Another Association event aiming to bring the industry together is the upcoming inaugural NATM Trailer Expo in Oklahoma City. From September 16–18, 2025, trailer dealer attendees will have valuable opportunities to connect with peers, explore new products, and pick up practical tools to improve their dealerships.

I think it is important to look back on what the Association has accomplished so far this year as we approach the halfway point of 2025. The 2025 Convention was an incredible success with over 1,500 attendees. This led to a third straight year of record-breaking trailer manufacturer attendance. I was honored to be able to recognize so many award winners who have made such a positive impact on our industry, see more on Page 38. NATM has received some incredibly positive feedback on Convention, and we cannot wait to see you all again in February of 2026. Mark your calendars now for Feb. 23-26, 2026, in Fort Worth, Texas! As always, a special thank you to our 2025 sponsors who make the Convention possible.
Being at the halfway point of 2025 also offers the opportunity to look ahead at what can still be accomplished for the rest of the year. NATM is in the process of ramping up and preparing for our inaugural Trailer Expo in Oklahoma City from Sept. 15-18. The NATM Strategic Plan stressed the importance of creating a strong, cohesive industry, and by launching the Trailer Expo, NATM will have the opportunity to provide incredibly vital and valuable education to trailer dealers. Through the hard work of NATM Staff, the NATM Academy has officially launched and is being provided to all members of the Association at no additional cost. The NATM Academy offers an amazing knowledge hub for members to use and train their teams on. NATM also is working with Marsh McLennan Agency on a potential Association Health Plan that could offer amazing benefits to our member companies. This is a great time to be a part of NATM, and I am honored to be able to assist in continuing to help guide our Association’s growth and better serve our membership.
In terms of current Association events, final preparations for Trailer Safety Week, from June 1-7, are underway. NATM will be utilizing video content to support end-users in the safe and proper use of their trailers as well as educate endusers and dealers on the importance of the NATM Decal in roadway safety. It’s not too late to join the movement! Allyship is as easy as copy and paste as our marketing staff have done a great job of building content that can be shared directly to member’s social media. NATM’s Government Affairs Committee is excited to return to Washington DC for Regulatory Roundup this October. There are over 70 new faces in Congress, which provides an amazing new opportunity for NATM Members to share information about the light- and medium-duty trailer industry, along with the advocacy work of NATM. Meeting with federal legislators and educating them about the impact of the industry on their communities as well as industry priorities is the most effective way to shape the legislative arena in which you all work. Not only communicating your commitment to trailer safety but also advocating for opportunities for support of those initiatives as well as the need for large-scale support to improve workforce development and close the skills gap is key to the long-term success of the industry. Navigating New Leadership in Washington: Key Appointments Shaping Transportation Policy

As the political landscape in Washington continues to evolve, several pivotal appointments are sure to influence the direction of transportation policy in the United States. These agency and congressional leaders bring diverse experiences and perspectives, which promise to shape the policy priorities of sectors ranging from highway infrastructure to automotive safety.
Sean Duffy Confirmed as Secretary of Transportation
In late January, the U.S. Senate confirmed former Wisconsin Congressman Sean Duffy as the U.S. Secretary of Transportation, by a 77-22 vote. Secretary Duffy, who previously served as a Fox News contributor, has a track record of bipartisan efforts related to infrastructure projects. His policy agenda is expected to include a strong focus on rail and air traffic safety.
During his confirmation hearing, Duffy emphasized his commitment to maintaining rigorous safety standards. He pledged to continue investigations into automotive safety concerns, including those involving
Tesla’s advanced driving systems, ensuring that political affiliations do not interfere with regulatory oversight.
Jonathan Morrison Nominated as NHTSA Administrator
In February, President Trump tapped Jonathan Morrison, an Apple executive with extensive legal expertise in the automotive industry, to lead the National Highway Traffic Safety Administration (NHTSA). Morrison previously served as NHTSA’s Chief Counsel during President Trump’s first term, bringing valuable institutional knowledge to the role.
His nomination comes at a critical time, as NHTSA intensifies investigations into Tesla’s Autopilot system and other advanced driver-assistance technologies. Morrison’s balanced experience in both public service and the private sector positions him to navigate the complexities of modern automotive safety regulations effectively.

Congressional Leadership in Transportation Committees

House Transportation and Infrastructure (T&I) Committee: Representative Sam Graves (R-MO) continues to serve as Chairman, having received a waiver from House GOP rules that typically limit the top position on a committee to six years. The National Association of Trailer Manufacturers (NATM) established a Political Action Committee, the NATM PAC, in 2010. The NATM PAC serves to support Members of Congress who support the light- and medium-duty trailer industry and its positions on matters of public policy.
Campaign finance law requires NATM to secure “prior approval” from member companies before soliciting member companies’ executive and administrative personnel, stockholders, and the families of both groups. Member companies may not approve solicitations by more than one trade association in any calendar year. If, on behalf of the company you are authorized to represent, you would like to grant prior approval for the administrative personnel, stockholders, and the families of both groups of your company to be solicited by NATM
in calendar year 2025, please complete the prior approval agreement online using the QR code on this page.
Since its inception, over 60 individuals have contributed to the PAC raising more than $135,000 and those dollars have contributed to more than 80 incumbent campaign committees on both sides of the aisle. The PAC is governed by a Board of Directors comprised entirely of NATM Members. The PAC Board is responsible for developing both an annual budget and confirming candidates to whom the PAC will contribute based on specific, established criteria. Having the PAC Board comprised of industry members is a key feature of assuring PAC goals align with industry needs.

