National Guard. National Guard members bring immediate value, offer stability, and are a perfect fit for manufacturing businesses. They naturally assume leadership roles, take pride in their work, and are not afraid of responsibility. They grasp processes, embrace change, and are adept analytical thinkers.

The guard also will pay for the training today's leaders require. Guard members are required to participate in a wide array of professional education. For example, Command and General Staff College and Sergeants Major Academy are multi-year programs

with curricula in decision-making theory, critical thinking, and self-awareness. All branch Senior Service Colleges award a master's degree in strategic studies and are taught by PhD-level professors. Young leaders study small team leadership, influencing others, and ethics. In addition to more advanced courses, members can obtain certificates in HIPAA, human resource management, and Six Sigma. These courses apply to manufacturing companies and the military alike because the processes and theories are universal.

In general, day-to-day military operations instill a strong work ethic and set a priority on achieving results. At significantly earlier stages in a guardsman's military career, they are given tremendous responsibility for learning concrete leadership lessons and the opportunity to make mistakes.

Over the past 20 years, guard service has been a burden to some businesses and, in some cases, during their most vulnerable times. When the governor activates guard members for duty, it is often at a time when their civilian employers need them most. Time and time again, with planning from the National Guard members, employers' patience, and National Guard leaders' understanding, the guard and employer benefit significantly during these activation periods. This is a testament to the guard member's training and work ethic.

Even with the occasional unplanned activations, which are generally rare and short-term, the value that the service member can bring to a business is enduring and utilized daily. A guard member's ability to lead and motivate teams, apply professional education to complex problems, and possess a trained ability to achieve results can significantly boost profits, providing a strategic advantage for your company.

Don't employ National Guard members to feel patriotic or "more" American. Employ them to improve your business and make the industry stronger. I suggest hiring a guard member and giving them your most challenging task, then watch your company grow!

Bob Harris is the Vice President of AmeraTrail, Inc. as well as a Colonel of the Florida National Guard. AmeraTrail has been a member of NATM since 2019. ■

Regulatory Roundup: NATM Advocates for Trailer Industry in D.C.

The National Association of Trailer Manufacturers (NATM) recently hosted its annual Regulatory Roundup and Capitol Hill Visits, a pivotal three-day event in Washington, D.C., aimed at advocating for the light- and medium-duty trailer industry. The event brought together trailer manufacturers, suppliers, and OEM tow vehicle manufacturers to discuss critical industry issues with legislators and policymakers.

Day 1: Capitol Tour and PAC Reception

The 2024 government advocacy event commenced on the afternoon of Monday, May 20, with an exclusive private tour of the Capitol Building, led by Bart Gordon, a former Congressman representing Tennessee for 26 years and current K&L Gates partner. With his personal experience serving in the House of Representatives and past Chairman of the House Committee on Science and Technology, Gordon provided a unique perspective, enriching the experience with captivating stories about the Capitol's history and significance. He guided the group through several sites including the Capitol Rotunda, Cox Corridors, and the Small House Rotunda. Gordon even allowed members to sit in the House Chamber where he entertained with tales of past armed nationalists and historical political drama.

The tour concluded with a sense of awe and appreciation as Gordon's stories and insights brought the rich history and political significance of the Capitol to life for all attendees.

The event continued in the evening with a warm welcome at the Political Action Committee (PAC) Reception held at the stunning rooftop offices of K&L Gates. With the Washington Monument as a backdrop, NATM PAC Members had the opportunity to network, discuss industry challenges, and forge new connections. This reception not only provided a platform for members to engage with one another but also underscored the importance of the NATM PAC. The PAC supports congressional members who advocate for the trailer industry, and since its inception, it has raised over $151,000, contributing to more than 80 incumbent campaign committees. For more information about the NATM PAC, turn to Page 11.

Day 2: Advocacy in Action on Capitol Hill

The second day was dedicated to direct advocacy as part of its Capitol Hill visits, as NATM Members divided into teams to meet with legislators and their staff. These teams, meeting with 5 to 7 legislators each, included congressmen

from various states, senators, and key staffers. A total of 52 meetings were conducted. Armed with a comprehensive handout detailing NATM's mission, the trailer industry’s economic impact, and current issues, members effectively communicated the industry's needs and challenges.

Key topics discussed included the promotion of Trailer Safety Week, a national campaign focused on educating end-users on safe trailering practices. Legislators were encouraged to support and share this traffic safety campaign with their constituents to enhance public safety. Additionally, members highlighted the importance of precise legislative language, advocating for the exclusion of light- and mediumduty trailers from bills intended for motor vehicles.

