preparations for a petition to the Ministry of Urban and Rural Developmentandotherhighergovernmentofficesempowered by law to intervene when local authorities are unable to meet theirservicemandates.On9August,apublicmeetingwasconvened by local resident Kobus van Schalkwyk, supported by a group of Walvis Bay residents. The meeting invited SWAPO Secretary General Sophia Shaningwa and Deputy Minister of Urban and Rural Development Evelyn Mwases-Taeyele, both officials whose roles extend beyond the municipality's jurisdiction. “We wanted to speak to decision-makers who could actually help address the challenges the municipality has been facing,” van Schalkwyk said. The Erongo Regional Council (ERC) convened a Special Ordinary meeting on Tuesday to address the High Court ruling that reinstated Honourable Benitha Imbamba as council chairperson, overturning a contentious vote ofnoconfidenceearlierthisyear.
On1August,theWindhoek High Court ordered the ERC to return Imbamba to her position with immediate effect. The judgment, deliveredbyJusticeSibeya, declared the March decision to remove her “unlawful, unfair and invalid” and set aside the subsequent election of Hon. Florian Donatus as chairperson.Theruling further instructed the second respondent to restore Imbamba's salary and benefits, including back pay from thedateofherremoval. Imbamba had been removed on 24 March following a motion of no confidence, with Donatus elected on 15 April as her replacement. Speaking at the
time, Imbamba said she opposed the motion, along with Hon. Ernst Wetha “From here it was a very difficult situation, the teamwork was not there, I was bullied,” shetoldcouncil. Young Beach Heroes Lead the Way in Lagoon clean-Up
Armed with gloves, bags, and big smiles, local students and volunteers joined forces on Saturday for another successful Kelly in the Wild beach clean-up. The event took place on the sandbank and island in the Walvis Bay L a g o o n , a s i t e re c o g n i s e d internationally as a Ramsar wetland and resulted in the removal of an impressive 80 bags of garbage from the shorelineandshallowwaters.
The stars of the day were Hafeni Shipaxu, Alejandro January, and Lucas Nakanyala from Laerskool Walvis Bay, who collected the most rubbish. Their efforts showed true environmental leadership and set a shining example for their
peers. The clean-up was about removing trash and protecting marine life and the diverse bird species that rely on the lagoon's fragile ecosystem. By preventingplasticsandotherwastefromenteringthe ocean, the volunteers are helping safeguard everything from playful dolphins to the iconic flamingos. Organiser Kelly Beukes, from Kelly's Wild Adventures, praised the teamwork, “the children had an incredible time, and we made a real difference. BoN Expected to Keep Repo Rate
Steady at 6.75% Amid External Pressures
The Bank of Namibia (BoN) is expected to keep its repo rate unchanged at 6.75% when the Monetary Policy Committee (MPC) meets, marking the thirdconsecutiveholdthisyear. The decision comes amid rising external pressures, a narrowing interest rate gap with South Africa, and cautious domestic economic conditions. On 31 July, the South African Reserve Bank (SARB) lowered its policy rate by 25 basis points to 7.00%, reducing the SARB–BoN differential to just 25bps. While the move came slightly earlier than anticipated, analysts say it aligns with expectations for the South African policy rate to remain at 7.00% through the end of 2025 and does not change the outlook for Namibia'srates.Privatesectorcreditextension(PSCE) in Namibia rose by 5.7% year-on-year in June, compared to just 1.8% a year earlier However, growth has been uneven, with corporate lending, particularly in the mining and manufacturing sectors, climbing 10.6% year-on-year, while household credit grew only 2.4%. “Soft household credit growth may support the case for rate cuts, but external vulnerabilities and persistent domestic inflation are keeping the MPC cautious,” said economist Helena Mboti of FNB Namibia. Inflation eased from 4.2% in March to 3.7%inJunebutremainsaconcernalongsideelevatedborrowingcosts.TheBoN's2024Financial Stability Report also shows that large corporate exposures grew by 32.7% year-on-year, far outpacing overall PSCE growth of 4.0%. The main purpose of this gathering was to discuss changes which will be takingplaceregardingthe
future management and distribution of social grants. According to Mr Martinus Nakale from the Ministry, it will be primarily the cash beneficiaries who will be affected. Nakale explained that the main reason for government to terminate Epupa'scontractistosave onexpenses.
He informed the meeting thattheNamibiangovernment is paying Epupa N$9.3 million monthly, whichestimatestoaround N$112 million annually

