The Namibian Government has introduced a new Local Content Policy to make sure that the country's people, businesses, and communities benefit directly from oil and gas activities.

Unanswered Questions Around Walvis Bay/
Swakopmund Shootings
ThemurderofaWalvisBaypoliceofficer and the subsequent death of his alleged killer last week in Walvis Bay and Swakopmund has left the coastal community in shock.At the same time, some residents have raised questions about certain details in the official policeaccount.
According to a police report, the deceased suspect, identified as Jacques Pienaar from the Usakos area, allegedly robbed a victim at a gambling place in Walvis Bay on Wednesday night, 27 August. Law enforcement officers responded to the complaint and found the suspect in the vicinity, where he reportedly had a firearm pointed to hisownhead.ThereportstatesthatSergeantEustance Simasiku Matongo (34), a member of the Walvis Bay Investigation Unit, tried to talk the suspect out of harming himself. A circulating video clip appears to confirm this. “However, in theprocess,heturnedthefirearmtoourcolleague and blatantly shot him,” the police statement reads. Sergeant Matongo died instantly. The suspect then fled on foot, allegedly hijacked a taxi in Narraville, and drove to Swakopmund. Around 1:00, the taxi was found abandoned in Mondesa. At approximately 2:40, the suspect was intercepted at Truck Port in Swakopmund while allegedly attempting to board public transport.
“Before the law enforcement officers could affect the arrest, he immediately drew his pistol, and therewas a wrestlingover thefirearm,”thereport continues. Shots went off during the struggle, and the suspect sustained serious injuries. He was

transported to Swakopmund State Hospital, where helatersuccumbedtohiswounds.Whiletheofficial statementoutlinesthesequenceofevents,questions remain.ItisallegedthatSergeantMatongowasshot twice in the back, though Erongo police spokesperson, Senior Inspector Judith Shomongula, could not confirm this, saying the postmortem had not yet been conducted. Community members living near TruckPortclaimtheyheardatleastfourtofiveshots firedduringthefinalconfrontation.Askedtoclarify the number of officers involved and the number of shotsdischarged,SeniorInspectorShomongulasaid she could not confirm those details at this stage but noted that investigations are ongoing. N$8.5 Billion Salmon Farming Project
Lüderitz is preparing to hostAfrica's first commercial, seabased salmon farm, a project spearheaded by the African AquacultureCompany(AAC)inpartnershipwithNorway's AKVAGroup.
ThisN$8.5billionventurewillbeone of the largest aquaculture operations in the southern hemisphere, licensed for 51 000 tonnes of annual production. The project aims to build a sustainable salmon farming industry in the region, focusing on environmental care and local economic growth. AAC in partnership with Norway'sAKVAgroup will establish Africa's first commercial sea-based salmon farming facility, licensed for 51 000 tonnes of production, positioning Namibia as a pioneer in aquaculture on the continent. Police Arrest Two Men in Swakopmund for Crack Cocaine Possession

The Erongo police have arrested two Namibian men in connection with a significant crack Swakopmund.
According to Senior Inspector Judith Shomongula, the arrests followed a police patrol on Saturday, 30 August, at approximately 1:20 on Independence Avenue in theMondesalocation.
During the patrol, police searched a 41-year-old Namibian male and found 19 units of suspected crack cocaine in his possession. Further investigations led officers to a second suspect, a 35-year-old Namibian male alleged to be a main dealer, who was found with 605 units of suspected crack cocaine.
In total, police confiscated 624 units of the substance, with an estimated street value of N$62 400.
Both suspects have been arrested and appeared before the Swakopmund Magistrate's Court on

Erongo Regional Council Tables N$182.8 Million Budget for 2025/26

The Erongo Regional Council has unveiled its operational and development budget estimates for the 2025/26 financial year, amounting to N$182.86 million. Daphne Cloete, the Deputy Director of Finance, during the launch of the Strategic Plan meeting in Walvis Bay, outlines key allocations for service delivery, infrastructure development,andruralupliftmentprojects.
Accordingtotheestimates,the operational budget stands at N$95.88million,withgovernment subsidies forming the largest source of income at N$58.95million.
Additional revenue streams include settlement income, property rentals, assessment rates,andWlotzkasbakencontributions. On the expenditure side, personnel costs remain the biggest component, projected at N$52.07 million, a 7.2 percent increase from the previous year Goods and services are set to consume N$32.64million,whilecapital asset acquisition, such as vehicles, furniture, and equipment, is budgeted at N$10.15 million.
Thedevelopmentbudgettotals N$7 million, earmarked for construction of services in Omatjete, Uis, Wlotzkasbaken, Otjimbingwe, and Okombahe.
Meanwhile, rural development projects will receive N$3 56 million, targeting basic sanitation, food-forwork initiatives, and housing under the Build Together programme. A significant portion of funding, N$49.86 million from assessment rates, will finance priority projects, including water infrastructure, settlement office renovations, refuse management, bursaries, and community development initiatives.
The Wlotzkasbaken settlement has been allocated N$26.55 million, with a focus on service infrastructure expansion. Council emphasised that the 2025/26 budget is designed to strengthen service delivery in settlements, promote sustainable development, and address pressing infrastructure needs across the region.