Other significant priorities addressed were supply chain delays, the integration of technological advancements in trailers, rising fuel costs, and the impact of tariffs and trade policies. Members also extended invitations to legislators to visit their facilities, offering firsthand insight into the industry's operations and the dedication of American workers.

Day 3: Political Insights, Looking Ahead

Commercial Vehicle Safety Alliance

On the final day, May 22, Association Members gathered at the K&L Gates offices to hear from an impressive lineup of speakers during the Regulatory Roundup event. The first speaker, Adrienne Gildea, deputy executive director of the Commercial Vehicle Safety Alliance (CVSA), gave members a closer look into the intersection of safety and regulation within the commercial vehicle sector.

CVSA, a nonprofit organization, is composed of local, state, provincial, and federal commercial motor vehicle safety officials and industry representatives of the US, Canada and Mexico. The Alliance aims to prevent commercial motor vehicle crashes, injuries, and fatalities by fostering collaboration between government and industry. Gildea highlighted CVSA’s compliance and inspection program, which trains state police and other policing bodies to inspect motor vehicles like semi-trucks and buses to ensure roadway safety.

"Our member organizations, including 13,000 enforcement officials, are dedicated to transportation safety and are committed to helping the Alliance achieve its goals of uniformity, compatibility, and reciprocity of commercial motor vehicle inspections throughout North America," Gildea stated.

Gildea also discussed current CVSA initiatives, including:

› Completing inspections with automatic driving systems (ADS) technologies.

› Addressing workforce shortages by implementing electronic inspections that do not require stopping vehicles, utilizing data points scanned and communicated electronically.

Continued on Page 74

Continued from Page 73

› Equipping vehicles with electronic identifiers to save time by not policing compliant drivers.

› Addressing side underride protection, where ongoing legislative discussions aim to find effective solutions.

"We all agree we don't want underride crashes...we feel strongly that if we can prevent crashes in the first place, that would be the best way to address the issue. We need to spend money on what will do the most good and thus prevent a wider range of accidents rather than just a small percentage," emphasized Gildea.

The intersection of missions between CVSA and NATM was obvious and underscored a shared commitment to enhancing safety on our roadways. Together, both organizations play pivotal roles in ensuring that our highways remain safe for all users, emphasizing the paramount importance of industry collaboration and ongoing regulatory diligence in safeguarding lives and livelihoods across North America's transportation networks.

Congressional Chiefs Roundtable

Following an insightful presentation by Gildea, Association Members engaged in a Congressional Chiefs Roundtable moderated by Ryan Carney, a government affairs advisor at

"It was a pleasure to meet with Congressman John Rutherford. Given his extensive background in law enforcement and commitment to public safety, sharing our primary mission to promote trailer safety through education and advocacy resonated with him. I am optimistic that we can build a positive and productive relationship moving forward." - Ginger Baker Sanhueza, NATM Education Director

K&L Gates. Carney's experience as a former Chief of Staff for congressional members made him an ideal moderator for the discussion, which featured panelists Liz Amster, Steve Carlson, and Braden Dreiling, Chiefs of Staff for Representatives Jake Auchincloss (MA-4), Chris Pappas (NH-01)), and Jake LaTurner (KS-02), respectively.

The roundtable covered a range of pressing topics, including government funding, the Federal Aviation Administration reauthorization, and the Tax Cut and Jobs Act. Carlson expressed pride in the bipartisan efforts underway, emphasizing the importance of collaboration in driving legislative progress. Amster maintained an "eternally optimistic" outlook, highlighting the necessity of hope in navigating the complexities of policymaking. Dreiling underscored the significance of building relationships and

understanding the multifaceted nature of legislative processes.

When discussing engagement with constituents and groups like NATM, Carlson emphasized the power of storytelling and tailoring presentations to resonate with staffers, while Dreiling highlighted the importance of cultivating relationships with staffers who play a pivotal role in shaping legislation. Carney aptly summarized the importance of proactive engagement, stating, "If you're not at the table, you're on the menu." This sentiment resonated deeply with NATM Members, who recognize the critical importance of active participation in legislative discussions to ensure industry representation and advocacy.