NATM Convention & Trade Show 2025: A Record-Breaking Year in Music City

The National Association of Trailer Manufacturers (NATM) pulled off its most successful Convention & Trade Show to date in the heart of Nashville, Tennessee, at the iconic Gaylord Opryland Resort & Convention Center. Held Feb. 17-20, 2025, the event saw record-breaking attendance, a bustling exhibit hall floor, and a smooth attendee experience — all made possible through the dedication and flexibility of NATM’s exhibitors, sponsors, and attendees.
A total of 1,507 individuals attended this year’s showwhich is less than 10 short of overall historical attendance records, including 363 representatives from 138 trailer manufacturing companies. This marked a continued upward trend in participation and interest across the industry.

While sponsorship revenue saw a 7.36% decrease from previous years, 29 generous sponsors stepped up to support the event. Their continued involvement and visibility on-site helped elevate the overall experience for all attendees. As a not-for-profit, the NATM Convention funds NATM’s programming throughout the year including the Compliance Verification Program, Government Affairs Advocacy, NATM Academy and Trailer Safety Week, to name a few.
The Trailer Trends & Technology Showcase returned with great success, featuring 10 participating companies. “Fifteen years ago, they weren’t calling NATM, but now they are looking to the Association as a partner,” Kerr said.
This shift reflects the success of NATM’s advocacy efforts and the growing recognition of the lightand medium-duty trailer industry’s impact.
Regulatory Challenges and the Importance of Proactive Planning
The discussion turned to regulations that could have a major impact on the industry, including side underride guards.
“It’s a perfect example of ‘they don’t know what they don’t know,’” Garland pointed out.
He stressed the need for NATM members to educate legislators on the critical differences between tractortrailers and light- to medium-duty trailers.
Jennissen reinforced this point by discussing the NATM Compliance Verification Program (CVP) as a tool to ensure trailer safety and maintain industry standards.
“The CVP isn’t there as a ‘gotcha’ but as a way to ensure we do what’s right. More and more customers are requesting NATM Decals. In fact, some bid specifications require us to be NATM Members and have the NATM Decal,” Jennissen shared.
Trade Policy and Its Impact on the Industry
Hopkins provided a comprehensive update on trade policies that are reshaping the market:
› Universal Tariffs on Imports from China – Originally set at 10%, these tariffs have now doubled to 20%.
› Tariffs on Imports from Mexico & Canada – A 25% tariff applies to imports, except for energy products, with implementation set for April 4, 2025, pending negotiations.
› Steel and Aluminum Tariffs – The 25% tariff remains in effect, impacting trailer manufacturing materials.
› Retaliatory Tariffs – Countries like Canada and China may impose countermeasures on U.S. exports.
“Tariffs are just the opening move in ongoing negotiations,” Hopkins explained.
He advised businesses to be nimble, monitor supply chains closely, and plan for price increases.
“Know your contracts, understand where your raw materials come from, and talk to your suppliers to help you make informed decisions,” Hopkins said.
Jennissen echoed this sentiment, reflecting on lessons from the COVID-19 pandemic.
“Maybe we didn’t pivot fast enough then, but that’s not going to happen this time. We’re staying prepared,” he said.
The Value of Advocacy: NATM’s Regulatory Roundup
The panelists also discussed NATM’s annual Regulatory Roundup, taking place Oct. 21-23, 2025, in Washington, D.C. This event provides members with the opportunity to meet lawmakers and advocate for industry interests.

Topics and presenters are vetted by the NATM Education and Technical Committees. The 2025 Convention & Trade Show in Nashville, Tennessee, in February provided invaluable insight from experts from traditional mechanics to advanced technology.
Technical Forum 1: Comprehensive Look at Trailer Axle & Braking Systems
Presented by Bill Snider from Dexter, “Technical Forum 1: Comprehensive Look at Trailer Axle & Braking Systems” explored in detail the importance of proper trailer braking; electric brakes and Tow Assist (R); hydraulic and air braking systems; and braking and suspension choices.
“Stopping is more important than going,” Snider said. “NATM has done a wonderful job in The Guidelines covering all 50 states brake requirements.”
Paying attention to federal as well as state-by-state brake laws is important and can be difficult to keep track of on your own. Trailers without brakes on all axles have reduced stopping capacity, Snider says, and the ability to stop a trailer on the roadway is a vital component of trailering safely.
Snider dove into a detailed account of how electric drum brakes work, as they are the most widely used trailer
brake. Electrical brakes can require additional equipment to manage controls and user preferences much as battery monitoring, adjusting brake force or sensitivity, etc.
Besides electric, brakes also can be hydraulic or air powered. Snider provided an in-depth look at hydraulic drum brakes verses disc brakes, including stop distances, wiring differences, maintenance, and safety considerations.

