MVA Aims for Legislative Reforms

Levy on Electrical Vehicles, Amongst Others, Proposed

The Motor Vehicle Accident Fund of Namibia (MVA) is busy conducting nationwide public consultations for proposed amendments to the MVAFundAct of2007.

The Fund visited Swakopmund on Wednesday this week and the proposed amendments were presented to and discussed by various stakeholders, including traditional authority leaders,localemergencyservices,trafficofficials andmembersofthepublic.

The fact that the MVA Fund is operating on the same system and legislations since 2007/8 is one of the main reasons for these proposed amendments. The Fund's overreliance on fuel levy income was first on the agenda, with the MVA Fund's Simeon Riruako noting in his

presentation that the Fund receives 0.477 cents per litre of fuel. However, the Fund is obligated to pay benefitstopersonsinjuredorkilledinmotorvehicle accidents, including motor vehicles powered by electricity or gas whilst these vehicles do not contribute levies, Riruako remarked. Thus, it is proposed that in this case the Ministry of Mines and Energy, upon consulting the National Energy Council, should impose levies on these energy sources and publish it in the Government Gazette.

AccordingtoRiruako'sreport,duringApril2024an estimated 120 electric vehicles were recorded on

Namibian roads. In this regard, the Fund's chief legaladvisor,MsJoelynnKurznotedthatthismight not be an immediate threat but provision for the future should be made. Another proposal caters for the amendment of the limitation of persons transported on pick-up vehicles. The current Act requiresthatthelossofincome(LOI)claimforsuch persons, should the vehicle they are travelling in be involved in an accident, be reduced by 50%. It is proposed that this limitation be removed, ensuring that such persons will also be entitled to the full claim. tors' permits and those recognised as refugees in terms of the law, who will receive a funeral benefit ofN$7000andmedicalbenefitofuptoN$1.5million. Category two caters for those illegally in the country This group is excluded in terms of theAct andreceiveonlythemedicalbenefitofuptoN$1.5 million. The third and final category, as per the MVAFund is foreigners who are in Namibia either on a study or work permit or those who are domiciledinthecountry(notmentionedintheAct).The delays in appointing external auditors to audit the Fund's annual statements are also thorn in the Fund's flesh, with it not being allowed to appoint external auditors to audit its financial statements before the financial year-end. Furthermore, theAct lays the obligation on the Office of the AuditorGeneral as per section 7(3) which states that the Fundmust,notlaterthanthreemonthsaftertheend of each financial year, submit records of accounts and financial statements to theAuditor-General for audit.AspertheMVAFundtheyhave“experienced numerous times where the process of appointing the Auditor delays the Fund and leads to noncompliance.Thus,theywanttheActtobeamended to allow the Fund to appoint external auditors to comply with the reporting timelines as set in the enabling Act. In her remarks Ms Kurz remarked that in earlier times the Fund was taken for a cashcow, with lots of fraudulent activities taking place, thus obligating them to put measures in place to curb this illegitimate trend. “We've come a long way and had to go back to the drawing boardchange is inevitable. The main focus is to see to it thateveryoneinjuredinanaccidentgethealthyand well and back into the workforce-streamline, ploughing back into the country's economy,” Kurz stated. 600 Employees Demonstrate Disappointment in Redress Quota System

About 600 Casual employees currently employed by Hangana Seafood, expressed their concern and disappointment this week, regarding the Redress Quota System and its unintended negative impact on long-serving workers. The Redress Quota System was recentlyintroducedbytheMinistryofAgriculture,Fisheries,WaterandLandReform.

The workers handed the petition to the Ministry of Fisheries' Chief Control Inspector, Malcom Block, the Labour Inspector, Hiriua Koambo-Kazauana and Hangana Seafood's Human Resources Manager, Sonia Mattews, claimingdiscriminationandunfairlabourpractices. Some employees have been working at the company as casual employees since 2018, yet they remain in insecure and temporary positions. The petition states since the introduction of the Redress Quota System, Hangana Seafoodhasshifteditsemploymentfocus.Thepetitionreads: “They are now hiring Redress Quota System holders for permanent positions, while many of us who have worked at the company for years are being overlooked. The displacement of long-serving casual workers in favour of newly recruited quota holders is creating a lack of motivation and a growing sense of injustice among us. The petition further reads, “to make matters worse, this year the ministry approved the migration of individuals with Redress Qoutas from Westhook Fishing to Hangana Seafood due to alleged unfair treatment. While we sympathise with their situation, we also experience similar unfair treatment and are in desperate need of permanent employment opportunities.”The employees have the followingrequeststhataccordingtothemshouldfirstberesolved before allowing the recruitment of external quota holderstoensurefairnessandavoidunderminingexisting staff. The employees request that the ministry considers the allocation of Redress Quotas to long-serving casual workerssotheytoocanbeincludedintheRedressprocess andtobenefitfromempowermentinitiatives.