"As a first-time attendee of Regulatory Roundup, I was initially nervous about the process. However, the support from NATM and K&L Gates staff, along with the encouragement from Association members on my team, made the experience stress-free. It was incredibly rewarding to shake hands with policymakers and their staff. I believe Regulatory Roundup is something everyone in the Association should experience at least once." –Heather Gonzales, Triple Crown/ Down 2 Earth Trailers

Historically, the absence of industry representation led to oversights in legislation impacting the trailer industry. However, with the establishment of government affairs advocacy programs, NATM now prioritizes proactive engagement and relationship-building to ensure industry voices are heard and considered in policy-making processes. As Carney succinctly put it, "Engage early, tell your story, don't make assumptions about the staffer, and let them know how laws are affecting your industry."

The roundtable concluded on a note of optimism, with Carlson aptly summarizing the journey ahead: "The road may be windy, but we're getting there." Despite the diverse landscape of Congress, there is optimism for continued reform and bipartisan collaboration, fueled by active engagement and advocacy efforts from industry stakeholders like NATM.

U.S. Politics & Policy in 2024 and Beyond

The Regulatory Roundup concluded with a thought-provoking presentation by Finch Fulton, a government affairs advisor at K&L Gates with expertise in transportation policy, including autonomous vehicles. Fulton's presentation dove into predictions about U.S. politics and policy in 2024 and beyond, addressing critical issues such as supply chains, economic collaboration, climate change, and federal mandates versus state empowerment.

Fulton addressed the intricate relationship between the Chinese and U.S. economies, highlighting the challenges of disentangling their intertwined supply chains. He also explored potential political scenarios under different presidential administrations and discussed the implications of climate change on fuel efficiency, electric vehicles, and government intervention in vehicle choices.

Fulton’s presentation also covered expected administration actions, legislative priorities, and the overall outlook of Congress. Despite the complex landscape and economic uncertainties, Fulton's message resonated with the optimism echoed by the Chiefs of Staff earlier in the event.

Events like the Regulatory Roundup & Capitol Hill Visits serve as crucial platforms for NATM Members to stay informed and engaged in these evolving policy discussions. By participating in such gatherings, members ensure that their voices are heard and that they have a “seat at the table” where decisions impacting the industry are made.

Looking ahead, NATM Members are encouraged to be on the lookout for the next Regulatory Roundup event in Washington, D.C. in 2025. Participation in these events is not only an opportunity to stay abreast of policy developments but also a chance to actively shape the future of the trailer manufacturing industry by advocating for common interests and concerns.

In a constantly changing landscape and economic rollercoaster, it is more important than ever for industry stakeholders to remain informed, engaged, and proactive in addressing challenges and opportunities on the horizon.

Making the Planet Better Together: Shapiro Celebrates 120 Years

In 1904 on the streets in between industrial buildings in St. Louis, Missouri, Max Shapiro could be found picking up scrap and loading it into his horse-drawn buggy. The Shapiros immigrated to the United States from Ukraine in 1884 to escape religious persecution. Harry Shapiro, Max’s brother, listed his occupation as “junk peddler” on his Declaration of Intention, and the roots of an awardwinning company that is a leader in industrial recycling and sustainability solutions were planted.

Today, Shapiro has clients worldwide and is still dealing in scrap, just on a much larger and technically advanced scale. The company is now headed by Bruce Shapiro, Max’s grandson and current Shapiro CEO. Bruce is the third-generation Shapiro to head the

company and has worked at Shapiro his whole life.

“Some kids went to camp. I always worked at the scrap yard every summer,” Bruce said. “I was grading metal, riding on the truck, picking up, shoveling, whatever needed to be done.”

Bruce has only ever worked at Shapiro, and he knows the company inside and out. He attributes its success to its culture and ability to adapt. In the 1980s and 1990s, Shapiro not only expanded into new markets and diversified its recycling capabilities, but also transitioned from handwritten to digital records.

“A 120-year-old family business tends to be very entrepreneurial and try lots of things,” said Shapiro

President and COO Bob Alvarez. “We’re not selling a product or a specific solution. We’re helping our customers meet their goals.”

Those goals vary from company to company. Some companies want to move toward zero landfill or recycle more of their byproduct. Others want to reduce carbon emissions. Companies want to be able to take their scrap and work it back into their production process. Shapiro now has a laundry list of impressive initiatives including Circular by Shapiro, its Sustainability Dashboard, and the Master Alloys program.

“We’re able to do things that other companies can’t do and give people information,” Bruce said. “People aren't looking at what's going out the backdoor like they're looking at what’s going out the front door. We want people to weigh their scrap. We want them to know where pricing is coming from. We want to help them segregate their scrap so they get the most value.”