Technical Forum 2: Hidden Uses of GPS Technology
Matrack, Inc. presented a panel of company experts to talk about pulling trailers into a new world of technology. GPS trackers can provide benefits for everyone in the trailer industry.
For lenders, GPS trackers optimize repos, provide fraud alerts, and give insight to legal jurisdiction. Dealers and owners get advanced features that trailer users want and need. Fleets gain insights into departures and arrivals, quicker theft response, optimized recovery, and maintenance alerts.
For manufacturers, they can reduce warranty loss and provide inventory control. Manufacturers lose up to 8% of total revenue on warranty claims. The newest wireless tracking technology can detect over-use and abuse as well as allowing manufacturers to track miles and therefore set a maximum number of miles covered under their warranty. Trailer tracker data can help adjust manufacturing standards and understand trailer users’ habits.
There are several key advancements in GPS technology highlighted by Matrack. One is light-sensing removal alerts –when change in light is detected when the tracker is removed from a surface. Another is a location on demand function. Instead of waiting for a scheduled ping or waiting for a motion detection alert, you can quickly locate a trailer at any time.
Familiar functions also have seen advancements. Motionsensing allows trackers to filter out yard moves, or fuel stops – allowing users to only get relevant alerts. There also have been advancements in the battery life of trackers allowing for longer use and more pings over their lifetime.

“Technical Forum 3: 10 Steps to Optimize Your Powder Coating Operation” was presented by Steve Houston of Vitracoat. Houston’s 10 steps to optimize your powder coating are:
1. Poor Grounding
Houston says companies should check ground resistance value, review hook/rack design, and have a cleaning schedule. These steps are important to prevent film build up and to promote Faraday penetration, transfer efficiency, and safety.
2. Too Much Air Velocity for the Job
Too much air velocity leads to excessive powder delivery which wastes powder as well as putting additional wear and tear on your system. Using the proper velocity also allows you more control – control over particle size, transfer efficiency, film thickness, Faraday areas, and powder containment.
3. Contaminated Air Pressure
Many of the problems experienced with a powder coating installation can be directly traced to inadequate compressed air quality. Moisture, oil, and dirt are the primary issues. They can cause premature failure of cartridge filters and destroy the internal components of your equipment. Poor air quality also will cause inconsistent application of powder.
4. Poor Virgin to Reclaim Mixture
Getting the mixture right is important because it affects coating thickness, finish quality, ease of delivery and fluidization, charging efficiency, and coverage.
5. Cross Contamination
It takes very little contaminating color to drastically alter your color, Houston says. Here Houston says booth design is important. It should be easy to clean not only of old powder but also of lint and debris.

6. Poor First Pass Transfer Efficiently
More is not better, Houston says. Use the right amount of powder required for coating with the minimum amount of air necessary for uniform powder flow. Gun-to-part distance, powder velocity, and nozzle type also are important considerations.
7. Wrong Powder for the Application
Formulation impacts many areas including film build, edges, Faraday areas, out gas resistance, hardness, and chemical resistance.
“All powders are not created equal,” Houston said.
8. Improper Storage
The typical shelf life of powder is 12 months. While most products should be stored below 80ºF, some lowcure powders are required to be below 65ºF. Humidity should be kept between 40-60%. It’s important to be aware of your powder’s requirements to maximize its shelf life. Extra care should be taken in warm climates.
9. Under Cured Powder
“You can’t visually tell whether or not it’s cured,” Houston said.
Houston recommends a solvent resistance test for your cure. By wetting a Q-tip or cotton ball with solvent and wiping in one-inch strokes, you are able to test the chemical resistance of the final film. Thermal imaging is also helpful for locating hot spots in your oven.
10. Lack of Quality Control and/or Maintenance
Implementing a proper quality control program includes setting appropriate quality standards, testing equipment
required for quality checks, implementing training, defining possible defects, and tracking rejects.
And as a bonus step, Houston says product design also is important. Watch out for hidden areas and welded metal on metal.

Technical Forum 4: The Future of Towing with Autonomous Driving (ADS)
General Motors presented “Technical Forum 4: The Future of Towing with Autonomous Driving (ADS).” To start, they broke down the levels of automated driving, ranging from only providing alerts as you drive to fully automated where the system drives, and you ride along.
General Motors and Ford now have trailer navigation. Its core capabilities include vehicle profile and dynamic trailer connection integration; routing to avoid height restrictions too low for your trailer; trailer-adjusted ETA; and route status alerts and warnings.
Other advancements include cameras that allow a driver to see the trailers sides and rear, backup assist, and trailer adaptive cruise control. GM says reaching higher levels of automation involving trailers will require additional support from the trailering industry.

NATM Announces 2025 Trailer Expo Keynote Speakers

One of the top reasons to attend the National Association of Trailer Manufacturers’ (NATM) inaugural Trailer Expo is the exceptional education. The NATM Trailer Expo will offer attendees over 10 hours of education through top-notch keynote speakers, two tracks of industry-led workshops, peer-learning roundtable discussions, and quick hit demos and trainings. With an emphasis on content targeted at top level professionals in the trailer dealer industry, the educational offerings will present the best in the industry for leading trailer dealers executives. Mike Staver is the author of “Leadership Isn’t for Cowards” and an internationally respected speaker, author, and coach. Staver takes noisy, often complex, leadership content and makes it immediately useful, digestible, and entertaining. To accomplish this, he uses counterintuitive perspectives, a storytelling style, and entertaining delivery that makes the often-challenging realities of work and life easier to absorb and put into practice.