They request for the possibility of increasing Hangana Seafood's commercial quotas with the condition that long-serving casual workers be offered permanent employment first, and that the hiring of Redress Quota holders at Hangana Fishing be put on hold until the employment status of all existing casual employees have been resolved. The workers additionally request a joint investigation with the ministry of labour to assess how many casual workers remain at Hangana Fishing and otherfishingcompanies.

These long-serving casual workers are deeply concerned and confused as to why others seem to receive special treatment in a democratic nation where equality should be protected for all. They ask for transparency and fairness in employment practices across the industry, and hopeandtrustthattheministerwilltreattheirappealwith urgency and compassion Patrina Kamanya, group spokesperson and employee, asked how long they must serve as casual employees before being eligible for permanent employment. "Temporary workers are often excludedfrombenefitsandrecognition; evenwhenweget incentives or acknowledgements, we are overlooked simplybecauseofouremploymentstatus.

We believe that addressing these matters is essential for promoting a professional, fair, and dignified working environment, not just at Hangana Seafood, but across Namibia." The temporary contracts are from two to six months, and most of the workers are on a no-work, nopaycontractprinciple.

Employees Request Urgent Help

Employees of Etosha Fishing Company at Walvis Bay held a peaceful demonstration earlier this week outside the Ministry of Agriculture, Fisheries, Water and Land Reform in the town to reiterate their request to allocate a pilchards quota to the fishingfactory

According to these workers, their request needs an urgent decision as the pilchard season will come to an end in September this year With only about two months left, they would like to know the way forward. The petition, handed to the ministry's actingdeputydirector,RubenMundilo,atthetechnical service division of the ministry, requests the allocationofapilchardquotafortheEtoshaFishing canning factory in order for them to start working withoutfurtherdelay

Theworkers,intheirstatement,arguethatformore than eight years, the government has put a hold on pilchard catching by the fishing industry, however, according to the ministry's research report of 2024, sufficientevidenceshowsthatthepilchardbiomass found during the 2024 research could allow for the commencementofpilchardfishing.

The workers further argue that pilchard numbers are sufficient and many fishing vessels licensed to catchotherfishspecies,likehake,arecatchingtons ofpilchardsasbycatch.Therefortheemployeesare pleading to the ministry for the allocation of a pilchardquotatothefactorytosustainoperations.

NCCI Hosts National Feedback Session on Namibia's Oil and Gas Readiness

The Namibia Chamber of Commerce and Industry (NCCI) hosted a virtual national feedbacksession recently,sharingkeyfindingsfromtheIndustrialBaselineSurvey(IBS) forthecountry'sgrowingoilandgassector.

The session, held in partnership with Deloitte, TotalEnergies, and Shell, brought together NCCI members and guests from across the country The goal was to take a closer look at how ready Namibia is to support the oil and gas industry, especially as the country stands on the brink ofmajorinvestmentdecisionsinthisspace.TheIBSstudy, which was launched in December 2024 and is backed by the Namibian government, was carried out by Deloitte Namibia. It had input from several major institutions, includingtheMinistryofMinesandEnergy,NAMCOR,and PETROFUND.“Thisstudyarrivesatacriticalpointinour national economic trajectory as the country aspires to develop new economic levers,” said Titus Nampala, NCCI'sChiefExecutiveOfficer

“It provides an evidence-based framework to guide local capability development, workforce planning, and local content policy, particularly in anticipation of upstream oil and gas investment,” he explained. Nampala also stressed the importance of making sure that Namibia doesn't just watchopportunitiespassby “Totakefulladvantageofthis discovery, we must enhance our capacity across the entire supply and value chain, so that more of the Dollar is retained domestically, unlike during the exploration phase,” he said. Learner Driver and Instructor Injured in B2 Truck Collision

Alearner driver and his instructor sustained serious injuries in a collision involving two trucks on the B2 road nearWalvis BayandonWednesdaymorning.