Those at Shapiro know they’re fighting an uphill battle when they say that going green doesn’t mean costing more green.

From

Companies’ waste streams are typically not looked at for optimization or as an avenue to make money so Shapiro is able to come in and optimize that process for clients and that typically involves finding them cost reductions or even profits.

“The neat part about what we’re doing with sustainability is we’re able to reduce their carbon footprint, recycle things that they didn't know they could get recycled, and help them make more money,” Bruce said.

“There are an awful lot of benefits of integrating sustainability and stewardship of natural resources into the process that are probably more favorable to the bottom line than hurtful,” Alvarez said.

client’s bottom line. No one knows that better than Shapiro Chief Marketing Officer Judy Ferraro.

“I am a salesperson through and through, and it’s a really good sales tool to say, ‘We’re investing in the planet,’” Ferraro said. “Lowering the carbon emissions helps all of us. They might have to buy a bailer or buy a compactor, but sometimes a small investment can make a huge impact, not only on the world and the planet but also on their business and whoever they’re making things for. Maybe they make things for a big, giant company who cares about that. It’s good PR for them to care and it's a good sales tool.”

While it is a good look, sustainability is the heart and soul of Shapiro. The company’s motto is “Make the Planet Better Together.” The company employs several sustainability consultants and all they do is sustainability, Bruce says. They specialize in areas such as recycling, CO2 emissions, and water reduction.

“We’re looking at all different types of things to reduce waste and do things that I thought we couldn’t do,” Bruce said. “We look at plastics. We look at wood. We look at all different types of paper and cardboard. We’re doing all those things trying to make the planet better together so that's really what it's about.”

“The way it works is what the customer wants to achieve, we help them achieve. We don’t have a cookie-cutter approach,” Alvarez said. “We’re building a recipe book of solutions, but we don’t apply them to everybody. We help the customer solve the problem that they’re trying to achieve, and we’re available to help them with much more.”

To say they’re good at what they do would be putting it mildly. Shapiro’s first full-blown sustainability project earned the client plant the 2020 President's Award, and Shapiro was presented with the Global Sustainability Award. Trash pickups were reduced from 409 to 57. The remaining trash was taken to a waste-to-energy facility, keeping it out of landfills. The cost savings were just as impressive.

“We went in thinking we could save them $35,000 a year and we ended up saving them $160,000 a year,” Ferraro said. “So we got a global sustainability award from a big giant company and that was really one of those things that said, ‘Hey, we’re doing a great thing here.’ That just keeps growing exponentially.”

Trailer manufacturers and supplier manufacturers may not be ready for such an involved project now. Shapiro meets clients where they are.

“With small and mid-sized companies, they’re all going to be at a different point in their sustainability journey,” Alvarez

This photo, taken from an old brochure, shows a magnet crane used to move and ship steel/ferrous materials at the Springfield, Missouri, plant. Photo submitted by Shapiro.

said. “Most people that we work with are struggling to keep up with what they have to do in their day-to-day activities and a few key corporate initiatives. Everything else is kind of hard to get to sometimes. I think we hope to help alleviate some of that with our process … it’s about optimizing the waste streams often there’s stuff going to landfills that could be recycled today when you do that there are almost instantaneous cost savings built into that.”

Shapiro has worked with several trailer companies, including many in the RV industry. A primary concern is what they can do with their scrap metalthe company’s bread and butter.

“I think that anybody that is interested in having the technology, having the data, wanting to know what is really happening with their scrap, and how they can improve their scrap process – I think that’s where we’re able to help out the most,” Bruce said. “It's in the processes. How do you segregate your scrap if you want sustainability? I think if companies are looking for integrity and they want that information, there are very few companies that are doing what we’re doing.”

“It’s the basis of our culture and it’s what keeps us moving forward,” Bruce said. “People really are passionate about what they’re doing. They really care about it. When you have that sort of culture you can do many, many, many things.”

Shapiro’s executives credit the company's success to its employees. Bruce calls the driving force “PPP,” or “passion and persistence pays.”

The culture they’ve cultivated at Shapiro is a source of pride. The culture is first and foremost treat other people the way you want to be treated, Bruce says. It’s also about fostering an environment where people can share opinions and ideas freely.

“The culture we strive for at Shapiro is really important,” Alvarez said. “The caliber of people we have on our team and the way we treat each other – I'm exceptionally proud of that.”