Chris Kuehl (pronounced Keel, like the bottom of a boat) is Managing Director of Armada Corporate Intelligence and one of the co-founders of the company in 1999. He has worked with a wide variety of private clients and professional associations in the last 24 years. He is the economic analyst for the Fabricators and Manufacturers Association and writes their bi-weekly publication, Fabrinomics, which details the impact of economic trends on the manufacturer. He also serves as economic
analyst for CPA societies, banker’s organizations, construction associations and a wide variety of industrial groups.
Kuehl is a writer and editor for the Flagship, distributed all over the world by business organizations and he is a writer and analyst for the Strategic Intelligence System. He makes over 100 presentations each year to business and industry associations in the U.S. and overseas. He serves as a resource for the media and for many trade publications.
Kuehl has a doctorate in political economics and advanced degrees in Soviet studies and Asian studies and was a professor of international economics and finance for over 15 years prior to starting Armada, teaching in Russia, Estonia, Hungary, Singapore, and Taiwan.
During Kuehl’s sessions, he will provide a very current assessment of the U.S. economy at the time of the presentation and a forward-looking analysis of trends to watch. The title and content changes based on current events and is curated for the trailer dealer industry.

Give Your Service Department the Kudos They Deserve with NATM’s Call to Service

As the National Association of Trailer Manufacturers (NATM) continues to discuss benefits and needs for Dealer Affiliates, the necessity to place more focus on the service aspect within trailer dealerships has arisen. While NATM is developing resources that assist in addressing this need, it also is looking into ways to highlight this essential department. The Association wants to help dealerships show off their service department teams and celebrate the invaluable work they do. NATM is launching a series of spotlight features where NATM shares stories and achievements of individual service team members or the entire team.
Through the implementation of this marketing campaign, NATM aims to highlight and acknowledge the service department for its vital contribution to the success of trailer dealerships. Here’s how it works:
1. Have An Awesome Team in Your Service Department
It’s hard to just choose one person if you’ve got a killer
team that all adds major value to your business. So, whether it’s a one-person show or an entire team behind your service department, NATM wants to hear about it!
2. Be Ready to Brag All About Their Accomplishments
It’s your time to brag! Share what makes your nominee(s) the greatest and how they add value to your business. Have you been hearing praise from your customers? What do other staff members say about the hard work going on in the back of the house where all the service department magic happens? Tell NATM all about it!
3. Group Photos to Put Faces to Names
Taking photos can be tough, especially when everyone is hard at work on ensuring happy customers. However, NATM wants to put some faces to all that hard work going on! Meet the NATM Dealer Committee Members: A Conversation with Phil Rauch

Tell us a little bit about you. What’s your story?
I grew up fifth generation in Billings, Missouri, on a dairy farm. I grew up basically working nonstop on a farm, thinking all I would ever do was be a dairy farmer. When I got out of high school, I continued working on the farm and added in a part-time job working at a welding shop doing fabrication, where I put in about 40-50 hours a week. I’d wake up, milk the cows, work all day at the welding shop, then come home and milk the cows all weekend.
Fast forward to 2004, I turned 21 and my uncle had a car dealership he needed some help with. I moved cars around for him for a few months, but I ended up buying my own truck there. From that, I started my trucking company, Sancast Specialized Transport, which is still active today. We’re running about 17 semis nationwide moving vehicles. That is how I ended up in trailer dealerships. In 2007, I teamed up with a company called Sun County Trailers out of Phoenix. They were a little small startup company, just building a couple of trailers, but they had a design I liked for hauling some of the bigger stuff we had, like limousines, buses, and service trucks. I had them custom build three trailers to get a bulk discount. They made me a dealer, and that was that. I worked with them and helped them develop more trailers and became their first dealer.
That was just a side gig I had for a few years until fall of 2016. I reached out to my late friend Richard Lowry who owned Trailer Trendz. He mentored me a bit as I tried to build out that business. I teamed up with Load Trail and my rep. there Ruben Wall to really get started. In 2017, I hired my first sales guy and went from having 17 trailers on the lot to today having 700-800 trailers across three stores. I am so grateful for both Ruben and Richard and would not have been able to do it without their help.
That’s how we got started. But I have a phenomenal team of salesmen, and we have had zero turnover on the sales team. All the members that work for me now are the same ones that have been there since the beginning, and I’ve hired along the way, and we just keep growing.
We have gone beyond just trucking and trailer sales now, with a large self-storage facility, and now with a new product driven business called Tuff Wireless, we manufacture wireless controllers and supply many of the OEM trailer manufacturers.
Service-Focused
We sell services. On the trucking side, all we had to sell was a service. It was a service-based deal. You are not selling a product. When we moved into trailer sales, that was one thing
I pushed hard was to sell our service, not just our product. We try to sell that overall customer experience. We try to be honest and treat everybody the same, whether they’re buying a $2,000 utility trailer or buying a $115,000 semi car hauler. This focus on providing excellent customer service has led to a lot of repeat customers. There’s nothing better than when somebody comes back to buy another trailer from us.
But our next big focus for the business is to expand our parts and service departments. I think that if we’re going to take care of a customer, then we need to be able to provide them with everything on the backside as well, not just the sale. If a customer experiences an issue, I want to be able to resolve it for them at my shop.
What motivates you? What do you find most rewarding about what you do?
I am very grateful to be able to do what I do. In the past with our trucking, I just worked with a lot of large corporations, hauling prototype vehicles for big companies like Ford and Chrysler, but it wasn’t as rewarding because we couldn’t be as involved in the community. Part of having my own business is being able to give back to the community, and that is very important to me. We are involved with a lot of different nonprofit organizations. We work with a lot of charities, especially anything having to do with kids
and with agriculture. We support and participate in events with the local 4-H and the Future Farmers of America groups here in that area. We also teamed up with a local organization called the Hope Foundation that helped families that had pediatric emergencies. We donated trailers so they could take them to events, and we raised money for them for three or four years.
But the most rewarding part of what I do is being able to see what we have built and out of all of that, it’s really the fact that we have been able to create jobs for others in my community and knowing that my team likes coming to work every day and being here. We have put together such a strong team of people who believe in our mission.
I could not have done all of this without my wife, Kindra. She is not only the mother to our three boys but also plays a large role in the business as well. Along with the businesses we also run a good size cattle operation and participate in tractor pulls with Pro Pulling League.
NATM is excited to see all the great things Phil Rauch will be doing on the committee! Staff is also looking forward to sharing more with members and Dealer Affiliates about who’s representing them and helping grow the Dealer Affiliate Benefit Program. Does Your Trailer Require Brakes?