According to a report issued by Senior Inspector Judith Shomongula of the Erongo police, the incident occurred at approximately 11:15 on Wednesday this week when a 30-year-old Namibian male, who was undergoing driving instruction, lost control of the white Isuzu truck he was operating.

TheIsuzu,headingtowardWalvisBay, clipped the side of a Scania truck travellingintheoppositedirection.The impactcausedbothdriverstolosecontroloftheirvehicles.

The Scania truck veered off and struck

a palm tree before coming to a halt, while the Isuzu truck overturned and landed on its side off the road. Both the learner driver and his instructor sustained serious but stable injuries, whiletheScaniadriverdidnotappear to have visible injuries at the scene. Allthreeindividualsweretransported to the Walvis Bay State Hospital for medicalattention.

The cause of the crash is under investigation, and the case is being handledasamatterofrecklessand/or negligentdriving.

Galp Eyes Namibia's Oil Potential with New Partner Talks on the

Horizon

Portuguese energy giant Galp Energia is ramping up its ambitionsintheoilandgassector,andNamibiaisonceagain makinginternationalheadlinesintheenergyworld.

Following a strong second quarter performance, Galp announced this weekthatithasraiseditsforecastfor full-year core profits and is moving aheadwithplanstodevelopitsmajor offshore oil discovery near Namibia's coastline. The company has now adjusted its 2024 earnings target, increasing it from €2.5 billion to over €2.7 billion (that's around $3 1 billion), citing better-thanexpected results and solid performance from its global gas trading activities. One of the driving forces behind this uptick is Galp's delivery of liquefied natural gas (LNG) from Venture Global's Calcasieu Pass export facility in Louisiana Under a take-or-pay agreementsignedbackin2018,Galp

receives 1 million metric tons of LNG annually from the U.S.-based plant. According to the company's latest financial report, second quarter adjusted earnings before interest, taxes, depreciation and amortisation (EBITDA) came in at €840 million, well above the expected €724 million. Excitement Builds for Capricorn Netball League National Playoffs

The 2025 Capricorn Netball League continues to produce exhilarating battles as thenationalplayoffsapproachinAugust.

Now in its ninth year, and under the sponsorship of the Capricorn Group, the tournament is in full swing, displaying Namibia's great talent and competitive spirit of young netball players. With onlyafewweeksleftbeforethenationalplayoffs in August, the league is providing exciting matches and impressive performances. The league features 85 teams from 30 public and private schools across regions, including Khomas, //Kharas, Hardap, Otjozondjupa, Kunene, Oshikoto, Omaheke, and Erongo. The Namibia Schools Sport Union (NSSU) endorses the league, which includes age categories from U/12 to U/19. “The Capricorn Schools Netball League is more than just a competition. It is a

EBF has played a leading role in identifying and nurturing exceptional talent in the region. Erongo's boxers have consistently shone on national and international stages. Notable athletes include: Tryagain Ndevelo, gold medallist at the African Championship and trained by ATBA, and Gebhard Iipinge, gold medallist at theAngola Independence Tournament and bronze medallist at the 2024 Olympic Qualifiers. Shaningwa Abed, Haungeya Johannes, and Araes Mischa (female), who collectively secured three silver medals at the Region 5 Youth Games held in July 2025 – all of whomtrainedatATBA.“ThedreamoftheEBFisto rehabilitate more young girls and boys through

CGA Crowned as the Champion

Walvis Bay based Cricket GenerationAcademy (CGA) was crowned as the champion of the Nedbank Desert Ice T20 Challenge after beating Gobabis Bulls by 33 runs in the final last Sunday in Windhoek.

CGAbatted first and set up a score of 180 runs for the loss of seven wickets in their allotted 20 overs.

CGAbowled Gobabis Bulls all out for 147 runs in 18.2 over William Lottering set up 47 runs off just 39 balls to receive the man of the match award. OtherstarplayersforCGAwereJustusHangula41 runs of 25 balls whilst the youngster Riego Julie nine runs of six balls not out and Renaldo Julie 19 runs of 18 balls with bat in hand and women's national team player Wilika Mwatile the star with ball in hand. The Walvis Bay team lost only two games in the league organised by Impact Cricket Namibia and supported by Nedbank Namibia through its Beyond Banking Division The Nedbank Desert Ice Challenge T20 League