“The people here and the culture that we have – they’re creating our future,” Bruce said. “The company will eventually be in somebody else's hands, but if we can keep that culture going and the philosophy going, no matter who this company is and what it evolves into the future is making the planet better together. That's going to involve lots of changes on our part, and we are way ahead of the curve on that in this industry.”

Shapiro has been an NATM Member since 2002. To learn more about them, visit www.shapirosales.com.

Simply the Best: 4 Star Trailers Celebrates 40 Years

Forty years ago, 4 Star Trailers became the inaugural member of what was then known as the National Association of Livestock Trailer Manufacturers. The Association has always appreciated having such a supportive member from the outset.

Recently, the National Association of Trailer Manufacturers (NATM) team members were invited to commemorate 4 Star Trailers' 40th anniversary in Oklahoma City, Oklahoma. Accomplishment was the primary feeling during the celebration, says 4 Star Trailers President Forrest Shifflett.

“The company has always had the same ownership, now the 3rd generation is involved in building ‘simply the best' trailers,” Shifflett said.

In line with their motto "simply the best," the 4 Star Trailers team organized an engaging lineup of speakers. They provided updates on the company, highlighted industry trends, stressed the importance of trailer safety, and celebrated an impressive 40 years in the business.

Attendees had the opportunity to listen to various industry experts speak on topics such as product innovations, safe trailering, and business strategies. Forrest Shifflett, President of 4 Star Trailers, began by discussing the challenges the company faces in the industry and their strategies to overcome them. Attendees discovered that 4 Star Trailers has consistently embraced technological innovations and creative solutions to address common industry challenges.

Bobby Key then detailed the production processes that ensure quality and consistency. Key emphasized the goal of creating products that stand the test of time, showcasing the company's commitment to collaborating with third parties when necessary and leveraging technology for product improvement. The company's dedication to continuously enhancing its products was evident throughout the event.

To underscore their focus on safety, the 4 Star Trailers team engaged NATM to educate dealer attendees on trailer safety. NATM's Technical Director Scott Crimmins

and Marketing Director Savana Morrison discussed the Compliance Verification Program and Trailer Safety Week. Crimmins provided a detailed explanation of the processes manufacturing members undergo to achieve CVP certification and proudly display the NATM Decal. Morrison encouraged dealers to participate in Trailer Safety Week and support the dissemination of safe trailering information to customers.

The newest achievements of the company include multiple patents in its trailer design."Quiet Ride" technology in the inside components gives, as the name suggests, a quieter ride for the horses’ comfort; "Easy Lift" is a new ramp that uses a torsion spring; and the industry-first "Hybrid Pod" provides airflow to the horses, while still having the classic 4 Star integrated look.

Attendees were treated to a tour of the trailers on display, learning about what distinguishes 4 Star Trailers from others in the industry. The event concluded with a reception honoring 4 Star Trailers’ loyal dealers, employees, and customers.

Shifflett says the secret of 40 years of success is owners who listen to the needs of the customers and continually offer new ideas that make a better trailer.

“We have a dealer base of the best. Some of our dealers have been with us for the 40 years,” Shifflett said. “The main thing has been that God has blessed us. We are a Christian-owned company that puts our faith in God.”

NATM expresses gratitude to all its members for their industry commitment through Association membership. The celebration of the 40th anniversary of their founding member, 4 Star Trailers, was a significant milestone. Here's to the next 40 years being "simply the best!"

Member Feature: The Growth of EQ Systems

EQ Systems is a supplier of premium hydraulic leveling systems, slide out solutions, and custom wire harnesses and battery cables (EQ Harness division) for both motorized and towable RVs, as well as the horse trailer, motorsports, and a wide variety of commercial industries. Historically, EQ Systems has been known as Equalizer Systems and a division of Days Corporation. In 2021, all divisions of Days Corporation were re-branded to reflect the success of the Equalizer Systems division, as well as the vision of our late owner and CEO Jim Sproatt. Days Corporation is now known as EQ United. Days Distribution is now known as EQ Logistics, and Equalizer Systems is now simply EQ Systems.

Rebranding the company directly coincided with a recordpaced period in not only revenue growth but also a larger vision and expansion into a more self-sufficient and futurefocused business model that will ensure EQ Systems stays positioned for long-term stability and success. With the lessons learned over the recent years regarding supply chain problems, uncontrollable price increases, and unpredictable quality from sourced suppliers, it became clear that a move to become an in-house manufacturer of as many critical components as possible was the only sustainable solution.