If you review the 2024 edition of the National Association of Trailer Manufacturers’ (NATM) Guidelines for Recommended Minimum Manufacturing Practices for Light and MediumDuty Trailers, or more commonly referred to as The Guidelines, you will notice in the section on state brake laws those vary widely state to state. To many this may come as a surprise, but there are no National Highway Traffic Safety Administration (NHTSA) brake requirements that trailer manufacturers must comply with. So, trailer brake requirements are going to be found within the respective state laws and/or in the federal law that governs the brake requirements for commercial motor vehicles, which also includes trailers, for those commercial motor vehicles falling within the jurisdiction of the Federal Motor Carrier Safety Administration (FMCSA). The relevant regulations with respect to brake requirements are found under 49 C.F.R. Parts 390 & 392. Often, manufacturers, dealers, and consumers are not aware of what constitutes a commercial trailer and thus have trouble determining when a trailer must have brakes under federal law.
Per 49 C.F.R. § 390.5, a commercial motor vehicle means, as pertinent to trailers, “any …towed motor vehicle used on a highway in interstate commerce to transport … property when the vehicle –
1. Has a gross vehicle weight rating or gross combination weight rating, or gross vehicle weight or gross combination weight, of 4,536 kg (10,001 pounds) or more, whichever is greater; or …
2. Is used in transporting material found by
the Secretary of Transportation to be hazardous under 49 U.S.C. 5103 and transported in a quantity requiring placarding under regulations prescribed by the Secretary under 49 CFR, subtitle B, chapter I, subchapter C.”
Of particular relevance for trailers in the definition is the requirement that the GVWR or GCWR be 10,001 lbs. or more. This means that to come within the definition of a commercial motor vehicle subject to the regulations of FMCSA, either the trailer by itself or the combined GVWR of the trailer and tow vehicle combination must be 10,001 lbs. or more.
FMCSA does not provide an express definition of “commercial” or commercial use; however, examples of trailers that could be considered for commercial use are those used for compensation or earning profits, including, but not limited to, uses such as transporting freight, operating landscaping and construction businesses, and populating city and county trailer fleets. Another common but often overlooked potential commercial use is transporting show horses or livestock when prize money, a form of compensation, is at stake. NATM’s Compliance Consultants, through the Compliance Verification Program, come across on occasion the scenario of a 7,000 lbs. GVWR tandem trailer with just single brake axle that they will have to inquire into the intended use mindful that half-ton trucks/SUVs most likely used to pull would bring the GCWR requirement into consideration.
Any commercial trailer meeting the above definition must comply with 49 C.F.R. § 393.42, requiring brakes on all wheels as specified below.
49 C.F.R. § 393.42 states:
A. “Every commercial motor vehicle shall be equipped with brakes acting on all wheels. This requirement also applies to certain motor vehicles being towed in a driveaway-towaway operation, as follows:
1. Any motor vehicle towed by means of a tow-bar when another motor vehicle is fullmounted on the towed vehicle; and
2. Any saddlemount configuration with a fullmount.”
B. “Exception.
1. Trucks or truck tractors having three or more axles and manufactured before July 25, 1980, are not required to have brakes on the front wheels. However, these vehicles must meet the requirements of § 393.52.
2. Motor vehicles being towed in a driveaway-towaway operation (including the last truck of triple saddlemount combinations (see § 393.71(a)(3)) are not required to have operative brakes provided the combination of vehicles meets the requirements of § 393.52.
3. Any semitrailer or pole trailer (laden or unladen) with a gross weight of 1,361 kg (3,000 pounds) or less which is subject to this part is not required to be equipped with brakes if the axle weight of the towed vehicle does not exceed 40 percent of the sum of the axle weights of the towing vehicle.
4. Any full trailer or four-wheel pole trailer (laden or unladen) with a gross weight of 1,361 kg (3,000 pounds) or less which is subject to this part is not required to be equipped with brakes if the sum of the axle weights of the towed vehicle does not exceed 40 percent of the sum of the axle weights of the towing vehicle.
5. Brakes are not required on the steering axle of a three-axle dolly which is steered by a co-driver.
6. Loaded house moving dollies, specialized trailers and dollies used to transport industrial furnaces, reactors, and similar motor vehicles are not required to be equipped with brakes, provided the speed at which the combination of vehicles will be operated does not exceed 32 km/hour (20 mph) and brakes on the combination of vehicles are capable of stopping the combination within 12.2 meters (40 feet) from the speed at which the vehicle is being operated or 32 km/hour (20 mph), whichever is less.”
If 49 C.F.R. § 393.42 requires brakes on commercialuse trailers, then 49 C.F.R. § 393.40 also requires the brakes to be “adequate to stop and hold the vehicle or combination of motor vehicles” and the vehicle to “meet the applicable service, parking, and emergency brake system requirements provided in [§ 393.40].”