New Regulations to Curb Fisheries Bycatch

The Namibian Cabinet, during a recent cabinet briefing, approved tougher penalties to curb fisheries bycatch and enforced measures aimed at reducing the unintentional capture of nontargetmarinespeciesinthefishingsector
Minister of Information, Communication and Technology, Emma Theofelus, stating at the briefing that the new measures are intended to safeguard Namibia's marine resources and promote sustainable fishing practices.
Theofelus said, “cabinet approved for the Ministry ofAgriculture, Fisheries, Water and Land Reform to impose actionable measures to reduce bycatch levels and implementation of measures to safeguard Namibia's marine resources.”
Theofelus said that the key changes are the introduction of a 2% bycatchthreshold,meaning fishing companies will only be allowed to retain up to 2% of their catch as bycatch. “Additionally, bycatch penalty fees will be raised from the current 15% to 50% under Section 44 of the Marine Resources Act” sheadded.
She further stated that other enforcement measures include quota deductions, confiscation of fishing gear, and seizureofvesselsincasesof

serious or repeated breaches as well as licence revocation for habitual offenders as well as licence suspensions either temporaryorpermanently depending on the severity of those violations and four, quota deductions for severe violations in case of severe or repeated violations will be enforced.
Theofilus noted that authorities should have the power to confiscate fishing gear or even seize the vessels. “Furthermore, in the event if a fishery exceeds by its bycatch limits, the excess should bedeductedfromits
future quotas. And lastly, for the annual public listing of bycatch violators to be published to discourage non-compliance.” Furthermore, any amount above this limit will be subject to forfeiture at no cost to the government and may be used to support governmental objectives, Theofilusnoted.
She concluded that the revised framework includes tougher consequences for repeat offenders, who could face the suspension or permanent revocationoftheirfishing licences depending on the severity of their noncompliance. The decision comes in response to growing public concern overrisingbycatchlevels. While vessels are currently instructed to relocate when high bycatch is observed, some operators are suspected of deliberately targeting vulnerable species, undermining marine conservation efforts. Minister of Agriculture, Fisheries, Water and Land Reform, Inge Zaamwani-Kamwi, said the existing enforcement regime was failing to deter illegal fishing. “The need for stronger penalties to ensure compliance and support the recovery ofaffectedspecies.”
Thefisheriesministryhad also cautioned that recent pilchard landings worth more than N$23 million over a two-month period suggested some of the bycatch was not incidental but deliberate. In the meantime, the Wet Landed Small Pelagic Association has expressed support for Cabinet's decision to introduce the stricter bycatch regulations in Namibia's fishing industry

N$50 Billion Ammonia Plant Planned for Arandis

CMB.TECH and Olthaver & List recently announced its plans to construct a N$50 billion large-scale green hydrogen and ammonia productionfacilityatArandis.
The Green Ammonia plantplannedforArandis is a major development that could transform the town into a hub for renewable energy and green industries, creating new economic opportunities not only for the region but for the whole country This project, a joint venture between the two companies, aims to produce 200 000 tonnes of green ammonia annually in its first phase, positioning Namibia as a key player in the global green hydrogen economy The project will be developed on 2 400 hectares of land and is expected to create 4 000 jobs during construction and 600 permanent jobs onceoperational.Asignificantportionoftheenergy will be sourced from solar power, with a 900megawatt solar power plant and a 500-megawatt electrolyser capacity The project also includes the development of infrastructure like pipelines, roads, and storage tanks for hydrogen and ammonia. The greenammoniaproduced will be used as a clean fuel and fertilizer and will also be used for export.Theprojectispart of Namibia's broader strategy to become a global leader in green
hydrogen and clean energy exports. Common user infrastructurewillinclude pipelines and storage tanksforwater,hydrogen, ammonia and other deviates.Thiscoversport, railway, road and power infrastructure and may include handling and storage facilities The Arandis Town Council approved the project in 2024.

Nawases-Taeyele said that the project will also be crucial for developing technical skills necessary for the future industries.
“Itismystrongbeliefthat together, we have a great chance to build a legacy that resonates through generations to come,” she added.

Cleanergy Solutions Managing Director, Eike Krafft, said the Walvis Bay facility uses solar energyandbatterystorage to produce hydrogen through electrolysis, and includes storage tanks, a mobile refueller, and Namibia's first hydrogen academy “We are already testing a variety of applications, including hydrogen-powered trucks, generators, tractors, and a soon-to-arrive hydrogen locomotive. We are also developing a multi-purpose port utility vessel and a 55 000-tonne ammonia storage terminal at WalvisBay,”Krafftsaid.

UNAM, University of Pretoria Launch Landmark Air Pollution Study in Walvis Bay
The initiative, spearheaded by Dr Anna Alfeus, Senior Lecturer in the Department of Public Health at the University of Namibia (UNAM), in partnership with Professor Janine Wichmann from the University of Pretoria, was officially introduced to the Municipality of Walvis Bay's
Water, Waste & Environmental Management staff this week. “This study will be conducted at an urban background site located at the Municipality of Walvis Bay building from 1 February 2026 to 28 February 2027,” Dr Alfeus announced during the presentation.

Walvis Bay is set to play a pivotal role in advancing Namibia's understanding of air quality, following the launch of a year-long research project on fine particulate matter (PM2.5), a dangerous air pollutantlinkedtoseverehealthrisks.

The coastal MX riders, Mason Meyer in the 50cc class, Juan de Vos and JC Lochner in the 125cc class will compete with the other riders with one mission, to ride hard, ride proud, and make Namibia impossible to ignore. From fresh-faced 50cc chargers to veteran firepower in the Masters and VMX classes, this team has put in the hours, eaten the dirt, and earned the right to wear the flag.