This new focus on manufacturing required an all-in commitment from the owners of EQ Systems, and that’s exactly what they have done. Purchasing a large range of machines, including plasma tables, an auto-feed laser, CNC lathes, an aluminum mill, and robotic welders was the first step. These new machines required bringing new talent on board that would make the launch of this new manufacturing division successful. Drawing from many strong relationships in the industry, EQ Systems was able to bring on experienced engineers and machinists right away. Manufacturing of many plate and tube steel components was the first of many steps, with the eventual goal of being a self-supplier of all steel parts, as well as hydraulic cylinders. That process is well in place with an ever-expanding catalog of these components being manufactured in-house by EQ Systems.

What was quickly apparent was that the long-term home of EQ Systems in Elkhart, Indiana, was no longer large enough to house this new operation, and certainly wouldn’t allow for the growth that was on the horizon. EQ Systems was in need of a larger facility with room to grow into the future. That’s exactly what was found in the purchase of an existing manufacturing facility, just north of the Indiana-Michigan border. Adding approximately 100,000 additional square feet

of floor space and consolidating operations to one building was a huge step toward increasing both efficiency and capacity. A substantial rehab project on the building got underway immediately, and all aspects of manufacturing and production, as well as installations and shipping and receiving, moved to the new facility in the spring of 2022. A completely new office built out within the facility serves as the home of EQ Systems’ office staff and the new corporate headquarters of EQ United.

This investment in the future has EQ Systems poised to make big moves in the industries they serve NOW. With the capacity to produce efficiently at an all-time high coupled with the ability to control costs and quality, the company is in a very unique position for controlled growth at a time when others are tempted to retract. EQ Systems is excited to be able to support our partners with quality products and sustainability at a time when it’s needed the most.

EQ Systems has been a member of NATM since 2004. Find out more about them at www. eqsystems.us or reach them at 800-846-9659.

Felling Trailers’ Chosen for Atlas Foundation Company’s Specialized Trailer Needs

SAUK CENTRE, Minn. – Atlas Foundation Company is a deep foundation and earth retention solutions provider. Founded in 1968, the company started out strictly as a pile driving company, but quickly expanded into caissons (drilled piers), micropile, earth retention, and helical piers.

Atlas’ Micro Pile Division had acquisitioned an overseas manufacturer to design and build a custom water pump to be used for extremely specialized deep foundation drilling applications, the only pump of its kind in the United States. For this custom application, the pump needed to be mounted to a trailer for ease of transport to and from jobs, as well as maneuverability on job sites. This trailer would need to be designed and engineered around the specifications of the water pump, along with incorporating usability and safety for the crew operating it.

Atlas Foundation’s Superintendent of Maintenance and Shop Repair, Larry Boeke, had previously worked with Felling Trailers and knew they were the right manufacturer for the project. Atlas Foundation has close to a dozen Felling trailers currently in their fleet. Larry had worked with Felling's Mike Wolff, who at the time was part of the Service team, to set up the refurbishing of five of their trailers over a period of 5-10 years; most of these trailers are 20+ years old. "After decades of experience using and maintaining Felling Trailers, it was an easy choice for me to reach out to Mike. Mike had done a fantastic job with us on previous projects. I knew I only wanted to work with Felling," said Larry.

Larry contacted Mike, who was now in trailer sales, and explained the scope of the project to him. “Mike immediately put me in

contact with T.J. Schwartz, Felling’s OEM trailer specialist, to get the ball rolling,” said Larry. The three met together multiple times to review the requirements and specifications that would need to be incorporated into this trailer build. An FT-20 WD (wide deck) was selected as the base model for the trailer. Mike, T.J., and Felling’s Engineering team collaborated with Larry’s team at Atlas along with the overseas water pump vendor through the duration of the design process. “It was really a team effort, and Larry was very accommodating in helping us (Felling) to understand what the application was, what environment the trailer would be utilized in, and what features needed to be incorporated for operator safety and functionality for the Atlas team,” said Mike Wolff.