Ever-evolving trade policies and tariff regulations are creating significant challenges and uncertainties for the trailer industry. With the recent shifts in tariff structures under the current Administration, trailer manufacturers, suppliers, and dealers must stay informed and agile to navigate these complexities effectively. During the National Association of Trailer Manufacturers’ (NATM) recent webinar on March 13, 2025, policy professionals Brian Hopkins and Brody Garland from K&L Gates provided key insights into the latest tariff policies, their implications, and strategies for mitigating financial risks.
Note to Readers: The information provided in this article is accurate as of March 13, 2025. However, due to the rapidly evolving nature of policies and announcements from this administration, certain details may have changed since the webinar was presented. Key Tariff Actions Affecting the Industry
Hopkins began the discussion with a high-level overview of major trade actions that are reshaping the landscape:
1. Universal Tariffs on Imports from China – Originally set at 10%, these tariffs have now doubled to 20% and apply across all imported Chinese goods.
2. Tariffs on Imports from Mexico – A 25% tariff has been imposed on all goods imported from Mexico. These tariffs have been partially paused for USMCAcompliant goods. Scheduled to go into effect on April 4, 2025, pending ongoing negotiations.
3. Tariffs on Imports from Canada – Similarly, a 25% tariff applies to all Canadian imports, except for energy products such as electricity, natural gas, and oil, which are subject to a 10% tariff. Similarly, these tariffs have been partially paused for USMCA-compliant goods. Scheduled to go into effect on April 4, 2025, pending ongoing negotiations.
4. Steel and Aluminum Tariffs – A 25% tariff on imported steel and aluminum remains in place, affecting essential materials in trailer manufacturing, including derivative items such as bolts, staples, nails, and other similar items.
5. Retaliatory Tariffs on U.S. Manufactured Goods – A response from other nations, including Canada and China, could see retaliatory tariffs applied to U.S. exports, complicating international trade relationships.
6. Reciprocal Tariff Program – A proposal to increase tariffs on goods based on the rate that a foreign country imposes on imports of similar U.S.-origin goods, currently scheduled to go into effect on April 2, 2025.
Understanding the Policy Intentions Behind Tariffs
Tariffs are often more than just economic measures— they can serve as negotiation tools in broader trade discussions. The Administration’s key policy objectives driving these tariffs include:

› Addressing trade imbalances and reducing dependence on Chinese manufacturing
› Encouraging domestic manufacturing and reshoring production
› Using tariffs strategically in negotiations to leverage better trade deals
Unlike the previous administration’s Section 301 tariffs, which allowed for exclusions, the current administration has limited these options, signaling a long-term commitment to their tariff policies.
Hopkins quoted Treasury Secretary Scott Bessent stating, “Access to cheap goods is not the essence of the American Dream. The American Dream is rooted in the concept that any citizen can achieve prosperity, upward mobility, and economic security…International economic relations that do not work for the American people must be re-examined.”
This statement underscores the Administration’s belief that tariffs are a necessary step to achieving broader economic goals.
How Trailer Industry Businesses Can Prepare
With exclusions off the table and tariffs expected to remain in place, trailer manufacturers should take proactive steps to manage their supply chains and financial risks:
1. Assess Supply Chain Exposure – Businesses should consider analyzing what percentage of their materials are imported and identify potential vulnerabilities. Knowing where components originate is critical in determining exposure to tariffs.
2. Understand Retaliatory Tariffs – Exporters can review the HTS codes of their products to determine if they are subject to retaliatory tariffs in key markets.
Industry Concerns and Legislative Engagement
During the Q&A session, attendees raised concerns about how these policies would impact businesses operating in multiple countries. Key takeaways included:
› Manufacturing in Mexico: Even if a company is U.S.owned, products manufactured in Mexico can still be subject to the 25% tariff under country-of-origin rules.
› Products with Mixed Origins: Items assembled in Canada using Chinese components may still be classified as Chinese imports unless they undergo substantial transformation in Canada.
› Cumulative Tariffs: If a product, such as a steel coupler from China, is subject to both steel tariffs and additional import tariffs, they can be additive, potentially doubling the tariff burden.
To influence trade policy, businesses must engage with legislators and communicate how tariffs impact their operations and workforce. As Garland emphasized, advocacy at the local and

The National Association of Trailer Manufacturers (NATM) Convention & Trade Show features suppliers and service providers exhibiting on the show floor, while light- and medium-duty trailer manufacturers walk the floors to shop. Once again, NATM is using Map Your Show’s online booth sales software for the NATM Convention & Trade Show which will be held at the Fort Worth Convention Center in Fort Worth, Texas, Feb. 23-26, 2026. This program allows real-time booth selection and significant time savings for exhibitors. The cost for NATM Members for a 10’ x 10’ booth is $2,100. Booth spaces for non-members of NATM are $4,200. The booth cost includes two complimentary booth worker registrations. The opportunity to select exhibitor space at the 2026 Convention & Trade Show will be made available in the following phases:

During the completion of the online application, exhibitors pay for their booth(s) with a credit card. Once NATM approves the application, an email containing login credentials to the exhibitor dashboard is sent. The dashboard allows exhibitors to update their company profile and contact information and view other important information relevant to the upcoming show.
As always, the sign-up for booth space is first come, first served. You can sign up at any time after your group’s window begins. Building Delco’s Brand from the Ground Up
Hollje brought a wealth of experience to Delco Trailers, including expertise in branding and identity, strategic public relations planning, project management, and dealer operations. When she started, Delco didn’t have a dedicated marketing department. Different employees were handling disparate parts of marketing efforts, which led to a fragmented approach. Hollje took the reins and built the department from the ground up, consolidating efforts and infusing the brand with creativity, cohesiveness, and strategy. Her work has elevated Delco Trailers to new heights, giving the company a brand identity it is proud to showcase.
Over the past two and a half years, Hollje’s contributions have been instrumental in the growth and recognition of Delco Trailers within the industry. “From my first time experience with the show, I was very impressed. I had the opportunity of working a trade show with my Sales Manager and Grandson,” Linda said. “I’ve done my fair share of trade shows over many years, so it was nice to show-off some of the things I’ve learned with them.”
While the company has been represented at the last three shows, it was Linda and Ritchy’s first time at the NATM Convention &
Trade Show. Tom attended in 2024 in Las Vegas for the first time.
Expanding Our Industry Knowledge
Attending the NATM Convention allowed us to gain in-depth knowledge about current trends and challenges in the trailer manufacturing space. We had insightful discussions with dealers, vendors, and suppliers, which helped us refine our approach to torsion trailer springs and better understand what purchasing agents look for when selecting the right supplier.
“We enjoyed meeting professionals across different roles in trailer manufacturing and distribution. These conversations provided valuable insights into the industry and how we can position our capabilities to better serve trailer manufacturers,” Ritchy said. “Our goal was to inform and be a resource— demonstrating that if a company requires spring design assistance, our dedicated engineering team can manufacture a solution right here in the USA that integrates seamlessly into their trailer applications. We were also eager to showcase our new large-diameter torsion spring manufacturing capabilities, which are specifically geared toward this industry.”
One of our biggest takeaways was learning how purchasing agents identify and source torsion trailer springs. Many professionals in the industry commonly refer to these components as “6 x 6 springs” or search for them using terms such as:

Through conversations with industry professionals, we also learned that many companies in the trailer manufacturing sector appreciate the ability to work with a custom spring manufacturer.
“Our primary goal was simple—demonstrate to trailer manufacturers that even the smallest components in a trailer’s assembly, like springs, require precision engineering. Many don’t realize just how many different types of springs are incorporated into their trailers,” Ritchy said. “At Ace Wire Spring & Form Co. Inc., we specialize in designing and prototyping torsion trailer springs to fit exact applications. Our objective was to showcase our capabilities and earn their business for production runs.”

Georgia Members Continue Hurricane Cleanup

National Association of Trailer Manufacturers (NATM) Members in the southeast part of the country were affected by near back-to-back hurricanes late in 2024. The level of damage was brutal, and fatal in some areas. Members are still picking up the pieces.
“I guess the best way to describe it - like a war zone, like somebody dropped a bomb,” said Anvil Trailer Owner and CEO Mike Sumner. “It was devastating. We had pine trees down all around us, on top of our fence, on top of buildings, top of trailers.”
Anvil Trailer, LLC is located in Douglas, Georgia, and recorded 60 miles-per-hour winds and had 26 tornadoes come through with the hurricane. They were without power for a week and were unable to run production.
“The week we were down, we split our time. Spend six to eight hours here doing clean up and then go home and do the same thing at our individual houses,” said Anvil Trailer General Manager Harold Ragsdale.
Just 40 miles away in Baxley, Georgia, sits Down 2 Earth Trailers. Marketing Director Heather Gonzales says their facilities were left with missing signage, roofs, and doors. While their production was only down for three
days, their employees were hit much harder at home.
“We had employees that didn’t have power for over 20 days. We still have employees that are without housing,” Gonzales said. “We’ve done a lot to make sure that our employees are taken care of because that’s our first priority here. They’re the reason that we exist essentially. Without them we don’t have the product we have to sell. We have focused very heavily on making sure that they’re taken care of.”
Gonzales says most of the damage they saw was due to the high winds. The insurance adjuster told them that some of their damage looked more conducive to a tornado than hurricane.
“The roof blew off the back building and the steel I-beams were pulled back and then twisted, like it was just a wad of tin foil,” Gonzales said. “It was crazy. I’ve never seen anything like it in my life.”
Anvil also saw colossal damage. One building had steel beams ripped from the concrete foundation, taking 100 feet of a thick steel wall with it.