Throughout the design process, there were many changes; some were small, like shortening up the overall trailer length. Others were more detailed, like incorporating pull-out steps/platforms and handrails, for the crew to access the deck safely. “The selection of Grat-X decking was made in place of standard decking for crew safety. When the unit is used in cold weather environments, the crew must disconnect water lines and drain the pump at the end of each shift to prevent freezing. The Grat-X decking allows for the water to pass through to the ground below, preventing water/ice build-up, greatly reducing the likelihood of the crew slipping,” said Schwartz. Attention to the fine details was key. With the pump still in production, the teams worked off drawings and maintained continuous communication with the overseas vendor. “We worked closely with the pump vendor to verify the water pump's overall size and weight and determine the center of gravity for proper axle placement. We had to really pay attention

Continued on Page 94

Continued from Page 93

to the smaller details and plan ahead for things like compartment door clearance for mounting a spare tire, clearance for personnel to access the deck from all sides, and so on,” said Boeke.

With the design process completed the trailer then moved onto the production floor. Built to spec, this high-pressure water pump trailer was constructed with Grat-X (expanded metal) decking with custom mounting provisions for the skid-based water pump, 8’ pull-out grip strut side steps on curbside, roadside, and along the rear tailboard. Rear stabilizer jacks, along with two heavy-duty storage boxes provided by Atlas Foundation Co., were mounted on the rear of the trailer. Once assembled and inspected, the finished trailer was delivered to Atlas Foundation, Co., where the one-of-akind pump was mounted to the trailer and put into service.

“In my opinion, Felling builds the best construction equipment transport trailer on the market. They are extremely heavyduty from front to back. I would say that my experience with Felling has always been positive. From their parts and service department to the refurbish division, to now having had the chance to work with their engineering and design team, and then finishing up with the production division. Every interaction has been positive and professional. I was impressed with how knowledgeable Mike and T.J. were throughout the entire process. I would definitely recommend anyone that hasn’t given Felling a try yet to take a look and see how the team at Felling can help with a specialized project like ours,” said Boeke.

Felling Trailers' goal is to bring awareness to various nonprofits that are making a difference and choosing a new beneficiary each year. Previous Trailer for a Cause auctions have raised over $44,000 for nonprofit organizations such as ACT on ALZ-Alzheimer’s, Lymphoma Research Foundation, Minnesota Fire Fighters Foundation, Eagle’s Healing Nest, and Pockets of Hope to name a few.

The 2024 Trailer for a Cause auction beneficiary, Backing the Blue Line, was selected by the Felling Trailers’ employees. "For several years, we put the decision of selecting the benefiting organization in the hands of our team members in the form of a vote. A list of organizations and corresponding information is given to team members to select from,” said Brenda Jennissen, President/CEO of Felling Trailers. “We respect and appreciate our local and state law enforcement officers and recognize what they lay on the line each day they put on their uniform

and leave home for their shift to protect our communities. We’re thankful to live and work in communities that are protected by these professional men and women who choose to wear the badge. ‘Blessed are the Peacemakers; for they will be called Children of God.’ – Matthew 5:9.” Backing the Blue Line (BtBL) is a nonprofit organization dedicated to supporting the law enforcement community in Minnesota. BtBL unites the power of members and the generosity of donors to honor and support Minnesota law enforcement officers and families; they mobilize to provide services, labor, and assistance during times of illness, injury or tragedy, as well as join in celebrating life milestones. BtBL supports the Minnesota law enforcement community by providing resources and emotional support to law enforcement officers and their families and serving as a positive voice in the community. Together, they are backing those who represent the thin blue line.

An early Fall 2024 auction is being planned for Trailer for a Cause. Leading up to the auction, Felling Trailers will work with Backing the Blue Line to generate awareness about the work they do for the officers and families they serve with the programs and support services they offer. Backing

the Blue Line is a 100% volunteer-run organization. Their donations directly support their vision to expand their reach to all Minnesota counties by increasing their supporters, volunteers, and means to assist. They want their interactions to drive a high standard for how law enforcement officers and their families are treated during times of crisis and need, offering family support services through programs like Christmas in June, Injured Officer Support, Not so Blue Christmas, and Fallen Officer Memorial Roses.