by it,” Sumner said. “One back wall of a steel building is completely gone, and the roof is gone. Twentytwo roll up doors are missing. It was bad.”
And now, months and months later, none of Anvil’s buildings have been repaired. Still fighting with the insurance company, they have had to throw tarps over what they can and continue work with the buildings as they are.
“I get everybody had damage, but that happened in October. We haven’t gotten anywhere,” Sumner said. “We had snow down here
and that was with us having no roll up doors or anything to keep the heat in. That just made it worse - snow everywhere. Every time it rains, it gets wet in there, and employees have to deal with that.”
The company had a week of lost revenue and $200,000 worth of damage to trailers. Add that to the time and labor needed to clean debris out of buildings, repair damaged trailers, and make up lost production time to meet completion dates with dealers, Sumner estimates the company lost $1.5M to $2M in total.
Cleanup efforts in the area are on-going, and cleanup requires trailers. Gonzales says they can’t keep dump trailers in stock right now due to storm clean up.
“It may make it harder to get dump trailers in the spring, when people typically would buy those things in our busy season,” Gonzales said. “This would normally be the time that we would be building to stock for that, and we don’t have any stock.”
Trucks and trailers are still making their rounds and picking up debris. Sumner says they’ll be at it for another year before everything is cleared. But picking up the pieces has been a community effort, and he is focusing on the sunshine after the storm.
“Running around the country, everything’s divided and people fighting, but here in Coffee County, everybody came together and helped each other. It makes you feel proud to live here because everybody was helping each other out,” Sumner said. “It does make you realize there are still good people in the world.”

A Fellow Cancer Warrior Wins the Bid for the Team Warrior Trailer.
SAUK CENTRE, Minn. – The online auction for the custom Team Warrior FT-3 light utility trailer, dedicated to Felling Trailers’ team member Kevin “Op” Athmann, who passed away in May 2024, concluded with a winning bid from Julie Pallow. A cancer warrior herself, Julie was diagnosed with Non-Hodgkins Large D Cell Lymphoma in 2021 and won her battle in 2022. Feeling a connection to this cause, Julie and her husband, Larry, decided to participate in the auction, ultimately winning with a final bid of $6,000.
All proceeds from the winning bid will go directly to support Kevin’s family as they navigate life without him. This funding will provide critical financial assistance to help his wife, Sarah, and their two children, Kylie and Peyton, cover essential needs such as medical bills, housing costs, and necessary supplies.
Felling Trailers manufactured and painted a custom Sublime Green FT-3 trailer with the Team Warrior emblem to benefit the Athmann (Kevin’s) family. The auction began on February 10th and continued for five days, concluding on February 15th during the Athmann Family Benefit, where many gathered to celebrate Kevin’s 46th heavenly birthday. There was a fair amount of bidding, with lots of back-and-forth action that kept the excitement high. Julie remarked, “We are a little competitive and participate in several charity auctions each year. We always strive to pay a fair price for the items so that the charity can benefit. That intention inspired our bidding.”
Julie, originally from Sauk Centre, grew up on her family’s dairy farm and graduated in the late 1970s. She and her husband, Larry, now reside in Big Lake Township, just outside Elk River, MN. Julie owns a transactional bookkeeping firm, while Larry works as an established engineer. Together, they are blessed to have the means to support fundraisers such as Team Warrior and other programs.
A couple weeks after the auction closed, Julie and Larry arranged to pick up their new trailer. During this time, they also had the opportunity to meet Kevin’s wife, Sarah, and their children, Kylie and Peyton, and enjoyed a friendly visit. “The trailer will be put to good use for hauling our four-wheeler, tree trimmings, and leaves for composting,” Julie stated. “For anyone battling cancer, it’s a journey, and having the right people to support you makes a world of difference.”
Kevin’s journey began in January 2020 when he was diagnosed with Burkitt’s lymphoma. He and his family navigated through
the treatment process, and by late 2020, he was declared cancer-free. Unfortunately, in 2024, Kevin’s cancer returned, and he faced the disease with great courage for a second time. Kevin “Op” Athmann passed away in May 2024 after battling acute myeloid leukemia. He is survived by his wife, Sarah; his daughter, Kylie; his son, Peyton; his sister, Kari, and her family; as well as his parents, Vern and Diane.
Kevin was known for his great sense of humor and loved being a jokester. If you knew him, you would remember his positive presence and how he enjoyed exchanging jokes with his happygo-lucky attitude. He had a distinctive smile and an energetic personality. His family was undoubtedly his pride and joy.
Kevin “Op” Athmann was an extraordinary welder-fabricator with Team Felling Trailers for over 19 years. “We will always remember Op not only as our colleague but also as our friend. He was an uplifting individual, and his battle with lymphoma five years ago and, more recently, leukemia was truly inspiring. It is particularly special to us that both he and his father played a significant role in Felling Trailers’ success. He will be remembered and missed tremendously. May God continue to watch over his family, friends, and the Felling Trailers team as we navigate life without the fun-loving force that was Kevin!” said Brenda Jennissen, Felling Trailers CEO. ■

Forest River Announces Evolution of Management Structure
ELKHART, Ind. – Forest River, Inc. today announced that co-CEO David Wright will be retiring in April. Wright had led the Bus & Van division with dedication and leadership for 22 years, building it into the country’s leading manufacturer of buses and vans for both the private and public sectors, before assuming the role of co-CEO with Doug Gaeddert.
Wright’s decision to retire is deeply personal, following the recent passing of his longtime friend, mentor, and Forest River founder, Pete Liegl. Having executed the nearterm transitional strategy, he determined the timing is right to step away from the day-to-day responsibilities.