Engle to Embark on Life’s Next Adventure, Retirement

SAUK CENTRE, Minn. – Laurie Engle, Felling Trailers’ Inside Trailer Sales Consultant, has lived and breathed trailers for thirty-two years. Laurie's trailer tale started in the fall of 1991; Merle and Kathy Felling (founders of Felling Trailers) were in the midst of an office expansion. The local contractor running the expansion was Laurie’s husband. Like many family-owned businesses, Laurie was lending a hand to complete the project, working on painting and staining. “I was painting in the office one day, and the phones were ringing off the hook. I asked the secretary at the time if they (Felling) ever needed help answering phone calls, and she replied sure do,” said Laurie. Not knowing much about trailers but willing to learn, she spoke with Merle later that day and expressed her interest in working for Felling Trailers. After a bit of conversation, Merle said, "Yes, certainly, but we'll start you off in the Parts room, selling axles, brakes, sheet steel, etc., then transition into trailer sales.” Merle believed strongly that having a good foundation of knowledge about the components and construction of a trailer makes for a better salesperson. "That was the best thing he ever did! Within six months, I sold my first trailer to Landscape Designs out of Alexandria, MN, and when I was asked about the components on the trailer, I had the answers right away with my experience in parts sales,” said Laurie.

In the early 90's, Felling Trailers did not have the extensive dealer network it does today; with a few dealers in the upper Midwest, Felling sold directly to end users. “We also sold livestock/horse and enclosed cargo trailers at that time. We were very busy; my phone was ringing off the hook. I've never looked back. Over the years, our product line grew dramatically; we

now have 240 plus trailer models compared to the 8-10 different models we once offered. We never turned down a trailer deal, though; if a customer/dealer wanted something longer, shorter, taller, or different material, we'd make it happen," said Laurie.

With each decade that passed, the company never ceased to grow in one way or another. Merle strived to maintain an ongoing process of improving efficiencies with new equipment and cutting-edge technologies, expanding production space, and increasing the workforce. "When I started, we (Felling) had only 4 or 5 bays, and trailers were painted across town. A few years down the road, more bays were added, along with paint and blast booths and finishing. Merle and Kathy were very busy raising a family while putting in many hours throughout the day at the shop. They were constantly looking ahead, building for their future and their children's futures," said Laurie. Today, the company is now owned and operated by Merle & Kathy's daughters, Brenda (Jennissen) and Bonnie (Radjenovich). Felling Trailers has always been a very family-orientated business, "I watched the girls grow, right alongside my own three children, as they created their lives and started families,” said Laurie.

Through the years, Laurie has built many working relationships with dealers and customers, solving transport problems other manufacturers said were unsolvable. Felling's Trailer Experts (Sales Team) work with dealers/customers to configure

a trailer to meet the desired specifications and provide a custom solution. "Laurie has been a fixture of Felling Trailers for a long time. Her experience and customer service skills will be sorely missed. Felling Trailers is a better place because of Laurie Engle!" said Pat Jennissen, VP of sales and marketing. “I am truly humbled by the trust and confidence placed in me over the years. The loyalty and support from dealers and customers has been the driving force behind my success, and for that, I am forever grateful," said Engle.

From the many standard-built trailers to those that have been highly customized, certain ones stand out from the rest. One such trailer was for an amusement park ride company located on the East Coast. They needed a mobile platform trailer that could be paired with their Ferris wheels. Taking the specs and information provided by the amusement ride company, Laurie worked internally with Felling’s engineering team and custom fabricators to design and build a lightweight, high-quality trailer to meet the company’s needs. The trailer was exactly what the amusement company needed; Felling built seven more trailers over the next five years. Another series of even more unique trailers were flare trailers that would burn waste gases generated from pipelines, well sites, landfills, storage facilities, and maintenance activities. The trailer was configured with hydraulic outriggers to stabilize the unit during use and a hydraulic telescoping flare unit powered by a gas-powered engine mounted to the trailer's deck.

“Laurie has been a strong asset to our team. In addition to her deep trailer knowledge and excellent customer relationships, Laurie's bright smile and tremendous personality will be missed in the office! I wish her the best retirement, making memories with her family!" said Brenda Jennissen, President/CEO.

Laurie will hang up her headset and power down her system for the last time as a trailer sales consultant in late May of this year. “After 32 years of dedicated service in the trailer

manufacturing and sales industry, the time has come for me to embark on a new chapter in my life as I transition into retirement. While I am excited for the opportunities ahead, I am also grateful for the incredible journey we have shared.” Passing on a few words of wisdom to those who follow, Laurie said, "Work hard, no matter what your job is, whether it's on the phone getting the next sale or doing a fantastic job welding, painting, or finishing a trailer."

“Congratulations on your retirement, Laurie! Your many years of hard work and dedication have inspired us all. We will miss your presence, but we're so happy for you as you embark on this new journey. We wish you all the best for this new chapter in your life!” said Nathan Uphus, sales manager.

Her retirement plans are to "remember that I'm retired, enjoy life, family, and friends and all the moments yet to come."
